No group has been harder hit by the problems confronting the coal mining industry than small, independent surface mine operators in the eastern US. Burdened by costly government regulations, major capital shortages, declining productivity, high unemployment, and idle and closed mines, many in the industry think the breed will not be able to survive much longer. But there are a few sole owners fighting to remain independent-and succeeding. John Wagner is running a coal stripping operation in northwest Pennsylvania on a unique blend of aggressive management and marketing, support from a team of blue-chip professionals, and some unusual tactics. Though Wagner's approach is hardly an across-the-board formula for survival-he is currently reorganizing under Chapter 11 of the Bankruptcy Reform Act-a look at his operation helps illustrate some of the unique problems confronting eastern surface miners.

"A lot of incorrect, dangerous and misleading statements about the effect of CO2 on the human body can still be found in the internet, the media and in books. It is a fact that already low concentrations can lead to critical reactions, higher concentrations cause a narcosis. The real effect is not a lack of oxygen but an inner suffocation. The breathing reflex is decreased and the transport of oxygen in the blood is reduced due to a low pH value of the blood. Furthermore a reduced oxygen content in the air can also lead to the failure of diesel engines. MOTIVE Different gases can appear in active mines as well in abandoned mines, adits and caves. The most dangerous gases are CO, NO/NO2, H2S, SO2, CH4 and CO2. Although the general danger arising from these gases is mostly known some aspects are underestimated. Furthermore misleading or wrong statements exist about the detection and the effect of gases on the human body. This is especially true for CO2. In the last years a couple of accidents happened with a great number of injured persons and unfortunately also some fatalities. As a result wrong information and comments about the effect of CO2 have been published in the media. A huge unexpected CO2 outburst in a potash mine showed again some additional problems and limits for rescue troops. ORIGIN OF CO2 AND MISLEADING STATEMENTS ABOUT THE EFFECT ON THE HUMAN BODYCarbon dioxide can appear as free gas in the earth crust. It is especially known in significant concentrations in some potash deposits, in hard coal mines and some caves. Furthermore it can be formed due to complete oxidation of carbon. It can appear in technical processes. It is also used for or in technical processes, as fire extinguishing agent, as cooling agent, it is contained (added) in sparkling water or other soft drinks and it is formed by fermentation processes. Up to today a lot of wrong information about the effect of CO2 on the human body is published or is still in the mind of many people and unfortunately even in the mind of members or leaders of rescue troops. On August 16th 2008 a faulty CO2 extinguishing installation in the city of Mönchengladbach/Germany caused the injury of 107 people and the evacuation of further 150 people /1/. People on the streets became unconsciousness and felt down. Fortunately all could be rescued due to the immediate rescue operation of local fire fighters. Furthermore the CO2 concentration on the ground was diminished by help of a helicopter. What could have happen with the engine will be discussed later. After 6 days a second similar accident took place /2/. In the news members of the rescue teams explained that CO2 leads to suffocation due to a lack of oxygen. This is wrong! Also cave explorers often say that a burning candle can detect a low oxygen and/or high Carbon dioxide content in the air. This is also wrong and deadly dangerous! Similar statements we find nowadays in the internet /3, 4 and many other/. In a forum “science and mathematics > chemistry” several people say that winegrowers go with a candle into the vine-cellar to detect CO2 /5/. Again: this can be deadly! Another dangerous statement is that CO2 in higher concentrations leads to headaches so people should leave such areas. A last example found in the literature is that at 3 % the breathing volume is doubled and at a concentration of 20 % one can felt some warmth on the skin. Both is not wrong but can lead to false conclusions. /6/"

The United States contains one of the world's largest reserves of uranium. Domestic production and exploration activities, however, have declined since the early 1980s due to weaker-than-expected growth in nuclear power demand and to foreign competition. The main result has been that more costly and less productive conventional mines and mills have closed. Meanwhile, industry productivity as measured by uranium output per employee has increased threefold since 1980. At the end of 1992, only six plants, all nonconventional, were operating in the United States. Due to cost considerations and increased environmental awareness, any additions to existing capacity are expected to be met through nonconventional in situ leach plants.

The Yindaruqin Irrigation Project is designed to irrigate 57,000 ha of land in the central part of Gansu Province of People's Republic of China. Water for the Project will be diverted through an 87 Km long feeder canal which will convey 36 cubic meters per second from an intake on the Datong River. (Fig. 1) The feeder canal consists of approximately 10 Km of open channels, 75 Km of tunnels and 2 Km of siphons and aqueducts. This is the biggest self-flowing irrigation water control project in the Northwest of China and it is among the most interesting projects in China for the geological and environmental conditions. Nearly half of the investment in the Project is a World Bank Loan and contractors were chosen by means of international bidding. The Italian Company, CMC Ravenna, succeeded in answering the bidding for the construction of tunnels 30A and 38, perhaps the most difficult in the Project, submitting a TBM alternative to the conforming drill and blast contract recommendation.

"As engineers, we are trained to use logical, rational problem solving to insure our mines operate at maximum efficiency. We tend to use the same technical approach to design safety into all mining systems. This works well for machines, but not so much for the human component. Recent insights in the field of behavioral economics provide useful ideas for addressing the fact that we are driven by emotions more often than by rational thought. Understanding the nonrational aspect of human behavior is an important piece of any safety system design. INTRODUCTION The most common economic model is based on humans making rational decisions; that given the proper information, we will make a logical, rational decision based on what is best for ourselves (Ariely, 2009, p. xviii). In many cases this is an accurate description of how we make decisions. As an engineer, I was trained to apply the precision of mathematics and logic to solve problems. As an engineering professor, I now teach this approach to bright young minds preparing them for a life of professional effectiveness as practicing engineers. That said, we are not only rational. Daniel Kahneman, winner of the Nobel Prize in Economics, describes a model for how we think (Kahneman, 2011). System 1 is the part of our mind that is fast, intuitive, and emotional; while our logical, slower, and deliberative mind is System 2. According to Kahneman’s model, System 1 runs automatically, most of what you think and do originates in System 1. System 2 takes over when things get difficult, including the application of math and logic, and the resolution (or avoidance) of conflict. As engineers, we would typically assume that we operate in System 2 mode most of the time. This is where the model becomes useful, for Kahneman points out two important aspects of the dynamic between the two systems in our mind. First, System 1 has biases, systematic errors that lead to answering questions with an easier answer (rather than a right answer) before System 2 is engaged. Second, we can be blind to the obvious, and also be blind to our blindness. Complicating things further, System 1 cannot be turned off (Kahneman, pp. 24-25)."

INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. Acid mine drainage (AMD) forms when sulfide minerals are exposed to oxidizing conditions in coal and metal mining, highway construction, and other large-scale excavations. Iron sulfides common in coal regions are predominately pyrite and marcasite (FeS2), but other metals may be complexed with sulfides forming chalcopyrite (CuFeS2), covellite (CuS), galena (PbS), and sphalerite (ZnS). Pyrite commonly occurs with these other metal sulfides thereby causing AMD where Cu, Pb, and Zn are mined. Upon exposure to water and oxygen, sulfide minerals oxidize to form acidic, sulfate-rich drainage. Metal concentrations in AMD depend on the type and quantity of sulfide minerals present. The drainage quality emanating from underground mines or backfills of surface mines is dependent on the acid-producing (sulfide) and alkaline (carbonate) minerals contained in the disturbed rock. In general, sulfide-rich and carbonate-poor materials produce acidic drainage. In contrast, alkaline-rich materials, even with significant sulfide concentrations, often produce alkaline conditions in water. Approximately 20,000 km of streams and rivers in the United States are degraded by AMD. About 90% of the AMD reaching streams originates in abandoned surface and deep mines. Since no company or individual claims responsibility for reclaiming abandoned mine lands (AML), no treatment of the AMD occurs and continual contamination of surface and groundwater resources results. The oxidation of iron disulfides and the generation of acidity occur through several reactions (Stumm and Morgan, 1970). The chemical equations can be found in Caruccio and Geidel (2000). If any of the processes represented by the equations were slowed or altogether stopped, the generation of AMD would also slow or cease. The equations show that 1000 Mg of rock containing 1% sulfur, all as pyrite, would yield upon complete reaction 31.25 Mg of acidity. Therefore, 31.25 Mg of 100% CaCO3 would be required to neutralize the acidity. The alkaline content of overburden determines whether there is enough neutralization potential (NP) to counteract the acid produced from pyrite oxidation. Of the many types of alkaline compounds present in rocks, only carbonates and clays occur in sufficient quantity to effectively neutalize AMD. A balance between the acid-producing potential and neutralizing capacity of an overburden sample will indicate the ultimate acidity or alkalinity that might be expected in the material upon complete weathering. Accurate prediction and control of AMD before surface mining require an understanding of three important factors: 1) overburden geochemistry, 2) method and precision of overburden handling and placement in the backfill during reclamation, and 3) the postmining hydrology of the site.

The US Bureau of Mines investigated cold-cutting alternatives to oxyacetylene torch cutting of metal. The alternatives examined were a pneumatic circular saw with an abrasive cutting wheel, a handheld abrasive water-jet cutting tool, an ultrathermic-cutting system, hydraulic punches and cutters, and a pneumatic reciprocating hacksaw. Sparks generated with the pneumatic circular saw or ultrathermic-cutting system were not completely eliminated with the use of water sprays. The water sprays also reduced the cutting rate of the pneumatic circular saw by 70%. The safety and performance of a handheld abrasive water jet cutting system requires additional research. The hydraulic cutters and punches are readily available and do not introduce any hazards. However, they are not comparable in price to the oxyacetylene gas torch and many different attachments would be needed to replace the torch. The pneumatic reciprocating hacksaw, which did not produce any sparks, is an acceptable alternative in terms of cutting rates. However, the price of the saw and blades is not comparable to that of the oxyacetylene gas torch. The results of this study will further the advancement of safe, efficient alternatives to oxyacetylene gas torches, which will improve miner safety.

Since the late 19th Century, scholars have been concerned about finding proper methods of managing business. The search seems to be taking us full-circle to the time and motion studies of Taylor (Horn, 1987). It wasn't until the late 1970's, however, that systematic investigations were made in the mining industry. One of the first was a study by Sanders, Patterson, and Peay (1976). That project explored the relationship of attitudes and safety. Peay, Atkin, and Goodman (1977, then reviewed the whole area of Organizational Development, including the so-called Rushton experiment.

The People's Republic of China has 582 Gt (641 billion tons) of proven coal reserves. At present, 576.5 Mt (635.5 million tons) of coal are mined a year which makes China the third largest producer of coal in the world. Underground mining accounts for 95% of the total production. This paper will discuss the coal districts, coal types, jurisdiction of coal mining, and methods of underground mining. The article also will outline China's objectives in future planning and development of its coal reserves.

Researchers at the Bureau of Mines, U.S. Department of the Interior, developed and tested equipment to measure corrosion rates on a commercial-scale mill. Bench-scale experiments were also designed for duplicating ore grinding conditions closely enough that realistic rate determinations can be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5 pct of the total grinding media wear in the operations studied.

Water is the mainstay for beneficiation of fine size coal and minerals; however, it is also the least desirable constituent in the final product. The basic concept of the novel process described in this paper is based on the differential surface heat absorption capacity of individual particles, which differs for different species of mineral. When a mixture of fine material is exposed to a radiant energy source, the various solids components present in the mixture will absorb heat energy depending on their composition and there will be difference in the surface temperature of the particles. When this differentially heated solid mixture is placed on a moving belt, which is coated with low temperature melting resin, the hotter component of the mixture will stick to the belt and relatively cooler will stay free on the belt and fall off at the end of the belt run. Experiments were conducted with pyrite, coal and quartz of 6 x18 mesh particle size. The goal of the test program was to find the optimum conditions at which there exists a required temperature difference between minerals and coal particles by controlling the operating and system variables. Preliminary tests results showed that there is a potential for separating mineral matter from coal using the thermo-adhesive separation technique.

The extractive industries are currently, and will continue to be, major contributors to the world economy, particularly in the developing world where economic growth is dependent upon a sound supply of primary materials. However, tailings dam and other mine failures have been very much a feature of recent anti-mining publicity, particularly in Europe, and thus instrumental in inhibiting new mine developments. Although, superficially, the record of dangerous incidents might support the anti-mining position, closer inspection suggests otherwise. This paper reviews the failures which have occurred over the last 50 years and demonstrates that, though poor practice is an ongoing problem for the industry, the record is one of improvement in both design and practice. Examples are provided of significant events which have led to dramatic advances in design and operation. The paper assesses the improvements made in technology and practice, and concludes that historic events must continue to form the underlying basis for design and operation of future mining projects.

Talc is used as an essential ingredient in a variety of plastics applications ranging from polyester body patch compounds through polypropylene automotive, appliance and household furniture components to high performance parts made from liquid crystal engineering resins. This paper focuses on polyolefin applications, the three-tier market for talc in polypropylene, the effects of various tales in typical compounds and trends in each market segment. Emphasis is given to emerging markets, examples of which are polypropylene compounds that mimic higher cost resins, and polyethylene films. Customer requirements, for tales for these purposes are discussed.

For public organizations, preparing accurate project cost estimates is a critical component in capital project planning. Project delivery methods provide a structured approach to moving projects through the design and construction lifecycle, and typically use cost estimates as key inputs at each stage to determine if the project will advance. As design stages can occur years or even decades before construction contracts are awarded, estimates need to make reasonable assumptions about how the work may be executed (means and methods) as well as potential future market trends so that appropriate values for material pricing, labour costs, escalation, and owner’s costs can be included. This process is challenging enough during stable markets, as historic trends can often be misleading and require a suitable understanding of economic factors to use appropriately. When you mix in the market volatility that has been observed since 2020, developing accurate project cost estimates becomes even more challenging. In cases such as this, having a structured approach to cost estimating that includes an adequate risk-based reserves cannot be overstated as it provides the basis for ongoing project decisions. This paper explores some of the historic and more recent market trends that have impacted key aspects of project cost estimates for capital project planning. It also provides recommendations on how to develop cost estimates for infrastructure projects, with examples from Metro Vancouver, which plans for and delivers regional-scale services to 2.6 million residents. A brief commentary on the use of escalation clauses in contracts is also presented.

Theoretical research, laboratory tests and practical experience confirm the possibility to stabilise the excavated tunnel front by suitably composed slurries even in coarse ground with extremely high permeability. The fluid assures dependable repartition of the pressure, low torque of the cutting wheel and small perturbances of the original ground structure. Very easy access to the front, for tool repair or removal of obstacles, are other features of the WF-Hydroshield concept. For soft ground, the Hydrojet (excavation by immersed slurry jets) permits still further improvements. Field experiences in very mixed face conditions are related. Measured soil subsidences in homogeneous, loose sands above Hydroshield-driven tunnels are compared to calculated values. Dependable shield tail seals, which are a necessary condition for work without compressed air in the tunnel, and an original repair kit are presented. The aim to liberate shield driving from hazards of narrowly defined soil conditions and to broaden the range of applications led to a series of bentonite shield machines, derivated from the initial slurry type, such as Dense Mud Shield, Earth Pressure Balance Shield or shields with hard rock cutterheads. Similar to these constructions, overall stability of the front was the major concern in developing the Hydroshield. During the past five years, mining operations have had access to press technology for piping and joint fittings that can save owners a significant amount of time when installing or replacing pipes by eliminating the need for welding or threading. Viega, with North American headquarters in Wichita, KA, entered the mining sector in 2009, adding to its already expanding industrial sector. Since then, the company?s global engineering department has paid considerable attention to its industrial division, bringing its expertise in plumbing solutions for residential and commercial buildings to the mining and mineral extraction industry. ?We have a lot of applications in the mining industry.?We have a lot of applications in the mining industry throughout the United States, Canada and Mexico and continue to expand in the mining industry,? Tom Shields, Viega?s director for industrial accounts explained. ?Since we made the decision to increase our presence in the industrial markets, we have been aggressive and more than 240 applications have been approved by our engineering department in Germany.? Getting approval from Viega?s engineering department is no small feat. During a tour of the manufacturing facilities in Ennest and Großheringen, Germany, Mining Engineering, as well as a select few other publications and clients, were shown Viega?s manufacturing process. At the Ennest facility, hundreds of millions of fittings are produced, and each one is inspected mechanically and with a laser at the end of the production line. With four production facilities in Germany and one in the United States, Viega is able to ship to anywhere in the world. The company distributes everything from fittings to stainless steel pipe.
