NEW BOOKLET FOR POTENTIAL ENGINEERS A new booklet "Professional Careers in Engineering" for issue to high school students who are considering engineering as a profession has been prepared for general distribution. The booklet is intended to help high school students to decide whether a career as a professional engineer would appeal to them, and to tell them how to set about becoming a professional engineer. Since its introduction in 1956, the capital allowance has been increased and its scope widened. At present the allowance is 10% in respect of two categories of gold mine (post-1973 and other deep level mines) and 6% in respect of natural oil mines. The allowance is a significant incentive encouraging the development of new mines, to the benefit of both the fiscus and the South African economy as a whole. A strong case can be made for increasing the amount and the scope of the allowance. The Margo Report recommendation that the allowance should possibly be replaced with a system of direct grants is, in theory, neutral. However, practical difficulties exist with cash grants and there is concern with the implications elsewhere in the Margo Report that the capital allowance is excessive and that, as a consequence, such direct grants will represent an effective reduction in this incentive. I believe that the best course of action would be the retention (and enhancement) of the capital allowance and the expansion of its scope.

The role of hardenability in the development of high-strength low-alloy (HSLA) steels is discussed. The applicability of the superhardenability treatment. a steel making technique for increased hardenability, to HSLA steels is indicated, and the literature on this treatment is reviewed. Several low-carbon superhardenability HSLA steels were designed by use of published superhardenability multiplying factors. It was found that the hardenability of these low-carbon steels can be increased to the same extent as that of medium-carbon steels. The mechanical properties as determined in normalized bars indicate that the superhardenability treatment can be used successfully in the production of low-carbon hot-rolled HSLA steels.

Estimating the strength of rock materials by Z. T. BIENIAWSKI, Pr.Eng., D.Sc.(Eng.) (Visitor) A practical approach for estimating the strength behaviour of rock materials is presented. The demand for data on rock properties in engineering design is considered, and it is shown that, based on the trends observed in the South African mining industry during the last twenty years, simple and easy-touse methods for the estimation of the uniaxial and triaxial strength of rock materials are needed. It is shown that the uniaxial compressive strength of rock can be conveniently determined from the pointload strength index, which is obtained underground on unprepared rock cores. The triaxial strength of rock can be estimated for most practical purposes from empirical strength criteria. Two such criteria are proposed that allow estimation of the triaxial strength for rock materials to about 10 per cent. The only input required for these criteria is the uniaxial compressive strength. The validity of the practical approach outlined in this paper is confirmed from the experimental tests conducted on some 700 rock specimens representing five rock types. A practical example for the prediction of rock strength is given.

For the Gold Fields Foundation National Engineering Awards, each university affiliated to the South African Federation of University Engineering Students (S.A.F.U.E.S.) selected a candidate who, in their opinion, presented the most outstanding design project in their final year during 1984. New President On 29th March, 1985, Mr B.C. (Bertie) Oberholzer, Manager of East Driefontein Gold Mine, was elected President of the Association of Mine Managers of South Africa for the ensuing year. "SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

Consideration is given to the technical and economic feasibility of freeze desalination as a technique for the simultaneous provision of ice to cool deep mines and for the desalination of mine water. Freeze desalination has not been developed fully or commercially. For sea-water applications, it may not offer significant advantages over other methods of desalination but, for the unique mining application, a single dual purpose plant that produces desalinated ice could offer significant cost savings over combinations of separate desalinators and ice-makers. The current status 01 freeze desalination is reviewed, and the important aspects relating to mines are discussed. Some freezing processes that could be suitably modified are described. The possible use of conventional ice-making machines for desalinating mine water is also discussed.

Hydro-power-the use of high-pressure water as an energy source-offers tremendous benefits for environmental control in deep, hot mines. The extent of these benefits depends on the mining method, the selection of equipment to be hydro-powered, and the efficiency with which the coolth is extracted from the water and into the working environment. The engineering of hydro-power systems continues to receive much attention. However, this paper considers the environmental implications of using hydro-powered equipment, particularly with regard to positional efficiency. The integration of hydro-power with developments such as backfill, mechanization, and higher face-advance rates is discussed. Layouts are proposed that attempt to minimize the quantity of water in circulation by extracting the maximum coolth from the water.

A description is given of a simple, cheap device that enables the intact shear strength of rock to be determined quickly and inexpensively. Thin rock plates, prepared with a diamond saw, are tested in double shear by a linear punching action. By varying the direction of the diamond-saw cut in a number of specimens, the change in shear strength can be measured for different orientations relative to the rock fabric.

Reduced downtime and maximized availability of mining machines are the key factors in optimizing production rates. As technology moves industry towards an age of ?intelligent machines? it sets the foundation for change in mining equipment design, functionality, and maintenance. Recent mining machine designs are integrating more and more electronic components into the core functionality of individual piece of equipment due to regulatory and legislative requirements, such as TIER rating, as well as from a safety aspect such as personal detection systems. This paper describes the use of existing on-board electronic equipment to increase machine availability through automated maintenance planning and diagnostic fault-finding capability. The automated maintenance planning takes place on the machine itself in order to be independent of the mine?s infrastructure, while the diagnostic capabilities allow for reduced downtime. The paper also presents a concept to transfer operational data to surface to be able to optimize planning of maintenance and to reduce downtime. Case studies are presented where such systems have been commissioned and are currently in operation, the possibilities of this technology application for the future are examined.

The relationships between coal properties, the strength of coke, and the performance of a blast furnace were investigated by means of correlation studies, and a linear programming model was developed for the prediction of a coal blend based on these relationships. The unique feature of this approach is that it utilizes a knowledge of the minimum blast-furnace coke requirements, rather than the maximum attainable coke quality. The model predicts the least expensive coal blend that would still comply with the minimum coke-quality requirements of blast furnace. The study also confirms the existence of a relationship between the rank and caking parameters of coal, and the hot strength of coke. The effect of coke-oven operating parameters on coke quality is also discussed.

SYNOPSIS This paper is based on a thesis dealing with the problem of basing the current rate at which money is collected from mine owners to pay compensation for pneumoconiosis in the future, on the current dust hazard on mines. The certification of pneumoconiotics and the incidence of pneumoconiosis are discussed against the background of existing legal provision for collecting funds for compensation. The various pneumoconiosis indices are considered. In the data analyzed, the only pneumoconiosis index common to a number of classes of mines is the time it takes to develop pneumoconiosis. Sets of dust indices and pneumoconiosis indices are computed. Expressions are derived for the time it takes to develop pneumoconiosis as a function of the dust hazard, and for the collection of funds as a function of the time available for collection. From these two expressions follows an expression for the rate of collecting funds as a function of the dust hazard.

The paper describes how a multivariable control scheme was developed and implemented for the run-of-mine milling circuit at a gold mine belonging to Vaal Reefs Exploration & Mining Company Limited. The key variables that are controlled are slurry level in the sump, mass of material in the mil, and product size. The control scheme has resulted in reliable control of the dynamics of the plant, and has provided a good basis for the optimization of plant operation by the selection of suitable set Points.

The paper presents details of the costs and outputs being achieved by South African mechanized tunneling and stoping drillings. The information was gathered from various hard-rock mining and tunneling operations ranging from deep-level gold mines to shallow base-metal mines. The survey included older pneumatic rigs and the newer electro-hydraulic rigs, but excluded shaft drilling and the stope drillings that were developed recently for narrow reefs. The information presented is intended as a guide to those having to decide whether to use mechanized drillings and, if so, what type and quantity
