That which follows is an elucidation of the many factors-in emulsion technology in application. In applied surface chemistry for solid-particulate separation and concentration, emulsion flotation is one of the intermediate processes between froth flotation, in which the continuous phase is water (99.5 to 99.999% by volume), and particulate extraction, in which the continuous phase is almost entirely an organic-fluid. Another intermediate process is particulate exchange (or partition) in which immiscible or very limitedly miscible phases are in controll¬ed but appreciable volumes. Only South Africa can be considered in terms of resources of amphibole asbestos. There are two asbestos producing fields, one in the Northern Cape Province (producing only crocidolite), and one in the Eastern Transvaal (producing only amosite). This chapter discusses the banded ironstone sequence in which amphibole asbestos occurs, and the genesis of the fiber is briefly reviewed. Also, the properties and characteristics of amphibole asbestos are discussed and compared to those of chrysotile. Approximately 300 000 t of arnosite and crocidolite are produced annually. Crocidolite has a potential for a fivefold increase of production chat could be sustained beyond the year 2000. An estimate of the resources of the various producing fields in South Africa is made. The mining methods are also reviewed and evaluation techniques are discussed. The only two types of amphibole asbestos exploited at present in South Africa are amosite [the white colored amphibole asbestos) and crocidolite (the blue colored asbestos). As is well known, crocidolite has been mined in South Africa from the early part of this century, and amosite since the early 1930's. Since these dates, asbestos mining has developed into a significant mining industry. The annual production of crocidolite is approximately 170 000 to 200 000 t. and amosite production is in the region of 80 000 to 100 000 t. CLASSIFICATION OF AMPHIBOLE ASBESTOS Four types of amphibole asbestos are produced economically in the world today: (1) crocidolite, the fibrous equivalent of riebeckite, (2) arnosite, the fibrous equivalent of grunerite, (3) trernolite, and (4) anthophylite. The names trernolite and grunerite apply equally to the crystal and fibrous forms of these minerals. For comparison and clarification purposes, the six known varieties of asbestiform minerals known in the world are shown in Table 1. All the asbestos minerals were originally developed as cross fiber seams in veins or fractures, or were controlled by the lithology. Post- fiber effects caused slip, sheared, and folded fiber seams. Crocidolite and amosite occur in banded ironstone of early Proterozoic age of the Transvaal Supergroup. The fiber seams are developed in certain defined lithological units in the banded ironstone sequence. The lithological units have a remarkable lateral persistence with respect to their chemical nature and physical appearance. Vertically, the banded ironstone sequence displays a heterogeneous nature. Commercial Applications The features and properties that make amphibole asbestos commercially attractive are: 1) The long average length of the fibers is good for greater wet strength in composites. 2) The high tensile strength of crocidolite makes it superior to all other types of asbestos. 3) It is characterized by dispersion in most liquid media, particularly amosite in water. 4) Since the surface charge of amosite and crocidolite is negative, the fibers produce an open lattice work in water with a high bulk volume giving excellent filtration rates and rapid drainage in a wet asbestos cement mix. 5) The insulating properties of amphibole asbestos mats are still important, particularly in a corrosive environment, despite the introduction of many other synthetic insulating materials. 6) Corrosion resistance, particularly acid corrosion resistance. 7) Due to the high modulus of amphibole fibers, resins reinforced with these fibers exhibit

It is a very difficult task to estimate the immediate roof and support behavior in a room-and-pillar mining section in the initial phase of the mining project. There is little information available at this phase, and it is restricted to geomechanic characterization of the rock layers from cores samples, and the in-situ instrumentation of experimental entries and intersections. Even being a pilot excavation for roof support test a good indicator for the behavior of the immediate roof, its behavior for a full excavation mining section is different from a single intersection of two entries, mainly because the stress redistribution caused by the multiple entries excavation and face advance for a full excavation section. The objective of this paper was to calibrate a 3-D numerical model of an experimental intersection, based on the in-situ instrumentation of an experimental intersection excavation, and the geomechanic description of the rock layers. The numerical model was built with the same specifications as the excavation test, including the entry geometry and roof support. The numerical model calibration was based on wire extensometers that were installed at different positions in the roof of the pilot excavation, and on the geomechanic characterization of the rock layers that form the roof, coal seam, and floor. Therefore, it is possible to estimate whether the roof support specification adopted in the test phase will be good enough for the development of the entire mining section.

The research program described in this paper is sponsored by the Advanced Research Projects Agency of the Department of Defense and monitored by the Bureau of Mines, United States Department of the Interior. PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Historically, there have been many occurrences ofmine fires and explosions recorded in the United States and other countries that have demonstrated the existence of explosivemethane–airmixtures, herein referred to as explosive gas zones (EGZs). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Fluctuating barometric pressure is the common cause for EGZs outflowing or outgassing from the gob. Numerical analysis using a 3D computational fluid dynamics method was developed to fully understand the outgassing phenomenon. A number of simulations using various magnitudes and periods of barometric pressure changes indicated that the EGZ outgassing potentially occurs due to lags in pressure, which are strongly influenced by mine conditions and ventilation systems. An early warning system with a real-time pressure monitoring and the application of gob ventilation boreholes are recommended to detect and mitigate explosion hazards from gob outgassing.

The Pachuca-Real Del Monte district, Hidalgo, Mexico (Figure 1) has produced roughly 1,500,000,000 oz Ag., 6,000,000 oz Au. and minor Pb., Zn, and Cu from about 100,000,000 tons of ore since discovery early in the 16th century. Production has come from epithermal vein deposits that have been up to 8 km in length, 650 m in vertical extent and 45 m in width but which averaged 200-400 m in length and vertical extent and 2-4 m in width. Ore deposits occur through-out an area about 12 km E-W by 10 km N-S (Figure 2) and between the elevations of 2000 and 2800 m above sea level. The deposits occur as shoots in the veins and terminate laterally where the veins narrow, upward where the veins pinch out and downward where the veins decrease in silver con-tent to below the cut-off grade; the veins are known to extend 500 m below the bottoms of the ore bodies and probably extend to much greater depths. The district lies wholly within a mid-to-late Tertiary volcanic rock sequence that is made up principally of andesite and dacite lava flows and flow-breccias. Although the bottom of the sequence is not exposed in the district, stratigraphic constructions indicate the volcanic rocks to have an aggregate thickness of 2000 to 2500 m. Structurally, the area is characterized by gentil warping and normal faulting of the volcanic rocks. Pre-ore modifications to the volcanic rock sequence consisted mainly of faulting along west-trending, south-dipping normal faults and north-trending high-angle faults.

The role of iron ions (Fe2+ and Fe3+) in the flotation of both ore-and coal-pyrite with ethyl xanthate was comparatively investigated. The complete/partial depression of ore-and coal-pyrite in neutral to weakly alkaline solution is due to the formation of ferric dihydroxy ethyl xanthate between xanthate and the oxidation products of pyrite, ferric and ferrous ions. With xanthate as collector, coal-pyrite was found to be nonfloatable above pH6. In the presence of iron ions and between pH6-9.5, the flotation of ore-pyrite was significantly depressed. Ferrous ions have a stronger effect on pyrite flotation than ferric ions in neutral to weakly alkaline solutions.

Although industrial size reduction methods have an energy efficiency of only about 1 percent, methods of size reduction have not changed much for many years. One reason for slow progress has been the oversimple viewpoint that a single law should exist to relate size reduction to energy input. Modern simulation methods decompose the grinding process into a grinding rate function (selection function) and a breakage function. The breakage function is difficult to measure, and it usually requires tracers if it is determined from milling experiments. Prediction of breakage functions from basic principles is one objective of this paper. In this study we focus attention not on the gross energy input to the experiment, but on the spatial distribution of stress energy within the particle. We are led to this viewpoint by experimental observations of a few previous investigators (Bergstrom2, Rumpf3, Axelson4) and our own observations. Oka and Hiramatsu recently used their calculations of stress within particles for prediction of breakage, but again they tried to correlate the size of the fragments with the total stress energy, rather than the approach we propose. We assume that the stress energy is stored in the interior of the particle as the load is increased, until the particle breaks. We assume that each element of the particle breaks into fragments of a mean size that depends on the locally-stored stress energy. The original patent for the gyratory crusher was granted to Philetus W. Gates in 1881. This first crusher was used by the Buffalo Cement Co. At the time these early gyratory crushers were developed all mining and quarrying, either underground or open pit, was done by hand; tonnages generally were small and product specifications simple and liberal. Likewise plants were small and demands for small product sizes practically nonexistent. In addition to substantial amounts of hand labor, the available material handling equipment was small, simple, and not suited to handling large run of mine ore. Mine can, cable ways, or belt conveyon transporting crushed material to the mill had limited capacity per hour. At the turn of the century the largest Gates crusher, the No. 9, had a receiving opening of 21 x 48 in. with a three-arm spider and a 21 x 80-in. opening with a two-arm spider. The steam shovel began to change the entire picture of open pit quarrying. As a result of the use of steam shovels around 1910 crushers with 48-in. receiving openings were built; thus it can be seen that the basic gyratory crusher was developed prior to World War I. The improvement of the internal combustion engine and the use of pneumatic tires created a new set of operating conditions. Early mines were small, using shrinkage stoping and small mine can. The capacity of material handling was small, limiting the size of the largest piece and the feed rate. Improved material handling resulted in more and more large open pit mines with large shovels and a tremendous increase in the size of off road or mine haul trucks or rail can. Primary gyratory crushers also increased with receiving openings as large as 60 in. and connected hp of 1,000.

Automated monitoring of steep embankments allows the early detection of instability and can be used to avoid or mitigate possible slope failures. A system that uses multiple and different types of sensors has been created and successfully tested at the Highland Valley Copper mine in British Columbia. The system uses robotic total stations (RTSs) as the primary measurement sensor, with surveys repeated at predefined intervals selected to optimize operational efficiency. A methodology has been developed to improve the system’s accuracy and reliability by reducing the effects of systematic errors created by atmospheric refraction and unstable instrument and reference point positions. The inclusion of GPS sensors to monitor the RTS positions creates additional operational flexibility and maintains system integrity when insufficient reference stations are available.

A high-energy economy based on fossil fuels is in fundamental conflict with an ideal of clean air, clean water, undisturbed scenery, and maintenance of fragile ecosystems. There is an inevitable trade-off between the material standard of living of a modern society and the conservation of its environment. During the past four years, some of the costs of environmental protection have been internalized in the energy-flow system of the United States. The cost of bituminous coal and fuel oil usable under new air-quality standards has doubled or more. The cost of mining coal underground has risen because of a 20-30 percent reduction in productivity resulting from new environmental health and safety legislation; the economic impact of proposed surface-mine regulation may be equally severe. The cost of producing electric power has been rising at a 12 percent annual rate because of environmental costs, and would be climbing still more steeply were it not for the continued forced subsidy of natural-gas consumers by natural-gas producers. The efficiency of the automobile, already a monument to the triumph of self- indulgence over economy, is being further decreased by addition of anti-pollution devices. Part of the recent sharp rise in agricultural costs stems from the fact that five energy units of fossil fuel go into U.S. agriculture for every energy unit of raw food that leaves the farm; further large injections of fossil-fuel energy occur in the transport, processing, and refrigeration of farm products.

INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Industry and regulatory agencies have requested guidance on safe blasting near transmission pipelines. The US Bureau of Mines (USBM) and Amax Coal Co. studied surface coal mine overburden blasting near four steel and one PVC pipeline of 15 to 51 cm-diam (6-20 in.-diam), monitoring vibration, strain and pressure. Unlike tests of small blasts simulating construction, these were up to 1 t (2200lbs) per delay in 31-cm (12-in.) blastholes. Worst-case comparisons showed that 12.7 cm/sec (5 in./s) blasting vibrations produced strains about one fourth that of pressurization and 10% to 18% of the ultimate tensile strength. No failures occurred from blasting as close as 15 m (50 ft), which produced vibrations over 60 cm/sec (24 in./s).

INTRODUCTION In both the United States and Canada, a company making a public offering of securities must comply with regulations which have been promulgated by Federal and/or Provincial Legislatures. This paper focuses on the regulations pertaining to reserve reports required by the United States Securities and Exchange Commission (SEC). SEC RESERVE FILINGS Reserve reports made to the United States Securities and Exchange Commission are the only reserve reports which are directly regulated by the United States government. The requirements for SEC reserve reports are set forth in the filing forms as shown in Appendix A, from Item 17A of SEC Form S-18. These reporting requirements, which are intended to protect the investing public from inaccurate or misleading claims, are primarily oriented to S-1 or other filings for new stock issues but must also be followed for annual 10K reports which must be filed annually by U.S. public corporations as part of the Corporate Annual Report. These undertakings require independent audits of reserves, mine designs, plant facilities and a general economic evaluation of the planned or existing operation as part of the backup documents for filing. Construction of Boston’s C11A1 Section of the Central Artery (I-93)/Tunnel(I-90) Project beneath the existing MBTA Red Line Subway at South Station required excavation to depths in excess of 33.5 m (110 ft) through permeable sand and gravel subject to almost 27.4 m (90 ft) of hydrostatic groundwater pressure. As tacked drift tunnel underpinning system was designed to provide positive support to the active station prior to mainline tunnel construction. As part of this system, a permeation grouting program was developed to facilitate tunnel excavation. This paper describes the design and implementation of the grouting program, in sit testing, and the overall performance of the grouted soil mass.

The occurence of primary stratiform and vein gold deposits in the Precambrian rocks of Northeastern Brazil is discussed. The stratiform deposits are related to clastic sediments (quartzites and conglomerates). The veins are associated with quartz and sulfides and are structurally controlled by shear zones. The gold was recovered for a long time by small miners. Developmental programmes for large scale mining are now envisaged. The recovery problems and gold economics are also discussed.
