Spatial and temporal temperature and humidity variations for 5000 years are simulated in an emplacement airway within the conceptual, high-level nuclear waste repository proposed to be built at Yucca Mountain, Nevada. A multi-scale model is configured using MULTIFLUX, a thermohydrologic-ventilation code. The predicted surface temperature of most waste packages during post-closure exceed 140oC, the threshold limit known for likely localized corrosion for Alloy 22 waste package material. Small amounts of infiltration airflow through the mountain in Panel 5 are found to transport liquid water condensate to some of the waste packages emplaced along the peripheral section of the drift due to edge cooling.

A new electrotelluric prospecting technique allows the mapping of ore body distribution, lithologic contacts, and voids with accurracy comparable to core drilling. Data is available almost immediately and presented in a format similar to a downhole log. This is done with a passive surface receiver that transduces electrotelluric radiation into an audible signal. Changes in the character of the audible signal lends insight into lithology, porosity, fluid type and medium. Three case histories are presented. The first delineated a paleochannel within a coal seam. The second traced old mine workings and backfill areas. The third identified a high-pressure karst void.

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The mineral industry and individual processing plants are large consumers of energy. While energy conservation has received some attention in the present Federal Administration National Energy Strategy proposal it is obvious that the mineral industry should also continue to emphasize energy consumption reduction for important economic savings alone. As indicated by other studies, comminution is the largest single consumer of energy in the mineral processing plant (1.3% of total electrical energy consumption in the U.S.A.).1 Fine grinding is the largest portion of this amazing statistic. While substantial energy savings have been demonstrated by new machine developments and improved control methods, undoubtedly there are additional areas in comminution where substantial progress can be made. Some time ago, the U.S. Department of Energy published a report on "Comminution and Energy Consumption" by a committee composed of experts in the field of comminution from industry and academia. They identified the following potential for energy savings by specific areas? Classification device design 9-13% Comminution device design 3-16% Control 9% Grinding additive 3-6% Materials 3% It is apparent that the classification device had the first or second highest savings potential. Obviously, serious research consideration must be given to this technology area. A series of three papers have previously been written on the subject of two stage classification research work for ball mill operation by the authors. Accordingly, a brief review will be made. Previous Research Results on Two Stage Classification The hydrocyclone was selected as the type of classification equipment for this study as it represents by far the majority of the devices used in ball milling. While four different hydrocyclone circuits have been proposed by others,3 only two were considered in this work as illustrated in Figure 1. Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

Effluents discharged from gold mills, and more recently from heap leaching operations, pose significant hazards to the environment if not properly managed prior to discharge. This paper describes the nature of wastewaters which must be treated, the treatment processes being applied in Canada and the capabilities of these methods in removing cyanide and metals. As a result of past practice the most common method of reducing cyanide in gold mill effluents remains that of natural degradation in tailings ponds. This method has proven capable of producing high quality effluents where large ponds and sufficiently long water retention times can be provided, but at many mines this has not been the case. Since 1981, as a result of these limitations there has been a strong move in Canada to chemically-based effluent treatment plants, particularly as additional processes became available. Canadian gold mills have become leaders in the use of chemical processes to remove cyanide, in terms of the variety of such processes in operation (five in total), the number of plant installations and the number of processes developed in this country. The hydrogen peroxide and Inco SO2-air processes, in that order, are being applied most widely. Alkaline chlorination, the initial process to be used fairly extensively has been almost totally replaced by the two methods mentioned above. Since a number of effective methods are now available for the treatment of gold mill effluents, the selection of a process for application at a specific mill requires careful consideration of:

The prestressed concrete industry in particular, and the precast concrete industry to some extent, are rank newcomers to the concrete construction field compared to the cement, ready-mixed or concrete masonry industries. This young industry reflects its youth and vigor in its enthusiasm, optimism and the belief that it can reach any goal it chooses to set -- and it is setting its sights high. The prestressed and precast concrete industry fully expects to become the major structural and architectural material by the 1980's. Before exploring how the industry expects to reach this goal, a brief look at the origins and the growth of the industry may be useful in an evaluation of the feasibility of this goal. It was always recognized that concrete, strong and efficient for supporting loads which cause compression, was weak and inefficient when used to carry loads which induce tension. Thus the reason for reinforced concrete in which the concrete efficiently carries the compression in a flexural member while low grade steel bars reinforce the concrete in the areas 'of tensile stress. (Fig. 1). The steel being relatively inexpensive, can passively, but quite effectively carry tensile force while the concrete carries compression. The concrete in contact with the reinforcing also protects the steel from corrosion and acts as insulation to provide a superior "built-in" fire resistance. The major disadvantage of reinforced concrete relative to its main competitor, steel, is its weight in relation to its load-carrying capacity. To find out if there are any potential savings in "in-the-wall haulage for open pits," the Swedish companies ASEA and Kiruna-Truck in 1984 gave us financial support to study this solution in more detail. In the study, the use of in-the-wall haulage was studied for three hypothetical open pits with different sizes and shapes. Annual ore production rates also varied. A part of this thor¬ough study was published by the Swedish Mining Research Foundation (see Report F 8444, "The Use of Electric Trucks and In-the-Wall Haulage in Open-Pit Mining," in Swedish with an English Summary). Although in-the-wall haulage is of interest in some open pits, the local terrain is important for profitability. The authors do not think in-the-wall haulage is of any major interest for the mining industry. The following is a summary of some of the author's findings. To place the haul road in the wall is not of interest in open pits with declining metal contents in the bedrock. In such mines, the volumes from the haul roads will not yield reve¬nues. The cost per m3 for an underground haul road is much higher than for a haul road in the pit. This means that it is only of interest to place the haul road in the wall when mining gets deeper than about 50 m (165 ft). In-the-wall haul roads will reduce flexibility in the pit, and it will make necessary the use of smaller equipment with lower productivity and higher costs per ton. As Hustrulid, et al. show (Table 4), excavation savings of material hauled are very low, $0.10 to $0.25/t (0.09 to 0.27 per st). The extra operating cost, due to lower productive equip¬ment, will normally be much higher and thus destroy the whole idea with in-the-wall haulage. If electric trucks are profitable for in-the-wall haulage, it is normally also profitable to use electric trolley assist for trucks on the haul road in the pit. But the profitability of using electric power is different in different countries, and depends on the relation between the cost for electric power and diesel fuel. In the US, diesel fuel is inexpensive compared with electricity, but in a country like Sweden, diesel fuel is much more expensive. In most open pits, the trucks have to move a considerable distange from the loader until they reach a final haul road in the wall. A trolley line along such temporary haul roads will be exposed to flyrock. It is normally less expensive to perform rock support from the open pit than from underground ramps in the wall. In Fig. 8, Hustrulid et al. gives the impression that the underground haul roads will be very close to each other. This is seldom the case. Figure 1 shows a haul road in the wall. The haul road passes through each cross-section only once. Ar¬ranging a reliable dewatering and rock support system from only one underground ramp is probably impossible. Many more drifts are therefore necessary. In our report, we also studied what would happen if the final pit slope is increased by 5°, using underground drifts in the wall. Our conclusion was that the extra cost for drifts, rock support, pumps, etc. destroys the whole idea, and that it was better to accept a higher stripping ratio with the haul road in the pit and to use conventional low-cost open pit equipment. Finally, we think it is would be difficult to try to reduce the safety factor when determining the slope angle by moving the haul road in the wall. Minimizing the risk for pit wall collapse is also important with in-the-wall haulage, primarily because men and equipment will be working in the pit, but also to guarantee many accesses between the pit and the haul road in the wall.

Construction of the Cerro Colorado on-off leach pad in northern Chile required about 3 Mm2 (32.3 million sq ft) of fill over an area of about 600,000 m2 (6.5 million sq ft) in irregular terrain with relief of up to 40 m (130 ft). Earthwork construction was completed in about six months using mine waste, placed in 4 to 6 m (13 to 20 ft) lifts with mine haul trucks. The lift thickness was reduced and the compactive effort increased in the upper 10 m (33 ft). This was done to develop a mat for additional resistance to possible differential settlements due to the modest density of the fill and dynamic (earthquake) conditions. A single 2-mm (80-mil) high-density polyethylene (HDPE) liner was used below the leach pads. This was protected from the loading and unloading equipment by bedding and cover systems. It consisted of screened sand, gravel and silt as the bedding and cover layers and a heel of screened gravel and primary crushed low-grade ore.

Quimica del Rey, SA, a subsidiary of Industrias Peñoles, SA de CV, produces sodium sulfate from brines extracted from a playa of Laguna del Rey, located in the State of Coahuila in northern Mexico. The spent brine is used as raw material for the production of magnesium oxide. The brine, which contains ions of sodium, magnesium, sulfate, and chlorine, occurs filling intercrystalline voids of a lenticular evaporite deposit whose main constituents are glauberite (sodium-calcium sulfate) and blöedite (sodium-magnesium sulfate).

Rico is a small town in an old zinc mining district in a mountain valley of southeastern Colorado. Mine waste rock and mill “tailings” remained after over 100 years of mining in the area, leaving associated surface water and groundwater impacts. Atlantic Richfield Company is proposing an innovative approach, which uses lime precipitation and wetland ponds (semi-natural system, also called treatment lagoon in a wetland setting) to treat adit water in the Rico area. Besides using a non-conventional treatment approach, a non-conventional (non-Superfund) regulatory/administrative approach is being proposed. This paper will focus on the water treatment issues and solutions, as well as describing the innovative “watershed” regulatory process.

Fly ash as an additive for oil well cement was introduced to the oil industry by the Halliburton Company in 1949. Since its early usage in the Illinois area of the U. S., the total amount of fly ash pumped into wells has exceeded 30 million sacks, The advantages of using fly ash-portland cement mixtures in wells are fundamentally the same as for concrete except the conditions of placement and curing are variable and the nomenclature of properties are expressed somewhat differently. In some instances deep wells have been cemented with mixtures of fly ash and hydrated lime together with an activator which functions as a catalyst for setting. This fly ash-lime formula has many advantages for high temperature-pressure conditions found in wells.

The Williams Mine mines and mills 6000 t/d (6600 stp’d) of gold ore using SAG/ball milling, leaching and CIP, electrowinning and refining. Electrowinning, high-pressure cathode washing, filtering, retorting and refining are based around the use of knitted stainless steel mesh cathodes. Their primary advantage over conventional steel wool cathodes is that electrowon gold can be washed off and the cathode can then be reused. Typically, the knitted cathodes have a useful life of up to 15 months. Gold production of up to15 t/month (50,000 oz/month) is easily processed with this system. Presented is a description of this operation, including a review of the equipment and performance data.

The study of soft soil (wastes above the rock bed) an issue of great importance in civil engineering, is usually addressed by drilling boreholes. This method is rather expensive and time-consuming and although the information obtained is usually accurate, on the other hand it is much localized. Recently published researches have demonstrated the ability of the combination of geophysical exploration methods to estimate the thickness of deposited wastes, which provides the layered structure of the study area and certain, method depended, mechanical parameters as well. By theory, the frequency of resonance of an upper layer is a function of its thickness and the average shear velocity in it. Furthermore, the application of H/V spectral ratios of micro-tremors is a fast, straight forward and cost effective methodology, yielding the determination of the main resonant frequency of the soil. Based on this framework, 20 microtremor measurements have been carried out in a Landfill in Heraklion-Crete. Some of these measurements were deliberately close to drilled sites, where the basement had been reached. Three electrical resistivity tomographies were also used, in order to define the landfill structure such as, thickness, determination of different wastes distribution in the study area and other parameters. In addition, estimation of predictive Vs using empirical relationship between shear velocity and penetration resistance (SPT?s) were also conducted. Knowing the thickness and the resonant frequency, we estimated the shear (Vs) velocity of the waste cover. The final Vs model was confirmed using the results from the Vs-SPT correlation. The combinative implementation of the above mentioned geophysical and geotechnical methods have successfully defined geometrical and geotechnical/geophysical characteristics of the area under investigation in a fast and cost effective way.

The liquid membrane separation process was first patented in 1968 for separating hydrocarbons.(1-4) This stimulated many researchers to join in the area of separating organic compounds. l Since then, its applications have been extended to the removal of contaminants from waste water,(12-33) encapsulation of enzymes and/or microorganisms for reaction and/or separation, (24-28) oxygenation of blood (artificial lung),(19) removal of toxins from blood (artificial kidney)(26,20) and metal extraction.(31-63) This paper discusses the possible process schemes for using liquid membranes to separate and concentrate copper ion from its acidic leaching solution.

Dewatering of ultra-fine clean coal slurry to a low moisture level of20 percent is difficult using the conventional techniques. A novel approach, which utilized mixing of fibrous waste material, such as paper, carpet and wood, with coal slurry prior to dewatering was developed. It was found that addition of about 10 Kg/t of carpet fibers or 5 Kg/t of raw paper pulp lowered the filter cake moisture from 22.5 to 18 percent. The compressive strength of the filter cake improved from 0 to 4.5 Kglcm2 and impact resistance from 0 to 4. The experimental data indicated that the handling character of the dewatered fine coal was improved significantly.

Longwall face-to-face equipment transfers or moves are, for many companies, the largest single source of non-productive time in a longwall mining system. Detailed planning and resourceful thinking are paramount for economical, safe, and timely longwall moves. New equipment and innovative techniques are frequently tested in order to reduce overall move time. Determining the cost effectiveness of these ideas is difficult since the decision is influenced by many subjective factors. A project scheduling simulation model of the longwall move process was developed in order to analyze and assess the economic viability of innovative transfer methods and equipment. The model provides a project duration frequency distribution and lists of critically indexed activities and paths. It compares the monetary savings from reduced transfer time and capital costs for several innovative ideas.
