After more than 20 years dependence on bituminous coal as a primary fuel for generating electricity, the Pennsylvania Power and Light Company initiated a one-year study on the economics of building an electric generating station using anthracite as a fuel. The study will be completed in December 1976. If the feasibility study so indicates, PP&L will consider installing four 400,000 kilowatt generating units for scheduled commercial operation in 1985. Each unit would consume up to one million tons of anthracite annually. Anthracite generally is more difficult and expensive to extract than bituminous coal, but it has a significantly lower sulfur content than the bituminous coal currently being used by PP&L, thereby eliminating the costs of installing sulfur emission controls at generating stations. Moreover, significant reductions in transportation costs may be realized because the utility's operating territory is situated in the center of the anthracite region in northeastern Pennsylvania. These advantages may indicate that the use of anthracite is more economical than bituminous coal to PP&L. ASBESTOS -Asbestos production in the U.S. dropped again in 1975 until it was just two-thirds of that in 1973. This was in spite of the very strong demand caused by the Quebec strike. The 7-month strike of the asbestos miners in Thetford Mines, Quebec cut off 55 percent of the normal supply of U.S. consumers. Apparent domestic consumption was less than 75 percent of that in 1974. The wage settlement will probably result in a 20 percent increase in asbestos prices.

"INTRODUCTIONOrganics extractable from respirable diesel exhaust soot particles by organic solvents have been known for some time to be direct acting frameshift mutagens in the Ames Salmonella typhimurium histidine reversion assay (Huisingh, et al). Upon deposition in a pulmonary alveolus or respiratory bronchiole, respirable diesel soot particles will contact first the hypophase which is coated by and laden with surfactants. To model interactions of soot and pulmonary surfactant, we dispersed soots in vitro in the primary phospholipid pulmonary surfactant dipalmitoyl glycerophosphorylcholine (lecithin) (DPL) in physiological saline. We have shown that diesel soots dispersed in lecithin surfactant can express mutagenic activity, in the Ames assay system using S. typhimurium TA98, comparable to that expressed by equal amounts of soot extracted by dichloromethane/ dimethylsulfoxide (DCM/DMSO)(Wallace, et al, 1987). Here we report additional data on the same system using additional exhaust soots and also using two other phospholipids, dipalmitoyl glycerophosphoryl ethanolamine (DPPE), and dipalmitoyl phosphatidic acid (DPPA), with different ionic character hydrophilic moieties. A preliminary study of the surfactant dispersed soot in an eucaryotic cell test system also is reported.MATERIALS AND METHODSSoots D4 and D6 were collected at two different times as scrapings from the exhaust pipe of a diesel tractor-trailer immediately after the engine was stopped. Surfactant dispersions were made by ultrasonic probe sonicating 25 mg of commercially obtained DPL, DPPE, or DPPA into 1O ml of O.85% physiological sterile saline (PSS) for 10 min at 40 watts power. For surfactant dispersions, 2.5 mg soot was mixed into 2.5 ml of the appropriate phospholipid dispersion. Mixtures were sonicated by 40 watts sonicator probe for one min, then incubated in the sonicator water bath for 30 min at room temperature; the mixture was then incubated for one hour at 37C while being rotated continuously. Dilution series were made with saline. For solvent extraction, 2.5 mg soot was mixed into 2.5 ml of DCM and incubated in a sonicator water bath for 30 min at room temperature. The sample was then mixed with 2.7 ml DMSO, placed in a dry bath at 45C, and the DCM evaporated under a stream of nitrogen gas until 2.5 ml of liquid remained. Ames salmonella/microsome assay utilizing TA98 for frameshift mutation was used for mutagenicity testing, with and without S9 activation, as described by Ames et al (1975). Unfiltered sample extractions or dispersions were preincubated with tester cells for 90 min at 37C : 0.1 ml of sample was mixed with 0.5 ml of PSS, or of S9 mixture, and 0.1 ml of an overnight TA98 culture incubated samples were then added to 2 ml of top agar supplemented with biotin and a trace amount of histidine, and overlayed onto Vogel-Bonner minimal media plates. After 48 hours incubation at 37C, revertant colonies were counted. Solvent controls were DMSO, DPL, DPPE, DPPA, and saline. Positive controls were trinitrofluorenone (1 ug/plate), for samples not treated with S9, and 2-aminoanthracene for S9 treated samples (2.5 ug/plate). All samples were assayed in duplicate. Sister chromatid exchange (SCE) assay was performed, following Lett, et al (1981), using V79 cells, of Chinese hamster pulmonary fibroblast origin. Stock diesel sample suspensions were made as 10 mg soot/ml DPL suspension, or 20 mg soot/ml in DMSO. Aliquots of these soot preparations were added to 15 ml of culture medium per sample flask to result in concentrations of 25, 50, and 75 ug soot/ml medium. After 12 hours incubation, 200 ul of 25 uM 5-bromodeoxyuridine (BrdU) was added to each flask. After another 35 hours incubation, 200 ul of 10 ug/ml colcemid were added; and the cells were harvested three hours later. Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom of wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. Research performed on computer modeling of mine power systems under USBM Grant G0155003 1S described. The work was performed at the Pennsylvania State University from 5 November 1975 through 4 November 1976. Results presented are interim in nature, and future research is planned to integrate the simulations which have been developed. The thrust of this research has been divided into three main areas. 1. Modification of a previously developed model (Mine Power System Simulation or MPSS) to include interactive operation and the use of default (average) load data. 2. Development of a dynamic simulation of interdependent mine power system induction motors. 3. Development of an approach to modeling of motor shaft loading of induction machines for mining operations. During the course of the current year's research, significant results have been achieved in all areas. Construction of an interactive MPSS model has been completed and checked. This simulation was written in APL code and is fully interactive. In addition, default data representing 158 different pieces of mining equipment has been developed for use with the interactive model. Additional work described includes the construction of a dynamic simulation of interdependent continuous miner induction motors and the development of an approach fo: motor shaft load torque computation from experimental data.

The number of railroad coal cars (open top hoppers), dominated rail car orders and deliveries in 1975 according to announcements made February 11, by the Association of American Railroads and the American Railway Car Institute. Acting to keep ahead of increased coal production, the railroads installed 21,748 new coal cars in 1975, the most since 1957. The 1975 installation resulted in a net increase of 6,560 coal cars and an overall gain of 4.5 percent in the total capacity of the hopper car fleet. With most of the new coal cars going into unit train service --where car utilization is greatest --the railroads actual coal-carrying capacity was increased far more than 4.5 percent. The AAR estimated that unit train operations now move 50 percent of all rail-hauled coal compared to only 42 percent 2 years ago. COBALT - The Societe Miniere de Tenke Fungurume (SMTF) copper-cobalt project in Zaire reportedly was suspended in January for an indefenite length of time. According to officials, the deferment resulted from a number of adverse factors, one of which was exceptional increases in capital costs. The project was scheduled for completion in early 1978, with an eventual production of 14.3 million pounds of cobalt per year. Reserves of cobalt were reported to be 505 million pounds. SMTF is a consortium and includes American, British, French, Japanese, and Zairian interests.

"Introduction.The Bureau of Mines at its Northwest Experiment station has been studying the production of sponge iron for the past four years, and during 1923 progress advanced to the point industrial applications can be safely considered. A furnace was operated commercially at silver City, Utah, producing about three tons of sponge iron daily.The Bureau was led to undertake this work by the interest in the use of sponge iron for copper precipitation and for conversion to iron and steel in the electric furnace.If a piece of iron oxide is completely reduced at such a low temperature (850 to 900° C) that no sintering or fusion takes place, then the piece of metallic iron formed has the same size and shape as the original piece of oxide on account of the removal of oxygen, the structure is finely porous, exposing a large surface of iron, and the apparent density is less than that of the original piece of iron oxide. This material is called ""sponge iron"". Chemically, it is a very reactive material."

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

[THE LITERATURE contains relatively few thermodynamic values for interoxidic compounds, and these often are unreliable. This is especially true of data for ferrites and aluminates for which heat of formation determinations may involve extreme experimental difficulties. This report contains the results of new experimental work for obtaining the heats of formation of five ferrites (Ca2Fe2O5, CaFe2O4, MgFe2O4,, NaFeO2, and LiFeO2) and one aluminate (CaAl4O7), and a review and revision of previous similar work of this laboratory on five aluminates (Ca3A12O6,, 12/7 CaO-Al2O3, CaAl2O4, NaA1O2, and LiAlO2), The results for the 11 compounds are combined with entropy and high-temperature heat content data to derive tables of heats and free energies of formation (both from the oxides and from the elements) for the temperature range 298° 1,800° K, The relative stabilities of the compounds are discussed. The presented data all have application to ceramic reactions, and those for the calcium and sodium aluminates are applicable in considering soda-lime sintering processes for extracting alumina from silicate minerals such as day and labradorite.]

The first national survey covering sales of fuel oil by States and principal uses was made in 1926 by E. B. Swanson of the Bureau of Mines (then under the U. S. Department of Commerce) under a cooperative agreement with the American Petroleum Institute. This annual study, covering the market for fuel oil, was made through 1930 with the financial help of the institute bat has since been continued by the Bureau up to the present time. The scope and coverage of the survey have gradually changed over the years as new uses for fuel oil have been found and new products have come into importance resulting in market expansion. Range oil (No. 1 fuel oil or kerosine) came into use for cooking and space-heating daring the depression era in New England, and it was first reported as a total in the 1931 survey. In 1934 the sales were compiled on a State basis. State totals for distillate fuel oil, Diesel fuel, and residual fuel-oil sales were first shown for 1934 and by principal uses and States in 1937. Kerosine deliveries by States and main uses were also released for the first time in 1937.

Since 1922, when a brief report3 on the production and utilization of garnet was issued by the Bureau of Mines, there have been a number of interest—in developments in the technology of that mineral. Greater activity has been displayed in mining, new mills have been erected, and more attention has been paid to improvements in milling so that a more efficient and economical recovery of garnet has been possible. These activities have resulted in larger production; therefore, attempts are being made to broaden the market for garnet abrasives, and to find new uses for the unusual combination of physical properties than this mineral possesses. The writers have recently completed a field study of the occurrence, methods of mining and milling of garnet, and the manufacture and utilization of abrasive garnet products. This preliminary report indicates the most important sources of garnet, the methods by which it is recovered, and the manner in which it is recovered, and the manner in which it is utilized.Chemical and Physical Properties.The term ""garnet"" is applied to a closely related group of minerals which crystallize in the caste forms and possess similar physical properties, although their chemical composition may exhibit greater variation. The chemical composition of the garnet group may be represented by the general formula 3R"" O.R""' 203.3S102, in which R represents the bivalent elements calcium, magnesium, in the manganese state and ferrous iron, R"" represents the trivalent elements, ferric iron, aluminum and chromium in the chromie state. An account of the amorphous substitution of the different bivalent and trivalent elements, specimens whose composition may be represented by a definite formula are rare, the composition of any given specimen generally exhibits treat complexity.

As part of its program to increase the domestic availability of critical minerals, the Bureau of Mines conducted characterization and beneficiation studies on a St. Johns County, Fla., phosphate ore that was mined by borehole mining. Results revealed that the ore from this test mine was mostly sand-size carbonate-fluorapatite and quartz and contained 24.6 percent P205. Concentration by various flotation techniques produced phosphate concentrates that ranged, in percent, from 30.0 to 31.4 P205, 0.73 to 0.80 MgO, and 2.8 to 7.2 acid insoluble. Recovery of the phosphate from the ore ranged from 89.4 to 96.3 percent.

This Bureau of Mines report tabulates methane emissions from U.S. bituminous coal mines with daily emission rates of at least 100,000 cfd according to States, counties, and coalbeds. Most of the methane emitted is from mines in the Appalachian States. Total daily emissionin 1975 was 216.3 MMcfd, compared with 227.0 MMcfd in 1971 and 214.5 MMcfd in 1973. Thirty counties in nine States had daily methane emissions of 1 MMcfd or more, These emitted 93 percent of the total methane. The highest emissions were from Monongalia County, W. Va,, which accounted for 18.9 percent of the total. This was followed by Marion County, W. Va., 9.6 percent; Buchanan County, Va., 8.5 percent; Jefferson County, Ala., 6.1 percent; and Washington County, Pa., 5.9 percent. The Pittsburgh coalbed emitted 45.7 percent of the total methane, followed by the Pocahontas No. 3 coalbed with 12.9 percent. The report lists 196 mines, of which 60 had daily methane emissions of 1 MMcfd or more. Included in this compilation are the identification and thickness of the coalbed, methane emission, coal production and ventilation rates, number of drifts, shafts, and slopes used for ventilation purposes, shaft depth, age of mine, and gas-to-coal ratio.

[Approximately 7-1/2 million tons of subbituminous coals are mined annually in Colorado, Wyoming, and Montana, of which 50 percent probably reaches domestic consumers. The moisture of these subbituminous coals is high, averaging about 25 percent when they are mined. The coals are non-caking end stack to a variable degree when exposed to normal atmospheric conditions. They are good domestic fuels, are considered to be smokeless in most furnaces, and have been used for many years in hand-fired domestic furnaces in which the practice is to employ large lutes for efficient combustion.]

To advance technology that can conserve critical materials, the Bureau of Mines investigated a cast-on hard-surfacing that wear resistance and confines alloy additions to wear-prone surfaces. The microstructure of the was typi-white iron carbides. Free carbon added to the ferrochrome powder produced more M7C3 carbides than did material contained in surfacings made from ferrochrome alone, and improved the wear resistance. Several white iron powders with greatly reduced chromium contents also white iron contain-M7C3 carbides. One derived from white iron powder had wear resistance to that of weld-deposited hard facings. Among the parameters investigated, surfacing thickness was found to have a or influence on diffusion of elements out of the , microstructure, and wear resistance. The results of field tests on bucket-wheel excavator teeth and plowshares with cast-on hard surfacing are given.
