"World-class manufacturing" (WCM) techniques can be applied in milling operations to substantially improve productivity and reduce costs. Through the use of "just-in-time" and "total quality control" practices, WCM methods establish an environment for continual and rapid improvement in all aspects of production operations, with particular gains in product quality, costs, flexibility, employee involvement, and responsiveness to customers. This paper examines WCM techniques that can be utilized specifically in the mill, and their influence on plant configuration, organization, and scheduling practices; equipment selection and maintenance methods; training; the role of supporting staff; and methods of data collection and analysis.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three- year period. Also to be discussed will be the operation of this line during the past eleven months.

A methodology for developing and utilizing risk-based action levels for soils in site closures is discussed. The methodology is based on standard exposure pathway models which are consistent with current regulatory guidance on conducting risk assessment. A simple approach to evaluating the potential for contamination ground water from the projected criteria based on the Toxicity Characteristic Leachate Procedure (TCLP) is also presented.

The processing strategy for the effective separation of bitumen from low grade (< 10 weight percent bitumen) Utah tar sands by a hot water process differs significantly from that used for the processing of high grade (> 10 weight percent bitumen) Utah tar sands. Excellent separations (coefficient of separation = 0.9) can be achieved for high grade Utah tar sands by intense hot water digestion followed by a modified froth flotation step. Such a technique is ineffective for low grade tar sands. In order to change the characteristics of the low grade tar sand an attempt was made to enrich the bitumen content of the feed to greater than 10 weight percent by recycle of bitumen concentrate to the digestion stage. However the quality of the separation was not improved under these circumstances. Similarly feed enrichment by heat treating the low grade feed with recycled concentrate prior to digestion did not improve the separation. More successful separations of low grade Utah tar sands were finally achieved by modification of the viscosity of the low grade bitumen with controlled addition of diluent. These results of the hot water separation tests and variations in the quality of separation are interpreted in terms of the physical properties of the bitumen and the surface bonding forces operative at the bitumen-sand interface.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970&apos;s. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. Sulfonate promoters and collectors were originally developed as relatively inexpensive anionic collectors to selectively concentrate the iron-bearing minerals in low grade iron ores and to remove iron and other mineral contaminants by flotation in the processing of glass sands, feldspar and other ceramic raw materials. The first reagents produced were effective collectors for such iron oxide minerals as goethite, hematite, limonite, magnetite and siderite. Further development has resulted in additional reagents with a broadened application to the selective flotation of a variety of nonsulfide and nonmetallic minerals. The products in this group are anionic sulfonate-type promoters, natural petroleum sulfonates, and synthetic modified sulfonates. Beyond their applications to iron-bearing minerals, the sulfonate collectors have gained commercial use in the flotation treatment of barite, celestite, fluorite, apatite, chromite, industrial garnet, kyanite, mica, rhodochrosite and cassiterite. in addition, extensive laboratory studies indicate their potential suitability for flotation of the following minerals: Anatase Anhydrite Bauxite Beryl Calcite Chlorite Some Copper Carbonates Corundum Dolomite Hornblende Huebnerite Ilmenite Lepidolite Magnesite Phosphate Minerals Rutile Scheelite Spodumene Sillimanite Talc Tourmaline Wolframite Zircon Sulfonate promoters are water soluble or dispersible liquids, syrups or pastes of varying viscosity with colors ranging from dark blackish-brown to clear. Customarily, they are fed to the conditioner or flotation as 5% to 30% water solutions or dispersions. In addition to their normal collector activity, certain of these products display notable frothing characteristics. Improved collector efficiency and adequate froth control can frequently be obtained by employing mixtures of sulfonate reagents, of ten with results quite markedly superior to those achieved with equivalent dosages of the individual promoter alone. Reagent requirements will vary with the type of mineral being treated; however, a general overall range of 0.13 to 2.0 kg/metric ton (0.25 to 4.0 lb/ton) of feed should cover most applications.

"When performing a valuation of a mineral property, a developing mine or perhaps an ongoing operation, the appraiser is typically provided with a range of information prepared by the property owner. This information can include ownership records, geological interpretation, assay data, an estimate of the reserves or resources believed to be on site (tons and grade), mine plans, production forecasts, capital and operating cost projections, and so forth.The appraiser familiarizes himself with the data, analyzes the various reports and then prepares the appraisal. There is usually a site visit, and there may be some effort at comparison of the particular mineral deposit with others in the region or with those of similar depositional characteristics, but for the most part, the appraiser is relying on the corporate documents, tempered by his/her experience in the field. Time is usually of the essence, the cost for the assignment has been trimmed, and therefore independent verification of the various components comprising the underlying data base (legal review, redrilling portions of the deposit, collection of new samples, re-assaying, etc.) is unlikely in most situations.In the case of high-value commodities — gold, silver, diamonds, perhaps the platinum-group elements — there have been numerous examples of the property owners attempting to increase the value of their holdings by nefarious methods. Most of these involve salting the deposit in some fashion; i.e., introducing small amounts of the commodity into samples being sent to a laboratory for analysis so that the resultant assay shows a higher grade (Donaldson, 2002; Greeley, 2001; Lechler et al., 2008 and Meech, 2001). Other schemes to enhance the apparent worth of a property include the use of nonstandard assay procedures, incorrect handling or withholding of the underlying information, and false reporting."

"This summary of international mineral exploration activities during 2017 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL), an offering of S&P Global Market Intelligence (New York, NY) and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. dollars provided by SNL; 2) regional and site-specific exploration activities that took place in 2017 as compiled by the USGS and 3) regional events and legislation that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported.The SNL data summarize budget estimates for worldwide exploration activities in 2017 for 30 nonfuel mineral commodities and metal alloys, based on company surveys. Surveys focused on precious metals (gold, platinumgroup metals (PGMs) and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash), and other commodities (aluminum, antimony, diamond, graphite, heavy-mineral sands, lithium, niobium, rare-earth elements (REEs), scandium, tantalum, tungsten, uranium, vanadium and yttrium). Information on uranium exploration activities was included in SNL’s survey for the first time in 2007. Data on lithium, niobium, phosphate, potash, REE and tungsten were compiled for the first time in 2010, and scandium, vanadium and yttrium were added in 2014 because of their increased topical significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL surveys. SNL budget estimates exclude coal, and oil and gas. The 2017 SNL mining company survey compilation was reported by SNL to include an estimated 95 percent of the world’s nonfuel mineral exploration budgets. The 5 percent that was not covered was accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities."

A full-scale geotechnical model of a 15-foot (4.6 m) wide coal mine entry in correlation with computer finite-element analysis (FEA) is being employed at the Bureau of Mines Spokane Research Center for basic research on roof-bolt support systems. Physical and computer modeling of various coal mine roof-bolt reinforcement systems will increase our basic knowledge of how roof supports function. This information, in correlation with computer FEA and underground verification tests, will provide a basis for establishing safer, more cost- effective roof control plans and help establish guidelines for employing fully grouted and conventional bolting systems. The basic rationale for the research, research approach, methods and equipment employed, results to date, and future research plans are described in this paper.

The mechanistic or phenomenological approach to ball milling involving the, concepts of particulate selection and breakage functions with particle population balance models has been well established over the past decade (c.f., the review articles by Austin (1) Herbst and Mika, (2) and Snow (3)). Initial efforts to apply this approach concentrated on batch milling, but since most milling in industrial practice is continuous, much recent research has been directed to extending this approach to continuous milling. The primary difference between batch and continuous milling processes is the relative importance of material mixing and transport in the mill in the latter case. Much analytical (4-8) and some experimental (9-15) work on the effect of mill mixing and transport on milling has been recently reported. Much of the analytical work has naturally centered around extension of the well-developed concepts that have been applied to chemical reactors, (16-18) Fortunately, it has been found(1) that most milling processes are analogous to first-order chemical reactions so that the combined effects of material transport and reaction (breakage) can be handled by the relatively simple segregated flow concepts. This paper summarizes the direct operating cash costs for the Barrick Mercur open pit gold mine. A comprehensive, detailed system of cost management has been in effect for the life of the Mercur operation. This system provides the basic data for operations control and is the basis for drafting budgets as well as analyzing impact of change on operations costs. The ore body is complex geologically and metallurgically, requiring operators to pay close attention to mining and processing costs. The cost history provides data which enables analysis of changes in production levels, aging of the mine production fleet, and the impact of specific cost changes through time.

In the mining, manufacturing and application of inorganic pigments, dispersion contributes significantly. This is especially true with mineral pigments because of the variety, in slurry operations required for their processing. Such operations include any of the following: (1) mine-transport (2) wet grinding (3) flotation/beneficiation (4) wet magnetic separation (5) selective floculation (6) size classification (7) chemical processing (8) spray drying Dosage levels and general economics of dispersant use are broadly variant, being dependant upon the agents employed, from the simplist, i.e., sodium silicate or sodium carbonate, to the more complex, as polyacrylates and organo-phosphates. In certain unit processes the dispersant must exhibit unusual chemical stability and persistence, e.g., in protracted pigment slurry shipments. In others, the agent should be fugitive to prevent secondary reactions from occurring, e.g., with high temperature calcination where alkali salts can act as aggregation fluxing agents.

The MODSIM mineral processing plant simulator is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open-and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

Comparisons to conventional approaches will cover installation, operating, maintenance, and spares inventory cost savings. Various options for belt acceleration and load control on fixed and variable length (booster) belt conveyors will be reviewed for operating performance, reliability, and total cost. Lastly, a case study of a successfully operating installation will be highlighted.

The titanium industry is based on the unique properties of titanium dioxide and titanium metal. Because of its whiteness, high refractive index and resulting light scattering ability, titanium dioxide in its two main allotropic forms, rutile and anatase, is the predominant white pigment for paints, paper, plastics, rubber, and various other materials. Titanium metal, because of its high strength/weight ratio and resistance to corrosion, is widely used for aircraft, both in airframes and engines, for powerplant surface condensers, and a wide variety of chemical processing and handling equipment. U.S. production of titanium dioxide pigment in 1979 was about 658,000 tons - 2/, valued at about $770 million. Net shipments of titanium mill products were around 19,000 tons, worth about $380 million. These two major uses account for over 96% of domestic titanium consumption. The third largest application, the use of rutile for coating welding rods, required about 9,500 tons of rutile concentrate, worth about $4 million. Other applications of titanium-bearing raw materials include the manufacture of titanium carbides, ceramics, and chemicals, and the recently developed use of ilmenite as a substitute for barite in well-drilling muds.

INTRODUCTION Statistical analysis of results obtained by workers survey is very often limited to the determination of the collective dose and mean annual values. This information is not sufficent by itself for radiation protection purposes since the cumulative exposure of a worker during his working life is not taken into account. A more complete analysis would be obtained by considering both: [ ] These two notions are different. The former depends on the evolution of the protection with time and is related to annual limits (ICRP, 1977 and ICRP,1977 a). The second depends mainly on the works performed during the period of survey, the interference of protection evolution is weakened. So it is useful to foresee how the individual average annual doses would be when considering survey periods of 5, 10 years, or more. STUDIED POPULATION In order to analyse the two previously mentionned notions it is necessary to follow up a well defined population of workers which is continuously exposed to the radiological hazards on a long enough period. The selected population is that of the workers of the French uranium mines always present during the 1971-1979 period (9 years). The number of individuals is 937. The radiological hazards are: 1. exposure to radon and short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation. The workers of the uranium mines are exposed to these radiological risks in different ways according to the work performed. It is therefore necessary to subdivide the population into more homogeneous groups with respect to the radiological risks. Three groups are considered: - Group 1 : 227 individuals whose radon and dust exposures are always nil - Group 2 : 449 individuals whose radon and (or) dust exposures are different from 0 every year - Group 3 : 261 individuals represent a mixed category. Some features of these groups are given in table 1. [ ] The 937 followed individuals represent approximatively the half of the whole population of the French uranium mines. Taking into account the procedure adopted to select the studied population, it appears clearly that this population is not representative of the whole miner population. DOSIMETRIC RECORDS Three risk indicators are considered .Individual annual exposures to radon and its shortlived daughters. They are determined by ambient monitoring based on radon concentration measurements and recording of the times elapsed in the various workplaces. For each worker the annual exposure is represented by the mean annual air concentration and is expressed as a fraction of the maximum annual concentration (MAC). Given the administrative arrangements and the effective state of equilibrium between radon and its daughters, the maximum annual concentration is practically equivalent to 1 Working Level = 2.08 x 10- 5 jm-3. (UNSCEAR, 1977). . Individual annual exposures to long-lived ore dust which are also expressed in fraction of the maximum annual concentration. . Individual annual doses of external irradiation (X and [y] rays) expressed in mSv (= 10-3 Sievert). Irradiation monitoring is based on use of individual film badges.

A general specification and design hierarchy that designers can use to improve conveyor design is included.

Uranium is a very mobile element geochemically and is widely dispersed in the lithosphere and hydrosphere. Under oxidizing conditions, it is particularly widespread and appears in all parts of the surface hydrologic system. As a result, this system is a leading candidate in uranium-resource assessments as a new base from which total resources might be estimated. No other sampling system provides the large volume geochemical capture as the continental hydrosphere and is as pervasive and non-selective regardless of rock type. However, the water system as a uranium metal sampler is not without drawbacks as the development of a National sampling program based on it has shown, In spring 1973, the National Uranium Resource Evaluation (NURE) was announced by the U. S. Atomic Energy Commission (AEC). The program was conceived to provide an evaluation of the domestic uranium resources and to identify areas favorable for uranium exploration. The specific NURE objectives are as follows (Bowyer, 1974): 1. To provide a preliminary evaluation of domestic resources and favorable exploration areas by early 1976, based on existing data. 2. To conduct a comprehensive evaluation of domestic resources and favorable areas by 1980, based on advanced state-of-the-art information. 3. To conduct an R&D program into new and improved procedures, equipment, and technology for uranium exploration and assessment. 4. To disseminate information on new exploration concepts and technology.
