Develop and evaluate a mechanical position and heading system (MPHS) that provides information about underground mining machine position and heading to aid in the remote positioning of mining machines during face maneuvers. Background While great improvements have been made in mineworker safety, progressive technology continues to create a safer, better working environment for miners by keeping them away from the dangerous face area. In maintaining such high standards of safety, the Bureau is investigating remote, computer-assisted operation of mining systems for underground, highwall, and surface mining applications. A key component of computer-assisted operation is a guidance system. Since there are no guidance systems on any commercial continuous mining machines, the Bureau itself developed and tested the mechanical position and heading system (MPHS). The MPHS is based on linear position transducers (LPT's), and operates on principles of triangulation to provide machine position (xy coordinate), and orientation in the xy plane (yaw or heading). These data are needed in order to keep the continuous mining machine in proper alignment before and during the cutting cycle. The MPHS theory development is in three parts: characterize the sensors used and their configuration; select and define the navigation reference frames; and derive a closed-form solution for determining the position and beading from sensor information. Application of the MPHS theory required the development of hardware, software, and system interfaces.

This pamphlet and the enclosed video describe a safe, effective and economical method for removing dust from work clothes. Background Information Dusty work clothes can increase a worker’s exposure to respirable dust. Respirable dust is usually considered to be particles having an aerodynamic diameter of 10 microns or less and able to enter and deposit in the gas-exchange region of the human lung. A former U.S. Bureau of Mines report documented a 10-fold increase in worker dust exposure on a number of separate occasions from dusty work clothes.* It was found that once clothes become contaminated, they are a continual dust source until cleaned. The only MSHA approved method to clean work clothes requires a HEPA-filter vacuuming system which is very time consuming and difficult to perform effectively. Therefore, most workers use a single air hose (not MSHA approved) which can elevate dust levels for the worker, co-workers, and the work environment. A substantial amount of engineering technology has been developed that, when applied, can significantly lower respirable dust exposures of workers at mineral processing plants. But even with these improvements, some workers continue to exceed their permissible exposure limit. Elevated exposures increase the potential for developing debilitating or fatal lung diseases. ?e clothes cleaning method described within is an example of a continuing effort to reduce the potential for developing these lung diseases. The extensive use of pulverized coal for fuel in industrial plants has brought to the front again a question that heretofore has been considered only a mining problem, namely, " Can coal dust be ignited by an electric arc ? " If it can be so imited, the next logical query is , "under what conditions can such ignition occur ? " In view of the new problems relating to pulverized coal installations , and because of occasional mine disasters attributed to ignition of coal dust by electric arcs , it seems advisable to review the work done by Thornton and Bowden with electric flashes in coal dust , and to report two preliminary investigations conducted by the Bureau of Mines .

Application of Proposed Revised Standards 57.11-50 to Mines Surveyed 3.1 Subparagraph (a) 1 "Each mine shall have at least two separate and properly maintained escapeways from each working place to the surface which are so positioned that physical or environmental damage to one will not lessen the effective¬ness of the other, and which meet the requirements of travelways and man hoisting standards These escape¬ways shall reach to within 1000 feet horizontally or 300 feet vertically of each working place " 3. 1. 1 Discussion This section will deal with the 1000 and 300 feet distance requirements, Section 3. 5 will deal with the "environmental damage" provisions. During the course of the mine surveys, it became obvious that one mine's 1000 foot distance was nowhere near equal to another' s --not in the actual distance but in the time required to traverse that distance. This -Ls true for the 300-foot requirement as well. The most obvious example is that one could traverse down a 300-foot raise much faster than climbing up the same distance. The temptation is strong to recommend that the distance requirement be changed to travel times instead. However, this approach would unfortunately lead to a lot of subjective evaluations. Having a time requirement for an entire mine evacuation (Subparagraph 6) is one thing, time requirements and the requisite inspection proce¬dures for each working place are quite another.

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

Table XXXIII itemizes the cost associated with the installation of an irrigation system and the application of latex and water in the three experimental areas at Lanse. There were no external labor charges (non- Research Center) except for the installation of the water meter. Cost of pipe and fitting are high because long lines were required at each of the three different locations; these costs were minimized by using plastic instead of metal pipe. Fifteen of the seventeen drums of latex received were used, five drums for each area. [ ] In tank-car lots latex would cost about $0.25/lb so that raw material cost for a 4000 lb/acre application would be in the range of $1,000 per acre. Equipment costs for setting up and irrigation are sensitive to size of area to be irrigated, design of system, and availability and cost of water. A realistic range is estimated to be between $200-500/acre.

The Bureau of Mines conducted laboratory batch flotation tests and continuous pilot plant flotation tests on a complex calcareous fluorspar ore from Cave-in-Rock, Ill., to determine the technical feasibility of producing commercial-grade concentrates by the sodium fluoride-calcium lignin sulfonate-fatty acid method of concentrating fluorspar previously developed by the Bureau. The continuous flotation tests, treating about 150 pounds of ore per hour, produced fluorspar concentrates assaying 96.4 percent CaF2; 90 percent of the fluorspar was recovered.

Coal and nonmetal mining used about 4.3 billion pounds of explosives and blasting agents during 2001 in the United States. A major part of this consumption was related to surface mining. Mine Safety and Health Administration accident data indicate that flyrock and lack of blast area security were the primary causes of blasting-related injuries in surface mining. Fatal injuries due to lack of blast area security were primarily caused by failure to clear blast area or inadequate access control to the blast area. At a coal mine, a neighbor walked into the blast area and was fatally injured. The blaster could not see the victim entering the blast area from the firing station. In another case, a passenger in a vehicle was fatally injured by flyrock because highway traffic was not monitored during the blast. In another example, a dozer operator entered a blast area due to lack of access control. Several fatalities resulted from using inadequate or no blasting shelter. A crane operator was fatally injured while standing in the open about 120 ft from the blast site. In another instance, a helper, standing about 150 ft away from the edge of a blast, was fatally injured by flyrock. In a limestone mine an equipment operator was fatally injured while guarding access roads in a pickup truck. This paper briefly describes six representative fatalities due to flyrock and lack of blast area security in coal and nonmetal mines. Several mines were visited to collect information relative to working practices aimed at mitigating blasting hazards. Salient information obtained through these visits is presented.

Magnesium- rich magnesium- aluminum- zirconium alloys in the cast and in the extruded and heat- treated condition were studied to identify the phases present and to determine phase distribution . In cast alloys , two intermetallic compounds were identified : ZrAla by X- ray diffraction ; and Mg₁ Al₁₂ by microscopical observation . Based on microscopical comparisons between the known phases in the cast structures and the phases in the structures of extruded and heat - treated rods , ZrAl₂ and Mg1 , Al12 were identified in the structure of the latter . The presence of these intermetallic compounds in rod specimens could not be confirmed by X- ray diffraction . ZrAl₂ was observed in the structure of extruded and heat - treated rod specimens containing as little as 0.01 weight - percent zirconium . The presence of aluminum restricts the solubility of zirconium in magnesium because of the strong tendency to form ZrAla . This intermetallic compound segregated in clusters of small particles in the matrix of cast alloys , and only slight improvement in distribution was noted when the alloying techniques were varied .

From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was pub¬lished in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and Power Trucks. Improving the air quality in metal/nonmetal mines is important in protecting the health of miners. Air quality can be improved in metal/nonmetal mines by developing proper ventilation techniques. Mine ventilation systems require stoppings to direct the airflow and establish pressure differentials throughout the mine. Due to their large size, stoppings in large-opening mines are cumbersome and costly to construct and maintain. As part of its mining health and safety program, the National Institute for Occupational Safety and Health (NIOSH) designed and tested two novel stoppings (Super Stopping and the EZ-Up Curtain Stopping) at its Lake Lynn Laboratory (LLL). The Super Stopping is designed as a long-term permanent stopping for use in the main entries of the mine, while the EZ-Up Curtain Stopping, although very durable, is designed more for portability and ease of installation. This paper describes the design, materials, and construction methods used for these stoppings as well as their performance and durability when subjected to tests simulating actual production face blast pressures.

How can employees be stopped from engaging in unsafe work practices? It is often easier to prevent employees from performing unsafe acts through manipulations of the work environment than through various training or motivational programs. Therefore, it is important that accident prevention programs seek to identify the reasons for the unsafe behavior and to redesign tasks and the work environment (e.g., tools, equipment, physical surroundings) in order to remove employees from sources of harm and to prevent situations from arising that would prompt them to perform unsafe acts. Unfortunately, in the mining industry the work environment is often innately hazardous, rapidly changing, and difficult to predict, making it very difficult, perhaps impossible, to fully protect the employee by environmental manipulations. Therefore, it is important that effective methods be identified for influencing mine employees to work safely. Various strategies have been used to convince employees to avoid unsafe acts and/or adopt self protective behaviors. The intent of this article is to provide guidance to mine operators concerning the use of four techniques for influencing mine employees to work safely: (1) employee surveys, (2) incentives, (3) fear communications, and (4) disciplinary actions.

Emphasis is placed on assessing the hazard potential, on ventilation principles, and on monitoring for gas. The chapter also emphasizes the importance of human factors in reducing explosion risk. Ensuring safe conditions is much more than just good engineering design. It also involves the every-day vigilance of those working underground. This does not imply that the engineering design can be ignored, only that the job of providing safe conditions has just begun with design. EARLY INDICATORS OF A GAS PROBLEM For the engineer planning a tunnel project, reliable early indicators of methane are scarce. How-ever, the local geology can often provide some information.2 Carbonaceous rocks and tar sands are a likely methane source. Gas is also a distinct possibility if it is known to be present else-where in the same sequence of geologic formations. Swampy areas, sewerage systems, and landfills are also candidates because the decomposition of organic materials produces methane. The gas in a tunnel can originate in the strata being excavated, or it can migrate a considerable distance from adjacent strata. Test borings at the project site can also serve as initial indicators of gas. Methane has no odor, but may be emitted along with gases that do. If gas is emitted from the borehole, a sample may be collected by inserting a tube into the hole as far as possible and pumping the gas out. The gas sample should be collected in a sampling bag or canister for later analysis by a chemical laboratory.3

In an effort to reduce Noise Induced Hearing Loss (NIHL) in the mining industry, the National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop noise controls for mining equipment whose operators exceed the Permissible Exposure Level (PEL). The process involves three steps: 1) Noise source identification (NSI), 2) development of noise controls, and 3) evaluation of the developed noise controls. For the first and third steps, microphone phased array measurements are typically conducted and data are processed using the conventional beamforming (CB) algorithm. However, due to the size and complexity of the machines, this task is not straight forward. Furthermore, because of the low frequency range of interest, i.e., 200 Hz to 1000 Hz, results obtained using CB may show poor resolution issues which result in inaccuracy in the noise source location. To overcome this resolution issue, two alternative approaches are explored in this paper, namely the CLEAN-SC algorithm and a variarion of an adaptive beamforming algorithm known as Robust Capon Beamformer (RCB). These algorithms were used along with the CB algorithm to process data collected from a horizontal Vibrating Screen (VS) machine used in coal preparation plants. Results with the array in the overhead position showed that despite the use of a large array, i.e., 3.5-meter diameter, the acoustic maps obtained using CB showed "hot spots" that covered various components, i.e., the screen deck, the side walls, the I-beam, the eccentric mechanisms, and the electric motor. Thus, it was not possible to identify which component was the dominant contributor to the sound radiated by the machine. The acoustic maps obtained using the RCB algorithm showed smaller "hot" spots that in general covered only one or two components. Nevertheless, the most dramatic reduction in "hot" spot size was obtained using the CLEAN-SC algorithm. This algorithm yielded acoustic maps with small and well localized "hot" spots that pinpointed dominant noise sources. However, because the CLEAN-SC algorithm yields small and localized "hot" spots, extra care needs to be used when aligning the acoustic maps with the actual pictures of the machine. In conclusion, use of the RCB and the CLEAN-SC algorithms in the low frequency range of interest helped pinpoint dominant noise sources which otherwise would be very hard to identify.

This report discusses an improved method for rerailing underground railcars devised in a joint effort by the Bureau of Mines and Hoesch MFD. This improved method utilizes a lightweight hydraulic ram with hand-pump activation to move a bridge-mounted roller carriage in conjunction with steel-reinforced air-lift bags. This method provides a lightweight portable system in which only two workers are required to perform the mine car rerailing operation. Because of the very narrow confines in underground mines, use of overhead cranes and other surface rail techniques is not possible. This new system is designed for very low profile work, and provides the necessary lifting force from light- weight compressed-air bottles.

The National Institute for Occupational Safety and Health (NIOSH), with US Foam Technologies, Inc. and On Site Gas Systems, Inc., conducted research on the remote application of extinguishing agents with the intent of improving deployment strategies to limit miner exposure and to help ensure the best possible outcome during a mine fire. Full-scale in-mine were conducted at the NIOSH Lake Lynn Experimental Mine to determine the flow characteristics, stability and fire-suppression capability of gas-enhanced foam. The in-mine experimental work was designed to evaluate movement of gas-enhanced foam through mine workings closely simulating an underground coal mine environment and how long gas-enhanced foam would remain stable. This paper presents results of the experiments and provides valuable insight into mine fire deployment strategies for gas-enhanced foam technology.

An independent contractor is defined by the Mine Safety and Health Administration (MSHA) as ?any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine.? Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.
