Doyashiki Concentrator in Hanaoka mine of Dowa Mining Co., Ltd. started the operation in 1943, treating the ore mainly from Doyashiki ore deposits. After the cessation of mining of Doyashiki ore body in 1973, Doyashiki concentrator began to treat the ore from Fukazawa mine instead in the same year, and furthermore the ore from Ezuri mine In 1979. Currently Doyashiki concentrator treats 30,000 tons of ore per month from both mines. The ore treated is complex sulfide ore, called "Kuroko" (black ore), and the principal minerals contained in the ore are chalcopyrite, galena, sphalerite, pyrite, and barite, accompanied by bornite, tetrahedrite, tennantite, covellite, stromeyerite, argentite, polybasite, pearcite, and electrum. The Principal gangue minerals are quartz, gypsum and clay. The grade of the feed to the concentrator averages 0.9 p/t Au, 110 g/t Ag, 1.1 %Cu, 2.8 %Pb, 9.2 %Zn, 5.0 % Pyrite-S and 13% BaS04. The feed is, after washing and two-stage crushing, ground to 88% minus 200 mesh in a rod mill and ball mills with cyclone classifiers, and five concentrates are recovered by flotation. Primarily copper-lead bulk concentrate is recovered by sulfurous acid-lime flotation method, and then from the bulk concentrate copper concentrate is floated by hot pulp flotation method, sinks being lead concentrate. Zinc concentrate is recovered from the tailing of copper-lead bulk flotation, pyrite concentrate from zinc flotation tailing and barite concentrate from pyrite flotation tailing. The final tailing is sent to the dam.

"We could blow that damned fort out of existence if we could run a mine shaft under it!," claimed one Union soldier eyeing Bobby Lee's Petersburg defense line protecting Richmond and Jeff Davis. Puncture the line, take the hill behind, and the Confederate capital would celebrate Yankee jubilee, 1864. That was June. At 4:15 am, July 30, mine boss Henry Reese, sergeant, 48th Regiment, Pennsylvania Volunteers, gingerly entered the mine, dark and muddy. Something had gone wrong. The mine, set to go off at 3:30, hadn't exploded. It had to be checked. The main mine gallery, 1.5 m high x 1.4 m wide (5 x 4 ft) narrowing at the top to 0.6 m (2 ft), forced Reese into a tuck run. Some¬where up there in that 155 m (511 ft) stretch running 6 m (20 ft) under the rebel works, moisture may have doused the charge. Or maybe a fuse splice went awry. Or maybe there was live fire steaming like a locomo¬tive towards 3.6 t (4 st) of black powder. Perhaps now Reese wished this sprint was shorter. For the mine boasted a record break¬ing distance in military annals. Lieut. Col. Henry Pleasants Credit goes to Lieut. Col. Henry Pleas¬ants, commander of the 48th, who overheard the soldier's claim for what a mine could do. In peacetime, Pleasants had been a railroad engineer working on the Sand Patch Tunnel. He later switched to mining, working for the Philadelphia & Reading Coal & Iron Co. He even married the daughter of the editor of The Miners Journal. Grieving over his wife's early death, Pleasants plunged into the ven¬ture of war. This Union officer took the mine idea to the brass. Headquarters was less than enthu¬siastic. "The chief engineer of the Army and the rest of the regular Army wiseacres said it was not feasible," Pleasants wrote to his uncle. The pros scoffed, ticking off a list of horribles: No mine has ever gone that far, men will suffocate and be crushed, the rebs will countermine, the men will be trapped. Still, Pleasants eked out a signal to proceed. In the meantime, the miners of the 48th had commenced to dig anyway. It was like the 48th to proceed against the odds. The 48th Pennsylvania Volunteers The 48th had been recruited from Penn¬sylvania's Schuylkill County, anthracite coal mining country. The mines had been torn with strife over wages. Strikes and rioting were prevalent. Murder was not unknown. This "Buckshot" resistance centered in Pottsville, PA. It forced the governor to call in troops. Coal was in high demand to run the war machine. Pennsylvania operators worried that a military draft would stir up violence, closing the mines altogether and further shift¬ing business to emerging Illinois mines. Men lit out for the western gold fields in the tens of thousands. Secret societies bred in the mining camps invited draft agents to dance at the end of a rope. Jobs threatened by cheap, victorious South¬ern labor were one warning intended to get immigrant miners interested in the war. Operators gave miners time off to help de¬fend Philadelphia during Lee's thrust to Gettysburg. Even so, the draft spawned new violence and troop intercession. Soldiers were not welcome. The dust had barely settled when into this Pennsylvania "minefield" marched the 48th on a recruitment drive. The 48th had been in Lexington, KY on guard duty. When it came time for the regiment to pull out, the townspeople had prevailed upon authorities to extend the regiment's stay. Finally ordered to move out, the 48th was feted by a hanky-waving, tear-dropping send-off to the lyrical lament Auld Lang Syne. And Kentucky fancied itself to be rebel. Striding smartly into the Pennsylvania coalfields, the 48th attracted 400 recruits and marched off under regimental colors specially made by the proud citizens of none other than Pottsville, PA.

Growing demand for valuable battery materials and environmental issues from battery disposal make the recycling of spent lithium-ion batteries (LIBs) essential. Specifically, the green approaches using organic reagents have garnered many attentions for battery recycling. In this study, a synergetic organic leaching system using methanesulfonic acid (MSA) of strong organic acid and citric acid (CA) with good chelating ability was investigated to extract valuable metals from LiCoO2. Hydrogen peroxide was used as a reducing agent to enhance leaching kinetics. Cobalt extraction of 98% and lithium extraction of 97 % were achieved in the optimized condition; 2.4M MSA, 1.6M CA, 1.0 vol% H2O2, S/L ratio 80 g/L, 85 °C, and 1 h. The optimal leaching condition of the MSA-CA mixed leaching system exhibited good applicability to various cathode scraps, such as LiCoO2, LiNixMnyCo1- x-yO2, and LiNixCoyO2. The dissolved Co and Li ions in the MSA-CA leachate were selectively recovered with high recovery efficiencies of 99 % and 97 % as Co3O4 and Li3PO4, respectively. The recovered Co3O4 and Li3PO4 were utilized to regenerate cathode materials. LiCoO2 and LiFePO4 were also synthesized through a solid-state reaction and hydrothermal method. The recycling process based on the MSA-CA-H2O2 synergetic leaching system was proposed, and it might be applied as a green and economical organic leaching system for the recycling of various types of spent LIBs.

Anthracite preparation developments, particularly in the early days of the anthracite industry, formed the basis for the modern coal preparation plants that have become so essential to the coal industry today. The anthracite industry, from early in the 19th century until relatively recently, was a leader in mining, preparation and marketing of coal, and played a leading role in the development of the industrial America we know today. Anthracite was discovered in America in about 1760--the story of Necho Allen is well known--but the rediscoveries leading to mining operations took place about 50 years later. The Wurtz brothers in 1815 at Scranton, the Smith brothers at Wilkes-Barre in 1807, Beach in Hazleton in about 1814, and Boyd in 1816 at Shamokin were all instrumental in promoting early mining and marketing of anthracite (J3. The early canals and railroads were built for the specific purpose of moving anthracite to the market areas. Eventually, the industry grew until, in 1917, it reached a production zenith of a little over 100,000,000 tons, representing about 20 percent of the total coal output in the United States. Almost half of the anthracite produced that year was consumed for domestic heating, a utilization that had dominated the industry for almost 100 years. Initially, anthracite had to be used by gunsmiths and blacksmiths, after which had followed the consumption of extensive quantities for railroads, blast furnaces and foundries, and electric power generation. Most of the markets have been lost to coke, oil, and natural gas. Near the anthracite regions, however, significant quantities are still used for domestic heating, power generation, carbon black manufacture, blending with bituminous coal to make metallurgical coke and fuel, and for other industrial purposes. Thus, anthracite production has not been entirely committed to history, but remains an active industry that follows modern practices in the mining, preparation, shipping, and utilization of a fuel that is still a valuable adjunct to the national economy. In fact, its inherent low sulfur content may make it an important fuel of the future. Estimates indicate there are reserves of anthracite to last for 300 years at a consumption rate of 50,000,000 tons/year. Anthracite Preparation Yesterday A 170-year history of the anthracite industry obviously is not the purpose of this discussion. A complete history of anthracite preparation, the rather unglamorous step in the processing of "mine run" hard coal to make it suitable for the user, is also not practical. Hence, the purpose of this report is to trace the development of some of the most important processes used through the years to meet a part of the demand for energy developed by our modern society. Anthracite preparation in the early days of the industry consisted solely of separating slate from the coal, by hand, underground (Z). This method prevailed for almost 20 years until wrought iron hand rakes were introduced to separate the large and small sizes. Shortly thereafter, the first attempts were made to size and clean the coal aboveground. The coal was dumped on a perforated cast iron plate, and men used sledge hammers to break the larger pieces into smaller sizes suitable for the market. The smallest sizes--that is, the material that went through the plate--were thrown away because they had no value at that time--a concept that existed for many years and actually was the basis for the subsequent "river" coal production and the many silt banks which are landmarks in the anthracite region. The larger sizes, at that time, sold for 50 cents per ton. The Batten breaker, or roll crusher, was invented in 1844, followed soon thereafter by the Snell-Diehm breaker (A). The latter had disadvantages, including excessive waste and fixed product size, but it later was improved in these respects. A breaker was also developed at Minersville, Pa., at about the same time that processed 200 tons of coal per day, using roll crushers and circular screens (1). Handpicking, from the beginning of anthracite preparation, was an important part of the cleaning process and was still being practiced as late as 1950. It was this process that involved the "breaker" boys of coal region lore. How much good handpicking accomplished depended on how much impurity was present in the coal--the more the impurities, the greater the reduction in ash. Thus, high-impurity streams were significantly improved, whereas picking of relatively clean coal was mainly to show an effort to make a quality product. As indicated, picking is largely a visual operation. It was and is wasteful of coal in the larger sizes since some good coal is always associated with the bad. However, it was probably much more effective' in the larger than the smaller sizes.

A field study was undertaken to experimentally measure the concentrations of rare earth elements (REEs) contained in the process streams generated by a group of 20 coal preparation plants located in the eastern USA. For each site, representative samples of clean coal product, coarse refuse, and fine refuse were collected. Each sample was then partitioned into preselected size and density classes by wet screening/sieving and float-sink testing. The resultant products were dried and subjected to laboratory analyses to determine ash contents and rare earth element concentrations including Yttrium and Scandium. A detailed analysis of the database generated by this exercise showed that coal-based products from these preparation plants contained significant quantities of rare earth elements. In particular, the coarse refuse streams currently discarded by the 20 plants examined were found to contain a sufficient tonnage of REEs to satisfy the current domestic demand for these important elements. The data also showed a strong positive correlation between ash content and REE concentration, which suggested that the primary association of REEs in eastern USA bituminous coal sources is likely within fractions containing inorganic impurities. This association was well described using a simple power equation relating ash content and REE concentration. The ratio of heavy-to-light rare earth elements was discovered to be significantly higher in organically rich fractions of clean coal, suggesting that mineral impurities intimately associated with carbonaceous matter have elevated concentrations of heavy rare earth elements. A similar trend was observed for a grouping of rare earth elements (Y, Nd, Eu, Tb, and Dy) that are likely subject to near-term supply shortages. Finally, the database showed that a linear correlation existed between La for many REEs of interest, although there were several notable exceptions for some high-value REEs (Lu, Pr, and Tb).

Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

Methods of measuring in situ rock thermo-physical properties are rapidly evolving. Among those existing in the literature, a particular measurement procedure was selected for further development. The measurement is based on creating a spherical temperature field in a drill hole using a point source heater of constant heat flux. The bivariate temperature distribution 0 (r, t) is measured at several points along the length of the drillhole, radius r from the heater and at particular time intervals (t). A number of different evaluation methods were tested for calculating the unknown thermal conductivity (k) and diffusivity [] from the measured temperature and the known heat flux. The results showed that evaluation using the finite difference scheme and small temperature differences measured at points close together, cannot give a reasonable result. In order to solve the problem a new general analytical evaluation method is developed. Using an appropriate technique, it is possible to simultaneously obtain values for k and [], incorporating a semi least square technique to reduce the uncertainty in the evaluation. The new device and evaluation method makes it possible to obtain from a single drill hole highly precise k and [] values within an 8 hour period. The method has been used in several underground mines in the U.S. with good results.

The River Island mining site is located at approximately river mile (RM) 15 on the Clackamas River, a large gravel-bed river in northwest Oregon. During major flooding in February 1996, rapid channel change occurred. The natural process of meander cutoff, slowed for several years by dike construction, was accelerated by erosion into gravel extraction ponds on the inside of a meander bend during the flood. In a matter of hours, the river cut off a meander and began flowing through a series of gravel pits located on the inside of the meander bend. The cutoff resulted in a reduction in reach length of approximately 1,100 m. Erosion by bed lowering, knick point retreat and lateral erosion of upstream river banks occurred quickly. Within two days of the peak flow, 3.5 hectares of land and 105,500 m3 of gravel were eroded from the river bank just above the cutoff location. Much of this gravel moved a short distance downstream into the excavation. Reach slope increased from 0.0022 to approximately 0.0035 in the cutoff reach. Between 1996 and 2003, the knick point from the meander cutoff has migrated 2,290 m upstream, resulting in increased bed load transport, incision, and local lowering of the water table. In 1993, prior to the meander cutoff, transects were surveyed in the River Island reach upstream of the cutoff location. Resurvey of these transects and aerial photo analysis indicates that 96% of the knick point migration occurred during the first winter following meander cutoff. Connection of the flowing river to the off-channel ponds has had minimal effect on water temperatures in the mainstem Clackamas River. It is likely that this minimal change in temperature will decrease as ponds are isolated from active river flow by gravel bar deposition. Fish net-ting in spring 2002, suggests that salmonid use of the pond in the spring is minimal. The most abundant native species netted were large-scale sucker and northern pikeminnow. The most abundant non-native species netted was brown bullhead. Early regulation by state and federal agencies did not adequately evaluate potential impacts to the river and the floodplain; nor did it evaluate future impacts related to geomorphic processes and sediment transport. New permit evaluation methods, currently implemented by both Oregon and Washington, incorporate 1) river dynamism through historic river migration analysis; 2) stability of human structures in light of river dynamics; and 3) sediment transport and its impact on channel stability and dynamics. The gravel pit capture at River Island highlights the potential risks of mining in an active secondary channel of a large gravel-bed river. Mining deeper than the depth of the adjacent channel, within the active migration zone, may increase off-site impacts. In locations where multiple gravel excavations are present within the meander zone, a comprehensive reclamation and restoration plan should be developed which provides long-term channel stability within the natural variability of the entire river reach.

The Bradshaw Section 5A Interceptor involves the construction of two miles of 108-inch, finished diameter tunnel in dry soils. Excavation is generally by Lovat TBM with ribs and lagging support. The tunnel is beneath a recreational parkway and stringent measures have been enacted to preserve the parkway and minimize disruption to the neighborhood. Apart from these constraints, the project would have been unremarkable but for the intervention of CalOSHA and the local fire department who ordered extraordinary fire protection measures. The paper discusses the cause and effect of these measures and comments on the potential repercussions for other projects.

Stillwater Mining Co. (SMC) is the largest primary producer of platinum and palladium in North America. SMC operates two underground mines in south central Montana, along the 45-km (28-mile) platinum/palladium J-M Reef in the Stillwater Complex. The Stillwater Mine exploits 9.6 km (6 miles) of deposit strike length and East Boulder Mine exploits 4 km (2.5 miles) of deposit length. The two mines are 20.4 km (12.7 miles) apart with SMC controlling a considerable length along the entire J-M Reef trace. Production at the Stillwater Mine began in 1986 and in 1988 the first tunnel boring machine (TBM) was commissioned, becoming an integral part of mine development at SMC. TBMs have been used for developing production footwall laterals (FWL) to access new mining blocks at the Stillwater Mine, as well as boring twin crosscut ac-cess tunnels at the East Boulder. Two TBM development expansion projects are currently in progress: the Graham Creek project at the East Boulder Mine, which will extend footwall lateral development 2,591 m (8,500 ft) to the west, and the Blitz project, where a TBM will be commissioned to extend east out of the Stillwater Mine to 3,658 m (12,000 ft) beyond the current production mining front. General strike and dip of the Reef is west to east and to the north, respectively.

The Federal Bureau of Mines examined tailings samples from 13 western copper operations to determine the potential for recovering rutile. Results showed that six of the samples contained sufficient liberated titania to be considered potential sources. One sample contained 0.75 percent Ti02 or 0.40 percent liberated rutile. Batch flotation studies developed a procedure that recovered 70 percent of the liberated rutile at a grade of 34.7 percent TiO2. Sulfuric acid leaching studies on 12 of the samples dissolved 100 to 2,200 grams Cu per ton of tailings; leaching of the slimes showed slightly more copper was dissolved, 1,800 to 3,300 grams Cu per ton of minus lo-micrometer material. Bulk sulfide flotation of nine of the samples resulted in concentrates that contained 0.38 to 2.0 percent Cu and 0.7 to 2.1 and 6.9 to 42.9 grams per ton Au and Ag, respectively.

Large mining-induced seismic events and their aftershocks cause hazardous working conditions, damage infrastructure, delay production and pose a risk to miners in the deep-level gold mines of South Africa. Stress changes affecting pre-existing zones of weakness are the main drivers of large mining-induced seismic events, which are often followed by aftershocks triggered by quasi-static stress transfer within the rockmass. A better understanding of seismic source mechanisms is important if the seismic data is to be used more effectively for mine planning and to reduce the rockburst risk. Four large seismic events (ML≥2.0) associated with the mining of the Ventersdorp Contact Reef (VCR) at Kloof Gold Mine occurred on 13 June 2017. The events and their fore- and aftershocks were studied in detail to establish the circumstances and the cause of the incidents. The local magnitudes ranged from ML 2.3 to ML 3.0, the seismic moment from 0.69 to 2.25 x 1013 Nm and the source radius from 92 – 150 m. The main shocks were preceded by foreshock sequences, which were especially vigorous in the four hours before the main shock. Seismicity was recorded by in-mine arrays of three-component 4.5Hz geophones (detection threshold approx. ML -2.9). Following all four main seismic events, ML 2.3, ML 2.3, ML 2.9 and ML 3.0, the network detected a total number of 300 aftershocks ranging from ML -2.9 to ML 1.6 spread within a 1300 m radius from the centre of the seismic network. The statistical properties of the aftershocks were analysed using three scaling relationships: (i) Gutenberg–Richter frequency magnitude relationship; (ii) modified Omori’s law; and (iii) Båth’s law for the magnitude of the largest aftershock. The geological or mining feature that controlled the failure (e.g., fault, dyke, pillar, abutment) was determined by calculating the orientation of the nodal planes of the large seismic events using moment tensor analysis and studying the aftershock distributions.

INTRODUCTION Ambient concentrations of radon and its daughter products have been measured and analyzed by a number of investigators for a variety of purposes. Principal among these purposes have been: (1) descriptive, to characterize the distribution and changes in concentrations under various conditions; (2) research in the use of radon as a tracer gas in the study of atmospheric characteristics and motions, such as eddy mass transfer, diffusivity profiles, large scale circulations, and the like; and (3) the use of radon as an atmospheric tracer in exploration for uranium deposits.* This information forms the basic data for this paper and for its placing the ambient natural, or non-anthropogenic, radon concentrations into the perspective of ambient radon health standards and lung cancer risk calculations. To enable better understanding of some aspects of the ambient radon data, review and analysis is also performed on selected measurements of radon emanation or flux from the surface of the earth into the atmosphere. These measurements have generally been made for purposes similar to those for ambient radon, i.e., (1) description of radon emanation characteristics; or (2) to support and justify the use of ambient concentration measurements in atmospheric research; or (3) in exploration for uranium. Interest is also developing in the use of such measurements for earthquake prediction. In addition, to complete the perspective, brief examination is given to anthropogenic ambient and flux radon measurements related to the mining and milling of uranium, so that comparison can he made with the values from natural sources. As a frame of reference we cite here previous summaries of studies which have presented representative values and ranges of ambient concentrations and emanation rates. H. Israel, in the Compendium of Meterorology (1951), cites eight studies of ambient radon concentrations which we have selected as representative of non-anomalous continental values. Their means generally range from [0.06 to 0.15 pCi lit-1 with the smallest reported minimum of zero and the largest maximum 0.53 pCi lit-1. The overall mean is 0.10 with a standard deviation of 0.03 pCi lit-1. Means over oceans are much smaller, and the data scarcer, with only three values ranging from 0.0004 to 0.003 pCi lit-1 and a mean of 0.0016 pCi lit-1.] Thirteen studies from Israel's list were selected as representative of mountainous terrain. These data, except for the cases of higher elevations, frequently show significantly higher values than the average cases in non-mountainous terrain described-above. The averages range from 0.10 to 0.59 pCi lit-l; the smallest minimum is zero and the largest maximum is 9.2 pCi lit-1. The overall mean is 0.30 with a standard deviation of 0.17 pCi lit-1. Israel also cites five studies of radon emanation (flux) from the earth's surface. These show a mean of 0.40 pCi-2m-2 sec-1 and a range of from 0.21 to 0.74 pCi m-2 sec-1. Data on flux are naturally scarcer in the literature than data on ambient concentrations, because of the greater interest in and utility of the ambient information. In this paper we also give special consideration to observations of the variability in time and space of radon flux rates, and to the impact of these phenomena on the use of such data for a variety of purposes. NATURAL(NON-ANTHROPOGENIC)AMBIENT RADON CONCENTRATIONS We have examined the following reports for the data selected for this category; these studies were generally intended to describe radon characteristics in the atmosphere. Jonassen and Wilkening (1970); Bradley and Pearson (1970); Wilkening (1970); Lambert, et al (1970); Pearson and Moses (1966); and DickPeddie, et al (1974). Another set of studies which was reviewed was selected because the investigators made ambient radon measurements in the course of examining the use of radon as a tracer in atmospheric research. This set consists of: Israel and Horbert (1970); Carlson and Prospero (1972); Subramanian, et al (1977); Larson (1978); Cohen, et al (1972); Hosler (1966); and Shaffer and Cohen (1972). Finally, unpublished data from uranium exploration activities (Milly and Thayer, 1976) was analyzed. [Treating the ocean cases first, the mean values are generally consistent with those quoted earlier from Israel (0.0004 to 0.003 pCi lit-1); they range from 0.001 to 0.011 pCi lit-1, with 0.003 the most frequently reported value. Continental values, from eight studies, range in means from 0.07 to 0.41 pCi lit-1 (not including mineralized areas, or "uranium country", discussed later), with maxima as high as 2.4 pCi lit -l. For comparison, the means from Israel are 0.06 to 0.15 pCi lit-1, with a maximum of 0.53 pCi lit-1. The authors are to be commended for finding a material for pellets binding that we were unable to uncover during the investigations that led to US Patent No. 3,748,116, “Method for producing metallic iron powder from iron ore concentrate, ” July 24, 1973, by G.G. Reed, Jr., J.M. Karpinski, and S.V. Fox. This patent concerns a method of processing “super’ ‘-concentrates prepared from magnetite or “blue dust” into molding-grade metallic iron powder for use as a bulk commodity, in contrast to current methods which produce small batches that are custom-blended with additives and/or alloye to customer specifications. The one thing we had not found at that time was an organic binder (mineral-matter-free ) that would allow induration to produce hardened pellets that would survive SL/RN Direct Reduction. Peridur appears to provide this missing link needed for large scale (200 t/a, or 220,460 stpy) single line plant capacity consistent with a low market price to ensure greatly broadened use of metallic iron powder. This paper examines the application of gelatin mixture models to the study of factors such as gravity effects, tectonic and residual stresses, anisotropy, physical nonlinearity, time-dependent behavior of the rock mass and connectedness of the geologic space. The calibration technique of gelatin mixtures, proposed by Richards and Mark in 1966, is applied to the particular problem considered. Similitude relationships between model and prototype are discussed with reference to the constitutive equations describing the physical behavior of the rock mass. The interaction between two openings in a linearly elastic medium, under conditions of plane strain, is used as an illustrative example, with the view of describing the history of stress and deformation changes on the rock medium and lining around a slusher drift while undercuts are made in block caving.

YOPES 17.1.1--CURRENT The history of surface mining essentially is one of mining coal, copper, iron and aluminum ores, of placer mining gold and tin, and of pits and quarries producing clays, gypsum, phosphate rock, sand, gravel and stone. Table 17-1 is a summary of the estimated world and United States production of crude metallic and non¬metallic ores and coal in 1969. It includes estimates of the quantities produced by surface-mining methods. Two-thirds of the 10 billion tons are mined from the surface, ranging from a third of the coal. 57% of the metallic ores, and nearly all clays, stone, sand and gravel. Production by surface methods in the United States, parallels that of the world with one exception: about 90% of the copper and iron ore is mined from the surface, whereas elsewhere only about half the copper ore is surface mined. In Canada, surface mining of the Athabasca tar-sand deposits is a recent large-scale unique operation. Four underground respirable dust surveys were conducted to determine factors affecting belt entry dust levels and how using belt air to ventilate work areas affected dust exposures. Belt entry dust levels on the surveyed longwall and continuous miner section averaged 0.59 and 0.26 mg/m3, respectively. The stageloader/crusher contributed an additional 0.5 to 0.9 mg/m3 of dust to belt air, while the feederbreaker contributed 0 to 0.2 mg/m3 of dust. A 1000 ft (305 m) increase in belt entry length or a 200 to 500 tons/shift (181,000 to 454,000 kg/shift) increase in production resulted in roughly a 0.1 mg/m3 increase in dust. Using the belt entry as an intake entry on the continuous miner section appeared to reduce dust levels by 0.1 to 0.3 mg/m3 during cutting. Belt air was not used to ventilate the face on the longwall section.

It is common practice when thermally drying coal from wet coal preparation facilities that the coarse +0.5mm fractions and fine fractions (-0.5mm) are combined and fed to a thermal dryer. There are very good reasons for this concept. The coal feed is much easier to handle in this condition for it is not as likely to stick inside the dryer or hang up in the material handling equipment, and is easier to feed and discharge. However, it is generally only the -0.5mm fines that really need to be dried. The +9.5m fraction of the cleaned coal will leave the dewatering screens, or drain and rinse screens, at an acceptable surface moisture, probably 5 or 5 ½ percent. The 9.5m x 0.5mm mesh fraction can be centrifuged to about 8 percent. The -0.5m fines can range from 18 to 22 percent or more, depending upon the type of equipment employed to dewater, and upon the size distribution within this size range.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge.
