With its new continental shelf beyond the exclusive economic zone, New Zealand is a country with just 4% of its territory above water. The other 96% is submerged. New Zealand's marine territory covers an area about three-quarters the size of Australia. This territory includes large portions of the Gondwana continent from which NZ separated more than 80 million years ago. This underwater land mass extends from the shores of New Zealand to a water depth of more than 5,000 m, is largely unexplored and is almost certainly the site of many large, untapped oil, gas and mineral deposits. Underwater oil and gas drilling is now a universal activity. Underwater mining is in its infancy and will become a major activity in the future, contributing greatly to the New Zealand economy. New hydrocarbon deposits will undoubtedly be discovered under the ocean floor in regions such as the Great South Basin located off Canterbury and Otago. Mineral deposits are also undoubtedly located within the oceanic crust of this underwater NZ continent. These are as yet unknown and unexplored. The oceanic crust north of the North Island is currently being extended through the subduction of the Pacific plate into the Tonga Kermadec trench and through the growth of a line of submarine volcanoes extending north to Tonga. Active submarine volcanism has led to the growth of ocean floor mineral deposits consisting of polymetallic sulphides with iron, copper, zinc and lesser gold, silver and other metals.

"This study presents the first catalogue of marine mineral deposits and energy resources along the continental margin of Spain. Aggregates, oil and gas and metalliferous mineral areas have been defined and mapped. The catalogue, implemented in a geographic information system (GIS), is conceived as a first national database within the European network, which is being built as part of the EMODnet-Geology project. It comprises 8 types of mineral and energy resources for the Spanish margins: aggregates, hydrocarbons, evaporites, placer deposits, phosphorites, polymetallic sulfides, polymetallic nodules and cobalt-rich ferromanganese crusts (Figures 1 and 2). The catalogue stores a total of 409 marine mineral deposits and compiles information such as name, deposit type, main morphology, main minerals, setting or area extent for each mineral deposit. By number of deposits compiled, the aggregates are the most abundant (286) followed by hydrocarbons (62), cobalt-rich ferromanganese crusts (32), evaporites (9), placer deposits (8), phosphorites (5), polymetallic nodules (4) and polymetallic sulphide deposits (3). Considering the total extension, hydrocarbons (32,386 km2) and cobalt-rich ferromanganese crusts (24,951 km2) represent the biggest areas.The Geological Survey of Spain (IGME) is developing a new tool in the catalogue, according the International Seabed Authority (ISA) Database parameters, for individual samples on each ferromanganese deposit. The database includes an extensive collection of records that comprise five information groups: general cruise and sample data, physical properties, mineralogy, geochemistry and acronyms used. New attributes have been incorporated, in example: geophysical, sedimentological and petrological data in the deposit area, sample weight, porosity, morphology, textural and structural features, geochemistry of major, minor and trace elements (included REEs and PGEs) and supplementary cruise and laboratory reports. This new database complements the EMODnet-Geology project minerals catalogue, offering a deeper level of information for the areas with major potential for mineral or energy resources as they are the Canary Island Seamount Province, the West Margin of Galicia and the Gulf of Cadiz."

An international research team working through the Hawai?i Undersea Research Laboratory (HURL) undertook a bold challenge to explore the chemistry, geology, mineral formation and superheated hydrothermal vents of the Kermadec Island Arc. With the mothership, R/V Ka?imikai-o-Kanaloa, scientists from six research institutions explored the active submarine volcanoes stretching over a line of volcanoes 1,000 miles long between Samoa and New Zealand. The expedition left Hawaii on the 18th of March 2005 and returned on the 5th of August having covered a distance of 10,000 miles between Hawaii and New Zealand. Scientists from the USA, New Zealand and Germany used the HURL submersibles, Pisces IV and Pisces V, as well as the remotely-operated vehicle RCV-150, aboard the R/V Ka?imikai-o-Kanaloa to dive into active volcanoes to water depths of 2,000 meters. Scientists from New Zealand, the USA and Germany conducted 41 dives on the previously unexplored (from manned submersibles) submarine volcanoes. Ten active volcanoes were explored during this time. Hundreds of specimens of new and unusual marine life, water chemistry, extremophile microorganisms, mineral formations and volcanic rocks were collected during this expedition with the two submersibles and the ROV. Bizarre natural events, such as the oozing of hot liquid sulfur from the ocean floor onto the skids of the submersible were observed. Carbon dioxide gas was observed profusely streaming into the seawater from the volcanoes, making these one of the greatest contributions to hot house gasses entering the atmosphere.

A seafloor based robotic drilling system is being developed for the National Institute of Ocean Technology in Chennai, India to support a National initiative for marine methane hydrate research. The system will be capable of core sampling to 150m below the seafloor in 3000m of water under telemetric control of an operator onboard a research vessel at the surface. Unlike previous robotic drilling systems, this unit (designated the ACS) will use wireline methodology to reduce the number of tool handling operations required to complete the borehole (conventional rod drilling requires 2025 tool handling operations to complete a 100m hole, while wireline requires only 48 operations to reach the same depth).

During a series of dives with the submersible ALVIN in 1984, samples of massive sulfide were recovered from four vent sites. All sites occur within a linear, steep-walled cleft about 50 m wide and as much as 30 m deep. The cleft bisects the axial valley floor throughout the 15-km-long study area and appears to have been the source for the most recent volcanic eruptions in the valley. Three of the vent sites are defined by a set of discrete hydrothermal discharge zones; as many as eight have been identified over a distance of 500-800 m along the cleft floor. Sulfide deposits occur as individual and coalesced mounds, spires, and chimneys generally less than 3 m in height but a few might be as high as 10 m. The vents are also marked by extensive, yellow-to-amber ferruginous sediment and clots of bacterial matter. Some vents have extensive colonies of tube worms, gastropods, mollusks, and several predator species, such as crabs and squid. The fourth vent site has no visible discharge and consists mainly of "dead" spires and chimneys of massive sulfide. The massive sulfide samples collected with ALVIN are primarily sphalerite with minor marcasite, pyrite, pyrrhotite, isocubanite, chalcopyrite, wurtzite, and anhydrite. Bulk analyses of these chimney and spire samples show Zn contents approaching 60% by weight and significant enrichments in Ag and Cu. Vent fluids have the highest concentrations yet reported for Zn, Fe, and Mn. Thus, the Zn- and Ag-rich nature of massive sulfide from the southern Juan de Fuca Ridge study area

Seafloor massive sulfides (SMS) which contain Au, Ag, Cu, Zn, and Pb have been interested in as a target of commercial mining these 15 years. Japan has large potential of SMS and a national R&D project for the mining has been active these 5 years. However, the economy of SMS mining is very bad, because the waste tailing disposal cost is very expensive in Japan. A slurry flushing method is experimentally examined in this study for the improvement of the economy. During the flushing, because of density difference between the metal-rich ore and the waste rock, a kind of gravity separation is possible. The results suggest a possibility of the actual application.

Swire Seabed is dedicated to being at the forefront of the Autonomous Subsea Revolution. The company is currently working along and developing operational, technical and market strategies where autonomous technology is the driving force. Swire Seabed’s vessel Seabed Constructor is currently mobilized and operating eight Hugin AUVs and 6 Surface going USVs. This significant and revolutionary spread is owned by Ocean Infinity. Ocean Infinity and Swire Seabed is currently involved in the search for the missing MH370 – in about 3 months the vessel and autonomous spread have fine combed an area of deep sea floor spanning over more the 100 000 km2 . With such a considerable spread with a depth rating of 6000 meter – Swire Seabed and Ocean Infinity is challenging long held paradigms in subsea mapping and resource surveys. Highly accurate and precise data can be acquired for large areas in record time, and at a comparatively much reduced cost. As one earlier required several vessels and associated crews and logistical support – Swire Seabed and Ocean infinity are now able to operate a large number of AUVs and USVs, through technological advances in automatic data-processing and interpretation, from a single offshore vessel. This opens up vast possibilities for emerging markets such as subsea-minerals. Swire Seabed is also developing strong collaborative relationships with academic institutions. Along with UIB Swire Seabed is developing methodology for deep sea geological and geophysical resource searches applying AUVs at an industrial scale – this work is based on UIBs groundbreaking work and significant experience in the same fields. In particular Swire Seabed and K.G Jebsen Centre for Deep Sea Research (UIB) have developed methodologies for conducting detailed Seep-Searches at a large geographical scale. UIB and Swire Seabed is further pursuing a formalized long term relationship for academic and industrial cooperation and exchange in AUV operation and methodology development. Whilst K.G Jebsen Centre for deep sea research have been involved in basig deep sea research for years, Swire Seabed have specialized in cost-effective heavy duty operations in water depths greater the 3500 meters. This collaboration affords the subsea mining community a unique pool of both insight and operational capacity.

Various kinds of sediment-hosted polymetallic sulfide deposit are known on land in ancient marine sequences, many tending to be larger and more valuable than massive sulfide deposits genetically associated with volcanic host rocks. Often such deposits are attributed to subhalative or shallow sub-seafloor precipitation processes, and structural control by faulting is commonly evident. Apart from the famous but anomalous Red Sea metallic oozes and several NE Pacific sites (Middle Valley, Escanaba Trough, Guaymas Basin), however, modern analogs of the sediment-hosted polymetallic sulfide category are lacking. Some deposits hosted by volcaniclastic rocks, such as JADE (Okinawa Trough) and Suzette (Eastern Manus Basin) are strictly sediment-hosted, but their formation is associated with the igneous activity and they are better considered a variant of the more abundant volcanic-associated polymetallic sulfide deposits.

"In 2012 the International Seabed Authority (ISA) established nine “Areas of Particular Environmental Interest” (APEIs) for consideration as future Marine Protected Areas to help preserve the biodiversity of life on the seabed within the Clarion-Clipperton Zone (CCZ) between Baja California, Mexico, and the Hawaiian Islands. The CCZ is believed to have a high potential for future seabed mining operations. Areas under active exploration contracts in the CCZ, plus the areas currently reserved by the ISA for exploration by developing nations, comprise about 1.9 million km2 of seabed area. The currently designated APEIs consist of more than 1.4 million km2 of seabed. Each APEI includes a central primary conservation area of 200 X 200 km, surrounded by 100-km buffer areas on all sides. The 100-km buffers are intended as a very conservative spacing between the primary conservation area and potential mining activities in adjacent seabed. The selection of these nine 400 X 400 km APEIs, has been criticized as possibly not including sufficient representative habitat similar enough to the potential mining areas (identified currently as the exploration contract and reserved areas administered by the ISA within the region) to ensure protection of the biodiversity that might be impacted by mining.An area to the east of the existing exploration contracts and reserved areas is known to have substantial mineral deposits; it is very similar to the adjacent exploration contract areas in its geology, environmental setting, polymetallic nodule abundance and nodule metal content. Because it is located in the northeastern extreme of the CCZ, this area is also likely to have relatively high densities of benthic life, compared with benthic communities further westward within the CCZ. Many options for the designation of this APEI are possible, but the area designation must accommodate the boundaries of the Exclusive Economic Zones of Mexico and France.This paper discusses why the selected region in the eastern extreme of the CCZ is a good candidate for designation as a new APEI.Keywords: polymetallic nodules, Marine Protected Areas, Clarion-Clipperton Zone, Areas of Particular Environmental Interest"

Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.

Remotely control led drills capable of being lowered to the sea-floor from ordinary research vessels have been developed over the past two decades. These drills are currently being used in geological survey programmes on the continental shelves (Canada, Japan, Norway, United Kingdom) and for studies of mid-ocean ridges. Generally the drills fall into two categories: 1) those which are powered from the surface and controlled by an operator, and 2) those which are battery powered and follow an automatic programme. Some drills have a television camera mounted on them sending a picture to the surface as an aid to site selection and geological interpretation. Typically the drills are capable of drilling a core 2.5 - 5 cm diameter up to 10 m long. While most of these drills are designed for <1000 m depth, some can drill in water depths of as much as 3500 m.

Marine benthic habitats are vulnerable to the influence of a wide range of anthropogenic activities (e.g. sand and gravel extraction, dredged material disposal and trawling). Traditionally, benthic ecologists have relied on point sampling techniques such as grabs, corers and dredges to provide information on the physical nature of the substrates and their associated benthic fauna. However, information of this nature only relates to the specific point on the seabed from which the sample was collected and the interpolation of such data to predict the wider distribution of substrata and associated fauna may be unreliable. Our approach uses a range of acoustic, photographic and physical sampling methodologies to produce continuous acoustic coverage maps which can be used to assist with the interpretation of faunal distributions. This approach has been used to assess the impacts of marine sand and gravel extraction at the seabed at two sites off the east coast of England in the southern North Sea. The first study site (designated ?Area 222?) is located 20km off the southeast coast of England and was surveyed in 2001 using sidescan sonar, single beam bathymetry, seabed photography and also a 0.1m2 Hamon grab for the collection of benthos and sediment samples. The main objectives of this investigation were to provide an indication of the spatial distribution of the sediments and macrofauna in the wider area encompassing the dredged site, to evaluate the scope for the effects of marine sand and gravel extraction to extend beyond the boundaries of the site and to provide a wider geographical context for time series investigations. At this site, an acoustic basemap was utilised in conjunction with faunal sampling and photographic groundtruthing, to determine the nature and distribution of the seabed sediments and their associated features. Disturbances at the seabed arising from historic sand and gravel extraction activities were mapped, and this information was helpful in establishing biological cause and effect relationships. The acoustic basemap was also used to target biological reference sites against which the effects of adjacent man-made disturbances could be evaluated.

A program of surveying and studying the surficial sediments of northern Juan de Fuca Strait was undertaken between 1988 and 199 1. Detrital sediments were mapped from the intertidal zone down to 100 m depth along the slopes of a series of shallow coastal marine terraces. The sand heavy mineral content was examined over this region and sediment geochemistry and assays were performed on selected samples both offshore and from beaches along the coast. The coastline of southwestern Vancouver Island has numerous streams, with a history of small Au placer extraction, which empty into the strait to the south. Only very minor evidence of this was seen in values from isolated locales. However, one beach presented a remarkably different mineralogy and geochemistry from the remainder of the coastline. From the beach to 800 meters offshore heavy mineral contents were greatly elevated and Ti values were as high as 1.4% of the sand fraction. Minerals were relatively fresh and angular, with mineral percents distinctly different than those found elsewhere along this coastline. No stream of substantial size crosses this largely sandy-gravel beach. A series of studies identified the source of this small marine placer as having its origins n the tailings from a submarine pipe broken short in the next bay. A Cu-Au mine 1.5 km upstream, closed by the mid 1970&apos;s, had processed its ore underground and piped the crushed tailings to the submarine discharge pipe. The crushed material has been transported and concentrated with the longshore current and been sorted by strong coastal swells. Ilmenite/titanomagnetite from the homblendized basalt of the mine is the source of the Ti enrichment.

Marine Mining Inc. is currently exploring for marine alluvial gold and diamonds on a prospecting licence over a concession that covers 10,000 km2 of the continental shelf of Ghana. The boundaries of the concession extend from 0 30&apos;W to 2 40&apos;W, and between the shoreline and approximately the continental shelf edge north of 4 30&apos;N. This concession extends from Kikam Beach in the west, to Senya Beraku in the east, a distance of approximately 240 km, and seaward an average of about 40 km. The concession is entirely underwater, with the exception of the estuaries of the Ankobra and Pra Rivers. Ghana has been a large source of alluvial gold, with historical production exceeding 25 million ounces. Southwestern Ghana is characterized by Precambrian rocks, which have been folded into a number of NE-SW trending synclines and anticlines. The most significant feature of the Birimian rocks is the presence of evenly spaced gold-bearing greenstone belts. They are 10-15 km wide, separated by about 90 km, separate basins filled by folded metasediments and granitoids. The rivers that enter the concession drain most of the exposed gold-bearing belts of Ghana. Given that approximately 2 km of erosion has taken place since the Mesozoic, and that gold mines on these belts boast proven reserves of over 55 million ounces, it is likely that large amounts of gold have been eroded out and carried to the sea. Coastal fractures, related to Precambrian structures reactivated during Mesozoic rifting, are responsible for the physiography of the coastal area, which consists of high-relief horsts separated by grabens that have been occupied and infilled by rivers or by finer sediments during times of elevated sea level. These fractures were loci of gold mineralization during the Precambrian, and are the source of alluvial gold in rivers confined by them.

"With the acceptance of an application and a signed contract for prospecting deep-sea sulfides (2012) between the Russian Federation and the ISA, at present it is particularly important to assess the quality of oceanic sulfide minerals and to reliably estimate their resources.Some procedures of geochemical classification (chemical analyses, mineral composition of SMS) and calculations (density of ore, density of the mineral part of the ore, porosity and moisture contents) were used for estimation of mineral resources potential.The key characteristics for estimating the predicted resources of hydrothermal ore fields are the metal contents and the density of wet and dry sulfide ores. However, in the future it is impossible to provide an estimate of the predicted resources without taking into account the following important factors:- the quantitative ratio of main sulfide minerals;- proportion of non-metallic components (opal, quartz, talc);- the replacement of primary minerals by copper sulfides;- texture-structural features of sulfide ores.The offered mineral classification of the SMS is based on the prevalence of minerals in the ores and partly on their composition. The main ore-forming minerals of SMS are pyrite, chalcopyrite and sphalerite. Sulfide mineralization is accompanied by the presence of nonmetallic minerals, where quartz and opal prevail, and where we also meet aragonite, talcochlorite and anhydrite."

INTRODUCTION For the last decades, deep-sea marine resources such as seabed massive sulfides (SMS), polymetallic nodules and ferromanganese crusts (Fe-Mn crusts) have received an ever- increasing amount of attention worldwide for their abundance in critical metals and potential commercial value. This interest has mostly been driven by the growing world demand for raw materials, in particular for high- and green-technology applications (e.g., hybrid and electric cars, batteries, photovoltaic solar cells, cell phones, super magnets), as well as by industrialized countries governments other than BRICS states need to secure a more diversified supply of metals, resulting in a new deep ocean exploration boom. Since the oceans and its resources are increasingly seen as indispensable for humans needs and their challenges in the decades to come, this boom increments pressure on marine areas, either in international or within countries economic exclusive zone (EEZ). Since 2002, the International Seabed Authority (ISA) has signed up 29 contracts with several entities and national governments from multiple countries (e.g., Japan, China, Germany, France, Russia, India, Rep. of Korea, UK, Canada, Brazil) for exploration for deep-sea mineral resources in international waters, either for scientific or commercial proposes, which together cover over 1.3 million km2 [1]. In turn, over 300 exploration licenses, covering more than 650,000 km2, have been granted within the EEZ of Pacific countries such as Papua New Guinea, Tonga, Fiji, Solomon Islands and Vanuatu [2, 3]. This number is expected to increase very rapidly, as 77 countries have proposed to the United Nations the extension of their continental shelf in order to extend their EEZ and jurisdiction over potential deep-sea mineral resources [4]. Its estimated that 42% of the potential areas for SMS occurrences, 54% for cobalt-rich Fe-Mn crusts, and 19% for polymetallic nodules lie within the EEZ of coastal countries [5]. In addition, a huge amount of seafloor is yet to be explored and evaluated. Combined, the size of the granted exploration areas represents less than 10% of the overall area thought as most favorable for the occurrence of the 3 types of deep-sea mineral resources above mentioned. This means that today’s assessments on deep-sea mineral resources are only a rough approximation.

The Intertropical Convergence Zone (ITCZ), where the southeast and northeast trade winds converge, is the effective climatological barrier that separates the southern and northern hemispheres in terms of dust budget. Asian and N. American dusts dominate in the Pacific north of the ITCZ, while Central and S. American dust prevails south of the ITCZ. In order to understand the nature of latitudinal and depth-related variations of mineral composition in terms of position relative to the ITCZ, deep-sea core sediments were collected from 9°N to 17°N at a 2° intervals along the 131.5°W meridian and analyzed for mineral composition. The amount of illite in surface sediments decreases gradually from 65% at 17°N to 31% at 9°N. In contrast, smectite increases from 11% to 56% southward. The observed mineralogical variation toward the ITCZ is attributed to the increased supply of volcaniclastic material transported via the southeast trade winds from the Central and South America source regions. Smectite-illite transition, a phenomenon that the amount of smectite increases over illite, occurs at around 10°N, the northern margin of the ITCZ. This result indicates that the change in latitudinal position of the ITCZ in the geological past could be recorded by the smectite-illite transition in deep-sea cores. The cores studied show down-core variation of mineral composition from illite-rich at the surface to a smectite-rich clay suit at depths, similar to the latitudinal variation. The smectite-illite transitions observed in these cores are likely the records of changes in latitudinal position of the ITCZ. The depth and age of the smectite-illite transition is getting shallower and younger towards the equator, implying that the ITCZ was located farther north during late Tertiary and has shifted southward to the present position of 5°N~10°N.

Dredging tends to be either horizontal or vertical. In each case solids have to be disengaged from the deposit, mobilized, acquired and elevated or translated. One means of elevation is the airlift. Elevation and translation of essentially granular material nay be by jet pump or centrifugal pump. Any of the three types may be used on its own. The airlift and jet pump may he combined for vertical transport and the centrifugal and jet pumps for predominantly horizontal. Both suction point and pipework must have a means of deployment from the surface or from a submerged vehicle or merely a diver. An airlift is an energetic system, having a source of energy and a means of storing it. It therefore will be difficult to prevent oscillation -surging. A centrifugal pump has a characteristic that bends over at low flow rate and is therefore intrinsically unsuitable for pumping solids. The result is blockage, operation at high velocity and correspondingly high wear rates or operation at low concentration of solids and correspondingly low efficiency. The jet pump is intrinsically exceptionally stable but has a low hydraulic efficiency. The jet pump-centrifugal pump hybrid totally prevents pipeline blockages and increases the productivity from a given pipeline size. For a given energy input the average production is typically doubled. For example, the Indian River Delaware bypassing pipeline transmits an overall day-in-day-out average of 500t/h (tonnes) of sand down a 10.86" diameter line.

"In July 2016 the International Seabed Authority (the “ISA”) released a first working draft of its mineral exploitation regulations as well as the standard contract terms for mineral resources in the Area, for which stakeholder input was sought in late 2016. In January of 2017 the ISA released a discussion paper on environmental matters related to these draft regulations. The ISA is now in the process of further developing its draft exploitation regulations and standard contract terms to ensure that seabed mining is carried out in an environmentally sound way for the common benefit of mankind.As the regulator of the “Area”, the ISA can draw lessons from onshore mining regulators and offshore petroleum regulators for their experiences in legislative drafting to smoothly and safely oversee project development, implementation, and closure. However, one of the unique challenges that the ISA faces in regulating private industry is its status as an international organization and not a sovereign nation, which results in a significantly different legal relationship between the regulator and the regulated. The result is that the exploitation contract is the sole legal connection between the mining proponent and the regulator for the exploitation phrase of the project.Accordingly, in the regulatory development process, the ISA must carefully consider which rights and obligations are set out in the exploitation contract versus the regulations. This decision will dictate the flexibility the ISA will have to modernize the conduct required of mining proponents in response to changing best practices in the industry, technological progress, and advances in the understanding of the marine ecosystem. As the first working draft of the exploitation regulations sets out an initial contract period of twenty years, it is crucial for the ISA to carefully consider the rights, obligations, and procedures it agrees to in the exploitation contract, as unilateral amendment will not be possible after contract execution."

Deep sea tailings placement (DSTP) techniques have been pioneered in Papua New Guinea (PNG): a mining reliant economy in a seismically active region, facing major environmental challenges in the safe handling and storage of mine tailings on land. Scientists at SAMS have researched impacts of DSTP on the marine environment specifically to inform and develop guidelines for the use of DSTP to reduce environmental impact, thereby lowering risk and increasing private sector investment. Guidelines have been established as regulation by the PNG Government providing reassurance to private investors, facilitating an increase in mining exports to 60% of total export. Researchers investigated the effects of DSTP at 2 PNG mines: Lihir Gold Mine which has been actively discharging tailings since 1996 and Misima Mine, closed in 2004 after discharging tailings for 15 years, allowing an assessment of the recovery of the marine environment after tailings placement. Research involved investigating ocean currents and mixing, the behaviour of metals and the effect of tailings on benthic communities including the risk of elevated metal contents entering the food chain. The research established a metal ?fingerprint? of tailings compared to natural sediments, which enabled the transport of fine tailings within the deep ocean to be ascertained.
