Besides the question of the stability of the roof and walls, one of the main problems encountered with tunnelling and shaft-sinking through the soft ground of alluvial origin forming the sub-grade of most large towns is settlement. Public transport and road tunnels in town centres are particularly affected, as they cannot generally be designed at any great depth for several reasons, such as the fact that ventilation shafts and access to the surface by means of stairs, escalators, lifts, ramps and so on must be fitted into the limited space available and are therefore costly, and because of the difficulties of driving below the water table. It is for this reason, coupled with the need for wide radius curves, that tunnels now so often pass close under buildings and monuments which must not be exposed to any risk of damage from subsidence during excavation. Grouting is the usual method used for consolidating soils, improving their strength and making them less compressible, but it is itself liable to cause heaving and cracks in the buildings above and has many other attendant dangers, including continually revised estimates which are the reason for the often inordinately high costs met with in urban tunnelling to-day. One of the key elements of change in the mining industry has been the ever-increasing integration and coordination of previously highly segregated business disciplines, the extent to which the marketing and finance functions have evolved and merged within the mining industry. If one listens to the language of mine product marketers today, one hears terms like contango, backwardation, forwards, options, min/max, synthetics, swaptions, caps, collars, FRA's, spot deferreds, double bottom, head and shoulders. The list is endless and a glossary may be out-of-date even before the ink is dry. No longer can a marketer of mine products get through the day and, more importantly, keep his or her job merely by reciting statistics on supply, demand, prices and the jargon of quotational periods, delivery and payment terms. Walk into the office of any marketing department today, and computer terminals spewing on-line market prices and instantaneous news retrieval command the attention of all who enter. Traditionally, mining companies, particularly those in North America, took a passive view toward marketing their products and an even more passive view toward management of price risk. The typical, albeit simplified, gold producer of the 1970s and early 1980s spent all of its energy exploring, delineating, developing and producing a product that was placed by the mine gate. Like magic, anonymous buyers took it away and left piles of dollars in its place. No fuss, no muss and nothing to get in the way of more exploring, delineating, producing etc. The typical copper producer, meanwhile, was slightly more creative. Copper producers still spent most of their energy exploring, producing etc., but they at least acknowledged the identity of their customers. Many even went so far as to fabricate finished mine products into shapes and sizes that their ultimate customer needed. Wire, cable, sheet and extrusions were all in forms ready to be purchased by power companies, motor manufacturers and telephone companies. But, while production and costs steadily increased, research and development into new expanding markets was funded by little more than lip service. Competitors and competitive products steadily eroded market share and realized prices. The now-famous Business Week magazine cover that proclaimed "The Death of Mining" was an imminent reality.

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital ; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. Whether a student's interest is in actual mining operations, business administration, engineering, finance, law, industrial relations, marketing and sales, or public affairs, a career opportunity is available in the industry.

Results are given of a mathematical study by Bureau of Mines personnel of overpressurization ventilation effects in underground uranium mines. The mathematics and computer codes make it possible to analyze many facets of transient and steady-state radon diffusion with Darcy flow. Rapid changes in radon flux occur after imposing a pressure differential across the model. Flux into the model mine drops to near zero and then increases to the steady-state level, while the sink flux increases rapidly and then drops slightly to the steady-state level. Magnitudes of mine flux decreases and sink flux increases are dependent upon the distance from the mine to sink, permeability, and amount of overpressure. Current work on more complex models is also described.

Gravity based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets; but, because of historic control problems, recovery is frequently sacrificed to achieve quality resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grab-sample on-the-spot sink-float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is both serious economic as well as environmental losses. While the economic losses are obvious, less obvious environmental losses, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. A control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has until recently escaped technology.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

Major precious metals projects are underway in Australia, Papua New Guinea, Indonesia, the Philippines and New Zealand. This article reviews the status of those projects. Included in this review are project location, reserves, method of resource exploitation, anticipated production, and other unique conditions. The article is limited to major precious metals projects in the Western Pacific region. This is not meant to negate the attractiveness or importance of the many other projects in that area. The geographical setting of these five countries are shown in [Fig. 1]. The gold output of the countries has increased dramatically during the 1980s. [Table 1] compares 1980 and 1988 production figures. The compound growth rate is 120%. That reflects the attractiveness of the region’s resource base as well as the impact of price increases, new exploration models and processing technologies, and changes in government policies. If the 10 projects discussed here are all brought onstream, their combined output - at about 130 t (4.17 million oz) - would amount to an increase of greater than 50% over 1988 production from this region. Table 2 shows indicative production levels for each of the 10 projects. Dollar amounts are in US currency unless otherwise specified. Australian dollars have been converted to US dollars at the rate of 1.28: 1.00.

INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. Until well into the 20th century, most construction work was performed under the auspices of a master builder or in a manner that would be described today as design-build. In addition, many civil engineers served as ?interns? under the tutelage of a master builder in order to learn how to design and construct a certain type of structure. This was certainly the case for tunneling projects with various individuals having been identified as tunneling experts as a result of successfully completed projects The master builder approach began to change in the early 1900s to a model that would be referred to today as design-bid-build. A design-bid-build approach to project procurement gives the owner more control over the final product and al-lows the contractor to know exactly what is expected of them before the work is constructed. As a result of this transition in project procurement, civil engineering schools placed a greater emphasis on the training of ?design? professionals. This article will document how the training of tunnel design professionals progressed within the United States. Although it is difficult to generalize about the hundreds of tunnels that were constructed in the first four decades of the 20th century, there is one project that stands out as having resulted in a university program related directly to tunneling and that is the Chicago Subway. During a visit to the United States in 1938, Dr. Karl Terzaghi met a student named Ralph Peck who was then studying at Harvard University in a pro-gram established by Arthur Casagrande. Shortly thereafter, Terzaghi traveled to Chicago for a lecture and was asked to consult on the Chicago subway project that was then under construction. The Chicago subway was being constructed in clay, and the owners were worried about possible settlements to nearby buildings. Terzaghi asked Peck to serve as his field engineer for that project. Thus was established one of the most productive relationships in the history of civil engineering in the United States. Peck, who would become Dr. Peck, moved to Chicago in 1939 to participate in an extensive research project that con-tinued until subway construction was halted in 1941 because of World War II. During that time, the cost of subway construction in Chicago was reduced substantially as a result of Peck?s observations and Terzaghi?s recommendations. In fact, it was reported that subway construction in Chicago cost less than one-half of similar projects in London even though the clay in London is considerably stiffer compared to Chicago. Upon the completion of his work on the Chicago Subway, Peck accepted a professorship with the University of Illinois in Champaign/Urbana.

Zero emission coal plants capture their own CO2 emissions. Since they have no smoke stack, they emit no pollutants to the air. Zero emission plants circulate a gas stream, to which fresh fuel is added and from which spent fuel and impurities are removed as solids or liquids. Coal is gasified via hydrogenation, steam reforming or CO2 gasification (Boudouard reaction). The gas is oxidized in a fuel cell and the resultant water and CO2 are partially removed before returning the remaining gas to the gasifier. The high conversion efficiency of zero emission power plants, which exceeds 70% even in realistic designs, stems from combining fuel cells with careful heat management. The paper generalizes the concepts and outlines the thermodynamic basis of zero emission power plants.

Since the production prototype continuous vat leaching pilot plant was installed at Ariel Resources in Costa Rica in 1995, the test results and lessons learned have been invaluable in plotting the future of this method. Vigorous test programs in base and precious metals as well as design developments for studies have shown the advantages, economically, technically, and environmentally that favor this method over current practices in heap leaching and stirred tank leaching. Much larger individual vats have been developed with throughputs as high as 5000 t/d with larger vats envisaged, and there has been a trend towards using vats with ground ore. Five projects are slated to begin detailed engineering this year, three in precious metals and two in copper. Of particular interest to future producers is the ability to deposit d,y, detoxified tailings at a fraction of the cost of conventional methods. Proprieta,y work is ongoing which promises to eliminate the need for tailings dams when using other methods of processing such as flotation. This is of particular importance in light of dam failures around the world in recent years.

It was in 1982 that the first SK-80 flash flotation machine was introduced at Hammaslahti concentrator in Finland to produce a final grade copper/gold concentrate. Since then the size and number of flash flotation units has steadily developed with the SK-240 being introduced in 1984 and the SK-500 unit in 1990. To date over 130 units have been installed worldwide many of which have been used to maximise the recovery of precious metals such as gold and platinum by preventing overgrinding in the grinding circuit prior to flotation. This paper briefly describes results achieved at several major gold mines in Australia and overseas that operate large flash flotation cells.

An adaptive process control system was installed in Cortez Gold Mines Mill #2 Grinding Plant in Nevada. The installation, commissioning, and testing of the system took approximately 80 manweeks, but final test results show that the system paid for itself through increased throughput within two weeks of commissioning. Both crisp and fuzzy rules are used in the expert rule base which is also integrated with continually adapting neural network models. The expert rules and models are used by predictors, and optimizers to allow the control system to provide optimum process performance under continually varying feed conditions. The selection, installation, rule and predictor configuration, and statistically verifiable testing of the control system in the Cortez Gold Mines Mill #2 Grinding Plant is described in the paper.

"The 2018 Elko Roundtable was held at the Red Lion in Elko, NV on March 15, 2018. The gracious host was once again Knight Piésold. Attendance was robust with representatives from more than 14 mining properties across Nevada representing nine corporations. Total attendance was at its highest in almost a decade. A high level of interest was also gauged by the number of companies with multiple attendees.The topic of water in mining was clearly a factor in creating the large show of interest. In terms of industry trends that are tracked annually, this topic had been absent from the list for more than 10 years (Deloitte, 2018) but was squarely planted there this year. And deservedly so. Three attending companies are signatories of the International Council on Mining and Metals (ICMM) which espouses a firm stance on water stewardship (ICMM, 2017).How’s the water?It is reported that water scarcity affects more than 40 percent of the world’s population (Deloitte, 2018). Consumption of water in the United States, based on the last detailed census, entails only 1.5 percent usage by the mining industry. The largest users are reportedly thermoelectric power and irrigation, combining for more than 75 percent of the U.S. consumption. During the prior census period, water usage at mines was up dramatically (USGS, 2014).Mine water source usage is primarily a mix of ground water and saline or fresh surface water resources. Over the previous period, saline sources experienced the greatest percentage in growth as a mine water source, nearly doubling in use. Nevada ranks second as a state nationally in mine water consumption. California is the leader, and Nevada is immediately followed by Utah and Alaska (USGS, 2014).Water rights in Nevada and the ongoing litigation at the state level, particularly over the Humboldt River basin, have elevated the concern over the supply of water and have raised the interest regarding the topic of water across the mining industry as well as within other industries.The Elko Roundtable meeting began with a safety share and introductions, and included each attendee mentioned a water problem or solution that he or she would like to discuss during the day. An interesting list of subtopics was developed from this round robin and yielded the following most common themes:• Mine pit dewatering during operation and pit wall stability.• Draindown from tailings dams and heap leach pads and dealing with this at closure.• Post closure pit lakes, pit lake water quality and associated water rights."

With new mineral deposits found in areas of difficult terrain, and annual production capacity increasing in mines over the last decade, the aerial ropeway is proving to be a viable, economic method of transportation from mine to processing plant. Of the more conventional designs, a bicable ropeway is more suited to difficult country than the simpler monocable. The bicable, however, does have limitations in the difference in levels it can accommodate in one section at a given capacity. This is noticeable where hilly terrain and high capacity imposes a limit on the length of each section. Increasing the number of sections for a relatively short conveying distance tends, in the case of conventional bicable, to unbalance the normally favorable economics of the ropeway. In addition to analyzing hauling rope stresses, other areas have to be considered when looking at high capacity ropeways. Bucket capacity, speed, and the wheel load on track ropes are examples. These and other factors led British Ropeway Engineering Co., of Sevenoaks, Kent, UK, to produce the twin-track system. Using twin track ropes, larger capacity buckets, and, if the height differential warrants, the installation of twin hauling ropes, BRECO produced a ropeway design for areas of hilly terrain and at higher capacities than had been considered suitable for aerial ropeways. Designs have been produced for systems handling 1.5 kt/h (1,650 stph), and the potential exists for expansion to above 2 kt/h (2,200 stph). The arrangement of ropes provides high stability of the cars and is especially suited to areas where high winds occur during normal operation. This development allows the aerial ropeway to be applied economically in difficult areas and at the increasingly high capacities demanded by engineers. Ropeway Transports Limestone to Sudan Cement Plant Maspio Cement Corp. of Atbara, Sudan, will soon use an aerial ropeway to deliver its entire limestone requirement 20 km (12 miles) from quarry to plant. The Atbara plant is located north of Khartoum, near the east bank of the Nile River. The quarry is west of the river, in hills rising from flat desert country. The original transport system was a 24-km (15-mile) railway from the quarry to the west bank and a monocable ropeway that crossed the Nile and continued to the fac¬tory, a distance of about 2.5 km (1.5 miles). This original ropeway had a capacity of 60 t/h (66 stph). With the extension of cement-making capacity in the late 1970s, 2.5 kt/d (2,755 stpd) of limestone was required and a new mono-

The determination of the surface area that may be impacted by underground mining is an important consideration in subsidence engineering. A number of parameters have been utilized to identify this influence area, most notably the angles of draw and break. This paper discusses the implications of selecting an appropriate "damage angle" for defining a potential damage area due to mining, within which surface structures may be impacted. Furthermore, the influence of both mining and geological factors (i.e., mining width, depth and overburden lithology) on this angle is examined using the Surface Deformation Prediction System (SDPS) software. Finally, recommendations are given for applying these concepts in subsidence control.

Successful leaching of gold depends on appropriate chemical conditions; contact between leach solution and the gold particles; separation of the leach solution from the solids and extraction of the valuable ion from the solution. Irrespective of the leaching method employed the chemical conditions required are similar as is the dependence of solu­tion/gold contact on liberation. The various leaching methods available vary in the means by which gold/solution contact and solid/liquid separation are achieved. The essential difference between heap or vat leaching techniques and those involving agitation of a slurry is dependence on percolation for effective gold/solution contact. The most significant factor preventing uniform percolation is the presence of fines or clays. The quantity and character of the fines fraction is ore type dependent and may result from crushing, degradation during stacking or leaching, or the natural size distribution of the ore. The problems associated with fines can be aggravated during stacking and preparation of the heap. Segregation during stacking can result in concentration of fine particles at the centre of heaps. Further concentration of fines may also occur during irrigation by the movement of the fine particles with the solution. The end result is that the areas in which fines are concentrated become areas of low permeability. The contact between leach solution and the ore in such areas is, at best, slowed down dramatically and, in some cases, prevented altogether. The consequences of this phenomena are slow leaching and a reduction in recovery. The conventional solution to this problem is well known. Agglomeration of ore prior to heap leaching is practised widely. The effect of agglomeration is to immobilise the fines by causing them to adhere either to each other or to larger ore particles. The net effect is that the ore behaves as if no fines were present. The use of agglomeration is limited only by its cost, the most significant components of which are the cost of binding agent, commonly cement, and the capital cost of the agglomerating equipment.

INTRODUCTION Controlled blasting is used at some time during most civil engineering projects where there is rock excavation. Controlled blasting is often necessary because the blasting must take place in the near proximity of adjacent structures. In other instances, the blasting is controlled because a smooth perimeter is desired to minimize rock support and overbreak. The construction of tunnels and shafts for subways, rock excavations for foundations and the excavation of road cuts for interstate highways, sometimes require blasting operations which must be conducted in an urban environment. Unfortunately, blasting operations produce unwanted sounds and vibration along with their beneficial effects. Thus, in the writing of specifications for blasting in an urban environment, potential damage to adjacent structures by ground vibrations must be considered, possible damage to windows from airblasts must be considered, potential damage from fly rock must be considered, and the discomfort to people from ground vibrations, airblast, and noise must be taken into account. The contractor or the owner's engineer is faced with determining the maximum weight of explosives which may be detonated without damage to structures on adjacent property. If the weight of explosive is overestimated, the resulting damage to adjacent structures may result in costly losses. But, if the engineer or contractor is too conservative, and the weight of explosive becomes too restrictive, progress of the project may be curtailed and the cost of excavation will increase accordingly. Communication was the buzzword for health and safety products at the 2008 MINExpo, and it is still important in 2012. Products unveiled following the Miner Act in 2006 have been upgraded and improved. Saving lives and reducing injuries through better leadership, planning and practice is the goal of every mine professional.
