In the No. 3 Sunnyside mine of the Utah Fuel Co. a disastrous fire started on the afternoon of August 17 , 1920 , the effects of which are still present in the mine . On account of the extent of the fire , the expense involved in reopening the mine and the opportunities afforded for determining the effects of depleted air , a description of it is worthy of record . This paper is a summary of a more complete report , prepared by the writers , which will be published by the U. S. Bureau of Mines .

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. Although early Spanish settlers used coal several centuries ago, significant commercial coal mining in New Mexico began in 1861, when the U.S. Army opened a mine to supply Fort Craig. Since then, coal from the state has been used to fuel railroads, lead and copper smelters, and other local industry. In recent years, lower-cost strip mining methods and an increased demand for coal by electric utilities in the Southwest have caused an increase in New Mexico coal production. The coal-bearing regions of New Mexico underlie about 25,000 square miles or20.6 percent of the total area of the state. However, the majority of coal-bearing regions lie under Indian lands that are regulated by the Office of Surface Mining (see Navajo and Hopi data on pages 72-75). Today, most of the coal produced in New Mexico comes from the San Juan Basin in the northwest part of the state and the Raton Area in the north central part. New Mexico's reserves are estimated to be 4.6 billion tons, about one percent of the national reserve. New Mexico's permanent regulatory program was conditionally approved December 3 1, 1980. Its Abandoned Mine Lands Program was approved July 17,198 1.

The first thing to consider in prevention of electric shock is the voltage of the circuit. No person can be sure that he will not be killed, even from a 110-volt circuit, if he makes proper contact with the circuit so as to cause the maximum current to pass through his body. As the voltage is increased to 250 volts, 500 volts, or 2,300 volts the danger from contact with the electric circuit is increased, Alternating current of the same nominal voltage is possibly more dangerous than direct current. Experience has taught us that both will cause death, and that if the fatalities from this source are to be kept low, certain precautions in the guarding of circuits must be observed.

Track and control the tram maneuvers of continuous mining machines by developing and evaluating a laser sensor system. Background Progressive technology has the potential to greatly improve mine-worker safety, helping to create a safer, better working environment for mine workers by keeping them away from the dangerous face area. To benefit from such technology, the Bureau is investigating remote, computer-assisted operation of mining systems for underground, highwall, and surface mining applications. A cornerstone for computer-assisted operation is an effective guidance system. Since there are no guidance systems on any commercial continuous miners (CM's), the Bureau it-self developed and tested a laser-based sensor system, based on a commercial sensor called Lasernet. The laser-based guidance system employs four laser scanning sensors at fixed locations in a mine entryway to report the angular coordinates of two cylindrical retro-reflective targets mounted on a CM. Using triangulation, a real-time microcomputer system processes the sensor data and updates the xy position and heading (h) of the CM five times per second. Using a simple control algorithm and communications interface to the CM control computer, the system also controls rotational and translational tram maneuvers.

This analysis was conducted in response to concerns raised by the Chairman of the Energy and Commerce Committee of the House of Representatives regarding the potential impacts on automobile production, GNP and employment resulting from embargoing south African supplies of the platinum-group metals, platinum and rhodium. This analysis should be considered an addendum to the recently released study in which the direct economic costs I of a U.S. embargo on selected South African strategic and critical materials are estimated. The estimated GNP and employment impacts result when a mineral shortage reduces domestic industrial production and are in addition to the direct costs estimated in the earlier study. The direct cost to this nation resulting from a decision to embargo six south African strategic and critical minerals was estimated at $1.85 billion per year during the 1988-1992 time frame of the study. The estimated direct costs include the costs to U.S. consumers resulting from higher strategic mineral prices, lower mineral consumption, and the cost of developing higher cost domestic mineral resources. A large proportion of the costs result from the shortage of the two metals: platinum and rhodium. The average direct annual cost of embargoing is estimated at about $1.4 billion for platinum and $384 million for rhodium.2

"In the natural-gas Gasoline industry, the methods used in determining the amount of gasoline in natural gas are many and varied; they include the specific-gravity test, laboratory tests involving absorption, charge in volume of the gas or in the absorption medium, absorption in charcoal with subsequent distillation, compression of the gas which results in the condensation of the gasoline, and the absorption of the gasoline vapors in an absorption oil, from which the gasoline is distilled and measured. Each of these various tests has advantages, and disadvantages. It is however, conceded in the industry that the tests in which the gasoline is obtained and measured as such are the more reliable.This paper deals with certain factors which should be considered in making absorption tests using ""mineral seal oil"" as an absorbent; this method of testing is widely used not only in the field, but in control work in absorption gasoline plants where the gasoline content of the intake and discharge gas is determined daily. In control work it is frequently found that the plant produces more gasoline than the tests show, which gives the plant the appearance of making more gasoline than is actually present in the gas treated, or in other words operating at more than one hundred per cent efficiency. Obviously then, the tests as made in these cases are in error, and in hope of correcting some of these variances, the following factors have been studied at the U. S. Bureau of Mines petroleum station at Bartlesville, Oklahoma."

This circular describes the methods and costs of deepening the Silver Summit three-compartment shaft in the Coeur d'Alene mining region of Idaho. A noteworthy rate of advance was achieved at this operation by the successful use of a mechanical shaft-mucking machine. The Silver Summit mine is 1 mile west from the town of Osburn, Idaho, via U. S. Highway 10. The adit-level portal of the mine is on the south slope of the Coeur d'Alene River Valley at an altitude of 2,700 feet. The Silver Summit shaft is 6,000 feet from the portal. In past years this shaft had been sunk from the adit level to a depth of 1,500 feet. During 1946 the Polaris Mining Co, deepened it to 3,095 feet. The work was done under a co- operative development agreement between the Silver Summit Mining Co. and the Polaris Mining Co.

Recent studies ** at the Pittsburgh Experiment Station of the Bureau of Mines have revealed some interesting facts as to the probable behavior of steamed coke in the blast furnace . The literature on the chemistry of the blast furnace was tho roughly reviewed , and with this information in mind , the probable behavior of the coke sulphur in the blast furnace was deduced . Enough small - scale tests were conducted to furnish a check on most of the important deductions , and the conclusions derived therefrom accord with what is already known in regard to the forms of sulphur in coke , and fit in well with the general opinion concerning blast-furnace reactions .

"Experience and experiment have goth shown that a cloud of coal-dust in air can be inflamed and an explosion developed only when a certain minimum concentration of the dust in air has been equaled or exceeded. Those who have had experience in the handling of coal know that dust is frequently present in the air and may be of sufficient density to obscure an ordinary electric light at a distance of 40 or 50 feet; yet flames may be, and times without number have been, introduced into such clouds, when no additional coal-dust has been stirred up, with no effect other than the burning of the dust particles which actually enter flame. Evidently the density of the dust cloud is insufficient to give self-supporting combustion.The minimum amount of dust in air required to give a spreading flame will vary with a number of factors such as the composition of the dust and its size. This amount in a unit space may be considered analogous to the lower limit of inflammability of fire damp (methane) in air, although the variation in limit of explosibility of gas is small even when conditions of the experiment are altered. In large-scale determinations of the lower limit of inflammability of coal-dust there is no certain method by which a sample of the dust cloud can be snatched and its density determined. It is necessary to produce the best possible dust cloud from a known weight of dust, in a known volume and assume - probably with considerable error - that the dust cloud is reasonably uniform. The dust cloud must be formed and the source of ignition applied to it simultaneously; this is generally accomplished by the use of blow-out shots of black blasting powder, dynamite, or similar explosive so prepared as to blow out like a cannon shot, or by a gas explosion. The more violence attending the source of ignition, the greater is the probability that all the dust is raised in a uniform cloud; and the greater the length or intensity of the flame, the greater are the chances of ignition. As a result one may obtain a variation in apparent minimum density with different sources of ignition. This difference is more apparent than real and must remain until devices for instantaneous sampling of dust clouds during explosions are perfected."

In the summer of 1950, Bureau of Mines engineers visited a number of coal-preparation plants in western Europe and Great Britain to obtain information on European and British coal-cleaning and froth-flotation practices. In view of the growing importance of froth flotation as a process for cleaning fine sizes of coal, it was felt that such data and information would be of value in this country, for, although froth flotation has been adopted for use in a few of our plants, it has not as yet been employed as extensively as in British and European preparation plants. Many of the important coal beds in western Europe, especially in the Ruhr Valley of Germany and in the Dutch coal-mining region of Limburg, Netherlands, are very friable, with the result that the run-of-mine product contains a large proportion of the sizes too fine to be treated successfully by any other method than froth flotation. Furthermore, the relatively high cost of producing coal from these beds has for many years made it economically feasible and desirable to treat the fines by froth flotation, especially in the coking-coal fields.

The Bureau of Mines is engaged in research to evaluate the effects of cutter bit wear at coal mine faces. This paper addresses one element of conical bit wear, bit rotation. A discussion on mounting configura-tion and bit forces and their effects on rotation is presented. The effects on rotation and bit forces of bit attack angle, cutting depth, and skew are determined for two types of conical bits during linear cutting of sandstone-inclusive rock. The results indicate that a 10° negative skew angle and 35° attack angle produce the maximum rotation of 17.5° for each foot of cutting. Data on bit rotation and bit forces are presented in an appendix.

Soapstone commonly is associated with talc , and reports on either commodity usually contain a discussion of the other . From a geological or mineralogical standpoint the combination is justifiable , for soapstone essentially is impure talc . Commercially , however , the relation between them is remote . About 95 per cent of all talc sold in the United States is in ground form, whereas practically all soapstone is sold as furnace blocks or as fabricated structural slabs for many and diverse applications .

The method of mining bituminous coal in Pennsylvania cannot be treated in an extended manner in this publication since this would require more space than justified. The general plan of operation of most mines is on the room and pillar system, using double entries from which the rooms are driven In the early mining in the Pittsburgh coal bed the "checkerboard" plan was much used, but this entailed a large loss of coal in the blocks of coal that were left standing. In recent years there has been a tendency towards the adoptions of the panel, room and pillar method, also the block system, which ad mats of concentrated mining within a relatively small section of the mine It is not unusual to use 4, 6, or 8 parallel entries for the panel development. The longwall advancing method has been tried in some of the thin beds of the central coal field, but so far it has not passed beyond the experimental stage. The average extraction' of coal throughout the State is 714 per cent, but it is estimated that 15 5 per cent of the loss is avoidable, so the actual extraction should approximate 87 per cent. Pennsylvania is exceptionally well provided with means of transportation by trunk lines, branches, and by intra State railroads, among which are the Pennsylvania, Baltimore & Ohio, New York Central, Buffalo, Rochester & Pittsburgh, Western Maryland, Bessemer & Lake Erie, Pittsburgh & West Virginia, Pittsburgh & Lake Erie, Erie, Monongahela Division, and Montour railroads, all of which reach some of the bituminous mines The Monongahela River furnishes water transportation for Allegheny, Greene, Fayette, and Washington counties During 1923 the coal traffic on this river amounted to 18,709,084 tons, and of coke, 385,426 tons Coal is moved on the Allegheny River also, the total in 1923 being 911,178 tons s.

Exposure to mineral aerosol is an occupational health hazard in mining and mineral processing industries because of the risk of developing pneumoconiosis. Agricola (1556) described this hazard for metal mining in Carpathia. He described shortness of breath and consumption, conditions that are now associated with asthma and emphysema. By the end of the nineteenth century, several respiratory diseases were known to affect miners, including silicosis and coal workers' pneumoconiosis (Fletcher, 1948; Seaton et al., 1981). For example, silicosis, not tuberculosis, was clearly recognized as the hazard in the Vermont granite quarries and stone-cutting sheds (McFarland, 1927). The Gauly Bridge Tunnel disaster in the mid-1930s caused the deaths of an estimated 700 workers by acute silicosis and focused the nation's attention on this disease (Cherniack, 1986). By the mid-twentieth century, it was clear that risk of simple pneumoconiosis is associated with a miner's cumulative exposure to mine aerosol in the respirable size range and that prevention lies in reducing that exposure through regulation (Seaton, 1986). In the United States, regulation of mine worker exposure to airborne mine dust is the responsibility of the Mine Safety and Health Administration (MSHA) in the U.S. Department of Labor. The key legislation relating to improved mine worker health was the Federal Coal Mine Health and Safety Act, enacted in 1969 (U.S. Congress, 1969) and subsequently amended as the Federal Mine Safety and Health Act of 1977 (U.S. Congress, 1977). MSHA receives technical assistance from the National Institute for Occupational Safety and Health (NIOSH). NIOSH also provides recommended exposure limits (RELs) for contaminants to MSHA. MSHA's regulation of mines includes the establishment of a dust standard administratively based on the these RELs. Some mine operators must submit a dust control plan designed to meet the dust standard. Periodic mine inspections determine if mines are com- plying with both the dust standard and the dust control plans (MSHA, 1991). The most common dust measurements are those for respirable dust (according to the definition given in Fig. 26-7), that is, the fraction of aerosol particles able to reach the gas exchange region of the lungs. The other health-related size fractions (inhalable and thoracic-see Fig. 25-1, and "total" dust) are also occasionally measured. A "total" dust measurement is defined by the common practice of the last 30 years or so, using 25 mm or 37mm plastic cassettes (e.g., from PAL, MIL, SKC ). The types of mines have been categorized

Poisonous hydrocyanic acid gas (HCN) is sometimes evolved in dangerous quantities from cyanides used in metallurgical and chemical operations. This gas is much used for fumigating buildings, ships, greenhouses, and such commodities as grain and cotton to destroy rats, mice and insect pests. Wherever cyanide fumes are evolved, thorough ventilation is necessary in order to render the sur- rounding air safe to breathe. Many persons have been killed by entering tanks and fumigated places too soon, and a simple test for this gas would promote safety. In view of the need for an easy method for quantitatively determining HCN in air, the three color reactions used originally for testing HCN in solution tions *** were modified and adapted. The reactions employ (1) picric acid (CH(NO2)3OH) which is yellow but combines with hydrogen cyanide to form a red- purple dye, isopurpuric acid****; (2) phenolphthalin (CH1604), which is a reduc- tian product of the phenolphthalein (CH4) used for acid indicator, this colorless substance is oxidized***** by presence of HCN to pink colored phenolph- thalin; and (3) guaiacum which oxidized from colorless to blue******. Phenolph- thalin and guaiacum require the presence of copper compounds which catalize the color formation by reduction of cupric cyanide. Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners? activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly under-stand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985.

Many investigators have reported studies of size distributions for particulate solids ; usually , these have involved the fitting of size distribution data to a particular mathematical function . Such studies are of unquestioned value and have contributed much worthwhile information regarding the breakage mechanisms for a variety of brittle materials . In connection with a Bureau of Mines study of the size distribution of coke , which has been subjected to the standard American Society for Testing Materials (ASTM) tumbler test , attention was focused on the relation between the 1 -inch tumbler index (usually considered to be indicative of the ability of coke to resist degradation by impact ) and the 1 /4 - inch tumbler index ( indicative of the ability to resist degradation by abrasion ) . Specifically , it was noted that for certain sets of data the correlation coefficients denoting the relation between these indexes were positive ; for other sets of data , these coefficients were negative . Preliminary consideration of this problem indicated that the usual interpretation placed on correlation coefficients was erroneous in this particular instance because the variables being correlated were necessarily related . The work described in this report was undertaken to clarify the interpretation of results of correlation studies for variables of this type .

This report describes and presents results of a phase of a laboratory study conducted at the Morgantown Petroleum Research Laboratory, Federal Bureau of Mines, Morgantown, W. Va., to determine the response of shielded electrodes of different dimensions in thin, noninvaded beds and to stimulate interest in the use of focused-type logging devices in the Appalachian oilfields. A blotter model was used to obtain plots of the potential field in the vicinity of a model shielded electrode. Three plots are presented. The difference in curvature of equipotential lines and the variation in measured resistance values for different blotter-model conditions suggest that the shielded electrode will give resistivities higher than normal when measurements are taken in a thin conductive bed located between resistive beds, and resistivities lower than normal when measurements are taken in a thin resistive bed located between conductive beds.

The U.S. Bureau of Mines in cooperation with Jim Walter Resources, Inc. (JWR), Brookwood, AL, evaluated the use of sheathed explosive charges in breaking up large stones that can jam the feeder¬breaker or pan conveyor on longwalls and halt operations. Use of the sheathed charge reduced the downtime of the longwall panel to 15 to 30 min as compared with the 1 to 2 h required to drill and shoot the stone. Firing the sheathed charge at the face caused no significant damage to Iongwall equipment. Use of the sheathed charge also represented an improvement in safety by eliminating the exposure of miners to the inherent hazards of the face for extended periods of time. Another benefit, which is difficult to quantify, is the elimination of the temptation to shoot mudcaps or adobes, which is illegal in U.S. underground coal mines.
