Waste clay ponds are a necessary part of phosphate rock beneficiation. They are large, averaging 2.6 km2 (1 sq mile). They are unsightly in that they protrude 6 to 15 m (20 to 50 ft) above natural grade. Stabilization and reclamation is slow and they have had a history of catastrophic failure. Florida has never published a specific rule regarding the configuration or height of these ponds. But it has enforced several policies along these lines. The phosphate industry has been forced to make major monetary decisions that affect mine economics for decades. The Florida Bureau of Mine Reclamation believes that the direction of regulation has been solidified but changes are still anticipated. Phosphate rock has been mined in Florida since 1890 (Fig. 1). Three notable technological changes occurred in the industry that led to major shifts in mining technique and volume. By about 1915, hydraulic mining had been replaced by centralized washers. Hydraulic mines usually started at an outcrop in or adjacent to a stream of the pebble zone. Water was pumped out of the stream through high-pressure monitors and sand and clay were washed away from the pebble. Mobile grizzlies and screens were used in conjunction with animal and human labor to concentrate the pebble and haul it away. Populations were sparse and the clays washed into the stream were considered an acceptable price for the commerce. The clays were not voluminous because the pebble zone typically contained relatively small amounts of them. Machines largely replaced animals by 1910 and provided greater efficiency of production. Centralized washers replaced mobile trommels. They allowed greater ease of access to shipping routes by rail. Some clays were placed in mine cuts from 1915 to 1930. Some were dammed off to increase the capacity of a given site. Some of these also failed, leading to clay plumes that were visible all the way to the Gulf of Mexico. By concentrating the waste clays (slimes) in impoundments, the solids concentration had increased, making plumes persistent for long distances. There were complaints. But there was no litigation against the companies during that time. In 1930, flotation technology allowed the recovery of the phosphate from deeper zones. This was because the "concentrate" size phosphate rock was in the sand-size range and could not be screened out. Centralized beneficiation plants grew into a three-step process - washing and screening, feed preparation and flotation (Fig. 2). Reagent storage, safety and the flotation cell complex made the plants into large capital installations. Larger draglines were required to dig deeper into the matrix. These had dramatically larger production capacities, which were then figured into the overall material balance for a given plant. The number of operators shrank and the production per operator grew. Larger areas were being bermed off for waste clay storage. An economic incentive became apparent for storing as much waste clay as possible in each settling area. At the same time, the population was steadily growing and more eyes were watching the activities of the phosphate mines. What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. Conventional Smelting Practice Conventional copper smelting practice varies from smelter to smel¬ter, but generally consists of some or all of the following unit processes: roasting, smelting, converting, and fire refining. Roasting. Copper sulfide concentrates can be smelted directly or after an initial roasting step. Roasting is used in some smelters because roasting prior to smelting increases smelting capacity, less energy is required to melt hot roaster calcines than wet sulfide concen¬trates, roaster off gases are high in Sot concentration, 5-15% SO2, and some volatile impurities are removed from the concentrate prior to smelting. However, many smelters do not use roasters, because the problems associated with handling hot dry calcines outweigh the advantages mentioned. Concentrate roasting is performed in multiple hearth or fluid bed roasters. If the moisture is low, roasting can be performed autogenously, usually at 500-600°C. High roasting temperatures are avoided because excess oxidation of the iron compounds may lead to magnetite formation. Magnetite is detrimental to reverb operation because mag¬netite can combine with refractory minerals to form a highly viscous slag. This slag prohibits efficient matte-slag separation and leads to excessive copper losses. Also, magnetite can settle through the matte layer, deposit on the furnace bottom, and consequently reduce furnace capacity. Roasting is carried out only on sulfide concentrates prior to smelt¬ing in reverb or electric furnaces. For smelting processes, such as the flash and continuous that rely on the exothermic heat of oxidation of the sulfur minerals, roasting is not practiced. Reverberatory Smelting. The predominate copper smelting fur¬nace for the past 50 years has been the reverb. These furnaces are typically 100-120 ft long, 30-35 ft wide, and 12-15 ft high. A typical furnace layout is shown in Fig. 2. Refractory brick linings cover all internal surfaces of the furnace. Originally the flame was directed to reverberate or reflect off the furnace ceiling and melt the feed material. Current practice is to direct the flame down the furnace length to melt the concentrate. A method of charging the concentrates or calcines, generally along the side walls to minimize refractory erosion, is incorporated in the furnace design. The copper concentrates, calcines, and fluxes charged into the reverb undergo a series of complicated reactions as the temperature of the mixture increases. The reaction of the iron and copper sulfides with the oxygen in the furnace produces a molten Cu25-FeS mixture called matte. Copper smelting metallurgy is based on the fact that sulfur has a greater affinity for copper than for iron and most other common metals. Therefore, in a system containing copper, the copper will preferentially remain as a sulfide compound until all of the other metals have been oxidized. The oxidized metals combine with silica to form a silicate slag that floats on the matte and is removed from the system. Reverberatory furnace smelting chemistry can be approximated by the following chemical equations: FeS2 + O2 - FeS+ SO2 (1) The formation of FeS ensures that any copper present other than as sulfides will be reduced by the relationship: CuO2 + 2FeS + O2 - CuS + 2FeO+SO2 (2) or 2Cu +FeS - Cu2S + Fe (3) As the molten charge travels down the furnace, continued oxida¬tion of the iron minerals and sulfurization of the copper minerals occurs. When all of the copper has been converted to sulfides, the iron sulfides can then be further oxidized as: FeS + (3)2 O2 FeO + SiO2 (4) The FeO reacts with the silica added as flux in the furnace charge. A simplified equation is: FeO + SiO2 -FeO SiO2 (5) The iron silicate slag formed is skimmed from the surface at the end opposite the burners. The copper content of reverb slag is usually less than 0.6% Cu and is discarded. Matte is removed along the side wall and is taken to the converter for oxidation of the remaining sulfur and iron. The main objectives in reverberatory smelting are to produce a molten Cu2S-FeS matte containing 30-60% Cu and a throwaway slag. Production of matte permits complete conversion of all copper minerals into copper sulfides, which can migrate because of specific gravity differences, through the lighter slag layer. Also, the molten matte droplets collect the noble metals, gold and silver, as the matte settles in the furnace. The large settling area of the furnace provides enough separation time to produce a low grade slag, which can be discarded without further processing. High heat losses are associated with reverberatory smelting be¬cause of the large volume of gases sweeping through the furnace. Therefore, an outside source of heat is required to keep the smelting reaction going. Natural gas, fuel oil, or pulverized coal are used as this heat source.

The role of growth conditions and adhesion of Thiobacillus ferrooxidans on the leaching of chalcopyrite was investigated. Thiobacillus ferrooxidans grown on sulfur, thiosulfate and ferrous ion substrates was used in this comparative study. Growth on sulfur, a solid substrate, requires bacterial adhesion unlike that required in the presence of soluble thiosulfate and ferrous ion in a mineral-salts medium. Solid substrate-grown cells showed higher rates of leaching than those grown in liquid media. An initial lag period noticed during leaching by solution-grown cells was absent when solid substrate-grown cells were used. Such a behavior is attributed to the presence of an inducible proteinaceous cell-surface appendage on the sulfur-grown cells. This appendage aids in bacterial adhesion onto the mineral surfaces. Such an appendage is absent in solution-grown cells, as substantiated by electrophoretic measurements. The importance of bacterial adhesion and the direct mechanism in leaching by Thiobacillus ferrooxidans are demonstrated.

The Ship Canal Water Quality Project (SCWQP) includes a 2.7-mile long, 18'-10" internal diameter tunnel which is located inWest Seattle. Tunneling in urban areas and soft ground conditions (Till and Till-like soils in Seattle) is associated with the risk of settlements, especially in presence of groundwater above the alignment. The Designer foresaw the use of soil improvement (jet grouting) outside of the launch shaft to mitigate the risk of flowing ground and to provide a redundant sealing. The Contractor proposed and ultimately successfully executed a different approach by using a “Steel Bell System” or Pressurized Can as described in this paper.

The Homer City Station, jointly owned by New York State Electric and Gas Corporation and Pennsylvania Electric Company is a three unit coal fired station. The first two units were put into commercial operation in 1969; the third unit became commercial in 1977. Units 1 and 2 are subject to the Pennsylvania State Implementation Plan (SIP) emission limit of 3.7 pounds of S02 per million BTU. Unit 3, having started construction later, is subject to the Clean Air Act, New Source Performance Standards emission levels of 1.2 pounds of 50-2 per million BTU.

The US Bureau of Mines investigated technologies for determining the integrity of in situ leach mining wells. A self-contained trailer-mounted well integrity testing system (WITS) was designed and built to enable rapid testing of well casings for leaks as required by environmental regulations. The WITS utilizes two inflatable packers to seal off the entire casing length or any portion thereof. Water pressure is built between the packers to the desired test pressure, and the presence or absence of casing leaks is determined by monitoring the pressure drop between the packers. A winch and steel cable are used to run the packers in and out of the well. The WITS underwent an industry field test at the Irigaray in situ uranium leaching mine near Buffalo, WY. A total of 37 wells with an average depth of 69 m (225 ft) were tested at an average rate of four wells per eight-hour shift with a two-person operating crew. This represents a 75% time savings and an 83% labor savings compared to the rigid-pipe method previously used at the mine, with which a three-person crew tested an average of one well per shift.

Marine manganese nodules harbor a mixed population of manganese-oxidizing and -reducing bacteria, as well as bacteria that do not act on manganese. They also host phagotrophic protozoa. Out of several laboratory studies, one line of investigation indicates that some kinds of bacteria found on nodules can catalyze the oxidation of Mn2+ bound to Mn(IV) oxide at the surface of nodules at in situ temperature and pressure. In the absence of appropriate bacteria, the rate of oxidation of the surface-bound Mn2+ is significantly slower. How Fe(III) is incorporated is still unclear. Base metals such as Cu, Ni and Co, which are usually found in marine nodules in various quantities, may be incorporated through scavenging by Mn(IV) oxide. Laboratory evidence shows that some other bacteria on nodules can reduce the Mn(IV) oxide to Mn2+ in the presence of an appropriate source of reducing power in the form of organic carbon. The reduction of Mn(IV) oxide mobilizes manganese and trace metals such as Cu, Ni, and Co in the nodules. These bacteria reduce Mn(IV) whether oxygen is present or not. They could be harnessed in the bioleaching of nodules. The manganese(IV)-reducing bacteria and the bacteria that neither oxidize nor reduce manganese are thought to keep the organic matter in the nodule environment sufficiently low to favor bacterial manganese-oxidation, which in laboratory tests is inhibited by excess organic carbon. The preying by the protozoa on the different kinds of bacteria is thought to control the bacterial population on nodules and ensure continued growth of the manganese-oxidizing bacteria and the nodules. To eliminate interference from seawater salts in the bioleaching of Mn, Cu, Ni and Co, it may be more advantageous to use terrestrial Mn(IV)-reducing bacteria than the Mn(IV)-reducing bacteria resident on nodules. The terrestrial bacteria would allow bioleaching in fresh water. Unlike the marine bacteria, most terrestrial bacteria studied to date reduce Mn(IV) oxide only anaerobically. A general outline for an anaerobic bioleach process of marine nodules with freshwater bacteria is discussed.

Several zinc showings, exhibiting many similarities to the well-known Balmat-Edwards zinc deposits of New York State, occur within the Grenville Supergroup strata of the Mont-Laurier Basin, Quebec. Metallogenic mapping programs have revealed much of the stratigraphic control of this mineralization. This control is observed on both regional and local scales. At the regional scale, these showings are confined to the perimeter of the Mt.-Laurier Basin, while at the local scale, a definite association between the zinc mineralization and dolomitic marble horizons is clearly exhibited from detailed mapping. These new exploration guidelines have proven to be useful for base-metal exploration in the Mt.-Laurier Basin and should be applicable to the entire Grenville Province.

Geological and hydrological conditions in the strata overlying the Salado Formation vary considerably in the Carlsbad, NM, area. The first four shafts sunk at International Minerals and Chemical Corp. (IMC) property have been located in competent and essentially dry conditions, while other shafts on adjacent properties have had such adverse conditions that ground freezing has been chosen as the water and ground control technique for shaft sinking. At the location of the IMC No. 5 shaft there has been extensive erosion and salt dissolution in the Rustler Formation, leading to collapse of some zones of the strata. Both ground freezing and pregrouting were considered as alternative methods of stabilizing the extremely poor ground conditions and controlling the potentially very heavy water inflows. It was decided that pregrouting the shaft was feasible and would offer substantial cost and time saving over a ground freezing technique. This paper describes the pregrouting techniques used and illustrates the requirement for flexibility in a grouting program so that it can be modified to reflect any new or additional information obtained during the progress of the grouting.

Business development process. Throughout Cyprus Amax's early months in Russia, the company stayed focused on what was needed from a deposit for economic success. Cyprus Amax's reason for success in Russia is that all involved - its Russian partners, the workforce and expatriates - provided a focused effort that served the project as it worked through the tender process and the Russian regulations. The company developed an understanding of the regulatory process by working with solid, ethical partners. Infused into the Kubaka management structure were Russians with the knowledge to facilitate the process and a professional group of expatriates. Developing credibility and a solid rapport with the Russian mining authority was critical to the success of this venture. Identifying and gaining the trust of key Russian individuals was also critical during the early stages. Gaining their trust and building credibility was part of the process. These key Russians were brought to the United States to visit existing Cyprus Amax mines. These efforts proved valuable in building an understanding with the Russians about the kind of company Cyprus Amax is and the kind of efficient operations that it can run. This was a learning process for all parties. Fortunately, the company was dealing with intelligent and educated people.

Environmental awareness has become a paramount consideration in the issue of planning and licensing arrangements for the disposal of wastes associated with mining operations. In this con- text the disposal of liquid tailings is a difficult and controversial problem with regard to environmental surface disposal. The paper outlines the use of Information Systems for decision support in the safe and environmental disposal of liquid tailings linked to conventional coarse refuse operations. This offers both an economic and an aesthetic approach to a historical perception of waste tipping in the underground coal extraction industry. The paper will demonstrate a prototype system that incorporates multimedia facilities which include data such as; voice comments, site photography, site plans and fluid flow circuits.

Ground calcium carbonate (GCC) is used in the paper, plastics, paint, rubber and caulks and sealants industries. The favorable properties of GCC include high whiteness and brightness, low hardness and outstanding rheology in water systems. The quality of calcitic GCC ores, which includes chalk, limestone and marble, is dependent on calcite purity and the nature and quantity of the impurity minerals. Wet and dry grinding are used in the processing of GCC. Ore processed by optical sorting, flotation and/or particle-size classification has higher brightness and lower abrasion characteristics. GCC markets are a function of the product's properties, purity and cost.

A computerized system (SCAPEVIEWER) based on landscape indices and artificial intelligence techniques is proposed in order to classify landscape images into various categories according to the quality of the pictured scenery. Photographs (totally 108) from various landscapes have been clustered, from seven experts in accordance to the mean estimation of landscape quality, into distinctive (C1), typical or common (C2), and indistinctive (C3). For each of the landscape photographs, ten (10) environmental and operational indices have been selected and determined, corresponding to visibility (V), naturalness (N), relief (R), flora quantity (FC), flora quality (F), water (W), skyline (SL), visual entities (G), season (S), and viewer position (P). These landscape indices are fed to a classifier. The classifier is a feed forward Neural Network (NN) trained by a novel hybrid method combining genetic algorithms and the back-propagation algorithm with adaptive learning rate and momentum. A total classification rate of 93.5% has been achieved, using only 8 input neurons. The discarded input neurons correspond to the indices S, and P. The pilot system SCAPEVIEVER has shown the feasibility of landscape photograph classification into three categories (C1, C2, and C3) according to the landscape quality, selecting simultaneously the most robust indices, by means of a computerized system combining the knowledge of an expert with a NN based classifier.

Study has been carried out to apply fly ash as a high strength, water-resistant precast construction material through geopolymerization. Experiment results show that the working conditions such as water content, the concentration of NaOH, curing temperature and curing time, significantly affect the mechanical property of geopolymer matrix. Through optimization, an above 100 MPa compressive strength has been achieved with the geopolymerization products. Water soaking tests show that the geopolymerization product has a very high water resistance without losing noticeable compressive strength even after a one month soaking time. To elucidate the geopolymerization mechanism, microscopic techniques such as SEM/EDS and XRD are also applied to investigate the microstructure, the elemental and phase composition of geopolymerization products. The findings of the present work provide a novel method to apply fly ash as a high strength water-resistant precast construction material. INTRODUCTION Geopolymerization is a process of obtaining a polymeric structure from aluminosilicate by dissolving aluminosilicate sources in a strong alkali (NaOH) solution and condensation of free [SiO4] and [AlO4] tetrahedral units (Davidovits, 1985 and 1988; Duxson et al, 2005; Xu et al, 2000, 2002). After being cured at an elevated temperature for a specific time, the geopolymerization product shows a greatly increased compressive strength. Therefore, the product can be used as construction material such as bricks and road pavement. It provides a very promising method to apply aluminosilicate sources such as fly ash as a construction material for a sustainable development. Fly ash is a main industrial waste which needs to be carefully impounded because of its potential impact on environment. Many efforts have been tried to utilize fly ash as construction materials substituting Portland cement because of the following reasons. First, fly ash is a silica/alumina rich aluminosilicate source, which makes the specific material an ideal source for the geopolymerization process. Secondly, the particle size of fly ash is usually very small (< 50 microns) and it saves a lot of energy consumed during the production process of cement for grinding. Thirdly, fly ash is an ideal source for geopolymerization because it is reactive to alkali even at a mild temperature. In the past twenty years, many studies have been carried out on the geopolymerization of fly ash to a make construction material. However, there are some disadvantages associated with the conventional methods of treating fly ash (Palomo et al, 1999; Perera et al, 2007; Temuujin, et al, 2009; Hanjitsuwan et al, 2014). First, in most of the proposed geopolymerization methods, a salient amount of sodium silicate has to be added. It therefore makes it complex whether the achieved mechanical strength of geopolymerization products is due to a real geopolymerization process between fly ash and alkali or just largely the solidification of metal silicate in air at an elevated temperature. Secondly, the authors have noticed that when the geopolymerization product is soaked in water, the solution pH increases sharply and the products will lose its compressive strength gradually in water. Thirdly, the compressive strength of the geopolymerization product as reported is usually less than 50 MPa.

In 1967, a major impoundment to contain phosphate tailings was built near Columbia, TN. Precise records were maintained on the behavior of the impoundment throughout its 20-year active life. The volume of the impoundment was determined. The DNT (dry net tons) of solids added to the impoundment were continuously measured. The rise of the mud line in the impoundment was measured monthly. The density of the settled strata was determined, as required to understand the behavior of the settled tailings. And experiments were per formed to increase the settled density of the clays. The impoundment is currently being retired and stabilized. It covers more than 400 acres and the settled muds are almost 200 ft thick. The clays have been sufficiently solidified with electroendosmosis to support the growth of cypress trees. More than three milllion trees are being planted.

In a proposed rulemaking regulating asbestos, nonasbestos varieties of Tremolite, Anthophyllite and Actinolite would be excluded from the regulations controlling permissible exposure to asbestos fibers. This proposed rulemaking is perceived as improving the scientific basis of the regulation of asbestos because it recognizes that there are no scientific data, either mineralogical or health related, which support the regulation of nonasbestos Tremoiite, Anthophyllite and Actinolite in the same manner as asbestos fibers. However, the proposed regulation, while representing a major advance in the treatment of AT A for regulatory purposes, does not provide an adequate analytical method for distinguishing between asbestos and nonasbestos particles, nor an adequate description of the regulated minerals. This paper addresses those topics, recommending that OSHA include an appropriate mineralogical definition, and implement a discriminate counting procedure to distinguish asbestos from nonasbestos particles.
