Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. Increasing public concern over the welfare of the environment has placed demands on the mining industry to evaluate the environmental impact of mining development. This is a difficult task and involves considering the influence of a multitude of variables on complex processes over a long time period. Few studies which focus on the evaluation of the environmental impact of mining have been conducted and, therefore, there is little past experience to rely upon. This article describes some of the work done to evaluate the potential environmental impact of mining development in Minnesota. Interest in developing the major copper and nickel sulfide deposits near the wilderness areas of northeastern Minnesota aroused concern regarding the environmental impact of mining development in the region. As a result laboratory and field studies were initiated to investigate the potential for trace metal leaching and acid generation due to dissolution of Duluth gabbro. Chemical equilibrium computer modeling was conducted to aid in data interpretation. The goals of the study included the investigation of leaching mechanisms and rates of release (1, 2).

A fully-instrumented driving mechanism has been constructed to study the power, aerating and solid suspension characteristics of several laboratory flotation machines. Machines operating over normal flotation speed ranges give constant power numbers in liquid' systems indicating that they operate under fully baffled turbulent flow conditions. Owing to lack of geometrical scaling, power numbers for different sizes of cells of the same make are different. Even larger differences occur between cells of different manufactures. For a given impeller, varying the tank size did not significantly affect the power consumption. Tank geometry and baffling has a slight effect on power consumption with shrouded impellers. For a given impeller speed, suspension height decreases while power increases with increasing mass of solids in suspension. While power consumption is hardly affected by particle size and clearance between the impeller and tank bottom, the suspension height significantly increases as clearance increases and as particle size decreases. Aeration was found to affect not only power but also the suspension characteristics of the machine. For closely sized particles drastic sedimentation occurred when a critical value of the air flow number was exceeded. The critical air flow number decreased with increasing particle size. This effect was less marked with a wide particle size range. The self-aerating capacity of flotation machines increases with cell size at a given speed for the same impeller-shroud system, but decreases in the presence of frother and solids. Equations have been established for correlating all of the studied variables. Data taken from the literature were also correlated with these equations.

Laboratory and pilot scale tests have been made to deter- mine the utility of heavy media separation, particularly a cone type separator, as a means of recovering aluminum from shredded municipal solid waste. The effect of the method of shredding on the behavior of aluminum in a heavy media system was deter- mined. Two-stage pilot scale heavy media separations were made with size fractions of shredded refuse. Recoveries of aluminum, as well as other components of the refuse, were measured and medium losses were determined. The experimental results indicate that with certain reservations a heavy media cone system can be utilized for aluminum separation and recovery from shredded and air classified municipal solid waste. Observations made using two-stage heavy media separation in a drum unit are included. Qualitatively, the results from the two types of separators are similar.

Previous production at Spektakel was undertaken during the periods 1854 - 1888 and 1892 - 1901. During this period a total of 41,7 kt of ore grading 32% Cu was hand-sorted from 270 kt to 360 kt of ore mined. Initial open-pit mining was followed by underground mining, access being by means of an inclined shaft to the 85 fathom level. During the period 1946 - 1952 cement copper equivalent to 5,452 kt of blister was produced by leaching of oxidized ore. The Spektakel ore-body branches and coalesces both in plan and in cross-section which accounts for its remarkably complex configuration. Constituent rock-types are andesenite and various varieties of biotite diorite and of ?norite? (biotite-hypersthene diorite). Closely related spatially, and possibly genetically, but predating the above-mentioned basic rocks are bodies of biotite-bearing monzoritic rocks, locally termed shonkinita.

According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. No one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and. the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

Acid mine drainage, discharging from coal beds, has polluted our streams and rivers since early time. These pollutants affect water quality by lowering the pH, reducing natural alkalinity, increasing total hardness, and adding undesirable amounts of iron, manganese, aluminum and sulfates, The tangible damages are the costs involved in replacing equipment corroded by the acid water, additional treatment costs at municipal and industrial water treatment plants, and damages resulting from corrosion of steel culverts, bridge piers, locks, boat hulls, steel barges, pumps, and condensers. Intangible damages, which are real and important, include destruction of biological life of the stream, reduced property values, and streams rendered undesirable for recreational uses.1 The major problems of mine drainage occur in the anthracite and bituminous coal regions in Appalachia. However, many of the western mining states have significant mine drainage problems in specific areas, but the overall problem is not as great as in the eastern states.

As a result of the enactment of the Federal. Coal Mine Health and Safety Act of 1969 1, the Department of Health, Education, and Welfare (HEW) has been carrying out research in the "field of coal mine health". The National Institute (formerly Bureau) for Occupational Safety and Health (NIOSH) was designated the agency within HEW to be responsible for such research activities. One of the early programs sponsored by NIOSH was undertaken by Eastern Associated Coal Corp., with the Harvard University School of Public Health participating as a subcontractor to Eastern. This program on Coal Mine Respiratory Protective Devices, which started on June 30, 1970, had five major objectives as follows: a. to determine current status of respirator usage with respect to duration and frequency, types. and maintenance b. to determine acceptability ( and reasons therefor) of currently used units c. to determine protection factors provided by respirators worn by working miners d. to make recommendations on ways to improve existing units, or on research needed to develop new types of respiratory protective devices for coal miners e. to provide recommendations to mine management on more effective use of respiratory protective devices

Deep coal mines with strong roof and floor rock frequently encounter face and rib bursts. The burst problem is becoming more severe as mining depth increases, prompting efforts to relieve high stress areas ahead of mining. Successful stress relief reduces the occurrence of uncontrolled coal bursts. This report by the Bureau of Mines, U.S. Department of the Interior, presents a review of the most widely used methods to detect and destress high stress zones along coal faces. Stress-related burst problems and destressing efforts at a cooperating mine were investigated. Laboratory tests of the drilling yield method for high stress detection were conducted to determine the correlation between the volume of cuttings obtained and the magnitude of the applied stress at various confining pressures. A three- dimensional, multiple-seam computer modeling program, "MULSIM?, was used to evaluate the effectiveness of stress relief methods. Modeling results and guidelines for destressing are presented. Results indicate that dangerously high stress areas can be controlled by either proper planning or destressing. Proper mine planning guidelines and destressing methods such as volley firing, hydraulic fracturing, and auger drilling are discussed.

The Robe River Iron Ore Project began in 1962 when Cliffs International acquired mining leases in Western Australia's Pilbara Region. Initial reserves were proven and bulk ore samples sent to the U.S.A. for pilot plant testwork. Cliffs Western Australian Mining Company Pty. Limited (30%) manages the project in joint venture with Mitsui Iron Ore Development Pty. Limited (30%), Robe River Limited (35%) and Cape Lambert Iron Associates (5%).

Abstract. Leaching of, uranium in situ from sandstone deposits with ammonium carbonate solution containing: dissolved oxygen occurs rapidly compared with the leaching of the bulk of the sulfur present as FeS2. However because of their high reducing, capacity and their relative abundance, the FeS2 minerals consume; the bulk of the oxidants A pressure leach apparatus was-construtted which permitted the measurement of oxygen consumtion by FeS2. Oxygen consumption by FeS2 is best described by a first-order reaction. The experimental rate constants for various cores are roughly proportional to their FeS2 contents.

This paper addresses a process by which both the disposal and utilization of preparation plant coal refuse can be simultaneously accomplished with an attendant benefit of significantly increasing the percentage of extractable coal. A laboratory study is described in which coal refuse was successfully utilized as an aggregate in low cost concrete (coal-crete) mixes under simulated mine environments. Coal-crete specimens with compressive strengths of 14,000 kPa (2,000 psi) were consistently produced. A construction sequence and mining plans are offered for placing the low-cost coal-crete pillars in accessible areas in room-and-pillar mines so that a Substantial portion of the remaining coal pillars could be extracted. The method could be applicable in areas where mining procedures do not permit pillar extraction because of possible surface subsidence, roof problems, or other conditions. Possible structural difficulties with the coal-crete pillar support system are discussed. Using a discounted cash flow analysis, the economic feasibility of mining with the coal-crete pillar system is investigated. The cost of the coal-crete pillar system is compared to the cost of a mining system which would have less coal recovery. The analysis indicates that although at higher coal selling prices the coal-crete mining system may yield an acceptable rate of return, the alternative of leaving the coal pillars is more attractive at the present time.

Physical mine modeling and computer simulation techniques were used to conduct technical feasibility and economic analyses of selected pit configurations for surface mining a single coal seam dipping at about 15 percent to a maximum depth of 150 feet. The pit orientations along the dip (dipline), strike (strikeline) and along an apparent dip were studied. Physical models of each pit configuration were prepared first to delineate potential operational problem areas, and also to furnish a data base-for the computer simulation models. A dragline micro- simulation model (Fluor), a shovel/truck simulation model and a cost analysis model were used to conduct the study. Sensitivity analyses were conducted on variables such as the pit width, block length, and angle of dip. The productivity (Cu.yds/hour) of the mining equipment (dragline or stripping shovel) under each set of conditions was used to optimize the pit configuration. Both block length and panel width were found to significantly affect the dragline productivity larger size trucks were preferable to smaller size trucks in the pit configuration along an apparent dip. The cost analysis results showed that the pit configuration along the seam dip was more economical than the pit along the strike or along an apparent dip.

Lateral pressure provided by caving rocks plays an important role in keeping the stability of the sidewall rock mass and controlling the rock movement. Taking Xilinhot Fluorite Mine as an engineering background, we studied the control mechanism of the granular media lateral pressure on the rock movement by combining physical experiments, theoretical analysis, and field monitoring. The results indicated that with the increase of the granular media depth, the lateral pressure provided by the static granular media presented two stages of rapid growth and slow growth. The lateral pressure on the footwall was negatively correlated with the dip angle of the orebody, and the lateral pressure on the hanging wall was positively correlated with the dip angle of the orebody. Ore drawing only caused the granular media lateral pressure near the drawing point to decrease. As the granular media moved, the granular media lateral pressure outside the pressure reduction area further increased, and this part of the granular media would play a key role in limiting surface rock movement. On this basis, the improved calculation formula of GLMP was given, which could be better applied to calculate the GLMP and critical granular media column with different dip angles. The action mechanism of the GLMP in the control of the surface rock movement was clarified. The granular body in the collapse pit was mainly composed of three parts: the bottom loose granular media column, the middle compaction granular media column, and the upper critical granular media column. The critical granular media column was the most important area to control surface subsidence and rock movement. Finally, through field practice, after effective filling of the collapse pit, the surface vertical displacement of the hanging wall and footwall was decreased by 56.8% and 55.6%, respectively, and the control effect of surface rock movement was remarkable.

A modified push-pull field test and a computer model of cation exchange were developed to aid in evaluating cation exchange parameters prior to in situ mining. Reliable determination of these parameters is essential when modeling restoration of groundwater quality. The field test involves a much larger volume and much less disturbance to the ore sample than is feasible with laboratory measurements. This test can be performed in two or three weeks. It is relatively inexpensive, requiring one injection- production well and two or more wells for collecting samples of leach solution. The use of the model in interpreting test results is illustrated with field data from an in situ uranium mine. Much of the research was performed by the University of Texas at Austin, and was partially funded by the Bureau of Mines.

Disintegration of the immediate shale roof in coal mines interferes with ventilation, production, and safety. The effect is seasonal and correlates with high levels of moisture in the intake ventilation air. Disintegration, though not completely understood, is caused by shale dilation and weakening upon exposure to atmospheric moisture. Fluctuating moisture conditions are particularly deleterious, and may be at least partially controlled by "tempering" the air before it is brought to the working places. Roof behavior was studied in an operating mine during a 12-month monitoring period. This approach can be used in developing criteria to reduce or prevent shale roof deterioration.

The Cuajone Concentrator of the Southern Peru Copper Corporation is located approximately 900 kilometers southeast of Lima, Peru, near the 500 year old town of Moquegua, in an area that has been occupied since antiquity. Since the plant was started in July, 1976, the throughput has steadily increased from 36,000 to 46,000 metric tons per day. The widely distributed molybdenite content of the ore body ranges from 0.02 to 0.04% MoS2. The molybdenite content of the copper concentrate has always been sufficient to justify operation of a byproduct molybdenite plant. During the first nine months of 1980, the average grade of the ore was 1.169% copper and 0.026% molybdenite.
