The Ringelmann Smoke Chart fulfills an important need in smoke abatement work and in certain problems in the combustion of fuels. A knowledge of its history and method of preparation is, therefore, of interest to many. Since instructions on its use are not shown on the recent edition of the chart, those included in this revision of the previous Bureau of Mines publication now are a necessary complement to the chart. More detail regarding the use of the chart is included than was given in the earlier version.

In Maryland, coal mining is confined to Garrett County and the western portion of Allegany .County. Terrain in both counties is predominately level with rolling hills; state law prohibits surface mining in steep slope areas. The Conemaugh and Allegany geologic formations contain five major minable fields or basins. These include: Upper Youghiogheny, Lower Youghiogheny, Castleman, Upper Potomac, and Georges Creek. Maryland's coal reserves are estimated to exceed one billion tons. Approximately 490 million tons of bituminous coal are considered recoverable using conventional mining methods. After World War 11, deep mining declined in Maryland, and by 1977 surface mining accounted for 91 percent of the total production. Since then, production at underground mines has recovered, accounting for 69 percent of the coal production in 1991. Maryland's permanent regulatory program was fully approved February 18, 1982. Its Abandoned Mine Land Program was approved June 16,1982.

The technology to enhance safety and control features for mine shaft hoists is being investigated by researchers at the U.S. Bureau of Mines (USBM). The objective of the research is to prevent injuries and fatalities related to hoist and elevator operations. Monitoring and controlling mine hoisting operations will allow hoist operators, inspectors, and maintenance personnel to increase their awareness of potentially dangerous situations and provide controls for safer operations. Process simulation and visualization software, real-time data sensing, and advanced programming techniques are being applied to this problem. Development of reliable and cost-effective sensors and data acquisition interfaces to monitor hoist loads and detect slack rope conditions is underway. Three-dimensional design software was used to visualize mine hoisting to enhance understanding of hoist operations. Quick Basic and Visual Basic (an object-oriented Windows interface) are being used for acquiring and processing hoisting data. Testing and evaluation of components are underway at USBM testing facilities. The resulting system will allow hoist personnel to assess critical operating parameters, such as hoist position, speed, acceleration, conveyance load, and rope tension.

In the last few decades, a considerable amount of effort was directed at accurately determining the coal pillar strength to use for safely designing coal mines. The outcome of this early work was the well known Obert-Duvall, Holland-Gaddy, Bieniawski, and Salamon-Munro equations for coal pillar strength. All of these equations were developed for, and were calibrated with, pillars in a large room-and-pillar area such that the loading could be determined using the "tributary-area" theory. In order to account for the abutment loads associated with full-extraction mining, the empirical methods have typically adopted a simple conceptualization of the abutment load through use of an "abutment angle." Short of a complete numerical or analytical analysis of the coal seam and surrounding strata, very little work has been Fretted toward refining the empirical analysis of pillar loading. It appears that the vast majority of the research has been directed at determining the pillar strength, the numerator of the safety factor equation, when the denominator of the safety factor equation, the pillar loading, plays an equally important role in pillar design. This paper will address the deficit of pillar loading research by exploring the accuracy of the empirical abutment load calculations using insight provided by an elastic overburden model, a laminated overburden model and field observations. Ultimately, it is determined that a constant abutment angle probably over-predicts the abutment load as the mining depth increases.

During 1999, there were six fatalities in surface mines involving haulage equipment colliding with a smaller vehicle or person, or backing over the edge of a dump point. All of these fatalities can be attributed to the extensive blind areas around large haulage equipment. Researchers at NIOSH are investigating various technologies that can be used to monitor these blind areas and provide information on nearby obstacles to an operator. So far, the technologies listed below have been tested on dump trucks used in surface mining. The selection of these systems was based on their ability to handle the tough environmental conditions found in mining operations and how well they detected obstacles out to 40 or 50 feet beyond the rear of large dump trucks. Some of the manufacturers of available collision warning and camera systems are also listed.

Condition-based maintenance (CBM) of industrial equipment is generally recognized as being the most cost-effective means for improving equipment availability. However, prerequisite to successful implementation of CBM is a reliable detector of failing components. One such detector, termed the effective negative-sequence impedance, had previously been identified as an indicator of induction motor stator winding degradation. However, a limitation of this detector is that it does not change in a predicable manner under certain motor operating conditions. This paper presents an experimental investigation of an improved technique for on-line detection of induction motor stator winding degradation. The paper begins with a brief description of the detectors, followed by a detailed description of the experimental setup, the experiments conducted, and results.

In accidents resulting from the use of explosives in metal mines and quarries in the United States more than 130 men were killed and 250 seriously injured during the calendar year 1913. More- over, an unknown number of miners suffered from the effects of breathing the harmful fumes and gases given off by the burning or the incomplete explosion of some explosive. Consequently, the Fed- eral Bureau of Mines, which is endeavoring to increase safety in mines and to abolish conditions that tend to impair the health of miners, is studying the kinds of explosives used in mining and the conditions under which these explosives can be used with least danger to the miner. Information about the different explosives used in coal mining and the precautions to be taken in using those explosives has been printed in Bulletin 17 and other bureau reports, the names of which may be found at the end of this bulletin. The bureau has not been able to give much attention to explosives used in metal mines and quarries, but has published some information about these explosives in Bulletin 48, "The Selection of Explosives Used in Engineering and Mining Operations"; Technical Paper 17, "The Effect of Stemming on the Efficiency of Explosives"; and Miners' Circular 19, "The Prevention of Accidents from Explosives in Metal Mining." This bulletin aims to give the metal miner and the quarryman information similar to that given the coal miner in Bulletin 17. In- flammable gas or dust is seldom, if ever, found in quarries or metal mines, and the danger from using explosives there is less than in coal mines; but, as the figures show, the number of men killed and injured yearly in accidents caused by explosives proves the need of both miners and mine officials striving to see that none but proper explosives are used and that these are used properly.

The object of this report is to give briefly information of present value relating to the manufacture and uses of the various commercial alloy steels, with the hope of stimulating the demand for such steels and extending their practical use. The report is issued by the Bureau of Mines as a contribution to the increase of efficiency in the preparation and utilization of the mineral resources of the United States. Alloy steels are included in the so-called special steels, but as the latter term is often used in the mills to designate broadly any steels intended for purposes other than those served by the regular product, it has seemed best to use the more specific term of alloy steels in this report. Alloy steels are bringing about a series of revolutions in various in- dustrial fields in which steel plays an important part. Most elements that could be procured in sufficient quantity have been alloyed with iron in various proportions, either alone or in combination with others, in the search for useful alloy steels. Those steels that have gained and maintained for themselves a place in current use are discussed in this report. Some of them have had an ephemeral life of usefulness which would no doubt have been prolonged had not some other more satisfactory steel been developed. Probably the first useful alloy steel was Mushet's self-hardening tungsten tool steel, patented in 1868. Fifteen years later chromium steel, really containing chromium, was struggling for recognition for some purposes, the chief of which was for the manufacture of solid shot for piercing armor. In both of these steels the effect of the alloying element as used was in a way proportional to the amount contained. In 1882 Hadfield made his epoch-making discovery of manganese steel and demonstrated that in iron metallurgy it is not safe to take for granted anything as to the properties of an alloy of iron with other elements, basing one's opinion on past experience and knowledge, and that the effect of an alloying element may not be proportional to its content. Tourmalines are among the most beautiful of all the semiprecious stones, and are unsurpassed even by corundum in variety of hue. The stones most suited to jewelry purposes are those comparatively free from iron. One reason for the fact that the tourmaline has advanced rapidly in public favor in this country is that it is found in California in great profusion and of extraordinary quality. The superb green and especially the pink crystals found at Pala and Mesa Grande in San Diego County, Calif., are deemed superior to tourmalines from all other localities.

Through 1986, Kentucky was the nation's largest coal producer. Currently it ranks third in production, behind Wyoming and West Virginia. Because of the size and variety of Kentucky's coal industry, virtually every kind of surface coal mining and reclamation activity takes place in the state. Extensive coal deposits occur in two separate areas: the eastern coal field, which is part of the Appalachian coal field, and the western coal field. Kentucky's reserves are estimated at 65 billion tons, with 27 billion tons in eastern Kentucky and 38 billion tons in western Kentucky. Kentucky coal is high in volatile matter, low in sulfur and ash, and relatively high in heating value. Coal from Kentucky's eastern coal fields contains a sulfur content of less than 1 percent. Conditional primacy was granted to Kentucky May 18,1982. Since then, all conditions have been removed; final regulatory approval was granted on May 30,1985. The Abandoned Mine Land Program was approved with the regulatory program May 18, 1982.

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

Throughout the Appalachian Mountains there are dikes of coarse granite or pegmatite, which were intruded into other rocks. These pegmatite dikes contain feldspar, quartz, white mica (muscovite), black mica (biotite), and other minerals, such as beryl, garnet, and tourmaline. The investigation here reported has to do only with the dikes of the southern Appalachian region, in which the abundance of each mineral is as in the order given above. The pegmatites of this region are in every stage of alteration from those in which the feldspar is fresh to those in which the feldspar has decomposed to kaolin. The muscovite (white mica) shows no evidence of alteration, although most of the other associated minerals show traces of disintegration where the feldspar is completely kao- linized. At many places mining for mica has been done in dikes in which the feldspar is completely kaolinized, though the only evi- dences of disintegration in the mica are clay stains which are some- times noted between the outside lamina. Mining in these pegmatite dikes antedates history, traces of prehis- toric workings and some crude mining implements of stone having been unearthed by recent operations. The prehistoric mining is generally supposed to have been for mica, although investigations fail to show that the aborigines put the mica obtained to any par- ticular use except for ornaments, a few mica ornaments having been found in mounds in this region. The search for kaolin or semikaolinized feldspar is a plausible ex- planation of these prehistoric workings; all of them were in pegmatite that is more or less altered, and seemingly stopped only when the pegmatite became too hard to permit working with crude stone im- plements. The dumps do not represent the amount of material that one would expect, from their extent, the workings to have produced. Miners' nystagmus is the result of a peculiar form of eyestrain, which often results in impairment of vision and a consequent diminu- tion of the wage-earning capacity of the workman. Historically it has been pointed out by Shufflebotham that "This disease was first recognized by Gillett, of Sheffield, about 1854, although no case was mentioned in medical literature until 1861, when the symptoms were described by De Conde, a Belgian physician. Cases were reported by Pepp Müller as early as 1860, by Von Graefe in 1873, and by Bell Taylor, of Nottingham, and by Nieden in 1874. In this country (England) we are indebted to a very large extent to the observations and writings of the late Simeon Snell and for his pioneer work on this many-sided disease; in France Dransart occupies a similar position." In the treatise on "The Effects of Arts, Trades, and Professions," by C. Turner Thackrah, published in London in 1832, it is stated that- The complexion of the colliers, even after the removal of the dirt, is generally sallow and unhealthy. Their eyes, from the swelling of the lids, appear small, are affected with chronic inflammation and intolerant of full light. * Sickness and vomiting sometimes affect persons at their commencing the employ; and many, after a few years' trial, are obliged, by the injury which their health has sustained, and especially by the weakness of their eyes, to leave the mine. According to Greer, an authority on industrial diseases and acci- dents, miners' nystagmus occurs in 5 per cent of all miners, but it is quite probable that the reference is to European coal miners rather than to men employed in all branches of the mineral industry. According to the same authority, miners' nystagmus "is associated with a twitching of the eyelids and with considerable diminution of the range of movement of the eyes, and is particularly liable to occur in patients whose vision is subnormal owing to errors of refraction, especially astigmatism. It causes much inconvenience to those suf- fering from it and prevents them from following their usual occupa- tion as, owing to the movements of the eyes, everything at which they look appears to be in a state of perpetual motion, and in conse-

Among the problems investigated by the Bureau of Mines the coal- dust problem has received much attention. Several of the bureau's publications deal specifically with the subject. Bulletin 20° contains an account of preliminary experiments of the bureau to determine the explosibility of coal dusts as well as a review of pertinent literature. Bulletin 50 is a report of a laboratory study of the inflammability of coal dust. The first series of coal-dust explosion tests in the bureau's experimental mine at Bruceton, Pa., is described in Bulletin 56, and Technical Paper 56 presents notes on the prevention of dust and gas explosions in coal mines, and Technical Paper 84 discusses the causes of such explosions and describes methods and apparatus devised by engineers of the bureau for preventing and checking them. The present paper is a report of a detailed study of the bituminous dusts of Illinois mines, and is a part of the investigations conducted by the bureau in cooperation with the Illinois State Geological Survey and the department of mining engineering of the University of Illinois./ It is well known that bituminous coals like those found in Illinois yield dusts that may give rise to explosions of great violence. In order that proper methods might be devised for preventing dust explosions in Illinois mines it was considered desirable to obtain accu- rate information on the quantity and character of these dusts. Ex- periments and tests of dust explosions in an experimental mine as well as in a large steel gallery comparable in area of cross section to mine entries have been made by the Bureau of Mines. Similar experi- ments have been made in Austria, England, France, and Germany. Experiments under conditions similar to those of actual mining prac- tice are obviously more conclusive than tests made in a laboratory. On account, however, of the expense, time, and quantity of dust re- quired, it is not practicable to conduct large-scale tests in studying a large number of dusts and recourse must be had to laboratory apparatus and methods. Laboratory,devices for the study of coal-dust explosions have been devised by a number of investigators. Most of these were intended for qualitative tests only. Quantitative methods have been devised by investigators of the English and French mining-experiment stations." In the experiments described in this report, laboratory tests of inflam- mability were made with an apparatus devised by Dr. J. C. W. Frazer, formerly a chemist of the Bureau of Mines. Laboratory tests of inflammability have been made on more than 500 samples of dust from 100 representative Illinois mines. As a result of these tests it may be stated that: 1. The coals of Illinois when ground fine enough yield highly inflam- mable dusts which when suspended in air may give rise to violent explosions. 2. In the majority of the mines of the State the dusts adhering to the ribs are inflammable. In about one-fourth of the mines the quantity of rib dusts present in the entries is sufficient to form an explosive mixture with air. 3. Most of the road dusts are inflammable when ground to a suffi- cient degree of fineness.

The principal deposits of carnotite, so far as now known, are con- fined to a well-defined area lying in the southwestern part of Colo- rado and the southeastern part of Utah (see Pl. I). Approxi- mately, this area is bounded as follows: On the east by a line ex- tending from a few miles east of the southwest corner of the State of Colorado, to a point about 6 miles west of Naturita, thence di- rectly north to the San Miguel River, thence along the course of this river and the Dolores River to Mesa Creek, thence toward the head- waters of Mesa, Blue, and Calamity Creeks on the south side of the Uncompahgre Mountains; on the north by a line extending from the last-named point westerly to the San Rafael Swell near Green River, Utah; on the west by a line extending from San Rafael Swell to the Henry Mountains, and on the south by a line extending from the Henry Mountains toward the southeast corner of the State of Utah. This area includes the main districts wherein carnotite has been found, claims have been located, and the ore produced. There are of course, extensive tracts within this area which do not contain carnotite in paying quantities. In places the carnotite beds have been entirely eroded or are not present, or lie so deep that mining is not practicable. The main deposits of carnotite within the area lie in different districts which in Colorado are as follows: Summit and Bush Canyons in Dolores and San Miguel Counties; McIntyre, Gypsum Valley, and Bull Canyon districts; the Paradox Valley, La Sal Creek, Roc Creek, Long Park, Hieroglyphic, Saucer Basin, and Hydraulic districts in Montrose County; Mesa, Blue, and Calamity Canyon districts and the Gateway area in Mesa County. The included dis- tricts in Utah are as follows: The Green River and San Rafael Swell district in Garfield County; the Thompson deposits in Grand County; the Dry Valley, Yellow Wash, and Lisbon Valley districts in San Juan County; the district around the Henry Mountains in Garfield County; and the deposits recently reported in Montezuma Canyon (south of Monticello) in San Juan County. Outside of the area described there are scattered deposits north of the Denver & Rio Grande Railroad at Coal Creek, near Meeker, Rio Blanco County; along Skull Creek and Red Wash, near Rangely, Routt County; on Horse Mountain, near Eagle, Eagle County, and in South Park, near Garos, in Park County, Colo. The claims leased from the Crucible Steel Mining & Milling Co. by the National Radium Institute are situated on the north side of East Paradox Valley, in the Long Park and Hydraulic districts. The National Radium Institute has mined no ore except from its leased claims in the Long Park district. For information regarding the general geology of the region, the probable origin of the ores, and descriptions of other carnotite deposits, the reader is referred to the literature on these subjects. The carnotite of the area described is deposited in a light-colored, cross-bedded sandstone that lies almost horizontal between the La Plata formation below and the Dakota sandstone (conglomerate) above, and is included in the McElmo formation, which is of Jurassic age. Underlying the white sandstone of the La Plata is the Dolores formation, or "Red Beds," which is plainly visible along and just below the rim rocks of the steep canyon walls in many of the carnotite districts. Along such canyons the ore crops out at different places, so that prospecting is comparatively easy. For ore on the benches and on the mesa prospecting is more difficult, especially where the ore lies at some depth and no surface indications are visible. The carnotite deposits are flat, lenticular, and irregular, varying greatly in extent and thickness. The carnotite itself forms incrustations on exposures of the white sandstone, in joints and fractures of the rock, and is deposited around and between individual sand grains, replacing the original cement. The Utah and Colorado carnotite is amorphous, and to the naked eye appears as a very fine yellow pow- der. It is often granular, and as a rule can be readily separated from the individual sand grains.

Ethiopia is generally conceded to be rich in minerals. The lack of mineral development in that country is attributable not so much to the in- accessibility of the deposits as to political conditions. Ethiopia is the only country in the Continent of Africa that has maintained its political independence; and now that it has a progressive and enlightened ruler, Ras Taffari, hope is entertained in many quarters that through foreign partici- pation the Ethiopian mining industry will develop rapidly.

The investigation of the transmission of heat into steam boilers is one of several researches now being carried on by the Bureau of Mines that have for their object the testing of methods by which the mineral fuels in this country may be used more efficiently. A better understanding of the laws governing heat transmission into boilers will result in the design of more efficient boilers, and more efficient boilers will reduce waste in the use of fuel. The results of the investigations described in this report indicate that the conductivity of the heating plates of steam boilers is so high that the present steaming capacities can be tripled or quadrupled by forcing over the heating surfaces three or four times the weight of gases now passed over them. With well-designed mechanical-draft apparatus this greater weight of gases can be forced through the boilers at a small operating cost. It is possible to increase the capacity of many of the present boilers in this way without reducing their efficiency much; in fact by a proper arrangement of the heating surfaces the efficiency can be made higher than the present rating. The efficiency of any boiler can be increased by arranging its heating surfaces in series with respect to the path of hot gases. New boilers of high efficiency can be constructed by making the cross section of the gas passages small in comparison with the length. In Bryan Donkin's book, entitled "The Practical Physics of the Modern Steam Boiler," it is stated that James Watt obtained nearly as good an evaporation per pound of coal and per square foot of heating surface as is obtained now. The remark is probably true. At any rate, about the only decided superiority of the modern steam boilers over older types is in mechanical construction, and for this superiority credit should be given to the designers of machine tools quite as much as to the boiler engineer. The main reason for tardi- ness in boiler improvement probably lies in the reluctance of educated engineers to do the dirty and disagreeable work involved in boiler tests.

The danger from coal dust in mines has been thoroughly demon- strated by experiment, and consequently the study of the inflam- mability of coal dust suspended in air, that is, the readiness with which a cloud of coal dust inflames, is of decided importance to those engaged in coal mining. Much knowledge has been gained from the work done in the large galleries constructed at official and semiofficial stations in this country and abroad, but the study of the coal-dust problem in these galleries requires so much time and is so costly that there is need of a reliable laboratory method for obtaining a classi- fication of the great variety of dusts that occur in mines. The investigation described in this paper was an attempt to devise such a method. It was a preliminary investigation, and work in the same direction is being continued by the Bureau of Mines. As Mr. Frazer has severed his connection with the bureau, it is deemed advisable to publish the results of his study substantially as he prepared them, with little attempt to draw conclusions or to show the bearing of the results on other studies now in progress. The results of these studies and a full discussion of the significance of the laboratory investiga- tions will be published in future reports of the Bureau of Mines. The reader should remember that any laboratory method, since it involves conditions that differ so greatly from those of actual mining, should be thoroughly tested, and the results obtained by it should be confirmed by experiments conducted on a scale simulating mining conditions before final conclusions are drawn. The need of a laboratory method has long been felt, and several investigators have devised apparatus and methods. The work done by Vital, Holtzwart and Von Meyer, Bedson and Widdas, Le Chate- lier, and that of the British Coal Dust Commission is of great interest in this connection. In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

A critical study of the wet Thiogen process for extracting sulphur from the smoke of smelters is one of several investigations related to the general smelter-smoke problem that are being conducted under the direction of the Bureau of Mines. Part of the work done in the pyrometallurgical section of the cooperative metallurgical exhibit of the Bureau of Mines at the Panama-Pacific International Exposition during 1915 related to this investigation, and at the expiration of the exposition, the work was continued in the labora- tories of the Bureau of Mines in the Hearst Memorial Mining Building of the University of California, Berkeley, Cal., where a mining experiment station of the bureau has been established under the cooperative agreement with the University of California. Early in the spring of 1915, when plans were being made to co- operate with several metallurgical interests, the Thiogen Co. proposed to the Bureau of Mines that, along with the studies of various pro- posed methods for eliminating sulphur dioxide from smelter smoke, there should be included a study of the wet Thiogen process. In the study as outlined it was proposed to determine whether it would be technically and commercially feasible to use the, process for the recovery of elemental sulphur from the sulphur dioxide in waste smelter gases. Although there had been no large-scale work with the process, either in the laboratory or at a smelter, representatives of the metallur- gical and mining industry had shown considerable interest in the proposed method, and the desire had been expressed that a better knowledge of the possibilities of the process should be obtained. Thus, cooperation with the Thiogen Co. seemed justified by the in- terests of the metallurgical industry, and by the conservation promised by the recovery of a product of market value from what is otherwise a waste, and in some instances a serious nuisance. In accepting the responsibility for directing this investigation, the officials of the Bureau of Mines were necessarily free to conduct the work in the manner they considered necessary to determine the facts. It was also understood that any information obtained was to be made available to all who might be interested and might be printed in a Bureau of Mines report. To cover the cost of laboratory equipment and supplies, and the payment of salaries of assistants, other than Bureau of Mines employees, the Thiogen Co. in May, 1915, deposited with the cooperative metallurgical exhibit fund a sum considered sufficient to warrant starting the laboratory investi- gation. The origin and organization of this fund has been described by Clevenger and the author." In outlining the program for this investigation it was hoped that ultimately a small complete plant would be erected and the investi- gation center around the operation of the plant. However, pre- liminary to the erection of the plant, a laboratory study of the proc- ess was considered necessary, as the technical features of the process could be determined, it was believed, as satisfactorily on a smaller scale as on the scale first proposed. However, it was realized at the time that it would not be possible to determine so satisfactorily or definitely the commercial possibilities of the process on the scale of work adopted as in the larger operating plant. With this fact in mind it was planned that, if the study of the technical features on a laboratory scale gave sufficient promise of the process being commer- cially feasible, an operating unit should, if possible, be constructed later, and that more definite information concerning the commercial prospects should be determined. The investigations were started in June, 1915. In June and July work was confined entirely to small-scale laboratory tests, in which a careful study of the chemical reactions involved was made. In August, tests on a larger scale were started, and these were con- tinued until December, small-scale tests being made at the same time. On December 1, 1915, all work on the Thiogen process was discon- tinued temporarily, as the close of the exposition necessitated moving the laboratories. Work on the Thiogen process was started again in January, 1916, in the laboratories of the new mining experiment sta- tion at Berkeley, Cal., and was continued during the spring of 1916 until a point was reached where it was felt that the essential parts of the process had been carefully covered, and that some definite state- ments concerning the technical features and possibilities of the process, as given in this report, were warranted.
