The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

A literature survey of methods suitable for the determination of cyanides in process streams and effluents is presented. Of the large number of methods published, 92 are examined in detail, emphasis being placed on the selectivity of the methods, i.e. the extent to which they enable one to distinguish between ionic cyanide and metal-cyanide complexes. Methods designed for the determination of 'total cyanide' (i.e. ionic cyanide as well as coordinated cyanide) are evaluated critically. Other aspects of the methods are also considered, such as sensitivity, accuracy, speed, and freedom from interferences.

The National Institute for Metallurgy was the venue for a one-day colloquium on 'The Chemistry of Processes for the Recovery of Gold on Activated Carbon'. Organized by the South African Chemical Institute (Southern Transvaal Section) in collaboration with the National Institute for Metallurgy (NIM) and the South African Institute of Mining and Metallurgy, the colloquium attracted tremendous interest from the mining industry. Some 300 metallurgists, engineers, and chemists were brought up to date on advances in this technology made by scientists of NIM and the Anglo American Research Laboratories (AARL).

On 23rd November, 1982, a party of 80 members of The South African Institute of Mining and Metallurgy left the Wanderers Club grounds at 07hOO, and were driven in two luxury coaches to the stainless-steel mill of Southern Cross at Middelburg. Southern Cross is a trade name adopted by MS & A (Middelburg Steel and Alloys), who operate two Alloy Divisions (at Middelburg and Krugersdorp) and one Steel Division (at Middelburg). METAL '83 The International Precious Metals Institute has scheduled a seminar on the platinum -group metals for Williamsburg, DB.A., on 10th to 13th April, 1983, and has announced its keynote speakers for each of the seminar's five sessions. Metee '83 METEC - the International Exhibition for Metallurgical Technology and Equipment with Congress - which was to have been held in Dusseldorf from 14th to 20th May, 1983, has been cancelled, and will probably take place in June 1984. Sampling Sampling and sample preparation are crucial activities in many areas of chemical engineering, in the energy and food industries, in metallurgical processes, and in mining and mineral engineering.

The application of excess shear stress as an aid to the design of mine layout is reviewed, and the critical parameters required to describe slip on a plane of weakness are noted. A design procedure that is required to model the cyclic build-up of excess shear stress is described. A number of simple examples of mine layouts on two reef planes intersecting a fault plane are then considered to illustrate the application of the design concept and to highlight some of the pitfals that may be encountered

The University of Kentucky (UK), with an enrollment of 25,891 in fall 2002, is a comprehensive, public land-grant university located in the Bluegrass Region of Central Kentucky. As the State’s flagship university, UK has long been involved in distance education, first through traditional correspondence courses, followed by use of videotape and satellite delivery in the 1970s and1980s, but soon supplanted by use of interactive television (ITV) and on-line course delivery in the 1990s to date. Today, UK Distance Learning Programs annually administers approximately600 course sections, with services provided to over 5200 enrollees. Courses are offered via six media: interactive video, Internet, on-site, satellite, open-air and cable television, and videotape, with hybrid delivery becoming increasingly popular. The University of Kentucky College of Engineering experience with distance instruction prior to 1985 was limited to videotape non-credit offerings. The Department of Mining Engineering, a small department in terms of numbers of both faculty and students, was a University pioneer in distance education. The first University degree program offered in its entirety by distance delivery(initially by itinerant faculty) was the Master of Mining Engineering. Satellite delivery from Lexington to Cumberland, Kentucky, was a welcomed change of delivery mode in 1987–88,resulting in six hours less travel time for faculty each week. Shortly thereafter, other initiatives directed toward fulfilment of its land-grant mission were undertaken by the College. Use of satellite for course delivery rapidly declined due to limited interactivity, in favour of compressed video and on-site instruction. Classroom sites in the Kentucky Tele-Linking Network (KTLN) now number over 200. The Network links schools, colleges and universities, as well as public and private agencies throughout the State. The KTLN supports voice, video, and data transmission in a uniformly-equipped environment. Beginning in the early 1990s, transfer-critical pre-engineering courses were delivered from Lexington to Kentucky’s community colleges with the largest pre-engineering enrolments. Success was limited, but lessons learned were invaluable. In 1996, the University of Kentucky College of Engineering was asked by the Kentucky Council on Higher Education (the predecessor to the Council on Postsecondary Education) to expand engineering education in Kentucky, first by initiating cooperative B.Sc. degree programmes in Chemical Engineering and Mechanical Engineering on the campus of Paducah Community College (PCC), located 400 km from the UK campus in Lexington. The third partner in these programmes is Murray State University (MuSU), a public regional comprehensive university 80 km south of Paducah. The genesis of the new degree programmes, which were subjected to ABET review in October 2002, as well as a summary of the major accomplishments and challenges of the innovative programmes, will be offered. The limited use of distance technologies for course delivery in these B.Sc. degree programmes will be discussed. A ‘no-spin’ overview of other non-traditional distance-learning ventures within the College of Engineering will be chronicled, with an honest assessment of the motivation for these efforts and, where appropriate, their relative degree of success. Among these ventures are: a BScME and a Master of Engineering programme at Toyota Motor Manufacturing of Kentucky, Georgetown, Kentucky; course exchange in Chemical Engineering between the University of Kentucky and the University of Louisville; an ITV-based Master of Engineering programme for practicing engineers in Kentucky; proposed joint-degree programmes in Civil Engineering and Mechanical Engineering with Western Kentucky University; and a proposed part-time MScME programme in Paducah, Kentucky, with a start date of August 2002, threshold enrolment permitting. The dramatic strengthening of the rand against the dollar as well as a decline in quantity and quality of locally available concentrates have had a dramatic impact on Zincor?s operations during the previous two years. Zincor has responded with the implementation of a number of technical improvements to the process to decrease cost and increase revenue and plant flexibility. Among the initiatives is the pre-leaching and pelletising of the zinc concentrate, de-bottlenecking and process improvements in the leach and purification circuits, the introduction of cathode washing and automated cathode stacking in the cell house and the installation of a new furnace to produce pre-alloyed jumbos. This paper will describe these initiatives and others that Zincor have recently taken to stay competitive in changing global base metals market.

It is shown that, when a flat-bottomed indentor is pressed into the surface of a strong rock, the normal force necessary to cause failure of the rock is reduced substantially if a shear force is applied to the indentor. A mathematical analysis is described, which shows that higher stresses are induced in an elastic material close to the free surface of the material ahead of a punch when a shear force together with a normal force is applied to the punch. Therefore, failure of the material would occur with lower forces applied to the punch. Stress trajectories show that fractures develop in the rock along lines of maximum principal stresses.

In her wonderful book, 'The Guns of August', historian Barbara Tuchman tells us that the French war plan for 1914 was dedicated entirely to an offensive strategy, not a defensive one. Plan 17, as it was called, concentrated everything on a French advance to the Rhine, leaving the French left virtually unguarded. This strategy could only be justified by the fixed belief that the Germans could not deploy sufficient manpower to extend their invasion around through western Belgium and the low provinces; and this in turn was based on the belief that the Germans would never use reserve troops in the front line. Al evidence to the contrary was ignored. But when the war came, the Germans followed Count Von Schlieffen's plan; they did use reserves in the front line and they did come the long way around on the west. The result- as you know-was a protracted war, with fearful consequences for the rest of our century.

An editorial in the April 1990 edition of Mining Magazine is worth a wider audience in South Africa, particularly as the SAIMM enters its own centenary decade and the process of change in the minerals industry world-wide makes increasing demands on the professionalism of its leaders. The editorial considers the changing status of engineers, who up to the 1880s had been held in high regard by society. Alumina and bauxite Economists forecast a slower economic growth rate in 1990, but expect continued increase in demand for aluminum at a 3 per cent annual rate during the decade. Structural and numerical analysis Struceng & Femcad (structural analysis and finiteelement method) is a conference and exhibition that is to be held in Grenoble (France) on 17th and 18th October, 1990. It is sponsored by the Institute for Industrial Technology Transfer (ITT-International).

INTRODUCTION During the past decade a wealth of knowledge has been acquired about the mechanisms and reactions responsible for the physical properties of metals. In the field of steels, in particular, research of a fundamental nature has enabled us to interpret mechanical properties such as hardness, brittleness, creep strength, etc., in terms of atomic interactions. So rapid has been the development of physical metallurgy in some fields that publications are often outdated by the time they appear in print. The development of new steel products has been rather empirical by nature in the past and only during the past few years have new products been "designed" in terms of known physico-metallurgical phenomena. However, although this is a great stride forward it should be added that the development of a commercially successful product is a far more complicated process. In addition to the physico-metallurgical background this requires consideration of factors such as low production cost, market research and probably most valuable of all, an interested end user to co-operate in the development. This paper deals rather briefly with three of the most recent developments in steels in Britain with which the author has had some association. The main purpose of this is to demonstrate how the improved properties of the new product are based upon established physico-metallurgical phenomena. Generally speaking a commercially successful product of the type described here offers similar properties to that of an existing product at lower cost or has improved properties or features such as greater ease of cold forming, at similar cost. ULTRA-FINE GRAIN STRUCTURAL STEELS The development of higher yield strength structural steels dates back over a considerable number of years and has led to a variety of types. The one described below contains niobium as a grain refiner in an otherwise conventional mild steel matrix. By controlled rolling in a strip mill considerably increased yield strengths are obtained. In Fig. 1 are shown somewhat diagrammatically the relative hardening effects of carbon and manganese on ferrite. It will be seen that strength is enhanced by the solid solution hardening effect of manganese and the pearlite content. An obvious limitation of high pearlite content is a lack of cold workability and weldability. Manganese has to be restricted to low levels for the same reasons. The two other mechanisms which are known to impart higher strength are precipitation hardening and grain refinement. Precipitation hardening is impractical in most cases for structural steels and it is therefore clear that only grain refinement remains as a potentially useful strengthening mechanism.

Report of the independent auditors To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements set out on pages 251 to 257. These financial statements are the responsibility of the institute's Council. Our responsibility is to report on these financial statements. We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropri¬ateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the institute at 30th June, 1998, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

Blasting in a gold mine has to satisfy the following set of techno economic conditions: good fragmentation, minimum stopped width, minimum number of rock falls, cost effectiveness. Results of a comparative study of the performance of a Low Density Anfo (LDA) and a conventional Anfo (ANFEX) are discussed. LDA appears to be more cost effective. The same borehole volume can be charged with material of reduced specific gravity. The velocity of detonation (VOD) is increased in the case of LDA resulting in more breakage as a result of shock energy than from the energy in the gas phase. This leads to less damage to the excavation and more favourable breakage of the excavated rock. As a result the overall economics of the mining operation is improved.

This study Investigates transient closure piles of tabular excavations. Measured closure profiles in stopes indicate that time-dependent acts f the rockmass can be very prominent but such effects have been largely neglected in past analyses and modelling. This was due to a poor understanding of the time-dependent mechanisms controlling closure rates This paper investigates the feas-ibility of representing the rockmass as a visco-elastic medium. Currently, no analytical solution for the viscoelastic convergence of a tabular stope is available in the literature. Therefore, the author derived a solution using the correspondence principle and a known elastic solution. It is assumed that the rockmass behaves elastically in hydrostatic compression and as a Kelvin substance in distortion A parametric study is Included to aid in the calibration of the model parameters, together with a discussion on the correct calibration of these parameters from experimental data.

These include the stoping of isolated pillars, the reduction of the size of shaft pillars, the stoping of a new horizon above or below a horizon that has already been stoped out, and the mining of thick bands of reef left behind in the footwall or hanging wall.

The Copperbelt areas of Zambia and the Democratic Republic of Congo (DRC) have recently been seeing the development of a significant number of new projects. Due to the current economic climate, some of these projects have been delayed but the region remains an important resource for copper and cobalt for future years. Many of these projects will utilize an agitation leach followed by solvent extraction and electrowinning to recover both copper and cobalt. The flowsheet route for copper is fairly well established while the processing options for cobalt vary considerably depending on the final product (metal or salt) the operator wishes to make. The mineralogy of ores in the area is typically associated with high gangue acid consumption during the leaching process. This has resulted in acid availability to the area being constrained and acid prices have risen accordingly. Agitation leach circuits, typically, have a tight water balance which needs to be maintained and a bleed of process liquor needs to be continuously removed from the circuit in order to maintain this balance. This bleed, typically, contains fairly high levels of acid and requires neutralization prior to tailings disposal or secondary metal recovery. It is, therefore, desirable to minimize the acid concentration in this bleed stream in order to decrease total acid requirements and neutralization costs for the process plant. An in depth case study by Cognis and Bateman Engineering evaluated three different flowsheets with the aim of determining relative operating costs between the three alternatives, together with differences in plant capital cost requirements.
