INTRODUCTION This paper traces the application of High Pressure Grinding Rolls (HPGR) at industrial and pilot scale in Australia. The Argyle Diamond Mine installed the first of two smooth segmented HPGRs during 1990 in an open-circuit secondary-tertiary crushing application to increase throughput. In 2002 a third HPGR was added to improve liberation and so increase the recovery of smaller diamonds. The latest improvements in wear technology (tyre with tungsten carbide studs) were incorporated in the design of this machine. Extensive HPGR pilot-plant trials were undertaken during the 1990s at both the Kalgoorlie Consolidate Gold Mine and the Boddington Gold Mine. The purpose of these trials was to evaluate HPGR as a method to increase throughput, as an alternative to SAG milling, and also to ascertain if downstream benefits existed. One of the challenges for HPGR circuit designers is to translate what occurs at small laboratory and pilot scale into what is likely to happen in a full-scale circuit. Scale-up from pilot machine results is normally recommended by manufacturers. However, such tests need relatively large quantities of material, particularly if meaningful data on wear are to be obtained. Laboratory tests are preferable, as they need relatively small quantities of ore, but may be questioned in terms of how they relate to full-scale operation. Modelling and simulation have played a particularly important role in this respect in Australia. Models are available which have proven to be very accurate at being able to scale throughput and specific energy response from laboratory to industrial machines. More recently, work in Australia has also been done in developing a model which has the potential to scale laboratory wear data as well.

The Southern Company is one of the nation's largest electric utilities and is the parent firm of five operating companies: Alabama Power, Georgia Power, Gulf Power, Mississippi Power and Savannah Electric and Power. Another subsidiary is Southern Company Services (SCS) which provides engineering and technical sup-port to the five operating companies. This technical support includes the procurement and supply of over 40.9 Mt (45 million st) of coal annually for the 22 coal fired plants in the system. Approximately 80 percent of this tonnage is purchased under long term contracts and the remaining 20 percent is purchased on the spot market. The coal is principally supplied from Alabama, Illinois Basin and the eastern Appalachian coal fields. Most of the coal is delivered by unit train and barge but one plant in Alabama receives all its coal by truck and conveyor belt.

In this paper, the results of a research study on airborne dust transport in a full scale simulated longwall face are presented. The simulated longwall face was set up in the Lake Lynn Laboratory mine of the U.S. Bureau of Mines to conduct experiments under controlled conditions. The controlled parameters in the experiments were the dust dispersion rate, dust size distribution, density of the dust, air velocity, and the rate of travel of the dust generating source. The analyses of the experimental results on mass concentrations, particle size distributions, and real-time respirable dust concentrations are discussed. There are definite spatio-temporal trends between the location of the shearer, the concentration at any location in the face, and the dust generation rates. The size-consist and density characteristics of the source dust, the air velocity in the face, and the air leakage into the gobs all affect the concentration.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. Copper smelter flue dusts containing arsenic are hazardous materials requiring environmentally accept-able disposal, preferably with re-source recovery under the RCRA and CRCLA regulations. However, the known resource recovery processes entail capital and operating costs greater than can be justified by the revenue of the recovered metal. Consequently, the smelting industry is tending to forego resource recovery in favor of encapsulation and storage in a certified class I hazardous waste site, or in a dedicated facility located at the source Superfund site. Order of magnitude costs for this option with portland cement encapsulation are estimated at $100 per ton, not including transportation. Industrial adoption of a new resource recovery process re-quires that its cost, including capital amortization, exceed the cost of encapsulation and storage only by the amount of the offsetting revenue from sale of metal. The lime-roast/ammoniacal leaching process is expected to meet this goal.

One can hardly discuss coal pneumoconiosis unless it is placed in the context of the total pneumoconiosis problem in the mining industry. However, it might be well if first we defined a few terms, since it has been my experience that the use of the word pneumoconiosis frequently causes con- fusion among those who are not familiar with the term. Pneumoconiosis comes from two Greek words meaning lung and dust. Hence, the word pneumoconiosis simply means dusty lung, or dust on the lung. There are many forms of the disease, some of which are disabling and some are not. Among the many dusts which cause pneumoconiosis might be included silica, asbestos, coal, talc, iron ore, and many other mineral dusts. Silicosis is a specific form of pneumoconiosis. It is caused by the inhalation of excessive amounts of silicon dioxide in the form of crystalline quartz. The disease is manifested by nodulation of the lungs which is apparent on an X-ray film. Continued exposure to silicon dioxide causes the nodules to grow and ultimately large areas of the lung become scar tissue which pre- vents the lung from performing its physiologic function. Various geophysical tools have been tested over the last eight years to evaluate their usefulness in defining damaged rock zones in an underground facility at the WIPP site in New Mexico. These tools include direct current and frequency domain electrical methods and seismic tomography. The electrical measurements show a "drying rind" to exist around older excavations. Seismic tomography confirms that a rind of lower velocity has developed along walls. In combining these tools, a monitoring program has been proposed to observe long-term changes in bedded salt. Results from the monitoring of electrical data over a 2-year time period illustrate the applicability of the technique in an underground environment.

Washington State has a variety of industrial minerals and although not many are produced currently (1982) most have a history of production (table 1). The value of industrial minerals produced in the state exceeds by several times the production value of metallic minerals. In 1981, 15 minerals - cement, limestone, clay, gemstone, pumice, sand and gravel, stone, diatomite, gypsum, olivine, peat, talc, garnet, silica, and dolomite - were produced. Combined value of nonmetallic production for 1981 is estimated at $218,999,000. Cement had the largest estimated value at $102 million, followed by sand and gravel at $47 million, and crushed stone at $29 million. These figures are from the US. INTRODUCTION Historically, pollution control in the metal-ore mining industry has been very limited. Unless mine water contained large quantities of solids, it was generally discharged without any treatment. If treatment was used to control solids, it was principally the provision of a settling basin in the form of a tailings impoundment used in conjunction with an associated metal ore dressing facility. Recently, however, a growing awareness of the adverse environmental impacts of mine drainage, coupled with strict environmental laws, has prompted the mining industry to look at new technologies and to refine the existing methods to further treat the wastes generated. This industry is unique in that waste loadings are extremely variable, and a "typical facility with typical waste loads" does not exist. Consequently, one waste- water treatment system cannot be utilized on an industry wide basis; rather, each treatment system must be designed specifically for the pollutants in each individual discharge. Public Law 92-500, the Federal Water Pollution Control Act (FWPCA) Amendments of 1972, became effective on Oct. 18, 1972. This law completely restructured Federal laws and philosophies underlying the Federal approach to water pollution control. Prior to the 1972 amendments, the principal Federal regulatory tool had been water-quality standards based on a designated use for a particular body of water. The concept was that waste disposal into water bodies is a desirable and acceptable use of the water body if it does not interfere with other beneficial uses. This had the effect of requiring various degrees of treatment and, consequently, various economic hardships on industries de- pendent upon their location. In many waterways. it is very difficult to quantitatively relate discharges to water quality. The 1972 amendments changed the basic philosophy, as stated in the Senate Committee report on the bill, to ". . . no one has the right to pollute . . . that pollution continues because of technological limits, not because of any inherent right to use the nation's waterways for the purpose of disposing of wastes." Pursuant to Sections 301, 304(b), and 306 of the FWPCA Amendments of 1972, the US Environmental Protection Agency (EPA) was required to establish effluent standards applicable to all industrial discharges. These standards must be based upon the application of the "best practicable control technology currently avail- able" (BPT) and the application of the "best available technology economically achievable" (BAT). The BPT and BAT levels must be achieved industry-wide by July 1, 1977, and July 1, 1983, respectively. WASTE SOURCES The waste-water situation in the mining segment of the ore mining and dressing industry is unlike that encountered in most other industries. Most industries (e.g., the milling segment of this industry) utilize water in the specific processes they employ. This water frequently becomes contaminated during the process and must be treated prior to discharge. However, in the mining segment, process water normally is not utilized in the actual mining of ores (exceptions are hydraulic mining operations and dust control), but it is a natural occurrence that interferes with mining activities and must be removed before mining can commence. Water enters mines by ground-water infiltration and surface runoff, and it comes into contact with materials in the host rock, ore, and overburden. The underground mine must pump large quantities of ground water to prevent flooding of the mine. Water from surface mining operations generally occurs as a result of surface runoff of rainwater. Generally, mining operations control surface runoff through the use of diversion ditching and grading to prevent, as much as possible, excess water from entering the working area. Nevertheless, some surface runoff does come into contact with the working area and may become contaminated. The quantity of water from an .ore mine is unrelated, or only indirectly related, to production quantities. De- pending upon its quality, the mine water may require treatment before it can be discharged into the surface drainage network. The variability of water quality from mines can best be demonstrated by looking at Table 1. This table shows the range of pollutant concentrations in untreated discharges from three different categories of mines (as categorized by EPA in the development of BPT and BAT effluent standards for the metal-mining industry). Data for this table were obtained during EPA's preparation of effluent standards for this industry. The parameters shown on the table are the pollutant parameters of primary interest in this industry; blanks in the table indicate that data were not available, and the parameter is not expected to be present in significant quantities. Other pollutant parameters are present in mining waste water, but they are either incidentally removed in the treatment process or are found only in trace amounts. The three categories comprise more than 90% of the metal production value in the United States and approximately 95% of the total mine discharges. It is important to note that not all parameters are found in significant concentrations at all locations. IMPACT ON WATER QUALITY One of the most troublesome mine-drainage problems is acidity. Although generally associated with coal mining, acid mine drainage frequently occurs from other types of mines. Although the exact mechanism of acid mine drainage is not fully understood, it generally is believed that pyrite (iron sulfide, FeS,) is oxidized by oxygen (Eq. 1) or ferric iron (Eq. 2) to produce ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) . The mining of ores associated with pyritic material exposes the pyrites to water and oxygen and grossly accelerates the natural oxidation processes, resulting in the significant production of acid mine drainage.

When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

In Cleveland County, North Carolina, one and one-half miles south of Kings Mountain, Foote Mineral Company operates an open pit for the production of spodumene, feldspar, mica, and commercial stone. Spodumene concentrate is sent to Footers Sunbright, Virginia plant and to other customers. Exton, Pennsylvania and New Johnsonville, Tennessee plants produce lithium compounds sold to the oil industry for multipurpose lithium-base greases, to the metal industry as welding flux, to the air conditioning market, and to the glass industry. Ceramic grade spodumene, feldspar, and mica concentrates go to other processing companies from the Kings Mountain plant. Waste amphibolite is delivered to a neighboring quarry operation.

Little knowledge is available that considers the effects of continuous miner position on the possible respirable dust exposure of the remote mining machine operator. Such information could be very useful for increasing the awareness of the remote operator as to those parts of an extended cut that generate higher levels of respirable dust. This data could be used to develop guidelines for positioning the remote operator to reduce his potential exposure. This work details the effects of continuous miner position on dust levels measured on the machine and at the remote continuous miner operator location.

A geological and geophysical study was con-ducted at the area of Stylos, Hania in order to study the possible mechanisms of saltwater contamination. A new detailed geologic map in scale 1:5,000 was combined with the results of a time lapse geophysical survey using seismic and electrical methods. A fault system in the N-NE direction possibly favors the saltwater intrusion.

The Republic of Ghana, located on the West Coast of Africa, is one of the West African countries rich in bauxite deposits. The main occurrences of bauxite deposits are at Sefwi Bekwai in the Western Region, Aya-Nyinahin in the Ashanti Region, Atewa Range near Kibi and at Mount Ejuanema both in the Eastern Region of Ghana. These bauxite deposits belong to the so-called blanket deposits as they are associated with erosion surfaces of old peneplains and occur as cappings on the flat tops of hills or mountains whose heights are generally greater than 600 metres above sea level. These deposits can also be classified as laterite-silicate bauxites since they have been formed under tropical weathering conditions. Genetic and mineralogical investigations have revealed that all bauxite deposits of Ghana are the result of indirect bauxitization processes, for the minerals of the weathering parent rocks have not been transformed directly into gibbsite. In all cases, lithomarge of kaolinitic clay can be recognised. The geology of the major occurrences of bauxite in Ghana shows that the Mount Ejuanema deposit is the only deposit associated with the Voltaian System of rocks. This rock System consists mainly of sandstone, shale, mudstone, conglomerates and pebbly beds. All the otter deposits are associated with the Birimian System of rocks which are made up of metamorphosed lavas,pyroclastic rocks, hypabyssal basic intrusives, phyllites, schists, tuffs and greywackes.

The McKinley Mine is located in the northwest New Mexico, in McKinley County, approximately 25 miles from Gallup. The mine is operated by The Pittsburg & Midway Coal Mining Co. (P&M), a wholly owned subsidiary of the Chevron Corporation. P&M is headquartered in Englewood, Colorado. Since the McKinley Mine began operations in 1962 a total of 83,391,000 metric tons of coal have been sold through 1990. The 1991 production was approximately 5.000.000 metric tons. The mine operations are contained on a 109.000 square kilometers lease area of which 44.000 square kilometers are on the Navajo Nation. The present customer base consists of four utilities and one industrial account, all of which are located in Arizona. The utility customers are the Arizona Public Service Co. Cholla Station at Joseph City, The Salt River Project. Coronado Generating Station near Joseph City, and The Tucson Electric Company, Irvington Generating Station in Tucson. The industrial customer is the Stone Container Corporation, Snowflake Paper Mill.

Variations in flotation rate by particle size and specific gravity have been investigated for three different bituminous coals. The flotation rates for various components were determined by separating the products of bulk flotation into size-specific gravity fractions. The effects of feed size and reagent addition on the flotation response of individual size-specific gravity fractions were evaluated.

"Lead ions (lead nitrate) were introduced to modify the surface properties of scheelite, effectively and selectively improving the flotability of scheelite, with benzohydroxamic acid (BHA) serving as the collector. A series of experiments about the mode of addition and the ratio of lead ion to BHA were conducted and indicated Pb-BHA complexes were the active species responsible for the flotation. And two adsorption models of BHA on the surface of scheelite were established. For both the two adding methods, some kind of complexes formed by lead ions and BHA played a key role in the flotation process. Zeta potential, FTIR, and XPS studies indicated that the adsorption amount and intensity of BHA on the surface of scheetlie were larger by adding the reagents as a mixture. The mixed addition is conducive to form Pb-BHA complexes and improve the adsorption efficiency of BHA on the surface of scheelite, as well as the recovery of scheelite. INTRODUCTION Scheelite, as an important tungsten-bearing mineral, is nowadays utilized mainly by flotation (YIN and WANG, 2014; Sun et al., 2011; Gao et al., 2015; Gao et al., 2015). Flotation separation of scheelite from calcium minerals creates difficulties because of the existence of the same cation in the minerals and similar physico-chemical characteristics such as solubility, hardness, specific gravity, point of zero charge (PZC), etc. (Arnold and Warren, 1974; Deng et al., 2016; Deng et al., 2015; Ozcan and Bulutcu, 1993a; Yongxin and Changgen, 1983). The conventional collectors used in the flotation of scheelite ores are generally fatty acids or fatty acid derivatives (Bo et al., 2015; Oliveira and Sampaio, 1988; Shi et al., 2014; Sivamohan, 1988; Yongxin and Changgen, 1983). It is difficult to separate scheelite, especially from calcite, with these reagents because the adsorption mechanism of these collectors occurs through chemisorption of the oleate ion onto the mineral surface (Atademir et al., 1979; Changgen and Yongxin, 1983; Hiçyìlmaz et al., 1993; Hu et al., 2011). Therefore, it is almost impossible to separate them by fatty acid flotation without using any selective depressant. Although oleoyl sarcosine was used as a selective collector in the flotation of fluorite and siliceous scheelite ores (Ozcan and Bulutcu, 1993b; Ozcan et al., 1994), this selectivity is inadequate for a low-grade calcitic scheelite ore. Unfortunately, reagents such as organic colloids (dextrine, starch), quebracho, sodium phosphates, sodium silicate solutions containing polyvalent cations (hydrosols), etc. (Bo et al., 2015; Schubert et al., 1990; Shi et al., 2014; Yongxin and Changgen, 1983), used for calcite depression also depress scheelite to a large extent. Cationic collectors, such as amine and quarternary ammonium (Yang et al., 2015) and collector mixture (Gao et al., 2015) have been used to improve the scheelite flotation. However they have not been applied in industry due to the poor separation from silicate minerals."

The organization and operations of the information gathering system, and examples of the products prepared for the commodity phosphate rock by the Division of Nonmetallic Minerals, U.S. Bureau of Mines, are used to describe the Bureau's commodity program. Selected examples from publications about phosphate rock are used to illustrate the program. The Commodity Divisions reporting to the Office of the Assistant Director-¬Metals, Minerals and Materials, have the responsibility in the Bureau of Mines to maintain commodity records, understand the present supply and demand status of the commodity, and forecast future supply, demand, and problems. Within the Divisions, commodity specialists have the broad charter of acquiring as much information about a commodity as is necessary to characterize its history, current status, and future. This information and understanding are the base for the development of mineral policies. To accomplish these objectives, the commodity specialists acquire data and information about each commodity and produce a number of standard publications each year. In addition, as circumstances dictate, each specialist will prepare or participate in the preparation of special documents for specific purposes or problems associated with his commodity. In the preparation of reports and publi¬cations, he may communicate with industrial organizations and other Government agencies.

This paper describes the results of using shear flocculation and flotation known as aggregative flotation technique for the enrichment of coal-derived char produced from mild gasification process. Aggregative flotation is a separation process which involves the use of suitable aggregating liquid under the action of high shear forces to render hydrophobic surface of coal-derived char particles to aggregate in an aqueous slurry. The fine carbonaceous particles are aggregated into larger floes while the impurities remain hydrophilic. In subsequent flotation process, the char aggregates are then separated from mineral matters by aeration in the flotation cell. The floatability of char aggregates and removal of mineral matters from chars are studied in a lab scale flotation column cell. The effect of various operating parameters on the aggregative flotation responses is presented. Emulsification of aggregating liquid using high intensity agitation and ultrasonic energy provides excellent aggregating liquid dispersion and increases selectivity for char aggregation. In subsequent flotation process, it results in significantly increasing the flotation rate of char aggregates. The microscopic examinations of bubble attachment to coal-derived char particles under various aggregating liquid dispersion levels were conducted by induction time measurement. The distributions of hydrophobicity of char particles and char aggregates prepared under various aggregating liquid dispersion techniques were measured by film flotation. The char particles prepared under high intensity emulsification attach at significantly faster rates to air bubble and with lower mean critical wetting surface tension than that of char with direct aggregating liquid addition. An interrelationship of increasing in flotation rate/combustible recovery with decreasing in induction time, mean critical wetting surface tension and dispersion of hydrophobicity on the char particles and char aggregates were obtained.
