Introduction This paper is a descriptive analysis of injuries and fatalities at small surface bituminous coalmining companies in Pennsylvania. The purpose of analyzing a specific industry sector and location is to identify issues that might be missed in a wider analysis. Other studies of small mine safety (e.g., Peters and Fotta, 1994, Randolph and Boldt, 1997) have shown that the relationship between safety and mine size is not a simple one. Some injury types occur at higher rates at small mines, while others occur at lower rates. Consequently, an analysis limited to a specific type of mining can help identify hazards and issues specific to that sector. The results of this analysis will be useful for directing training, intervention, and research efforts towards the most prevalent causal factors and incident types. Procedures and Definitions Data sources The primary sources of data for this analysis were files provided by MSHA containing information collected under Title 30 Code of Federal Regulations, Part 50. These files, commonly referred to as “Part 50 data”, are provided though MSHA’s Program Evaluation and Information Resources directorate. Two primary types of injuries were selected from the Part 50data: Fatalities (MSHA “degree of injury” code 1) and lost-time injuries, otherwise known as nonfatal with days lost (MSHA “degree of injury” codes 2 through 5). Lost-time injuries involve either actual days away from work or days of restricted activity or both. Fatality and lost-time injury incidence rates were calculated using the standard MSHA formula: Number of injuries per 200,000 employee-hours. Additional information on company sizes and mine ownership was provided by the Pennsylvania State University College of Earth and Mineral Sciences. Time span A five-year time span was selected for this study. More than a single year of safety experience is usually needed to capture a broad range of incident types. Many types of injuries, especially fatal injuries, can be extremely rare, and may be missed if too short a time span is selected. However, a time span that extends too far back may begin to suffer historical threats to validity. That is, incidents that occurred several years ago may be caused by hazards that have since been remedied or may be related to mining practices and conditions that no longer exist. A five-year span offers a practical compromise between these two concerns. Consequently, the MSHA Part 50 data files from 1993 through 1997 were used. The 1997 file was in “preliminary” form at the time of the study, so small variations from the final 1997 “close out” file can be expected. Based on past experience, we do not expect the close-out variations to have a significant impact on the findings.

"GENERAL STATEMENTThe purpose of this report, which is the first of a series of three covering mines in the Fairmont district of West Virginia, is to give the result of a' study conducted in seal mines to ascertain the nature of the safeguards employed to prevent injury to the workmen from falls of roof and coal. In presenting the subject matter, consideration must necessarily be given to factors, features, and conditions such as method of mining, timber regulations and practices, supervision and natural conditions; and, for comparative purposes, a certain amount of statistical matter bearing upon the relation of fatalities and injuries to their causes, tonnage produced, men employed, days worked, and time lost.Those features and practices found to promote safe protection are summarized and suggestions made for such additional safeguards and practices as appear to give greater protection against injury from falls of roof or coal.ACKNOWLEDGMENTSThis study of falls of roof and coal in mines in Harrison County has been conducted by the U. For the world mineral industry as a whole, the year 1981 was a period of continuation and, in some instances, an acceleration of negative trends extending back into 1980. Most available statistical data reflected stagnation or downturns in activity. Levels of production, trade, and consumption declined for a substantial number of leading mineral commodities, including, most notably, steel and petroleum. Investment, if not lower than in 1980, was evidently increasing at a more modest rate. Prices for major mineral commodities were generally lower, at least in terms of constant dollars, and in some cases even in terms of current dollars. Prospects of a major reversal of these patterns seemed dim. The mineral industry, however, was far from alone in this general downturn; most other elements of the national economies of the world's nations fared little better. General conditions of inflation, recession, and reduced industrial product consumption were reflected in most other sectors of the total economy. International political events continued to influence mineral output and flow but had less influence on overall levels of activities than on the geographic distribution of these activities. The Iran-Iraq war certainly played a role in reducing mineral industry activities in those nations, but the commodity most affected, petroleum, was available from other sources in sufficient quantity that, in the face of reduced demand, a substantial surplus developed.

The Jerry Peak, Jerry Peak West, and Boulder Creep: Wilderness Study Areas contain no identified mineral resources. Two workings, a 20-ft-long adit and a pit, were found in Paleozoic, brecciated, limonitic jasperoid in the east part of the Jerry Peak Wilderness Study Area (WSA), but no significant metallic mineral values were noted. Lenses and pods of quartz containing copper minerals occur in Paleozoic sedimentary rocks 1/2 mi north of the Jerry Peak West WSA. Similar rocks crop out along Pine Creep: in that study area but no copper-bearing quartz lenses were found.

Researchers working for the National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory are developing ways to protect the health of miners. Part of that effort is devoted to improving the air quality in underground stone mines by developing ventilation techniques that can be used in these types of operations. The air quality in these large opening nonmetal mines can be significantly improved by using diesel particulate matter (DPM) controls along with sufficient ventilation quantities to remove contaminants. Practical methods of ventilating these underground stone mines can be accomplished by using mine layouts that course and separate ventilation air through the use of stoppings. The design, construction, and maintenance of effective stoppings in large openings have been a real challenge to mine operators. Several different types of stoppings have and can be used for this application. The choice of stopping design, material used, and construction techniques should be dependent upon a number of factors such as the intended life and effectiveness desired.

The technology of clay and the manufacture of ceramic products therefrom, and also the clay resources of most of the individual States, are already covered by a voluminous literature. The present resume touches these matters only briefly; its purpose is essentially to bring together in small compass certain of the elementary factors affecting the potential commercial value of a clay deposit. In its preparation the author made extensive use of the annual chapters on Clay in Mineral Resources of the United States and in the two annual issues of the Minerals. Yearbook that succeeded them. For careful review and constructive criticism of the manuscript, the author is indebted to Hewitt Wilson. GENERAL DESCRIPTION The term ?clay? includes a great variety of substances that may differ widely in chemical mineralogical and physical properties. No two clays are exactly alike. All of them however, have the prominent characteristic of becoming more or less plastic when wet. Nearly all of the useful clays can be molded into articles, will hold their shape while being dried, and can be converted into a hard, rocklike substance by heat. Clay may, and in fact usually does, consist of a number of minerals among the commonest of which are kaolinite, quartz, feldspar, iron oxides, mica, bauxite, calcite, and manganese oxides. Organic matter is often present. Pure kaolinite, which has the formula A1203. 2 SiO2. 2H2O, is ordinarily, considered to be the parent "clay substance," butt most clays contain other hydrated mixtures of alumina and silica (aluminosilicic acids) along with indefinite amounts of sand and other nonessential minerals3/ Even, this so-called inert matter affects the plasticity, drying shrinkage, ease of drying, and final density, and at high temperatures may react chemically with the clay substance.

The spillage of liquid diethyl ether in rooms at floor level and 3 feet above the floor resulted in flammable vapor-air mixtures in the immediate vicinity of the exposed liquido The liquid temperature was found to decrease by as much as 35° C., with a resultant decrease in vaporization rate. A search of the literature yielded numerous references to unstable peroxide (residue) formed by the autoxidation of ether. Such residues appear to constitute an explosion hazard in the condensed state.

"Underground mine fires can significantly influence mine ventilation airstreams, in some cases throttling or even reversing airflows. As a result, the performance of a metal and nonmetal mine stench fire warning system, which depends on the ventilation to carry the vital warning signal, under fire conditions is different from performance under nonfire conditions. The safety of underground miners can be jeopardized if the warning signal is delayed. This Bureau of Mines report describes research to investigate fire and stench warning system interactions. A computer model is presented that permits quantitative analysis of stench warning signal delays as a function of fire location and intensity. The results of a case study involving computer simulations of stench distribution in a hypothetical mine network subject to various fire exposures are also discussed. This case study illustrates a technique for identifying the areas within a mine that are subject to unacceptable warning signal delays, thereby enabling preemptive action by mine personnel, such as redeployment of stench injectors. INTRODUCTIONFires are an ever-present threat to the safety of underground miners. Since the smoke and toxic gas produced by a mine fire can be spread rapidly by the mine's ventilation system, mine evacuation must be accomplished as quickly as possible in the event of fire. In metal and nonmetal mines, the most common means of passing the fire warning signal to each miner is the stench system. The typical stench system utilizes ethyl mercaptan, a highly odoriferous organic compound, injected on the surface into the compressed and/or ventilation airstreams. Upon smelling the stench, workers evacuate the mine according to an emergency preplan.Although the stench system has been used successfully for over 60 yr, it has several serious shortcomings, owing to certain chemical properties of ethyl mercaptan and to certain performance characteristics and limitations of present injection systems.Recent Bureau research succeeded in upgrading the overall safety and effectiveness of the stench system through the use of a superior stench odorant and the development of improved stench injection equipment (1).4 This research has also investigated a specialized computer simulation model capable of calculating the precise concentration of stench in any mine ventilation network branch at any time after stench release (2). An adaptation of the computer model now enables the analysis of stench system and ventilation system interactions under the influence of a mine fire."

"INTRODUCTION For the past six years the United States Bureau of Mines in cooperation with the University of Alabama, Tuscaloosa, Ala., the Missouri School of Mines and Metallurgy, Rolla, Mo., and certain operating companies of the Florida land-pebble phosphate district have conducted an investigation to determine the amenability of phosphatic sands to concentration. 4 This paper discusses briefly an investigation of the concentration of fine phosphatic sanads of the land-pebble district of Florida. The process used - namely, the tabling of material previously given a selective oiling treatment - is new in its application to the phosphate industry, although old in principle.The feed to the standard phospidate washery is a hydraulically wined mixture of phosphate pebbles, quartz sand, and clay in which the quartz sand grains are segregated in the fine sizes. Me standard method of concentrating (washing) consists of wet-screening. at about 20 mesh to recover the plus 20-mesh material. 5 Lately some of the washeries have introduced hydraulic classifiers for sizing of the screen undersize to recover the coarser spigot products, but even this additional treatment allows much of the fine phosphate to be wasted."

As part of a research program to reduce injuries and fatalities in the U.S. mining workforce, NIOSH is investigating the potential use of noncontact vibration measurements to identify hazardous ground fall conditions. In the present study, the effectiveness of remote vibration sources in exciting resonant responses in damaged structures is examined. Initial experiments were performed on a damaged concrete slab in a controlled environment. Vibration response was measured with a laser Doppler vibrometer using both single-point and two-dimensional array recordings. Excitation sources included direct mechanical impacts to remote portions of the slab and a remotely located industrial demolition hammer. Surficial damage was effectively delineated with both sources through visualization of vibration response in spectral bands selected to discriminate wave propagation from large-scale slab resonance effects.

"Introduction In studying the mine disaster files of the Bureau of Mires for preparation of a bulletin on coal-mine explosions, a table was compiled covering various features of fan installations and the handling of air currents at the time of and after the disasters. As a sidelight on this discussion, there was tabulated the loss of life and number of men injured.Discussion of collected dataOf the 164 disasters tabulated, 148 were explosions, 14 were fires, and 2 involved both fire and explosion. The total loss of life was 4,158 and 412 were injured. There were 145 disasters in bituminous coal mines, 13 in anthratice mines, 2 in lignite mines, 1 in a cannel coal nine, and 3 in metal mines. By States, 35 took place in Pennsylvania; 17 in West Virginia; 16 in Oklahoma and Alabama; 15 in. Kansas and Illinois; 12 in Indiana; 7 in Colorado; 6 in Kentucky; 3 each in Ohio Tennessee and Wyoming; 2 each in Arkansas, Montana, Washington, Virginia, New Mexico and Utah and 1 each in Iowa, Missouri, Maryland, and California."

Of the 28 accident/injury classifications listed by the Mine Safety and Health Administration, handling materials is second only to roof falls in terms of generating the highest number of reportable accidents in active underground coal mines. Two materials-handling activities that cause numerous injuries each year are the categories of “handling supplies or material, load and unload” and “moving power cables.” Mechanization and mine worker activity training are two methods that can aid in preventing these injuries. This paper describes three mechanical methods—the mobile manipulator, the in-mine hoist, and a cable-handling system—being developed and tested at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Two of the devices are specifically designed for loading, unloading, and moving supplies and materials, and the third device is for handling trailing cables in the confined spaces of coal mines. Also described are safety solutions developed for underground coal mines geared to showing miners safe and unsafe ways of performing various materials-handling tasks.

A year after the Soviet Union invaded Afghanistan and replaced President Amin with their choice, President Karmal, Afghanistan remained in turmoil. In some respects, the political and economic situation in Afghanistan was no better by the end of 1980 than it was preceding the December 1979 invasion. The Government faced widespread and growing alienation and resistance, virulent factionalism within the ruling party, and an acute shortage of material. The mining sector of the country did not fare better either; the only raw material produced in a significant amount was natural gas, which was exported mainly to the Soviet Union. No statistics on production of other minerals and materials were available by yearend. Most of Afghanistan's gas production was from the Hodja-Gugerdag Field, southeast of Shibarghan. The gas flow from this field had been about 300 million cubic feet per day since 1961. An estimated 230 to 250 million cubic feet per day of Hodja-Gugerdag's production was moved by pipeline across the Amu-Darya River into the Soviet Union. Most of the remainder was transmitted eastward to a 105,000-ton-per-year fertilizer plant and an electric power station built near Mazar-i-Sharif with Soviet assistance. After the Soviet invasion, the second gasfield, Djar-Kuduk, in the Shibarghan area, was brought under production. This field, which will produce about 200 million cubic feet per day, consists of four gas zones in the Jurassic and lower Cretaceous zones between 3,000 and 8.500 feet deep. The gas has a high hydrogen sulfide content, with considerable carbon dioxide, A new treatment plant was built at Djar-Kuduk by Soviet technicians under a turnkey contract at the end of 1980. It is believed that most of the Djar-Kuduk's initial flow will be sent to the Soviet Union.

INJURY experience and employment data are presented in this chapter for metal and nonmetal mines, stone quarries, sand and gravel pits, iron blast-furnace slag plants, and metallurgical plants (including ore-dressing and nonferrous reduction plants and refineries) in the United States. Employment and injury experience data for all mineral industries are given in volume II. The 1962 figures are preliminary summations which are subject to revision. They were compiled from all reports from producers received by the Bureau of Mines through April 15, 1963. The data for metal, nonmetal (except well and brine operations), stone, and sand and gravel operations were collected by a mandatory reporting system under the provisions of the act of September 26, 1961, Public Law 87-300 (75 Stat. 649). The act authorized the Secretary of the Interior to study the various aspects of safety in metal and nonmetal mines (excluding coal mines) and report the findings 2 years sub-sequent to the enactment of the law. Data on nonmetal well and brine plants and nonferrous reduction plants and refineries were reported voluntarily by the operators. METAL MINES Preliminary data for the metal mining industry comprise reports on 1,871 mines and pits. The combined fatal and nonfatal injury-frequency rate was 31.95 per million manhours in 1962, a decrease of 8 percent from the similar rate of 34.54 in 1961. Metal operations reported a total of 61 fatal and 3,201 nonfatal injuries.

A summary of the characteristics of motor gasoline for the summer 1951 is presented in table 1, and for comparison, a similar summary for the summer 1950 is shown in table 2. Trends of some of the more important characteristics over a period of years are shown in figures 1 and 2. As indicated, octane numbers of motor gasolines sold in the United states decreased approximately one-half to one octane unit from the record levels attained during the winter of 1950-51 and are a little below the octane numbers of summer 1950. However, average vapor pressures of the summer gasolines did not change, and certain distillation temperatures varied only slightly from those of the year before.

This article examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are:(a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f)training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

"THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960/ from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963,1 The leading general and technical libraries of the United States maintain files of the Bureau's publications. A series of explosive detonation experiments was conducted in NIOSH’s Bruceton and Lake Lynn Experimental Mines to evaluate low level (<6 psig) detonation wave propagation behavior in single and multiple entry configurations. Entry cross-sectional area varied from 5 to140 m2 and explosive weights of Pentolite ranged from 0.24 to 2.4 kg. Behavior of the detonation wave was evaluated through recording of the pressure as a function of time and distance from the explosive detonation in single and multiple entry interconnecting tunnels. Peak pressure from detonation of an explosive in an underground mine maintains magnitude for a greater distance than is the case on the surface and is shown to follow the simple scaling rela-tionship P = 702.8(W/Vt)0.514(0.65)n, where P is the peak detonation pressure in kPa, W is the weight of the explosive charge in kg, Vt is the total volume in m3, and n is the number of splits, n = 0, 1, 2, …n. The total energy, or impulse, I, generated by these detonations can be expressed as I = 1.34(W/A)0.64n, where W is the weight of the explosive charge in kg, A is the area of the main tunnel in m2, and n is the number of side en-tries, n = 0, 1, 2, …n.

Aruba, formerly a. part of the Netherlands Antilles, separated on January I, 1986, and became an autonomous part of the Netherlands. Full independence of the island from the Netherlands is scheduled for 1996. In this chapter, however, Aruba&apos;s statistics are included with those of the Netherlands Antilles. Tourism continued to be the main industry of the island, which continued to depend heavily on imports, mostly from the United States. During the year, the Government was preparing legislation to regulate the exploration of oil deposits in the relatively shallow sea around Aruba.

High methane emissions originating from the active face areas and from the fractured formations overlying and underlying the mined coalbed can adversely affect both safety and productivity in underground coal mines. Since ventilation alone may not be sufficient to control the methane levels in the longwall mining environment, gob gas ventholes have become a standard supplementary methane control option in many mines. As mines progress into deeper and gassier coalbeds, or as longwall panel size increases, ventilation and gob gas ventholes together may not be sufficient to maintain methane levels within statutory limits. To decrease the risk associated with methane emissions under these circumstances, in-seam horizontal methane drainage is often used to reduce the gas content of the coalbed prior to mining. Horizontal methane drainage borehole completion designs, drilling strategies, and degasification lead times may need to be adjusted for site-specific conditions due to mine design, geology, and the gas content of the coalbed. This study investigates different horizontal methane drainage borehole patterns, borehole lengths, and degasification times prior to and during panel extraction to evaluate their effectiveness in reducing methane emissions using a "dynamic" 3D reservoir modeling of a 38 1-m wide longwall panel operating in the Pittsburgh coalbed. Results of this study showed that dual and tri-lateral boreholes are more effective in decreasing emissions and in shielding the entries compared to fewer shorter, cross-panel, horizontal boreholes parallel to the longwall face. Modeling results showed that after 12 months of pre-mining methane drainage, the average longwall face emission rates can be reduced by as much as 10.3 m3/min and 6.8 m3/min using tri- and dual-lateral boreholes, respectively. It was also shown that if pre-mining methane drainage time is short, it is important to continue methane drainage during the panel extraction to maximize reductions in longwall face emissions since additional face emission reductions achieved during this period can be comparable to pre-mining degasification.
