MSHA has prepared two pamphlets that provide guidelines for selecting dust control parameters for underground coal mining sections. These guidelines are based on research conducted by the Bureau of Mines and underground studies conducted by MSHA. One set of guidelines is specific for longwall mining operations. Another set of guidelines covers room-and-pillar operations. The guidelines contain a general discussion on the appropriate use of ventilation and water to optimize the control of dust.

The US Bureau of Mines (USBM) recently developed a rock-mass classification system for evaluating the structural competency of bedded roof strata. The system is called the coal-mine roof rating (CMRR), When compiled with the companion Lotus 1-2-3 spreadsheet, CMRR data are a useful tool with applications to longwall gate-road pillar design, safety-hazard mapping and artificial roof-support analysis. This paper gives a review of some applications under actual conditions found in current US mining operations.

The Nuclear Waste Policy Act of 1982 (NWPA) assigns the U.S. Department of Energy (DOE) the responsibi1it.y of locating, constructing. operating, closing and decommissioning a nuclear waste repository. Prior to submittal of a licensee application to the U. S. Nuclear Regulatory Commission, the DOE is required by 10 CFR part 60 to conduct a program of site characterization for the site to be described in such application. Site characterization includes an exploration and research program in the field and laboratory to determine the geologic conditions and ranges of those parameters which are necessary for determining the suitabi1it.y of the site as a geologic repository. The information thus collected should be able to establish with reasonable assurance that the public and environment will be adequately protected from the hazards associated with a repository at the site. This paper demonstrates by example a geostatistical approach which, on the basis of the existing limited data base, can be used to evaluate (1) whether existing information on a certain parameter is adequate to be considered representative. (2) if additional information is required, where should the additional sampling or testing be performed, and (3) whether the new1.y acquired data along with the existing information constitute representative data.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. An hourglass viscosity technique is used to control the zero energy modes that occur with single point integration. The single point integration combined with the explicit nature of the program and exploitation of CRAY-1 computer architecture results in very efficient execution J4: results were compared to results obtained with eight other 2-D structural creep computer codes in the second WIPP benchmark exercise (Morgan, 1981) JAC3D was derived from JAC to treat 3-D finite element models and has many of the same characteristics including single point integration and hourglass viscosity. Spontaneous combustion caused by the movement of air through the waste is a major problem. Combat methods attempt to exclude oxygen rich air, but little is known about airflow through the waste. The use of a tracer gas technique to monitor the flow of nitrogen from an injection hole during inertisation is described. Correlations are drawn between barometric pressure changes and the nitrogen entering the waste. As no information was obtained about airflow and oxidation zones, a second experiment was conducted to sample from the waste, but the results were inconclusive. A finite element method developed to model the pressure and airflow distribution, under steady state and nitrogen injection conditions is outlined

Excellent underground industrial sites and warehouse facilities have been constructed in Europe and at several locations in the United States. Many quarry and mine operators are considering, or should consider, the possibilities of the development of their mineral properties in such a manner as to make underground space that is suitable for a secondary industrial use. Before proceeding with mine or quarry development, the operator should answer the following questions: 1) Is there a need for underground industrial space in your geographical area? 2) Is your deposit suitable for development of space for industrial usage? 3) If the deposit is suitable, what methods of development can be used? 4) What are the comparative economics of the different methods of space development? An honest analysis of the first two questions may eliminate the need for proceeding to the third. Affirmative answers to questions 1 and 2 should be followed by the engineering and economic studies required in response to questions 3 and 4.

A 0.60 km2 (150 acre) wetland was reclaimed by Agrico Mining Company as part of a 1.48 km2 (366 acre) reclamation program in southwest Polk County, Florida approved by the Florida Department of Natural Resources. The upland portion of the area provides watershed for the wetland site which overflows into the flood plain of Payne Creek. Construction of the wetland was designed to provide conditions favorable for a diversity of habitats, as well as retention time for surface runoff waters. A variety of revegetation methods, including innoculation with muck from unmined wetland depressions, have produced encouraging results with both woody and herbaceous species.

The truly educated man is better prepared to meet the challenge of the times. This challenge can be either beneficial or harmful depending upon one s orientation, Certainly man can no longer continue in the way of his father or even in the manner of his own previous experience as he seeks self-fulfillment, unless he is willing to sacrifice inner integrity--unless he is willing to compromise self-determination and self-expression. He must make a choice as society moves rapidly into high gear in the areas of automation and cybernetics. Industry, a unit of society, has a high stake in meeting this challenge, The better prepared and more mature its personnel, the better the end result as it attempts to meet the challenge. It therefore has a vital concern in proper training of such personnel, that their contribution will be of maximum quality. The specialized training required demands a broad liberal arts background which gives the individual a wider perspective upon which to base judgment. This greatly aids his development as he enters graduate school or goes directly into industry. In either case, his value to industry is enhanced. It would seem that the small liberal arts college provides the best environment for such a program, Consideration of several factors will, I hope, throw some light on the severity of the problem.

Fine-coal screening can be one of the most critical operations in a modern coal-cleaning plant. The yield and quality of clean coal produced in fine-coal circuits is controlled as much by how efficiently 0.15 mm (100 mesh) particles are sized as on the performance traits of the fine-coal cleaning device itself. In addition, the increased interest in effective fine-coal sizing operations indicates that many operators have also discovered its importance in affecting the quality and yield of clean coal produced in fine-coal circuits. This paper describes the three most prevalently used fine-coal screening technologies and discusses their sizing mechanism, performance, and application.

Sacrificial linings for grinding mills have been a necessary state of the art of mineral dressing since the inception of comminution. Long recognized as the final link in energy transmission from power line to ore, mill liners as a scientific endeavor have not expanded as rapidly as other branches of mineral dressing engineering. Several reasons for this technological lag are apparent. Typically in the past, labor intensive foundries were freely located geographically, at a time when transportation charges made up a significant portion of the casting cost. Alloying agents had not gained their current level of sophistication and were relatively inexpensive in the quantities required. Precise foundry controls were not economically justified, or totally understood. Coincidental to these elements, liner consumption per unit processed did not categorically contribute as a major cost item to the mill operator. Grinding equipment was small, and many times lining life exceeded that of the promoter. These unique conditions no longer exist. Ore dressing equipment has grown to meet modern mining demands. Larger processing facilities, utilizing fewer pieces of equipment, have replaced operations of the past. Emphasis today and tomorrow is on larger and larger equipment, with an eye on lower and lower unit processing costs.

The intensity of environmental conflict, the delays and legal battles that have marked the 1970's suggest the need for additional processes to resolve environmental disputes. Our present means frequently fail to address the real issues separating individuals and institutions. They are primarily adversary processes that foster polarization and reduce cooperative efforts. At the Office of Environmental Mediation, we have no quarrel with adversary processes nor with polarization, for both serve as important spurs to necessary change. We do seek cooperation among parties at a point where there can be a realistic expectation of success in facilitating a resolution of their mutual differences.

A prototype, self-contained mine refuge station air supply sys- tem was tested in an underground metal mine to verify it's ability to keep oxygen and catbon dioxide levels at acceptable concentrations in an emergency situation. In this test, 25 volunteers were assembled and sealed in a functional underground refuge station for a period of 24 hours, without the benefit of the standard com- pressed air supply. The prototype system was designed to: 1) operate on a self-contained power supply for a period of at least 27 hours; 2) supply oxygen at a metered rate; and 3) remove car- bon dioxide by re-circulating refuge station air through soda lime scrubbing beds. During the test period, the catbon dioxide concentration remained at an average of 2500ppm and oxygen concentration stayed between 20.2% and 20.6%. The volunteers found the prototype easy to use and seemed confident in its ability to provide a safe atmosphere. The test showed that this technology could become part of an underground mine's refuge station emergency equipment.

As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

Optical reflectometry was used to study the attachment and subsequent detachment of silica particles (diameter 25 nm) from the surface of titanium dioxide wafers under well-defined hydro- dynamic conditions. Atomic force microscopy was used to measure the interaction between silica spheres (diameter 7 pm) and titanium dioxide wafers under the same solution conditions. In addition to repulsive electrical double layer forces, adsorbed polyphosphates provide a short-ranged steric layer that reduces the lateral interaction between the surfaces. The use of these two complementary techniques has given valuable insight into the process responsible for fine particle detachment and has particular application to surface cleaning.

Gypsum resources are significant in the midwestern United States, with specific deposits varying in "place value" relative to the major markets served. Underground and surface mining operations produce gypsum from sedimentary rocks ranging in age from Silurian through. Jurassic. Although reserves tend to be limited at individual operating properties, potential resources are vast and future development will hinge principally on market growth and changing economic conditions. Most critical of the variables affecting the industry in both the short and long term will be the availability, type and cost of energy and both processing and distribution.

Atmospheric Monitoring Systems (AMS) utilizing carbon monoxide sensors have demonstrated their superiority over thermal type fire sensors for early fire detection in underground coal mines. After proving their capability and dependability throughout the 1980's, systems are now evolving and applying new technologies to enhance their effectiveness and reliability. The use of AMS in coal mines which utilize diesel equipment presents unique obstacles. Exhaust gases from diesel equipment not only raise mine ambient CO readings, but also cause numerous nuisance alarms. Both of these conditions reduce the effectiveness of the AMS. New technologies, such as discriminating devices, smoke detectors, and time delays, as well as administrative controls, have been developed and are being utilized to help reduce nuisance alarms produced by the diesel exhaust. This paper will discuss these technologies and administrative controls which are being utilized in coal mines to enhance the effectiveness of the Atmospheric Monitoring Systems. Many gold producing states are requiring rinsing of spent heaps to render the leached ore compatible with the environment and are placing reatrictiona on effluent pH, cyanide, and metals concentrations. Parameters which may affect efficient rinsing of heaps have been investigated by the U.S. Bureau of Mines in laboratory column studies. Rinse profiles for cyanide, metals, and pH as a function of the volume of water passed through the spent ore are presented. Fresh water rinsing of spent ore in columns showed that rinsing of cyanide was not affected by the rinse solution application rate. Interrupted rinsing with a rest period between applications reduced the volume of water required to meet effluent cyanide concentrations. Chemical oxidation of the effluent with recycle of the rinse solutions reduced effluent cyanide concentrations and the volume of waste solution generated. Water rinsing was not successful in reducing the alkalinity of the cement agglomerated ore. A dilute acid solution had to be applied after cyanide removal to reduce effluent pH levels to specified limits.

Selective fatty acid flotation of carbonate gangue from sedimentary apatites was achieved under acidic pHs without a specific apatite depressant and without conditioning the pulp with the collector. Concentrates (35% to 38% P2O5, 0.8% to 1% MgO) with high recoveries (80% to 85%) were produced from Indian and Chinese dolomitic ores. The calcareous and/or dolomitic-siliceous phosphate ores of South Florida and Utah required two flotation stages: one for carbonate removal, as mentioned above, and the other for phosphate recovery from siliceous gangue. Preliminary tests on the South Florida ore gave concentrates analyzing 29% P2O5 and 0.8% MgO, with a P2O5 recovery of 76%. A concentrate obtained from the western US phosphate ore from Utah assayed 30% P2O5 and about 1% MgO, with a P2O5 recovery of 89%.

A reliable and stable ventilation system is essential to the safe operation of underground mines. The stability of a mine ventilation system becomes extremely critical while responding to a fire incident since an unstable ventilation system will pose a risk of airflow reversal. The reversed airflow could bring the fire contaminants such as toxic gases and smoke unexpectedly to working areas. In the past few years, there has been a growing interest in the study of ventilation network stability using the concept of resistance sensitivity, which is described as an indicator of how the airflow in an airway is reacting to a resistance change of other airways. Several methods of calculating the resistance sensitivity in a mine ventilation network have been carried out by researchers and scholars around the world. However, the proposed methods heavily rely on a vast amount of mine ventilation simulations, which are very time consuming and computer-power intensive, especially for a large-scale mine ventilation network. In this paper, a derivative method calculating the resistance sensitivities with a single mine ventilation simulation has been developed and implemented into a mine fire simulation software, MFIRE. The results from the derivative method were verified against the results from a traditional method. The derivative method has been proven to be reliable and accurate.
