Progress, future challenges, and the continual search for more efficient and rapid methods of excavating underground openings and shafts were main themes at the 1983 Rapid Excavation and Tunneling Conference (RETC) held June 12-16 in Chicago, IL. The event, jointly sponsored by the Society of Mining Engineers, the American Society of Civil Engineers, the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada, offered a diverse program for both civil and mining engineering disciplines. Although all papers given at the three-day conference were noteworthy contributions, and each is included in the conference proceedings currently available from SME, there were a few sessions that had particular mining-related interest. Research, Acceptance Needed for Water-Jet Technology Water-jet-assisted rock excavation is seen by some as a technology moving from the prototype phase to a fully developed, accepted system within the next decade. For an industry that is traditionally fairly slow in accepting significant changes, this development appears especially noteworthy. However, speakers at the water-jet technology session generally agreed that many large US manufacturers are not viewing water-jet-assisted equipment as viable replacements for all-mechanical systems. This, they fear, may mean some US manufacturers will lose a significant share of certain equipment markets to foreign competitors who are moving aggressively ahead in this area. Despite the advantages of increased cutting rates, reduced power requirements, less dust, prolonged bit life, and reduced sparking in many cutting situations, water-jet technology applied to mining is apparently having some acceptance problems in the US. R. J. Evans, professor of industrial engineering at the University of Pittsburgh, noted that there are several perceptual barriers to water-jet coal cutting; such as uncertainties concerning the fu¬ture demand for coal and the reliability of equipment, apprehensions that jet-assisted equipment will make the mine operator dependent on specific types of hard-to-obtain equipment, and fears about accessibility of the equipment for repairs. Evans also said numerous parameters need defining before taking advantage of water-jet-assisted cutting systems in under-ground coal mining in the US. For the cutting head, information must be obtained on optimum bit geometry and spacing, and maximum and minimum torque requirements. For a complete US water-jet cutting system, Evans added, research is needed to establish optimum jet pressures, jet powers, number of jets per bit, and location of jets relative to the bit. Jameson Cell technology has found applications in the cleaning of entrained material in copper Solvent Extraction - Electrowin plants. The materials involved are largely organic substances that have not been totally removed prior to treatment of the rich electrolyte in the tank house. This paper discusses the recovery of the entrained organics in the rich electrolyte streams at Phelps Dodge Morenci in Arizona. Mount Isa Mines in Queensland. Australia and the Olympic Dam Operations in South Australia. The paper details the design, performance, the feed and product characteristics, capacity and operation. In one operation the entrained material has been observed to include crud that has been formed in the SX train. The mechanism of recovery is also discussed.

A flexible expert system for a personal computer has been developed to take countermeasures for prevention of emergency in underground coal mines. The system makes a diagram to estimate maximum airflow rate of a specified branch such as coal face or advancing face, etc. under the conditions of opening regulators set in any two different branches, by computer simulation. The system approximates the ventilating condition underground by using both measured values and safety factor derived from the rules in the system. The probability of happening gas explosion, spontaneous combustion and mine fire underground is shown on a display and countermeasures in a data base in the system are selected according to a confidence factor. When it is recognized in the system that either safety factor or confidence factor of countermeasure has a small value, the system sends information relating to reasoning in the system to registered human experts by computer communi¬cation and facsimile. The replies in file transfer from the experts are stored in the system and reconsultations for estimation of underground condition are started automatically. As the replies in facsimile are shown on the display, user inputs new rules and, values for reconsultation. It is shown that the system is available to take better countermeasures as the condition' of a network in coal mine is changed by mining day by day.

Simulation has established itself as an accepted tool for the design and optimization of complex minerals processing plants. This paper addresses the use of simulation as a tool for the design and optimization of carbon-in-pulp and carbon-in-leach (CIP/CIL) plants. The complex, interactive nature of CIP/CIL plants makes detailed experimentation an expensive and time consuming approach to CIP/CIL plant design and/or optimization. This paper discusses a simulation-based software tool that can make the process of CIP/CIL plant design and/or optimization much more cost effective. Many of the issues and problems pertaining to the use of simulation for CIP/CIL design and operation are generic. Thus, this paper also attempts to highlight generic issues that must be solved before simulation will become a more widely used design and optimization tool. Requirements for the application of simulation for CIP/CIL plant design and optimization are highlighted. Similar problems and issues can be identified for most mineral processing plants.

During 1960, the controversy over percentage depletion reached the level of debate between presidential candidates. Nixon took the position that he would not tamper with the status quo in this matter. Kennedy took the position that he was willing to take a fresh look at the issues involved. Kennedy's position appears to have been based upon two premises: (1) new sources of federal revenue may be needed; and (2) current depletion rates, even if sound in principle, may be too high and, therefore, inequitable. The latter premise constitutes the basis for the claims that depletion allowances are simply "loopholes" of tax avoidance. Very probably the controversy over percentage depletion will remain in the political limelight during most of the coming decade. It is quite possible that the current depletion rates, at least those for oil and gas, will be reduced during this period. The aim of this paper is to isolate the complex causes of this mounting opposition to percentage depletion.

There have been numerous recorded cases of mine explosions being initiated by falls of roof. The actual mechanism of the ignition has often been unknown. One possibility is incendive frictional sparking, particularly when the falling rock contains quartz. Another possibility that has received little attention is the increase in temperature of the air due to adiabatic compression under the falling roof. This paper analyses that possibility and concludes that falls which are extensive in plan area but not necessarily of great thickness of falling rock can, indeed, produce temperatures in excess of those required for the ignition of coal dust or methane.

Pore-fluid/rock chemical interactions on both short and long time scales can produce significant pore structure and mineralic changes that can markedly alter transport properties, such as fluid permeability. The introduction of the chemical factor requires modification of experimental systems and methodologies developed for measurements in which chemical effects are minimal. Particular attention must be given to temperature effects, fluid chemistry, fluid/rock reactions and kinetics, fluid flow rate, and fluid/experimental-system reactions. The ability to obtain very low, steady flow rates at constant fluid pressure is important for study of some fluid/rock systems. Minimization of metal corrosion is of paramount importance and requires choice of proper metals, such as titanium, and certain Ti-alloys and Ni-alloys. In this paper, we briefly discuss the relevant chemical factors affecting system and experimental design. The primary focus, however, is on the characteristics of highly corrosion resistant metals, thermal and chemical resistant jacketing materials, and the attributes and limitations of various flow-rate and back-pressure control systems and flow-rate measurement systems.

It is well known that iron-ore pellets are considered one of the best blast-furnace burden materials used today. The demand for pellets is demonstrated by the increase in pellet output from one million tons in 1955 to approximately 37 million tons in 1964. This growth continues as new plants are placed on-stream each year. The consumer generally specified (1) the acceptable content and range of chemical constituents, (2) a minimum strength determined by some standard testing procedure, (3) the size range of pellets, and (4) perhaps a measure of reducibility.

Coal mine safety of the past was plagued by disasters that took the lives of thousands of miners. Through the years new mining methods, improved laws, and a commitment from the mining industry has reduced the frequency of such incidents to a minimum. History tells us that coal was mined in the early 1700's in Virginia primarily for use by blacksmiths -- most of that mining was done in the Richmond area. It was in those mines that methane was encountered; as workings became more extensive, methane explosions became more frequent. In the early 1800's the first recorded explosion occurred near Richmond, Virginia -- 40 men were killed.

Two modes of collector addition techniques are applied in the column flotation for cleaning ultra fine coal. The collector can be: 1) added directly into the coal slurry through the feed system; and 2) gasified collector and transported in the gas phase through the bubbles. Operating parameters of the column flotation were investigated through three phases of work plans for Pittsburgh No.8 seam coal. In present study, the column flotation using two modes of collector addition techniques were tested and compared. Ninety percent or higher combustible recovery can be achieved by using both methods. However, utilizing the gasified collector addition technique in column flotation has more potential than direct liquid addition technique to obtain the higher recovery at same collector dosage.

Sedimentary dolomitic phosphate ores are difficult to treat by flotation, and high-grade phosphate concentrates with high recoveries are difficult to obtain. The literature indicates that the reagents required for beneficiation of such ores are generally dictated by the nature of the gangue. In this paper, the optimum flotation parameters necessary for enhancing the grade and recovery of a typical low-grade dolomitic rock phosphate ore from Jhamarkotra, Rajasthan, are highlighted. The standard design-of-experiment (DOE) technique was used to obtain empirical models for both grade and recovery. The model equations were then used for optimizing the flotation parameters, including pH, percent solids, collector dosage and depressant dosage. Laboratory experiments demonstrated that a phosphate concentrate containing about 36% P205, with a recovery greater than 95%, can be obtained in a single-stage by the reverse flotation of carbonaceous minerals at the optimized conditions. Impurity minerals in fluorspar ores and concentrates from a deposit in Southern Africa have been studied by reflected light, transmitted light, and cathodoluminescence microscopy. The principal impurities are quartz, calcite, aegirine, apatite, ankerite, magnetite, goethite, and synchysite [Ca(La,Ce,Nd)(CO3)2F]. Cathodoluminescence microscopy was found to be very useful in studying the character of the fluorite and especially for recognizing the presence of apatite and calcite impurities. Fluorite exhibits blue, calcite shows yellow, and apatite has white, light purple, and pink cathodoluminescence. The cathodoluminescent character of apatite varies with its geological environment and position in the orebody. The results of this microscopic study show that phosphorus present in fluorite concentrates occurs principally in binary locked apatite-fluorite particles. Successive fluorite cleaner concentrates contain progressively smaller amounts of locked apatite-fluorite particles. Free apatite has been effectively partitioned to the final tailings.

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

INTRODUCTION The past few years has seen an increased interest in the determination of statistically valid properties of a rock mass. The increased use of computer modelling for the study of rock excavation behaviour has created a need for upper and lower statistical bounds for the properties of a rock mass being modelled. Obviously, to determine the statistical properties of a large volume of rock, many samples must be tested - an expensive proposition when using conventional testing facilities and procedures. As a result of high costs per sample, sufficient tests for statistically valid results are rarely done. In an effort to reduce both sample preparation and test facility costs, an instrument called the Bemek Advanced Rock Tester (BRT) was developed in Sweden. With a total weight of approx. 35 kg, the BRT is portable and sells at a small fraction of the cost of a conventional testing machine. It is comprised of a small 65 KN loading frame with attachments for a variety of tests (see Table 1) , a hand operated hydraulic pump, an electronic balancing unit and a programmable microprocessor. The microprocessor is capable of storing data, performing arithmetic operation on, and printing signals from, a transducer and two strain gauges. A detailed description of the apparatus is given by G. Swan et al. (1). The proposed test strategy involves first a 3-point flexure test on a notched core specimen, followed by a 4-point flexure test on the separated specimen halves. Finally, point load and Brazilian tests can be carried out on the quarter parts of the original specimen. Thus specimen preparation is kept to a minimum. These and other perceived advantages have prompted the purchase of this machine and an evaluation of its suitability to provide data on mechanical properties of intact rock for numerical modelling and rock mechanics design at Noranda's underground mines. Details of its performance evaluation and experiences with the unit are discussed in the following sections. [ ] INITIAL OPERATING EXPERIENCE During the commissioning stage the BRT had, or developed, a series of problems, some of which seriously affected its operation. Below are some examples. Poor documentation was the most serious problem encountered. Confusing instructions for the 4-point bend test installation and its microprocessor programing, as well as poor and ambiguous information on the calculation of gauge factors, are some of the difficulties which had to be overcome. Meehan~cal problems occurred, including failure of the hydraulic pump, as well as electronic difficulties with the microprocessor. Other problems with the printer, requiring its replaceqent, were fortunately covered under warranty.

Large (> 100,000 oz.) sediment hosted disseminated gold (SHDG) deposits are often spatially associated with anticlines. Many SHDG deposits are within or closely associated with windows. Windows are erosional manifestations of fold culminations (4-way closed anticlines). Hydrocarbons are often trapped in fold culminations in the Canadian Rockies, and may account for degraded hydrocarbons in many SHDG deposits. In the Eastern Basin and Range Province, Mesozoic anticlines may have been large scale conduits fm gold bearing Mesozoic and Cenozoic hydrothermal fluids which became trapped and/or concentrated at the fold culminations.

1967 will be remembered as the year the world realized it was running out of silver. In May of this year a new era in tin the history of the white metal was begun as the power of the U.S. Treasury to regulate world .silver markets was staggered by one of the most intense speculative flurries in recent times. In the past few months the price of silver has risen from $1, 29 to over $1.80 per troy ounce and with it have spiraled the prices of a host of silver-bearing consumer items. Legislation has, been enacted to conserve our coinage and meager silver stocks and today large quantities of non-existent silver are trading hands at a fast pace on the commodity exchanges throughout the world. Now that the price of silver has been set loose, forces are in motion to dull the world's appetite for silver. At the same time there is strong incentive to provide greater quantities of silver to satisfy the world's hunger' for the metal.

Talc orebodies are mined in Asia, Australia, Europe, North America, and South America. Operators in North America must be efficient quality suppliers to thrive in a talc market in which many overseas suppliers have advantages such as lower hourly wages, shorter distances to ports, and less government regulation and intervention. Continuous improvement through teamwork and innovation is needed in the following areas to thrive amidst worldwide competition: 1) Maximization of the in-place value of ore. 2) Research and development to yield new processes and products. 3) Safe productivity. 4) Involvement in legislative processes. 5) Wellness programs to lower health care costs.

Africa is rich in natural resources, much of which remain untapped. Despite that, international mining companies have largely stayed away from the continent due to political instability in many countries, lack of infrastructure and the inability to gain control of mineral deposits. Today, optimism is growing concerning African mining. Many of its nations are moving toward privatization of their mining industries. They see it as a way to improve the lives of their populations and become politically stronger. Ministers from 22 African nations were Denver, CO in June for the World Bank's Multilateral Investment Guarantee Agency's Fourth Annual African Mining Investment Symposium. The three-day symposium drew more than 400 mining executives and government representatives. Foreign mining investment in Africa is on the increase. In 1996, international mining companies spent about $418 million on exploration. That is more than double the $190 million spent in 1994. Mining executives say the mining climate in Africa is improving because countries are privatizing the industry and rewriting mining laws that encourage natural resource development. They estimate that private mining firms now control about 80% of mining today. Mine development will help lift the living standards for Africans, the ministers said. The average income for ordinary Africans is about $500 a year. If this new mining boom continues, citizens of nearly all African nations will reap the benefits of better infrastructure and government services, as well as more higher paying jobs, the ministers said. They also issued a word of caution to mining companies attempting to join in the African boom. Concerns are being raised about the treatment of villagers and the environment. In the past, foreign companies would "behave about like colonial masters," said Gerald Ssendaula, natural resource minister for Uganda. Africa is in a different position now, he said. "Now we are solving our own problems." Mining companies must respect local communities or risk creating unrest that will threaten fragile new governments, said Akolang Tombale, chief geologist for Botswana. On the other hand, he said villagers must accept that mining development will benefit them. "They feel these are their natural resources. There must be a mutual interaction between the companies and the people."
