Designing and constructing tunnels in seismic prone areas present unique challenges to both designers and contractors. The Westside Purple Line Extension Project– Section 3 in Los Angeles requires crossing an active fault that may subject the tunnels to extreme structural demands. In order to ensure that the linings will safely accommodate the fault movement, a revolutionary composite section—steel plate embedded in the intrados of the precast concrete segmental tunnel lining was finally selected. Additionally, continuous expansion steel plates over the circumferential joints will be installed to mitigate the potential opening of the circumferential joints.

Deep, stable, unlined space promises secure, efficient, acceptable solutions to several current problems. With truly favorable conditions, it can be economic as well. The basic requirement is sufficient sound, tight rock at required depth. This and unusual surface requirements point to special testing. An objective is to describe conditions for planners, estimators and contracts. A first stage concept study needn't be prolonged but should overlook nothing significant. Although observations and tests on core are considered essential, time and expense can be cut by supplementing then with tests on walls of rotary or percussion holes. In some places initial drilling could be shallow.

"Due diligence" is a review or audit of a facility or business to assess and quantify risks and operating status before an acquisition. Due diligence findings can be used to negotiate the price, general terms, and indemnification provisions in the purchase and sales agreement. In addition to assessing out- standing liabilities, necessary capital improvements, and the adequacy of operating budgets, due diligence should include "nontechnical" considerations, such as local community acceptance and relations, and the effect on the company's public image and operations. This paper will discuss how these considerations can be addressed in the due diligence process and factored into the transaction. Also, innovative means for risk reduction and risk transfer, during and after the transaction, will be discussed.

This paper presents the findings of a study on roof bolters' hazard exposure. A "micro-analysis" of accident data was combined with ergonomic observations of roof bolter operators to categorize bolting-related injuries and a checklist was constructed. Bolting-related problems were identified as situations that could expose bolter operators to hazards. Approaches to avoid these situations were applied at six mining operations to evaluate specific problems in roof bolting operations. The re-search emphasized the importance of analyzing worker behaviors in the context of mining situations and equipment design problems that lead to human error accidents.

MINERALS INFORMATION PROGRAM Mineral data collection by the Federal Government actually began in 1882 with an appropriation by Congress to the U.S. Geological Survey (USGS). Although the Bureau of Mines was instituted in 1910, it was not until 1924 that the collection, interpretation, and dissemination of worldwide information on production, consumption, and availability of minerals became the responsibility of the Bureau. The objective of the Bureau's minerals information program is to maintain and provide reliable, timely, and comprehensive data for analysis of national minerals problems. This program is implemented by a staff of specialists who cover about 100 mineral commodities and the mineral industries of 168 countries. Data are also provided on the minerals industry on the State and county level. The specialists analyze information to identify trends and problems, forecast future U.S. and world supply and demand for the nonfuel minerals, and relate trends and developments to their impact on the domestic minerals industry. Data Sources and Publications The primary sources of data concerning the domestic minerals industry are the companies that produce, use, and trade in these minerals. Approximately 60,000 survey forms are sent to industry, on a monthly, quarterly, semiannual, or annual basis, to obtain the data. Domestic trade data are provided by the Bureau of the Census, U.S. Department of Commerce. Information on mineral developments abroad is developed by Bureau specialists from mineral reports supplied by U.S. embassies worldwide, from primary source documents, from a review of the technical mining literature, and from onsite mine and plant visits in foreign countries. The information is disseminated through a number of Bureau publications: "Mineral Industry Surveys" provide aggregated data on a monthly. quarterly, or semiannual basis to give timely information on the most important mineral commodities. "Mineral Commodity Summaries," published each January, provides preliminary annual data on supply and demand and discusses significant events of the previous year. The final data are published later in the "Minerals Yearbook," which is the definitive historical record for mineral statistics. "Mineral Facts and Problems," an encyclopedic work issued every 5 years, covers industry structure, technology, supply-demand analysis. economic factors, reserves, and forecasts of U.S. and world demand for individual commodities. "Mineral Perspectives" and "Mineral Issues" cover important international mineral developments and significant issues of current U.S. policy as they relate to minerals. Discussions and analyses of mineral trends and developments also appear in other Bureau publications, such as "Minerals and Materials" and "Information Circulars." These publications provide the basis for analysis and policy determinations by the Bureau and by virtually every Federal agency concerned with minerals, defense issues, the national economy, and foreign relations. The data are also used by industry in planning capital investments in mines and processing plants, by financial analysts, by U.S. delegations in their work with international commodity groups, and by a host of other minerals related organizations. Data Bases The data bases used by the specialists for preparing publications or in response to a continuous stream of inquiries include both those that contain individual commodity data from respondents, and those that are summary data bases on production, trade, capacity, employment and a number of other minerals-related items, not all of which are derived from data reported to the Bureau of Mines. The data bases maintained on the mainframes are not accessible by non- Bureau users. INTRODUCTION Cancer of the lung in uranium miners has been reported by many authors. In fact, it has become a most popular subject for comment by environmentalists, health physicists, and newspaper writers. I believe it appropriate for me to discuss cancer of the lung in uranium miners in a general way commenting briefly on etiology, incidence, tumor cell types, and particularly, tumor development and treatment. Cytological development of cancer in its incipient stages, particularly the in situ stage, relates to potential cure with photoradiation, early diagnosis, and treatment. Our observations of the cytological response to this modality of diagnosis and treatment will be discussed briefly since this area will also be covered by Doctor Balchum. The cause of lung cancer in uranium miners is primarily due to two carcinogens; cigarette smoking and radon daughter radiation. Cigarette smoking has continued at the same intensity over time among uranium miners; about 60% of the miners are cigarette smokers and 40% are non-smokers. Radon daughter exposure to the uranium miner has varied from mine to mine, but over the last 20 years has been reduced to a minor fraction (.3 WL) of the level that prevailed in many of the mines during the 1950-1960 era when many of the miners were exposed to more than 10 WLM. Sputum samples have been examined on as many uranium miners as responded on the Colorado Plateau since 1956. Autopsy studies were done whenever this was permissible. In some instances, only tissue from a biopsy of a node or lung was available for study. Smoking histories were also taken. Approximately 200,000 sputum samples were examined and histological examinations of lung lesions were made from 312 cases. METHODS The method of sputum cytological collection and preparation was reported previously. I The lungs were fixed with formalin and prepared for sectioning by Dr. Oscar Auerbach with his block-section method. RESULTS Three-hundred-twelve lung cancers from uranium miners were examined. The tumor types and the age at death for each type, smokers and non-smokers, are given in Table #1. The incidence of the tumors in the smokers and non-smokers is given in Table #2. The incidence of small cell carcinoma of the lung has decreased from an incidence of 76% of all the lung cancers found in uranium miners to 22% of these lesions (Figure #1). The decrease in incidence of this tumor is probably due to decreased exposure to radiation in the mines.

Polysaccharides have been widely used as depressants in mineral processing for decades. They constituent one of the most abundant family of biopolymers. However, only a small number of them have been used by industry so far because of a general lack of understanding of interactions between these polymers and minerals. In this work, adsorption tests, electrophoretic mobility measurements, microflotation and fluorescence spectroscopic tests were performed along with computer simulation to explore the mechanistic aspects of guar gum adsorption and conformation on talc as a function of relevant variables such as ionic strength, pH, solvent composition and polymer molecular weight. From microflotation tests, it was found that talc hydrophobicity decreased markedly due to the adsorption of guar gum even at very low concentrations and reached a plateau below moximum adsorption. Guar gum adsorption on talc was found to be not affected significantly by changes in solution conditions such as pH and ionic strength, ruling out electrostatic force as controlling factor for adsorption. Fluorescence spectroscopic studies showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Also urea, a hydrogen bond breaker, reduced the adsorption of guar on talc. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding in preference to electrostatic or hydrophobic force. This information should help toward designing reagents of optimum molecular architecture for efficient depression, dispersion or other such surface modification of particles.

A 5 year test program, involving on-line, in-vessel exposures at Barrick Goldstrike Mines. Inc. has provided valuable information and experience about the materials and designs for brickwork linings in pressure oxidation autoclaves. A variety of brick and mortar products have been evaluated. Properties before and after exposure are used to document the performance. Benefits have included the development of a new silicate mortar improved understanding of brick requirements and increased autoclave operating time between maintenance shut-downs. More improvements are expected in the future based on further information from the test program.

In recent years, a great deal of attention has been focused on developing mill liners to increase wear resistance, improve grinding efficiency and reduce energy consumption in milling applications. The installation of an appropriate mill liner is critical as it affects the overall cost and product quality. A mill liner has two specific functions. The first is to protect the mill shell and mill ends from direct contact with the abrasive grinding media (in this case, the liner serves as a wear surface). The second function is to transport the grinding media, creating energy for size reduction. The liner acts as a lifter, mechanically transporting and cascading the grinding media. The mill lining is a major cost in the milling operation. The costs associated with the mill lining include the capital cost of the lining, downtime required to replace the worn liner and the labor for installation. Generally, in hard rock mining, the life of a mill liner in secondary ball mills is 12 to 24 months.

Introduction This paper attempts to describe the characteristics of the industrial minerals segment of the minerals industry that make it different from the other segments. Also described are the trends, strengths, and shortcomings in the industrial minerals segment. This may help professionals in the minerals industry determine if there is a place for them in industrial minerals. Industry Overview It is difficult to generalize when describing the industrial minerals industry. Some products, such as cement and potash, are produced exclusively by large, well capitalized and technically sophisticated companies. Others, such as sand and gravel, are generally produced by small, family-owned companies operating on a shoestring budget. Still other products, such as feldspar, are produced by both types of companies. Not only are the companies vastly different, the products and marketing of their products are also different. Industrial mineral products are sold based on their physical characteristics (abrasives), or their chemical characteristics (trona), or both (glass sand). Marketing can be direct by the producing plant, a corporate office handling products form several plants, or through distributors. The geologic, mining, and processing skills needed can be minimal or sophisticated. There can even be large differences in the technical skills needed in two plants producing the same product. One feldspar producer may only need to mine and grind his ore, while another may use a delicate flotation process. One easy generalization is that there are industrial mineral operations in all geographic locations. A second is that industrial minerals offers more opportunities to entrepreneurs than the metals field because of the variety in the sizes and types of operations. Industry Growth Industrial minerals must be considered a mature industry. Consequently, little exciting growth can be expected. Over the past 30 years, industry sales have grown at a rate of 6.2%, compared to a 6.7% growth rate of the GNP (Kliff, 1978). A 3.8% growth rate has been forecast for the remainder of this century. The fortunes of those plants producing a product for local consumption will depend on the prosperity of the local economy. The fortunes of those plants that sell into the national market will depend on their competitiveness in their industry. Major industrial mineral products are shown in Table 1. The first three commodities account for 66% of the industrial minerals market. Typically, deposits of stone, sand and gravel, and the limestone, silica, and clay needed for cement are easy to find and mine. Role of Mining Engineers and Geologists Because a sophisticated techcical knowledge of geology or mining is not required, very few geologists and mining engineers are employed in industrial minerals. Geologists working for these companies function less as geologists than managers and executives dealing with permitting and land acquisition. Likewise, mining is done mostly by open-pit methods. It is generally supervised by an individual experienced in the operation and maintenance of heavy equipment, not a mining engineer trained in rock mechanics or computer methods of mine planning. What of the geologists and mining engineers employed by the industrial minerals industry? Many gained their positions as a result of their experience dealing with the regulatory agencies that control the operations of all mines and mills. Their technical expertise in geology or mining becomes only a side benefit. "In underground mining, machine design is predominantly dictated by mine conditions and individual customer desires. In partnership with Foresight Energy, J. H. Fletcher & Company was tasked to design and manufacture a new roof bolting machine with six independent drilling apparatus on board capable of drilling and bolting the roof and ribs with material handling. This is the first Fletcher® six head machine to be designed and built for the mines in the United States. The machine is intended to work in the Illinois Coal Basin. The objective was to produce a machine capable of drilling and installing six bolts simultaneously with a limited number of operators. The goal of the mine is to decrease the time to bolt a cut to improve the safety level of the current roof bolting method, improve efficiency and to improve the bottom line cost of entry development. The customer wanted four mast feed drills at the front of the machine dedicated to installing roof bolts and then another two mast feed drills behind them dedicated to rib bolts. This dictated the requirement of latched controls, which would allow the operator to start drilling one hole and then latch the controls to be able to move on to the next. To accomplish this, we developed a unique hydraulic latch circuit to maintain operator safety and compliance. Guarding was added to prevent an operator from coming into accidental contact with a latched drill. The result of the design is a machine with a single platform and six independent masts with drillheads: four masts strictly for drilling and installing roof bolts on the front of the platform and then two masts on the back of the platform for rib bolts. The feed and rotation controls at each operator’s station include a latch control for drilling. The latch control will allow the operator to lock in the feed and rotation once the hole has been collared, allowing the operator to move on to the next hole. The rear of the machine is equipped with material handling. There are two material pods with winch controls as well as a mesh rack that includes mesh lift, mesh tilt and mesh sump. The six-head roof bolter allows fewer operators to drill and install roof and rib bolts, which in turn lowers the miners’ roof exposure per cut. This design reduces the operator’s exposure from the inherent pinch points and rotary hazards once he has engaged the latch drilling. Therefore the machine will help to decrease the time to bolt a cut, improving productivity while enhancing the ability to operate the machine safely. INTRODUCTION When mining underground it is necessary to support the roof quickly to prevent it from collapsing after an area has been mined. Since the 1950s, the primary method for supporting the roof has been the installation of roof bolts. Roof bolting is one of the most basic functions yet one of the dangerous jobs in the underground mining operation (1). The Mine Safety and Health Administration’s (MSHA) Health and Safety Accident Classification injury database showed an average of 660 roof bolter operator accidents per year over a 5-year period (1999-2003) (2). The numbers show that roof bolting is the most hazardous machine-related job in underground mining. It represents 39 percent of all machine-related accidents in underground coal mines. In 1993, the U.S. Bureau of Mines conducted a study that has shown the activity of drilling as the most hazardous job task performed by a roof bolter operator, accounting for 31 percent of all roof bolting injuries (3). Almost half (46%) of these drilling injuries were due to falling rocks or coal from the roof. All of these injuries occurred under supported roof. The majority of these injuries (about 99%) are not caused by a major roof collapse but from falls of smaller rock from the immediate roof. This type of roof failure has also been termed “skin fall.”"

This paper presents an approach for developing a Sustainable Development Indicators (SDIs) framework tailored to the Greek Industrial Minerals sector, due to its importance for the national economy. To achieve this goal, an overview of the Greek mining and minerals, and especially the Industrial Minerals sector, from a technological and a financial perspective, is presented. In addition, a brief description of the global initiatives to this direction is given. The proposed indicators are based on those presented in 2006 by the Greek Mining Enterprises Association (GMEA) adjusted for the sector of industrial minerals by taking into account economic, environmental and social issues, known as the Triple Bottom Line (TBL) approach.

The United States has abundant coal resources that could last at least another century. and probably longer at present consumption rates. Geographically, the coal resources are distributed over the entire nation including Alaska, although there are no coal deposits in the highly populated areas on the two coasts. This allows free access to the coal, but makes transportation more expensive. Not all coals can be utilized equally because they differ vastly in quality. The sulfur content of coals, considered as the most detrimental acid rain-causing element, varies from as low as 0.3 percent in some areas of the western U.S. to 5 percent or more in parts of the Midwest. The chlorine content, which causes corrosion of plant hardware, also varies regionally. The 1990 amendments of the Clean Air Act of 1963 (CAA) require that emissions of sulfur be restricted and rolled back in two stages by the year 2000. There have been a number of reports expressing concern about the future of the industry in the states where high sulfur coal is produced. The remedies devised by the federal government and many coal-producing states in the past to "se-cure" the future of the regional coal industries have focused on the physical task of removing sulfur rather than the economic challenge of doing so at a cost that will enable high-sulfur coals to survive and compete. The past remedies, generally, were not specific enough to account for the characteristics of regional coal deposits and did not look at the coal market as an integrated national and international entity. The State of Illinois has, in recent years, taken a more comprehensive approach to the solution of the problem.

Waste clay ponds are a necessary part of the phosphate rock beneficiation process. They are large, averaging a square mile in size; unsightly, in that they protrude 20 to 50 feet (6 -15 meters) above natural grade; stabilization and reclamation is slow; and they have had a history of catastrophic failure. The State of Florida has never published a specific rule regarding the configuration or height of these ponds, but has enforced numerous policies along these lines. The current rules are given and interpreted, along with the reasoning for current policy. In addition, an overview of the history of the policies, and an attempt at explaining the reasons for the changes that have occurred is given. The industry has been forced to make major monetary decisions, having effect for decades on mine economics, in a constantly changing regulatory environment. The Bureau of Mine Reclamation is confident that a direction of regulation has been solidified, but changes are still to be anticipated.

Much research effort has been spent in attempting to reduce the high energy costs in grinding, but relatively little in developing methods to enhance the liberation of the minerals from each other. This paper presents some ideas on the nature and role of grain boundaries in mineral assemblies, and their influence on the propagation of cracks through the rock. It is argued that if the mechanisms of fracture are more clearly understood, crack propagation may be controlled in such a way that intergranular fracture dominates breakage, producing less fines and a higher degree of liberation.

Debate continues over whether barricading in refuge chambers is a good strategy to survive entrapment emergencies in underground coal mines, in particular fires and explosions. Unlike U.S. coal mines, Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes the merits and problems of using refuge chambers or self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. We found that using refuge chambers may not be the best strategy during extensive fires or when multiple explosions occur. In these situations, mine rescuers are unlikely to be able to extract miners who are sheltered in chambers and, conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as the level 1 emergency exercises required in Queensland, Australia. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

Studies were carried out to determine whether filtration rate changes observed in an iron ore concentrator were due to variations in particle shape. It was confirmed that ores mined from different locations differed in filtration rates by as much as 60%. However, when image analysis was used to quantify the shapes of the individual particles in the filtration feed, it was found that the particle shapes showed almost no variation, and the shapes did not correlate with the filtration rate. It was also determined that the filtration rate variations were not caused by changes in particle size distribution. These results suggest that the differences in filtration rate are due to factors other than size and shape, such as surface chemistry.

Laboratory investigations on the possibility of using magnetic separation for the recovery of sulfide minerals have been reported. A survey of several sulfide ores and flotation concentrates indicated that, in most cases, magnetic separation is not a suitable primary beneficiation method. However, encouraging results have been obtained in concentrate purification. At the Boliden complex sulfide ore concentrator in Garpenberg, Sweden, an Allis-SALA Mark III carousel High Gradient Magnetic Separator (HGMS) is used with a small flotation circuit to recover sphalerite lost to the galena concentrate during lead flotation. After four years of refining the HGMS process, there has been an increase in zinc recovery and an enhancement in the quality of the lead concentrate.

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges such as crown and invert instability due to the overstress condition affecting the strata above, below, and in the tunnel alignment during and after TBM excavation along with the potential for methane inflow. This paper showcases how the orientation of a tunnel alignment has a significant impact on how in-situ geological stress can impact the excavation of a tunnel from the contractor’s point of view and how geological features influence gas inflow to the alignment over time.

It has been 2-1/2 years since the Congress passed the Surface Mining Control and Reclamation Act of 1977 (PL95-87) the Office of Surface Mining every deadline specified in the Act. Hopefully the Congress will begin to realize that specifying unrealistic deadlines does not accomplish the end desire of legislation any sooner -- it only adds to the confusion, and actually hinders orderly, efficient progress. OSM has been sued by all categories of involved parties -- environmental activitist organizations, the states, and the coal operators. This situation has resulted for two reasons: (1) insufficient time was allotted by the Congress to properly develop the regulations and program, and (2) OSM?s philosophy that it must dictate every detail of reclamation operations from Washington, even though many of its people are inexperienced with coal mining. These law- suits are now demonstrating their value. OSM is showing signs of "pulling-in-its horns" and, hopefully, will approach the revised regulations in a more realistic fasion.
