Dow Chemical Co.'s research in lignite gasification has required that the fuel be upgraded in terms of ash loading and the slagging character of the residual ash. Lignite beneficiation has been shown to substantially reduce the total ash loading and, in some cases, causes very significant reductions in slag viscosity. In support of this work, a slag viscometer was constructed and the viscous flow properties of lignite ash were run as a function of temperature and composition. The flow as a function of temperature was shown to be predictable from the chemical composition.

THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees' productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant. The recent surge in demand for uranium in the United States, accompanied by a significant increase in price, has resulted in exploration, mining, and milling of lower grade ores than have been exploited in the past. To sustain production levels of uranium with lower grades of feed requires larger tonnage mill operations. Also, because of recent environmental regulations, mill operations must be prepared to properly contain large tonnages of tailings, and recycle, treat and discharge, or evaporate mill effluents. Thus, the advent of lower grade ores, larger tonnage mills, and environmental considerations has made the cost of milling a critical factor in today's uranium production economics in the United States. Three basic milling methods are employed for extracting uranium from ores: 1. Acid leach, countercurrent decantation, and solvent extraction. 2. Acid leach, resin-in-pulp, and Eluex. 3. Alkaline leach, solid-liquor separation, and precipitation. Vanadium often occurs as a valuable by-product in ore deposits located in the Uravan mineral belt in Western Colorado. Also, lesser amounts of vanadium may occur in ores from South Dakota, New Mexico, and Utah. Vanadium is usually extracted in the acid leach solution with uranium and recovered by solvent extraction after recovery of the uranium. By-product recovery of uranium from phosphoric acid and porphyry copper dump leach solutions is now receiving considerable attention. Pilot plant studies are under way and construction of commercial plants is in progress.

Cuando se diseña y operan minas de carbón subterráneas con el método de cámaras y pilares, es siempre difícil obtener un buen equilibrio entre la prevención de subsidencia de la superficie y la obtención de un alto coeficiente de recuperación. En este trabajo se propone una metodología de diseño aplicando la teoría de arco de presión y se detallan los principios y modelos matemáticos involucrados. Se desarrolló un programa de computadora a fin de realizar el proceso de optimización del diseño y fue aplicado a la examinación de un caso documentado en el que había sucedido una falla masiva de un pilar en cascada sobre un área grande en una mina de carbón poco profunda. Los resultados indican que el método de diseño propuesto puede ser aplicado para prevenir la subsidencia y a la vez obtener un alto coeficiente de recuperación para operaciones mineras de cámara y pilares.

Overexposure to hazardous noise has been found in most mining sectors, with up to 100% of the surveyed workforce experiencing a noise dose that exceeds the U.S. Mine Safety and Health Administration (MSHA) permissible exposure level (PEL). As a result, miners show elevated rates of hearing impairment of 70-90% by retirement age. To help manage noise exposures, the U.S. National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software and implementation guide for use by mine management and safety personnel. This paper describes the development, functions and basic operation of the initial-release version of DOSES. A revised version is being developed to incorporate additional user-suggested functions, and its development and implementation to assess noise control solutions will be described in a future article. The software relies on a time-motion study that profiles the worker’s daily activities. Observations about the worker’s location and tasks or other activities are recorded along with the start and end time, to determine the duration of the tasks so they can later be matched up with the noise data. The software gives the user the option of assessing dose relative to the MSHA PEL, the action level or the NIOSH recommended exposure limit. The software generates a variety of interactive on-screen displays showing where, when and how the worker’s noise dose accumulated. It also can generate customizable printed reports. These outputs can be used to highlight the tasks, locations and times that are associated with the greatest amount of a worker’s noise exposure. DOSES simplifies and streamlines the record keeping and analysis associated with time-motion studies and worker noise exposures, so mine management can make engineering noise control or administrative control decisions to limit the noise overexposure of their workers.

This paper presents an analysis of gold production and prices over an extended period. Production patterns are provided for the world as a whole and for the five major producing countries. Gold prices as a function of interest rates, as measured by municipal bond rates, are given for the period 1947 to the present. World gold production has had a phenomenal increase since 1980, with the exception of South Africa, all major producing nations participated in this increase, even though the price of gold generally has been decreasing since the high level attained in 1980.

Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. In 1961. American Smelting and Refining Company was conducting exploration for lead in southeastern Missouri using several geophysical methods. Electrical methods were used in almost every hole drilled during this period. These methods met with only limited success, with one exception. This paper deals with that exception: An Electrical Potential Method used at a single hole to indicate direction to better mineralization. This method was notably successful in the program.

Due to the remote locations of mining projects and the need for long transmission lines to provide electrical power, mining sites often operate with poor network power quality and low short-circuit capacity. To cope with this situation, more and more mining operators are considering the installation of appropriately designed synchronous condensers together with power factor correction and harmonic filter systems (PFC & HFS). The installation of such power quality equipment is viewed as a technological advancement in the mining application. An adequate level of short-circuit power is essential and has to be ensured for the safe and reliable operation of especially large cycloconverter-driven gearless mill drive systems (GMDs) used for grinding. This paper explores the impact, technical advantage and reasoning for the selection of this advanced hybrid technology to cope with the power system challenges of future mining projects. It also delves into the potential problems and how to address them.

Strategic design of groundwater monitoring programs can increase public confidence in mine management, decrease financial assurance requirements, and minimize environmental budgets. Monitoring of inorganics is challenging because many occur naturally with baseline concentrations fluctuating spatially or temporally. Evaluating monitoring data to distinguish between a hazardous release or a natural fluctuation in baseline concentration can be controversial. In order to develop an effective program, monitoring parameters should be selected which are mobile and stable. Statistical procedures should be customized to address the uniqueness of groundwater systems. Calculated baseline concentrations should minimize the false negative & false positive rate.

"The Sheppard East Light Rail Transit (SELRT) project comprises approximately 13 km of new light rail, which will be constructed along Sheppard Avenue East in Toronto. There is a 380 metre long section of the route that will be constructed as tunnel below Highway 404, which is owned by the Ministry of Transportation Ontario (MTO). MTO has published guidelines for tunneling under its highways. An impact analysis was undertaken to predict the surface settlement and angular distortion of Highway 404 resulting from the construction of the twin tunnels. The results were then compared to the performance criteria defined in MTO’s guidelines. As a result of this analysis, it was necessary to request an adjustment to MTO’s current performance criteria. This paper presents details and results of the impact assessment, approaches taken to satisfy the requirements defined by MTO, and provides details of the adjustment permitted by MTO. INTRODUCTION Several major rapid transit projects are planned for the Greater Toronto and Hamilton Area (GTHA) located in southern Ontario, Canada. These projects are part of The Big Move (Metrolinx 2008) initiative, a 25-year, and $50 billion plan aimed at improving regional transportation. Metrolinx, an agency of the Government of Ontario, is now working collaboratively across the region to deliver major Toronto rapid transit projects to the GTHA. One such project is the SELRT. The line will largely run along Sheppard Avenue East on the surface, except for a crossing of Highway 404 where it will be constructed using a combination of open cut and bored tunneling methods. AECOM has been retained by Metrolinx as the Technical Advisor (TA) to develop the Reference Conceptual Design (RCD) and Project Specific Output Specifications (PSOS) for the project. Also, Infrastructure Ontario (IO) is the Co-Sponsor and CH2M HILL is Metrolinx’s Owner’s Engineer (OE) & Project Management Support (PMS) for the new LRT lines. This paper presents information on the tunneling settlement analysis and further work undertaken to satisfy the MTO’s requirements."

The Australian coal industry is characterised by efficient fines recovery, and the climate does not dictate the use of thermal drying. With the increasing trend to underground mining and hence finer ROM coal, and market pressures for reduced product moistures, dewatering issues are assuming increasing importance in the Australian coal industry. The greatest potential gains in dewatering performance undoubtedly lie in the treatment of finely sized material. This paper examines the dewatering issues which have been recognised by the Australian coal industry, and describes current Australian research in this field.

Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

The Stillwater Mining Company, a partnership of The Pittsburg & Midway Coal Mining Co. and Manville Corporation, began commercial production of flotation concentrates from the western hemispheres' only primary platinum palladium deposit at Nye, Montana in March 1937. In the fall of 1987 an integrated pilot plant testing campaign of electric furnace smelling and oxygen? blown converting confirmed the feasibility of further upgrading to semi? refined matte or 'white metal". In the summer of 1990 the production smelter was brought on-line at Columbus, Montana. This paper describes the technology transfer from the pilot to the production smelter. Emphasis is placed on flowsheet development and the scale factors between the test and production furnaces and gas cleaning plants. The metallurgical results of the pilot plant and of the early months of production of the commercial works are also compared.

Polyacrylic acid (PAA) was evaluated as a selective flocculant for the dolomite-apatite system. PAA with a molecular weight (MW) of 4 million was found to flocculate both dolomite and apatite. However, the flocculation behaviors of dolomite and apatite were significantly different with 450,000 MW PAA, which was found to be the lowest molecular weight fraction capable of flocculation. In single-mineral tests with a dosage of 2 kg/t PAA, 90% of the dolomite and 35% of the apatite flocculated. Selectivity was achieved in mixed mineral tests. From a feed consisting of an 80:20 mixture of apatite and dolomite, respectively, a concentrate containing 90% apatite was obtained with a 70% recovery. The dolomite rejection was about 75%, which corresponds to a 2% MgO content in the concentrate.

Rare earth elements (REEs) are crucial to green technology such as hybrid-electric vehicles, wind turbines and fluorescent light bulbs. As of 2011, China dominates the global production of REEs and is reducing its export quotas. To predict the supply of rare earths in the United States based on future supply scenarios, a web-based database and geographic visualization tool was built. Five case scenarios with varying levels of REE demand were created by varying several economic conditions including (1) international trade policy, (2) greenhouse gas regulations, (3) environmental mining regulations and (4) tech applicability ratio of REEs. The most likely scenario, which is based on current international demand levels, indicates the importance of expediting the development of extractive operations of current REE resources within the United States. The results of the different case scenarios are supported by using dynamic geographic maps indicating the location of rare earth ore (REO) resources.

"India’s economy is expanding with rapid urbanization. Improvement in infrastructure is a keystone to the Indian government’s economic plans, including expansion of transit systems. Most of these systems are designed with elevated and underground sections. New Delhi, a city of 23 million people, suffers from heavy traffic congestion and pollution. The transit (metro) system is seen to be of critical importance. Phase 3 of the Delhi transit system project is 140 kilometers (km), with 40 km of twin-bore tunnels requiring 35 tunnel boring machines (TBMs) for construction. Transit systems are also under design or construction in Chennai, Bangalore, Kolkata, Hyderabad, Jaipur and Mumbai. Most have twin-bore tunnels. At present, 55 TBMs are operating on underground metro construction, and future projects will increase this number. This paper highlights the unique challenges of construction of underground metro systems in highly congested urban environments, using Kolkata and Delhi systems as examples. INTRODUCTION The first transit system in India was constructed in Kolkata (India’s third-largest city by population.) This line is 28 kilometers (km) in length, has underground and at-grade sections, was built in phases, runs north/south, and has 24 stations. This project was sanctioned in 1972, started construction in 1984, and was completed in 1995. The tunnels were constructed primarily by cut and cover methods with some open-face, compressed air shield tunneling. In 2006, the urban transport policy recommended construction of transit rail systems in all urban cities with a population exceeding 2 million. Further, in 2014 the central government stated that it would assist in financing transit systems in all cities with a population of over 1 million. In 2015, the central government approved the development of transit systems in 50 additional cities across India with a budget of $75 billion (see Figure 1). Transit development is just part of a huge expansion in planned rapid transport systems, which include metro, bus, high-speed rail, and monorail systems. Metro systems will include elevated and underground sections with twin-bore tunnels and underground stations. In the Delhi/National Capital Region (NCR), now the largest city in India by population, Delhi Metro Rail Corp (DMRC) was formed in 1995 as a joint venture company between the central government and Delhi state. DMRC operates the Delhi metro system. (see the case studies described later in this paper). DMRC has developed an external function to carry out studies and to offer consultancy to other cities planning transits. Since its inception, DMRC has produced Detailed Project Reports (DPRs) for every metro and monorail project in India. In 2012, DMRC became a partner in the management consultancy for Jakarta Mass Rapid Transit System, its first project overseas. DMRC became a model organization for other cities to follow. These cities have included Chennai, Hyderabad, Kolkata, Bangalore, Jaipur, Mumbai, Ahmedabad, and Nagpur. Other cities (e.g., Lucknow and Patna) are in the metro planning phase. Metro systems are under construction or partially operating in Hyderabad, Bangalore, and Jaipur."

Middelburg mine is an opencast export mine operating in the Eastern Transvaal Coalfields of the Republic of South Africa (Figure 1). The mine was commissioned in 1983, to its original design capacity of 4.25 million sales tonnes which was subsequently raised to 5.5 million sales tonnes in 1989. This increase in export tonnage was brought about through an increase in the mines export allocation and the revision of management strategies. The maintenance of this increased tonnage with minimal additional capital has been achieved through improved operational efficiencies and the upgrading of planning operations through the purchase of an Enhanced Mine Scheduling Software Package (EMSSP/MINESTAR). Simultaneously with this requirement were additional factors that contributed to the implementation of the EMSSP. The mine was owned by a joint venture of two partners and is operated by Middelburg Mine services (Rand Mines Pty. Ltd) (Figure 2). This structure of ownership required the evaluation of numerous planning options to be under-taken concurrently and hence the need for an efficient streamlined scheduling pack-age that could fulfill this requirement. Compounding the EMSSP needs further, were the problems experienced in the export market, these being the external pressure from current and new suppliers in the market place which obliged management to provide solutions to rapidly changing market conditions. These fluctuating market conditions have had a direct effect upon the mine's planning strategies because of the large percentage of the mine?s sales sold on the international spot market. The sanction factor for all South African exporters has had a negative effect upon price and this was compounded further through internal competition in 1987 via suppliers attempting to maintain the market position.

An attempt was made to extract niobium oxide from ~98.5% Nb2O5 using solvent extraction processes. Nb2O5 is used as the feed material in carbothermic reduction processes aimed at producing high-homogeneity, super-conductor-grade niobium on a laboratory scale. The Nb metal used for superconductor applications requires a residual resistivity ratio (RRR) > 300, which in turn needs a stringent purity of Nb and allows impurities (substitutional and interstitial) in ppm levels only. In this paper, solvent extraction of niobium was studied under various experimental conditions, such as effect of different extractants, concentration of methyl isobutyl ketone (MIBK) in the organic phase and concentration of various acids. The concentrate was digested with hydrofluoric acid, with ammonium fluoride (NH4F) as a stripping agent. The extraction of niobium from low hydrofluoric- (HF-) bearing solution was found to be low. Thus, various concentrations of hydrofluoric acid and sulfuric acid, as well as hydrofluoric acid and hydrochloric acid, were investigated towards obtaining a maximum amount of niobium in the filtrate and a minimum amount of niobium in the residue. A McCabe - Thiele plot for extraction of niobium from the aqueous phase, HF-bearing solution using HCl with 85% MIBK in kerosene has been constructed to determine the O:A ratio and the number of stages of the process.

Respirable coal mine dust (RCMD) is one of the biggest occupational health hazards for underground coal miners. Dusty mining environments can cause long-term health problems, including pneumoconiosis and progressive massive fibrosis. The Mine Safety and Health Administration (MSHA) has recently revised regulations promoting enhanced dust mitigation technologies, which have sparked renewed interest in the development of dust mitigation technologies. The flooded bed dust scrubber (FBS) is one of the most widely used technologies; however, it is limited by technical challenges, the most notable being the potential to clog. Recent studies have shown that applying vibration to filter mesh can improve the overall efficiency of the scrubber and that the system can be readily integrated to existing continuous mining equipment using an energy harvesting approach. In this follow-up study, the impact of mesh design and surface modification on system efficiency was examined using different vibrating liquid-coated stainless-steel mesh panels in a laboratory-scale FBS. Based on the two-way interaction data from a multi-factor experimental design, the results show that the performance of the system can be optimized by using hydrophilic 20- or 30-layer filters and by excitation frequencies between 67 and 134 Hz. This laboratory study suggests that a 20-layer mesh screen with hydrophilic surface applications and optimized vibration parameters can perform similar to that of a 30-layer static mesh, which is typically used in industrial units.
