A primary objective of the Surface Mining Control and Reclamation Act is to establish uniform national regulatory standards to protect the environment during mining and for reclaiming land after it is disturbed by current and future surface coal mining. In recognition of the wide range of climatic and geologic conditions in coal-producing areas, Congress provided that individual states may establish their own programs for regulating surface and underground coal mining and reclamation on private land. The standards for state programs must be at least as effective as the federal standards. Initial and Permanent Regulatory Programs Congress recognized the importance of establishing regulations to implement the Act as quickly as possible, while recognizing that the preparation of such complex regulations would be a lengthy process. Consequently, a two-phase schedule was established. An abbreviated initial program was put in place immediately, followed by a more extensive and detailed permanent regulatory program. The initial program regulations were published in December 1977, and mine permits issued by states after February 1978 were required to conform with those regulations. Regulatory provisions contained in the initial program included 12 basic performance standards, continuation of existing state permitting, bonding, and enforcement processes (although if those features did not already exist, they did not have to be added), a federal inspection frequency of once every six months, joint state and federal inspection and enforcement in states that had existing programs, and the prohibition of mining in the specific areas listed in the Act. Permanent program regulations were published in March 1979, following extensive review and comment from the public, including the coal industry and organized environmental groups. The regula¬tory provisions in the permanent program expanded those in the interim program by including the implementation of all performance standards contained in SMCRA, a new permitting process, a requirement for performance bonds, an increased inspection frequency (one per month), a new enforcement process, and a process for designating lands unsuitable for surface mining. The regulations for the permanent program have been revised several times since 1979; more revisions can be made as new mining and reclamation tech¬niques are developed. Such changes were anticipated by Congress; in fact, a provision in SMCRA for experimental practices encourages advances in mining and reclamation techniques.

The U.S. Bureau of Mines (USBM) has developed a test procedure to compare the initiating strength of detonators by using adjustable-sensitivity liquid explosives. Various tests of detonator strength are currently used by the industry, but many of them do not quantify the ability of detonators to initiate detonation reactions in an explosive charge. The USBM used mixtures of nitromethane and ethylene diamine, the sensitivity being "fine-tuned" by 2-nitropropane. Military standard J-2, commercial No.6, and commercial No.8 detonators were evaluated using three test configurations: (1) axially immersed in the test explosive, (2) tip just touching surface of the explosive, and (3) immersed transversely in the explosive. Markedly different results were obtained for these three configurations, indicating that the directional effects are important. This explains why different detonator strength tests do not correlate well with each other. Some tests, such as the sand bomb and underwater, measure the total energy out-put, while other tests, such as the plate dent, test measure the energy in the axial direction. The USBM's test data indicate the importance of conducting the experimentation in the manner in which the detonator is actually intended to function.

This paper discusses human judgment and decision making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

"Reflector button signs similar to those used to attract the attention of motorists on the public highways at night are now being used to good advantage by a few mining companies in underground workings for danger, warning, direction, and safety signs and signals. Most safety signs and signals used in underground mining are of the electric light painted-board, or enameled or porcelain metal-plate,type, all of which have good features as well as some disadvantages; among the disadvantages are: The filament of electric incandescent lamps is prone to ""burn out"" occasionally anti usually the lamps are not replaced promptly; painted-board and enameled or porcelain metal-plate signs can be seen only a short distance and often are ""passed up"" unintentionally by employees, consequently these signs do not always serve the purposes intended and may be the cause of injury or death through failure to warn the men of danger.The advantage of using reflector button signs in mines or underground workings is that the cap lamps or headlights with which employees and locomotives generally are equipped, if directed at these buttons will reflect the light back to its source, and if they are arranged to spell words of warning or direction, or if suitable symbols are used, they are discernible and can be read at a distance of several hundred feet. The distance the light is reflected depends largely on the color of the buttons used. The reflector buttons also in many instances can be used to good advantage in conjunction with other methods previously mentioned.Several types of reflector buttons are available, among them the flat-lens type with mirrored metallic foil or plate back, the facet-cut-lens type with a mirrored metallic foil or plate back, and a type with a hemispherical smooth lens with a parabolic mirrored metal back. Lenses for the different types are available in several colors. Crystal, amber, red, and green are the colors of the buttons used to the greatest extent in underground signs up to the present time. These buttons may be had in different sizes, also.It has been observed that crystal-colored buttons reflect light the greatest distance (about 1,000 feet) and red-colored buttons the least (about 500 feet); reflection from green and amber colors ranges somewhere between the red and crystal colors in distance.Reflector buttons for underground use should be designed to reflect light a maximum distance; they should be made of materials that resist oxidation and corrosion, especially of the mirrored backs, and should be relatively free of protruding parts or projections that will collect dust.Reflector buttons approximately 3/14 inch in diameter seem best suited for underground use in general because fewer reflector units are required for a signal of given size."

This marks the 100th year that the aggregate industry has been served by a national association. Of all the accomplishments this longstanding relationship has achieved, there is probably none greater than the progress made, in worker safety. Perhaps the best way to measure this success is to examine injury trends in the aggregate miner population. For example, in the first half of the 20th [ ] century, 16 quarry mining disasters (a "disaster" is an incident with five or more fatalities) claimed 157 miners between 1909 and 1952. The largest of these was the disaster at the Sandts Eddy Limestone Quarry near Allentown, Pa., on March 26, 1942, where 31 miners died of asphyxiation by fumes/explosion. Thankfully, no mining disasters have occurred in the aggregate industry since 1952. It is these kinds of information that help us characterize improvements in aggregate worker safety over the last 100 years.

Hand-Arm Vibration Syndrome (HAVS) was identified as early as 1918 in Bedford, Indiana in the U.S. Since then much research work has been done around the world in the areas of medical, epidemiological, engineering and legal aspects of HAVS. In Japan, much of the pioneering work in this field has been performed by Dr. Setsuo Maeda and his staff at the National Institute of Industrial Health (NIIH) in Kawasaki. Most recently, reports of work done by this group and by Dr. Ren Dong1 of NIOSH in the U.S., as well as many other suppliers and Japanese practitioners were presented at the 13th Japan Group Meeting on Human Response to Vibration held in Osaka2 during August 3-5, 2005. The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). The Bell & Zoller Coal & Mining Co. recently completed construction of two slopes at Mine 3 near Zeigler , Ill . The slopes are in the Big Muddy River Valley , and construction was particularly difficult because the strata from the surface to a depth of 70 feet comprise water saturated sandy clay and sand . Many mining companies have similar shaft- and slope - sinking problems , and because these slopes were satisfactorily completed and now are in use the methods followed during construction are described in this information circular . It is believed that other companies with similar problems . will benefit by adopting the methods followed at Mine 3 .

Disposal of sewage is an important part of mine sanitation. Improper... handling and.disposing of sewagerare conducive to the spread of disease and often add foul and nauseating odors to the mine air. The diseases spread by unsafe methods of disposing of waste in mines are typhoid fever, cholera, amebic dysentery, hookworm, and other intestinal diseases due to parasites. Sanitary toilet facilities, with a good sewage-disposal system, each maintained in good order at all times, should help to prevent the spread of diseases transmitted by intestinal body wastos. The metal and nonmetal-mining industries have recognized the impor-dma tance and need for disposing sewage properly; accordingly, facilities of some sort are installed and need today in most large mines. The coal-mining industry has given little thought to the disposal of sewage underground; however, in most mines of the anthracite industry, the inflow of large vol- unes of highly acid mine water and the extensive drainage system required to remove this water provide a natural means for disposing of sewage.

This paper is the fourth of the current series issued by the Bureau of Mines on lime- plant problems . It is hoped that the information presented in these reports will develop sufficient interest among lime- plant operators to prompt them to discuss with the Bureau their own experiences , for it is believed by such an interchange of ideas conclusions will be reached that will be of practical benefit to the entire industry . Much valuable information has been obtained from replies to the papers already issued , but a more general response is greatly desired . It is hoped that many operators will contribute additions to the information on transportation systems now at hand by answering the questions on the final page .

This field study evaluated a newer and older dozer at a construction site. Both dozers performed similar activities in the same location within the construction site. Two operators participated in this study. One operator used the older equipment and the other operator used the newer equipment. Jolting and jarring measurements were taken at the seat/operator interface and at the floor of the cab. The result of this field study indicates that the newer dozer was better than the older dozer.

This paper contains the results of an examination of accident, injury, employment, and production information reported to the U.S. Department of Labor's Mine Safety and Health Administration (MSHA) and provides information on some of the measures longwall mine operators are using to prevent accidents In all industries, technological advances play a key role in determining those who will survive as competitive participants in an increasingly global marketplace. While mining is among the most basic of industries, technological change is neither unfamiliar nor unwelcome to miners. Historically, technological advances in mining, particularly coal mining, have tracked closely with fluctuations in demand. In the early 1900's, coal accounted for more than three quarters of all the fuel consumed in the U.S. To meet this tremendous demand, underground cuffing machines were introduced, resulting in faster, more efficient coal extraction. Transporting coal to the surface, however, remained labor intensive. In the 1920's, nearly all underground coal was still being hand loaded. Demand for coal then declined as the price of oil, natural gas, and electricity became competitive. In the late 1930's and throughout the duration of World War II, coal demand and production was high. By 1940, more than half the coal mined was being mechanically conveyed to the surface. In 1948, the continuous mining method was introduced in the U.S., further accelerating the extraction process. By the 1950's and 1960's, however, coal production again declined as railroads converted to diesel fuel and gas and oil provided a larger share of the home heating market. Underground coal mines required even more mechanization to remain competitive as an energy source. The first longwall system was introduced in 1960. By 1995, longwalls were producing more than 189 million tons of clean coal annually, surpassing continuous mining production for the second straight year. The mining of coal and other materials has not come without a huge loss of life and considerable human suffering. More than 103,000 workers died from injuries in U.S. mines in the last 85 years. Between two and three thousand miners died each year from the turn of the century until 1931, many from underground fires and explosions. The U.S. has witnessed a tremendous drop in fatalities in underground coal mines. Credit for that is due to safety inspections and enforcement activities, better safety awareness and practices among management and labor, improved ventilation, the use of safer equipment, and increased mechanization which removed many miners from the hazards at the face and also reduced the size of the mining work force. There is little doubt that longwall mining has greatly increased underground coal mine productivity. The degree to which longwall mining has contributed to a safer work environment for underground miners is more difficult to ascertain.

The San Manuel is a deposit of low-grade disseminated copper ore. It was brought to the attention of the government in October 1942 through an application to the Reconstruction Finance Corporation for a development loan, supported by a report by Henry W. Nichols. Nichols' sampling of two outcrops containing copper silicate and his geologic map indicated that a minable body of copper ore might be developed. The Federal Geological Survey was requested to examine the property. The Survey mapped the geology in March 1943 and cut a few check samples, which substantially confirmed Nichols' sampling of the outcrops and a few shallow workings. The geologists of the Survey recommended some test drilling by the Bureau of Mines. The property was examined by the author and Wm. D. Hughes, associate engineer of the Bureau of Mines on March 22 and 26, 1943, and a preliminary drilling campaign was recommended. Five shallow churn-drill holes totaling 1,480 feet were put down under the supervision of Chas. A. Kumke, one of the Bureau's engineers, from November 23, 1943, to January 13, 1944. This work indicated that the deposit extended deeper than the 350-foot depth attained in the deepest hole and might have very considerable areal extent. Additional funds were allotted, and the drilling contract was extended twice to a final maximum of 17,000 feet with 2,000 feet maximum depth of hole. Drilling was continued by the Bureau of Mines until February 2, 1945, when 15,844 feet of hole had been drilled. The Magna Copper Co. took options on this and adjoining property in September 1944 and commenced drilling with two machines. It also engaged the two contract drills used by the Bureau after it stopped drilling. It exercised its options in August 1945 and organized the San Manuel Copper Corp. to operate the property. That company is continuing to explore the ore body with six churn drills. Thomas Lyon took options early in 1945 on holdings adjoining the San Manuel property on the east and is operating two churn drills. Exploration up to the completion of the last holes started by the Bureau of Mines indicated a block of ore 3,100 feet long, 400 to 800 feet wide, and 500 to 900 feet thick, and averaging about 0.8 percent copper. Subsequent drilling showed that the ore body extends considerably beyond this block. The axis of the ore body strikes about N. 61° E. Copper minerals are disseminated in hydrothermally altered quartz monzonite and monzonite porphyry. Ore outcrops in two small areas over the northeast part of the block. Elsewhere the copper-bearing rocks are capped by Gila conglomerate, which thickens toward the west and south. Drilling showed that the ore is in a thick, tabular body with a steep dip to the south. The ore body lies near the surface in the northeastern part of the block. The south side of the block is much farther below the surface than the north side. There the upper part of the copper-bearing rocks is lightly mineralized, so that the hanging wall of minable ore lies deeper than the base of the conglomerate cap, which thickens southward.

A unique machine for inducing bending fatigue in wire ropes was built at the U.S. Bureau of Mimes' Pittsburgh Research Center. This machine can produce nine levels of degradation through repetitive cycling of long samples of wire ropes of the types used in the mining industry. This report provides an analysis of the results of the first wire rope to be fatigued on this machine. These results have indicated that as a wire rope accumulates bending cycles, its strength first decreases because of wear and then in- creases due to cold working of the wires. As the amount of cold working increases, more and more of the embrittled wires break and the strength of the rope decreases rapidly. In this test, application of several of the regulatory retirement criteria to various sections of the rope suggests that there may be some inconsistency among them.

 The Bureau of Mines, in conducting investigations of atmospheres in mines and tunnels for the purposes of determining and combating hazards to the health and safety of workers, has from time to time closely cooperated with municipal, State and Federal agencies in safety work in engineering and ventilating probleme. Recently the writers have conducted experiments with animals and men breathing helium-oxygen mixtures under pressure. The object of this work was to determine whether helium-oxygen atmospheres can be utilized to advantage in place of normal air for caisson and diving work. In such work the permissible pressures and times of compression and decompression are limited by the physiological effects on man. The major effect is that the nitrogen, (which is the inert con- stituent of normal air and is absorbed by the body tissues and fluids in abnormal amounts when under pressure,) tends to form bubbles in the tissues on too rapid discompression from high pressures. The Bureau of Mines is interested in this problem on account of the pos- sibilities of mitigating caisson illness in tunnel construction and other engine eering operations requiring men to work in compressed air. In addition, the Navy Department is interested on account of the possibilities for extending the range of salvaging and marine engineering operations. The results of the experiments conducted by the writers lead to the following conclusions: Helium is without odor or taste and has physical properties which promise to be of interest physiologically and which have been found to have possibilities of creat practical use, especially in making a synthetic atmosphere that will re- duce the hazard of caisson disease. The substitution of helium for the nitrogen ordinarily present in the air we breathe has been found to result in an atmosphere which it as respirable as that provided by nature. This study examines the accuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines. The specific objective of this research was to find locations where an area sampler might work better than earlier studies have indicated. The results show that fixed-location area sampling cannot accurately predict the dust exposure of a machine operator, even when the best fixed location is sought, the fixed location is quite close to the operator and the bias due to the dust concentration gradient is corrected. Industrial hygienists have known for many years that area sampling is unsuitable for measuring air contaminant exposures in the workplace. Near contaminant sources, the dilution air and the contaminants are not evenly mixed. Therefore, when workers are near contaminant sources, exposure measurements must be taken from the worker's breathing zone to be accurate
