This paper discusses the overall challenges to construct a two-lane highway tunnel located in southwestern Colorado on U.S. Highway 160 for the Colorado Department of Transportation by the Kiewit Western Company. The purpose of this project is to provide the excavation and temporary support for a highway tunnel 280 m (916 feet) long. The tunnel cross section is 14.3 m (47 feet) wide by 8.5 m (28 feet) high, 105 m2 (1,130 SF).Construction methods include conventional drill and blast excavation with rockbolt and shotcrete ground support. This unique tunnel is being constructed under alpine tunnelling conditions and in the immediate vicinity of active highway traffic.

Myuna Colliery long term ventilation requirements were included as part of the overall planning of colliery construction and underground development. Ventilation, during the simultaneous sinking of two drifts and the downcast shaft, was accomplished by established methods of ducted exhaust and blower fans. Drivages for the 3 seam interconnections of shaft and drifts were ventilated by extension and duplication of the exhaust systems. Ventilation, for the below seam extension of the belt drift, construction of between seam and below seam bins, and the completion of a circular between seam drift, required a step by step changeover to a temporary main ventilation exhaust fan mounted adjacent to the top of the completed downcast shaft. The second, permanent upcast, shaft was commenced and colliery production started one seam at a time, using the transport drift, while the underground bins, belt and between seam drifts were completed. The uocast shaft was completed and a connection made in the upper seam, completing all contract mining and allowing the main fan to be erected. Considerable interest has arisen in developing analytical methods suitable for measuring resource commodity substitution patterns. some of this work has applied the Translog method to estimate actual elasticities of substitution. Recent examples incl.uae Privolos and Dunietz (1987), Kopp and Smith (1983), and Moroney and Trapani (1983). Another method, one which has received attention earlier in the work of Fisher and Pry (1970), is that of the logistic or diffusion function. We believe that the latter method has properties suitable for analyzing current problems of material substitution. The present study thus evaluates this method in its original logistic form as well as an extended version incorporating additional explanatory influences. The analysis is applied to copper/aluminum substitution and iron ore beneficiation. Substitution for copper by aluminum is examined in the building wire and cable, and magnet wire end-use markets. For iron ore, the substitution of pellets for sinter is considered for the U. S. market.

"INTRODUCTION At various times, North Carolina has supplied small quantities of brown-iron ore to the furnace o the South. Between 1917 and 1920, the quantity reported to the Federal Geological Survey was 126,000 tons. Most of this came from Cherokee County. 3/In furtherance of the program initiated by the Bureau of Mines to develop additional reserve of iron ore during the emergency, the Cherokee County deposits were examined by an engineer 4/ of the Bureau of Mines, and work was recommended on,12 properties.The project was begun in April 1944 and continued intermittently until April 1945, when work was stopped. During this period, eight properties were explored, and an additional property was mapped.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Although cone classifiers have received little attention in the modelling of mineral processing units they are one of the oldest non-mechanical classifiers. Their use has enjoyed a revival in recent years because of their low cost of installation and operation. In this paper the development of models for cone classifiers is reviewed and a new model is proposed. The experimental work, data collection and analysis are briefly described, and the new model is presented and discussed. The data used in the model development are made up from three distinct experiments using different units in each case. There are 21 data sets from a 3 m cone treating the tailings in a copper concentrator, 24 data sets from a 0.3 m pilot-scale cone, and 29 data sets from a laboratory glass funnel (0.(Y73 m diameter) used as a cone classifier, giving a total of 74 data sets. The model structure was developed from an analysis of particle settling in classifiers, using specialised model building software. The size of a particle settling in a separator and the forced flow through the apex of the cone were related via hydrodynamic dimensionless groups to the operating conditions of the unit. The model predicts the separation efficiency using the following four parameters: efficiency curve shape factor, cut-point, underflow density (per cent solids) or underflow pulp velocity. The model covers a range of feed flowrates from 1.2 to 5000 1/min.

"INTRODUCTION This is the second report of investigations describing tests in full-scale commercial heats of steel-using electrolytic manganese having a purity of about 99.95 percent, produced in the Bureau's pilot plant at Boulder City, Nev. The first report dealt with tests in cooperation with two companies can the use,of electrolytic manganese in the manufacture of stainless steel. 3/ Plans aril cost estimates for reasonably large commercial, electrolytic plants based upon pilot-plant experience, as well as the comments of a number of concerns where electrolytic manganese has been tried, are contained in another publication.4/ The tests in cooperation with industry are part of the Bureau of Mines program of investigations of methods of utilizing low-grade domestic manganese ores, thereby the United States leas dependent upon foreign sources of manganese for metallurgical use. The Boulder City pilot plant already has demonstrated the feasibility of producing electrolytic manganese from several of the most important reserves of low-grade manganese ore. As the ferromanganese normally used by the steel industry represents the bulk of the Nation's manganese requirements, the usefulness and possi¬ble advantages of electrolytic manganese in the manufacture of steel must be established if electrowinning from domestic ores is to become an important factor of manganese supply.Preliminary arrangements for the cooperative tests at the Atlas Steel Casting Co., Buffalo,. N. Y., were made with E. L. Altenburg, vice president and general manager of the company, by A. A. Dow. 5/ The data on the tests at the Atlas plant presented herein are based upon reports of E. L. The Golden Valley Volcanic Centre has been recently interpreted as being a combination diatreme breccia pipe and rhyo-dacite flow dome complex of Permo-Carboniferous age that intrudes basement granitoids and sediments of Ordovician-Devonian age. Exceptionally good exposure at the Centre has enabled the relationships between different lithologies to be determined. This, along with petrological studies, has led to a detailed understanding of the geological environment in which the complex formed. Gold, silver and base metal mineralisation have been recently shown to be associated with the Marginal Breccia at the perimeter of the diatreme. Comparisons have been made between the geology and mineralisation in this system and several similar diatremes which also contain gold-base metal sulphide mineralisation.

Australia has, and faces, a growing problem with regard to the ability to meet the demand for liquid fuels from indigenous petroleum resources. The position for natural gas is better but there is no room for complacency. Since the coal resources are relatively extensive, interest in the prospect of producing liquid fuels from coal is in- creasing. The approaches to the production of gaseous and liquid fuels are briefly reviewed and the present status of coal conversion technology is discussed. Many problems remain to be solved and it is estimated (in the USA) that another 8-10 years will be required before any of the processes for liquid fuel production are considered sufficiently efficient and viable to go to a demonstration plant. Coals represent complex feedstocks and the effects of variations in coal properties on oil-from-coal processes are not fully understood. The thermal efficiencies of various coal conversion processes are considered in relation to their impact on coal requirements. The production of Australia's present requirement for liquid fuels by the only commercial process in operation would require a four-fold expansion in the local consumption of coal. Any assessment of the suitability of oil-from-coal processes currently under development overseas for Austra- lian coals and requirements must take heed of the differences in coal properties and motivation. The economic via- bility of processes for producing oil from coal will continue to be uncertain because of the large difference between the World price for crude oil and the actual production cost.

"The Lower Cretaceous McMurray Formation contains the bitumen reserves of the Syncrude Mine in northeastern Alberta. This formation comprises sediments deposited sequentially in fluvial, estuarine and marine depositional environments. The Syncrude Base Mine area consists mostly of estuarine sediments, as much of the original marine sediments have been eroded away. These estuarine deposits consist of channel-fill sediments and interchannel tidal flat sediments with the channel-fills comprising most of the orebody.Channel-fills contain, among other lithologies, interbedded sand, silt and clay rich layers that often occur as sequences of inclined beds with dips up to 25 degrees or more. A detailed knowledge of the distribution of these inclined beds, their lithological characteristics and their continuity is very important in assessing the risk of mine highwall instability . Techniques used to identify and characterize adverse structures are reviewed. INTRODUCTIONGeneralThe Syncrude Canada Ltd. oil sand mine is located within the surface mineable portion of the Athabasca Oil Sands area about 40 kilometres north of Fort McMurray in northeastern Alberta, Canada (Fig. I). The company commenced large-scale strip mining of oil sands in June 1977in the area, referred to as the Base Mine, situated in the southeast corner of the company's two lease areas (Fig. 2).The mining method (Fig. 3) utilizes large electric drag lines operating on a single bench with highwall depths up to 60 metres. Feed grade oil sand (= 6 wt.% bitumen) is mined by draglines and windrowed parallel to the highwall crest. Lower grade oil sand « 6 wt. 0J0 bitumen) occurring as waste bands is selectively mined by the draglines and cast back into the mined out pit or placed on the bench and hauled by truck. The windrowed feed is delivered to the extraction plant by a bucket wheel reclaimer and conveyor system. Stripping of Recent, Pleistocene and Cretaceous overburden units is done outside the conveyor systems by mobile equipment. The 4.5 kilometre long mine is split into four quadrants for planning and scheduling purposes, with each quadrant having an individual dragline-bucketwheel-conveyor system.Surface mining of oil sand at Syncrude requires the removal of vast quantites of material. The design of the open pit mine relies heavily on knowledge of the distribution of ore and waste materials, and on the physical characteristics of these materials.The geology of the oil sand below the dragline bench at the Syncrude Mine is complex. Geological, geotechnical and hydrogeological factors play an important role in the design and operation of the mine. This paper describes aspects of the geology that impact on the design and operation of the mine. Some of the methods and procedures adopted by Syncrude to successfully overcome difficulties that the complex geology creates are discussed."

THE Cornucopia gold quartz veins form a parallel vein system traversing metamorphic and granodioritic rocks. Field and petrographic evidence suggests that metasomatism has played an important role both in the emplacement of the granodiorite and in the formation of the veins. Structurally the veins appear to be related to the major tectonic features of the Wallowa Mountains and to be narrow shear zones rather than filled fissures. Petrographic studies indicate a complex history of formation starting from initial alteration along fractures or joints followed by recurrent fracturing and a quartz-forming stage, and closing with continued shearing and microbrecciation, which permitted the upward percolation of the later ore- forming solutions. The precipitation of ore minerals from these solutions formed ore shoots. Postmineral effects include the injection of Tertiary basaltic dikes, a slight amount of cross faulting, and some movement along the planes of the veins as well as oxidation.

Overlying the coal deposits of the Sydney Basin are several lakes and other bodies of water. These include the Pacific Ocean, Lake Macquarie, the Tuggerah Lakes and the stored waters of the dams of the New South Wales Metropolitan Water Sewerage and Drainage Board. The coal beneath these bodies of water amounts to hundreds of millions of tons. Colliery workings have approached these areas of water and in some instances first 1"orkings of bord and pillar have taken place oi_eshh the water. he problem which now faces mine manage- and other interested authorities involves the determination of the maximum ;mount of coal which can be safely extracted from beneath the water. There are many factors to be considered including the depth of cover, seam thickness, geological details and strata movements.

Mandatory Codes of Practice to Combat Rock Fall Accidents came into force on South African Collieries in 1997. These were drawn up in accordance with guidelines issued by the Chief Inspector of Mines, The Codes of Practice (CoP's) are legal documents in terms of the South African Mine Health and Safety Act 1996. One of the main results Of the introduction of the COP'S from a practitioner's point of view is that they formalized much of what would have constituted a typical visit to an underground section previously. Other important requirements were as Billows: Support rules and Strata Control Standard Procedures were to be drawn tip. Identification of Special Areas (areas requiring a higher level of rock engineering input and with, typically, higher order of support and restrictions on mining geometries), Changing conditions underground to he identified timeously. Implementation of the CoP to he monitored. To comply with these requirements on Ingwe Collieries (a division of BHPO Billiton Energy Coal) it was decided to produce too separate forms to be used in conjunction with each other. The first of these, the "Underground Section Physical Risk Rating" measures the physical conditions in each section whereas the second form, the "Section Perfomance Rating" determines how well the section personnel are Coping with the conditions. This form also pleasures compliance with the Support Rules and Strata Control Standards. Both forms are essentially risk matrices but with various scenarios described, each with a certain weighting. The "Risk and Performance Form" system for bord and pillar operations has by now been used for five years in the Ingwe and Eyesizwe Mining Collieries and has achieved a great deal of acceptance. This system has enabled the quantification of previously subjective observations and has improved the strata control awareness and management of underground mining sections. Amongst other initiatives it has assisted ill reducing the severity and frequency of fall of-ground accidents.

A testing program was conducted to determine the suitability and reliability of adhesives and polycarbonate lenses for extended use in luminaires in mine environments. Polycarbonates were exposed, for periods up to 36 months, to four environments including ultraviolet light, humidity, intermittent water spray, and heat of either 180°F or 407 in various combinations. Rod impact tests on the exposed lens material indicated, that polycarbonate functions well under all 180°F environments and could be used with confidence for periods exceeding the test period, for as long as ten years, with a suit) able safety factor employed in design. The specimens exposed at 240°F showed decreased toughness after 24 months' exposure. Extrapolation of these data was deemed to be risky. A 462-day compatibility test between polycarbonate and six hydraulic fluids was run on stressed PC beams. One fluid caused beam breakage in less than one day, while three caused breakage at intermediate times. Two fluids exhibited essentially no effect on the PC when compared to a control. Epoxy and silicone adhesives were tested as lens adhesives and sealants. Three epoxy combinations tested showed low and erratic failure stresses. A room-temperature-cure silicone adhesive functioned extremely well for time periods up to 36 months and temperatures u2 to 240°F.

The changing characteristics of raw materials has highlighted the limitations that conventional vibrating screens have in the handling of fine wet sticky materials. These' limitations have led to the development of a totally new concept of screening, the Rotating Probability Screen. In order to illustrate the practical benefits to be gained by the extraction of fine materials ahead of subse quent processes particularly in the coal industry, the experiences gained in Ro-Pro installations in America, Australia, Europe and Britain are drawn upon.

Stability of a pre-exnacted recovery room plays a vital role when longwall face approaches and during a longwall face move. In an attempt to extend the application of pumpable cribs into recovery room support and to limit roof bolt installation when a longwall face approaches the recovery room, yieldable and cuttable pumpable cribs (YCPC) were employed in the recovery room at the northern West Virginia mine. The YCPC consists of two layers of materials with different strengths. This allows considerable deformation from the floor and/or roof by sacrificing the soft layer while maintaining relatively high load capacity under mining¬induced front abutment loads. The thickness and stiffness of the soft layer, installation and quality control are the key factors when using the Yieldable and Cuttable Pumpable Crib to stabilize longwall recovery room- Underground observation and monitoring results show that the Yieldable and Cuttable Pumpable Crib is a viable solution to insure stability of the recovery room and can save at least two days for a longwall face move at the mine.

A novel approach to eliminating environmental and public safety hazards that are associated with fires in abandoned coal mines and waste banks involves the use of in situ combustion technology developed by the Federal Bureau of Mines to accelerate the burning of the wasted coals in place. This technology would be used under exhaust ventilation control conditions that would allow for total management of the hot gases produced. Combustion stoichiometries would be optimized to minimize unburnt combustibles and to maximize the heat content of the gas products, which will be exhausted at one or more fan locations. When necessary, scrubber systems would be employed to remove air pollutants, such as sulfur dioxide; heat utilization systems (process heat, steam, and electricity) would also be employed to offset operational costs. Ultimately, complete burnout would solve the fire and acid water formation problems of the abandoned coal mine or waste bank. Pertinent technical data for burnout control are derived and discussed in terms of the important material and operational parameters. In general, it is believed feasible to operate a burnout system in an existing abandoned mine or waste bank fire at thermal power levels in the range of 10 to 100 Mw, and at exhaust gas temperatures of 1,000° C (1,830° F).
