To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau's Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

The origin of gaseous hydrocarbons in coal, predominantly methane, can be traced to the natural processes of coalification. The higher rank coals or the more deeply buried seams retain more gas than low rank coals or shallow seams. It is estimated that up to 460,000 cubic feet of all types of gases are produced during the formation of one ton of coal (Cervik, 1969). The chief components of these gaseous products are methane, carbon dioxide, nitrogen and water vapor. Most of these gases escape during the various stages of decomposition but with eventual presence of overlying impermeable beds, there may be as much as 2,000 cubic feet of gas retained per ton of coal. Over geologic time, diffusion and other processes such as geologic disturbances in the earth's crust remove all but 500 to 2000 cubic feet of gas per ton of coal (Cervik, 1969). It is this residual methane which is of primary concern when mine openings are made in coal measures. Extensive data compiled by the United States Bureau of Mines reveal that some coal mines in this country emit up to 20 million cubic feet of methane per day (Spencer, 1970; Irani et al, 1972). Toxic, poisonous and respirable gaseous pollutants and explosive gases, predominantly methane, are injected into the ventilation stream from active sections and gobs. The liberation of methane in gob areas may, under certain circumstances, become extremely large. In some instances it may constitute up to 70 percent of the total yield of gas in a mine. The most time-consuming research segment was assembling the ref¬erences. These are provided immediately after the conclusions but are divided into two categories. The first is directly applicable publi¬cations, correspondence and personnel communications. The second listing contains those publications that are not directly tied to the research but where a probable application exists. In both listings, all important USBM publications are provided. The reference numbers used in the report apply only to the first reference portion. Further¬more, it should be noted that all entries are not used but are retained to help anyone who wishes to look further into different or allied areas of this research topic. Explosion-proof enclosures have been researched since approxi¬mately 1906. Even so, little is understood about the mechanism by which they are effective. Due to the voluminous literature published, there is a good probability that the assembled list is still incomplete. The literature search took the following directions. Work was first directed to reviewing the several references assembled by the Department of Mineral Engineering - Mining Section prior to the present project year. As a result, some duplications and inapplicabilities were found and eliminated. The primary sources of the previous search were the commonly available and usually superb library listings, such as Engineering Abstracts. Because these sources have enormous content on all subjects, they were cross-checked in the first semiannual period several times by different individuals to make sure all normally avail¬able literature were uncovered.

Well-prepared personnel and an effective emergency response plan are essential components of any emergency command center. Unfortunately, evaluating emergency preparedness is often difficult until a disaster actually occurs. For example, unexpected events may develop during an emergency that were not considered during the planning phase. Also, the command center may need to cooperate with organizations that it has not worked with previously. Preparation can be especially difficult for smaller or remotely located command centers, or those with limited resources to conduct mock drills. This paper explores the potential of using the Internet to teach and evaluate command center skills. The National Institute for Occupational Safety and Health (NIOSH) is developing an Internet-based, computer simulation training package for the mining industry. Trainees will play the role of command center leaders at a mine, while the actions of other individuals and organizations are simulated. Trainees will be able to test their emergency response plans and learn valuable lessons from past mine emergencies. Nationally recognized experts will be able to create new training scenarios and make them available to mines throughout the U.S. This product should better prepare command center personnel for large-scale disasters such as fires and explosions. When two pieces of heavy equipment interact, jolting and jarring can occur. During haulage truck loading for example, there is a chance that the operator of one or both pieces of the equipment will experience jolting and jarring. Additionally, a jolt can occur when an off highway equipment operator drives over a road defect or inadvertently strikes a berm. Aside from the operators, there is seldom anyone else that witnesses the interaction and can accurately describe the extent of the jolting. This makes it difficult for health and safety managers to address jolting and jarring. The devices and software described in this paper constitute a method for installing “black boxes” called Shox Boxes onboard equipment that already have a GPS system onboard. The resulting configuration provides an objective assessment of jolting and a chance to determine the root causes of it. The Shox Box system reviews data in real time, onboard the vehicles, 24 hrs a day, and sends pertinent information via radio to a central database. The data generated shows whether jolts are above or below a supervisor defined target value for the equipment and the tasks being performed. This allows health and safety personnel to demonstrate safe operation of heavy equipment and recommend proactive actions to maintain jolting within a reasonable range.

Objective: To discourage miners from going inby unsupported mine roof by developing intrinsically safe devices that render the attendant hazard more evident, direct a person's attention to read the warning message on the module, and thus avoid the hazard beyond the device.

Coal-bearing beds underlie 23,000 square miles, about one third of Missouri's total area. Twelve out of more than twenty named coal seams have been or are being commercially mined. The remainder are too thin for commercial production. The coal is high volatile bituminous, with reserves estimated to be six billion tons, 1.24percent of U.S. coal reserves. Coal-bearing strata are generally thin seams which can be up to five feet thick. Typically, mined seams are about 28 inches thick. Coal deposits were first mined in Missouri in the 1840s, with the coal used primarily for domestic heating and blacksmithing. Production increased with the introduction of steamboats on the Mississippi. Coal production in 19 17 was six million tons. Production has steadily declined from a high of nearly seven million tons in 1984 to 2.3 million tons in 1991. Declining production is the result of several factors, including competition from other energy sources and the high sulfur content of Missouri coal. Today, coal-fired electric generating plants are the biggest consumers of Missouri coal. The Missouri regulatory program was conditionally approved November 21,1980, and fully approved January 17,1983. Its Abandoned Mine Land program was approved January 29, 1982.

In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.

Data on dust control practices, geology, and occupational exposures were gathered for approximately eighty underground continuous mining units. Despite silica contents in excess of 5%, nearly forty units successfully maintained silica concentrations at or below 100 µg/rn3 on a majority of occupational dust samples while the remainder had difficulty maintaining this level. These two sample sets were termed group A operations and group B operations, respectively. Analyses of productivities, geologies, and dust control parameters revealed only minor differences between these two groups. Subsequent analyses of face ventilation design showed considerable differences in silica exposure and silica content between group A and group B at the continuous mining machine and roof bolter operator occupations. These differences were minimal when using exhaust curtain ventilation with a dust scrubber', This face ventilation system may benefit operations having difficulty controlling silica dust exposure and silica dust content. Finally, the collected data showed that occupational samples from group B operations possessed generally higher silica exposures and silica content than similar samples from group A. The single head roof bolter (helper) possessed among the highest silica exposures and silica contents in both groups.

This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

This paper introduces a method for teaching workers to communicate necessary information when giving or receiving emergency warning messages. Research has shown that when an emergency occurs, people may not get the information they need to take appropriate action. Interviews conducted with 48 underground coal miners who had escaped mine fires revealed that the warning information provided was inadequate. In some cases, sufficient information was not provided to the endangered miners. At other times, miners failed to ask for information they needed to plan and execute effective escapes. Researchers from the NIOSH Pittsburgh Research Laboratory have been studying the content of emergency warning messages and have developed an emergency communication protocol. A training intervention that presents the protocol and related mental cues is being evaluated for effectiveness in improving the content of emergency messages. In this paper the protocol is presented and the training package described. The evaluation procedures and a summary of the analyses conducted to-date are also provided. The training package was developed for use with underground coal miners, but could easily be modified for emergency communications training in other settings.

Reduce permanent hearing losses to bulldozer operators. Approach Two types of noise control packages have been developed, that can be readily fabricated and installed into bulldozers by mine personnel. How It Works Both of the noise control packages reduce the noise exposure of the operator by two techniques, blocking the noise paths or absorbing the sound before it reaches the operator. It is suggested in chapter 1 that emergency activities (including escape) are not individualistic. They tend to be group responses. If escapes from mine fires are group activities, then preparation for such events must take group behavior into account. This chapter explores the hypothesis that the miners who escaped from the three mines under study did so as members of groups. For development of this chapter, the database was examined for evidence of the existence of escape groups and for instances when individualistic behavior was paramount. Illustrations of group and/or individualistic behavior were analyzed and representative examples are provided in the following discussion. The nature of groups was discussed in chapter 3 and the following working definition was offered: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at second-hand, through other people, but face-to-face" [Homans 1950]. To determine whether or not groups existed during the fire evacuations, it is important that the concept of group be clearly defined. Therefore, the discussion started in chapter 3 will be elaborated here. The defining characteristics of group given in chapter 3 were taken from Homans [1950]. They include size, person-to-person com¬munication, feelings that members have for each other, explicit and implicit rules for behavior, and common activities. An additional characteristic that is sometimes used to define groups is cohesiveness. Kiesler and Kiesler [1970] state, "Cohesiveness would include not only the attraction that the group holds for its members but also any other force operating on the individual to stay in the group." Variables said to contribute to cohesiveness include "(1) the attractiveness of a group for its members," and "(2) the coordination of the efforts of the members" [Keisler 1970]. One source of the attraction to a group occurs when "the goals or exterior tasks confronting the group are consistent with those of the individual person, and can best be handled by group action" [Cartwright and Zander 1968, in Davis 1969]. In other words, a common goal and a coordinated effort mounted to achieve that goal contributes toward the creation of a cohesive group. As discussed in the earlier review of research (chapter 1), groups have frequently been studied in laboratory or simulation settings. These methods allowed control over variables of interest. Kiesler and Kiesler [1970] state, however, that they "find group variables conceptually imprecise and experimentally difficult to work with." Experimental control, in other words, is difficult to achieve in the study of groups. There is outlined below the essential facts brought out in an investigation into the causes for emulsion difficulties as experienced at many water gas plants . The investigation was conducted under a cooperative agreement between the University of Illinois Engineering Experiment Station , the Illinois State Geological Survey , and the U. S. Bureau of Mines . Funds of the Illinois Gas Association were used to defray a part of the costs . Active assistance was rendered by the Peoples Gas Light and Coke Company , of Chicago , who furnished a laboratory at Chicago for conducting the experiments , and loaned the services of Mr. E. A. Thiele to help with the laboratory work . A full report on the results of this work will be published by the Bureau of Mines later but it is believed desirable to bring the principal results now to the attention of the industry . In almost every gas plant where carbureted water gas is made , some difficulty is experienced , at one time or another , in separating the tar fran the water that condenses from the gas . The fact that annoyance from this source is ever present in some plants , and seldom present in others , leads to the belief that certain operating variables have considerable to do with the formation of difficulty separable tarwater emulsions . Accordingly , when samples of tar were collected for laboratory study , the operating conditions and methods were simultaneously observed and recorded.

Acid pollution from abandoned mines causes serious contamination of major streams in coal mining areas. In Pennsylvania alone it is estimated that 3000 miles of streams are devoid of fish and plant life because of coal mine effluent.1 The pollution arises because water and oxygen react with iron sulfide in the mine cavity to produce sulfuric acid and iron sulfate, which later find their way back into surface streams. Two general approaches to the problem are possible: (1) prevent the acid-forming reaction from taking place, (2) treat the acid mine water after it is formed so that it will not be harmful to the ecology when discharged into streams and other surface waters. The work described in this report belongs in the first category - it was based on the assumption that acid formation in the mine cavity can be prevented by keeping water (one of the reactants) out of the mine. This was to be accomplished by-forming a waterproof seal over the mine cavity which would prevent the seepage of surface water into the mine. It was planned to form such a seal at or near the surface of the ground by applying latex to the soil. Ideally a dilute latex would be applied to the soil and would penetrate to a depth of two to three feet below the surface where it would be coagulated by reacting with a constituent of the soil or by other means., A seal below the surface of the soil would have several advantages over a surface seal - it would not be subject to destruction by traffic, frost or vegetation and, more important, it would allow the use of the top soil for many agricultural purposes. A preliminary feasibility experiment was performed prior to application for the present grant. It showed that it was indeed possible to form a sub-surface seal by means of latex. A core of soil was obtained locally (Wayne, N. J.) by driving a 6.5 cm inside diameter steel pipe about 100 cm long into subsoil for a distance of 71 cm. The soil was retained within the pipe for this experiment. A part of the free space above the soil in the pipe was charged with water, and the seepage rate of the soil after it had become saturated was 15 ml/min under a total head (wet soil plus supernatant column of water) of 92 cm. After the supernatant water had drained completely, 100 ml of 5% rubber latex was added and allowed to seep into the soil. This was followed by additional water and the seepage rate was found to be 2 ml/min under the same head. This seepage rate remained unchanged when remeasured on the following day. Since there was no visible evidence of the latex in the collected drain water it is presumed to have been retained by the soil.

A standard Ford1 4600 agricultural tractor was converted to remote control to perform ASAE/SAE field upset tests (rear rollover and side rollover). This paper discusses the engineering process to develop a remote-controlled tractor in determining the critical parameters of operation, to choosing appropriate actuators, designing the circuitry to control them, installing the actuators on the tractor, testing the system for functionality and then conducting numerous overturn tests. The system uses off-the-shelf components for simplicity, replaceability, and economic concerns. The remote control system has withstood 21 tests to date with no failures and will continue to be used for at least three more years of testing.

This paper describes the development of a multi-body biomechanical model that can be used to assess the risk of low back disorders due to occupational exposure to jarring and jolting from operation of heavy mobile equipment (e.g., trucks, haulers, graders, tractors, etc.) The four-element dynamic spinal model is capable of providing estimates of the force and acceleration responses of the head/neck, upper, lower, and middle torso resulting from vibration input collected in field studies. The paper also presents a method for using the model output to assess an individual's risk of low back disorder due to a specific jarring and jolting exposure.

This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .
