Many appraisers/valuers believe that the only valuation method available within the cost approach category for real property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties. The author reasons that standards and regulations pertaining to real property valuation should be modified, and underlying principles should be expanded, so as not to inhibit appropriate application of these cost approach methods.

Unplanned tailgate collapses and difficult mining conditions in U.S. longwalls have necessitated the use of innovative tailgate support systems. Severe ground movement induced by longwall loading has caused operators to utilize secondary support systems that can match yield and strength requirements with expected ground reactions. Standing support performance requirements depend on the nature of the ground deformation behavior, and therefore require a good understanding of the interaction between the support and ground to achieve an optimum roof support system. Mining operations often employ standing support strategies that are unique to their mine. A support system that functions successfully in one situation could fail in another situation. It is important that the design and installation of the standing support systems provide the highest probability of preventing roof falls. Pumpable roof supports are currently being used to provide a safe working environment for longwall mining. A full understanding of the impact of these performance characteristics is necessary to optimize the support application and to provide a foundation for making further improvements in the support performance. Optimization of roof support applications helps to ensure the protection of mine workers by preventing roof falls due to inadequate support design. The load capacity and stiffness characteristics of a 27-in.-diameter pumpable support system was evaluated using the National Institute of Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS). Previously, tests to evaluate the performance characteristics were performed on a single pumpable support. The goal of this new research is to evaluate the performance characteristic effects of the pumpable support system and compare it to an individual pumpable test examination. This research of a pumpable support system configuration simulates the current installation practices in U.S. coal mines.

Few, if any, of the non-ionizing radiation health hazards to be found in either surface or underground coal mining are uniquely different because of their being found in the work environment. Hence, they can be considered generally for their bio-effects on the worker when found in the mining work environment. The same may not be said, however, for the lack of non-ionizing radiation and its bio-effects, particularly as it relates to underground coal mining. The term "non-ionizing radiation" refers to various forms of electromagnetic radiation of wavelengths longer than those of ionizing radiation. As the wavelength gets longer the energy of electromagnetic radiation decreases. Therefore, all non-ionizing forms of radiation have less energy than cosmic, gamma, and X-radiation. In order of increasing wavelength, non-ionizing radiation includes ultraviolet, visible light, infrared, microwave, and radiofrequency radiations. The energy frequency and wavelength range of both the ionizing and non-ionizing electromagnetic forces are shown in Table I. To convert the wavelengths of various radiations to Ångström units, one multiplies millimicrons by ten. In a vacuum, all electromagnetic radiation has the same velocity, namely 3 x 1010 centimeters per second. The natural source of radiant energy here on earth is our sun which emits radiation continuously over a wide spectrum. This radiation on average reaching earth ranges from 290 nm in the ultraviolet range to over 2,000 nm in the infrared range with a maximum intensity of about 480 nm in the visual range. You will note this falls into the visible blue wavelength and accounts for our blue sky and blue ocean and deep water effects. We are all familiar with the fact that the passage of solar radiation through the atmosphere to the earth changes the spectrum considerably because the atmosphere absorbs and scatters many of the sun's rays. The ozone in the upper atmosphere absorbs the shorter ultraviolet wavelengths and water vapor absorbs some of the infrared wavelengths. Smoke, dust particles, gas molecules and water droplets scatter the rays, especially those of shorter wavelengths. In addition to the sun, every gas, liquid or solid object at a temperature above absolute 0° radiates energy. Solid objects emit almost continuous spectra. At low temperatures only radiation of the longer wavelengths in the infrared range is emitted, but as the temperature of the object is increased, more and more of the shorter wavelengths are added. This fact is most readily demonstrated by heating a piece of steel. When a piece of steel reaches a temperature of about 1,700° Fahrenheit, it gives off radiation at the red end of the visible spectrum and appears dull red. As the temperature is further increased, the shorter rays are also emitted, until at about 2,100°F, the metal appears white, due to the emission of wavelengths throughout the entire visible range. Gasses, on the other hand, when heated emit radiant energy only at certain wavelengths, which are characteristic of their chemical structure. This latter fact is of importance in underground coal mining as high intensity gas and vapor lamps are becoming more and more utilized for illumination in underground coal mining. The biologic effect of non-ionizing radiation exposure depends upon the type and duration of exposure and on the amount of absorption by the miner. The effects of this radiant energy on the miner fall into four distinct types: (1) the heating effect of infrared radiation, (2) the effect on the eye of visible radiation, (3) the effects of ultraviolet radiation, and (4) the growing potential effects of the misuse of microwave radiation. Each non-ionizing type of radiation will be considered individually. ULTRAVIOLET RADIATION The sun is the major source of ultraviolet radiation, which is of concern in open pit and surface mining at certain seasons and in certain climes necessitating protection for the surface miners under those conditions; nonetheless, there are some man-made sources such as electric arc lights, welding arcs, plasma jets, and special ultraviolet bulbs for illumination underground that demand surveillance in the underground environment to be aware of whether the miners are at risk above the threshold limit values allowable. Since ultraviolet radiation has little penetrating power, the organs that are affected are the skin and the eyes. Ultraviolet radiation is strongly absorbed by nucleic acids and proteins, and the effects in man are largely chemical rather than thermal. Short-term effects on miners include acute changes in the skin. These are of four types: (a) darkening of pigment, (b) erythema (sunburn), (c) increase in pigmentation (tanning) and (d) changes in cell growth. Ultraviolet radiation also causes acute effects on the tissues of the eye. Overexposure can lead to keratitis, inflammation of the cornea, and conjunctivitis. Long-term effects of ultraviolet exposure include an increase in the rate of ageing of the skin with degeneration of skin tissue and a decrease in elasticity. Late effects of ultraviolet on the eye include the development of cataracts. The most serious chronic effect of ultraviolet exposure is skin cancer. Ultraviolet radiation effects are increased by some industrial materials and drugs. After exposure to such compounds as cresols, the skin is exceptionally sensitive to ultraviolet radiation. Photosensitivity reactions occur after exposure to a variety of other chemicals and drugs including dyes, phenothiazines, sulfonamides, and sulfanylureas. Raman Spectroscopy has become increasingly popular as a method to rapidly identify and characterize minerals, gem stones and other inorganic materials. Raman spectroscopy provides valuable information about the chemical bonds and structure of materials. In fact, the peak locations and intensities observed in a Raman spectrum can often be used to confirm the presence or absence of particular species in a sample. Some modern Raman spectrometers have been designed to analyze samples less than a micron in size while others are designed to rapidly screen bulk material with no sample preparation. Recent advances in software and automated instrument control have greatly reduced the complexity of Raman spectral analysis and provide an easy-to-use tool for analyzing minerals. We will describe the application of several multivariate statistical analysis techniques that have been developed to make use of the spectral libraries. In these techniques the spectrum is treated as a vector and sophisticated mathematical techniques are used to determine which spectral representations in the reference library best match the spectrum from the sample. The DXR Raman microscope was used to 1) Identify minerals by spectral searching, 2) Identifying several species in a sample using multi-component analysis 3) Mapping different species in an aggregate sample and 4) identifying inclusions in a sample.

This paper will describe the benefits of utilizing the decision support system, DSS to support the methodology of structured decision-making in the mining environment. It will outline the layers of the mining related decision making – 1. Creation of “one truth” situational awareness utilizing 2. existing planning, ERP, operational and monitoring agents, a. Expressing plan verse performance across mining phases and functions compared with the actual and trends to evaluate performance. b. Creating alternate courses of action and the implications up and downstream. 3. It will review the current condition were although a multitude of technologies resolve multi variable issues they do not interact in a way that assists decision makers throughout the organization in making high-quality decisions that will push the overall performance envelope. 4. The paper will show the benefits of integrating military methodologies to resolve multi variable complexed issues (operational, financial and other), operating in changing environments in order to meet time sensitive objectives with restricted resources. This is achieved by creating a shared situational awareness thru incorporating information from a multitude of data generating agents, creating COA, selecting the appropriate and turning it into a plan. The paper will discuss the implementation and suggest a path.

After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

Ladies and Gentlemen: As we begin these three crowded days of technical and economic discussion of problems faced by mining and metallurgical engineers, it seems appropriate at this Keynote Session to consider the future of this industry from which we derive our livelihood, It is also appropriate at this international meeting to view our industry on a world-wide basis. First, let us assess the world's future needs for minerals - the needs which it is our industry's task to meet. Next, let us look at what supplies of minerals may be available to meet those needs. I will speak of this first in terms of the physical availabilities of minerals. Finally, we can consider some of the social or institutional factors which will condition the world's mining industry as it goes about its task of discovering, developing, producing, and delivering the minerals needed to meet the world's demands. Let me give you a foretaste of my conclusions. First, future world demands upon our industry will be enormous, eclipsing anything that we have known up to this point. Second, there is strong evidence that our earth's crust contains a sufficient physical quantity and variety of minerals to meet forthcoming needs for as long a period ahead as one can envisage.

China is a rich in stromite mineral resource. Unfortunately, the resource is very difficult to separate by using conventional flotation method because stromite and gangue minerals are very fine disseminated, the average size of them is about 10 µm or below, and the content of clay minerals such as illite is 19% or even more. In this paper, the aggregation floatation behavior of ultrafine (-10 µm) stromite, illite, ablbite and quartz using anion collector were studied. The result show that, Oxidized paraffin (O.P) is a good collector and has better selectivity for stromite particles flotation. The salted sodium silicate depressed illite gangues minerals effectively. The separation of mineral mixtures was carried on successfully at one stage flotation by the technique. The mechanism of O.P. and salted sodium silicate were studied and discussed by using IR and Zeta- potential measurements.

"Sierra Gorda SCM is a joint venture partnership of KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining and Sumitomo Corp. (Japan) operating in northern Chile. The Sierra Gorda openpit mine and coppermolybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, wellinstrumented mine in Chile. This article contains a general review of the project including geology and history.This was a fast-track project going from greenfield site acquisition to mill startup in 10 years. Highly experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied.The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (Fig. 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km (3 miles) from the village of Sierra Gorda at an elevation of approximately 1,700 m (5,600 ft) above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km (37 miles) northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic and Escondida, to name a few.The primary organizational value at Sierra Gorda is "Zero Harm." This includes employees, contractors, the environment, the community, plant facilities and mine equipment. A cornerstone of this program is called 5X5S (five by five S), which combines the lean principles of 5S with the safety model of taking five steps back and thinking about the task at hand for five seconds, five minutes, the time it takes to assess and manage the risk. "People caring about people" promotes proactive engagement in the safety of coworkers and others at work and at home."

As part of a cooperative effort between the U.S. Bureau of Mines and the Florida Institute of Phosphate Research (FIPR), with input-from the phosphate industry, the conversion of phosphor-gypsum to sulfur is being investigated. The proposed process incorporates a thermal reduction of phosphogypsum to calcium sulfide (CaS) and a hydrometallurgical treatment to convert calcium sulfide to ammonium bisulfide (NH4SH), which is then oxidized using a catalyst to produce elemental sulfur. The paper summarizes the results of continuing laboratory studies using an activated carbon catalyst which was loaded with sulfur through oxidation of ammonium bisulfide solution. The extraction of the sulfur that forms in situ on the catalyst is a key area in the development of the sulfur recovery process. Two approaches for removing the sulfur are being investigated: 1) thermal treatment to volatilize sulfur, and 2) leaching the sulfur using liquid anhydrous ammonia. The research has shown that it is technically feasible to recover over 90% of the sulfur from the carbon by either volatilization or ammonia leaching. Locked-cycle testing has demonstrated that the carbon has the potential to be recycled after ammonia leaching.

"Hydrogen (H2) gas released during battery charging can result in cross-interference for carbon monoxide (CO) sensors used for early fire detection and compromise the integrity of the mine atmospheric monitoring system (AMS). In this study, a series of laboratory-scale and full-scale experiments were conducted to evaluate the responses of different CO sensors to H2 gas. In the laboratory-scale experiments, constant H2 concentrations in the airflow, from 100 to 500 ppm, pass through sensors. While in the full-scale experiments, increasing H2 concentrations generated as a byproduct from charging the batteries at the battery charging station rise to the sensors under different ventilation scenarios. The H2 concentrations at the CO sensor location were measured using H2 sensors and were correlated with the CO sensor response. The effects of ventilation and sensor location on the CO sensors responses were also analyzed. The results of this study can help mining companies to select appropriate CO sensors and improve the deployment of these sensors to ensure the safeguard of underground miners. INTRODUCTION As many types of battery-powered mining equipment such as scoops and shield haulers are used in underground mining operations, charging stations are required to charge the equipment batteries. These batteries are of lead acid chemistry. A safety issue exists with the battery charging stations as all lead acid batteries produce flammable H2 gas during the normal charging process. Overcharging or excessive heat can quickly cause batteries to produce even more H2. If H2 is not appropriately diluted or dispersed, it builds up, and the risk of fire and explosion increases. Mine Safety and Health Administration (MSHA) regulation (30 CFR Part 75.340) requires that battery charging stations should be housed in noncombustible structures or be equipped with a fire suppression system. When a fire suppression system is used, the battery charging stations must be ventilated with intake air that is directed into a return air course or ventilated with intake air that is monitored for CO or smoke using an AMS. The monitoring of intake air ventilating battery charging stations should be done with sensors that are not affected by H2."

When a takeup weight is offset to the side of a conveyor, a wire rope is commonly routed from the takeup weight through a series of sheaves to the takeup carriage. The friction developed from a series of wire rope sheaves can effect the actual belt tension at the make up carriage. Through real-mime testing the actual tension on a makeup carriage was recorded with data acquisition using an internally strain-gauged turnbuckle. The wire rope used to transfer the makeup weight to the makeup carriage was routed through a series of lubricated bronzed bushed sheaves. The tension on the makeup carriage was found to be as much as 26% higher than the weight of the makeup due to the friction in the sheaves. A detailed discussion of the testing and results will be made.

The pandemic emergency is forcing transit agencies to define strategies allowing social distancing, which are more challenging in underground interchange stations in crowded downtown cores. Toronto Transit Commission’s (TTC’s) Bloor-Yonge Station Capacity Improvement Project in Toronto was approved to meet increasing demand and represents an opportunity to fight COVID-19. This paper discusses cost-effective solutions in expanding the cut-and-cover station box over the existing Toronto Subway Line 2 and connecting it through ventilation openings in the cast-iron tunnel liner. Potential uplift risks and structural damage due to minimal vertical clearance were analyzed via three-dimensional finite element analyses with advanced constitutive laws to simulate the multi-stage construction process. Based on the simulation results, a series of countermeasures, including excavation support systems, king posts, ground-consolidations, and liner reinforcements were integrated into comprehensive design options to ensure the serviceability and structural integrity of the subway tunnels.

A study was conducted to compare physical and numerical models of the block-caving mining method. Results from the numerical analysis closely simulated the blocky behavior of the physical model, including bridging and interlocking of the simulated orebody during draw. The draw-down patterns and the rate of draw developed during numerical modeling also closely simulated the physical models. An unexpected result from the numerical modeling was the development of a zone of downward deflection which preceded the development of the zone of material movement.

This is a detailed report of construction experience of a tunnel built by a shield of rectangular cross section with reinforced concrete segments. In case of tunneling by a rectangular shield, there were the following problems to be overcom by technical developments; (1) structural joints between segments, (2) complexity in erector handling, (3) exact steering operation of shield and perfect filling of tail void left around the lining erected. Such rectangular shape of cross section has various advantages comparing the conventional circular shape as follows; (1) effective utilization of excavated space, (2) greater overburden depth, (3) stability of lining against unbalanced earth pressure caused by neighbouring construction.

The separation and recovery of copper from cyanide solution has been investigated since the early 1900s. The precipitation of copper using sulfide ion was patented in 1911 by Williamson, published by Leaver & Woolf of the USBM in 1931 and Cyanamid in 1960s. The current practice of sulfide precipitation is used in various processes such as “SART" for cyanide regeneration and copper recovery. The precipitation of copper sulfide requires the pH of the clear solution to be in the range of 4-6. The precipitated copper sulfide can be sold to smelters. Alternatively, copper cyanide can be precipitated from clear solutions in the pH range of 2-3. However, selling copper cyanide is challenging because of its cyanide content. Past work has focused on the use of boiling sulfuric acid to convert copper cyanide to copper sulfate as published by Seracini in 1991. This paper describes a simple process to convert copper cyanide to copper oxide using sodium hydroxide at ambient temperatures. The cuprite can be sold to smelters or used as a feed to an electrowinning circuit to produce copper cathodes. The process provides an effective method to recover copper from cyanide solutions with a lower capital requirement.

Performance of belt conveyors, service life of belts and mechanical elements can be radically improved if the automatic adjustment of the belt speed movement is made in such a way, that the unit load over the conveyor length be constant and close to the rated one under random input freight traffic. Such an adjustment is possible when the system of a controllable thyristor electric drive on the basis of induction squirrel cage motor is used. Computer-aided adjustment of the belt conveyor movement is effected via bicontour digital control of the main drive in order to redistribute loads when the loading of conveyor and contour of the control of tension drive are changed. The system envisages control and condition monitoring of the conveyor electromechanical system, as well as metering of electrical power and the amount of conveyor freight. The results of the simulation of speed control of the conveyor belt are given in the report. Mathematical model of the conveyor electromechanical system describes the movement of the belt with cargo and the tension drive. The input cargo traffic is assumed as stationary ergidic random process with the assigned characteristics. The solution of the problem of the synthesis of a closed-loop control system, the structure and parameters of adjustment, the conditions of asymptotic stability of the control back-up system and the condition of minimization of mean square error of shadowing are also given in the report. Microprocessor controller is used to realize the function of the adjustment unit. Under this control system standard mode of conveyor operation, different modes of start-up, operating mode with decreased speed when transporting people, service and emergency braking of a conveyor and some other modes are realized. The digital model of a conveyor as an instrument for decision making in case of emergency is used in those modes. MASTER TEXT Long-standing practice of belt conveyor operation in mines of Russia has proved their inefficient use with 40-70% capacity and 20-25% availability factor. It is associated with unreasonable power intensity and reduction of service life of mechanical components, and as a result, with the growth of total transportation costs. Low efficiency of conveyor application can be explained by the extremely irregular distribution of conveyor freight traffic. Usually, the width of a conveyor belt is identified in accordance with the possible maximum traffic value, engine power capacity for long-term operation under rated loads. However, actually a conveyor often runs without any load and its average load in most cases is lower than the rated one. The problem can be eliminated by way of the adjustment of the operational mode of a conveyor according to an actual input freight traffic via belt speed control providing for the conveyor regular linear load which is nearly equivalent to the rated one. Experimental research into freight traffic under working conditions of the operating underground and open-cast mines proves the fact that the actual freight traffic can be adequately presented through the model of stationary random function of time, for ex- ample, as a J (t) continuous random Gaussian process that is modulated with a G(t) elementary pulse flow:

"A packaged cooling system is being developed for refuge alternatives (RAs) that will meet U.S. Mine Safety and Health Administration (MSHA) qualification guidelines for deployment in coal mines. This system will allow full occupancy ratings of deployed refuge alternatives to be maintained by keeping the apparent temperature inside the RA from exceeding 35° C (95° F).Research investigations sponsored by the National Institute for Occupational Safety and Health (NIOSH) have shown that heat buildup caused by occupants in mobile RAs will result in apparent temperatures that exceed the 35° C (95°F) limit established in 30 CFR 7.504.Figure 1 shows the temperature rise in an inflatable RA having an occupancy rating of 23 people at an 27° C (81°F) mine air temperature. This plot shows the need for either heat mitigation or occupancy derating in warmer mines.The Refuge Alternative Environmental Control System (RAECS) will be designed to provide enough heat mitigation to eliminate occupancy derating due to heat buildup over the 96-hour refuge period.This article describes testing of a prototype cooling system that uses proven vapor compression technology powered by batteries to keep the RA interior below the 35° C (95° F) limit for a minimum of 96 hours. Testing of this prototype cooling system was conducted in December of 2015 and January of 2016 at the NIOSH test mine in Bruceton, PA. December testing was conducted at the prevailing mine ambient temperature — approximately 15.5° C (60° F). The January testing was done with the mine ambient temperature in the immediate vicinity of the RA artificially elevated to 29° C (85° F). Realistic heat gain from RA occupants was provided by human simulators developed by NIOSH. These simulators add sensible heat corresponding to human metabolic processes and latent heat generated by respiration and perspiration. Heat generated by CO2 scrubbers was also added. Results of cooling system performance using these simulated loads at the two ambient conditions are described. A comparison of the apparent temperature in the RA using two different control techniques is also presented. This work documents the ability of the cooling system to meet the established apparent temperature limit at the full occupancy rating of a six person RA. A new cooling system intended for use with existing RA deployments and having greater cooling capacity is currently in development and will be described.Expendable desiccant modules were also used to provide supplemental water vapor removal and their role in mitigating cooling load is addressed."

My comments today are directed toward western coal and its impact on Burlington Northern. I will be discussing three major topics. These are: location and extent of mining activities, the flows of this coal traffic into the various market territories, and finally the interaction of this western coal with coals found in the balance of the United States. When we at BN speak of western coal, we refer to those substantial deposits lying in southeastern Montana and north-eastern Wyoming. This territory covers many different coal formations. For the sake of simplicity, I will be referring to this general area as the Powder River Basin (or the "western" coal fields). This slide highlights the area overlayed by a map of the BN rail system. The U.S. Bureau of Mines estimates the demonstrated reserve base of Montana and Wyoming to be approximately 176 billion tons. Of this figure, about 73 billion tons is minable by surface methods. This is roughly 72% of the total strippable reserves in the western united states, BN does not have sole access to this coal for there are deposits in southern Wyoming near the union pacific railroad. I will say more about this later.
