Elemental carbon (EC) is used as a surrogate for regulating the exposure to diesel particulate matter (DPM) of underground metal/non-metal miners. EC was chosen as a surrogate because EC is selective to DPM and is a major component of DPM. Using EC as a surrogate also gives one the advantages of no sampling artifacts and being able to sample at all locations in the mine. Currently, EC represents DPM well in underground mines. Some control technologies have been shown to possibly alter the relationship between DPM and EC and characteristics of DPM. Therefore, future work will investigate the relationship between DPM and EC as new control technologies are implemented.

The industrial hygiene and safety aspects with internal combustion engines in mining systems is truly interdisciplinary and encompasses many fields such as mine ventilation, exhaust gas and particulate analyses, mine atmospheric environment monitoring, mathematical modeling of generation, dilution and dispersion of pollutants in ventilation systems, and engine testing and approval. This bibliography, therefore, is a compilation of references from interdisciplinary sources pertaining to diesels and related areas. Related areas are defined as those concerned with: (i) mine ventilation system design and operation; (ii) description, measurement, modeling and monitoring of mine atmosphere contaminants, and (iii) tests, standards, selection procedures, and operational practices for internal combustion engines in underground mines. References cited from source materials span the years 1900 to early 1977. Total number of references cited is 511. Subjective criteria governed the definition and selection of references. Therefore, this bibliography is not claimed to be all-inclusive nor does it purport to be an exhaustive search of all sources.

An overburden handling dragline operation was conducted at a strip mine near Colstrip, Montana. The objective of the demonstration was to determine the degree a dragline could mix overburden inhibitory zones during the spoiling process. In order to quantify the mixing process the overburden was: 1) scatter spoiled; 2) dump spoiled; and 3) spoiled in a normal manner. This demonstration was part of an effort to investigate means of reestablishing non-polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. When inhibitory material constituted < 5% of the total overburden volume, such material was essentially not detectable in the resultant spoil pile. When inhibitory material exceeded 15% of the overburden volume it was always found in the resultant spoil pile, generally with a smaller extent, indicating partial dilution. Inhibitory overburden zones often reappeared at the base or top of spoil piles in the potential aquifer and root zones suggesting the need for selective placement procedures. Scatter spoiling did not appear to be significantly more effective than normal spoiling, however clump spoiling seemed to produce less mixing of inimical zones. Mining activity has reduced ground-water levels within 1600 m of the active pit. The aquifer which is developing in spoils appears to have similar confinement characteristics as those that existed in the premined aquifer. To date no definite trends have been observed concerning changes in surface or ground-water chemistry associated with mining.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. Mine trailing cables operated above safe thermal limits can cause premature insulation failure, increasing electrocution and fire hazards. Previous U.S. Bureau of Mines Pittsburgh Research Center research showed that, under static test conditions, electrical current levels permitted under present regulations may not limit cable temperatures to less than the 90 °C rating of reeled trailing cable. Continuing research under the National Institute for Occupational Safety and Health (NIOSH) addresses thermal characteristics of reeled trailing cable under dynamic test conditions more representative of field conditions, where operators constantly reel in and pay out cable. This research is in support of efforts by industry associations and the Mine Safety and Health Administration to establish safety guidelines for cyclically rated reeled machines. This paper describes a unique approach to measuring temperatures within reeled cable under dynamic test conditions. Fiber-optic sensors embedded within the metallic conductors measure temperatures at 1-m intervals along the entire length of cable. Temperature measurements are reported to be accurate to within 1±° C. The test setup requires access to only one end of the trailing cable, allowing researchers to freely reel in and pay out cable while temperature measurements are made, simulating field conditions. Manufacture of a fiberoptic-embedded trailing cable is described, along with initial test results that indicate the fiber-optic approach is viable.

This paper describing the mining practices at the Chino mines at Santa Rita, Grant County, N. Mex., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Nevada Consolidated Copper Co., Chino mine&apos;s, operates an open-cut copper mine at Santa Rita, Central mining district, Grant County, N. Mex. This mine is located about 16 miles east and slightly north of Silver City, the county seat. The ore is-transported in standard railroad cars by the Atchison, Topeka & Santa Fe Railway Co., approximately 10 miles to Hurley where it is milled. The concentrated are shipped approximately l&apos;70 miles over the same railroad to the smelter of the American Smelting and Refining Co., at El Paso, Tex. (fig. 1)

The Bureau has been regarded as the world&apos;s premier mineral information and research agency. Yet no organization in today&apos;s complex, dynamic world, with its rapidly advancing technologies, can afford to rest on its laurels. Mission and program must be constantly fresh and relevant to the day&apos;s issues and problems. Moreover, rather than reacting to events, the organization must strive to anticipate and prepare for them. It must have a sense-a vision, if you will-for the future.

The solubility of 1,1,2,2-tetrabromoethane (TBE) in water was determined from 1.0° to 97.0° C. The solubility (S) of TBE in grams of solute per 100 grams water was correlated with [S = 1,920.55 [exp (40292L7 11, T2 10 T 737.577 + 9.923962 ] where T is in degrees Kelvin. A thermodynamic analysis conducted on a system consisting of a TBE phase and a water phase in equilibrium with a vapor phase led to the calculation of the activity coefficient, vapor-liquid equilibrium distribution coefficient, relative volatility, and heat of mixing for saturated solutions of TBE in water. Data required for these calculations were the solubility of TBE in water and the vapor pressures of TBE and water as a function of temperature.

The primary goal of this research report is to discuss safety considerations involved in the use of lead-acid batteries for traction purposes in underground coal mines. In order to arrive at the objective, the topic of battery safety has been divided into two specific areas. The first deals with the fact that batteries emit hydrogen gas during and after the charge cycle. Hydrogen gas can be the source of dangerous explosions or mine fires. The second major topic deals with the electrical nature of the battery and battery-charging systems, which also provides a source of mine fires as well as electrocution hazards. In addition to the discussion on battery safety, a literature review has been undertaken to acquaint the reader with some basic concepts inherent to the battery usage process. The result of this research is a set of design specifications and procedural recommendations directed at improving the safety factors inherent in any underground battery usage scheme.

In 1965 Africa maintained its position as a region of the world essential to advanced non-Communist nations for supply of vital metals and minerals. The position stemmed from the fact that Africa produced in large quantity a number of key minerals of which either or both resources and production capacity elsewhere did not approach the needs of the free world. The Republic of South Africa alone contributed more than three quarters of the gold mined in the entire non-Communist world besides an estimated 60 percent of metals of the platinum group and the entire new supply of amosite asbestos, and Africa as a whole was nearly the non-Communist world&apos;s only source of gem and industrial diamond. Africa also accounted for 83 percent of non-Communist world cobalt production. Besides these massive contributions, Africa in 1965 provided 50 percent or more of the new supply from non-Communist countries of the following mineral commodities: Lithium minerals, corundum, manganese ore: and chromite, and over 20 percent of new supply from non-Communist countries of columbium-tantalum concentrates, antimony, beryl, vanadium, phosphate rock, and copper. Africa also accounted for 18 percent of the non-Communist world&apos;s output of uranium, 14 percent of its tin, 11 percent of its lead, 9 percent of its zinc, and 8.9 percent of its crude oil output. With respect to chromite, at yearend Africa&apos;s reserves of the mineral were far larger than those of all other non-Communist regions combined. This probably also held true for manganese ore. In the case of crude oil, the fact that Africa&apos;s share of non-Communist world output was 1.6 percentage points greater than in 1964 was significant, particularly inasmuch as the output rate was continuing to increase at yearend.

The emphasis is on the measurement procedure and the interpretation of the measurement rather than on the instrument itself.] The failure to properly sample for methane is a major contributing factor to methane explosion risk. Sampling errors are most likely to occur at mines or tunnels where the presence of methane is not suspected or during nonroutine tasks at mines or tunnels known to have gas. More specific information on methane sampling at continuous miner sections is in Chapter 3. Chapters 4 and 5 discuss sampling at longwall sections, and Chapter 14 discusses sampling at tunnels. METHANE DETECTORS FOR MINING Many models of gas detectors are available to measure methane concentrations, as well as most of the other contaminant gases found in mines and tunnels. An example is the iTX Multi-Gas Monitor, a portable gas detector available from Industrial Scientific Corp., Oakdale, PA. This handheld instrument measures several gases simultaneously. The cost (2004) ranges from $1,300 to $2,200, depending on the number of gases measured. Similar instruments are available from other manufacturers. Most methane detectors used in mining use a catalytic heat of combustion sensor to detect methane and other combustible gases. These have been proven through many years of reliable operation. The objective of this contract was to provide thrust and torque control and visual output torque readout systems to an existing mine roof bolting machine and to test the consistency of torques obtained under actual field conditions. A Lee Norse TD1 roof bolter was modified by adding a simple torque sensing device to the drill rotation mechanism and a pneumatic logic control circuit that measures torque and controls the hydraulic circuit to the rotation motor. The modification controls and indicates the final installation torque of mine roof bolts. A total of over 5,000 mechanical roof bolts were installed in an operating coal mine. The installed torque of these bolts were within an error band (standard deviation) of 8%.

The behavior of wire ropes used in hoisting is not well understood. In an effort to improve this understanding, the structure of round-strand wire ropes was analyzed. This report provides a generalized mathematical model that completely describes the geometry of the wires. It consists of two sets of vector equations and is valid for any round-strand wire rope. One set of equations is used to trace the paths of wires that have the form of a single helix; the other is used for the paths of double helical wires. The specific model for a 33-mm 6×19 Seale, independent wire rope core (IWRC), right regular lay wire rope was presented as an example. The paths and the geometric properties of the wires, which include the path length per lay of strand, the curvature, and the torsion, were determined from this model. The effects of strain deformation were analyzed, resulting in a system of equations for determining the structural parameters of the deformed rope. In future work, the model could be used to analyze wire ropes of different constructions so that a more scientifically based understanding of rope behavior can be established.

All explosive materials produce a cloud of reaction products, the most toxic of which is nitrogen dioxide (NO2). In the study reported here, 4.5-kg (10-lb) charges of blasting agent confined in either thin-wall 10-cm (4-in) diameter galvanized pipe or 10-cm (4-in) schedule 80 seamless steel pipe were detonated in a closed chamber. The detonation gases were analyzed for NO2, nitric oxide (NO), ammonia (NH3), hydrogen (H2), carbon monoxide (CO), carbon dioxide (CO2), nitrogen (N2), oxygen (O2), and methane (CH4). Data were evaluated to determine the kinetics of the oxidation of NO to NO2. Analysis revealed that the only mechanism for NO loss for the conditions existing in the chamber was the reaction 2NO + O2 6 2 NO2. The rate constant was 2.08 @ 10-38 cm6 molecules-2 sec-1 for the rate equation -½d [NO]/dt = K @ [NO]2 @ [O2] for NO concentrations up to 100 ppm. The rate constant is in agreement with that recommended by Baulch, Drysdale, and Horne (1973).

Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.
