Vehicle fires in underground mines pose a certain risk for which measures to prevent or mitigate the fires are highly important. Fire protection measures can be divided into active and passive measures, where active measures require an external power to work in the event of a fire, and passive measures could include an existing partition preventing fire spread. As passive fire protection does not rely on activation, it is expected to provide high reliability and a robust solution, and should be considered during the design process. This paper investigates passive fire protection measures that could be implemented in the design of mining vehicles. It was found that passive fire protection should include the use of several measures simultaneously to ensure fire protection throughout the different phases of a fire. Threshold distances for fuel components were calculated, and it was found that combining hydraulic hoses and electrical cables resulted in larger threshold distances. A pool fire along the underside of a vehicle will pose a certain risk, and passive measures should be focused on ignition prevention, making high demands on the insulation/shielding along the underside. Any occurring tire fire may pose a challenge, and the priority should be on preventing ignition. Potential measures include shielding the wheelhouse and applying fire-resistant sealings.

If the communication/tracking system of an underground mine is severely damaged in a large mine accident or explosion, a surface based seismic system could be the only available tool for locating any trapped miners. This paper documents a field test of a seismic system at a room-and-pillar coal mine in Eastern Kentucky. Testing was performed at 6 different depths (450, 575, 750, 1175, 1525 and 1700 ft) above the mine. For each location underground, the miners pounded a ?set? of 5 ?repetitions? on the roof with each repetition being about one second apart. Over the 3 day field test, 63 sets of underground miners? pounding were detected by the seismic system at depths up to 1175 ft and at horizontal offsets up to 890 ft. Also during the testing, the observed signal strength generated by pounding with a crib blocks was seen to average 180% stronger than the observed signal strength generated by pounding with a sledgehammer. Ultimately, this field test was very successful and definitively demonstrated the ability of the seismic system to detect potential trapped miners? pounding up to a depth of 1175 ft.

The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

Introduction Extensive testing in the past ten years has shown that where a uniform natural gamma background is present in the strata bordering a seam, the thickness of the boundary coal left in place after mining can be determined by measuring the attenuation of that radiation (Nelson and Bessinger, 1989). Measurements made by the authors in underground mines in Pennsylvania, West Virginia, Ohio, Illinois and Kentucky and by others in Wyoming and New Mexico have shown the presence of such a gamma background (Nelson. 1989). Natural gamma coal-thickness sensors of several configurations have been tested in mines owned and operated by the Consolidation Coal Company (Consol) in Pennsylvania and West Virginia (Nelson and Bessinger, 1988). This paper describes the installation of a natural gamma coal-thickness sensor on an operating continuous miner. Previous tests had shown that the NGB-1000 coal-thickness sensor manufactured by American Mining Electronics, Inc., of Huntsville. AL, is an accurate, mine-worthy instrument. This large gamma detector consists of a sensing head and a control panel. The sensing head contains thallium-doped, sodium iodide scintillating crystal, which is coupled to a photomultiplier tube. The control panel contains the electronic components required for calibration, count conversion and display to the operator. Methods Conditions at a Consol mine in northern West Virginia require that 10 to 15 cm (4 to 6 in.) of coal be left at the roof boundary of continuous miner development sections. This roof coal is required because the shale of the immediate roof is friable and unstable. In the past, operators have used a dirt band that is usually visible near the top of the seam as a guide in maintaining the proper cutting horizon. However, this is not always reliable. Earlier observation showed that the actual thickness of the coal left on the roof varied widely; further, it was noted that occasional, accidental excursions into the immediate roof required supplementary roof control measures, such as installation of planks or center bolts. Thus, it was concluded that operators needed a better source of guidance for control of the cutting horizon, and a roof-coal thickness sensor was scheduled for installation. The NGB-1000 sensor was installed on a Joy 12CM10 continuous miner in June 1988. The sensing head was mounted on the cutter boom of the miner, and the control panel was mounted in the operator's cab. Power for the sensor was initially derived from an intrinsically safe battery power supply. Initial measurements with the sensor showed that the calibration was the same as that used in earlier tests at two other mines, indicating the uniformity of the natural gamma background above the Pittsburgh seam. Operating personnel were initially skeptical of the instrument's accuracy, and were hesitant to use its readings as a guide in maintaining a proper cutting horizon. Because gamma attenuation, the instrument's operating principle, is somewhat abstract, attempts to demonstrate the instrument's accuracy by explaining that principle were generally ineffective. It was found, however, that an operator could usually be convinced of the usefulness of the instrument by placing a large piece of coal of fairly uniform thickness over the instrument's sensing head and allowing the operator to see that the instrument reading increased by an amount very near his estimate of the thickness of the piece. The mine was provided with seven battery power supplies and a charging station. The charging station was kept in the lampman's office, and the mechanic on each shift was instructed that he was responsible for two battery power supplies each day: a freshly charged one to be taken in at the beginning of his shift and a depleted one to be brought out at the end. This system worked well for a few weeks, but eventually some battery power supplies were left in use so long that their batteries were discharged too deeply to allow recharging. In addition, transport and recharging of the batteries represented an additional task for the mechanics, who were already very busy. Consequently, a request was filed with MSHA to allow the sensor to be powered through intrinsic safety barriers by an electronic power supply connected to machine power. The permit was granted, and the sensor was connected to machine power. After the sensor was connected to machine power, the only operating problem experienced was occasional failure of cables. A supply of the required cables was made and delivered to the mine so damaged cables could be quickly replaced. Much of the cable damage could be eliminated by slight modifications to the miner during a rebuild, so that cables could be installed in more protected locations. After the sensor had been in operation for about two months, a survey was made to determine its effect on continuous miner operations. In previous research, coal thickness measurements made in 88 locations by the natural gamma method were compared to measurements made in the same locations by observing drill cuttings and by inspections of drill holes with a borescope. That research showed that the gamma method is at least as accurate as the other two methods (Nelson and Bessinger, 1989) and is also much easier to use. The object of the survey described here was not to assess the accuracy of the natural gamma measurements. but rather to determine the effectiveness of the sensor output as a guide for the operator in maintaining control of the cutting horizon. In view of the increasing use of heap leach operations in the mining industry and the critically important performance of the leach pad liner in both the economic and environmental aspects of the design, it has become essential that the designer fully understand the factors affecting the performance of the liner. Minimizing the loss of pregnant solution through the leach pad liner is obviously of paramount importance to the economic efficiency and environmental compliance of the heap leach operation. Losses through the liner are a function of the hydraulic conductivity of the liner material and the hydraulic gradient across the liner. This applies to both natural and synthetic materials. The hydraulic gradient across the liner is a function of the build-up of solution above the liner, which in turn is determined by the permeability of the heap material, the slope of the liner, the drainage path length and the leachate infiltration rate. A relationship incorporating each of these parameters and their effect on the hydraulic head acting on the liner has been developed in terms of the Dupuit criterion, assuming one- dimensional flow with vertical accretion.

The bacterial oxidation (BIOX®) process for pre-treatment of refractory ores for gold recovery is marketed by BIOMIN Technologies S.A. The process was originally developed by GENMIN who are still providing testwork, design and commissioning assistance to BIOMIN. This process offers an alternative to the more conventional roasting or pressure oxidation techniques with the following advantages: • Greatly reduced capital costs for small to medium size plants. • A relatively flexible and easily controllable process requiring relatively unskilled labour for operation. • Improved gold recovery. • A process that is environmentally friendly. The principal disadvantage of bacterial oxidation is the relatively slow kinetics compared to pressure oxidation and roasting, a plant residence time of 4 to 5 days typically being required to obtain complete liberation of gold from refractory sulphide minerals. Bacterial activity is also slow to recover from disruptions such as air supply failure or contamination by toxic species such as cyanide. Optimum plant performance depends on judicious management and sound training of operators.

This paper consists of a review of the development and application of spherical charge blasting at Inco Metals Company. Topics will include the Livingston Strain Equation, the field data required for its use in full scale operation, the type of ground in which mining has been carried out, explosives in use and their characteristics and finally, an overview of actual production applications. These applications include Primary Stope Mining, Secondary Mining Against Fill, Mining a Faulted Ore Zone and Drop Raise Blasting. INTRODUCTION Crater blasting in itself has been in use for over twenty years, but only recently has the technique been combined with a spherical size charge to form the Vertical Retreat Mining Method. This article endeavours to put the Livingston Strain Equation in a practical light, to describe several actual hard rock applications, and the results achieved in each case. THE LIVINGSTON STRAIN ENERGY EQUATION C.W. Livingston put forward the following equation as a standard means of determining the optimum burden required for full crater production blasting. The constant "E" is included in an attempt to recognize secondary breakage caused by strain waves.

The most common technique used to suppress respirable coal dust in air is that of spraying with fine water particles. The water droplets are typically much larger than respirable dust particles and they collect dust particles mainly by interception. Dust collection efficiencies can be improved by reducing the droplet size and in- creasing the droplet velocity. This is typically done by reducing the surface tension of water and increasing the water pressure. Dust collection efficiency can be further improved by in- creasing the electrical attraction between the water and dust particles through electrostatic charging. A technique developed by Conoco accomplishes both surface tension reduction and electrostatic charging by discharging weak solutions of surfactants in water at high pressures, 13.8 to 27.6 MPa (2000 to 4000 psi) in an intrinsically safe manner. The paper de- scribes the process and presents related dust suppression data.

This paper, in its first part, compares the profile and economic weight in the extraction of industrial minerals and aggregates to the so called conventional mining activities (metals, coal, gas and oil extraction) in Brazil. In its second part, a descriptive analysis of the present situation of the education in Brazil is made, emphasizing the graduation and post-graduation formation especially in engineering. The curricular structure of the schools that prepare the mining workforce is discussed and the presence of specific subjects in industrial minerals is evaluated. Finally, considerations are made on the actions being taken in the main universities and companies, aiming to improve the formation of the specialized workforce. The Brazilian mining production, comparing 2010 to 2011 showed an expansion of more than 3% (IBGE, 2012). Not bad, but nothing to do with the 13% growth between 2010 and 2009 (influenced by a recovery effect from the 2008 commodities? nightmare). The commodities that had a rising behavior were titanium, gypsum, nickel, graphite, bauxite, phosphate, chrome and chrysotile. All of them were eclipsed by the impressive growth of iron ore production. Some decreases could be noticed, eg. in zinc, kaolin, magnesite and salt production (DNPM, 2012). In fact, the mining activities followed the positive growth of the country these last 5 years. The commercial balance (exports against imports) was not spectacular (positive in US$ 30 billion in 2010). It is important to notice that the mineral commodities balance was US$ 35 billion, representing 27.4% of the total exports and 15.6% of the total imports of Brazil (DNPM, 2012). In this positive environment, the workforce in Brazil showed progress in number of formal jobs and average revenues.

The coming years should see moderate growth in the US coal industry. That growth may come at the expense of the oil and natural gas industries. Conoco pegs coal growth at 2% a year, until the year 2000. During that same period, Conoco projects only 0.5% annual oil growth and "a flat or negative trendline" for natural gas. This is compounded by the fact that coal has a delivered cost per Btu that is only half as much as it is for natural gas and only a third as much as it is for oil. So said Ralph Bailey to many of the 2600 attending the opening session of the American Mining Congress Coal Convention, May 12-15, in Pittsburgh, PA. Bailey is chairman of the AMC. He is also chairman of Conoco. While coal's projected growth is not spectacular, "it is in fact almost an assured growth," Bailey said. Weak oil and gas prices will likely prevent faster growth for US coal. Most of coal's increased demand will come from the electric utility industry and expanded steam coal exports. Conoco's study projects that domestic coal demand will be strengthened in the 1990s. By then, the present surge of nuclear power plant constuction will be over. And there will be a lack of acceptably priced, large-scale generation alternatives for utilities. "It is not likely that any electric utility is going to be ordering new nuclear reactors," Bailey said. "And as oil and gas supplies become scarcer and more costly, it is only logical that coal is going to fill the gap." At the same time, Bailey believes the US coal industry must find ways to lower its costs. He said cost excesses can be found in "regulatory overkill, labor, and simply bad habits" hidden by years of high inflation. "Those costs have now been laid bare, because we are going through a pe¬riod of disinflation. We have to put our house in order, particularly if we are going to compete in world markets." Bailey also touched on coal research. "The industry certainly accepts the fact that we must find a way to burn coal as cleanly as possible. A lot of work in that regard is going on. I expect there will be some significant break-throughs." Bailey said the coal industry is being squeezed this year. Last year, coal customers accumulated inventories in anticipation of a major coal strike that never materialized. Now, many utility customers are working down these inventories. So they are not taking deliveries on their coal contracts. But coal use is up in 1985, compared with 1984, Bailey said. So increased coal use, along with supply drawdown, should strengthen the coal market before the year is out, he said. After Bailey's presentation, some 100 speakers addressed policy and technical topics at 15 sessions during the four-day meeting. It was the first time since 1977 that the AMC Coal Convention has been held in Pittsburgh. And this year's attendance was up 40% from the last AMC Coal Convention held two years ago in St. Louis, MO. This year's registrants included 228 companies, 225 manufacturers, and 106 associated members. The only negative was the David Lawrence Convention Center. It was less than ideal. By turns, meeting rooms were too small, too cramped, or too far from one another. The session on longwall mining was so crowded that the doors were propped open so conference delegates could peer in. A concurrent manufacturers' forum session needed 50 more chairs to accommodate those wanting to attend. However, on to summaries of some of the presentations. Coal transportation and export Since Congress approved the 1980 Staggers Rail Act, railroad rates for hauling coal have not been excessive. In fact, rail rates for coal have increased less than 0.5% a year, in real terms, since 1980. Moreover, the market oriented principles written into Staggers are contributing to the improved financial and operational health of the nation's railroads. But no railroad is earning excessive profits. That is the gist of a coal transportation study being completed by the US Department of Energy. William Vaughan is DOE's assistant secretary for fossil energy. He affirmed the thrust of the upcoming report. Vaughan did allow that Interstate Commerce Commission (ICC) regulations on rate reasonableness could permit the railroads to exploit their monopoly power on captive shippers. Both Canada and the United States are endowed with significant reserves of mineral resources. Mining industries in these two countries have a strong safety and health culture; skilled, dedicated and well-paid workforce; applications of state-of-the art technologies and high productivity, strict environmental requirements and social responsibility. Both countries are global leaders in safe, economic, productive, environmentally responsible and sustainable mining practices. Mining schools/ departments in Canada and the United States provide a strong and comprehensive education and training, hands-on learning experience, with support for internships and co-op opportunities to prepare graduates for careers not only nationally but also in the global mining industry. While there are many similarities in their industries and mining schools, there are also some differences. This article examines the contribution of mining to the economy, the political climate, the regulatory framework, the investment climate, environmental regulations, the language, the perception of mining, news and press coverage, and the academic landscape in both countries. The velocity of detonation (VOD) is a significant property considered when rating an explosive, and it is quantified as a confined or unconfined velocity. The confined velocity is more significant as explosives are usually used under a definite degree of confinement. This study evaluates the stepwise increment of the air-deck volume from 10 to 30 percent, and its effect on the VOD. The VOD estimation in the 172-mm-diameter explosive column was conducted using the Dáutriche technique. The air-deck volume increment has an attenuation effect on the steady-state VOD, and detonation failure is high at 30 percent air-deck volume. This attenuation effect is directly linked to the explosive’s rating and efficacy. The air-decking approach in this study is different from conventional air-decking techniques in that it does not employ the fixed blasthole parameters, air-deck volume and specific VOD.

While the oil shale resources of the US are becoming increasingly known, few people in this country are aware of the extensive worldwide occurrence of this resource. Two recent international conferences* confirmed the growing worldwide interest in oil shales, both as future and current energy sources. The 1981 conference noted the difficulty in characterizing worldwide oil shale resources because of lack of common terminology in reporting both assay value and resource potential. Assay value is variously reported as: •US gallons per short ton; •Imperial gallons per metric ton; •Liters per metric ton; •Liters per cubic meter; •Weight percent oil; and •Volume percent oil. Oil shale resources are variously reported in barrels, short tons of oil shale, metric tons of oil shale, and cubic meters of shale oil. Worldwide petroleum shortages sparked interest in alternate energy resources including oil shales. While petroleum supplies appear to have stabilized, at least for a while, high costs are affecting the balance of payment index of many countries, resulting in a continued search for local energy resources. Kerogen is the organic constituent of oil shale and may be the most abundant form of hydrocarbon on earth, possibly exceeding coal occurrences and far more abundant than naturally-occurring petroleum resources. Oil shale, by one name or another, is widespread and is known to exist in more than 38 countries (Table 1). Oil shale industries have existed in at least 14 countries at one time or another. Many predated the Drake oil discovery in Pennsylvania in 1859, and most were unable to compete with natural oil; these operations either converted to its use or closed. At the present time shale oil is being produced on a commercial scale only in the USSR and in China. Only very rough estimates of grade and quantity are available for most of the worldwide shale occurrences since only a few deposits have been thoroughly explored. The Green River Formation of Colorado, Utah, and Wyoming is an exception. For many years this oil shale deposit has been described as the largest single concentration of hydrocarbon material in the world. With increasing world interest, larger deposits may yet be found. In 1965, the US Geological Survey published an in-place world oil shale estimate. This study, while made some 16 years ago, is still a reasonable order-of-magnitude estimate. Although exploration and evaluation are underway and a few oil shale deposits have been appraised, information on which to evaluate most worldwide oil shale occurrences has improved little since 1965. The FASTMETSM Process is a coal-based process for converting iron oxide fines into metallic iron. The end product, direct reduced iron (DRI) is used as a low residual charge material in electric arc furnace steelmaking. This paper describes the FASTMET Process and its potential application in the United States. Operating results from a 175 kg/h process simulator are presented. Characteristics of the end product are discussed. Process economics are reviewed along with plans for scaling-up the process to full commercial size.

Four different high density sludge-type processes, Cominco HDS, Geco HDS, Tetra HDS Process and the Staged- neutralization process were studied for their effectiveness in treating a low strength Zn-Fe rich acidic drainage solution. Each proms was run continuously for at least two weeks after obtaining steady state conditions. The final effluent quality, lime consumption, sludge density, settleability, filterability, viscosity, neutralization potential, metal leachability, operating and capital costs were measured and evaluated for each process.

Xanthate salts have demonstrated effectiveness as a flotation reagent in the recovery of heavy metals from mining wastewater. However, due to their strong ionic potentials, they are generally toxic to aquatic life. Under ambient environmental conditions, the half¬life of a xanthate is approximately four days. As a soluble salt, xanthates will complex with the metallic ions contained in water and fish. Some researchers have proposed that this complexing may extend the halflife, as well as optimizing the transfer of a given metal from solution across the gill surface. Leakage of xanthate treated wastewater into the surrounding surface waters is the most common route of exposure for aquatic plants, invertebrates and fish. Because this is an emerging mineral-recovery technology, more information is needed regarding xanthate toxicity and environmental fate before environmental impacts can be assessed with any degree of certainty.

This paper presents a rock mechanics investigation of the time-dependent behavior of the rock immediately surrounding the excavation in a hypothetical one-entry coal mine based on the geology of the Illinois coalfields Research in the area of time-dependency is almost nonexistent and, therefore, this research was performed to make inroads into this neglected research area. Numerical analysis of a typical one-entry coal mine in an Illinois basin was performed using the commercial finite difference program FLAC3D. The immediate roof of the coal entry was assumed to be a shale formation. Shale in other formations has shown a tendency to creep with time. Therefore, in this study the authors modeled the shale in the roof using time-dependent characteristics. The input properties were taken from laboratory creep tests performed on shale. Model runs were performed at different stages, mimicking the progressive excavation of the entry. The model results showed that stresses in the roof attained the limit of yielding. Using Mohr-Coulomb failure criteria, potential zones of failure were also predicted. The results showed that the current computational capacities are sufficient to explore this previously uncharted territory of ground control.

"INTRODUCTION Mine Ventilation has come a long way over the years. The main purpose of mine ventilation is to keep conditions in the mine safe for the worker so that the mine will be productive and profitable. Technological developments to the mine ventilation system itself and the development of mining techniques have helped improve the safety and productivity of the miners and the mine. Most of the developments to mine ventilation and to safety devices came as the result of serious mining disasters. Another effect of those mining disasters, especially in the late 19th century and after, was legislation to set specific safety standards for mines, especially in the underground coal mines. This paper will focus on the connection between mines disasters and the mine safety legislations promulgated because of those disasters. A BRIEF HISTORY OF MINE SAFETY LEGISLATION Mine legislation has a long history in the U.S. dating back well in the 1800’s. However, mine safety legislation is considerably newer. In 1891, the U.S. Congress passed the very first version of mine safety legislations setting up minimum safety standards. By today’s standards, the 1891 legislation was incredibly basic (7). It took a series of horrific mining disasters for Congress to take action a second time. In 1910, Congress established the Bureau of mines. The role of Bureau developed and changed over next 60 years. In 1995, Congress voted to disband it (27). Initially the Bureau was only charged with investigating and coming up with ways to reduce accidents in coal mines. It was not until 1941, when Congress formally allowed Bureau of Mines’ Inspectors into the mines. In 1947, the Congress enacted and adopted a set of federal safety regulations for the inspectors to follow (1). Finally, in 1952 Congress granted the Bureau of Mines the authority to inspect the mines and to issue citations and/or orders of withdrawals. This act was known as the 1952 Coal Act and the penalties were limited to civil penalties. It would take a couple more iterations of mine safety legislation for monetary and criminal penalties to be introduced (10). Up until 1966, mine safety legislation was directed primarily at underground coal mines and surface coal mines. Congress passed the Federal Metal and Nonmetallic Mine Safety Act of 1966, thus providing a set of standards for all mines to follow (1). The 1952 Coal Act was amended again to be the Federal Coal Mine Health and Safety Act of 1969. This amendment was the beginning of modern mine safety legislation (13). In 1973, Congress created what can be considered the first ‘version’ of the modern day MSHA (Mine Safety and Health Administration). The initial version was the Mining Enforcement and Safety Administrations or MESA. Management is a major part of sustainability research. Many different aspects of sustainability have already received significant research attention, but the management processes in mining from the perspective of their impact on society are less understood and integrated as a holistic frame. It is evident that mining technology has received major blame in past ecological disasters and major mining-induced environmental hazards, but the management-mining process has escaped unscathed. This should not have happened. Instead, the management processes should share equal blame with obsolete technology for the failure to identify and monitor potential environmental hazards before their inception of mining. We will present an emergent style of management for the future of mining. It challenges the actual ?mind-set? of mining management. It describes balance and equilibrium: physical, chemical, and biological in nature as an understanding of nature?s language, which is Geomimic along side ?the bottom line?. The goal is to minimize loss instead of maximize profits (waste design) at the design stage of mining and to develop clean technologies (nature's values) to achieve non-social environmental impacts that provide a prosperous legacy to future generations.
