Permanent reclamation of tailing and acid forming mine wastes in the western United States has been largely a losing proposition. There have been few if any successes without actual burial of wastes with soil, overburden, waste rock or other material more amenable to reclamation. Rather than major breakthroughs, development of new techniques has been slow and steady. Revegetation of acid forming wastes with little or no soil cover is now probably feasible. Three key elements include the use of adapted plant species which are now becoming commercially available, lime and selective bactericide for controlling acid, and organic amendments such as manure or sewage sludge. Benefits of this type of reclamation often include reduced mobility of toxic metals and improvements in water quality. With a stringent regulatory regime for mine wastes impending under Strawman II, the importance of good, economical reclamation techniques will become critical to successful and profitable western mining operations.

The flotation performance of Florida phosphate rock was evaluated in terms of the mixing behavior of reagents and particulates during anionic conditioning of phosphate slurries. The various conditioning variables that influence mixing, namely, solids loading, agitation speed and conditioning time, were investigated to determine their effect on reagent coating of the particles. The phosphate recovery was used to monitor the conditioning efficiency. The mixing characteristics of the phosphate feed were evaluated in terms of the ratio of the mixing power (P) to the minimum power (Pm) required to keep the slurry in suspension. It was found that mixing conditions govern the conditioning time required to obtain a high recovery. Reagentization was slower at lower P/Pm ratios. At higher P/Pm ratios, the flotation recovery was optimized, and the agitation speed was found to have no significant effect. Optimum mixing conditions were obtained for a74 wt% slurry at an agitation speed of 450 rpm (47 radians/sec). Under these optimum mixing conditions, the collector dosage required for an improved recovery was lower and the conditioning time was shorter.

Inactive underground mines now provide essential habitat for more than half of North America's 44 bat species, including some of the largest remaining populations. Thousands of abandoned mines have already been closed or are slated for safety closures, and many are destroyed during renewed mining in historic districts. The available evidence suggests that millions of bats have already been lost due to these closures. Bats are primary predators of night-flying insects that cost American farmers and foresters billions of dollars annually, therefore, threats to bat survival are cause for serious concern. Fortunately, mine closure methods exist that protect both bats and humans. Bat Conservation International (BCI) and the USDI-Bureau of Land Management founded the North American Bats and Mines Project to provide national leadership and coordination to minimize the loss of mine-roosting bats. This partnership has involved federal and state mine-land and wildlife managers and the mining industry. BCI has trained hundreds of mine-land and wildlife managers nationwide in mine assessment techniques for bats and bat-compatible closure methods, published technical information on bats and mine-land management, presented papers on bats and mines at national mining and wildlife conferences, and collaborated with numerous federal, state, and private partners to protect some of the most important mine-roosting bat populations. Our new mining industry initiative, Mining for Habitat, is designed to develop bat habitat conservation and enhancement plans for active mining operations. It includes the creation of cost-effective artificial underground bat roosts using surplus mining materials such as old mine-truck tires and culverts buried beneath waste rock.

Prompt neutron activation probe (PNAP) was evaluated to determine chemical composition of phosphate rock slurry in-situ. The technique was able to precisely analyze Ca, Si and H using a 252Cf source. Direct measurement of P and Mg was not accurate due to interference by the rare earth elements associated with the Florida Phosphate Rock. The solids loading, particle size distribution and flotation reagents present in the slurry had no significant effect on the accuracy of the measurements. The technique was found to be reliable also under industrial conditions.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research, Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

HARRY HINDS: Our first speaker today is Dr. John Wilson. Dr. Wilson is chair and Union Pacific/Rocky Mountain Energy Professor in mining engineering at the University of Missouri-Rolla. He has previously held senior management positions with Trans- African Mining Ltd., Anglo American Corporation, Consolidation Coal Company, Smith International Inc., Adams Resources Inc., and Golder Associates. John started his mining career as a coal miner in the coal fields of northern England. Dr. Wilson received his bachelor of science degree from the University of Durham, his master's degree from the University of Newcastle Upon Tyne, and his doctorate from the University of Witwatersrand, all in mining engineering. Today, Dr. Wilson is going to address the subject "Hiring Recent College Graduates Versus Hiring Experienced Mining Engineers." Please welcome Dr. Wilson. DR. JOHN WILSON: The advantages and disadvantages of hiring engineers directly out of school or those with some experience are often discussed among mining company managers. The choice is essentially dependent on the culture of each company, the company's maturity and strategic direction, and the growth or phaseout plans in vogue at the time of the decision. Generally, major, established mining companies employ entry-level college graduates and train them, introduce them to company culture, include them in a succession plan to replace retirees, fill vacancies, and provide management to direct future growth of the company. However, some large companies take a different approach. During restructuring, down-sizing, etc., some companies do not hire college graduates directly from school. Rather, they tend to recruit from other companies or absorb valuable personnel available following acquisitions or mergers. While this is a logical approach, it seldom provides for the future management and leadership needs of the company. A clear example of this failure is found when reviewing the hiring practices, or lack thereof, in the coal industry of the 1950s.

Many a deposit estimation has been carried out since geostatistical methods were first implemented. To date however few mining programs have totally been completed and even fewer comparisons can be drawn between estimated reserves and extracted ore tonnages. Aluminium Pechiney work a number of bauxite mines in Southern France. As from 1969 they modified their deposit estimation methods, giving up traditional approaches and opting for geostatistics. At that time, the authors of this paper were entrusted with the first geostatistical estimations and in particular, those concerning the deposits mentioned herein. Over the past decade a number of deposits have been worked out and we thought it interesting to report about comparative results. French bauxite deposits are of the karstic, as opposed to the lateritic, type. The bauxite, formed at some distance of the present-day deposit, was brought to and trapped in limestone karst pits. Subsequent physical and chemical alterations may have taken place : silica and carbonate drifts, recent karst slips. The morphology of these deposits is often rather complicated. The deposits are small from a few hundred thousand to a few million tons at the most. The overburden thickness usually precludes open mining. Mining investments and financial risks are often high, making it necessary to obtain optimal information on the deposit considered for mining. For the three cases brought up in this paper, deposit sizes, exploration methods and conclusions differ. They are brought up mainly to show the advantages inherent to a quality geostatistical study and the lessons drawn by Aluminium Pechiney.

During dusk, nighttime and dawn operations, effective illumination is a crucial component of safety for getting on/off mobile surface mining equipment and for preshift inspections. U.S. National Institute for Occupational Safety and Health (NIOSH) researchers examined whether illuminance levels could be improved for ingress/egress systems and preshift walkaround inspections of equipment using light-emitting diode (LED) area luminaires. Illumination and glare were key metrics evaluated. Although headlamps provided adequate illumination, LED area luminaires illuminated a much broader area compared to the narrow spot lighting of the headlamp. Hence, the use of additional area luminaires can increase slip-trip-fall (STF) hazard awareness and detection. Furthermore, a commercially available luminaire demonstrated better results than a custom LED luminaire relative to discomfort and disability glare.

Semiautogenous milling was the subject of 18 papers presented at the SME Fall Meeting in Albuquerque, NM. The process design and scale-up of SAG mills was discussed in several papers. These included a review of testing methods for the sizing of SAG mills by Barrett and Allan. Austin et al. presented an improved simulation model for SAG mill grinding, with model validity demonstrated against pilot plant SAG mill test results. Rogovin et al. presented some pilot plant results relating to the charge motion, hold-up, and particle size segregation in SAG mills. A number of papers described improvements achieved in operating SAG mill circuits. These included presentations by Dailey concerning mills at the National Steel Pellet Co., by Brown and Pipke concerning the Island Copper grinding circuit, by Lovering of Afton Mines Ltd., and by Bartrum et al. of Kidston Gold Mines Ltd. Bush and Hegerle of Amax also discussed SAG mill operations at the company's Henderson mill. They addressed the topics of SAG mill grinding economics. Other papers addressed the topics of SAG mill control (Vanderbeek et al. and Pennington), grinding media (Meulendyke et al.), liners (Kjos), and fabrication (Carr and Utley). The 1985 AIME Annual Meeting in New York featured four technical sessions concerning size reduction technology and practice. Papers involving fundamentals included one by Hinde describing simulation model usage for quantifying the classification and concentration of heavy minerals in grinding circuits. Another, by Rogers et al., discussed simulation models that were used as a design aid in evaluating screens versus hydrocyclones for fine grinding circuits. Arbiter discussed dimensional considerations in grinding mill design, and Schwechten and Schonert proposed the use of a high pressure roll mill as a means for reducing energy requirements in fine grinding. Internal classification in tumbling mills was the subject of a paper by Hogg and Rogovin. The mechanism of internal classification were identified and their effects illustrated. Simulation for the process design of ball mills was exemplified in a paper by Rogers, Austin, and Brame concerning phosphate grinding in laboratory to large diameter mills. The incorporation of liberation into size reduction models was the subject of papers by Austin et al., Herbst et al., and Choi et al. Gupta used simulations models to further investigate zero order fines production in ball and rod mills. Of the published literature, many articles on size reduction were published in various publications in 1985. Articles concerning ball mill grinding included an analysis of interstitial gas effects in dry grinding by Cottaar et al., an analysis of mill grinding noise by Watson, studies of factors affecting breakage rates in dry milling by Gupta et al., and in wet milling by Tangsathitkuchai and Austin. Austin and Klimpel presented two papers concerning ball wear and ball size distribution effects. Koka et al., and Gotsis et al., described recent developments concerning the Szego mill. A model for hammer milling circuits was described in papers by Gotsis et al. and Gotsis and Austin. Heim et al. reported on wet grinding in Perl mills, and Kuga et al. presented findings concerning pulverizing in a screen mill. Studies of grinding effects on particle surfaces were published by Meloy and Hofmann et al., and Scieszka proposed a technique to investigate pulverizing properties of coals. Austin and Rogers discussed factors of powder technology of significance in industrial size reduction in mills and crushers. (Space limitations preclude listing of references. As per the current conceptual design presented by the Department of Energy, the exploratory shaft facility (ESF) becomes a part of the repository if the Yucca Mountain site is found suitable for repository development. Therefore, the design of the ESF should be compatible with the performance requirements for the repository. The construction methods selected should limit to the extent practical, the degree and the extent of damage to the surrounding rock mass. The ESF construction and operation should be compatible with the site data gathering activities, such as geological, thermomechanical, hydrological and geochemical testing.

Sanitary landfilling has become one of the most widely used methods of disposing of solid refuse. A principal concern of regulatory agencies and the public itself is that landfill operations do not degrade the physical environment, including water resources, and the ground-water reservoir in particular. Ground-water and engineering geology can guide landfill operations into suitable terranes or develop measures to compensate for any natural limitations at a particular site Experience and research in Illinois suggest four activities relating to landfill disposal that warrant attention by geologists and engineers: (1) Regional delineation of favorable and unfavorable hydrogeologic conditions to facilitate planning and preliminary screening of potential landfill sites. (2) Site evaluations, with considerations of geologic materials, topography, water levels, flow systems, and local occurrence and use of water resources. (3) Re- search on aspects of the hydrogeologic environment that control effects of, or are modified by, landfills. (4) Formulation of practices in the siting, construction, and operation of landfills that prevent, mitigate, or isolate deleterious effects. The first two activities are basically in the domain of earth science, requiring the application of fundamental concepts of geology and hydrology and conventional site-exploration methods. The third activity, research, requires contributions from geology as well as other disciplines, including soil physics, sanitary engineering, and chemistry. The fourth calls for policy decisions by regulatory agencies and elected officials, using the contributions of scientists and engineers.

This paper focuses on the noise exposure levels of miners employed on longwall production faces. Along with the increased production from longwall units has come the potential for greater noise exposures. Typical noise levels are given for the various noise sources that are present on modern longwall faces. Exposure times have typically increased since the introduction of longwall technology in this country. Representative exposure times and patterns are analyzed. Possible solutions are presented for generalized cases. Engineering controls developed by the Bureau of Mines are explained and their potential effectiveness is calculated for the cases presented. The role of hearing protectors in an overall hearing conservation program is also investigated. Recent research performed by the Bureau suggests that the actual performance level of muff -type protectors may be less than the manufacturers ratings under certain circumstances. The use of muff- type protectors is discussed and analyzed with respect to their use on longwall operations.

The Henderson Mine, a new large scale underground development, is being developed by AMAX. The mine site is located about 50 miles west of Denver, Colorado, adjacent to the east side of the Continental Divide. The mine's three access shafts are in a narrow alpine canyon at an elevation of 10,400 feet. The ore body of molybdenite is to the south of the shafts, 3,000 feet below the surface of nearby Red Mountain. The ore extends over 800 feet vertically and is about 1,700 feet by 2,200 feet horizontally. The eastern and southeastern boundaries of the deposit are still to be defined at the present time. Development mining is advancing at the mine site on a three shift, seven-day basis at the rate of about 2,000 feet per month. About twelve miles of heading have been driven at the present time, and work to sink No. 3 Shaft has started. Development mining was begun in 1967 with the sinking of No. 1 Shaft. This shaft is fully concreted, 23 feet in diameter and 2,441 feet in depth. It is the mine ventilation exhaust conduit. It is also used for development muck hoisting, stand-by mine water pumping and secondary access to the 8,035 foot level. This level is the mine exhaust ventilation level and was mined principally by conventional rail mining methods. From this one station at the 8,035 foot elevation a 5% ramp was driven to the initial production horizon at 8,100 feet with diesel rubber tired mining equipment. Subsequent mining has been entirely by mobile diesel equipment at the mine site.

The basic development of various mining equipment has been strongly influenced by two objectives; improving economic results and safety aspects. Both of these factors contribute to increased requirements of mechanization and automation in different parts of mining processes. When we are limiting the discussion the crushing circuits, automation has two dimensions, one being the component automation, or intelligence, the other being automation of complete processes. Both of these subjects are closely tied up, the former being a condition for the latter. The key technologies of crushing automation are transducers, programmable logics and computer software. Also equipment technology continually faces new challenges, which result even in totally new product families. One example of this kind of development area the track-mounted, integrated crushing systems, where design criteria have been simple control, unmanned operation, and flexibility in changing requirements. This crushing system, or philosophy, offers excellent possibilities for new concepts in various underground and open pit applications, connected with automatic process control. Following presentation is a summary of aspects, of haw a crusher manufac¬turer sees the development of automa¬tion as an integral part of equipment technology and development.

Today many small diameter tunnels are being constructed in Metropolitan areas and towns as transmission holes for utilities such as water, electricity, natural gas and sewage, to name a few. These tunnels function as utilities beneath the streets, highways, railways, and other structures where open-cut techniques are impractical for any one of a number of reasons. Many such bores range in diameter from 15 to 72 inches and in lengths from 100 to 500 feet. Auger drills with auger type heads have long been used to bore these "road crossings" as they are usually termed; however, many such crossings must be bored in rock with rock-boring heads. Rock with a compressive strength of 15,000 p.s.i. and higher seems to present the greatest challenge for the contractor. These rocks include most igneous and metamorphic rocks and some sedimentary rocks. In general, this grasps most granites, basalts, gneisses, slates, schists, quartzites, limestones, and cherts. In the past ten years boring machines have been developed and used to excavate road crossings through hard rock. Many crossings have been successfully excavated using these machines, and the degree of success has increased substantially in the last few years. A variety of machines have been built and manufactured to bore most rock in a range of diameters up to 72 inches. The machines vary in capabilities, size ranges, and designs but all perform the same basic task and function of boring horizontally. Incidently, here the term horizontal implies horizontal or within five degrees of horizontal. "INTRODUCTION “Sampling is the process of taking a small portion of an article such that the consistency of the portion shall be representative of the whole” (Baxter and Parks, 1939) “An orebody is a mixture of minerals in proportions that vary in different parts of the mass. As a consequence the proportion of contained metals also varies from place to place. Therefore, a single sample taken in any particular place would not contain the same proportion of metals as does the orebody as a whole except by a highly improbable coincidence. The probable error, which would be very large if only one sample were taken, decreases with the number of samples, but it never disappears completely unless the samples are so numerous and so large that their aggregate is equal to the orebody itself, in which case the orebody would be completely used up in the process of sampling. Since carrying sampling to such an extreme would defeat its own purpose, some probable error is always present in actual cases and the practical objective is to reduce this probable error to allowable limits. This means balancing the number of samples against the desired accuracy; if there are not enough samples the result is unreliable; if there are too many, the time and expense of taking them is excessive.” (McKinstry, et al., 1948). In an actual orebody, the accuracy of sampling depends not alone on the number of samples but also on proper distribution of them throughout the orebody, for it would obviously be incorrect to take all of the samples either in a rich part or a lean part. Therefore it is important to select the places in such a way that all parts of the orebody will be represented. “For those who cultivate land which is alike arid, heavy , and barren, and in which they sow seeds, do not make so great a harvest as those who cultivate a fertile and mellow soil and sow their grain in that. "The US coal mining industry has suffered a recent decline in profits caused by a combination of decline in commodity demand and more restrictive government regulation, forcing coal mining companies to cease production in numerous mines. A 40% decrease in the total number of coal mines occurred from 1994 to 2000. The number of mines remained relatively constant until 2008 when a change of government sparked a series of new environmental regulations which have contributed to another 15% decrease from 2008 to 2016. In contrast, production has only decreased by 3%, increasing from 1994 to 2008, and then decreasing since 2008. However, this value is skewed by large increases in sub-bituminous coal production and decreases in other coal ranks. Several aspects assist in executive decisions on mine longevity and economic worth. Studies of open source mine data collected by mandated government surveys coupled with commodity history can be used to find relationships between mine closures and these elements, which include statistics on production tonnage, seam height, coal rank, etc. This paper looks at coal mining trends since 1994 by comparing mine, market, and regulation factors that may influence mine closure. INTRODUCTION The US coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history, and regulatory impact. TRENDS SINCE 1994 Each year, US coal mines are required to submit data on a wide variety of categories to the Mine Safety and Health Administration (MSHA) and the US Energy Information Administration (EIA). This data includes administrative records, production values, and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the following figures."

INTRODUCTION This presentation will address changing trade patterns in lead and zinc from the mid 1980's to the early 1990's. Lead and zinc deposits are developed where they are found in many parts of the world. As many are not in major consuming areas, there is significant international trade in both lead and zinc concentrates and in refined metal. Forecasts of mine production have been analyzed, primary and secondary refining capacity and future consumption levels have been estimated, to arrive at the changes in trade patterns expected during the next half decade. This paper will first address concentrate and metal trade patterns for lead, then for zinc, and finally some remarks will be made on captive mine/smelter agreements, on regional trade agreements, and on barriers to trade. I would like to note that. there is only a small international trade in semi-fabricated products such as zinc die-cast alloy, zinc oxide, lead oxide or rolled lead and zinc. Most of the world's zinc and lead trade is in concentrates or refined metal. LEAD TRADE PATTERNS Lead Concentrates Six countries are exporters of lead concentrates. Three countries are in the Americas - Canada, Mexico and Peru, with two in Africa - Morocco and South Africa (including Namibia), and Australia. Due to the limited growth in lead consumption and consequent minimum investment in new production facilities expected, mine and metal production levels and future consumption levels are not forecast to change much between now and 1990. Accordingly, the tonnage of lead concentrates exported will remain essentially unchanged from these six countries. In total they have exports of 480,000 metric tonnes (metal content)* and by 1990 this figure is forecast to rise only slightly with the only increase taking place in Mexico. The concentrates are exported mainly to Western Europe & Japan. Apart from these six main lead concentrate exporting nations, a significant change is expected in the United States. Advancement in automation intensifies the need to remove tramp iron from bulk materials being processed and carried on belt conveyors. Although magnets have long been employed for this purpose, it becomes increasingly necessary that magnetic equipment of appropriate types and sizes be selected and advantageously installed -- if maximum benefits are to be derived Tramp iron present in bulk materials consists of ferrous trash, such as wire, bolts, nails, equipment parts, tools, and machine cuttings. The results, if the iron is not removed, are damaging to equipment having close clearances, explosions, or fire, En the case of flammable materials, production downtime losses, and contaminated products.
