Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. The topography reconstructed following land disturbance is the foundation for all other reclamation practices. As the manufactured drainage basins, hillslopes, and stream channels approach a steady-state condition, the amount of adjustment of these landforms by geomorphic processes following reclamation decreases. As the adjustment required to establish a steady-state condition decreases, the prospect of reclamation success increases while the prospect of site maintenance decreases. Careful topographic reconstruction is a good investment.

As an important part of the concept validation phase of the MX Advanced ICBM development program, Air Force System Command's Intercontinental Ballistic Missiles (ICBM) Program Office developed and demonstrated large trenching and cast-in-place equipment for placing many miles of buried concrete tunnel rapidly and economically. A tunnel or "buried trench" containing a mobile ICBM is one of the candidate basing models for MX. Upon remote command, the cannister housing the missile would break out of its concrete tunnel and earth overburden by erecting itself to a suitable angle and then launching the missile. The ICBM Program Office developed two each trenchers, cast-in-place machines, and breakout mechanisms, as well as a mobile concrete truck unloader. The machines were demonstrated in varying soil conditions in the southwest US. The breakout mechanisms were demonstrated nearby as well. Graphite usage in the United States during 1994 was fairly strong. The hearty showing of the domestic economy, along with sound performances from the major industries that use graphite, helped make 1994 a solid year for the graphite industry. Supply Virtually all natural graphite is imported into the United States, as there is no domestic production. The primary producers are Brazil, Canada, China, Madagascar, Mexico, Mozambique, Sri Lanka and Zimbabwe. Mozambique is a new producer. It is now supplying a high-carbon, large-crystallite flake in large quantities. Sri Lanka continues to experience problems with one of its two mines, closing operations in December 1994. The synthetic graphite used domestically was produced primarily in the United States as a byproduct of electrode production. Synthetic graphite was also imported from Switzerland for specialized applications. The purified graphites/carbons, such as Desulco and ThermoPURE materials, were also produced domestically. There was a sufficient supply of all types of graphite to meet domestic demand.

The Meteoric Water Mobility Procedure (MWMP) was developed in the State of Nevada during the 1980’s as part of their mine waste characterization programs. During the 1990’s the Waste Subcommittee of the Nevada Mining Association (NvMA) contacted ASTM Subcommittee E01.02 on Ores, Concentrates and Related Metallurgical Materials to undertake a standardization program for the method. A cooperative program was developed in conjunction with the Acid Drainage Technology Metal Mining Sector (ADTI-MMS)Prediction Committee, which involved eight of the NvMA labs performing duplicate leaching tests on two test materials: a coarse fraction of the USGS Hard Rock Mine Waste standard and a typical spoils sample from a heap leach operation undergoing closure in Nevada. Solutions for metals analysis were preserved and sent to the USGS Laboratories in Denver to determine the reproducibility and repeatability of the leaching. The history of the method and reference material and the results of the interlaboratory testing and statistical analyses will be presented.

It appears that the competition for increasingly scarce international mining investment capital will continue among developing countries. Indeed, there is growing evidence this competition may be on the verge of becoming destructive and cutthroat in nature. While this may be viewed as good news by short-term, speculative investors, it could have dangerous repercussions for international minerals producers over the long-term. It seems there has been a continuous parade of traveling foreign delegations touting the virtues of mineral investment in one country or another. These pitches all contain the politically correct key words, such as macro-economic reform, political reform, privatization, liberalization of laws governing mining and related investment incentives, reconciliation of ownership and right-to mine issues, and tax reform specially tailored for the minerals sector. Unfortunately, some of the information being trumpeted is based on plans, concepts or hopes for change rather than actual reforms approved by all necessary governmental entities. In yet other situations, the information provided consists of half-truths at best. Too often, potential minerals investors, faced with metals and minerals prices hovering near their recession lows and the need to offset old, high-cost operations, desperately want to believe all they hear about investment alternatives cast in a near-utopian setting. However, the virtues being proffered for mining investment abroad do not eliminate the need for careful scrutiny of subtle variations of traditional risks associated with foreign investment that can drastically affect the economic viability of mining projects.

The use of large face angle shell lifter-liners in combination with wider lifter spacing has grown in recent years, especially in large SAG mills. The claimed benefits are reduced ball on liner impact, leading to increased liner lives and less ball breakage, and both reduced packing and improved ball-on-charge impact, leading to improved mill performance. This review covers available published data on several mill sites and aims to quantify the observed benefits.

This paper describes the implementation of specialized software in mine planning at the Cleveland-Cliffs’ managed Empire Mine on Michigan’s Marquette Iron Range. The application puts together years of mining experience on the eastern end of the Marquette Range beginning in the early 1960’s. The Empire Mine, in its thirty-fifth year of production, uses the software to model a complex and highly variable low grade magnetite orebody, capturing the economics of mining and processing to the final product. With special attention given to geostatistical methods, the software is used for all geologic modeling, ore reserve estimation, ore control, pit design and short and long range planning.

Geologic profiles constructed from exploratory drill holes gave basic geologic information for bidding on 4913 ft. of twin rock tunnels under the Potomac River. To provide additional geologic information for construction, tunnel faces and shafts were mapped throughout excavation. This information was plotted in plan and section so that geologic structure could be projected ahead and prediction of conditions could be made. In structurally complex areas, 3-D models were made and used to show the geologic structure. Core from exploratory drill holes was relogged and structure oriented with that found in the tunnels to make the ultimate use of the core and refine the geologic picture. As excavation proceeded, geologic mapping showed that the projection-prediction approach was useful and essentially correct.

The characteristics of gold leaching from carbonaceous matter by sodium cyanide, and sorption of gold cyanide to carbonaceous matter in autoclaved and non-autoclaved gold ore from Barrick Goldstrike Mines Inc. (BGMI), Nevada, was investigated. Much greater gold cyanide complex sorption was observed for the carbonaceous matter in high preg-robbing ores relative to the low preg-robbing ores. This observation corroborates previous reports that have attributed observed preg-robbing behavior to the carbon in the ore. Gold cyanide complex sorption was found to be reversible for carbonaceous matter from low preg-robbing ore, but was irreversible for carbonaceous matter from high preg-robbing ores. Autoclaving the ore appeared to enhance the sorptive behavior of the carbonaceous matter from both high and low preg-robbing ores.

The sixth survey on the mining industry by Comann Associates provided data for entry-level and midlevel engineers as well as executive officers. Average 1989 compensation - base salary and anticipated bonus - for chief mining executive officers or chief mining operating officers: $237,943. This is an increase of 20% over the results of the last survey, on 1985 compensation. The latest survey also showed that bonuses for chief mining executive officers averaged 33% of base salary. Average 1989 compensation for chief executive or chief operating officers at mining operations with under $50 million in gross sales, $148,638; at mining operation with more than $50 million in gross sales, $275,141. The survey showed that these officers averaged 14 years employment with their present company, had five years in their present position, and had an average age of 54.

Certain health and safety hazards occur entirely unexpectedly in some subterranean excavations. Although ground support is not the subject of this paper, ground failure can result in large and often uncontrolled flow of fluids into an excavation. Even when there is no ground failure, the disturbance of nature's equilibrium between rock or unconsolidated alluvium or rubble and the contained fluids poses severe problems to a well planned operation. Optimum conditions for safe operation cannot be the sole criterion for site selection. Some mineral deposits form in zones of structural weakness, others form where hydrothermal alteration substantially weakens the enclosing rock, and tabular deposits such as coal and evaporites inevitably undermine large areas. Excavation to acquire mineral values cannot be relocated. The same is often true for tunnels driven to connect distant points by the most direct route. Rivers and mountains cannot he avoided, and the cost of lengthening a tunnel--by even a fraction of a percent--must be strongly justified. No responsible engineer will knowingly select a dangerous route for excavation, but to what extent do engineers attempt to assess the health and safety hazards that may be reasonably expected? How, specifically, can methane explosions, water and sand flooding, dangerous dusts, toxic gases, thermal shock and radar poisoning be eliminated or minimized through systematic advance planning?

A short course, held during the SME Annual Meeting in Phoenix, AZ in February, focused on software for surface and underground mine modeling. The objectives of the short course were to review techniques for surface and underground mine planning. Mine planning software vendors were invited to demonstrate how their software runs, given a standard data set. Six vendors of mining-specific software participated in the workshop. They were Exploration Computer Services (MINEX 3D), GEMCOM Services, Inc. (PC-MINE), KJRA Systems (VULCAN), Mine Development Associates (SURPAC), Micromine and MINEsoft (TECHBASE). Data set A data set was created to challenge the capabilities of each vendor's software. The criteria used for the data set selection were: • a minimum of 300 drill holes; • the data must include topography, drill hole survey, assay and formation contacts; • the deposit was multimetallic; and • there was the potential to be mined by surface and underground methods. The data set used was an actual, complex copper ore body with a small amount of gold. The ore body was close enough to the surface to be mined by surface techniques. Part of it, though, was also amenable to underground mining. To further complicate the problem, a river ran across the area of the ore body. This presented mine planners with the problem of either moving the river or mining around or below it. The ore body had not been mined, so no data was available for the tons and grade actually produced. Data for the mine planning problem was distributed to each vendor about two months before the short course. They had the opportunity to load the data into their systems, build an ore body model and perform preliminary work. During the first day of the workshop, the vendors received problems concerning the ore body. They went to work on their machines, attempting to show short course participants how their software could help solve the problem.

Current federal and State coal assessments estimate resources in the ground, resources available for mining, and economically recoverable resources. None of these assessments predict the amount of coal that may be produced from an assessed area in the near future (~20 years). Predictive assessments of coal production would be based on an understanding of the regional coal geology (coal systems), potential demand, and knowledge of the mining history of the region. The output of the predictive assessment would be a supply curve – a probability distribution of the amount of coal expected to be produced from current and new mines during the assessment period. I

Minpro International has developed an innovative, flexible¬shaft impact crusher that produces glass aggregate from mixed¬color, post-consumer glass. The crusher operates with low power and generates a subangular aggregate, with minimal fines. Output is screened to yield sized aggregate, which can be used directly as surfacing material in Owens Corning's shingle process. Metal, plastic and paper waste is preferentially removed by the Minpro system. Duval County and the City of Jacksonville collect more than 12,000 tons of glass bottle waste per year. It is anticipated that a successful end-use application by Owens Corning, will allow increased collection and cost-effective glass recycling in north Florida.

Employee involvement does not directly correlate to performance improvement. A key ingredient is the introduction of new Human Resource Systems that promote both performance improvement and employee involvement. Many organizations have tried to use employee involvement as the ''fixer" of performance issues-and seen their performance deteriorate further. They failed to realize that the entire human resource strategy must be connected to the goals of performance improvement and that greater employee involvement is only one tool in that strategy. So what are Human Resource Systems? These are systems that all managers use to get work done. Most of us are familiar with basics such as planning, assigning work, checking progress (auditing), completing assignments. We also commonly think in terms of staffing, training, compensation, or corrective action. All of these are human resource systems. All must be designed to support what you are trying to accomplish with your people. We call that the Human Resource Strategy. Let's examine one part of a total strategy intended to support more employee involvement at Kennecott Utah Copper-the hourly job structure. The design of hourly jobs directly affects how many employees of different capabilities are required to get the work done. It begins to answer some fundamental questions: • What are the roles and accountabilities of each employee? Do they have enough information to make decisions, to take responsibility for their work?

Demand for titanium minerals and pigments increased during 1994 as the world economy expanded. Global consumption of titanium dioxide (Ti02) pigment grew an estimated 5% during 1994, the highest growth rate since 1989 (Industrial Minerals, April 1995, pp. 47-53). Demand for titanium mineral ores and concentrates (feedstocks) grew at a similar rate. Increased demand for Ti02 pigment was met through higher production levels. Increased demand for mineral feedstocks was met through drawdowns in inventory levels.

The mining industry’s image is molded by what the public knows, or thinks it knows about mining. As Caterpillar prepared for the production of its educational video, Common Ground, the public’s perceptions about mining needed to be established. Before we could educate people about mining, we had to find out what they already thought. As those perceptions were analyzed, we were able to narrow the video’s focus to relevant, realistic approaches. We found out what people did not know about mining. And, most importantly, facts they should know were singled out - facts that could create more favorable attitudes. This research was instrumental in the final direction of the Common Ground project. What the public believes As these perceptions about mining were researched, it was found that the beliefs of the general public are dominated by four concepts. Quotations from interviewees are included with the discussion of each of these concepts. Figure 1 shows an overview of people’s beliefs before education.
