Waste-dumps originating from the mining industry constitute a serious environmental problem if they are not properly rehabilitated. Industrial and domestic sewage sludge from waste water purification plants on the other hand constitute a problem of environmentally acceptable disposal as these residues contain a large number of potential contaminants. The current project aims at developing an integrated methodology to rehabilitate the mining waste-dumps by the use of sewage sludge so that the two mentioned problems will be solved at once.

Three International Symposiums-the 14th International Minerals Processing Congress, the 17th APCOM, and the SME-AIME Fall Meeting special symposium on Design and Installation of Com¬minution Circuits-held in 1982 contained a number of papers relating to the fundamentals of processing coals and metallic minerals. In addition, many papers were published elsewhere in the literature. Some of the more significant papers are discussed below. Flavel reviewed key performance parameters, such as energy-size relationships for crushing processes and presented a fundamental basis for optimizing crusher productivity and possibly for development of improved crushers. Pascoe et al. reviewed the use of such control schemes. Magerowski and Karra presented a paper on a computer program developed to and in the design of crushing circuits. The problems associated with the scale-up to very large ball mills were discussed by Arbiter and Harris, and by Kavetsky and Whiten. Both groups concluded that limits on mill productivity arise due to problems associated with particle breakage and transport through mills. Austin et al., and Herbst and Rajamini reviewed the state of the art for the use of grinding circuit simulators for design and control. The effects of mill operating and design parameters on selection and breakage were discussed in detail. The philosophy of control and instrumentation for grinding circuits was extensively discussed by Kawatra and Seitz. Their paper presented for the first time an analytical basis for the inferential particle sizing technique and provided a fundamental basis for the implementation of this technique. The effect of reagent addition variation's on the performance of coal flotation circuits was reported by Kawatra and Waters, and on sulfide flotation circuits by Klimpel et al. Both groups analyzed circuit behavior from a kinetic point of view and reached similar conclusions on the effects of collectors and frothers. The computer simulation of an iron ore flotation circuit also was reported by Kawatra et al. In this work particular attention was paid to the phenomena of froth overloading. Klimpel et al., Kawatra and Waters, and Niemi et al. discussed the philosophy of control by flotation circuits from a fundamental kinetic point of view. An extension of the use of high intensity magnetic separators to the beneficiation of specular hematite was discussed by Thayer and Linkson.

The difficult and often harsh working environment of the mining industry can stress both personnel and equipment to the extreme. Often, the unintended consequences of this environment lead to confrontations between departments, as each goes about its tasks of mining, maintaining or supporting these activities. On occasion, the confrontations may result in criticism of other departments for perceived or real sins or omissions. The offended department may not be able to change the circumstances, but can only complain while frustration persists. The most effective solutions are the actions of the mine manager. By establishing mutually supporting roles of each department and specifying conditions for the interactive conduct of maintenance, the mine manager can better assure that the inherent problems of the mining environment are neutralized.

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

"Information diffusion potential of a social media user affects how quickly information about a mineral project can diffuse through that user. If management can use social media and network analysis in community engagement programs to understand how fast and how far information will diffuse to communities and followers of particular social media users, it can selectively focus on the most influential users. This article proposes a method to examine the information diffusion potential of social media accounts. The work uses Gephi, an open source software, to extract and analyze data from different Twitter handles to predict their information diffusion potential. The work uses case studies of real Twitter users (e.g. mining news organizations and bloggers) associated with mining to illustrate the approach. The case study results show that there are significant disparities in information diffusion potential that will demand selective attention. This research will help mines develop effective social media engagement strategies.The mineral industry provides raw material for industrial activity to support society (Martens and Rattmann, 2001). Mines have changed from conventional mining practices to sustainable ones because of the negative impacts of mining in the past and increased public awareness (Wang et al., 2016). The concept of sustainable mining is getting mature, as stakeholders (e.g., governments, investors and host communities) are getting more involved in mining projects (World Economic Forum, 2014). The failure of mining companies to address the demands of these stakeholders might result in the failure to acquire a social license to operate (SLO) (Thomson and Boutilier, 2011). The SLO, if granted, is mutually beneficial to all stakeholders. Mines prefer being granted SLO and keeping it to avoid any kind of social unrest due to their operation (Prno, 2013; Moffat and Zhang, 2014). Mining communities can grant different levels of SLO ranging from withholding SLO to psychologically identifying with the project (Joyce and Thomson, 2000; Thomson and Boutilier, 2011).Most of the previous work to understand community perceptions and SLO in mining is generally qualitative (ICMM, 2012a; Thomson and Boutilier, 2011; Prno, 2013; Moffat and Zhang, 2014; IFC, 2014). In particular, there is limited work on how community perceptions change over time due to information diffusion (Boateng and Awuah-Offei, 2017). However, SLO changes with respect to time (Yates and Horvath, 2013), which can result in risks that are not easy to predict. Mine managers and engineers have a desire to understand these changes so as to mitigate these risks (Que and Awuah-Offei, 2014; Que et al., 2015)."

INTRODUCTION The U. S. Department of Transportation has underway an important new program which will have a major impact on rapid excavation technology. The Transportation Tunneling Program, as it is called, is a coordinated, multi-modal research and development effort. Its goals, if realized, will significantly improve our ability to build the underground structures needed for transportation. This, in turn, will improve transport efficiency, environmental impact, and the energy consumption associated with the movement of people and goods. Tunneling technology research and development had its beginning at the Department of Transportation in the Office of High Speed Ground Transportation (OHSGT). The OHSGT developed and implemented a program in 1965 to provide the technology for underground construction needed to support future high speed ground transportation. In 1967, when the OHSGT was transferred from the Department of Commerce to the Federal Railroad Administration (FRA), the program accompanied that office. The thrust of the FRA program has been cost reduction through the development of new materials, innovative designs, and better construction methods. Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. Underground coal mining systems have kept pace with developments that have occurred in other types of mining. A diversified group of machines are now available with high horsepower motors, built-in microprocessor technology, and numerous options to satisfy miners' needs in various geological environments. The results will be a greater degree of mechanization and recovery of coal from inclined seams, thins seams, and seams mined in lifts from shallow as well as deeper deposits. This article is based on a general suvey carried out by the authors to detemine the current status of mechaniztion and systems development in underground coal mining. It indicates that the next two decades will see increasing use of longwall mining, which has already reached a high degree of sophistication. Automation, remote control, and robotics are the key words of the future. Data transmission from underground to surface and over long distances will be almost routine. Many components of the high technology industry that are just being considered by the mining industry regarding equipment health and perform¬ance monitoring, quality control, application of expert systems, and computer networking will become a routine part of underground mining technology. Within the next 21 years, "manless" mining, first attempted about 25 years ago, will become a reality. Current coal face developments Developments in underground mining equipment, its application, and associated technology have made phenomenal progress compared to those in other types of mining. Room-and-pillar systems, on one hand, and longwall mining, on the other, have sophisticated equipment at their disposal. Both of these systems have become highly productive, with output per manshift about 50% higher than that achieved a decade ago. Smectite is a common impurity in the kaolins of Georgia.This impurity is harmful to the low-shear rheology of kaolin slurries in concentrations as low as a few weight percent. The deleterious effect of smectite on the low-shear rheology is due to the swelling of the mineral. Montmorillonite containing clays were treated to precipitate a compact brucite layer {Mg(OH)2} in the interlayer region of the expandable layer silicate mineral. This treatment forms ahydroxy-Mg-montmorillonite with characteristics similar to chlorite. This treatment effectively reduces the swelling capacity of the mineral and improves the rheological properties of kaolin slurries contaminated with smectite impurities.

Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

The phosphate mining industry is confronted everywhere in the world with financial difficulties and low prices which prohibit further investments and development of new mines even in regions with a comparative cost advantage (North America/ North Africa/ and Middle East). But old mines are being progressively exhausted/ and if no replacement mines come on stream in the near future/ we may soon find ourselves (around the year 2000) with a global annual production capacity of 160 million tonnes of marketable phosphate rock instead of the capacity of 200 million tonnes existing today. Unless prices improve/ phosphate rock/ a non-renewable resource and a vital commodity to world agriculture/ may turn to be in short supply to world fertilizer industry. Whatever the extent of recovery of fertilizer demand/ the expected decline of the production capacity during the 1990 I s is bound to cause the disappearance by the year 2000 of the important surplus characterizing today the supply/demand balance.

Ravensthorpe Nickel Operation (RNO) is a major new mine and processing plant currently being constructed by BHP Billiton in a ?green field? site near the small town of Ravensthorpe, about 150 km west of Esperance and six hours drive from Perth in Western Australia. Ensuring that the project has a positive overall impact on the surrounding region and that this extends well beyond the life of the operation will be a major challenge for RNO, state and local government, and the local community. For the last two years, the Centre for Social Responsibility in Mining (CSRM) has been assisting RNO management and the RNO Community Liaison Committee to develop a community sustainability monitoring framework for the project. This paper reports on the process that was used to develop the framework, describes the main elements and briefly discusses key learnings from the exercise.

Drift excavation by boom-type roadheaders in the San Manuel and Kalamazoo sulfide copper ore bodies has been successfully demonstrated. Geomechanical rock classification in conjunction with detailed geologic mapping has been necessary to assess roadheader performance, and to predict advance rates in the varied rock classes in the San Manuel block caving mine. Rapid excavation and less fractured ground are obvious advantages of roadheader drift excavation over conventional drill and blast techniques. The geomechanical system of Engineers International (1984) can be an effective roadheader performance and ground support tool.

With the world’s ever-growing push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source of rare earths found in the United States is bastnaesite, a rare-earth-bearing fluorocarbonate, mined at the Mountain Pass Mine in California. To increase production, it has been essential to optimize existing processes and create new ones to capture current reserves. This paper presents the results of a research program conducted to expand the understanding of the bastnaesite leaching system. With the help of prior knowledge and thermodynamic calculations, a novel single-stage hydrochloric acid leach system was created to optimize the extraction of rare earths from bastnaesite. Historically, this extraction has entailed the use of a two-stage leach system involving a high-temperature hydrochloric acid leach followed by a caustic crack. We ran a series of single-stage leach experiments by reacting locked-cycle flotation concentrate with hydrochloric acid to test common leaching parameters. The results of these single-stage tests showed significantly higher rare-earth recoveries than the reported recoveries of the historic two-stage caustic crack processes, all while decreasing the number and amount of reagents needed.

Miners working in underground mines where diesel equipment is used are exposed to exhaust pollutants. These include carbon monoxide (CO), carbon dioxide (CO,), nitric oxide (NO), nitrogen dioxide (NO2), sulfur dioxide (SO2), hundreds of different hydrocarbons (HC) and particulate matter. Evidence from animal inhalation studies and limited epidemiological investigations have led the National Institute for Occupational Safety and Health (NIOSH) to recommend that ‘... whole diesel exhaust be regarded as a potential occupational carcinogen ...’ NIOSH further stated that ‘... the excess cancer risk for workers exposed to diesel exhaust has not yet been quantified, but the probability of developing cancer should be decreased by minimizing exposure…’ The International Agency for Research on Cancer(IARC) reached a similar conclusion, saying that ‘... diesel engine exhaust is probably carcinogenic to humans.’ Before these declarations, there was insufficient evidence concerning the carcinogenicity of diesel exhaust. It was well known, though, that diesel exhaust caused less severe problems, such as headache, eye irritation and unpleasant odors. In 1988, a milestone was reached in the Mine Safety and Health Administration (MSHA) regulatory process. An advisory committee recommended a three-tier approach to regulating diesels used underground-approval of diesel equipment, safety and health. Diesel particulate matter may be specifically regulated. In addition, ambient air quality standards are being proposed that will establish a new standard for CO2 and lower the permissible exposure limits for the NO2, CO, SO2 and formaldehyde emissions that originate from diesels and other sources. Additional safety and emission restrictions are also proposed for diesel engines in coal mines. The goal of the US Bureau of Mines (USBM) diesel engine research program is to minimize the health and safety problems associated with underground diesel equipment use. Part of this program is focused on reducing exhaust emissions from diesel-powered equipment used in underground mines.

Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world's economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.' That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. A copper heap leach model, employing leading edge computational fluid dynamics (CFD) technology, is applied to the Zaldivar heap leach operation in Chile in order to explore and analyze the possible impact of operational changes. The effect of changes to the heap operation on copper recovery has been previously investigated and reported by the Zaldivar operation. This paper examines the extent to which a comprehensive heap leach model supports the analysis and conclusions of the published work. The heap is a complex multi-phase process, consisting of a solid static porous media with complex fluid flow, gas and liquid phases, competing solid-liquid reactions, dissolution of minerals and transport through the heap. The model accounts for the physical and chemical features of the heap, including transport and reactions kinetics for the important copper and iron sulfide minerals, ferrous oxidation, bacterial effects, thermal energy, acid and sulfate balances. The model was calibrated to published data on the ore body and employed to analyze the impact of a number of operational changes, including solution flow rate, acidity, lift height, crush size and head grade.

Test work and plant operation confirmed that semiautogenous (SAG) milling is a viable option for Inco's milling rationalization project at Sudbury only if pebble crushing is included. Throughput increases more than 50% with pebble crushing incorporated into the comminution process. The finer product of high-speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems. Inco Ltd.'s Sudbury operations are located in northeastern Ontario, Canada, about 400 km (250 miles) north of Toronto. Inco has 11 operating mines around the rim of the Sudbury basin. The mines currently produce about 11 Mt/a (12 million stpy) of ore. This ore contains pentlandite, pyrrhotite and chalcopyrite in mafic host rocks. The milling facilities are designed to produce 108.8 kt/a (240 million lbs/ year) of nickel as concentrate. This concentrate is further processed through Inco's smelting and refining facilities to produce nickel, copper and several other metals. Before 1991, -200 mm (-8 in.) ore was shipped to two primary mills. The Clarabelle mill had a design capacity of 29 kt/d (32,000 stpd). Frood-Stobie had a capacity of 16.3 kt/d (18,000 stpd). The flowsheets of these mills were similar. Two stages of open-circuit crushing were followed by rod milling and closed-circuit ball milling. The product from the comminution circuit, at 12% +250 mm (+65 mesh), was first passed through magnetic separators to recover magnetic pyrrhotite. It was then sent through a four-stage flotation process. The first two stages produced a high-grade copper-nickel concentrate. The final two scavenger stages produced a low-grade copper-nickel concentrate containing nonmagnetic pyrrhotite.

Clinoptilolite zeolite may offer attractive, cost-effective alternatives for remedial cleanup of old minesites, smelters and other sites with heavy metal contamination. Previous research demonstrates the relatively strong affinity of clinoptilolite for numerous metals and clinoptilolite displays a particularly strong affinity for lead (Loizidou and Townsend, 1987), one of the most toxic and problematic heavy metals. Since clinoptilolite can also selectively absorb some radionuclides and organic compounds, it may offer practical solutions to a wide variety of environmental problems.
