Despite the media's use of the mining industry as a whipping boy over its perceived attitude towards the environment, the facts remain that the only legislated requirement in the SA Statute Books for any form of environmental impact-assessment prior to development is to be found in the Minerals Act in the form of an EMPR. Not only is our industry complying with this requirement, but moves are afoot to set up environmental management systems for existing operations in preparation for seeking accreditation under ISO 14001 when published towards the end of this year. On how broad a front are we advancing? ? Is the industry equipped to handle these challenges? ? Does it have the determination to overcome its problems? ? Do we realise that failure may mean the loss of markets overseas to competitors who can meet the international standards? ? Where are the shortcomings and when must our efforts be focussed?

In February 1996 the OECD's Environment Policy Committee will commemorate its 25th anniversary with a fifth meeting at Ministerial level. Environment ministers will be taking stock of the progress made by OECD countries in protecting and managing the environment in that quarter-century, and sharing views on likely challenges and co-operative responses. Ministers can point to many important accomplishments. Scientific understanding and technological tools for establishing and monitoring risks to human health and the environment have improved dramatically since the early 1970s. All OECD countries now have in place comprehensive environmental legislation, supported by specialized institutions for policy design, implementation and enforcement. The results of these efforts are increasingly evident in the form of cleaner air and water, and improved protection of natural areas, notwithstanding the many complex problems that remain.

Exploration for SX-EW copper deposits and plant operation depend largely on the copper and gangue mineralogy inasmuch as? they govern the feasibility of leaching. Mineralogical parameters are pivotal in identifying if an ore is suitable to dump, heap, thin layer, vat or agitated leaching and/or if the ore requires curing, bioleaching or alternate lixiviants. Problems in metallurgical testing, production leaching and recovery forecasting are very often related to lack of mineralogical data. This presentation will illustrate the use of quantitative mineralogical analysis for exploration, acquisition assessment and optimization of copper leach operations.

This paper deals with innovative techniques that have enabled personal computers to be used on the mine site to define, develop and manage an ore body resource, while being aware of the consequences to the environment. The same set of personal computer tools that are used for resource estimation, once the province of expensive workstations, can also be used by geologists, mining engineers, surveyors and environmentalists, in managing the whole mining process, including production, grade control, monthly reconciliation and stockpile management through to tailings the management, mine rehabilitation and the due diligence process of mine closure.

The formation and distribution of gold placers in active collisional mountain belts are directly related to the tectonic, topographic, climatic and erosional constraints prevailing on either side of the orogen at the time of placer formation. In the absence of pre-existing placer deposits, these factors combine to concentrate placer development on the side of the orogen facing the prevailing winds, where most of the erosion and uplift occurs. Drainage network changes and glaciation can significantly alter placer distribution with respect to source areas within the orogen. After collision stops, placer formation will proceed on both sides of the orogen as exhumation of the mountain belt ensues. Incorporation of pre-existing placers formed on ancient mountain belts into younger placers in subsequent orogens, may be recognised by anomalous placer distribution compared to the above model. Most of the relatively young giant placers such as those inNew Zealand, Chile, Bolivia and Columbia, exhibit these general patterns. Their character and mode of formation have important implications for the formation and distribution of much older placers, such as those in South Africa's Witwatersrand Basin.

In 1986 the U. S. Bureau of Mines (USBM) embarked on a major research effort to develop technology that can substantially reduce worker exposure to face hazards simply by relocating the equipment operators to an area of relative safety. This reduced exposure mining system (REMS) research effort enhances the USBM ongoing health and safety research efforts to reduce and control dust and noise and to reduce accidents through training and better mining practices. This paper reports progress of the research that is developing and will demonstrate the technologies required for the computer-assisted tele-remote operation of continuous mining machines, haulage systems, and roof bolting machines.

Sumitomo Metal Mining developed a new nickel refining process ( Matte Chlorine Leach Electrowinning process) based on chlorine leach and electrowinning technologies. After the pilot plant study, the commercial plant with design capacity of 24,000 tonnes per year was constructed and has been successfully operated since August, 1992. During the practice of the past three years, great deals of improvement have been achieved. Through these operations the MCLE process has been demonstrated to be one of the most superior processes in the world with nickel recovery, productivity, cathode quality and working environment. Today the refinery product capacity is increased to 30,000 tonnes per year. This paper describes the equipments and operation of the Sumitomo MCLE process.

Mine production systems (MPS) are characterized, more or less, by the following properties: uncertainty, subjectivity, impreciseness, polysemy, instability, indefiniteness and lack of data. From modern study aspect these MPS mathematically belong to the class of fuzzy systems. With this in mind, the usage of fuzzy sets is recommended as a methodology that treats impreciseness, indefiniteness and complexity of mine production systems in a satisfactory manner. Fuzzy modelling, discussed in this pa- per, is applied as a mathematical implement. The objective of the paper was to show production optimization in practice on the ex- ample of bauxite open pits where fuzzy linear programming (FLP) was used following the criterion per income. The variables in criterion function are linguistic variables while both variables and variable restrictions are presented by triangular fuzzy numbers (TFN). The term "satisfactory income" presented through triangle fuzzy numbers was introduced instead of "maximizing the income". sensitivity of the obtained solutions has been analysed

The Nickel Rim Depth Cu-Ni-PGE deposit, discovered by Falconbridge Limited in 1993, illustrates several trends in exploration in the Sudbury area. Recent discoveries tend to be deep, high grade, footwall hosted, close to or straddle property boundaries and made using a multi-disciplinarian exploration approach that integrates economic considerations with geology, metal geochemistry and geophysics (borehole EM). The Nickel Rim deposit occurs down dip of Inco's Victor Deep deposit (4.2 million tonnes at 2.25 per cent Ni, 7.30 per cent Cu) in the eastern margin of the Sudbury Igneous Complex (SIC) at a depth of 2650 m. Before commencing drilling an economic evaluation was done to determine the minimum size needed to be economic at the expected depths and determine the expected value of an exploration venture. The subsequent surface exploration program discovered a drill indicated, undiluted mineral inventory of 1.6 million tonnes of 1.58 per cent Ni, 10.13 per cent Cu, 4.17g/t Pt and 3.50 g/t Pd including 519 000 tonnes of 4.13 per cent Ni, 25.53 per cent Cu, 9.76 g/t Pt and 8.42 g/t Pd. The deposit is hosted by gneiss, migmatite, gabbro and pseudotachylite (Sudbury Breccia) 100 m below the base of the SIC.

The sign of the surface charge for alkali halides in their saturated brines has been established from non equilibrium electrophoresis measurements and on this basis the flotation response of alkali halides was explained based on the adsorption of oppositely charged collector colloids by heterocoagulation. These surface charge results for alkali halides are generally as expected from simplified lattice ion hydration theory with some exceptions, specifically LiF, KCI, NaCl, KBr, RbBr, KI, and Rbl .The presence of natural oxygen defect states in the crystal lattice and the inaccuracies involved in the gaseous ion hydration free energy values used appear, in past, to be responsible for these deviations. The presence of natural oxygen defect states in KCI, KBr, RbBr, and Rbl as characterized by UV Nis absorption, was found to account for their anomalous surface charge. Further, other positively charged alkali halides, LiF, NaCl and KI, were found to be free of oxygen defect states. Nevertheless, oxygen defects can be created in these alkali halides to make them negatively charged and has been demonstrated for NaCl. Such negatively charged NaCl can be readily floated with positively charged amine collector colloids thus confirming the surface charge/collector colloid adsorption theory.

The weak acid is a by product obtained in a pre-treatment of gases from a copper smelter prior to sulfuric acid manufacture and the main components of this weak acid are: sulfuric acid. copper, arsenic. antimony, bismuth and iron. Usually, this effluent is neutralized with lime and the solid residues are stored in a landfill as a hazardous waste. This work was directed at determining the optimal conditions to recover copper from weak acid using a cementation process before the neutralization of the effluent. The variables investigated are: Effluent temperature, iron scrap amount and acid concentration versus reaction time. The results of these experiments show that the cementation process of copper and the co-cementation of impurities such as arsenic, antimony and bismuth were in accord with the theory of the electrode potentials.

The Murrin Murrin deposit is located about 210 km NNE of Kalgoorlie and 50 km E of Leonora in the North Eastern Goldfields region of Western Australia at latitude 28¦ 50'S. longitude 121¦ 54'E on the Laverton (SH 51-2) 1:250 000 map sheet. The tenements are held by Anaconda Nickel NL. Geological investigations between 1994 and 1996 resulted in resource calculations being completed for the ten lateritic nickel cobalt deposits shown in Figure 1. At a 0.8 per cent nickel cut-off the resources at May 1996 for the nine deposits are 116.8 Mt at 1.10 per cent nickel and 0.082 per cent cobalt. The nickel-cobalt mineralisation is contained in a laterite profile developed over Archaean serpentinised peridotites. A bankable feasibility study has been completed and the project is scheduled to be in production by the beginning of 1998.

The White Pine Mine is the second largest active underground copper mine in the United States, covering an area of approximately 34 km2 in the Upper Peninsula of Michigan. A numerical flow model of the White Pine Mine was constructed to evaluate engineering controls that would reduce the rate of mine water discharge after closure. Of the passive controls evaluated, the placement of low-flow bulkheads within the mine workings was predicted to offer the greatest benefit, reducing the rate of discharge by as much as 35 percent.

"The new lead smelter based on the QSL technology was started operation from May 1992 at Onsan Refinery of Korea Zinc Co., Ltd. The smelter is designed to treat not only various types of lead concentrate but also secondary materials coming from the zinc plant without special pretreatment.Shortly after the start-up of the operation, it has demonstrated that the smelter have a capability to treat wide range of raw materials. Continuous modifications and improvements of the plant are still under way to increase the feed rate and also the ratio of secondary materials to the feed.In this paper, the operating experience and results of QSL smelter, especially the injection of gases and coal to the melt, will be presented with major operation parameters and data.INTRODUCTIONThe QSL lead smelter based on new injection technology was commissioned at the Korea Zinc's Onsan plant from May of 1992. After starting the operation, the QSL lead smelter faced various kinds of mechanical and metallurgical troubles. However, these were gradually worked out by the continuous improvements and efforts.At present, the QSL lead smelter is operated stably at the total feed rate of 57 tonnes per hour with an increased amount of secondary materials."

The best long-term approach to exploration involves the use of extensive quality data and the integration of many different factors, methods and techniques. The successful exploration manager needs to integrate people, area selection and exploration methods, with the use of descriptive and genetic geological models. Based on a syn-metamorphic genetic model for Archaean gold, successful exploration in Western Australia requires the integration of data on anomalous gold, alteration, lithology and structure. Many other parameters such as geophysics, geochemistry and regolith studies provide additional, indirect information that needs to be integrated into the overall exploration programme. Timely access to research findings and ability to integrate these into immediate exploration has contributed considerably to the success of the gold industry in Western Australia since 1980. Extensive and deeper drilling, and the ability of computers to handle the volume of data generated have enabled effective testing of many more geological targets.

"The present study deals with the kinetic studies of reduction of some selected transition metal tungstates with hydrogen. The measurements were carried out by the isothermal thermogravimetric method. Shallow powder beds were employed in order to avoid the effects due to transport phenomena affecting the reaction rate. In this way, the chemical reaction rates could be selectively studied. The experiments were carried out in the temperature range 873 - 1173 K. From the experimental data, the activation energies were evaluated and were found to be around 88 kJ / mol in the case of both iron as well as cobalt tungstates indicating the similarities in W-O bonds in both cases. The activation energies obtained are discussed in the light of the position of the transition metal in the periodic table as well as the thermodynamic stabilities of the various tungstates.IntroductionThe tungsten containing hard metals, characterized by high density, belong to a class of two-phase metal matrix composites. While these types of materials have traditionally found their applications within the defence industry as armour-piercing projectiles, counterbalance in helicopters and military aircrafts, outer casings of hand-grenades, etc., commercial applications for this class of alloys also exist, including radiation shields, penetrators for the oil industry, turbines for turbo-jet engines and a wide range of sports related parts. A possible route to the production of these alloys is to reduce the tungstates such as FeW04, Co W04 and NiW04 using a reductant like hydrogen or carbon monoxide. In order to have a better understanding of the processes involved in the production, it is important to have a knowledge of the reduction kinetics for these tungstates. According to the knowledge of the present authors, while the reduction ofNiW04 by hydrogen gas has been investigated earlier in the present laboratorypl no systematic reduction study has been carried out previously for the tungstates of iron, cobalt."

The coal producers of the Rocky Mountain states have led in one of America's true industry revolutions - the leaps in productivity and competitiveness that deliver coal-fired electric power to the U.S. economy at prices that are the competitive envy of the world. You are a primary reason the average price of industrial power in the U.S. - the power that creates and upholds jobs - is: ? 10 percent below the French average, where nuclear power is dominant; ? 37 percent below the average for industrialized Europe; ? 49 percent below the German average, where subsidized coal and nuclear rule; ? And 73 percent below the Japanese average where nuclear and liquified natural gas dominate. There are interests ambitious to change all of that; and they will be a subject of my remarks, some by name, rank, and affiliation. Coal-fired power plants in the Rocky Mountain states deliver some of America's lowest cost electricity; and America's coal-fired plants deliver some of the world's lowest cost electricity. Represented here in one room are producers from states that deliver more than 40 percent of America's coal and five of her top 10 producing states. You are cornerstones of America's economic strength and future growth. The theme for this meeting is "The Many Partnerships of Coal;" and, in this keynote, I'd like to offer a variation on the theme. I'd like to discuss a determined partnership that is dedicated to overturning everything you have accomplished, plus the structure of our society - very dedicated, very patient, very determined. This partnership masks itself as being in the public interest but behind the mask a political alliance of three distinct private interests can be seen: ? One is ambitious for economic reward as a right and without the trouble of effort; ? One is ambitious for economic advantage in trade without the trouble of competing; ? And one is ambitious for the power to govern people without the trouble of winning consent in elections - to change the way other people choose to live in accord with their own passionately held beliefs. The international agreement on climate is being used as an artifice to advance these interests, and the interests are making the United Nations a mechanism for achieving those objectives - for turning the screw, so to speak. The President that Americans elect this year soon will come under intense pressure from these partners to: ? First, quickly adopt policies that will raise U.S. energy prices and restrict use under the climate agreement; ? And in 1998 - if they follow their own published plans - to begin the subordination of the independence of the United States to a collective sovereignty in economic, political, legal and other matters. The Worldwatch Institute inaugurated this pressure last year with a policy monograph entitled Partnership for the Planet: An Environmental Agenda for the United Nations. This is but one indicator of the situation I ask you to consider. The pressure will increase after the election. Worldwatch is one of those intellect-oriented "public interest" groups whose work often leads to policy proposals and debate. Worldwatch gets money from the U.N. Population Fund and the MacArthur Foundation among others. And so my remarks require wading waist deep into one of the more sporting current propositions of American public policy - discussion of ambitions for and within the United Nations to achieve that which the ambitious call global governance. The Bureau of Mines has recently completed a comprehensive study of coal strength. More than 4000 individual test results from over 60 seams were extracted from the literature and combined in the most complete data base of the uniaxial compressive strength of coal ever assembled. In addition, more than 100 case studies of in-mine pillar performance were available in the Analysis of Retreat Mining Pillar Stability (ARMPS) data base. Statistical analysis of this wealth of data has yielded valuable results. The data shows clearly that the "size effect" is related to coal structure. The widely-used Gaddy formula, which predicts a significant strength reduction as the specimen size is increased, was found to apply only to "blocky" coals. For friable coals, the size effect was much less pronounced or even non-existent. Case histories of failed pillars are the best available data on in situ coal strength. This study found no correlation between the ARMPS stability factor of failed pillars and coal specimen strength. Pillar design was much more reliable when a uniform coal strength was used in all case histories.

Until recently, nickel laterite projects have been largely ignored, due to their supposedly higher treatment costs compared with sulphides, and to their perceived processing difficulties. A number of laterite projects in the 1970s were abandoned because of high capital and operating costs, while others experienced severe technical difficulties. Conventional wisdom had it that laterites would not be exploited until most of the sulphide orebodies had been depleted. Why then, have Australian mining and exploration companies started a resurgence of interest in the treatment of nickel laterites? It all began with the Bulong project, which has been under study since 1987, while more recently two further projects, Murrin Murrin and Cawse, have been initiated and are being fast-tracked to take advantage of the current high nickel and cobalt prices. A further project in NSW, Syerston, has also been investigated at bench-scale, but no further development has yet been announced. All these projects have the following advantages: 1. Good location near a major mining centre and,reasonably close to power, water, roads, accommodation and a developed service industry. 2. Straightforward, low cost mining. 3. Low cost of acid or sulphur. 4. Good to very good cobalt credits. In addition, there have been significant technological developments in the design and operation of high pressure autoclaves and high rate thickeners, as well as solvent extraction and electrowinning technology. This has helped to decrease capital costs and technical risks, and has allowed the development of alternative flowsheets to the existing laterite operations (Taylor, 1996).
