Like it or not, CPD is upon us. As from 1 January 2006, all registered engineering professionals, i.e. professional engineers, professional engineering technologists, professional certificated engineers and professional engineering technicians, were required to undertake CPD in order to keep their professional registration current. The rules regarding CPD have been gazetted under Government Gazette No. 28328, Board Notice 131 on 23 December 2005, and they also appear on the ECSA website?www.ecsa.co.za. For the convenience of our members they are reproduced in full in this issue of the SAIMM Journal.

This work analyses a new approach to estimates bubble size distribution of froth surfaces using artificial neural networks (ANN).Also, the robustness of ANN to interpret images with illumination perturbations, produced by light problems or dirt attached to the window of the video camera is evaluated. The experimental work was carried out in a laboratory flotation column, instrumented with an image acquisition system. The images were processed making use of a perceptron model with a hidden layer, sigmoidal transfer function and unitary bias, and the ANN trained with a back propagation algorithm. The results of validation show that ANN are reliable for learning and producing generalized predictions of the froth mean bubble diameter and bubble size distribution, when the model is trained using a database that contains information on the illumination intensity. The aim of this paper is to demonstrate the implementation of multicriteria analysis in selection of the most suitable underground ore transport system for a chromite mine in Turkey. The related problem includes five possible ore transport systems and six criteria to evaluate them. The adopted evaluation and ranking method for this study is PROMETHEE. PROMETHEE I revealed a partial order of alternatives where incomparability exists. PROMETHEE II gave the absolute ordering of alternatives. The results have shown that the PROMETHEE method can be successfully used in solving mining engineering problems. Keywords: multi-objective, decision analysis, mining, ore transport system

The mould flux plays a crucial role in the continuous casting operation of steel due to its multi-functional assignment as lubricator and heat flux controller. In reality, the commercial fluxes can fall short of the expectations of the operator. In such cases, the performance of the mould flux reduces production throughput in the casting machine. This paper presents the results of a study of two different commercial mould fluxes in continuous casting of steels. The results of online sampling during casting, as well as off-line measurements in the laboratory, are presented. Mould flux powder and slag samples from the caster have been characterized with respect to melting behaviour, interfacial tension and thermal diffusivity, using various measuring techniques. An experimental technique has been developed in order to simulate the melting behaviour of a flux in the mould, which has been found to be useful for qualitative studies. A cross-sectional view of different powders reveals that up to four different material layers may exist in the bed: a loosely packed powder layer, sintered layer, semi-solid layer and liquid slag layer. It is found that the melting rate of the mould flux is dependent on the liquid slag layer thickness. Thus, in a continuous casting operation the melting rate is likely to be non-uniform with position in mould due to the difference in liquid slag layer thickness. Mould slag composition is found to be influenced by the starting powder for as long as 30 min, representing a large part of the first heat casting time. Merensky Reef is mined extensively within the Bushveld Complex. In previously mined-out areas on the Merensky Reef horizon there are pillars, potholes and remnants that have not been mined. These unmined blocks of ground on the Merensky Reef horizon can influence the mining of the underlying UG2 Reef. The extent of the influence will depend on the size of unmined ground and the middling between the two reef horizons. This paper quantifies the influence of partially extracted Merensky Reef on mining of the UG2 Reef, and aims to provide recommendations for mining strategies, as well as regional and local support to achieve efficient and safe extraction of the UG2 Reef, for various middlings beneath the Merensky Reef horizon. In some cases it was found that relatively shallow UG2 Reef mining could encounter conditions similar to those experienced in deep and ultra-deep mining environments.

Equipment selection in mining engineering is one of the most important decisions that affects the mine design, production planning and economic parameters in open pit and underground mining. Mine planning engineers generally use their intuition and experiences in decision making. Mostly, linguistic variables (the weather is raining, soil is wet, etc.) come into question and decision-makers may not know how these variables are computed. Since the advent of the fuzzy set theory, these uncertainties are easily interpreted in the decision-making process. The development of computer technology and programming of colloquial language with expert systems have considerably reduced decision-makers? burden. This paper reviews the development of a computer programme software called EQS (EQuipment Selection) that automates equipment selection in mining engineering using fuzzy set theory. The EQS with an introduction of the concepts and theories of multiple attribute decision-making, the fuzzy set theory, and EQS applications to mining industry problems with case studies are presented

Heavy mineral sands are usually beneficiated in a spiral concentrator circuit prior to separation of heavy minerals into streams of zircon, rutile and ilmenite. The performance of the spiral concentrators is heavily affected by the presence of slimes in the rougher feed. The paper quantifies the effect of slimes content and discusses the beneficial effect of spiral feed de-sliming. The net effect of inefficient slimes removal can cause significant recovery losses of the heavy minerals present in the feed.

This paper describes the decision to implement and then the implementation itself, through trials, of electronic ?Smartdets? over previously used shock tubes. It concludes that Mufulira Mine has become the first mine in Zambia to convert 100% of its stoping to ?Smartdets?, because the Mine?s management was prepared to look beyond the unit cost of product and were ready to look at the broader picture of cost effectiveness and increased productivity.

The basis of this paper is a compilation of work in the design and construction of copper heap leach facilities, and interviews with various heap leach operations personnel in Chile and Peru. The purpose is not to highlight specific mines and their performance, but rather to discuss geotechnical/civil features of copper heap leach facilities that function well, as well as features that do not. During the 1990s several copper heap leach facilities were brought on-line in South America. Many of these facilities have now been operational for a number of years during which time the operators have been able to monitor the performance of their heaps. This paper serves as a compilation of operators? experiences, and provides a discussion of the lessons learnt over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of inter-lift liners. This conference provides a timely update of the original paper (Burkhalter et al, 2002).

Arguments are presented in favour of a new interpretation of the chemistry pertaining to the dissolution of gold, when this takes place in typical gold plant leach circuits where calcium is present in solution. It is suggested that under these conditions the standard chemistry, as it applies in the absence of calcium, is no longer valid. Thus the concept of very soluble sodium and aurocyanide ionic species in solution is replaced by the presence of weakly soluble calcium aurocyanide, which is a covalent coordination complex that is non-ionic. Supporting evidence for this is provided and the implications that the presence of calcium in gold plant circuits may have for operational efficiency are discussed. In particular, because of the formation of this weakly soluble calcium complex, the addition of lime to the leach circuit is questioned. Arguments for the use of a sodium hydroxide/sodium carbonate/sodium bicarbonate buffer solution as a means of controlling pH and of increasing ionic strength in a so-called ?soft? leach are presented. Such a lime-free system, besides benefiting the leaching of gold, would have many downstream benefits in existing CIP circuits. Furthermore, the direct electrowinning of gold from the leach now becomes potentially feasible.

After question time the chairman thanked the speaker and asked for the talk to be forwarded for possible publication in the Journal. The meeting closed at 9.10 p.m.

Bateman, like other engineering contractors, carries out or participates in many studies of potential projects in the Minerals Industry. This paper aims to explain the contracting approach to feasibility studies as practiced by Bateman, particularly where this differs from a traditional mining company approach. A brief description is provided of the usual phases of a project and the types of estimate needed to proceed from one phase to the next. Possible organizational structures involving different forms of association between owner, contractor and consultants are then outlined. The bulk of the paper then demonstrates that the cost estimates prepared stem directly from the mining plan, metallurgical process design and engineering design philosophy. The steps to be followed in order to prepare a credible estimate which accurately reflects the design constraints are described. The importance and the methodology of carrying out value engineering and of preparing contingency estimates based on a thorough risk analysis exercise are then discussed. Financial modelling techniques are described briefly. The paper concludes with short summary case studies of two recent investigations of potential projects in Africa.

Small replacements of C12-trithiocarbonate (C12-TTC) for dithiocarbonate (DTC)/dithiophosphate (DTP) in a reagent suite for the flotation of platinum group metals (PGM) have significantly improved the rejection of gangue. Coupled to this is an improvement in kinetics, grade and recovery of PGMs. In a pilot-plant trial, after a 5 mole per cent replacement of the current DTC/DTP collector combination by C12-TTC, large opaque bubbles were replaced by small clear ones. In addition, a similar flotation response was realized with one-third of the current depressant dosage. During a preliminary plant trial on underground UG2 ore, the initial rougher concentrates were characterized by higher PGM concentrate grades and this was in part due to improved chromiter ejection. The concentrate produced from the TTC trial also exhibited a much finer particle size distribution. The overall circuit performance, which included secondary regrind and flotation, showed an increase in concentrate grade of approximately 44% while the tailings grade remained unchanged

Over several decades in Southern Africa the advance rates when sinking vertical shafts have declined significantly. The upside has been a substantial improvement in shaft bottom conditions and a commensurately improved safety performance, with an increasing number of shafts being sunk without fatalities and disabling injuries. This paper briefly reviews historical sinking rates and matches changed sinking productivity to the introduction of new sinking methods that have been adopted to eliminate/mitigate safety risks. Meeting the challenge of returning to historical advance rates whilst progressing in the quest for zero harm by utilizing three dimensional animated computer modelling is described. Making use of commercial modelling software makes it easier to evaluate different methods, sequencing, in shaft barrel ergonomics, and stage and shaft bottom layouts before procuring project plant and equipment. Benefits accrue not only in better communicating methods and configurations for detailed planning and design, but also during crew training. The traditional engineering ?as-built? drawing practice has been extended to the concept of an ?as executed? sinking model which seeks to capture operational experience and learning for future best practice. The paper concludes with some of the organizational culture challenges being overcome as this non traditional approach to shaft sinking optimization is being introduced.

The Rhodax inertial cone grinder, designed by France?s FCB Group Fives, is the result of three years, theoretical and mechanical research in the field of compression grinding by the research staff of FCB?s CRM minerals research centre. A number of potential uses have been assessed and will be discussed in the paper. The crusher is an inertial grinder that works on the pressurized bed fragmentation principle. The fragmentation force is caused by the rotation of unbalanced masses rather than by an eccentric mass, as is the case in a conventional crusher. This makes it possible to achieve very high reduction ratios. By controlling the speed of rotation of the unbalanced masses, the grinding force can be modified, thus changing the product size distribution. The paper describes the machine layout, operating principles, control parameters and will briefly describe the results obtained on reef, waste and ROM reject pebbles. Some comparisons are made with conventional crushing.

In this paper the origins of the mortar intruded concrete concept and its development and application in the construction of watertight bulkheads in South Africa are described. The events leading to the commissioning and execution of the West Driefontein Experimental Plug and the Virginia/Merriespruit Boundary Plugs, and their roles in the proving of the technique, follow. The development of the first Transvaal and Orange Free State Chamber of Mines Code of Practice for Mortar Intrusion Concrete for Underground Plugs and Bulkheads, Johannesburg, November 1962,is explained. The saga of the October 1968 flood and subsequent salvage of the West Driefontein Gold Mine is recounted. The paper concludes with mention of the validation programme carried out for the Placer Dome Western Areas Joint Venture and their South Deep water barrier programme.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. The past decade has seen rapid expansion in the West African mineral exploration environment. This expansion has been largely driven by changes in ?Political climate ?Fiscal and legal regimes ?Exploration approaches ?West African geology. Major regional mapping and geochemical surveys by the UNDP, and the BRGM in the late 1970s and early 1980s laid the foundation for the rapid development of mineral exploration and resources during the past decade. An additional driving impetus was the discovery by native artisanal miners of many significant new gold occurrences at Libiri, Essakan, Bouda and Tirahori, during the great droughts of the late seventies and early eighties.
