The continued decline In the production of synthetic soda ash (sodium carbonate) due to high costs and associated environmental factors, has improved the world demand for natural soda ash. The largest resource of natural soda ash is the mineable trona deposits of Southwestern Wyoming. Wyoming trona, a lacustrine evaporite of Eocene Age, is mined by five producers which process over 90% of the United States and 20% of the worlds soda ash. Total world consumption of soda ash is forecast to grow 1% annually. Increased expansion into foreign market's is absorbing the domestic overcapacity.

Part 2 of this article continues the discussion of a 10-year, multimillion dollar research and plant testing program on slurry rheology and grinding circuits. The first part of the article (ME, Dec. 1982) presented the basic concepts identified by the research and some laboratory test results. This section Illustrates typical Industrial scale test results and Identifies some industrial operating implications of controlling rheology by different methods. At least four controllable factors decide the rheological character of a slurry-slurry density or percent solids, particle size distribution, chemical environment, and slurry temperature. The second factor has two interrelated facets: the shape of the particle size distribution which controls packing behavior of the solids, and the fineness of the distribution. Finer particles increase interparticle forces and viscosity. As indicated in Part 1, during a given grinding test it is possible for all four factors to change. However, regardless of the particular settings of the four factors in a given test, if the resulting rheological character is either dilatant, pseudoplastic, or pseudoplastic with yield, the associated breakage rate is correlated with the current rheological character. It is obvious, for example, in batch grinding tests run at constant percent solids, that the second and third factors, where appropriate, are changing during grinding because size distributions are changing and the production of fresh surface area takes up unadsorbed chemical. Thus the corresponding rheological character change in batch tests with increasing grind time would be dilatant to pseudoplastic to pseudoplastic with yield. The degree to which this transformation occurs depends on the changing setting of the four factors over grinding time. In continuous grinding tests, one might logically expect that dramatic changes in any one of the four factors will be less likely to occur. It will be shown that continuous mill operations offer some unique opportunities to take advantage of possible rheological transformation by more direct operational control of the settings for the four factors. One extra observation noted in the rheological studies was the variability in the location and extent of region B (pseudoplastic behavior) for the various coals and ores tested. The location of region B was usually in the region of 45-55% solids by volume and was of the extent of 0-8%, or 2-11% with chemical addition. The corresponding increase in net production ranged from 0-10% in region B and 0-21% in region B&apos;. When region B is small or zero (no pseudoplastic character is exhibited) no increase in production will be observed and the use of chemicals is often marginal. There are several reasons for some materials exhibiting this quick transformation from dilatancy to high yield values often at surprisingly low percent solids by volume such as 30%. One condition identified was for materials containing high levels of viscosity-producing elements such as- carbonates or clays. A second condition documented was for materials that exhibited unusually fine primary fragment distributions (fine B1,; curves). This corresponds to materials having small y values of < 0.5. Such a slurry developed a yield value quickly during grinding because of the rapid buildup of fines. A related problem can be presented by materials exhibiting excessively coarse primary fragment distributions, y values > 0.9. Breakage of this type of material produces size distributions that give poor packing efficiencies even at long grind times, thus hindering the normal rheological transformation presented earlier. A final condition that can cause the occurrance of region B to be small or zero is when the media void volume filling of slurry is < 100%. Figures 5a and 5b use previously published data of this study to demonstrate the influence of solids loading and weight percent solids on the net production of taconite ore in a laboratory batch ball mill. In particular, Fig. 5a illustrates several trends not generally recognized until this study. They include these two: • Increased slurry density allows for increased solids loading before passing through the maximum in the net production curve where the fall-off is due to non first order breakage. • The use of rheology control chemicals such as GA-4272 allows this trend to be extended to higher slurry loadings with an increase in net production over any previous condition by keeping grinding first order. Figure 5b shows the same data as Fig. 5a plotted for constant weight loadings. These various figures of net production versus percent solids show the location and extent of the regions A, B, and C presented in Part 1 as a function of solids loading. It is obvious that the rheological transformation pattern described earlier does not hold true for slurry loadings corresponding to less than the void volume of the media, which is also a region of

Investigations have been conducted at Chino Mines Company into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on the laboratory, pilot, and plant scales, to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 34% with a reduction in specific energy (kWh/ton) of 33%. Test results obtained to date are presented.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. In a dispersion of particles in liquid a net charge will develop at the particle-liquid interface. This surface charge is usually due to the adsorption of charged material from solution. The existence of this surface charge gives rise to the formation of the electric double layer of counter-ions which surrond the charged particle. The particle surface charge and the electrostatic repulsion which exists between similarly charged particles is the primary stabilization mechanism for lyophobic colloids (1). The separation of charge which occurs at the particle-liquid interface gives rise to several dynamic phenomena associated with colloidal systems or with solid-liquid interfaces in general. These phenomena are known as electrokinetic phenomena and the four classic electrokinetic phenomena are; electrophoresis, electroosmosis, streaming potential, and sedimentation or Dorn potential. The actual driving force for electrokinetic phenomena is not the surface charge per se, but the charge at the interface between the liquid which is hydrodynamically bound to the particle surface and the bulk fluid. This interface is known as the slipping plane or the plane of shear and the potential at this interface is the zeta potential (2). The factors linking the electrokinetic phenomena is that they involve a relative motion between the liquid and the charged particle or solid surface and the driving force is the zeta potential of the solid. In addition to the four classic electrokinetic phenomena there are two additional electrokinetic effects in disperse systems; the electro-acoustic effects. When an alternating electric field is applied to a cooloidal dispersion the particles will move in the field due to their net zeta potential. If there is a density difference between the particles and the fluid this motion will result in the development of an acoustic wave. The effect was discovered at Matec and has been termed the Electrokinetic Sonic Amplitude or ESA (3). ESA is the pressure amplitude generated by the colloid per unit applied electric field strength and has SI units of pascals per volt per meter. When an alternating pressure field (acoustic wave) is applied to a colloidal dispersion the inverse of the ESA effects occurs. A density difference between the disperse phase and the continuous phase leads to a relative motion between the particles and the surrounding liquid. This means that there will be a periodic displacement between the charged particle and the oppositely charged counter-ions in the electric double year. This displacement results in the development of an alternating dipole moment at the frequency of the applied field. This effect is termed the Ultrasonic Vibration Potential or UVP and was first predicted for electrolyte solutions by Debye in 1933 (4). UVP is measured in units of volts per unit velocity amplitude of the applied acoustic field or volts per meter per second. In 1938, Rutgers (5) and Hermans (6) pointed out that the effect would also be present in colloidal dispersions. A detailed theory for UVP effects in colloids, also called CVP, was first presented by Enderby in 1951 (7). Extensive studies of the UVP in electrolytes have been carried out by Yeager et al (8). Recently, O&apos;Brien (9) has developed a general theoretical treatment of electro- acoustic effects in colloids and has derived a reciprocal relation linking ESA and CVP effects. The most commonly studied electrokinetic phenomena is electrophoresis. Electrophoresis is the movement of charges particles in an applied electric field. The velocity of the particle divided by the applied electric field strength is the electrophoretic mobility of the particle. The zeta potential can be calculated from this mobility (2). The magnitude of both the ESA and CVP effects are directly proportional to the electrophoretic mobility of the particles. The mobility determined by the two electro-acoustic effects is the dynamic or AC mobility of the particles.

The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.

Six-fold, high-resolution, compressional-wave seismic data were acquired across a coal mining property in the Meigs County study area, southeastern Ohio, with a view to differentiating the Clarion Coal Member and a truncating channel sandstone prior to longwall mining without costly drilling. The seismic technique, as is illustrated by our example data, was successfully used to map those areas where the coal is present, as well as those places where it was eroded by incising fluvial streams. Our results demonstrate that the seismic reflection method, using an engineering seismograph, can be a cost-effective way to define discontinuities associated with coal seams.

GEOLOGY One of the largest copper resources in North America occurs in the Bingham mining district, located 40 km (25 miles) southwest of Salt Lake City, UT. Anaconda&apos;s present contribution to the development of this resource is the Carr Fork mine. (Fig. 1, Bingham district plan map.) The Carr Fork story began about 300 million years ago when a thick sequence of sedimentary quartzite and limestone was deposited in the Oquirrh Basin. Subsequent earth stresses formed a series of west-northwest-trending overturned anticlines and synclines that were later offset by northwest-striking thrust faults and northeast-trending normal faults. (Fig. 2, Bingham district cross section.) About 38 million years ago the Bingham stock was intruded into some of the folds, resulting in the formation of porphyry ore in the intrusive, and fissure, replacement, and skarn ore deposits in the sediments. The Carr Fork skarns were formed preferentially in two limestone units, called the Yampa and Highland Boy, which average about 46 m (150 ft) in thickness, separated by about 76 m (250 ft) of quartzite. Copper mineralization consists almost entirely of chalcopyrite associated with pyrite and molybdenite in a gangue of garnet, diopside, magnetite, quartz, and carbonate. Molybdenum, gold, and silver are economic byproducts. (Figs. 3 and 4, indicated ore in plan and section.) EXPLORATION HISTORY The West Mountain mining district, of which Carr Fork is a part, was organized in 1863, after leaf-silver ore was discovered in the Carr Fork of Bingham Canyon. However, it was not until 1873, when the Bingham and Camp Floyd railroad to the town of Bingham was completed, that the mining camp flourished. Many small mining companies in the district were reduced, often through consolidation. By 1937 only the National Tunnel and Mines Co. was active in the Carr Fork area. In 1948 it declared bankruptcy, and was later purchased by The Anaconda Co. Anaconda conducted geologic investigations in the Bingham district until 1968, when a concerted diamond drilling program was initiated to fully evaluate the geologic potential of the Carr Fork area. The exploration program commenced with one diamond drill, but was enlarged to three drills following discovery of the first major ore intercept. Near completion of the exploration effort, large oil well rotary drills were used to drill to depths of 762 to 914 m (2500 to 3000 ft), after which the holes were completed by standard diamond drilling techniques. All holes were collared vertically, but considerable deviation occurred because of structure and rock conditions. The valuable Maximum Utilization Factor (MUF) concept has been extended to other rotating excavators beyond Stripping Shovels and Draglines. In this concept the boom reach and bucket capacity are multiplied to get an MUF, then normalized by dividing by the equipment weight. Statistical analyses were applied to the remaining shovels (hydraulic and cable), draglines, and backhoes. Positive correlations were found. Stripping Shovels and Draglines were also re-examined. The results provide an estimate of equipment diggability and encourages versatility by the interchange of the boom and the bucket. The concept further clarifies the existing equipment classification by delineating General Excavating, Loading, and Stripping kinds. The results also forecast trends, and noted innovative advances and possible retrogression. Extension to other boom excavators, such as front-end loaders, is recommended. The MUF concept provides one of the few indices of gross external characteristics available to the engineer-user of equipment.

ST Equipment & Technology LLC (STET) has developed a novel processing system based on tribo-electrostatic belt separation that provides the mineral processing industry a means to beneficiate fine materials with an energy-efficient and entirely dry technology. In contrast to other electrostatic separation processes that are typically limited to particles >75μm in size, the STET triboelectric belt separator is suited for separation of very fine (<1μm) to moderately coarse (500μm) particles, with very high throughput. The STET tribo-electrostatic technology has been used to process and commercially separate a wide range of industrial minerals and other dry granular powders. Here, bench-scale results are presented on the beneficiation of low-grade Fe ore fines using STET belt separation process. Bench-scale testing demonstrated the capability of the STET technology to simultaneously recover Fe and reject 2 from itabirite ore with a D50 of 60μm and ultrafine Fe ore tailings with a D50 of 20μm.The STET technology is presented as an alternative to beneficiate Fe ore fines that could not be successfully treated via traditional flowsheet circuits due to their granulometry and mineralogy. INTRODUCTION Iron ore is the fourth most common element in earth’s crust [1]. Iron is essential to steel manufacturing and therefore an essential material for global economic development [1-2]. Iron is also widely used in construction and the manufacturing of vehicles [3]. Most of iron ore resources are composed of metamorphosed banded iron formations (BIF) in which iron is commonly found in the form of oxides, hydroxides and to a lesser extent carbonates [4-5]. A particular type of iron formations with higher carbonate contents are dolomitic itabirites which are a product of the dolomitization and metamorphism of BIF deposits [6]. The largest iron ore deposits in the world can be found in Australia, China, Canada, Ukraine, India and Brazil [5]. The chemical composition of iron ores has an apparent wide range in chemical composition especially for Fe content and associated gangue minerals [1]. Major iron minerals associated with most of the iron ores are hematite, goethite, limonite and magnetite [1,5]. The main contaminants in iron ores are 2 and Al2O3 [1,5,7]. The typical silica and alumina bearing minerals present in iron ores are quartz, kaolinite, gibbsite, diaspore and corundum. Of these it is often observed that quartz is the mean silica bearing mineral and kaolinite and gibbsite are the two-main alumina bearing minerals [7]. Iron ore extraction is mainly performed through open pit mining operations, resulting in significant tailings generation [2]. The iron ore production system usually involves three stages: mining, processing and pelletizing activities. Of these, processing ensures that an adequate iron grade and chemistry is achieved prior to the pelletizing stage. Processing includes crushing, classification, milling and concentration aiming at increasing the iron content while reducing the amount of gangue minerals [1-2]. Each mineral deposit has its own unique characteristics with respect to iron and gangue bearing minerals, and therefore it requires a different concentration technique [7].

The 31st annual American Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Tucson Starr Pass Resort on Saturday, Dec. 7, 2013. Each year, one living inductee, two Medal of Merit recipients, honorees from mining?s past, an industry partnership award, as well as a special citation, are recognized by the MFSW for their respective contributions to the mining industry. James D. Toole, past president and chief executive officer of Southwest Energy LLC, will be the Hall of Fame inductee, guest of honor, and featured speaker at the awards banquet. Toole founded Southwest Energy LLC in 1973 and is credited with introducing innovative explosive technology, providing even greater value to its mining customers. Medals of Merit will be awarded to Joseph M. Keane, principal metallurgical engineer for SGS Metcon Research/KD Engineering, and Sean D. Dessureault, associate professor at the University of Arizona. Keane is recognized for his metallurgical expertise, especially in design development and pollution abatement. Dessureault is recognized for his advanced mining research, with more than 25 journal publications, and his entrepreneurship as the founder and chief executive officer of two mineral-related companies. To honor mining?s past, the hall of fame will induct Bartolomé de Medina for his invention of the patio process for recovering silver; Ben Williams for his management of the Copper Queen Mine in Bisbee, AZ; Charles E. Mills for his contributions at Morenci and Inspiration Copper and founding Apache Powder Co. and The Valley National Bank; John S. Finlay and Edwin B. Royle for their invention of the mucking machine; and Louis Caryl Graton for his ore deposits research and teaching economic geology at Harvard University.

The mining industry uses a large amount of electric power. Their equipment is subject to extreme environmental conditions and mechanical shock. A significant number of electrical accidents are a result of improperly grounded electrical equipment. Federal regulations require the safety ground bed resistance to be measured once a year or after modifications. Most commercially available instruments used to measure the ground bed resistance require the ground conductor to be disconnected and the power system disconnected for safety reasons. The "fall of potential1&apos; method requires auxiliary ground rods and approximately two hours to complete the test. Although a new instrument was initially thought to measure the ground bed resistance immediately without isolating the ground bed, field tests have shown this method is not accurate. In some cases, a continuous measurement of the ground resistance is desired. A monitor has been developed and is presently being evaluated at several mines. These installations will be discussed.

The DC Water and Sewer Authority's Long Term Control Plan includes tunnels, sewer separation, pumping station rehabilitation and green infrastructure to reduce combined sewer overflow (CSO) discharges to the District waterways. The Northeast Boundary Tunnel is a deep, large sewer tunnel that will reduce CSO discharges; signifi- cantly mitigate known chronic flooding in the Northeast Boundary drainage area and improve the water quality of the Anacostia River. This paper presents the unique combination of Owner and Contractor perspectives of the entire Project from conception through procurement, execution, and contract management, providing lesson learned, chal- lenges encountered, and solutions implemented to deliver the Project successfully.

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch&apos;s proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky&apos;s regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch&apos;s legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch&apos;s surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky&apos;s lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state&apos;s surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state&apos;s regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

"More than 800 million tons of material will be excavated during large underground projects such as tunnels, undergrounds and power plants by 2030 in Europe only. The raw material excavated is often classified as waste, which involves environmental impact and transport issues: landfill areas, CO2 emissions and noise. But how can such massive amounts of material be transported, processed and deposited? Using the example of the AlpTransit Ceneri Base Tunnel (15.4 km), we show that suitable excavated materials can be used sustainably as a primary resource for tunnel concrete. This requires careful planning of the installations and storage areas by the client, timely building of the processing plants and other handling facilities outside the tunnel and a continuous evaluation of the raw material quality. 1. INTRODUCTION Spoil management is a central element of large construction projects. The systematic reuse of suitable excavated material not only saves natural resources, reduces transport distances and landfill volume, but can also decrease overall construction costs. Ideally, all of the concrete needed for tunnel lining can be produced with this on-site material. Such a natural resource management concept was applied for the construction of the new Gotthard Base Tunnel (L = 57 km). Spoil management concepts are, how-ever, difficult to implement and call for innovative techniques, sophisticated logistics and organization. In the context of large projects, environmentally friendly transport, processing and storage of millions of tons of excavated loose material represent another logistics challenge (Simmen & Lieb, 2010). This paper shows key factors that led to the successful completion of spoil management at the Ceneri Base Tunnel, which constitutes a part of the AlpTransit Gotthard Project (Figure 1)."

New South Wales (NSW) and Queensland dominate Australian black coal production and exports. NSW produced 86 Mt (95 million st) of saleable coal in 1994, a doubling of output since 1980. Asian demand for thermal and coking coal has driven this growth. This high Asian demand is expected to continue and NSW will seek to secure its share. History The history of the New South Wales (NSW) coal industry can be traced to 1797 when coal was first taken from Newcastle to Sydney (Ellis, 1969). At that time, NSW was a British colony, independent from the other colonies, such as Victoria and Queensland. Australia, as a federation of colonies, did not exist until 1901. The Newcastle coal industry grew through the 1800s in line with the growth of the colonies. Several events spurred demand for Newcastle coal. These included: ? The NSW and Victorian gold rushes of the 1850s and associated population growth. ? The development of steamship traffic at the expense of sail. ? The development of railways and town gas supplies. By 1900, Australia was producing 6.4 Mt (7 million st) of coal, most of it from NSW. By then, NSW had established strong export markets in Indonesia, China, Japan and New Zealand. The history of energy consumption is marked by continual competition, changing intensity of use and substitution. From 1900 to 1940, the Queensland, Victorian and Indonesian coal industries developed at the expense of NSW exports. Similarly, New Zealand developed its hydroelectric industry and thus declined as the largest customer for NSW coal. Oil replaced steam in the shipping and railway markets and electricity replaced gas for lighting. Industrial efficiencies also affected coal. Between 1928 and 1938, coal consumed in generating power fell from by 17% on a kilowatt hour basis and, during the same period, the amount of gas produced per ton of coal rose by 18% (Shaw and Bruno). Faced with these pressures, production and exports stagnated. By 1941, Australian black coal production was 14.2 Mt (15.6 million st). NSW&apos;s production was 11.7 Mt (12 million st), up only 19% from 1912. Exports had virtually ceased (Fig. 1). In such circumstances, the industry had lost focus. Approximately 90% of all potash produced is employed as a fertilizer, either directly or with nitrogen and phosphorus. The remaining 10% is utilized in the manufacture of other chemical products, The original source of potassium was wood ash (hence the name potash), However, today the term potash refers to all commercially important salts of potassium. Sylvite, usually found associated with halite, is the predominant economic potash mineral; carnallite a lesser important source of potassium chloride, while langbeinite is important as a source of potassium sulphate. The world&apos;s first potash mining operation commenced in Strassfurt, Germany about 1860, Since that time the industry has grown steadily to its present annual volume of about 30, 000, 000 tons of potassium chloride products or 18, 000, 000 tons of K2O equivalent, potassium chloride or "muriate of potash" being equivalent to 63. 1% pure K2O, WORLD POTASH RESERVES ARE NOT EVENLY DISTRIBUTED The earth&apos;s crust contains 2 to 3 per cent potassium, mostly in the form of insoluble silicate minerals. The economically important deposits, however, are formed from brines concentrated by evaporation. The world&apos;s most important commercial deposits are of Devonian and Permian age, however soluble potassium bearing salts are presently being concentrated by evaporation in several drainage basins, notably Searles Lake, California, Great Salt Lake, Utah&apos; and in the Dead Sea. At least twenty-four countries are known to have reserves of potash: Canada and the USSR have over 80% of the presently known world reserves, (Figure 1)

Froth flotation was employed to beneficiate a lean-grade siliceous rock-phosphate ore containing fluorapatite, the phosphate-bearing mineral. The main gangue minerals were quartz, iron oxides and aluminum oxides. After the rougher stage, four cleaning stages were required to upgrade the ore. The liberation size of the phosphate mineral was below 200 mesh, The reagent scheme consisted of commercial-grade sodium silicate and sodium oleate. The effect of reagent dosages, number of cleaning stages and pulp density on the efficiences of separation were studied systematically. A flowsheet was proposed for the processing of low-grade siliceous phosphate ore containing 12.1% P2O5, 55.36% SiO2 and 15.45% CaO. The flowsheet provided a useable phosphate concentrate containing 34.18% P2O5 and 14.20% SiO2 with a P2O5 recovery of 70.4% (the weight yield was 25.0%).

This paper will discuss the complex and difficult soil conditions encountered in the sinking of 15 shafts of 18m to 27m depth and the excavation and lining of 6700m of 2.74m dia. interceptor sewer on Staten Island, New York. The complex soil profile consists of dense glacial till and sand outwash strata overlying the much older cretaceous sand, silt and clay strata. The tunnel varies from 8m to 14m below the nearby sea level. A significant amount of boulders were anticipated in the till. therefore, a decision was made to excavate the tunnel with a digger shield installing bolted, gasketed concrete segments. The bid documents stated the soils were dewaterable. Several conditions occured in this complex soils matrix which required modifying the planned means and methods including the necessity to use compressed air. The conditions encountered and the equipment used will be described.

"The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) conducted underground evaluations in an attempt to quantify respirable rock dust generation when using an untreated rock dust and a rock dust treated with an anti-caking additive. Using PDM 3600s and 3700s, these evaluations measured respirable rock dust levels arising from a flinger-type application of rock dust on rib and roof surfaces. Rock dust with a majority of the respirable component removed was also applied in NIOSH’s Bruceton Experimental Mine (BEM) using a bantam duster. The respirable dust measurements obtained downwind from both of these tests are presented and discussed. This testing did not measure miners’ exposure to respirable coal mine dust under acceptable mining practices, but indicates the need for effective continuous administrative controls to be exercised when rock dusting to minimize the measured amount of rock dust in the sampling device. INTRODUCTION Two factors have combined to renew concern regarding respirable dust measurements and compliance. This renewed recognition is due to two regulations that have modified operators’ rock dust schedules. First, the 80% incombustible requirement in intake entries has increased both on-section and outby-the-section rock dusting. Secondly, the recent respirable dust regulation change that has increased the number of respirable dust samples taken per sampling cycle. Previously, when only 5 samples were needed bi-monthly, rock dusting could be scheduled to not interfere with the respirable dust sampling schedule. The significant number of samples now required under new regulations combined with the need to maintain 80% total incombustible content in active mining areas require the schedules for respirable dust sampling and rock dusting to intermix. This raises concerns about the amount of rock dust that potentially is included in the sampler weight gain. Additionally, the respirable dust maximum was lowered from 2.0 mg/m3 to 1.5 mg/m3 (effective August 1, 2016) increasing concern that rock dust contamination may be an issue. Currently, the acceptable practice is to apply administrative controls such as keeping the miners upwind during rock dust application or to schedule rock dusting during a maintenance shift when the number of miners present is lower. NIOSH’s research examining the quality of rock dust has led to the development of hydrophobic rock dusts."
