At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

Investment in minerals development usually entails big financial outlays. which will remain at risk for a long time before the venture can begin to generate a return cash flow. Before 'committing himself to such a venture the investor would be wise to carefully examine the possible consequences of his exposure to risk. In this context risk is defined in multiple terms, which relate the magnitude of possible loss with the probability that such loss may occur--normally the probability will decrease as the amount of possible loss increases. The analysis of risk is an essential component of the decision making process, especially so in the case of low grade high tonnage mining ventures where a very real possibility exists that future unfavorable circumstances may lead to losses that could cripple or ruin even the richest corporation. Wells (1979) postulates a rationale for making the investment decision under uncertainty based on the comparison of two independent risk criteria: 1) the risk inherent in the venture represented by the negative portion of the cumulative distribution of the net present value (NPV), as derived by a stochastic evaluation procedure, 2) the limits of risk the decision maker is willing to accept, taking account of the financial capacity-of the 'firm to absorb various levels of future cash shortfall should the venture prove disappointing. The chance the investor would be prepared to accept can be expected to decrease as the amount of the possible shortfall increases. The limits of acceptable risk are-defined by a curve called the "LL-curve" which can be directly compared with the cumu¬lative NPV curve. A positive investment decision is implied if the limits of acceptable risk are not exceeded.

Mineral sand products have been produced from beach sand heavy minerals for nearly a century. These minerals have specific gravities of 3.0 or higher and are extremely resistant to weathering. The most common economic heavy minerals are ilmenite, leucoxene, rutile, zircon, stauarolite, monazite, garnet, and the aluminum-silicate minerals. Of these, ilmenite is the most abundant. In some cases a deposit may contain only one or two economic heavy minerals whereas in others five or six may be present. Heavy mineral mining began in the late eighteen hundreds when monazite was mined for its thorium content. This was followed by mining activity on the North Florida coast just south of Jacksonville Beach - where ilmenite and zircon were first separated during the WW I (1,8). Modern heavy mineral mining began in Eastern Australia during the late nineteen-thirties and spread to the United States during World War II. It is the purpose of this paper to review the commercial heavy mineral products, their sources, and their uses.

This is the case history of how two nearby plants in Southwest Virginia solved their water clarification problems. While the solutions should not be considered applicable industry-wide, the methods used in arriving at the answers deserve consideration. When Clinchfield's Moss No. 2 Preparation Plant, the first ever built in Tiller Seam coal, was started in the fall of 1956, the clays in the raw coal soon posed a flocculation problem, Laboratory sedimentation tests were initiated; and as a result, lime was adopted as the flocculant for the clays, With lime, a pH of 11.2 was required. As the plant tonnage increased, it became evident that the amount of coal fines produced in the mining and preparation was greater than had been estimated and that the 90-foot thickener was inadequate in providing sufficient settling time to effect a clarified overflow for reuse. Testing showed that Separan 26105 (NP10)1/, when used with lime, was the most satisfactory coal flocculant available,

A scale-invariant theory of the strength and deformability of rock masses in static equilibrium and at incipient failure is proposed. The theory provides a rationale for designing structures in rock. This paper presents results of experiments conducted by the U.S. Bureau of Mines and theoretical methods to determine and interpret in situ strength of rock masses using the borehole shear tester.

Potash is a generic term that includes potassium chloride, potassium magnesium sulfate, potassium sulfate, potassium nitrate, and sodium-potassium nitrate mixtures. In the ceramics industry, potash is also used to refer to potassium oxide. Potash, primarily in the form of potassium carbonate, was the first industrial mineral produced in the United States, and the first US patent issued was for an apparatus and process developed in 1790 for its production (Paynter, 1990). Prior to the 1860s, potash was primarily sold as an impure form of potassium carbonate produced by burning hard- wood trees and leaching the potassium salts from the ashes. The major early uses of potash include soap and glass making, dyeing fabrics, baking, and saltpeter for gunpowder. In 1859, the development of a purification process to remove the sodium and magnesium chlorides was developed for the carnallite found at Stassfurt, Germany, and mined potash became available. With the appearance of mined potash and the earlier (1840) discovery in Germany by Justus von Liebig that potash was a nutrient for crops, potash started to be used for high valued crops such as cotton and vegetables. The German potash companies quickly developed a manufacturing process for producing potassium sulfate for tobacco fertilization. German potash supplied nearly all American needs until the embargo of the First World War when imports from Germany were interrupted (Bateman, 1918). With the discovery of potash deposits in New Mexico in 1931, the United States became self-sufficient in potash. In 1962, the United States began importing potash from Canada, and two years later domestic apparent consumption began to exceed domestic production. Along with nitrogen and phosphorus, potassium is one of the three essential plant nutrients, the "K" of NPK terminology. As a result, 95% of potash production is used as plant fertilizer. In all plants, inadequate potassium diminishes growth, causes increased disease, stalk and stem breakage, and susceptibility to other stress conditions. Plants take up large quantities of potassium from the soil, and potash fertilization replaces this loss so that each new crop can be grown with the same vigor and productivity as the previous year's crop. The potassium depletion of the soil from growing repeated cotton and tobacco crops is well known in the history of southern agriculture in America. George Washington was known to have studied alternative crops that could be grown on soil that had been depleted by repeated tobacco crops. Most of the remaining 5% of potash consumption is by the chemical industry, as potassium hydroxide to produce soaps and detergents, glass and ceramic products, dyes, explosives, alkaline batteries, and medicines. Potash as chemical is used in oil field drilling mud, the aluminum recycling industry, and the electroplating industry. Additional minor uses for potassium chloride include water softener regeneration, sidewalk deicing, and salt substitution for human consumption. Potash is used in the food industry as potassium phosphate, and in production of glass products as potassium carbonate or nitrate. GEOLOGY Potassium is the seventh most abundant element in the earth's crust and the sixth most abundant element in seawater. It is found in silicate minerals of igneous, metamorphic, and sedimentary rocks and is also a major constituent of many surface and subsurface brines. The majority of world potash resources are found in subsurface bedded salt deposits which yield high grade, large tonnage ore bodies and are amenable to low cost mining and beneficiation. Because of the relatively high solubility of potassium minerals, potash from salt deposits is ideal for use as fertilizers. Some potash production is from evaporation of naturally occurring brines, but the vast majority of current domestic and international production is from bedded salt deposits. Sylvite, carnallite, kainite, and langbeinite are some of the more important potassium minerals (Table 1). Sylvinite, a mixture of KC1 and NaCl is the highest grade potash ore. Carnallite can be considered a potash ore when removal of magnesium chloride is included in the beneficiation, but it can also be considered a contaminant when mining for sylvite. Potassium sulfate and potassium nitrate are typically manufactured products. Potassium sulfate is produced from mined minerals through conversion processes in Italy, Germany, and Carlsbad, NM, and from brines in southern California and at the Great Salt Lake in Utah. Natural deposits of potassium nitrate occur only in small amounts in Chile. The majority of potash-bearing bedded salt deposits are believed to have originated from the evaporation of seawater or mixtures of seawater and other brines in restricted marine basins (Schmalz, 1969). The reflux depositional model for evaporite deposition was first described in the literature in 1888 by Ochsenius. A shallow bar, or sill, across the mouth of a basin lets in a restricted flow of seawater which evaporates into a salt-precipitating brine (Fig. 1). The density of the brine at the distal end increases with increased salinity, sinks to the bottom, and sets up a reflux current of higher density brine back toward the ocean. The sill, which restricts the inflow of seawater, allows inhibited flow of evaporation-concentrated brines back to the ocean. The least soluble salts are precipitated nearer the sill, and the most soluble components come out of solution in the deeper parts of the basin. The result is a lateral facies change in a tabular-shaped deposit that is due to the salinity gradients in the brine (Fig. 2A). The asymmetrical facies distribution of the Paradox Formation (Middle Pennsylvanian) Utah (Hite, 1970), the Prairie Formation (Middle Devonian) in Saskatchewan (Holter, 1972), and the Salado Formation (Upper Permian) in New Mexico (Lowenstein, 1988), might prompt explanation by such a model. Other deposits, such as the Salina Formation (Upper Silurian) in Michigan (Matthews and Egleson, 1974), show a facies distribution that could be described as a bull's eye pattern. Although some small subbasins of high grade sylvite are found near the margins, the potash is generally located in a central part of the basin surrounded by successively less soluble facies (Fig. 2B). This paper presents a comparison between the simulations of a semi-empirical model and a theoretical model for the prediction of radial stress in rock. The results of the simulations were compared to the results of a field test. The comparison of the radial stress predictions shows that in the semi-empirical model use of the plane wave approximation as the basis for the prediction of the radial stress provides a much better result than the theoretical model. The theoretical model includes the correct elastic wave geometry and theory but fails twice, firstly by considering the charge as a point (unit) energy source therefore; and secondly by using a Delta function with a very sharp rise and decay time to simulate, with no distinction between non-linear and linear zones, the attenuation of the energy per unit volume at the shock wave front as the wave moves away from the borehole. The results of the semi-empirical model were within the same order of magnitude as the results from the field test whereas only one result from the theoretical model came close to the result of the field test. However, even this closer result for the theoretical should be taken with caution as there was no measurement in the field test made at this distance from the borehole. Finally, because of its potential portability, convenience, and cost-effectiveness the theoretical model can be a most valuable tool for mining and civil construction operators in the early design of blasting rounds and of the mining operation itself.

A new method for determination of residual flotation oils on beneficiated kaolin clays has been developed. The method, which yields qualitative information, is based on fluorescence measurements employing a spatially resolved, polychromatic illumination source for excitation, and a two-dimensional detection scheme using a silicon-intensified, video imaging device. The method was used to identify residual oils on a beneficiated, Washington County, Georgia, crude clay. The results were compared to a similar qualitative analysis performed via capillary column gas chromatography using an FID detector. The video fluorometry was the preferred method of, analysis.

The development of large quantities of ground water for any major use in an area is always of environmental concern to representatives of regulatory groups, citizens, agricultural and industrial users. From these concerns, state and federal congressional representatives receive a variety of impulses from their constituents and in turn begin a series of questions upon which to-base appropriate legislative actions. The kaolin industry in Georgia is substantial to the economy and the welfare of an important segment of east-central Georgia. It uses large quantities of water for processing. This constitutes an important source of income and tax revenue. Pumping test procedures to provide an accurate and efficient dewatering scheme have been developed and carried out at a number of mines in the kaolin district of Georgia. This paper highlights one such test and is directed at an assessment of the impact of this industry on ground water supplies of an area.

The surface collapse and surrounding rock failure caused by goaf instability are the mining disasters that cannot be ignored. It is of great value to evaluate the stability of goaf accurately and treat it economically for the mine safety and the maintenance of ecological environment. However, in previous studies based on numerical simulation methods, the spatial complexity and the irregularity of actual goaf were not considered. Therefore, based on the internal space data of goaf obtained by high-precision laser detector, the goaf stability was comprehensively analyzed through Plaxis software and two-stage fuzzy judgment theory in this study. To effectively improve the goaf stability, the optimal backfill parameters for the goaf treatment were obtained by a series of mechanical tests. The research results provide some good references for the stability evaluation and the treatment of underground goaf.

A concerted effort to determine the quantities and effects of trace elements in the environment requires the application of a number of different analytical techniques in the same or in different laboratories. The interpretation of analytical data is often difficult because of differing results between analysts or even by the same analyst at different times. Standard Reference Materials (SRM), which are certified for their trace element content and are in a matrix similar to the one of interest, can greatly increase the accuracy of analysis and the reproducibility between laboratories. The United States National Bureau of Standards (NBS) has developed a number of SRMs applicable to the determination of trace elements in environmental materials. Two of these, SRM-1571, Orchard Leaves, and SRM-1577. Bovine Liver, are excellent for biological tissue analyses. Several new standards are of value for fossil-fuel analyses. These are: SRM-1632. Trace Elements in Coal; SM-1633, Trace Elements in Fly Ash; SM-1634, Trace Elements in Residual Fuel Oil: and SRM-1635, Trace Elements in Gasoline. In cooperation with the US Environmental Protection Agency, the NBS has recently concluded an interlaboratory comparison involving analyses by more than 60 laboratories on these fossil-fuel materials. The resulu of this intercomparison and the broad range experience with the biological materials will be presented showing both intratechnique and intertechnique variations, and the sensitivities and comparisons with the values certified by NBS.

The Sunshine Mining Co. has recently started up its new silver refinery in Kellogg, ID. The new plant recovers silver anc copper values from a high grade tetrahedrite concentrate using hydro- metallurgical processes. The plant and process are both new and have gone through the initial startup phase during the first six months of 1985. The full scale plant was developed from laboratory test work. While the metallurgy of the process worked as expected, the material handling problems were difficult to over-come. As might be expected, those parts of the plant that represented available technology started up easily, while the parts that represented new technology presented the most difficulty. Topics covered in this paper include: 1) insufficient type and amount of agitation in the leach vessels, 2) discharge of a non- homogeneous slurry from the leach vessels, and 3) problems associated with very low flow rates in slurry lines.

The Anaconda Minerals Company operates a molybdenite and copper producing mine and mill facility near Tonopah, Nevada. Included with the milling facility is a ferric chloride leach plant for removal of copper mineralization from the molybdenite concentrates. Discussed are the engineering and construction schedules associated with the leach plant. The chemistry associated with the process along with a description of the process flow, equipment, and operating parameters are contained in the paper.

Dust dispersion characteristics in mine airways are important for developing engineering controls for dust and explosions. Authors here have used CFD modeling approach to analyze the dust dispersion characteristics in mine airways. The technique was initially validated with the published field experimental data. The results obtained were in a reasonable agreement. CFD validation results show that in a single entry the dust concentration decreases exponentially as a function of distance. Finer particles can travel up to a distance of 350-400 m away from the source. Parametric studies indicate that air velocity and input dust concentration has significant influence on dust concentration distribution. CFD modeling was then applied to study the dust dispersion characteristics in a room-and-pillar mine layout. Preliminary results show that dust concentration distribution is highly dependent on the airflow patterns and air velocity distribution. The distribution is not exponential until the velocity in the travel way becomes uniform. Data developed in this study may be used to design mine layouts and engineering controls for dust control and explosions.

The discovery of the gold deposits of the Jerritt Canyon district and the construction of the E. R. Bell Mine is one of the significant mining developments in the United States during the past ten years. This mine will exploit one of the larger deposits of disseminated gold presently known, with proven, recoverable reserves in excess of 67.6 million grams of gold. Interest generated by the success of this project has contributed greatly to the tremendous resurgence in exploration for disseminated gold deposits in Nevada and throughout the west. The Jerritt Canyon project, including the Bell Mine, is a 70/30 joint venture between Freeport Gold Company and FMC Gold Incorporated, both of which are wholly owned affiliates of the respective parent companies, Freeport-McMoRan, Inc. and FMC Incorporated. Under the terms of the joint venture agreement, Freeport Exploration Company, another Freeport-McMoRan affiliate, manages the exploration and pre-mine development. Drilling, design, construction and management of the Bell Mine are provided by Freeport Gold Company.

Underground mining alters ground condition, producing a disturbance in the ground water regime. The level of disturbance is dependent on the local hydrology, geology, and type of mining. Serious damage is sometimes caused by ground water- when mine roofs collapse, causing subsidence. Subsidence is either unplanned, where pillars are inadequate to provide support; or planned, where total extraction occurs over a large area. The primary objective of this study is to investigate the effects of mine subsidence on the ground water hydrology in the Warrior Coal Basin. Underground openings resulting from coal mining activities have been the most significant cause of subsidence problems in the Warrior Coal Basin, the main source of coal in Alabama. This problem will be even more serious in the future because 19 of Alabama's 24 billion tons of coal reserves are classified as an underground source (Tolson, 1982).

When tunneling through karstic terrain, diverse and complex karst structures are to be expected. By means of drilling ahead of the face using drill jumbos, these structures can be detected to such a degree that by applying proper support measures both open karst cavities and karst holes surrounded by boulders embedded in soft rock can be mastered without causing any break-outs. Support measures such as spiles ahead of excavation, sealing off cavities, back?lling with sand, etc. have to be planned schematically and adapted to the dimensions and formations of the karst structures on site. An essential requirement for a smooth excavation procedure is the availablility of all necessary tunneling equipment for excavation by drill and blast as well as for excavation of soil, with experienced tunnel engineers being in charge of any adaptions on site.

The Calsinter process for recovery from fly ash involves sintering the fly ash with calcium sulfate and calcium carbonate at 1200°C, followed by a dilute sulfuric acid leach step. Flue gas desulfurization sludge containing calcium sulfite, calcium sulfate, and unreacted calcium carbonate may be substituted for the calcium sulfate and calcium carbonate. Conversion of aluminum in fly ash by the sintering process to an acid-leachable species was measured as a function of sintering time and temperature in the range of 800°-1200°C The sinter-leach steps were investigated using thermogravimetric analysis, x-ray diffraction, scanning electron microscopy, and elemental analysis. SEM photographs indicated that the glassy spheroids in the original fly ash were converted to a crystalline structure by the sintering reaction.

Studies in eastern Ohio, northern West Virginia, and southwestern Pennsylvania determined whether subsidence caused by longwall mining influences soil moisture and tree growth. Soil moisture was measured both over new longwall panels and over an unmined control area throughout the growing seasons of 1990, a wet year when the panels were excavated, and 1991, a dry year. No significant effects of mining could be detected. Tree growth was studied in two pairs of woodlots. In each pair, one woodlot was located over a longwall panel excavated about 1980 and the other over an unmined area. Differences in tree growth between mined and unmined areas were neither significant (for most species) nor consistent in direction. The above results imply that if mining does have impacts they are likely to be highly site-specific and localized such as by disruptions of springs or soil slippage.

The existence of a critical size buildup in an autogenous or SAG mill can be predicted from proper examination of drill core and ore samples. Methods of dealing with such critical size in a primary mill are reviewed in the context of ore properties, whether or not pilot plant-scale testwork has been conducted, and also with respect to the design of new plants or the retrofitting of existing operations. The implications of not planning for pebble crushing in situations where it is appropriate are discussed.
