This paper presents design considerations for the major underground elements of the pending BCRUA Phase 2 Raw Water Delivery System Project. These elements include two Lake Taps; an 8,800 LF, minimum 10-ft OD intake tunnel; a suction chamber with 6 Pump Shafts; a 30-ft diameter, 300-ft deep Main Shaft; a 2,600 LF Transmission Tunnel with 78-inch steel liner; and a 130-ft deep shaft on the Transmission Tunnel. The tunnels and shafts will be excavated through the Glen Rose limestone. The design development included consideration for technical requirements, easements, third party commitments, previous local project experience, and constructability based on contractor outreach.

U. S. petroleum demand has increased at a rate greater than that of domestic production. A domestic energy source that is under serious consideration to augment present supply is oil shale. The Green River formation in Colorado, Utah, and Wyoming represents a resource potential containing about 2 trillion bbls. of oil in shales averaging 15 gallons or more per ton or more than 400 billion bbls. in 30 gallon per ton shales. This paper will consider the technological and environmental aspects of developing this resource.

The mine characteristic curve represents the relation between the airflow in a system and the pressure drop across the system. In a single fan system, this relation can be easily drawn by assuming different values of the airflow and calculating the corresponding pressure drop according to Atkinson’s law. In a multiple-fan system this cannot be done for each fan simultaneously. However, an alternative mathematical method for plotting subsystem characteristic curves on subsystem quantity coordinates is outlined here that achieves this objective. The Hardy Cross algorithm has been combined with a switching-parameters technique and has been used to trace subsystem characteristic curves. An example using four fans in a complex network is presented here. This example illustrates the nature of the problem and the difficulty of detecting unstable conditions in this type of network.

All mining operations, including iron ore, maintain a focus of continuous improvement and asset optimisation in their operations. As all the operations in the Mine-to-Mill value chain are inter-dependent, available technologies that address efficiencies across the value chain are once again in the spotlight as companies are driven to improve productivity and maximise mine site profits to increase return on capital invested. Core to continuous improvement is the need to understand the baseline and the impact of changes to the process. In this paper, we discuss some of the key attributes in the mine to mill process, including their influence on productivity and cost, the need for direct measurement and areas where they should be applied. Many initiatives can be considered to improve mine to mill processes. Mining operations are planned and executed based on designs and models to achieve the operation’s objectives. However, there are many variables in the different parts of the value chain, such as blasting, material handling, crushing and screening. Measurement of the key attributes establishes the baseline for Mine to Mill (or Pit to Plant) performance which is necessary to understand the impact of any proposed improvements to the process design and execution and to monitor the outcomes on an ongoing basis to sustain the improvements that have been implemented. We have focused this paper on two types of measurement – blast movement and particle size of materials through the mine to mill process. Several innovative technologies are already available to measure these attributes and assist operations improve productivity and mine site profits.

"RELIABILITY & SAFETY – TOGETHER. REALLY? I was starkly reminded of the challenges facing by the coal industry while talking with a number of senior mining executives. One said to me: “Safety is the #1 priority in our organization but of course, dollars are very, very important!!!” A coal mine worker at the Bluefield Coal Show claimed: “We know our equipment is bleeding hydraulic fluid all over the place but all that matters is getting the coal out”. We all understand. We want our people to go home safely at the end of the day but the coal industry is bleeding – fluids, dollars and real blood. An issue getting plenty of buzz these days is equipment reliability – in mining too! Achieving an optimal return from the massive investments in equipment is a critical requirement for success within a capital intensive industry like coal mining. You can cut costs by scrimping on maintenance, scavenging used parts and downsizing. Or, you can save money by being smarter with your asset management processes. Can we afford to spend money on both safety and reliability? Is one more important than the other? Many leading edge companies from a variety of industries will tell you that you can’t just cost-cut your way to profitability - or even survival. You need to systematically improve the effectiveness of your business. Do reliability and safety both have a place in improving the performance of the coal industry? According to Ron Moore, of The RM Group, the answer is emphatically YES! Ron says: “If you believe in safety, then you MUST believe in reliability and, more importantly, have the appropriate policies, systems, practices and measures in place. If you want lower costs, you must get your processes right. Simple cost cutting will remove resources from your system without changing the underlying system design, and performance will likely deteriorate.” Figure 1 shows the 5+ year results of a large manufacturing company. When plants are running well (high Asset Utilization), then injuries are less likely. Figure 2 plots data from a number of manufacturing plants. If you want sustainably lower costs get your reliability processes right. But these are manufacturing companies, not coal mining operations! It doesn’t matter. The fundamentals still apply. Mining industry thought leaders tell us that manufacturing is 20-30 years ahead of us and we need to learn from them – and do so quickly. Leading companies, no matter the industry, think in terms of operational excellence. They see this as the meshing of people, process and technology to achieve optimal results. Safety and reliability go hand-in-hand. People and equipment are different – but only to the extent that each requires its own relevant, but related, policies, practices, systems and metrics to achieve effective performance."

The acquisition of submarine gravity data using airborne gravity technology is a practical reality. Ocean Floor Geophysics plans to deploy a free-swimming ROV based submarine gravimeter on a commercial basis in early 2009. The submarine instrument is a variant of the well-used GT-1A airborne gravimeter. Airborne gravity surveys are now routine. The primary factor controlling the accuracy of airborne gravimeters is the precision of the GPS measurement of vertical movement of the sensor platform. The gravity measurements along a flight line are the differences between the output of the gravimeter vertical accelerometer and the estimate of the aircraft vertical acceleration using the differential GPS system. The principle difficulty of moving an airborne gravimeter to a free-swimming submarine platform is the necessity to have an accurate real time estimate of the changing elevation and hence changing vertical acceleration of the platform; GPS doesn't work underwater and an accurate estimate of depth fluctuations to the necessary precision is difficult to acquire. It is interesting that the airborne gravity gradiometer technology, which competes with the airborne gravity technology, was first developed as a classified military application for use by missile submarines during the cold war. Gradiometers were developed for this application specifically to avoid this problem. A gradiometer does not require as accurate an estimate of its vertical position to make a useful reading- it measures gravity gradients, not the gravity field itself.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

The Alton Coal project, located in south-central Utah, lies at one point just over six miles from Bryce Canyon National Park. This region of the southwestern United States has been called the "Golden Circle" of national parks and monuments. Can a mine be inserted into this region so that it does not intrude on this spectacular landscape? The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

Several factors contributed to continued declines in mineral-exploration activity in the US in 1985. Low metal prices and, what appears to be worldwide chronic excess capacity in copper, molybdenum, lead, and uranium, have resulted in mineral-exploration expenditures remaining anemic. Economic recovery could result in a healthier mining industry and more cash flow to fund exploration. This is because general economic activity and US mining industry activity have historically been closely linked. However, as the worldwide economic recovery has expanded, the mining sector has continued its downward slide. New cuts in industry exploration budgets in 1985 shocked those who thought the exploration situation could not become worse. Some personnel and equipment had been redirected from base metals exploration to precious metals in the past few years. Last year, continued reductions in exploration sent many professionals out of the mining industry. Recent staff reductions or consolidations of operations were made by Noranda, Chevron, Molycorp, and other exploration companies. The latest data from the Society of Economic Geologists (SEG) summary of exploration statistics show that professional staff at year end in major US exploration companies (domestic and foreign operations) fell from 2355 in 1981 to 1868 in 1983 and 1277 in 1984. By the end of 1985, two economic trends were established that could improve the future profitability of mining and hence exploration. First, the price of crude oil began a decline. If sharply reduced energy prices increase worldwide economic expansion, the substantial excess capacity in some of the base metals industries could disappear, and prices could improve. Furthermore, if energy price declines reduce mining and processing costs significantly, metals may recapture some lost markets. The decline in oil revenues has already encouraged some oil-producing countries, such as Venezuela, to look toward development of mineral resources to earn foreign exchange for debt repayment. Second, the decline of the dollar by 21% during 1985 could also help US producers meet foreign competition. During 1985, industry restructuring continued as many oil companies sold off mining subsidiaries and minerals properties. Gold, silver in new discoveries Precious metals continued to dominate the announcement of new discoveries and exploration projects in 1985. A review of domestic exploration and development activities reported in several industry journals shows that 60% to 80% of these projects were directed primarily at precious metals, particularly gold. Base metals exploration activities frequently involved polymetallic deposits with gold or silver values. Because much of this exploration was done on identified targets (on-property exploration), the decrease in wildcat or grassroots (off-property) exploration may be more substantial than indicated by reductions in total exploration activity. Significant gold discoveries in 1985 included several in Nevada, among them the Genesis property of Newmont (near the Carlin mine), Goldfields' discovery of the Chimney deposit in Humboldt Co., and Freeport's discovery of two mineralized sites near Jerritt Canyon. Gold exploration continued to be focused in the western US and Alaska, but gold production starts at the Haile mine in South Carolina, and the Ropes mine in Michigan as well as Amselco's feasibility studies on deposits near Ridgeway, SC, are evidence that gold exploration is not limited to the West. The dominance of gold projects in exploration is not limited to the US, as demonstrated by gold dis¬coveries and exploration projects in Australia, Brazil, Canada, the Caribbean region, China, Guinea, Ivory Coast, South Africa, the South Pacific islands, and Thailand. From the standpoint of US metal miners, it is perplexing that worldwide exploration and development is also taking place in copper, zinc, tungsten, and other metals with depressed prices. During 1985, the US Geological Survey's efforts to map the sea floor of the Exclusive Economic Zone shifted from the Pacific Coast to the deep water areas of the Gulf of Mexico and to areas off the coast of Puerto Rico and the Virgin Islands. An atlas containing sea-floor maps of the west coast area was published as US Geological Survey Miscellaneous Investigations Series Map 1-1792. Results of the 1985 surveys are expected to be published by January 1987. Exploration trends - Statistical evidence Data from the SEG showed continued decline in the US mining industry's exploration expenditures through 1984. The share of US companies' domestic exploration expenditures directed toward base and precious metals has increased from 51% to 84% from 1980 to 1983 and to 86% in 1984. US mining companies spent about $0.67 of each exploration dollar in 1984 in the US. However, this represents an increase from earlier years. The 1983 data also show that firms spending more than $5 million on exploration accounted for 77% of exploration expenditures. In the October 1988 issue of MINING ENGINEERING, J.G. Wargo's paper discusses the problem of measuring and analyzing permeability, porosity, and fracturing in its relation to in situ leaching of disseminated gold deposits. This paper made me suspect that a good deal of information and analysis may have been done on this in reverse in the petroleum industry. Some years ago, I was involved with the US Geological Survey in a project studying the Devonian shale of the eastern United States. The Devonian shale contains gas deposits that have the characteristic of slowly seeping gas over a very long time period. To understand the rate of seepage, considerable study and analysis was done on the interrelationship of porosity, permeability, and fracturing. The purpose was to find out how and why the gas could escape in the varying rates found in wells throughout the formation. It strikes me that this is the mirror image of the problem faced in attempting to understand how a cyanide solution will travel into a deposit. To possibly invent our own personal wheel a little faster, I would suggest a look at the work done on the Devonian shale. Some of it is contained in "Estimates of Unconventional Natural-Gas Resources of the Devonian Shale," US Geological Survey Open-file Report 82-474, 1982, and "Additional Data for the Estimates of Unconventional Natural-Gas Resources of the Devonian Shale," Open-file Report 83-676, 1983. It is entirely possible that some of this previous work could shorten the time required to make in situ leaching of disseminated gold deposits a profitable technique.

Economic operation of a mine ventilation system must include some means by which operating costs can be quantified and evaluated periodically. Current practice at most mines relies upon the best judgement of foremen, engineers and managers to identify high cost or problem areas in the system and to estimate potential costs and benefits of work proposed to reduce inefficiencies. The problem with this is that significant savings can be overlooked or sub-economic projects may be undertaken when sufficient attention is not paid to the interrelationship between airflow characteristics and corporate financial criteria. In order to accurately determine costs and benefits it is necessary to view the solution of each potential ventilation problem as a separate economic opportunity.

Work has shown that the use of high-pressure water jets enhances the performance of mechanical cutting in very hard rock. To assess the potential of this approach for use in conjunction with free rolling cutters, a series of tests has been conducted using both disc and button type cutters, to determine the relative effects, on cutter performance, of variations in relevant jet and cutting parameters. In these tests it was found that water jet assistance can result in reductions in the forces on a free rolling cutter typically of the order of 40%.

The use of personal computers (PCs) is increasing in underground construction applications, specifically, for estimating, record keeping, construction performance analysis, project cost reporting, and the effective application of construction experience for estimating and aggressive bidding. Applications particularly suited to the PC are analyses of construction performance and differing site condition claims. The advantages of using a PC in the analysis of differing site conditions claims is that the PC: requires quantitative and factual data, allows vast data manipulations, calculations, and sorting, and provides a simple graphic representation of complex data and issues. The restrictions imposed by a PC are conducive to the focus on essential facts, issues, quantitative analyses, and inherently, the truth. As computer thinking is established, a clearer, more precise and accurate focus on the elements of a differing site condition is essential for successful evaluation and presentation.

Mines are constantly trying to improve production processes by optimizing work cycles, reducing operational delays, minimizing costs, controlling equipment utilization, and preventing occupational hazards. Currently, advances in digital mining technologies within the concepts of 5G and Industrial Touch Internet are allowing better control and monitoring of underground mining equipment, with centralized control systems that unify data analysis for proper decision making. A wireless 5G-based platform for controlling and monitoring systems for underground mine operations can be designed over a comprehensive layout in where bandwidth selection, sensor location, Wi-Fi repeaters and power distribution are put together to build a successful supervisory system. In order to confirm the validation of these concepts, a case study is proposed for a medium-sized underground mine with a multi-level network which includes tablets managed by production supervisors, along with other data collection devices installed in semi-autonomous mining equipment, collecting, and distributing data in near-real time, with interconnection to support and services areas on the surface.

An effective elution technique has been developed for recovering uranium from ion exchange resins loaded in the carbonate leaching process. The procedure employs direct elution with acid. In comparison with conventional base elution, the procedure yields eluate of higher uranium concentration, results in a more complete elution, keeps the performance of the ion exchange resin at the fresh stage, reduces acid consumption, eliminates carbonate consumption and reduces waste for disposal. The technique has been successfully demonstrated in the field and patented. It lends itself to commercialization.

In this paper several leaching tests were per-formed to optimize the leaching section of a hydrometallurgical process for the recycling of alkaline and zinc-carbon batteries. Zinc and manganese oxides were dissolved by an acidic-reductive leaching using sulphuric acid and oxalic acid as reductant. Leaching tests were developed according to a full factorial design. The operational variables were pulp percentage, sulphuric acid concentration, temperature and oxalic acid concentration. Additional tests were performed to evaluate the precipitation rate of Mn and Zn oxalates. Finally a hydrometallurgical process were proposed for the recycling of alkaline and zinc-carbon batteries, in which Zn and MnO2 are recovered from purified solution by electrowinning: Zn is recovered as metallic compound, while Mn can be recovered as electrolytic manganese dioxide (EMD), but recovery of further manganese compounds is possible with simple process changes.

The University of Kentucky has developed reclamation cells at a surface mine in southeastern Kentucky to evaluate the impact of spoil handling (reclamation methods) and compaction alleviation methods on the physical properties of replaced growing media and on tree survival rate. From 1997 through 2001, penetration depth, penetration resistance, bulk density, and tree survival data have been collected at the reclamation cells and correlated to determine the relationships that exist between the soil physical properties at the site and tree survival. Regression models have been developed for each reclamation method evaluated using the collected data to predict tree survival rates on reclaimed surface mined lands as a function of the soil physical properties of the replaced growing media. Procedures have been developed for handling soil/spoil during reclamation that can minimize compaction in the replaced growing media. Procedures have also been developed for alleviating compaction in growing media on reclaimed and orphaned surface mined sites. These procedures, if implemented, will increase the potential for reforestation success. Finally, procedures have been developed for collecting soil physical property data for use in evaluating the suitability of spoil conditions for reforestation.

The first part of this two-part article summarizes the result of a 10-year, multimillion dollar research and plant testing program involving operating mining companies throughout the world. The program was aimed at developing a better understanding of the influence of slurry rheology on the performance of mineral/coal grinding circuits. Part 1 presents the basic concepts identified, including typical laboratory results showing the influence on grinding behavior of controlled changes in percent solids, particle size, slurry temperature, and viscosity control chemicals. Part 2, in January, will illustrate typical industrial scale test results on both open and closed circuits using the concepts presented in Part 1. Special emphasis will be placed on identifying some industrial operating implications of controlling rheology by different methods. Introduction The industrial-scale practice of wet grinding minerals and coals in tumbling media mills (ball, rod, and pebble) is well-known to operating mineral processing engineers and plant design personnel. Over the last century, considerable experience and data has been collected, correlated, and put into rules or guidelines for successful circuit design and operation. Typical factors influencing circuit throughput that have been analyzed in some depth are mill diameter and length, grinding media size and loading, feed and product particle size, mill power use, and the interaction of classifier type and efficiency with the grinding device. Until recently, knowledge of slurry rheology influence on large scale grinding circuit performance has been limited. Even today slurry rheology effects are essentially ignored in plant design. Indeed, in most plant operations only qualitative guidelines are followed. For example, too thick a slurry causes throughput losses and too thin a slurry uses excessive water or causes water handling problems such as pumping limitations. A search of published literature and numerous discussions with experienced plant operating personnel has shown an awareness that changing the percent of solids in the mill influences grinding or the response of grinding involving fine feeds versus coarse feeds. However, most the work identified relative to rheology effects in mineral/coal grinding was qualitative. Even in the few studies that were more quantitative, the scope of the work was usually too narrow to draw general conclusions. Also, the detailed rheological characterization tied to observed breakage and the combination of laboratory to industrial-scale testing that is required to develop a broad understanding of any factor influencing grinding had not been done. In this environment, this detailed program began in 1967. It had three distinct goals: • To develop a basic understanding of slurry rheology influence on breakage characteristics in the laboratory. • To test general rheology concepts developed in the lab on the industrial scale. • To develop a commercially viable chemical approach to controlling slurry rheology that would lead to the use of chemical grinding additives or grinding aids. The goals have been met, at least in part, this year. A small fraction of the extensive laboratory and plant results have been made available in published literature. Much of the research program dealt with identifying and developing chemical grinding aids, but a lot of useful and practical information on percent solids, particle size, and slurry temperature influence on grinding circuit performance also was collected. The purpose of this article is to present a clear and concise sum¬mary of the results of the entire program. The importance of rhe¬ology control in grinding circuit behavior will be demonstrated using a series of carefully per¬formed industrial scale experi¬ments (both open and closed cir¬cuits) that have not yet been reported in general literature. Mining companies participating in the test program on a proprie¬tary basis have found the informa¬tion in this article to be useful in better understanding and improv¬ing circuit performance. Viscosity Effects in Grinding Studies In this program&apos;s previous labo¬ratory studies, it was shown that there is a consistent pattern of change in specific rates of break¬age of both mineral and coal slur¬ries as slurry fluidity changes. Using the net production rate of material smaller than some spec¬ified size-for example, kg/hr of <75 µm (200 mesh)-as an index of mill production in a standard batch mill test (with a given feed material, feed size, mill, and mill conditions such as constant time of grind), the following facts were established (see Fig. 1): • The normal range of low den¬sity, low viscosity slurry (region A) gave no variation in mill produc¬tion. The measured rates of break¬age exhibited normal first order grinding. • Grinding of a somewhat higher viscosity slurry (region B) could give increased production. The higher viscosity was obtained

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy&apos;s mineral sector. Where once mineral availability problems were relegated to the newspaper&apos;s business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation&apos;s most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government&apos;s executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps.
