The goal of the U.S. nuclear waste management program is to provide assurance that existing and future nuclear waste from military and civilian activities, including spent fuel from the once-through nuclear power cycle, can be isolated from the biosphere so as to pose no significant threat to public health and safety. The U.S. Department of Energy (DOE) is responsible for defining and implementing this national waste management effort. The Environ- mental Protection Agency (EPA) and the Nuclear Regulatory Commission (NRC) are responsible for providing a framework of criteria, standards, and regulations that will assure that the disposal methods developed by DOE are consistent with the achievement of the goal of safe, long-term waste isolation. Within DOE, the responsibility for implementation of the national waste management program rests with the Office of Nuclear Waste Management. The nuclear waste management effort involves three major activities: The Defense Waste Management Program, the Spent Fuel Storage Program and the Commercial Waste Management Program. The major programmatic effort in the Commercial Waste Management Program is the National Waste Terminal Storage (NWTS) Program.

Chemical dewatering aids for mineral slurries generally fall into two classes: surfactants and flocculants, which can be used separately or together. Current industrial use of both types of reagents is summarized for sulfide and non-metallic minerals, as well as uranium and gold leach residues and coal refuse. Laboratory testing for reagent selection is briefly discussed along with reagent preparation. Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. Potential processes for the recovery of precious metals and copper from diverse types of complex electronic scrap were investigated. Leaching-type processes were not successful, and attempts to physically separate the various gangue metals and plastics from more valuable components were also unsuccessful. The most promising approach was a smelting process, followed by electrolytic treatment to separate precious metal from copper. Recovery of precious metals from the anode sludge may follow conventional procedures. An alternative to the above process is incorporation of the scrap with the concentrate fed to an industrial copper reverberatory or converter furnace, possibly preceded by direct melting to form an assayable bullion and dross.

The paper presents the results of a model built at the World Bank in order to analyze the aluminum industry. Bauxite demand for the year 2000 is estimated as a function of alumina refineries' requirements and of non-metal uses for bauxite. Bauxite supply by countries or regions depends on economic factors such as investment costs, operating and transportation costs, as well as on tariffs and levies. Various scenarios are considered as a result of varying the assumptions of the model.

In the conventional approach, the separator feed incremental masses are assumed to be concentrated at the midpoints of the density or size intervals and subjected to a model partition function. The resulting separation predictions would change if the locations of the incremental masses were changed. As a result. the predicted results depend on the choice of locations where the feed incremental masses are concentrated in the density or size intervals. A technique that utilizes the cumulative-mass-distribution of the circuit feed and the derivative of the partition (separation) function relative to density or size variables is proposed. The proposed technique eliminates the dependency of the predictions on choice of where the feed incremental masses are concentrated within the density or size intervals. Since the proposed technique is based on the cumulative masses at the upper limits of the density or size intervals, the technique produces a single prediction whereas the existing techniques produce predictions that depend on where the incremental masses are concentrated. In fact, it has been demonstrated that the existing conventional technique, in which the incremental masses are concentrated at the midpoints of the density or size intervals, is a first-order approximation of the technique proposed.

The prolonged exposure of equipment operators to shock and whole-body vibration (WBV) is linked to cumulative back, neck and abdominal disorders. In low coal mines, space restrictions make it difficult for seat suspensions to isolate operators from shock and WBV. Researchers at NIOSH's Pittsburgh Research Laboratory are responding to these issues by investigating viscoelastic foams. For the full-load case, an ergonomic seat made with viscoelastic foams can isolate the shuttle-car operator from shock at 15 Hz. Researchers used results from additional foam testing using an analytical model to identify viscoelastic foams that provide shock isolation at a frequency below 5 Hz.

Carbon-in-leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. The CIL process is becoming attractive even in other situations when preg robbing is not a factor. This article discusses the situations in which the CIL circuit can be applied. The results of leach-carbon-in-pulp (CIP) and CIL circuits at Newmont Gold's Mill No. 2, No. 4 and No. 5 are presented for comparison: Mill No. 4 was initially designed for a throughput of 4.1 kt/d (4500 stpd). It is presently operating at an average throughput of 6.6 kt/d (7300 stpd) without significant changes to the original design. The design considerations of the Mill No. 4 CIL circuit are discussed. The design of any processing facility represents a series of decisions. The final design options should ultimately be resolved based on economic as well as technical considerations. Every design decision represents some sort of compromise. From the designer's view point, these decisions are made with the conviction that the final product represents the most prudent long-term expenditure. The design throughput rate is a decision reflecting a maximum return for the capital and operating costs that the plant will incur over the life of the mineral resource. The result is a plant that is not operator proof or maintenance free because it would be too costly to build. In spite of the large annual expenditures and the vast field of activity covered, it cannot be said that many new grinding machines have actually come to light and modified the existing market for more than half a century. Manufacturers have mainly made advances in increasing machine sizes, efficiency and reliability, and in machine automation. The relatively recent emergence of roller presses is the only exception to this homogenisation of machine ranges. The development of roller presses in pregrinding has shown the advantages of compression grinding over the ball mill from the power consumption point of view. But classical roller presses still have maintenance problems due to the high grinding pressure. The FCB Research Centre has carried out much work in this field and in particular has studied the advantages of this process in pregrinding and integral grinding. These researches lead to the development of two new compression grinding machines. The first one, HOROMILL®, presented for the first time on the 8th European symposium on comminution at Stockholm, finds its application in the field of fine to very fine grinding in dry process. The second one, RHODAX®, presented at INTERMAT in Paris, covers the field of secondary and tertiary crushing and the first stage of grinding for most of the minerals in dry or wet process. Its high reduction factor permits to do with only one machine the work realised today with two or three crushing/milling stages. These two complementary machines offer a wide range of combination summarised on [Figure 1].

The ( ) Tayaaja ( ) . The deposit ( ) 130 kilometers due east of the continental divide and approximately 290 kilometers east-southeast of Lima (Figure 1). Relief in the immediate vicinity of the mine, which lies or the west side of the Mantaro river, is in excess of 2,000 meters, and the elevation varies from a low of 2,000 meters above sea level on the Mantaro River to a high of 4,386 meters at point T-27 (Figure 2). Although the Cobriza deposit was first reported by the Italian Geographer Antonio Raimondi in 1866, only three reports have been published on the deposit, which began production in 1966 (Duefias, 1908; Fernandez Concha and Garcia y Garcia, 1961; Petersen. 1965). Many private reports have, however, been written by geologists employed by the Cerro de Pasco Corporation. These reports and the author's observations, while employed as the Cobriza Division Mine Geologists form the basis of the present paper, which describes the relations between-the ore controls in the Cobriza mine and the regional and local structure.

This paper describes the practical aspects of handling cyanide leach tailings. Alternative systems for cyanide destruction are briefly discussed. The provision of adequate retention time to allow natural degradation of cyanide during summer months is the most economical method of cyanide destruction. Cyanide in ground- water can frequently be both persistent and mobile, so that tailings basins should be designed to limit seepage. Common methods for limiting seepage are presented. Other aspects addressed are water balance, winter operation and abandonment of cyanide tailings systems. A case example of the Cheni Gold Mines Lawyers Creek Project tailings handling system is presented.

Georgia Power Company's Rocky Mountain Project, located approximately ten miles northwest of Rome, Georgia, in the Valley and Ridge Physiographic Province, is a pumped-storage facility rated at approximately 800 megawatts of peaking energy. Geological field explorations and borings enabled the division of the rocks along the tunnel and shaft alignment into distinct lithologic units and defined the ground--water regime. Field explorations included a detailed analysis of the rock mass discontinuities at available rock unit exposures. Testing of rock strengths was performed in several phases in both the field and the laboratory. The field testing consisted of point-load testing, geophysical testing, in situ load testing, and hydro-fracture testing. Laboratory testing determined the Brazilian split-tensile strength, the unconfined compressive strength, the triaxial compressive strength, the joint-direct shear strength, and the pulse velocity. The rock mass along the tunnel and shaft was also characterized by empirical classification systems. The classification systems included the Rock Mass Rating (B1IR) and the Rock Mass Strength Determination (RHSD). The results of the field explorations, field testing, laboratory testing, and rock classifications were used to divide the rocks into two structural groups. These rock groups were defined as volumes of rock wherein the rock mass behaves similarly in response to the excavation. Each group, therefore, required separate rock engineering consideration.

Gold is easily mobilized at temperatures within range 600-11OO°C by gases such as Cl2, CO, H2S, in gas mixtures, at low pressures. Such gases are relevant to conditions of granulite facies metaomorphism in environments of magma underplating. These observations suggest an efficient mechanism for moving gold to the upper crust during major thermal events. The efficiency of precipitation of gold at lower temperatures is related to available mineral surfaces and pyrite appears to be an excellent substrate for gold precipitation.

The improvement of grinding circuit efficiency is a constant industrial requirement. It has often been connected to the improvement of classification. The paper discusses some operational aspects of hydrocyclone classification. A hydrocyclone should be operated close to roping but should not with high density slurries go to roping. Unfortunately roping is not well understood and roping models for controlling hydrocyclone operation are not adequate. The paper discusses also some ways of improving the classification in terms of bypass and imperfection. The last part of the paper discusses the effect of bypass and imperfection on circuit performance.

Automation and robotics are the keys to new intelligent autonomous mining systems that can remove operators from hazardous and stressful mining environments and provide the tools for greater productivity. This paper presents the components necessary for an Intelligent Task Control System (ITCS) for machine control in dynamic unstructured mining environments. In particular, the design details of a controller for an automated excavator are developed. The excavator controller uses fuzzy logic to interpret forces and torques gathered from a wrist mounted force/ torque sensor during the excavation process. This approach enables the transfer of human heuristics and expert knowledge to the controller. Several excavation tests using the fuzzy logic controller are described. These experimental results represent the first step toward an integrated approach that uses force/torque, vision and other sensor data to perform generic tasks in uncertain mining environments.

In an effort to improve flotation efficiency of the domestic minerals industry, the US Bureau of Mines conducted research to measure the improvement provided by fine bubbles on the flotation of fine-sized particles (minus 20- µm, minus 625 mesh). The turbulent velocity distributions of the fluid within the flotation cell were measured as a function of time and position and used to increase the precision of a fine-particle, turbulent-flotation model. For the mineral system tested, improved flotation response was obtained in the laboratory testing with small bubbles and intense agitation. These results matched the model's predicted response.

INTRODUCTION Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported in an underground or surface mine. Underground mining proceeds by the continuous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits vary from area to area and between different mines. For mineral benefications of this ore in the mills, use is made of various chemicals, often with toxic or hazardous properties.1 As well as the need to control the more conventional hazards associated with any mining and milling operation, special care needs to be exercised in the mining and milling of uranium because of the radioactive nature of the ore. This requires that we examine closely the radiation hazard areas encountered in the mining and milling of uranium, with the broad overview of some of the basic facts in the radiation hazard control programme. To place the hazard in its proper perspective, we require recognition, evaluation and control of those factors arising in and from the workplace which may cause sickness, impaired health and affect the well being among workers or citizens of the community. The radiation environment in uranium mine is complex and variable. Although uranium ore is only mildly radioactive, it naturally contains a complex mixture of radioactive isotopes. Workers are exposed to external gamma radiation, to some beta radiation and to airborne radon, radon daughters and ore dust. All of these types of exposures warrant considerations in formulating control procedures but, in general, radon daughters are known to present the dominant risk. The basis of dose limitation in radiological protection is risk limitation. Long-term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia indicate that the incidence of lung cancer can be accounted for by a linear relationship with exposure to radon decay products.2 On the basis of this proportional exposure-risk relationship, a risk coefficient for lung cancer in the range of 1-5.10-4 WLM-1 during the total lifetime, has been estimated by UNSCEAR3 and other researchers. It should be noted that this risk coefficient includes the excess lung cancer risk from external gamma radiation in mines and from other carcinogenic chemical effects, if any, to which the miners are normally exposed during their underground work. It also takes into regard the possible synergistic influences. This paper reviews the occurrence of radiation and its control factors and the development of engineering design features for the environmental control at Denison Mine. NATURAL URANIUM SERIES Uranium is the most common element in the Earth's crust. It is widely distributed in nature in all rocks and is readily measurable in the sea. Hence, radon gas is universally produced in every part of the globe. Mining is patently confined to ores containing more than half a kilogram, or so, per tonne of uranium unless it is combined with other marketable metals. Uranium-238 is the first element in the uranium series. In all, there are 13 radioactive decay products of 238U (Fig. 1), ending up as a stable isotope of Lead-206. The whole basis of the radiological hazards associated with the mining and milling of uranium is dependent on the behaviour of these isotopes during each phase of the process.

ABSTRACT Recent advances in computing, rendering, and display technologies have generated increased accessibility for virtual reality (VR). VR allows the creation of dynamic, high-fidelity environments to simulate dangerous situations, test conditions, and visualize concepts. Consequently, numerous products have been developed, but many of these are limited in scope. Therefore, National Institute for Occupational Safety and Health researchers developed a VR framework, called VR Mine, to rapidly create an underground mine for human data collection, simulation, visualization, and training. This paper describes the features of VR Mine using self-escape and proximity detection as case studies. Features include mine generation, simulated networks, proximity detection systems, and the integration and visualization of real-time ventilation models. INTRODUCTION There are many definitions of virtual reality (VR) that include various levels of immersion and features [1]. Some definitions refer to specific technologies [2], while others are limited to visualization [3]. For this paper, a more general definition of VR will be adopted. VR is defined as the collection of hardware and software that interactively engages users and stimulates their senses within a synthetic or virtual environment. From a hardware standpoint, this can include anything from a phone to a head-mounted display (HMD) to a large-scale theater as well as speakers, microphones, haptic sensors, and interaction devices. The software used to create virtual environments (VEs) generally includes a game engine, custom software components and libraries, and two-dimensional and three-dimensional graphical assets. Recent hardware and software advances have increased the fidelity and availability of VR. New and improved technologies including HMDs and high-resolution monitors and projectors can display sharper, more detailed visualizations. For example, in the past five years between the release of the Oculus Rift DK1 (2013) and the HTC Vive Pro (2018), there was a three-fold increase in resolution along with a 50% increase in the refresh rate. Furthermore, despite early claims that low-cost VR technology was readily available [4], computational power has not been sufficient to handle the large amount of data generated by these systems [5]. In the past five years, however, rendering speeds have more than doubled and memory has more than tripled [6], allowing these visualizations to be incorporated into higher-complexity and -fidelity VEs that more closely mirror the real world. Similarly, software capabilities have also significantly improved through game engine advancements and feature development. In the past several years, game engines have added and improved features such as physics, lighting, platform support (e.g. Android), and asset development integration. Some of the current leading commercial game engines are Amazon Lumberyard, CryEngine, Unreal, and Unity, but this can quickly change as is evident in the literature [7, 8].

This literature review discusses the role of the Albanian institutions, the natural resources industry, potential investors and stakeholders in order to provide a set of indicators that can help to monitor amelioration within sustainable development principles. A map with the potential prospects of the natural resources will be a first step in identifying the further potential for exploitation. Mineral resource policies and governance, sustainable processing and supply chain as well as environmental management information system are some of the crucial tools identified, that will help to set up the indicators and quantify the achievements in environmental management in Albania. Moreover, the integration of practices that will support institutional capacity building; follow-up practices; the mainstreaming of global environment into planning; and the compliance monitoring process will additionally improve the environmental situation in Albania. Aligning business strategy with environmental policy, socio-economic analysis, environmental auditing are decisive tools in order to provide the Albanian authorities with a clear overview of the economic costs and the social benefits for sustainable development.
