It is generally expected that drilling and blasting be a routine part of a mining process where the blastholes are drilled, left for a period of time and then primed, loaded with explosive, stemmed and then detonated via an appropriate surface initiation system. The traditional concept of Optimum Drill and Blast is that it is achieved when ore is produced at the lowest unit cost and due to the complexities of most mining operations represents a band which extends either side of an overall cost minima. The above definition implies that Optimum Drill and Blast is static and once blasting is within the band around the cost minima then the process is optimised. However mining operations are not static with many events both long and short term impinging on the cost structure and productivity.

Section 709 of Public Law 95-87, "Surface Mining Control and Reclamation Act of 1977," requests the National Academy of Sciences to determine if the standards of the act are applicable to minerals other than coal. The Academy has established the Committee on Surface Mining and Reclamation to respond to this charge. The committee is, itself, organized to be responsive to the varieties of minerals, environments, mining systems, and locations that are representative of U.S. mining systems. It is not the charge of the committee to write trial legislation, but to indicate whether or not technology, extant or proposed, is available to meet the standards of the law, and at what cost. It is within this set of conditions that the committee will examine blasting.

This paper is a case study showing the assembly of available rock property parameters for the purpose of blast design. Blast optimization now includes subsequent milling and requires a full knowledge of the rock mass. Individual blast holes should be designed using all available data. The parameters include: geologic layer from diamond drilling, shovel performance, crushing plant experience from that area, drill monitoring, magnetic susceptibility from a downhole probe, size analysis history from digital image analysis, compressive strength tests of problem areas and cross hole sonic testing. Bedding thickness observed from drill core appear to have a strong influence on fragmentation.

"During a routine belt tightening of all cost centers, the management at the Martin County Coal Surface Mines, located in Martin County Kentucky felt that a thorough investigation of the drilling and blasting program could possibly pinpoint areas where the cost could be cut without sacrificing production. Upon close inspection of the drill benches it was noted that the actual layout of burden,spacing and stemming varied a bit from the actual blast design that the management had outlined for the blasters. This discussion is an overview of an approach to drilling and blasting angle holes at Martin Marietta Aggregates. Method of determining burdens, hole depths, angle settings and explosive selection will be discussed in detail with an emphasis on safety and production. Such techniques and methods involve the use of hand-held surveying instruments such as the Abney level, pocket transit and inclinometer along with measuring tape and burden pole. An interesting method developed by Oscar Banfield a retired Martin Marietta and E. I. duPont engineer, for setting the proper angle on a drill will also be presented. This treatise is a discussion of the use of simple yet important tools and techniques a blaster should use to resolve both routine and complex problems encountered during quarry blasting operations.
