This paper introduces the Rock Mass Median (RMM) index, a statistical measure of the mechanical quality of a rock mass thus is obtained through a mechanistic interpretation of the Poisson stochastic process. This process is the theoretical foundation of the Exponential Model, a probability distribution successfully used in practice to describe the spacing of discontinuities in rocks. Building on the Exponential Model, a simple method to compute RMM based on a widely accepted mechanical quality index is also presented. Verification is per formed through the analysis of two sets of core samples. Hypothesis testing at the 5% level of significance supports the validity of RMM for these samples.

Geologists at the Illinois State Geological Survey are evaluating geologic and land use conditions that affect the minability of coal to determine how much coal is available for development using current technology and mining practices. Coal resources are being evaluated for selected 7.5-minute quadrangle study areas. In a central Illinois study area, more than 25% of the deep-minable resources were limited from development by unstable roof conditions resulting from thick unconsolidated sediments overlying thin bedrock overburden. In some southern and southeastern Illinois study areas, geologic conditions associated with a paleo-channel limit the minability of significant resources of low-to medium-sulfur coal. Some features which were thought to limit mining, such as areas of closely-spaced oil wells, have been found to have minimal impact on the amount of coal recovered.

Geochemical static tests are a basic component of geochemical assessments and predictions for acidic drainage, and include acid-base accounting and total-metal contents. A key database for such information is the International Static Database (ISD), which currently contains more than 45,000 static-test analyses from over 200 minesites. Such large databases are useful in identifying general trends and, just as important, the percentage of exceptions. General trends and significant exceptions can be seen in the ISD by comparing one parameter against another. This paper shows that bulk neutralization potential (bulk NP) obtained from acid titration is often a good indicator of neutralizing capacity above values of 10 t CaCO3/1000 t. Other types of calculated neutralizing capacity are then compared to bulk NP to determine if they, in fact, reliably represent actual neutralizing capacity and if they can substitute for the more time-consuming and expensive bulk NP. For example, bulk NP correlates better with Carbonate NP (from carbonate analyses) and Total-carbon NP (from total-carbon analyses) than with (Ca+Mg) CaNP (from solid-phase analyses of calcium and magnesium). This means that, in general, (Ca+Mg) CaNP is a less accurate substitute for bulk NP than the other types, and thus requires intensive site-specific justification if a substitution is attempted. This also means that measurement of the frequently less-expensive parameters of total carbon and carbonate can often substitute, within site-specific error bars, for the bulk-NP titration. However, the ISD also shows that non-carbonate minerals make the primary contribution to neutralization in up to 20% of samples, so Carbonate CaNP and Total-carbon CaNP do not always reveal the full neutralizing capacity of a sample.

SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government's basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.

Diasporic bauxite from the Mugla-Milas region was mechanically activated in a planetary mill for different activation times and the structural changes were examined by X-ray diffraction analysis (XRD), scanning electron microscopy (SEM) and specific surface area analysis (BET ? Burnauer, Emmett and Teller). Non-activated and activated bauxite samples were leached directly in alkaline (Na2O) solution at atmospheric conditions and the activation procedure led to the amorphization and structural disordering of the diasporic bauxite structure, which increased the dissolution efficiency. Effects of milling speed, liquid/bauxite ratio and leaching time on alumina extraction in direct alkaline leaching of diasporic bauxite were also studied. The alumina extraction was ~7% for non-activated bauxite and ~70% for activated (75 minute) bauxite. Key words: Diasporic bauxite, Mechanical activation, Alkaline leaching, Alumina extraction

Based on the research background of 1303 working face return air roadway in Jinyuan Zhaoxian Mine, Shaanxi Province, a method of determining the reasonable spacing of boreholes is proposed based on the stress transfer degree of coal above and between boreholes, combined with the law of plastic zone and energy evolution by theoretical analysis and numerical simulation. After drilling pressure relief, the average daily energy of microseismic events decreased by 70%, and those with microseismic energy greater than 104 J decreased by 99.2%. The research has a strong guiding significance and research value for determining the reasonable distance of borehole pressure relief.

I truly free enterprise system requires free and unrestricted competition among a diversity of suppliers, in order to function properly. The natural attrition of the marketplace tends on the one hand to narrow the competitive field ... but the flow of new competitors entering the arena provides a "diluting" effect, and a "balanced" market place. Without the ready flow of new business entrants, the market becomes increasingly concentrated in the hands of fewer and. fewer firms. Competition among suppliers is diminished and the "free" marketplace suffers accordingly. A number of organizations, both governmental and private, have recently expressed grave con¬cern over the competitive future of the Western coal market. While most have noted that there is currently adequate competition within the Western market, some have cited the growing con¬centration of coal ownership ... particularly federal lease ownership ... in the hands of a relatively few firms. They suggest that unless this apparent trend is reversed or at least stemmed, the number of new firms entering the federally-dominated West may become reduced to the point where competition will suffer.

The in-pit placement of crushing and conveying equipment results in a flattening of the pit slope of a multiple-bench open pit mine. To maximize the economic benefit of lower haulage costs associated with in-pit conveying, one must minimize the cost of the flatter slope which is expressed in terms of additional stripping or tied up ore. A computer program that compares the tonnage aspects of various conveyor layouts will be discussed.

Significant advances in longwall mining technology and equipment have occurred over the last decade by the late 1990s, longwall mine output accounted for 40% of all underground output in the U.S. and today longwall mines account for approximately 50% of coal produced underground in the United states. A 51% increase in average shift production rates has occurred over the last 15 years. this increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust presents an ongoing challenge for coal mine operators the National Institute for Occupational safety and Health (NIOSH) conducted a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify the dust levels generated by major sources on the longwall section and to identify different control technologies in use today substantial reductions in dust levels were realized at sampling locations on the face when compared with ongwall surveys conducted in the 1990s results from the underground dust surveys and current longwall dust control technology and operating practices will be discussed. Introduction In 1967, Tenneco acquired Kern County Land Co. The primary reason for the acquisition was to obtain Kern's agricultural, manufacturing, and oil interests. Included in the Kern portfolio were the core of Tenneco's present sodium leases in Sweetwater County, WY. This lease base has been ex¬panded and now consists of 62 km2 (24 sq miles). Beneath this property lies more than 500 Mt (550 million st) of economic trona ore. Following the Kern acquisition, Tenneco continued exploration and feasibility studies concerning the trona leases. The effort was accelerated in 1976. Tenneco was attracted to trona because of the favorable lease position it held, the growth rate of the Wyoming industry during the 1960s and 1970s, and the prospects for a long-term, stable business enterprise. The reserve picture was certainly attractive to a company long accustomed to the never-ending struggle to replace oil and gas reserves. In 1978, Wyoming was a boom area that had experienced rapid growth for a number of years. Unemployment was very low and vacant housing nonexistent. The prospects for soda ash were somewhat different in the 1970s than now. But it was recognized even then that a new producer would have a challenging task to compete in this business. Tenneco knew the capital burden required to build a grassroots facility during inflationary time, would have to be offset elsewhere Since labor and energy are the dominant direct costs in mining trona and producing soda ash these factors have always received a great deal of attention. Contracting and permits Environmental monitoring on the site began in late 1977. With the already mentioned considerations in mind, engineering began by mid-1978. Brown & Root Inc. was selected as the general contractor for the project. S. A. Scott & Co. was the engineering subcontractor for the mine shafts, hoists, ventilation system, and miscellaneous mine facilities. Frontier-Kemper was awarded the contract for sinking the two mine shafts. Acquisition of numerous federal, state, and local permits occupied all of 1978 and 1979. The Wyoming Industrial Siting Permit, which addresses socioeconomic issues, drew the most public interest. Siting issues were all satisfactorily resolved by negotiating reasonable stipulations with various local governmental units, school districts, and the like. Site location The Green River project location is not truly remote. It is located within 5 km (3 miles) of Interstate 80 and only about 32 km (20 miles) west of the city of Green River. Nevertheless, a substantial investment had to be made in communication and utility links to the site. These included: • A 14-km (8.5-mile) rail spur connecting with the Union Pacific Railroad at Bryan, WY. This spur has four bridge structures including one crossing Interstate 80. Most soda ash is shipped by rail, and coal is received over this line as well. • A paved 5-km (3-mile) roadway connecting to Interstate 80. • A powerline extension of about 27 km (16.5 miles), along with two new substations. • A 24-km (15-mile) waterline connecting the plant to a pump station on the Green River. The site is located on gently sloping terrain at an elevation of about 2.1 km (6800 ft). Ground conditions are good for construction. Weathered bedrock lies near the surface in most places. Geology The general geology of the Green River Basin has been well described previously. Tenneco's ore is in several superimposed evaporate beds. But the bulk of it is present in Bed 17, located about 457 m

The United States has long been recognized for its ability to marshall the many tools of its scientists and engineers to meet national threats or crises. Two major World Wars, the Dust Bowl, the Soviet Missile threat, Sputnik, and more recently the Energy Crisis have stimulated military weapons development, massive land reclamation and water management programs, NASA, and the Space Program, Project Independence, and soon a new agency, the Energy Research and Development Administration. While our record of successful responses to these major national concerns lends support to the expectation that we will succeed in dealing with the current energy problem and potential future crises as well, the crisis mode of response is becoming increasingly wasteful of funds and human and natural resources. This waste, while always of a concern, is a more important factor than previously because of the accelerating pace at which the world has been shrinking, relatively, in comparison to its human population and that population's increasing demand for resources, both renewable and nonrenewable. If present growth patterns continue, in the year 2000 there will be two people to feed, clothe, house, and satisfy for every one person that existed in 1970. On a finite planet, with finite land areas, limited resources, and only partial understanding of the means by which future problems can be addressed, one of the major threats to mankind will be scarcity and one of our major challenges will be better management of our resources. A menu-driven, linear-programming- based, user friendly computer program was developed to assist mine managers in determining optimal longwall panel dimensions for a given set of operating conditions. A sensitivity analysis must be performed by varying key mining and configurational parameters over an expected, practical range during the optimization process. Results from analysis of a base case mine indicated that no single combination of longwall panel length and face width is optimal for all operating situations. Each mine manager must therefore look closely at his operating situation and determine the proper dimensions to minimize total mining cost.

In order to simulate the operation of coal extraction machines, a portable workability instrument has been designed. Initially, the tests were performed with the instrument on modeling material, which were followed by in situ tests on coal in underground mines. The peak and mean cutting resistance and work done to cut a unit length of coal were determined for coal as well as modeling material. In addition, rebound strength and dynamic penetration tests were also performed in situ. On the basis of the cutting characteristics of coal, a "Workability Index" has been developed and its role in the judicious selection of coal cutting machines has been discussed. With reference to prior works and the strength characteristics of coal, it was found that the coal plow may not be suitable for the seams under investigation and the shearer seems to be the only choice. It has been observed that peak cutting resistance and the "Workability Index" in the case of coal as well as modeling material depend upon compressive strength. The peak cutting resistance exhibited certain dependence upon the Schmidt rebound hardness and dynamic penetration strength of coal in situ.

Recycled materials are increasingly being used in road construction to supplement natural aggregate derived from crushed stone, sand, and gravel. An understanding of the amount of substitution that is taking place, its economics, and factors affecting the level of substitution is useful in estimating the potential for recycling and in assessing the total supply of aggregate. While U.S. consumption of recycled aggregates from crushed concrete is estimated to have increased 160 percent between 1994 and 1996; it comprised less than 5 percent of total aggregates consumed in 1995. Construction waste supply is regional, and is determined by infrastructure decay and replacement rates. Aggregate recycling rates are greater in urban areas where infrastructure is being replaced, natural aggregate resources are limited, disposal costs are high, or strict environmental regulations prevent disposal. Recycling is expected to increase as construction contractors attempt to save on transportation, disposal, and new material costs. Aggregate producers include recycled material as an option to consumers in order to prolong the life of their reserves and improve their range of products. Recycled aggregates can be a supplement for natural aggregates in selected applications, but their use should be evaluated locally based upon relative cost, quality, and market factors Because aggregate recycling is often affected by local and regional transportation systems, disposal and tipping fees, resource supply, the market for specific products, and municipal support, costs for three representative fixed site operations of different sizes were modeled. Under study conditions, all were found to be profitable, but highly dependent upon local tipping fees and market prices, which can differ significantly by location. Smaller operations were found to have different operational dynamics, often requiring creative marketing or incentives to maintain profitability.

The Thermal/Structural Interactions (TSI) In Situ Tests are a series of large scale, well instrumented tests that have been constructed at the Waste Isolation Pilot Plant (WIPP) in southeastern New Mexico. As a precursor to the TSI tests, a ventilation drift (Room D) was mined, drilled and instrumented. This room provided the contractor an excellent area to practice controlled construction methods and was a proving ground for construction monitoring and documentation methods. All gages in this first room have been monitored since their initial installation, which has provided a small, but representative, data base. These data also were the first to be available from any TSI area for analysis. This paper discusses the construction activities in Room D and the data generated from the construction and drilling. Deformation of the room is compared briefly to numerical calculations that used a rather simple creep model as a reference. The constitutive model for salt, it appears, must be improved before it can predict the underground deformations.

The Eagle Mountain Mine of the Kaiser Steel Corporation is located in the California portion of the Colorado Desert at a distance of about 60 miles east of Indio, California. At the present time, this mine is producing at the rate of 5,000,000 tons of concentrate per year. A total of 1,000,000 tons of ore per year is presently being sold on the Japanese market while the remainder is consumed by the Kaiser Steel Company blast furnaces at Fontana, California. A new Pellet Plant and Concentrator is presently under, construction with completion scheduled for May or June 1965. This plant will have a rated capacity of 2,200,000 tons of pellets per year and essentially all of this production will be sold to Japanese steel companies.

A load rating procedure was performed to evaluate safe load capacity of the Port of Miami Tunnel (POMT), FDOT Tunnel No. 871071 SR 887. The rating procedure performed on a total of eleven stations beneath roadways and with fill depth less than the tunnel exterior diameter (42 ft). Calculations on tunnel sections passing beneath roadways were performed to evaluate the structural response of the sections subject to moving vehicular loads, dead load, and earth pressures. Ratings were performed in accordance with AASHTO and FDOT guidelines. The procedure considered two types of vehicles (HL-93 and FL-120) and two rating levels (Design level and Permit level). As part of HL-93 vehicle, Tandem load was also considered for rating, separately. For HL-93 and HL-93 Tandem, inventory and operating level ratings were performed. The results show rating factors are high. The minimum rating factor is 16.8 using Inventory truck HL-93. For Permit level using FDOT FL-120 truck the minimum rating factor is 6.9. As can be seen, rating factors are higher than comparable analysis for bridges. This paper explains how the procedure can be implemented for tunnels and evaluates the rating results.
