America's bulk commodity transportation systems have taken on a new look in the 1970's and 1980's. Railroad systems, barge lines providing inland and intra- coastal waterway transportation, and Great Lakes carriers have undergone substantial changes through mergers and acquisitions, consolidations of ownership and control, and construction of modern intermodal transportation facilities linking railroads and water carriers. The new look has generated some concerns and opportunities with regard to producers and shippers of bulk commodities which are characterized by the necessity of moving large quantities of heavy materials long distances. Clearly such transportation requirements call for efficient railroad and water carrier services. Shippers of commodities like coal, grain, .chemicals, minerals, ores, forest products, petroleum products, and heavy manufactured goods find reductions in transportation competition lead to concerns that rates charged by carriers will not be sufficiently constrained by market forces. At the same time, new policies on contracting for railroad services can lead to greater efficiencies, a rewarding opportunity for carriers which should be shared with shippers and consumers of bulk commodities. Then, of course, there's a related problem that in the absence of effective competition, the benefits of increased carrier efficiency will not be passed on, in part, to shippers and consumers, causing losses in markets for producers.

Operators are often challenged with the management of water throughout the life cycle of a mine. High water levels can lead to physical or chemical instability of water-retaining structures. Operators need to predict changes in water levels to make timely operational decisions and plan for contingencies, particularly in remote legacy mines. A closed mine in northern Canada with no permanent on-site personnel had a simple water balance model that was effective for decades to inform annual water treatment operations. In recent years challenging water quality and more stringent effluent quality criteria has strained those treatment operations and led to more water being stored. Additionally, the region has experienced more precipitation and higher water levels, which have triggered emergency response activities. A calibrated probabilistic model was used to provide enhanced prediction capabilities and to identify key sensitivities in the water balance for monitoring. A several-year case study shows the value that this modelling tool provided for mobilizing personnel and performing response actions, particularly the inclusion of probability paired with forecasted pond water levels. Annual drawdown targets were subsequently established which provided more certainty in scheduling of annual treatment operations

The Two Rivers Water Reclamation Authority (TRWRA) in Monmouth County, New Jersey, is replacing its aging Pleasure Bay Interceptor (PBI) with a new 54-in interceptor in a 3,250-foot long 8 to 10-foot diameter tunnel and a new 50-mgd main pump station (MPS). A comprehensive phased geotechnical investigation was performed, including SPTs, CPTs and geophysics. A channel filled with soft marine sediments was identified. The tunnel is set in stiff to hard marine soil to enable using a less expensive open-face TBM. The thickness of tunnel cover under the channel is optimized through numerical analyses to avoid a deeper pump station yet maintaining tunnel stability with controlling seepage.

The Parallel Thimble Shoal Tunnel (PTST) project is a part of the Chesapeake Bay Bridge- Tunnel (CBBT) complex. The project involves the construction of a two-lane bored tunnel under the Thimble Shoal Channel between Portal Island #1 (the southernmost island) and Portal Island #2. The new PTST will be the rst transportation tunnel constructed in the Mid-Atlantic region by a tunnel boring machine (TBM). This paper describes the design and construction of the tunnel approach structure in an open marine environment with the strategies employed to overcome the various construction challenges. The project is unique since the entire tunnel approach structure is built on a very limited area within an open marine environment without any reclamation of the existing island.

INTRODUCTION Uranium mine inspection in Canada forms one element of the enforcement of the Atomic Energy Control Act; it is under this Act that all Canadian uranium mines and mills are licensed to operate. Inspection duties are carried out by a small core staff of federal government inspectors (working for the Atomic Energy Control Board (AECB)) largely supplemented by provincial mine inspectors working on behalf of the AECB. Unlike most resource extraction in Canada, uranium mining is under federal jurisdiction and consequently it was the AECB who decided in 1975 that changes in the Canadian uranium mining industry, particularly its expansion and the expanding role of the mine inspector in the limiting of exposures, warranted the offering of a special radiation protection training course. The Uranium Mine Inspector Training Course (UMITC) was first conducted in 1976 at the Elliot Lake Centre in Elliot Lake, Ontario. Subscription for the course was not limited to mine inspectors to enable union stewards, management personnel and provincial/federal labour inspectors to attend. This paper will present an outline of the course content, the format of its presentation and non-curriculum aspects of running a course of this type in uranium-producing community. The core lecturers for UMITC are drawn from the Radiation Protection and Uranium Mine Divisions of the AECB. In addition, guest lecturers are invited from universities and medical research centres together with industry professionals and government researchers. In all some twenty-four plus presentations are made over the first five days of lectures. The program topic areas, hazards, controls, measurements, record-keeping and health effects are preceded by an intensive half-day session on radiation fundamentals. TOPICS Hazards [Dust] A review of the dynamics of airborne particles including the effects of particle size, gravity and wake-turbulence on the behaviour of dust clouds. Associated topics are migrational aspects of dust particles and specific dust-generating mine operations. [Radiation] Canadian uranium mines are increasingly diverse in nature ranging from large scale low-grade underground operations in Elliot Lake to smaller high-grade open pits in Saskatchewan. Papers are presented on assessments of internal and external exposure, the metabolic pathways of ingested or inhaled radiation and the specifics of mine and mill hazards. Radiation hazards are further broken down into gamma surveys of uranium mines, radon daughter concentrations and problem areas. Controls The relationship between mining methods and the operating environment is critically important to ensuring safe working conditions. This refers to both the selection of machinery/devices, etc., and to engineering controls which are instituted to remedy problems created by new technology. UMITC examines a number of possible mining techniques, their criteria for selection and impact on the working environment. Control measures, ventilation practices and design, the need for continuous water misting and special open-pit precautions are presented. These lectures frequently conclude with suggestions for better operating guidelines for mine ventilation systems and the need for greater co-operation between the ventilation department and the underground crews. Measurements Uranium mining regulations stress the need for a high standard of exposure monitoring, statistical planning and record-keeping. [Statistics] Although many course participants are well versed in statistics, certain fundamentals are repeated and include, the concepts of mean, variance, standard deviation and standard deviation of the mean. Confidence levels, decision-making based on sample statistics and statistical records are also discussed. [Dust Measurement] Dust measurement is particularly critical in the mines where the high silica content of the ore body, such as those at Elliot Lake, results in the continuous generation of dust. Sampling practices, filtration, impaction, thermal impaction and electrostatic precipitation are explained together with the methods of counting samples to determine free silica. Konimetric and gravimetric techniques for dust sampling are compared and contrasted. [Radiation Measurements] Both collective and personal dosimetry systems are used in the Canadian uranium mining industry and lectures are presented on each. Techniques and possible sources of error are discussed for a variety of radon and radon daughter measurement methods - Lucas method, Tsivoglou and modified Tsivoglou, Kusnetz, Rolle. Instant working level meters and personal alpha dosimeters are explained in terms of calibration, maintenance, readout and estimation of accuracy. The Stillwater Mining Co. is a partnership of The Pittsburg & Midway Coal Mining Co. and Manville Corp. The Stillwater Mine, located near Nye, MT, is the Western Hemisphere’s only primary platinum-palladium deposit. The mine began production of flotation concentrates in March 1987. In the fall of 1987, an integrated pilot plant testing campaign of electric furnace smelting and oxygen-blown converting confirmed the feasibility of further upgrading to semi-refined matte, or “white metal.” In the summer of 1990, the production smelter was brought on line. The record of the discovery and development of the Stillwater deposit, mine and concentrator has been summarized in several articles (White, 1987; Kennedy, 1987; and Hodges and Clifford, 1988). Similarly, the pilot campaign to test the feasibility of treating the flotation concentrates in an integrated smelting plant has been described (Hodges and Clifford, 1988; Matousek, et al., 1989; and Matousek and Whellock, 1990).

Process plant modeling in the computer environment has been developed over the past 40 years by implementing the comminution models formed by the Julius Kruttschnitt Mineral Research Centre, University of Queensland, in the early 1970s. The models for the other processes in a mine value chain, such as blast fragmentation and flotation, were continuously developed and improved in parallel as well. Other research and commercial entities have also developed process modeling methodologies in the computer environment, which evolved as specialized commercial software or through equations set up in Excel spreadsheets. These were performed on a local computer, in thousands of simulations over a long period of time due to hardware limitations and the lack of a fully automated process. This limits the application of detailed process simulations for scale-up and strategic planning analysis, as they require many simulations to cover all possible scenarios which would take a lifetime when using local computers. The Integrated Extraction Simulator (IES), as the next generation of cloud-based software package, has made it possible to run simulations on the entire operation value chain in the same platform, including drilling and blasting, crushing, grinding, flotation, and other downstream process and material-handling units. This capability has allowed IES to handle multivariable simulations across the mine value chain, including pre-concentration and in-pit size reduction, and modify the process simultaneously.

Recent mining regulations have increased the need for detailed engineering and environmental information pertaining to the hydrogeologic environment in mining areas. The cost of obtaining such hydrogeologic information has also increased. After mineralization of potentially economic grade ore and tonnage has been identified, and after completing preliminary mining feasibility studies (suggesting that development is merited), a second exploration phase can incorporate a simple, cost-effective baseline hydrogeologic data reconnaissance program that is limited but useful. Using exploration drill holes only, this program can provide a direct indication of where ground water is encountered. Also, reasonable estimates can be made on the relative production of water from various water-bearing strata, a composite potentiometric surface map can be prepared, and the general chemistry of the ground water can be characterized. This article outlines what typical baseline hydrogeologic data are needed and describes how it can be easily obtained during exploration drilling. Introduction Major engineering and environmental ground water parameters can be identified early in a project by using, drill hole data obtained from a mineral exploration program, designed by the mine geologist and hydrogeologist. Most importantly, data obtained in the exploration drilling program can be used to design a logical, defensible, and cost-effective baseline ground water data reconnaissance and monitor well program, which would be required for mine design and ultimately for mine permit approval. Drilling Where possible, exploration drill holes should be drilled with conventional rotary drilling equipment using air or, if necessary, water as the drilling fluid. Rotary air or water drilling generally allow good delineation of the first major saturated or water-bearing zone. If mud must be used during drilling, distinct hydrogeologic zones can still be defined, although the task may be considerably more difficult. Water Levels Static water levels can be obtained from selected exploration drill holes at specific depths while additional boreholes are drilled. Such measurements should not, however, be conducted until the hole has been developed with air (no water) and has stabilized at each of the depths to be measured. Such water-level information can be particularly useful when more than one aquifer exists. Where mine development is eminent, the hydrogeologist should install 50-100 mm (2-4 in.) diameter PVC casing in select drill holes. The PVC should be slotted, gravel packed, and properly sealed so additional hydrogeologic data can be collected for specific hydrogeologic zones at a later date. Such data could include water level information, permeability estimates based on injection and /or pumping tests, and water quality data. Where casing is not installed in drill holes, or when the drill holes are abandoned, the holes should be properly grouted and back-filled to the ground surface to prevent potential future ground water contamination. Monitoring Air Lift Water Production Estimates of the relative production from various water-bearing strata can be obtained from selected exploration drill holes. ION FLOTATION was introduced by F. Sebba in 1959. This technique permits the recovery of metal ions from solution through the introduction of an appropriate cationic or anionic surface-active agent into the solution. The surface-active agent, called a collector, is added in stoichiometric amounts in relation to the metal content of the solution. It reacts with the metal ion to form an insoluble soap, and is levitated to the surface by gentle bubbling of air to form a foam which collapses into an insoluble scum. The optimum conditions for the ion flotation with soaps of C10-16, fatty acids are shown in Table 15-1. "The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 established the Office of Mine Safety and Health (OMSH) within NIOSH and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. Subsequently, Congress provided additional funding to NIOSH to initiate and continue the program. OMSHR has fulfilled this Congressional mandate through annual Broad Agency Announcement (BAA) solicitations, directed Requests for Proposals (RFP) and Inter-Agency Agreements (IAA), and has further expanded the program through capacity building BAA contracts with U.S. university mining departments in the areas of mine ventilation and ground control. This paper describes the extramural funding program and broadly examines the results of the 150+ contracts issued to date, grouped into key focus areas. INTRODUCTION The Mine Improvement and New Emergency Response Act (MINER Act) of 20061 established the Office of Mine Safety and Health Research (functioning as the Office of Mine Safety and Health Research or OMSHR) within the National Institute for Occupational Safety and Health (NIOSH), and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued over 150 contracts focused on worker health and safety. Initial funding for this program was provided by Congress through two Emergency Supplemental Appropriations (ESA) and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation; ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website2 and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously.3"

What had been considered impossible for a long time, has been achieved by Herrenknecht experts together with the Swiss company Marti AG: unmanned segment production on the working line. The moulds open and close autonomously with the help of a hydraulic system. A robot cleans and greases the moulds at one work station and inserts the injection sockets at another. The next step will include further automation and digital networking of all processes from production to installation in the tunnel.

Optimization of a three-dimensional (3D) underground stope layout is complex given the number of variables and constraints to consider, such as the stope size. Determination of the appropriate stope size in stope layout optimization problems is a complex process that must consider several factors including placement of infrastructure and development, production scheduling, and equipment selection. An inappropriate stope layout can result in unrealistic expectations for a production schedule, consequently negatively affecting the derived economic value. Therefore, this paper used a dual interchange algorithm (DIA) to evaluate the effect of stope size on the stope layout economic value (SLEV) for a synthetic Platreef mineral deposit planned for extraction using sublevel open-stoping. The results showed that generally as the stope size increases, the SLEV decreases. This aligns with practical mining because larger stope sizes have a higher chance of incurring more dilution which reduces economic value, while smaller stope sizes enable more flexible extraction where unprofitable blocks can be left unmined as waste, thus increasing the derived SLEV.

"In early 2014, Nicholson Construction Company was awarded, together with its tunneling sister company Bessac, the Norris Cut Miami Tunnel Project. The 2.5-meters diameter segmental lined tunnel, 1600-meters long, is aimed to replace the existing 54” force main connecting the Waste Water Treatment Plant (WTP) on Virginia Key to Fisher Island. To overcome project challenges such as the highly permeable limestone of the Fort Thomson Karstic Formation (one of the most permeable formation in the World), the project team has developed State of the Art solutions: The TBM was launched with pipe-jacking technique for the first 70-meters and then converted to segment erection mode. It allows substantial schedule savings and drastically reduces the size of the circular launching shaft. The TBM, jointly designed and manufactured by Bessac and Herrenknecht, can convert from slurry to EPB mode within a few minutes. The cutters can be replaced by wet divers thanks to an innovative application in the TBM industry. PRESENTATION OF THE PROJECT The aim of this project is to replace the existing 54-inch force main pipeline which transmitted all sewage collected from Miami Beach, Surfside, Bal Harbour, Bay Harbor, North Bay Village and Fisher Island to the Central District Wastewater Treatment Plant (CDWWTP) to Fisher Island. The existing pipeline consisted of pre-stressed concrete cylinder pipe which is in poor condition in a number of locations and could be subject to sudden failure. An adjacent portion of this existing force main under the Government Cut (North Fisher Island) has already been replaced as part of a previous design-build contract and involved the installation of a 60-inch diameter fiberglass-reinforced mortar pipe installed inside a micro-tunneled casing."

"A walk through the exhibit hall or a glance at the technical programing that was offered at the 2019 SME Annual Conference & Expo and CMA 121st National Western Mining Conference in Denver, CO, Feb. 24-27 makes it evident that the mining industry is an innovative one that is on the cutting edge of technology. However, a glance at the nearly 6,700 attendees of the conference and it is also evident that while the industry is moving forward at a rapid pace in some areas, it is lagging behind in terms of diversity, both in gender and ethnicity.At Monday morning’s keynote session, Hannah Ubi, a millennial and a public speaker who joked that she is the proud owner of a sixth-place swimming trophy and a number of participation medals, addressed a full house that consisted of many men with gray hair or balding heads. The issue of an aging workforce that is rapidly being depleted by retirements is not a new one for the mining industry. In fact, it has been a concern for the industry for more than a decade. The central question has long been, “when the current senior-level people begin to retire, how do we replace them, and how do we fill the knowledge gap that is walking off into the sunset?” SME has been on the front lines in searching for solutions to the impending problem and, along with industry partners, has worked hard to develop programs that will address these issues. Among other efforts, the Society has developed a Ph.D. fellowship program to encourage people to remain in academia to teach the next generation and to help train the next generation to take over in the private sector.“The SME Foundation’s Ph.D. and Career Development Grant program is exceeding expectations at this point with two Ph.D. students graduating and taking a position in academia and two professors achieving tenure,” SME Executive Director Dave Kanagy said during the conference.The Society’s Minerals Education Coalition (MEC) has done its part to help educate future generations about the mining industry with initiatives like EngineerGirl, the Boy Scout Merit Badge and Move Mining, the Shark-Tank-style competition that was held on Monday with five finalists competing for the top prize (ME, April 2019, page 53)."

This is the first in a series of studies commissioned by the European Environment Agency that aim to raise awareness of the use of economic instruments and assess their effectiveness. The emphasis is on sharing good practice and increasing knowledge and understanding across European countries in this emerging policy area. A methodology for evaluating the effectiveness of economic instruments has been developed and this will examine whether the inclusion of economic instruments in complex policy packages can improve the overall performance, particularly as a prevention tool in terms of resource use and waste generation The focus for this initial study is the use of aggregate taxes in four EU countries which include the Czech Republic, Italy, Sweden and the UK so that a range of experiences (e.g. geographical, political etc.) can be included. The findings will be used to inform and influence future policy development in other EEA countries. The methodological approach is divided into two main sections: - Technical analysis, which covers quantitative and qualitative analysis. - Process design, i.e. who should be involved when, where and how. Process design is essential if the full learning benefits are to be gained from the technical analysis, which is the ultimate objective of these evaluations.

A parametric study was conducted using FLAC3D numerical models to examine the impact of oblique loading on the strength and yield pattern of a stone pillar using two simplified geometry types. In type-1 the side walls of the pillars were assumed to be perpendicular to the roof and the floor, while in type-2 the side walls were assumed to be vertical. These two geometries are frequently used to simplify/model the creation of pillars in dipping mines. Results from the numerical modeling indicate that dipping pillars have reduced strength compared to horizontal pillars, and they are at an elevated risk of failure. Also, an asymmetric failure propagation pattern could be obtained depending on the interaction between the pillar width/height (W/H) ratio, seam dip, in situ stresses and pillar geometry.

Breakage, handling and treatment techniques that result in the placement of greater quantities of coal in fixed volume haulage units such as ships, railroad cars, trucks, mine cars, shuttle cars and scoops can do much to increase productivity by improving bulk density to reduce delivered cost, surprisingly enough, only in steel industry by-product coking has this subject been investigated and applied to practice, where as much as 20% or more productivity has been achieved. Research at UK Mining using popular coal mine loading cycle simulators shows that for typical Central Appalachian mining conditions a 10 to 20 percent gain in bulk density can produce a 15 to 30 percent increase in the loading cycle time of fixed volume shuttle-car/scoop based mining systems.

The Atlanta Plane Train project at Hartsfield-Jackson Atlanta International Airport employed the progressive design-build approach. This provided opportunities for collaboration between the design-builder, design engineer, and owner and the implementation of innovative design and construction approaches. The innovations have reduced risks, allowed for adjustments during design to accommodate new challenges, and provided open-book cost and schedule evaluations. The progressive design-build approach has also allowed for pricing of work to occur in phases—capturing the design/construction challenges as the project evolves and when they are more clearly defined. While this has allowed for pricing to be performed with better project understanding and therefore less contingency, the associated time frame for approvals has required careful consideration to avoid impacts to the schedule. This paper discusses the benefits and challenges of the progressive design-build approach.

INITIAL PRECONDITIONS To solve tile problem of using the potential reserves of the different coal ranks efficiently (the coal reserves being many times superior in quantity to those of natural gas and oil) one must realise an integrated estimation of the coalfields' and coal deposits' reserves. The actuality of this problem increased especially in the recent years, when the Russian coal industry is being restructured. A structural reorgaisation of this industry, in order to in- crease its efficiency, covers a large spectrum of social and economic problems, comprising a withdrawal from mining the coal reserves that are unsafe from the standpoint of economy and labour protection. According to the information supplied by the 'Rossoogol' company, the Russian coal industry, accounting for abut a fifth of the world coal reserves, has a rather unsafe resource base, for about 5% of the reserves involved in mining do not correspond to the world practice conditions, regarding the coal grade, thickness, geological conditions, proneness to coal and gas outburst hazards. These concern first of all the Moscow, Kizelovsk and Donetsk coal basins, the Prokopievsk-Kiselevsk district of the Kuzbas basin and several other coalfields. Thus, the problem of efficient potential coal reserves' utilization calls for a paramount solution of two basic problems, namely: a) a comparative coalfields' and sections evaluation, and their ranging, in accordance with their industrial importance; b) choosing the 'active' reserves good to be efficiently mined under the present-day conditions. PRINCIPLES OF EVALUATION The investigations that had been carried out make it possible to formulate the following basic principles of the coalfields' reserves' estimation (or assessment). 1. The necessity, possibility and expediency of coal reserves' industrial exploitation are determined by a set of natural, technical, technological, practical, economic, environmental and social factors, thus calling for an integrated and gradual approach to problem solving. 2. One cannot consider the results of same reserves' estimation as being invariable because the former depend both upon constant (mainly natural) and market demands for different grades of coal (those of different power engineering and technological situations), capital investments, material and labour resources, economic (price-forming), technical, technological, environmental and other factors. 3. The rational size and sequence of the operating mines' and reserve sections' resources' involvement into mining depend upon the final aim of posing the problem, whose variants may be (the corresponding limitations being considered) providing for a maximum run-of-mine output (these essentially featuring the past stages of the industry's evolution); providing for a maximum efficiency, measured possibly by the specific or absolute indices of profits an expenses, labour productivity e. al. ; providing for a maximum extraction (maximum integrate utilization) of the known reserves. In this case an important park goes to the economic evaluation (or assessment) of useful application of the by-products being extracted (methane, mine water, rack) compared to the expenses necessary for their utilization. Therefore the prospective approach to be considered is the one providing for an integrated organization and choice of the optimum combination of the variants of the ways to use the mines in operation and the free sections of the region in order to satisfy the growing up requirements for coal rather than the one providing for individual mine sections' resources' evaluation. 5. The future possibility and expediency of coal reserves' industrial exploitation will depend upon the prospects to implant at the mines in operation and reserve sections new engineering and technological elements and coal extraction technologies which may essentially change the actual idea concerning the coal reserves worth of being developed in an efficient way. For example, reserves not available to be exploited using conventional coal extraction technology may be regarded as potential resources for in situ gasification, e. g. the operating mines' reserves (non-commercial and non-mined commercial ones), balance and outside balance reserves of the free sections having proved not available to be mined using conventional coal-extraction technologies, as well as the non-extracted reserves of the abandoned and closed mines.
