In the construction of "Hamacho" subway station (Tokyo Metropolitan Rapid Transit), in order to minimize ground surface settlement, the pipe-roof method was employed as an auxiliary measure when removing the portion between two parallel shield tunnels to form one large tunnel for the station. 14 steel pipes (dia.1,219.2mm, length 75m) were driven in horizontally so as to cover tunnels and support heavy and extremely soft covering soil and surface structures. Procedures of temporary supporting, excavation under compressed air, reinforcing, concreting, etc., and some comparisons with conventional methods are described.

Conventional methods of drillhole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drillholes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drillholes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

After almost 60 years of application in this country froth flotation is still by far the most important process for concentrating metallic ores as well as a number of nonmetallic ores including fluorspar, phosphate rock, and potash. Its use on iron ores and coal is increasing. In the metals groups the largest plants and the greatest progress are found in copper and molybdenum mills, and the section of this paper that deals with applications will be found most pertinent to that field. During its long reign the flotation process has passed through several phases of evolution and has achieved progress in economy, efficiency, and simplicity of operation. Much of today's success in the flotation of low-grade ores can be attributed to that progress. Even more important to us than our ability to cope with today's conditions are tomorrow's problems, which we can contemplate with some prescience and confidence. Our annual production of copper, lead, zinc, and molybdenum--to mention only the most important metals occurring in the U.S. as sulphides--must be held at a high level in the face of a declining grade of ore. It is probable that the tonnage of such ores mined and processed will double in this country before the turn of the century. Not only will many of the existing flotation mills be enlarged again and again, but larger mills will be built here and abroad to meet our needs. At this moment, in fact, there are at least three proposed new foreign mills or expansions that envision 100,000 tons daily milling rate on copper ores. One of the most challenging and ambitious dump rehabilitation projects in South Africa’s mining industry is being carried out at Greenside Colliery’s smoldering coal dump, which lies adjacent to the N 12 Johannesburg-Witbank highway. Greenside Colliery is the largest coal mine in the Gold Fields Group. It began operation in 1946, the year in which the burning dump had its origins. Today, Gold Fields plans to spend R16 million (about $USS8 million) to encapsulate the dump, bringing it into compliance with South Africa’s Mining Environmental Management Programme, according to Martin Hamer, engineering manager of the Greenside Colliery. The improved environmental management approach will result in reduced sulfur dioxide gas, smoke and dust emisson into the air and an enhanced aesthetic appearance of the dump from the N 12 highway. The objectives of the project are to place and compact coal discard to within the National Institute of Coal Research specifications in order to prevent spontaneous combustion, and to preserve as an asset the coal portion of the discard.

INTRODUCTION The Washington Camp - Duquesne mining district is located on the east flank of the Patagonia Mountains, 98 kilometers south of Tucson and within 5 kilometers of the International border (Figure 1). Since the development of high-grade silver and copper ores by settlers in 1862, the Washington Camp - Duquesne district has yielded an estimated 450,000 metric tons of ore. The mined ores averaged 8% zinc, 2% copper, 3% lead and 124 grams of silver. REGIONAL GEOLOGY The Patagonia batholith, of Laramide age, crops out in the core of the Patagonia Mountains intruding Precambrian granite, Paleozoic sediments and Mesozoic igneous, volcanic and clastic rocks. This granodioritic batholith lies in a northwest-trending zone of Laramide plutonic rocks, which can be traced for a distance of 320 kilometers from the Nacozari district in Sonora, Mexico to the Silver Bell Mountains west of Tucson, Arizona. Several major porphyry copper systems occur within this plutonic belt including the Red Mountain deposit found at the northern end of the Patagonia Mountains. Data from more than 80 mineral deposits within the Patagonia Mountains show metal zoning symmetrical to the Patagonia granodiorite (Graybeal, 1975). Disseminated copper-molybdenum deposits occur within the batholith. Pyrometa-somatic, limestone replacement and vein deposits of copper, lead, zinc and silver occur in the wallrocks adjacent to the. granodiorite and epithermal manganese-silver deposits occur at the outer periphery of economic mineralization. GEOLOGY OF THE WASHINGTON CAMP - DUQUESNE DISTRICT Stratigraphy Nearly 900 meters of miogeosynclinal Permian and Pennsylvanian sediments are exposed in the district (Figure 2). In addition, 700 meters of older Paleozoic rocks crop out 6 kilometers north of the district. The Paleozoic rocks occur in fault contact with a sequence of Triassic-Jurassic pyroclastic and flow rocks, ranging in composition from latite to rhyolite.

Pennsylvania has 4,000 km (2,500 miles) of streams that do not meet water-quality standards due to acid mine drainage (AMD), making AMD the greatest cause of water pollution in the state. The problem is mainly caused by abandoned coal mines. To abate AMD, Pennsylvania is using a watershed-based approach that includes remining as a key component of a comprehensive restoration strategy. The Tangascootack Creek Water-shed was targeted for AMD restoration through remining. Geologic mapping and overburden data were analyzed using Earth Vision software to identify areas of coal reserves that could be remined to improve water quality. Incentives are offered to encourage mining in these designated areas.

The Pyke asbestos deposits were discovered by Kennecott Explorations (Australia) Pty. Ltd., in 1969 during the course of base metal exploration on the South Island of New Zealand. Extensive occurrences of chrysotile asbestos were found associated with the Red Mountain Ultramafics in the headwaters of the Pyke River, and to the north and south along the ultramafic belt for a distance of 70 kilometers. Surface evaluation and drilling by Kennecott in 1970 and 1971 identified numerous small deposits of good grade fibre in the Little Red Hills between the Pyke and Barrier Rivers. Additional drilling and three adits have been completed by other companies since that time. The property is presently held by Lime and Marble, Ltd. Of Nelson, New Zealand, and Kennecott Explorations (Australia) Pty. Ltd. This paper will present the regional and local setting of the asbestos deposits, including the geology and nature of mineralization. In addition, the exploration methods used by Kennecott in the discovery and evaluation of these deposits will be outlined. Subsequent work by other companies will be mentioned, but not described in any detail. This subsequent work did not alter Kennecott's conclusions or produce any serious changes in the interpretation of geology and mineralization. The author acknowledges the contribution of the many employees of Kennecott Explorations (Australia) Pty. Ltd., who have been involved in the project, particularly Ramon Farmer, N. G. Comer, and A. W. McConie, who were responsible for completion of field work and reporting on the project. The responsibility for the conclusions and interpretations of this report are solely that of the author and result from his involvement in discovery of the deposits and management of the exploration program.

A rule-based control system was developed for a 7-foot Hydrocone crusher with automatic set regulation, based on operating data collected in the field. When implemented in a plant PLC, the system was found to behave as predicted. Benefits included a significant reduction in the frequency of control actions, the incidence of power overloads, and the standard deviation of feeder speed, whilst maintaining crusher performance.

The recent discovery of large amounts of helium-3, a valuable thermonuclear fuel, on the surface of the Moon has prompted engineers and scientists to examine the commercial attractiveness, thetechnological feasibility, and the environmental features of this important resource. The main feature of this fuel cycle is the low (˜ 1%) fraction of energy released in neutrons. Such low neutron fluxes result in important reductions in the amount of radioactivity, afterheat, and radiation damage in a fusion power plant. On the other hand, the high fraction of energy in charged particles and synchrotron radiation can be directly converted to electricity, resulting in very high efficiencies of electricity production (˜60.70%). It has been shown that there is 10 times more energy in He3 on the Moon than there ever was in fossil fuels (i.e., coal, oil, and gas) on the Earth. The techniques and equipment needed to extract the helium-3 have been examined and internationally acceptable mechanisms for the industrial development of this resource have been outlined. This paper expands on the financial, environmental, and technical aspects of the recovery of helium-3 for use in the 21st century.

The mining industry of Georgia, while not as large as in some other states, is still an important part of the economy. Total value of mineral production in 1966 was $148.6 million.l/ Clays and stone produced the most income, Other minerals included sand and gravel, iron ore, mica, talc, barite, bauxite, cement, feldspar, kyanite, peat, and rare-earth metals, titanium and zircon concentrates. Georgia ranks first among the states in production of kaolin, second in fuller's earth and rare-earth concentrates, third in bauxite and kyanite, fourth in barite and ilmenite, and fifth in feldspar. It is quite likely that phosphates will one day be mined in the south eastern part: of the state, and that alumina will be produced from the extensive kaolin deposits in the central part of the state.

This paper will review world trends that are increasingly restrictive of mineral exploration and mining throughout the Free World This is occurring in the face of projected huge increases in demand for mineral products Some of the impediments are direct and absolute; others are indirect, but nevertheless effective; still others represent merely hostile attitudes Many of the world governments have a reputation for lack of integrity in dealing with existing foreign investments within their borders, and consequently are quite uninviting places for new investments, especially in the capital intensive natural resources industry. Compared with even 35 odd years ago (and pre-World War II is not that long ago) there are few places left where private mining investments are both wanted and where investors are willing, to go. We shall begin with an analysis of conditions in the U. S., shift to neighboring Canada and Flexico, and then have a look around the world. As the world grows smaller for the private mining sector, the function of exploration, development, and operation is passing over to government. We'll conclude with a view of what this holds for the future

Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are some- times large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy Bureau of Mines- sponsored subsidence study at Kitt Energy Corporation's Kitt No. 1 Mine near Philippi (Barbour County) , West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar re- treat mining. Findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water levels at shallower depths. Post-mining values of hydraulic conductivity were typically somewhat higher than pre-mining values. Changes in water chemistry associated with mining were not sufficient to render the water unfit for human consumption.

Injuries associated with hands and fingers are highly prevalent in mining and identifying factors associated with these injuries are critical in developing prevention efforts. This study identifies nonfatal injury incidence rates, nature of injury, work activities, glove usage, and sources of hand and finger injuries in the U.S. mining industry, as reported to the Mine Safety and Health Administration (MSHA) from 2011–2017. Hand and finger injuries occur at a rate of 6.53 per 1,000 full-time employees, which is nearly double the rate of the next highest affected body part, the back. Most of the hand and finger injuries were classified as cuts/lacerations/punctures (53%) followed by bone fractures/chips (26%). Materials handling and maintenance/repair were common activities at the time of the incident with miscellaneous metals (pipe, wire, guards) and hand tools as the primary sources of hand and finger injury. Although information on glove use was limited, leather gloves were most often worn when an injury occurred. When worn, gloves were found to contribute to 20% of the injuries, indicating their potential to protect the hands, but also potentially put the hands at risk. Further research is necessary to determine performance requirements for gloves used in mining operations, specifically those offering cut and puncture resistance.

The Canadian Javelin Limited Cerro Colorado copper-porphyry deposit in Panama, possibly the largest known copper-porphyry, contains between 1350 and 450 meter elevations, drill proven and probable ore in excess of 3.0 billion tons averaging 0.65% of copper equivalent. The deposit is located in the Central Cordillera Range, straddling the Continental Divide at 1500 meter elevation. Local topography is very steep. Accessibility is difficult, all logistics made by helicopter, and only recently a 52 km. road from the Pan-American highway was completed into the area. The deposit was discovered in 1969, and since then 75 shallow exploratory holes and 98 deep holes, the deepest 1340 meters, totalling 45,000 meters have been drilled. Deep holes were drilled at the corners of a regular rectangular 150 meter grid.

Although the markets for coal in the United States have changed rapidly over the last three decades, the uses of coal, namely, to produce heat and power or coke have been left almost unchanged. The coke is used either as a chemical reducing agent alone or as a reducing agent and source of heat. Most of the heat and power markets for coal require no coal processing, although for more than 50 years, many proposals to skim the more valuable substances in coal before burning have been advanced. Thus, the only large tonnage market requiring processing of coal is high-temperature carbonization to make coke. At present, coal requires processing for some small markets, but for future potential large markets, such as gasification, conversion to liquid and gaseous fuels, and conversion to chemicals, coals will require more processing than is now being done.

Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA's activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation's metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

INTRODUCTION Geotechnical models, particularly those based on the finite element method, have been available to aid in en¬gineering design of underground mining excavations for over ten years. Despite this fact there are remarkably few cases of their use in mine design documented in the literature. It is therefore to be anticipated that many potential users of these models are relatively unaware of their capabilities and limitations and also of the form and detail of geotechnical data needed for their success¬ful application. This subsection attempts to address this problem by discussing the different types of numerical models now available and by noting how some of them have been used to study a variety of problems associated with underground mining. The subsection concludes by discussing the applica¬tion of the displacement discontinuity method to the de¬sign of possible mining systems for the copper-nickel deposits of northeastern Minnesota. The object of the analyses, which were nonsite specific, was to determine the significance of geotechnical parameters, such as ini¬tial stress and rock structure, on the stability of under¬ground excavations and hence to provide guidance for future geotechnical investigation. NUMERICAL MODELS In the geomechanical design of underground mining openings, use is made of numerical models that repre¬sent or simulate the large-scale mechanical behavior of rock. There has been less interest in analysis involving fluid flow and heat transfer, but with increasing interest in such areas as in-situ retorting and solution mining it is likely that there will be a growing need for numerical models embracing and coupling all three physical proc¬esses. However, the emphasis in this subsection will be on mechanical behavior. Models which simulate such behavior will be divided into two groups: continuum models and discontinuum models. These will be dis¬cussed in turn in order that some insight into alternative solution strategies and their merits may be gained. Continuum Models Almost all geomechanical numerical models must be classed as continuum models even though particular computer codes incorporate special provisions for rep¬resenting discontinuities such as faults, bedding planes, or joints. They are continuum models because they pro¬vide solutions for cases where material behavior is governed by the differential equations of continuum mechanics. Two basic solution strategies for such equa¬tions may be identified immediately: the differential ap¬proach and the integral approach. In the differential approach a means of approximating the differential equations over the entire region of interest is sought. In the integral approach use is made of fundamental solutions from continuum mechanics, and these are used to construct a solution to the whole problem, making approximations only on the boundaries of the region of interest. The several differential and integral methods are identified in Table 1. Differential Methods: Problems in continuum me¬chanics involve the solution of three types of partial differential equations. Two of these govern the behavior in so-called initial value problems, in which variables change both in time and in space. Examples of such problems include nonsteady heat transfer and fluid flow, and stress wave propagation. The last type of partial differential equation governs the behavior in boundary value problems. In these, variation is in space but not in time. Solution of initial value problems may be achieved in two significantly different methods: implicit and ex¬plicit. The differences between these two methods will be illustrated by considering a very simple initial value problem, that of one-dimensional heat diffusion. The equation governing this process may be written as: [ ] where T is temperature, K is thermal conductivity, p is density, c is specific heat, t is time, and x is the spacial coordinate. In finite difference form this equation might be written as: [ ] where the superscripts refer to the time and the sub¬scripts to the spacial location. Several solution strategies for this equation have been used. Two important ones may be illustrated very simply by discussing the signifi¬cance of the superscript * on the right-hand side of the equation. If i + 1 is substituted for * then the second derivative of the temperature with respect to distance is evaluated at the end of the next time step (using tem¬peratures not already known). Such an approach leads to a set of equations involving unknown temperatures and a solution procedure which is referred to as being implicit. The important characteristic of the implicit procedure is that it leads to a set of equations that must be solved for each time at which the temperature dis¬tribution is required. If instead of substituting (i + 1) for the superscript *, i is substituted, the following equation is obtained: [ ] {In this case the new temperature is defined in terms of an already known temperature distribution. In the hard-rock mining industry, the generation of fines during blasting is an important issue because it has a significant effect on production processes. Although various approaches have been used to estimate fines generation in recent decades, as a practical matter, measuring the amount of fines is nearly impossible given the technical limitations and the scale of mine blasts. In this study, a dynamic PPV damagemodel was developed and applied to predict fines generation as a result of blasting. This modified version of the crushed zone model (CZM) considers dynamic rock properties and peak particle velocity (PPV), which represents the induced stress in blasting. Dynamic rock-fracturing tests were conducted using a split Hopkinson pressure bar (SHPB) to determine the parameters that represent the relationships between rock strength and strain rate as well as the relationships between fines amount and strain rate in the model. A case study was conducted that entailed determining the radius of the crushed zone for given blast designs and rock properties and then measuring the fines amount within this crushed zone. This case study indicated that the dynamic PPV model can provide a rough estimate of fines generation for given dynamic rock properties and blast design parameters and that this method has the potential to be a useful indicator, or index, of fines generation.

The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.
