Accident prevention is an integral part of the operating procedure of the petroleum industry, and refinery officials and employees throughout the United States are exerting concerted effort to reduce the frequency and severity of accidents and are realizing definite results. In other words, the petroleum industry is safety conscious to a much creator decree than most of the other mineral industries. On January l, 1936, there were 11 operating, refineries in Louisiana with a crude-oil capacity of 199,750 barrels per day.4/ This report deals with safety in four of these refineries representing. 72 percent of the refinery capacity of Louisiana.

A prototype adaptive volume control for the loudspeaker output of mine trolley carrier phones was designed, built, and tested in the laboratory and in a mine. This volume control senses, and adapts to, the ambient acoustic noise environment in such a way as to produce a loud sound output under noisy conditions, and a quieter output under quiet conditions, thereby producing an understandable and unstartling volume level under all noise conditions. The design approach, prototype hardware, and test results are described, and the device is shown to be feasible for in-mine operations. The circuit design principles are easily applicable to currently available mina trolley carrier phones. Recommendations for practical improvements are included. An in-mine experiment to assess the practical feasibility and utility of the dedicated wire technique for overcoming poor trolley carrier phone system performance was designed, performed, and evaluated. The technique involves the use of a single, low-loss, properly terminated auxiliary wire, placed in the rail haulageway, which allows signals to naturally couple to and from the trolley wire/rail transmission line, and thereby significantly decrease the overall signal attenuation rate on the trolley wire/rail line. The in-mine dedicated wire experiment, results, and conclusions are described, and the technique is shown to be a valid and practical one for significantly Improving carrier phone system performance in mines. Guidelines for the installation and use of the dedicated wire are provided. Recommendations are made for obtaining further practical information on its performance and utility. A second in-mine experiment to assess the feasibility and utility of the low-impedance (low-Z) line technique for overcoming poor carrier phone signal transmission in mines was designed, performed and evaluated. The low-Z line technique involves the periodic connection of shunt capacitors between the trolley wire and the rail to artificially lower the line characteristic impedance. This causes the low impedance shunt loads encountered across the trolley wire/rail line to be less mismatched to the line, thereby reducing the overall attenuation of carrier phone signals. The results of in-mine experiments performed along unenergized and fully operational sections of trolley wire/rail line are described. The experiments were designed to measure line parameter such as inductance and capacitance per unit length, characteristic impedance, and propagation phase velocity, in addition to signal strength versus distance behavior under normal and low-Z line conditions. The low-Z line technique is shown to be valid, but not as practical as the dedicated wire technique which is recommended as the most favorable for most coal mine applications.

This report describes open, sublevel, and shrinkage stoping at the Greenwood mine, operated by Inland Steel-Co. The iron ore mine is in Marquette County, Mich., about 6 miles southwest of Ishpeming (fig. 1). The Greenwood is one of three active underground hard-ore mines on the Marquette range, the others being the Cliffs-Shaft and the Champion mines. The operation reflects an achievement in exploiting small, difficult-to-mine hard-ore bodies lying beneath a 200-foot overburden of glacial drift, which is partly water bearing. This report can indicate only briefly the efforts of personnel in overcoming adverse conditions in mining more than 2 million tons of ore, 80 percent of which was in lump form, for open-hearth production of steel. Significant data presented include descriptions of the principal mining methods employed, sublevel and shrinkage stoping; percent aged mining costs for the entire year 1957, covering both direct mining costs and general expenses; and performance records in units of labor, power, and supplies.

In the summer of 1985, at the request of the U.S. Forest Service, the U.5. Bureau of Mines examined the 109,000-acre West Big Hole study area to evaluate its identified mineral resources. The study area is in Beaverhead County, about 50 mi west of Dillon, MT. Four lode properties within or adjacent to the study area contain an estimated 452,000 tons of identified subeconomic gold-silver resources. Resources ranged from 900 to 302,000 tons, with estimated grades between 0.02 and 0.23 oz/ton gold and as much as 4.8 oz/ton silver. Gold, silver, and base-metal content in samples of poorly exposed mineralized structures indicate that exploration may identify resources on 18 additional lode properties within the study area and 5 properties adjacent to it.

The Bureau of Mines has developed a system using a high-speed electropneumatic mechanism for the rapid (grab) sampling of dusts and gases during an explosion. The sampling system consists of an aluminum housing that incorporates two 30-cm3 preevacuated glass vials with rubber septums. Upon actuation, the sampling probe needle is driven through the septum with a pressurized air pulse, filling the tube with gas and dust from the mine explosion. After a predetermined time, the sampling probe needle is retracted by a second high-pressure air pulse to its normal (quiescent) state, allowing the sampling tube to reseal. The onset and the duration of sampling are independently variable and controlled by a time-delay relay package. This technique enables the monitoring of pyrolysis-charring in coal particles and the generation and combustion of the pyrolysis vapors in both large- and small- scale explosions. The following results were obtained from full-scale dust explosion tests at the Bureau of Mines Lake Lynn Laboratory: (1) Gas sampling of the leading edge of the flame front shows the large concentration changes, characteristic of the flame front; (2) gas samples taken entirely in the flame zone consist of pyrolysis and combustion products with very low residual oxygen; and (3) the particles collected in the flame zone show signs of extensive pyrolysis and charring.

The record of fatalities from mine explosions in the United States during the past 3 years has been the best in the history of the mining industry. During these 3 fiscal years, mine explosions have resulted in an average of 4I0 deaths per year, as compared with an average of 153 deaths per year for the preceding; 5 years; an average of 542 deaths per year for the 3-year period 1907-09, inclusive, just before the organization of the U. S. Bureau of Mines; and a yearly average of 265 deaths per year for the 20-year period prior to 1929. This remarkable reduction in deaths from mine explosions demonstrates clearly that mine explosions can be controlled; in fact, they can be prevented when or if the mining people of the United States see fit to take the readily available precautions necessary to bring about this desirable objective. Several large coal-producing States, which in the past have had numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 6 years or even longer. The bituminous mines of Pennsylvania, the largest coal-producing State, give a good example of what can be done to prevent explosions; this State has had only one major explosion (and it resulted in 7 fatalities) during the past 6 years, and no explosion occurred in the several hundred bituminous-coal mines of the State during the past fiscal year. This is a truly remarkable record when compared with past performance in any year in the operation of coal mines in Pennsylvania.

"IntroductionIn part 1 of this paper, the results of the experimental work in a wind tunnel under controlled conditions were presented. To understand the spatial and temporal behaviour of airborne dust under mine conditions, experiments were performed in the Lake Lynn Experimental Mine of the US Bureau of Mines. The mine airway experiments were designed to study the variations of ambient concentrations along the length of an airway, and the deposition rates and deposition velocities in an airway cross section. Other objectives of the study were to investigate the spatial and temporal behaviour of airborne dust with regard to air velocity and particle density, the size distribution of the airborne dust cloud as it travels in the airway, and the size distribution of the dust particles deposited along the airway. Other objectives of the study were to compare wind tunnel results with In-Mine results, whenever appropriate.Experimental ProcedureLocationA complete description of the Lake Lynn Laboratory Mine of the US Bureau of Mines (USBM) can be found in the US Bureau of Mines Information Circular 8911 (Mattes et al., 1983). This mine provides excellent facilities for dust experiments. The airway dimensions are similar to those of a coal mine airway. The mine has a drift (D Drift, see Figure 1) that extends almost 500 meters without interconnecting airways, stoppings, or bends. The D drift measures approximately 6m in width and 2,25m in height.The Lake Lynn Laboratory Mine· is ventilated by a variable speed, 75 kW (100 hp), 28,3 m3/s (60 000 cfm) blower fan installed on the top of the ventilation shaft. Air velocities of 1, 1,3 and 1,8 m/s, respectively, could be obtained in the D Drift. However, the temperature changes at the surface can cause small variations in air quantities and velocities underground. The low background dust level in the mine reduces the problem of sample contamination from other sources of dust. Extended periods of uninterrupted data collection can also be scheduled. Mine airway parameters which are important for the analysis include the dimensions of the airway and the ventilation data such as the air velocity, and the pressure loss in the drift. All these data were acquired during altimeter surveys which were conducted prior to each of the experiments."

During the course of a study of the safety organizations of the various iron mining companies in the Lake Superior district considerable in¬ formation regarding the methods of safety inspection in use was obtained which may be of value to other companies beginning safety work or contemplat¬ ing changes in their methods. A short description of the safety-inspection methods of eleven of these companies is given in this paper, and in the appendix are illustrated a number of forms used for safety inspections by several of the companies. Most of the companies whose methods are described use few forms for formal inspection. The one long form (10) attached which is used for a general in¬ spection by the safety inspector appears to present a good method for enabling the inspector to check all branches of his inspection and to assure himself that everything has been covered. All names of companies have been deleted from this paper and from the forms because the object is to disseminate information of constructive value rather than to point out the methods of particular companies by name.

Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

In connection with its researches on the crude petroleums of the United States, the Bureau of Mines has made a particular study of apparatus for the distillation of hydrocarbon mixtures. While this study is still incomplete it has already resulted in the development of considerable laboratory and semi-plant equipment, motet of which has been described in various publications of the Bureau. The laboratory apparatus (Hempel distillation) and method gives satisfactory comparative results in the laboratory examination of crudes and have been found applicable to crudes of all types, but the agreement of laboratory and plant distillations is not as close as might be desired. This is due, in part, to limitations in size and construction of the laboratory apparatus. Some refiners claim that the Bureau of Mines' laboratory method (Hempel distillation3) for distilling crude petroleum, does not show the full gasoline content of the oil, while others have stated that it indicates more gasoline than can be obtained from the crude commercially. This difference of opinion among refiners results largely from the great variation in stills used and methods of operating them. The Bureau's experience has shown that crude oils from different fields vary widely in character; in fact, that it is not yet possible to classify crude's adequately on the basis of their Down chemical and physical characteristics. As a result of the differences that exist among crudes, and of the difficulty of designing refinery equipment, no standard practice has yet been adopted for the commercial distillation of petroleum, and ma" types of stills are used in the refineries of this country. On December 16, the General Services Administration (GSA) suspended weekly sales of surplus silver from the national defense stockpile because Congress approved the Defense Appropriation Act, which contained an amendment to halt silver sales. The amendment, introduced by Senator James A. McClure (R., Idaho), prohibits sales for 6 months while the impact of the sales and alternative methods of disposal are evaluated. The GSA sold 2 million troy ounces since sales started October 14. 46.5 million troy ounces were authorized to be sold during this fiscal year and an additional 58.6 million troy ounces were authorized to be sold over the following two fiscal years. The stockpile held 139.5 million troy ounces of silver when sales began in October. Brush Wellman, Inc., a vertically integrated producer of beryllium products announced plans to modify its Delta, Utah beryllium concentrate processing facility to utilize beryllium concentrates containing as little as 7% beryllium oxide. The company plans to invest $2.5 million for this modification with completion expected in mid-1983. Implementation of this plan to consume lower grade beryllium minerals will significantly increase world reserves of beryllium concentrates.

This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

In the course of the work currently conducted by the Bureau of Mines in cooperation with the American Petroleum Institute Research Project 48 on identifying sulfur compounds in petroleum, a micromethod was developed (12)5 for catalytically removing the sulfur atom from sulfur compounds. The product is the residual portion of the molecule; the structure otherwise was unaltered except for hydrogenation of any unsaturated bonds that were present in the original compound. Positive identification of sulfur compounds isolated from crude oils is a difficult problem. Direct comparison of properties of the unknown with those of reference compounds is often impossible because of the limited number of reference sulfur compounds available. However, a relatively large number of pure hydrocarbons is available, and the conversion of the sulfur compound to a hydrocarbon enhances the possibility of identification. The technique also can be used to prepare microquantities of scarce hydrocarbons by hydrogenating compounds that are readily available.

An electrochemical process was developed for the preparation of vanadium from vanadium carbide. Commercially available vanadium carbide (V2C) was used as the starting material. Vanadium was obtained by electrolysis of the V2C in a BaCl2-KCl-NaCI-VCl2 electrolyte at 670° C using a helium-atmosphere, molten-salt electrolytic cell. Vanadium products were recovered with purities high as 99.6 percent. Current efficiencies of 87 percent and vanadium recoveries of 84 percent were attained. The cathode products were amenable to electrorefining to high-purity vanadium of 99.96-percent purity.

An industrial survey was made for the Missouri Basin Field Committee of the Department of the Interior to determine the type and quantity of water-borne mineral wastes and the water requirements of metal-processing industries in the basin in Kansas and western Missouri. Data are presented on metal-processing plants visited through June 30, 1959. Most of the plants were in the greater Kansas City area. This report is to be supplemented with a similar publication on other industries, including those producing sand and gravel, coal, petroleum, and chemicals. In 1958, 19 million pounds of waste materials was discharged from metal processing industries. Approximately 14 million pounds of this waste was in the form of ferrous sulfate, and 2 million pounds was ferric phosphate. Galvanizing, other hot dipping, and automotive industries contributed the greater part of iron compounds wasted; some of this waste occurred as sludge that was not discharged to water courses but was hauled to refuse dumps, podium was present in nearly all industrial wastes, and the total of more than 900,000 pounds constituted one of the larger material losses. Although small in quantity, electroplating and allied coating wastes contained metals that were expensive when originally purchased.

Lead-silver deposits in the Omilak area, on the western slopes of the Darby Mountains, Seward Peninsula, Alaska, were investigated by the Bureau of Mines, during the 1953 and 1954 field seasons, as a part of the U.S. Department of Interior's continuing program for the development of Alaska's resources. The Omilak area was the scene of early day prospecting and mining activity. The Omilak mine, which operated from 1881 to 1890, was the second producing lode mine in Alaska; the first was a small gold mine near Sitka. Several hundred tons of ore were produced at the Omilak mina; as an indication of grade, 41 tons shipped from Omilak in 1889 contained 75 percent lead and 142 ounces of silver per ton. A prominent, nearby occurrence of lead-silver minerals, found but not explored during this period, has since become known as the Foster prospect. Subsequent exploration of this prospect revealed an abundance of massive galena occurring on an outcrop and as float scattered through limestone talus. Evidence of lead deposition, together with the generally high silver content of lead ores previously shipped from the district, indicated that deposits might be found which would be commercially valuable even in this remote area. To investigate the possibility, the Bureau of Mines made a reconnaissance of the Omilak area and did bulldozer trenching, diamond core drilling, and sampling at the roster prospect. Data resulting from the investigation are presented in detail in this report and are summarized in the following paragraphs.

One of the most difficult, longstanding engineering problems associated with coal mining is the catastrophic failure of cog mine structures known as bumps. For more than 70 years, researchers and practitioners have assembled a wealth of technical information on coal bumps in an attempt to understand and control them. However, many technical issues raised long ago are still being debated today. This paper examines past experiences and recognizes achievements in the realm of coal bumps. U.S. Bureau of Mines (USBM) researchers collected and analyzed 172 coal bump incident reports and compiled the pertinent statistics into a database. Actual field studied are also discussed. Examination of past experience has shown that there is no one set of defining characteristics that is responsible for coal bumps. In all cases, bumps occur when complex arrangements of geology, stress, and mining conditions interact to interfere with the orderly dissipation of stress. However, it is evident from the database that a tremendous reservoir of knowledge has been established from past experience that has unquestionably limited the severity of coal mine bumps in the United States.

1.1 BACKGROUND In many underground coal mining operations the use of electromagnetic field equipment, particularly communication systems, not only increases the overall efficiency of the mining operation but can be directly linked with mine safety considerations. The use of electromagnetic field producing equipment in underground coal mining operations can only be expected to grow. Several new communication systems have already been proposed. In addition, high-frequency producing equipments for many diverse uses in mining operations are under study. The use of these equipment in underground mining operations is hampered by the possibility of their electromagnetic fields interacting with the electric blasting cap operations commonly carried out in the mines. Such interactions can have at least two results bearing directly on mine safety: o premature initiation of the cap, either in its normal shot location or during hookup or transportation; o dudding of the cap so that normal firing operations do not cause irritation; thereby leaving unexploded high explosives after normal firing. Since the consequences of a premature initiation could, particularly in coal mines operations, result in catastrophe involving human life, the overall approach to prediction of possible hazard must be, as far as possible, of a "worst case" nature. This publication was written in response to numerous requests for information about the Federal Bureau of Mines' "Demonstrated Lecture on Flame Propagation and Permissible and Explosion-Proof Electrical Equipment." The requests came principally from: (1) Persons wanting to know more about the demonstration before requesting it for groups they represented; (2) persons wishing advance information to help publicize a meeting where the demonstration was to be given; and (3) members of audiences desiring something to help them remember the salient points, facts, and figures presented during the lecture and demonstration. The purpose of the demonstration that accompanies the lecture is to show: (1) Variations in flame speed and pressure at various percentages of flammable gas within the flammable range; (2) effect of flame speed on the "pressure piling" within the area confining the mixture; and (3) the application of flame speed and pressure piling to the combustion of surrounding gas and to the design and maintenance of electrical equipment used in hazardous locations.
