Each year, about 2,000 falls of supported roof occur in the more than 800 underground U.S. coal mines. Therefore to help improve the design of primary support systems, the National Institute for Occupational Safety and Health (NIOSH) conducted a nationwide study of roof falls in over 2,500 km of roadways at 37 coal mines. Information on the roof falls as well as other geotechnical, mining, geologic and roof bolting factors were collected and quantified Then a multi variate statistical analysis was conducted on the data with the roof fall rate being the outcome variable The results were used to derive preliminary design guidelines for predicting the roof bolt length, capacity, and pattern required to effectively reduce the roof fall rate. The equations are fairly limited by a relatively high statistical variance in the data. Also reported is a recent survey of U.S roof bolt manufacturers that shows a significant change in bolt types used over the last ten years.

A review of all upper extremity cumulative trauma disorder (UECTD) injuries was conducted by the U.S. Bureau of Mines for 1985 through 1989. This review was performed by analyzing each injury, as reported by law and maintained on the U.S. Mine Safety and Health Administration's accident data base. This analysis found that incidence rates in mining were lower than in private sector industry, although the number of reported UECTD injuries increased sevenfold and their percentage of all mining injuries increased fivefold from 1985 through 1989. Metal-nonmetal mines accounted for 80 pct of UECTD injuries, while coal mines accounted for 20 pct. Nearly 63 pct of UECTD injuries were accounted for by only four occupations-mechanics, laborers, boney (crusher) operators, and miners not elsewhere classified (NEC)-with an incidence rate well above the private sector industry rate.

During the past year and a half the Western United Corporation of Aurora , Illinois , has been distributing carburetted water ges from its Lockport , Ill . , plant , to an extensive territory , under an initial pressure ranging up to 90 lb.. per sq. in . The most distant distributing point on the system is at Harvard , Ill . , about 35 miles from the plant.. The territory supplied is approximately 85 miles long and 35 miles wide , the total mileage of rains being 1223 , or approximately 24 per cent of all the gas trains in Illinois outside the city of Chicago .

Due mainly to conditions brought about by the war , the metal mining industry in this country is now passing through one of the most critical stages in its history , and is confronted by new problems upon the solution and adjustment of which depends , in a large measure , its future welfare and prosperity . The chief factors contributing to the cost of production are the cost of labor and supplies . It is conceded by our leading mine operators , managers , and engineers that any material reduction in the cost of labor or supplies , within possibly the next two or three years , cannot be anticipated , anl it is not thought likely that pre - war prices will ever again prevail . This being true , the mine operator must look in some cther direction to effect economies that will lower production costs . If this cannot be accomplished it will mean , in many instances , that mines and metallurgical works will have to be closed and abandoned , which will tend to disorganize the entire industry . How to lower production costs and still maintain the present high standard of wage , is the problem that is engaging the serious attention of mine operators and managers over the entire country . In As a solution to this problem it is thought that the most promising field of investigation lies in the direction of systematizing and standardizing mining practice , so as to effect economies in the use of both labor and materials . other words , to eliminate , in so far as possible , unproductive effort and waste and thereby secure a maximum of productive results , It is not the idea to speed up work or to demand a greater effort on the part of the workman , but rather so to systematize and standardize the various under ground operations that his energy will be directed into more useful and productive channels ,

In another paper the writer has described an investigation in which the forms of sulphur in coke were determined and described. Coke was found to contain four characteristic forms of sulphur- namely, ferrous sulphide, sulphates, ad- sorbed free sulphur, and sulphur held in solid solution in the carbon. While the coke is still in the oven, only two forms of sulphur are present namely, the ferrous sulphide and the sulphur in solid solution in the carbon. During the quenching, however, the sulphur of the coke is subjected to considerable oxidation, a portion of the ferrous sulphide being oxidized to free sulphur and sulphates, while the solid solution form remains unchanged. The coke, however, loses no sulphur during this process, since the free sulphur which is formed ie retained by the coke in an adsorbed form. Since this oxidation of the ferrous sulphide took place so easily, an inves- tigation was undertaken to determine whether this property could not be taken ad- vantage of in some industrial process for the desulphurization of coke. Although it is true that such a roasting process would not touch the solid-solution form of sul- phur, still the removal of the ferrous sulphide sulphur would undoubtedly benefit the coke from the standpoint of the metallurgist. This improvement in the coke would result not only from the decrease in total sulphur, but also from the large decrease in the ferrous sulphide, which is responsible for the contamination of the iron in the upper part of the blast-furnace. The de sulphurization of coke by roasting in air it a new idea, but dates back to the earliest days of coke manufacture. In 1871, Philipparts published the results of some work done by him on the de sulphurization of coke by air, as well as a review of the results of earlier investigators. In the se earlier experiments, nothing was known of the forms in which the sulphur existed in the coke, while the temperature measurements were only approximate, so that altogether the results were not very conclusive nor complete. The de sulphurisation figures given by the se early investigators generally showed a low efficiency for the process, but some extraordinary results were claimed by certain inventors. In the light of our new knowledge concerning the coke sulphur, it seemed to be important enough to warrant investigation.

Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. The concession- aires, mostly individuals with insufficient capital and with a misconception of the initial difficulties of communication, water supply, and labor, allowed

"The Generic Mineral Technology Center for Respirable Dust (GTCRD) was created at The Pennsylvania State University and West Virginia University by a congressional initiative in 1983 responding to recommendations in the 1980 National Academy of Sciences study on the Measurement and Control of Dust in Mines. Many of these recommendations dealt with the need to initiate focused fundamental research for further professional progress in dust control. Long-term, sustained support was emphasized to develop expertise in respirable dust research. In creating this Center, Penn State and West Virginia University were specifically recognized for their expertise in and facilities for research on coal mining and medicine. Today, the Center includes the Massachusetts Institute of Technology, the University of Minnesota, and the Michigan Technology University. The Respirable Dust Center is the only organization that coordinates and integrates the medical, scientific, and engineering aspects of respirable dust disease. The Center works with the U.S. Bureau of Mines (USBM), Mine Safety and Health Administration (MSHA), the National Institute for Occupational Safety and Health (NIOSH), the United Mine Workers of America (UMWA), and the U.S. coal industry in defining the research priorities for the programs of the Center to enhance research synergism.The Center's mission is to enhance the health, safety and productivity of miners by advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs to reduce the incidence and severity of respirable dust disease.All Dust Center activities are focused to be responsive to this mission, which is shared by the several federal agencies closely associated with the GTCRD. While significant progress has made mine atmospheres cleaner and healthier, respirable dust-related disease remains the nation's most pernicious industrial hazard.The goals of the GTCRD were formulated with recognition of the diverse scientific, engineering, and medical aspects of respirable dust, in addition to a need to enhance researcher interaction, as well as education and technology transfer efforts, in the respirable dust area. These goals reflect the needs of the mining industry as determined by the National Academy of Sciences Committee on Measurement and Control of Respirable Dust study done in 1980. The report of this committee encouraged the Bureau of Mines to redirect its research efforts ""...toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust."" The GTCRD's goals, detailed in chapter three of this document, were formulated to mesh with NAS recommendations."

The chemical properties of the unsaturated members of the aliphatic series of hydrocarbons are such as to render them " made to order" starting points or basic . materials for the synthesis of hundreds of important organic chemicals . The tremendous quantities of these unsaturated compounds that are being produced daily in the various coal carbonization and oil refining processes , and which at present have little value other than that of fuel , render a survey of the identity and ex- tent of occurrence of these compounds important from the viewpoint of economic utilization and resource conservation The increased need of liquid fuel and the relatively early exhaustion of petroleum resources will eventually require every utilization of liquid fuel products obtainable directly or indirectly from coal . Accordingly , the Bureau of Mines took advantage of an opportunity for examining the gaseous unsaturated hydrocarbons found in the gas obtained when a mixture of water- Collection of the material gas tar and coal is distilled in a gas-making retort . for examination was made possible through the courtesy of the Trent Process Corporation , Washington , D.C. , which was at that time carrying on at the Georgetown Gas Works , distillation of " amal gams " prepared from various coals and oils by the Trent process for cleaning coals . Kanawha gas coal ( 70%) and water gas tar ( 30 % ) from the Washington Gas Light plant were used in the " amal gam" being distilled at that time . The results obtained in this examination are presented here .

The National Institute for Occupational Safety and Health (NIOSH) has recognized that Noise-Induced Hearing Loss (NIHL) is the most common occupational illness in the United States. The use of heavy equipment, the drilling of rock, and the confined work environment are some of the factors that contribute to high levels of noise exposure to workers in the mining industry. Every day 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) exceeds 85 dBA. Moreover, 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the Permissible Exposure Limit (PEL). Furthermore, a NIOSH analysis of a large sample of audiograms showed that at age 50 approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment. By contrast, only 10% of the non-occupational-noise exposed population has a hearing impairment at age 50 (Franks, 1997) (Stephenson, 1998). Simply stated, the majority of miners have a hearing loss by the time they retire. While NIHL is the most common occupational disease in this country, this problem is especially acute among workers in the mining industry. There are several barriers to reducing NIHL in the mining industry. These include: gaps in knowledge of noise dose/source relationships, the unavailability of effective noise controls, and needs for worker education and worker empowerment. A related issue is the difficulty of communication in noisy workplaces by both hearing impaired and normal hearing workers. The Pittsburgh Research Laboratory (PRL) at NIOSH has strategically developed a hearing loss prevention program for overcoming these respective barriers in an attempt to reduce NIHL in the mining industry. This paper provides an overview of the research program being conducted at the PRL.

Refuge chambers may potentially save the lives of miners during a mine emergency. For this reason, it is crucial that miners know how to operate them. Unfortunately, because refuge chambers provide so many services, they can be very complicated and difficult to operate. Therefore, NIOSH has created this document with suggestions for developing manuals and educational materials. A multidisciplinary team comprised of NIOSH engineers, sociologists, psychologists, health communication professionals, and geologists developed the recommendations contained in this document. These recommendations are based on an evaluation of manufacturers? instruction manuals from both the U.S. and globally, interviews with over 20 mining and safety experts, and an extensive literature review. This research, focused on the best practices for refuge chambers, led to the formulation of this document. It is intended to offer suggestions to manufacturers and mine operators on how to create effective and easy-to-understand training manuals for miners as well as tips to create the most comfortable and usable refuge chambers. It should be noted that these recommendations are not meant to substitute for manufacturer-supplied materials but rather to be used in conjunction with manufacturer?s materials. Manufacturers should always be consulted for up-to-date information about their chamber. Although different states and different mines refer to underground refuges by different names, this guide will simply refer to underground refuges nearest to the face as refuge chambers, whether inflatable from a skid or constructed from steel. Other popular terms for refuge chambers are rescue chambers, rescue shelters, and refuge shelters. Refuges that are nearer to the shaft, whether a prefabricated refuge chamber or one built into a crosscut, will be referred to as outby refuges because of their location in the mine. Outby refuges can be permanent, semipermanent, or portable and are usually located at every other SCSR cache. Outby refuges are sometimes called hardened rooms, outby shelters, and in-place shelters. When discussing outby refuges and refuge chambers collectively, this guide will refer to them as underground refuges. Other terms for underground refuges include refuge alternatives, locations of safety, and safe havens. This document is designed to be read either cover to cover or by specific section. It is recommended that on first read, this guide be read cover to cover. In subsequent readings, manufacturers and mine operators may find it easier to use the table of contents page to locate specific information on parts of the refuge chamber.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." "The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. It is most unfortunate that a few must often suffer , and perhaps die , that many may benefit from a fuller appreciation of the dangers surrounding mining operations , and the proper use of safeguards designed to offset these dangers . This has been the case during the last few months in the anthracite field , where several explosions , resulting in burnings and fatalities , were undoubtedly caused by the use of defective or improperly assembled flame safety lamps . Had this same lack of understanding regarding the proper assembly of this safety device , and had the same indifference on the part of the user in keeping the lamps locked at all times and in proper condition , been permitted in a region where the coal dust was explosive , a terrible disaster would surely have resulted . In nearly every coal -mining country , including the United States , the Davy and Clanny type of lamp has been superseded , and rightly so , by some kind of bonneted lamp . Bonneted lamps , especially of the naphtha type , while much safer than the unbonneted , have more parts and need more care in assembling . For this reason the burden of responsibility for their being properly assembled rests with the lamp man ; therefore , it is extremely important that only competent , conscientious men be given this work .

Reduce dust exposure of longwall shearer operators by keeping them upwind of the primary cutting drum. Approach Use a different coal cutting sequence by cutting from headgate-to-tailgate, making the cleanup pass from tail-gate-to-headgate. How It Works The cutting action of the shearer drum is usually the primary source of respirable dust at longwall shearer faces. Dust exposure of the shearer operator is deter-mined by his position relative to the lead drum, which is normally in the raised position taking a full sump. On long-wall faces where the cut pass is taken from tail-to-head, against the primary airflow, the shearer operators must remain at their controls, on the return-air-side of the primary dust source, to maintain proper control. A simple method to lower shearer operators' dust exposures is to extract the primary coal from head-to-tail, thus positioning the operators up-wind of the lead cutting drum. The bottom coal is then cut, and the floor cleaned by the trailing drum during the tail-to-head cleanup pass. This sequence places the primary dust source, the cutting action of the shearer drums, on the return-air side of both shearer operators, except when cutting out at the longwall headgate.

The Holmes Safety Association , organized and named in honor of the late Dr. Joseph A. Holmes , first director of the United States Bureau of Mines , has for its object the prevention cf accidents , the improvement of health conditions at work, in the home , and in public places , and the promotion of the general welfare of its members . As a means of preventing accidents and advancing health and safety , the Holmes Safety Association disseminates information , gives instructions on subjects related to safety , and promotes first -aid and other forms of protective and accident - prevention training . This organization is intended to work and cooperate in the closest possible way with existing mine or plant safety organizations in conducting educational , social , and recreational activities for the promotion of health , safety , and efficiency .
