Planning, as defined in Webster's New Collegiate Dictionary, is a detailed program of action designed to achieve an end. When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.

Coal mine planning has three distinct decision levels: (1) decisions made at the upper level of management that determine production requirements for specific mines, (2) decisions made at the middle management level, the mine level, that determine how the mine satisfies its production requirements, and (3) decisions made at the operating level of management, the sectional level, that determine the sequencing of machine movements at the face. In this paper, the underground production scheduling problem is formulated in multi-stages using the Hierarchical Production Planning (HPP) approach. Two linear programming HPP models for accomplishing decisions at the first two levels are developed. Both models address the aggregate production planning process. The Mine Production Scheduling (MPS) model permits determination of monthly production and inventory levels. The Section Production Scheduling (SPS) model incorporates a quality blending requirement into the determination of weekly sectional production and inventory levels.

This 1988 survey provided a cross section of computer software use by the US coal industry. From 1250 mailed questionnaires, 171 responses were received, representing a 4.9% sampling of the 3496 US coal mines. Since the distribution of responses by regional stratum matched well with the distribution of mines by stratum, the survey was given statistical validity. A statistical description details the computer use by region, mining type, organizational size, the level of application within the organization, the type of software application used, the variety of computers on which the software was used and the percent of users within engineering, management and general applications categories. Overall, 63.5% of the respondents use computers at some level in their organizations. All of the mines producing more than 454 kt/a (500,000 stpy) used computers. However, for those producing more than 9 kt/a (10,000 stpy) but less than 91 kt/a (100,000stpy), only 44% used computers. Generally, the software applications were still data-processing oriented. The application sophistication grew with increasing mine size. Computer system models and configurations for different sized organizations are recommended based on the configurations used in the industry at the time of the survey.

The major waste product of the alkaline extraction of alumina from bauxite (Bayer Process) is known as red mud. Approximately one ton of red mud is produced for every two tons of bauxite mined. The red mud produced from Jamaican bauxite is rich in hematite, alumina and titanium oxide. It has been shown that more than 90% (by weight) alumina can be recovered from red mud by soda ash sintering and caustic leaching. Hematite can be carbothermically reduced with a degree of metallization of more than 94%, resulting in attempts, for magnetic separation. These separations are desirable because there are no waste products generated. Consequently, there is an opportunity for complete utilization of the waste material. Conversely, the preseparated material could be charged through the tuyeres in an iron blast furnace, or it could be smelted to produce pig iron. If smelted, the concentration of titanium oxide in the slag would be high enough to justify its recovery by an established acid-leach process. This paper describes the results of alumina recovery and the plans for titanium oxide recovery from red-mud. In addition, the situation of ongoing efforts in iron extraction, particularly, the method of magnetic separation of the reduced material. The problems associated with the use of reduced red mud as an alternative to direct-reduced iron (DRI) is also discussed. For the next few minutes, I will be discussing a product and category that many people laughed at for years. The product is cat box filiers or commonly referred to by the brand name KITTY LITTER. This product was introduced in 1947 by Ed Lowe using the name KITTY LITTER. From 1947 to 1964 the product was sold mainly through pet shops. Starting in 1964, the grocery trade began to carry cat litters. From that point, the cate gory began a solid growth trend. Particularly in the '7O's, cat litter has experienced the same kind of explosive growth that has characterized the entire pet market. For example, in the twelve months ending 9/21/79, cat litter unit volume grew by 15% versus the previous twelve months. The basis for this explosive growth is easy to comprehend. The cat population itself is rapidly expanding, reflecting the changing life- styles of Americans. As famiiies grow smaller, there is room for a pet. As apartment and con dominim living shrinks living space, a cat fills the human need for animal companionship more efficiently. Table I illustrates current cat litter market factors and projects major trends into the future to conclude that the cat litter market will equal $205MM in 1985. With this dynamic growth defined, it was imperative that a company such as Lowe's that was totally devoted to the commodity-priced products, evaluate the opportunities for added- value product differentiation. This process was started approximately four years ago with a search for new cat litter products and other new product opportunities.

The Cripple Creek Mining district is located in Teller County, Colorado, 30 km west of Colorado Springs and 9 km southwest of Pikes Peak (Fig. 1). Since its discovery in 1891, the district has produced almost 21 million tr oz of gold (Gott et al., 1967), most of which has been from high-grade vein deposits. Globe Hill is located in the northern part of the district (Fig. 2). Production from its summit has yielded over 100,000 tr oz of gold. Early production was concentrated along high-grade veins and fault structures, but emphasis was soon placed on the extensive, low-grade (0.0X oz/t), breccia-hosted mineralization. From 1977 to 1981 Newport Minerals, Inc., a subsidiary of Gold Resources, Inc., mined 680,000 t of low-grade gold ore from the Globe Hill pit (Fig. 3) and production is expected to resume in 1986. These strongly-altered and -oxidized breccias are amenable to bulk-mining methods, and thus similar deposits are currently being sought elsewhere in the district. Numerous publications and reports discuss the breccia-hosted mineralization at Globe Hill. They include Cross and Penrose (1895); Argall (1905, 1908); Lindgren and Ransome (1906); Keener (1962); Peters (1982); Thompson, Trippel, and Dwelley (1985); and Trippel (1985). This preprint is a summary of the recently-completed research documented by Trippel (1985).

An automated method of microscopy for determining the pyrite size distribution on two base coals that were crushed to 28 mesh x 0 has been developed. Polished epoxy-bound coal pellets were prepared and examined by a Zeiss IBAS image analyzer utilizing a program developed from provided software. Pyrite size distribution determination is considered a necessary first step in pyrite characterization that could lead to successful predictions, by microscopy, of a coal's theoretical pyritic sulfur removal. Our research efforts to date have indicated that the IBP-S can be a reliable instrument for determining pyrite size distribution in crushed coal. A program was also developed to convert pyrite size data to a weight basis for comparisons to the results from chemical analyses. The problems encountered in our research and their solutions will be presented in the discussion.

On April 14, 1975, Consolidation Coal Company began to operate a longwall face in their Shoemaker Mine using shield supports. This was the first time that shield supports were used in the United States (1) 1/. Shortly thereafter, Kaiser Steel Corporation started a shield longwall face at their York Canyon Mine (2). From October 1975 through May 1976, three more longwall faces were commissioned in mines located in south-western Pennsylvania and northern West Virginia. In June 1976, four installations had completed their first panel and two installations had completed the subsequent move to the second panel where coal production is now well under way. During this time (April 75 to June 76) the total number of shield support face operating months, including moving time, was 40 and the combined face advance was approx. 17, 000 feet (5200 m) with face lengths varying from 450 - 550 feet (137 - 168 m). While the shield support experience in the U.S. is still limited on the basis of time and mining parameters, the operating results of all faces have been very satisfactory. New record 24 hr production figures were set and - far more important - long term production figures could be sustained on an impressively high level even when taking face moving time into account. The purpose of this paper is to review the performance of shield type supports in the U.S. and to assess their value as longwall supports for U.S. underground mining conditions with regard to roof control, maintenance, operator convenience, safety and productivity.

Volcanic ash, although a little-used Kansas resource, is available in forty counties with estimated, reserves of more than 20 million tons. It was first produced in Kansas in the early 1900?s but not until the early 1920 is did it become an important abrasive material. Total production to date is estimated at 2 million tons, the major use being as an abrasive in scouring compounds and soaps, additional uses include ceramic glazes, an additive in cement, and a filler and stabilizer in hot mix asphalt for paving. Unrecorded tonnages have also been used in construction of black-top (macadam) roads. From 1916 through 1944, Kansas ranked first among the states in volcanic ash production; peak production was about 52, 000 tons in 1923. Since 1945, production has steadily declined, primarily because materials other than volcanic ash are now being used for abrasives; only two producers operated in 1964.

Surface characterization techniques, i.e. contact angle measurement, atomic force microscopy (AFM) surface force and surface imaging measurement, were applied to investigate the molybdenite surface in aqueous solution. It was shown that the cleaved basal surface of molybdenite was very hydrophobic with a 92 degree water contact angle. The non-polar component of the solid surface free energy is 50.52 mJ/m2 while the polar components are almost zero. The solid surface was not reactive and was only weakly charged at the pH 6. When the aqueous media changes from water to 1×10-4 M KEX solution, the measured contact angle, adhesion force and surface roughness all increase slightly. However, ethanol rinsing made the surface change back to the bare substrate. It was suggested that the hydrophobic chemical, i.e. dixanthogen, which was shown in the morphology of patches by the AFM image, physically adsorbed on the hydrophobic molybdenite surface through the hydrophobic interaction.

INTRODUCTION FMC's Paradise Peak mine, located 13 Ian (8 miles) south of Gabbs, Nevada, became opera¬tional in April of 1986 (Figure 1). It was designed and built by Davy McKee, who was instrumental in equipment design and selection. It is the 7th largest gold deposit in the United States with defined reserves of 10.9 mt (12 million st) containing 34 million gms (1.1 million tr oz) of recoverable gold and 933 million gms (30 million tr oz) of recoverable silver. The mine extracts ore by the open-pit method, taking advantage of a 1.5:1 stripping ratio. The mill operates at a 3600 mt/day (4000 st/d) capacity. Crushing is done in three stages to achieve an ore size of minus 0.635 cm (0.25 inches). Grinding further reduces the ore to 85% minus 100 mesh. The ground ore is treated with cyanide in agitated leach tanks and then washed in the counter-current decantation (OCD) thickeners. Zinc is added to the clarified, deaerated pregnant solution to precipitate the precious metals. The precipitate is acid digested to eliminate excess zinc, filtered and retorted to drive off contained mercury. The retorted precipitate is then fluxed, melted and poured through cascade molds. Dore bars are cleaned for shipment and the slag is sent to an in-house slag treatment system. ELECTROSTATIC SEPARATION The dry electrostatic slag treatment system at Paradise Peak is the first installation of its kind. Electrostatic separation has been widely used in mineral processing since the early 1950's. A brief discussion of the theory behind the process is helpful to those not familiar to electrostatic separation. Charging and sepa¬rating slags, dry minerals or other materials by ion bombardment is the most common form of electrostatic separation. Millions of tonnes of minerals are processed each year by this method. In an ion bombardment separation, granular material is fed onto a grounded metal cylinder (or roll) and charged by a corona-producing electrode placed above the roll's surface (Figure 2). While both conductors and non¬conductors become charged, only the conductor is able to lose its charge. The charged non¬conductor, as it rests on the roll's surface, "sees" an oppositely charged image of itself in the metal surface. It is attracted to the image charge, becomes electrostatically pinned to, and moves with the roll's surface. The conductive particle also sees an image and is attracted to it. But upon touching the roll's surface, it discharges rapidly to the grounded surface and is thrown free from the roll's surface with a projectile motion. In the case of precious metal slags, the con¬ductive particles would be metallic prills of dore metal; and the nonconductive particles would be the slag, free of metal. Middling grains, generally, are in the form of a metallic prill encased in or incompletely liberated from slag. LABORATORY TESTING A number of precious metal slag samples have been tested in the laboratory. It has been found that the composition of slags vary widely from one refinery operation to another. Typical laboratory procedure is to crush and size the slag followed by two-stage lab-scale electro¬static separation. The conductor fractions from the first and second pass are then combined as a prill concentrate; middlings fraction and clean slag tailings from the second pass are held separate. Selected results from laboratory testing are shown in Table 1. It is important to note in Table 1 that the assays represent overall silver and gold, not metallic values. From experience, the laboratory results are typically lower in grade and recovery than the industrial installations. This is largely due to the hydroscopic nature of precious metal slags coupled with the high local humidity in Carpco's Jacksonville, Florida, location. Industrial-scale test results indicate superior metallurgical performance of column flotation compared to conventional cell flotation for copper cleaning. A technical comparison of bubble generation systems for column flotation is made. Two types of bubble generation systems are considered: the filter-cloth type spargers and the Turbo-Air® sparger, which utilizes an air-water mixture fed to the column through injection tubes. Examples of the improved technical performance available with an external sparger system are presented using data from plant tests conducted for specific applications with several different mineral ores. INTRODUCTION Column flotation is now a valuable unit operation which mineral processing engineers employ in the design and operation of flotation circuits in nearly all mineral applications. The acceptance of columns in the mid- 1980s by the minerals industry was paralleled by a rigorous approach to developing a scientific understanding of the design, scale- up, and operation of column flotation units (Finch and Dobby, 1990). Since then, column flotation has become a standard unit of the cleaning stage in many new mineral concentrator projects and has replaced older mechanical cells to improve process efficiency. The size of column cells has continued to grow from the initial 0.9- to 2.1 -meter diameter range, and it is not uncommon to find column cells today being 2.7- to 3.6-meters in diameter. With the success of the smaller units, the scale-up to larger cells has been proven and demonstrated by the performance of the large-diameter cells (Murdock and Wyslouzil. 1991). The use of columns in flotation circuits has also been accompanied by developments in modelling. control, and optimization of column performance (Lee et al, 1991). The bubble generation system is the heart of the operation of column flotation cells. The most common methods for generating bubbles can be divided into two types: the internal and external spargers. Internal spargers are typically a porous material, such as sintered glass, porous rubber or filter-cloth, or maybe a single- or multi-nozzle sparger. External spargers implies that a gas and a liquid (either water or slurry) are brought into contact outside the column and that mixture is then introduced into the column. Several types of external spargers are available today, and innovative designs for externally mounted air sparging systems have been a significant factor in the successful application of columns. Results obtained from conditional simulations and multiple indicator kriging were compared in the assessment of two different mining methods proposed for the extraction of the down-dip extension of a nickel-sulfide ore body located in the Thompson mining camp, Canada. An enhanced turning band simulation algorithm, supplemented with an unfolding technique, was used. A floating stope optimization process was used to effectively compare tonnage and grade figures. A calibration exercise was also conducted in the upper portion of the ore body. This study demonstrates that conditional simulations provide better spatial models for conceptual mine design and capital budgeting decisions.

Uranium may be in short supply due to the predicted energy needs in the coming years. As a result of this a new surge of uranium exploration is underway. The refinement of numerous exploration techniques has accompanied this surge. One such technique is the monitoring of radon gas in surface soils and rocks as a guide to subsurface uranium deposits. The Colorado School of Mines Research Institute became involved in radon studies in 1967 on a project for the AEC. Since that time the Institute has conducted numerous radon surveys for a large number of companies which have been active in uranium exploration. The objective of this paper is to relate the techniques utilized by the Research Institute and the results of some of the studies performed. Most of the studies performed by the Research Institute were related to roll front, sandstone -type uranium deposits. However, we have performed radon studies in various other types of rock. For those who may not be familiar with the application of radon ?sniffing" in soils and rocks, a brief descriptive background should be given. The following question may be asked -- why use radon as a guide to uranium mineralization? Some of the answers to this question are as follows:

To many people, the word cartel implies illegality. However, although it is illegal in the US, cartels are an effective and legal way to conduct business elsewhere in the world. But be-fore we continue, what is a cartel? The American Heritage Dictionary defines a cartel as "a combination of independent business organizations formed to regulate production, pricing, and marketing of goods by the members." However, that definition does not fit many of the "cartels" we are examining today. The International Tin Council is an organization of both consumer and producer nations--no individual companies are represented. The buffer stock is used by the ITC to provide protection for both producers and consumers, and has only been in effect since 1955. (Earlier tin producers groups date back to 1921 when the Federated Malaysia States and the Netherlands East Indies formed the first intergovernmental tin agreement, known as the Bandoeng Pool, which only lasted three years.) The International Bauxite Association only dates back to 1974 when seven nations--Australia, the Dominican Republic, Ghana, Guinea, Guyana, Haiti and Jamaica--agreed to three main objectives: 1) to promote the orderly and rational development of the bauxite industry; 2) to secure a fair and reasonable return on the raw material for the benefit of the nations' citizens; and 3) to safeguard the interests of member countries in relation to the international bauxite industry. 1 Again this organization is composed of nations, not separate firms. This generally follows the pattern that the oil producing countries (OPEC) chose since the nations' mineral product-ion is controlled and often owned by the state. However, the group I am going to discuss fits the more classic mode of a cartel. The informal lead-zinc producers' cartel can be dated as far back as to Roman times when Romans are said to have imposed a quota system on British lead production to safeguard their Spanish lead mines. Also, the lead-zinc producers group is composed only of individual companies, not do not include any lead-zinc consumers. Finally, the activities of the group are not open to public scrutiny, and details are only now available due to a leak in the Australian government. At this point, it is necessary to split the two metals since while many of the members of the cartels produce both lead and zinc they do have different histories and marketing arrangements.

This study ranks the factors impacting survival during a coal mine fire. It has already been established that reducing time delays is the most important factor in saving lives. Consequently, every event during afire is measured in terms of its duration, and the effectiveness of any action taken to improve survival is measured in terms of the time it saves. By ranking actions according to time saved, these authors found that a combination of actions was most effective. This combination was: •installing lifelines, •moderately decreasing air leakage and •decreasing the fire growth rate. Changing ventilation leakage alone was much less effective, as was altering the CO (carbon monoxide), sensor alarm threshold. These results confirm an earlier fault-tree study on escape from mine fires. The fault-tree study had shown that, with the exception of delays, single-factor changes have minimal impact. Significant reductions in fire fatalities only take place with multiple factor changes.

It is now well documented that trace amounts of silver, gold, and platinum group metals occur in certain geothermal brine deposits. A significant body of literature has been generated over the last twenty years which describes attempts to quantify the frequency and levels of these precious metals in the brines. This literature is often confusing and contradictory. For example Barnea 1 states that the Salton Sea geothermal field carries 2 ppm gold, yet more recent data by workers at Lawrence Livermore National Laboratory2 (LLNL) concludes that the gold level in Salton Sea brine is <0.07 ppb. They report a platinum level in one well of 55 ppb. This apparent contradiction may be explained by sampling source and technique, but is most probably explained by difference in analytical technique. Analytical techniques and problems will be discussed in the next section.

This paper reports on recent modeling efforts to analyze the eastern U.S. steam coal market with a cross-sectional econometric as well as a quadratic programming approach. The background to coal modeling is examined first. The particular aspect of the steam coal market to be modeled are then presented and the corresponding coal model described. Both empirical results and rigorous mathematic pertubation analysis are presented. Conclusions are then drawn regarding potential modeling applications in the policy area.

The Electric Power Research Institute (EPRI) and six EPRI-member utilities are sponsoring research to define relationships between coal properties and coal handling behavior. Deratings and outages caused by plugged chutes or bunkers or frozen coal can cost utilities millions of dollars annually in lost energy production as well as in manpower to restore coal flow. There is also the added expense of maintaining redundant equipment to assure a continuous coal feed to the boiler, a common practice for utilities. Over the past two years, researchers at CQ Inc. and Iowa state university have collected and analyzed coal samples to develop a coal handleability index for utilities to use when specifying coals for their power plants. These coal samples cover ranges in ash content, rank, grindability, size distribution, and moisture content--properties that affect the handling behavior of coals. Other properties, such as the washability and ash composition, are measured as well. Over the remaining two years of the project, all of these analyses will be correlated to handling behavior, measured using a triaxial shear tester that determines the strength of a coal under compression. An index will be developed and validated at host utility power plants.

It was shown previously that chalcopyrite could be floated without using a collector when the ore samples were treated with small amounts of sodium sulfide (Na2S). The role of this reducing agent was considered to be one of a cleaning agent to remove the hydrophilic surface oxidation products. It was later found, however, that the collectorless flotation could be obtained only under slightly oxidizing conditions. This might suggest that collectorless flotation is not due to the clean surface but to the elemental sulfur which may be present as an incipient oxidation product. Therefore, a search for the presence of elemental sulfur has been made by means of ESCA, mass spectrometry, and solvent extraction followed by W spectrophotometric analysis. On the basis of these results, the mechanisms of collectorless flotation are discussed.
