New Afton mine is an 11,000 tonne per day block caving operation, located 8 km west of the city of Kamloops, British Columbia. Due to the nature of block caving and the weak rock mass at New Afton, the mine has faced and overcome many blasting challenges during its ramp-up to commercial production. As New Afton Mine continues to grow the demand for drill and blast precision has continued to grow as well; any misstep incurs delays in achieving full production capacity. The block cave mining method used at New Afton employs single-shot draw-bells, fired with very little void and blind undercutting, allowing little margin for error. New Afton has made continuous improvements to its blasting strategy by reacting quickly to real-time problems and employing sustainable, repeatable solutions to overcome its unique blasting requirements. Examples of these solutions include: increasing blast hole diameter, casing production drill holes, developing pre-loading procedures and developing strategies for remotely blasting under-broken remnants in both draw-bells and undercutting. Increasing the blast hole diameter has alleviated initial problems with hole plugging in the highly jointed rock mass at New Afton. This has reduced drill-cleaning time significantly and enabled New Afton to meet blasting targets. PVC hole casing was trialed when blasting in extremely fractured ground, where drill holes continually plugged. The casing allowed the drill holes to remain open long enough to load and blast. Calculations were carried out in order to achieve the same explosive energy in the cased holes as a typical blast. Results were generally positive, but more testing is required. Production flexibility and scheduling reliability have been maintained at New Afton by developing a pre-loading procedure for the production undercutting. In doing so, New Afton has been able to keep productivity high by having a flexible production schedule that is not reliant on a specific piece of equipment or production drive to remain productive; this flexibility is because the mucking of undercut material can occur at any stage of the drill/blast/muck cycle. New Afton has developed a strategy for blasting remnant under-break in its draw-bells and undercutting by remotely drilling holes near to the under-broken section and then loading the toes of these holes with emulsion, the remainder of the hole is then filled with grout. The holes are grouted in order to prevent damage to permanent pillars between draw-bells (where the majority of the recovery holes need to be located). Several critical areas were recovered using this technique with little to no damage to the remaining permanent pillars. Innovative blasting solutions have allowed New Afton to overcome obstacles in order to become a producing operation. Moving forward, New Afton looks to continue its trend of innovative drilling and blasting techniques when faced with out of the ordinary situations.

FOR some reason or other, Mine Taxation has never been a popular subject for discussion in meetings of this kind, and it has never received the study and consideration its importance demanded. By way of explanation, two reasons may be suggested. In the first place, the computation, adjustment, and final payment of taxes, have been looked upon in most cases as a Head Office chore. Secondly, since taxes represent an uncontrollable cost item, they have been treated as an added rather than an inclusive factor in calculating unit costs. Perhaps because I am half Irish, and therefore resent taxation of all kinds, perhaps because I am half Scotch, and am therefore concerned with the results, I have always taken a keen interest in this subject. Moreover, by some peculiar set of circumstances, I have been a participating party in many, perhaps I can say most, of the discussions on this subject that have taken place between the Governments and the representatives of this industry during the past thirty years. Looking backward, certain very definite impressions remain. Political considerations have never had any part in these discussions. Views have been exchanged upon the frankest possible basis, and, when we disagreed on some particular detail, we agreed to disagree, and followed through in harmony and? good faith. We, as an industry, have refrained from importuning and fault finding in ways that might be considered as petty or selfish, and it is only upon occasions such as this, where conditions necessitate action, that we lay our troubles before the powers that be. The Ontario Mining Tax Act was drafted by men who were earnest and practical as to purpose, and that Act has stood the test of time. It is, in. truth, a mode! Act, for it has been copied in its general clauses by both Quebec and the Dominion of Canada. We all know that, when a machine is running smoothly, we should leave it alone. The same is true of a well designed, easily applicable, taxation measure, and our present difficulty with respect to this Act arises out of an amendment made in 1916. In that year, you will remember, the Dominion imposed a wartime Income Tax Act. It was described as a wartime necessity and it was intimated t:1 at with the end of hostilities its application would be restricted and finally cancelled. The rate of taxation was modest, and when the Ontario Government was asked that the Dominion Income Tax be allowed as a deductible item, they readily acquiesced. This was looked upon as a temporary arrangement.

"With increasing data volume, due to enhancing requirements for ground investigation programs for large construction projects, the demand for more efficient filing systems is more and more growing. Depending on the project we also have to use flexible systems to cope with varying data out of different lab and field tests.The chair for Engineering Geology at TUM is developing a web-based database solution to handle all project relevant data in a more appropriate way. We aim to optimize our data management to achieve a fast and easy way of collecting, documenting and analyzing our gained data. The second objective is to provide an easy access to our data for project partners across broadly distributed locations.This Database system consists of a PHP web interface and a MySQL database core. The current setup allows an online access via Internet (www). We are able to grant and constrain access to all data or only arrays of data with our user management system to guarantee the safety of project data and respect all rights and proprietorship. The database system is of modular design and consists of the following three base modules: module of general project data, module of laboratory data and user management module. At the current stage we are able to save and work with all usually generated specific values from unconfined compressive strength tests, brazilian tensile strength tests, point load tests, CERCHAR and LCPC abrasivity tests and ultrasonic tests. The user is able to perform a simple statistical analysis within our database (e.g. average calculation of one sample) and export data as csv or xls files for further analysis.For specific questions within projects we are able to deploy and integrate further modules in our database system. At this moment, we are developing an add on to use this database for different drill test analyses. One of the tools correlates drilling performance and drill head wear measured in the field with rock mechanical properties, and extrapolates the data to estimate the performance and wear in new projects. Today we are managing 90 projects with 550 samples and almost 1350 lab tests with the base module.In our contribution we aim to demonstrate an efficient way of data structuring using a relational database for laboratory and field testing data."

Oxide dispersion strengthened (ODS) steel has been developed as the most prospective core structural material for next-generation nuclear systems because of its excellent high strength and irradiation resistance. In ODS steel, finely dispersed nano-oxide particles with a high number density in the homogeneous grains can be very attractive to achieve superior mechanical properties at high temperatures, and these favorable microstructures can be significantly changed using process parameters during the mechanical alloying procedures. In this study, the effects of mechanical alloying times on the microstructure of 10Cr-1Mo ODS martensitic steel were investigated. Pre-alloyed powders with Y2O3 powder were mechanically alloyed for various milling times using a high energy horizontal ball-mill apparatus (model: symoloyer CM20). Powder properties such as the mean particle size, size distribution, and crystallite size were evaluated. Uniaxial hot pressing was employed to consolidate the milled powders. The results of a microstructural observation after the MA and UHP processes indicated that the homogeneity of the martensitic structures was considerably increased with the longer milling time. It is thus concluded that the mechanical properties of the ODS martensitic steel are greatly dependent on the mechanical alloying times.

"AbstractOver the past five years, tax rates in the Canadian mining industry have skyrocketed upward across Canada, as both federal and provincial governments have sought to increase their share of mining revenues.However, the past few years have not only brought high tax rates to the industry, but also a number of important new federal and provincial tax incentives.In large part, these incentives ~ special credits or reduction in tax for carrying out specific exploration, processing or other activities - have helped to moderate the adverse effects of the higher tax rates and have provided inducements for exploration and processing activities which might not otherwise have been undertaken.However, the effectiveness of certain of these incentives can be questioned: our over-all tax structure now consists in large part of punitively high marginal rates with some extraordinarily generous but capricious tax reductions for specific activities and may not be in the best long-term interest of either the industry or the nation.A rational tax structure, with moderate and stable tax rates, together with reasonable incentives confined to activities specifically requiring them, could be a more effective spur to investment than the present tax and incentive jungleIntroductionIN THE YEARS since federal tax reform, the mining industry in Canada has faced a continued escalation in its tax burdens as federal and provincial governments have leapfrogged each other in imposing new and higher taxes on the industry. Magnetic methods have been used for more than three hundred years in prospecting for magnetic ores. More recently magnetic methods have been used for finding salt domes and studying certain geological formations. A number of instruments have been developed and substantial improvements made as to their sensitiveness and accuracy. Papers and articles written on magnetic methods are generally elaborate and technical, and the average prospector finds it difficult to obtain the necessary information as to how to operate the simple magnetic instruments to the best advantage. The miner's compass, dip needle, and inclinator are, indeed, very useful instruments and are easy to handle, and a great deal of valuable information can be gained if the instrument is properly operated and the results correctly interpreted. The lack of knowledge of the fundamental principles, however, has caused a great deal of disappointment. Other and more elaborate geophysical methods have recently come into the limelight, and the prospectors seem to have lost a great deal of interest in the dip needle. This is much to be regretted, because magnetic methods have a particular field of use. The present article is an attempt to help the prospector regain interest in the magnetic instruments and to show the use and application of a simple magnetic survey. If the prospector expects some useful help in his work, he must, of course, know the instrument, know how to take the readings, and know how to plot and interpret the observations.

PRIOR to June, 1937, the employees of Hollinger Consolidated Gold Mines, Ltd., at Timmins, Ontario, received medical care for themselves under a contract system developed through an agreement between the employer, employee, and a contract physician. This form of practice is common to the mining industry in Ontario. But with the improvement in mining methods and conditions of living, and through an increasing demand for provision of a complete medical care, it was not any surprise when the employees of the Hollinger mine approached organized medicine and indicated their desire for a plan to provide their families with a more or less complete medical service in addition to that supplied for themselves. In April, 1937, this approach was made, and on June 18th, 1937, the Hollinger Employees' Medical Services Association was formed and started to provide medical services. A review of five years' experience is now presented. The Association provides complete medical service for the employee, his wife and family, as well as those dependents who are the total responsibility of the employee. The employee membership is limited to employees at the Hollinger mine in Timmins who reside in the immediate vicinity. The employee is examined by a Company doctor on application for employment and is subject to further examination by a specialise in chest diseases under the direction of the Workmen's Compensation Board of Ontario. The wife and family are not subject to examination but have to be registered when the employee is accepted for employment. The dependents, other than the immediate family, are subject to medical examination and approval after the employee has applied for such dependent or dependents to be admitted. Membership in the Association is obligatory when the employee is hired, but at the end of any Association year he may drop out if he so wishes.

Over the past two years, the construction industry has increasingly recognized the benefits and capabilities of building information modeling (BIM) for information integration, visualization and parametric design, reducing the duplication of work and complexity of interface integration, while significantly saving both time and cost. However, due to the variety of participants in engineering projects, the differences between data definition, data format, and data storage increase the difficulty of integrating data from diverse sources. Therefore, buildingSMART has developed a common data schema, called Industry Foundation Classes (IFC), that makes it possible to hold and exchange relevant data between different software applications, to increase the efficiency of BIM work and to ensure a consistent and high-quality output. This paper presents a novel methodology that assists in facilitating the import and export process for parametric BIM objects between heterogeneous BIM systems. This methodology is based on the IFC data schema and includes graphical and non-graphical description data. The objective is to retain the geometry, parameters, unit, texture and links of an object during exchange and sharing to ensure that data integrity is maintained. To sum up, this research addresses the issues of transferring parametric BIM objects between heterogeneous systems to increase data integrity and reduce transfer and integration times.

"DURING the past five years, production of asbestos fibers has increased in all countries that list asbestos as one of their mineral resources. Despite the many small mines that have been opened in Canada, United States, Mexico, South America, Italy, South Africa, Australia, Yugoslavia, and Rhodesia, the supply still does not meet the demand. It is estimated that total 1952 world production of asbestos fibers of all varieties approximated 1,600,000 tons, with Canada supplying 966,382 tons (I), or 60 per cent of all fiber mined.Asbestos fiber brokers continually are offering odd-lot samples of chrysotile, amosite, crocidolite, tremolite, and anthophyllite fibers to manufacturers, •quoting fantastic prices for tonnages •varying from just a few to 50 or more in a month. In many cases, the samples are not properly graded and contain quantities of rock impurities and finely ground dust.When vendors submit samples of asbestos fibers, the manufacturer should consider• them in terms of price, quality, quantity, and as possible substitutes for fibers currently used in his products.Grading of these odd-lot fibers in most cases has been poorly done, with resultant non-uniform fiber lengths. In some instances, a number of miscellaneous lots of fibers have been .blended for sale. This blending produces a fiber that is difficult for the manufacturer to accept as a substitute for the well-standardized Canadian fibers."

In presenting this paper for discussion at the Western Annual Meeting to be held in Edmonton, it is with the idea of creating a full and general discussion by the mining men in the Province as to the best way to eliminate, or at least hold down to a minimum, the dangerous coal-dust which is made in mining pitching seams in our Alberta mines by the chute method. Also, an alternative method is outlined, whereby the percentage of lump-coal mined can be increased, and the mining costs reduced-although the paper does not go into any detailed consideration of costs. The general trend of mining practice and lay-outs is at present towards mechanization, and the results being accomplished by the substitution of machines for manual labour are fully justifying the changes. In the technical mining journals, there are published from time to time papers dealing with a variety of methods of mining, which are descriptions of actual operations, and a great deal of interesting and valuable data is given as to the comparative values of the different methods, insofar as the percentage of grades of coal produced, the cost of production, etc., are concerned; but the mechanical methods described in these papers are nearly always suitable only for flat seams, or seams with a very low inclination.

Supported gold catalysts were prepared by Direct Anionic Exchange on an alumina support and tested during the reaction of CO oxidation and of saturated and unsaturated hydrocarbons (C1 to C3). The catalysts showed high activies over a range of concentrations and temperatures compatible with an application to automotive exhaust cleaning. Furthermore, a complete resistance to thermal ageing at 600°C in the absence or presence of water was observed due to the obtention of strongly anchored nanosized gold particles during the preparation step.

"There has been a continuous evolution with the use of pre-cast concrete elements in the construction of aluminum smelters. In 1990, Phase I of Alouette was built using cast-in-place concrete exclusively. Whereas, other AP 30 technology plants such as Hillside 2 in the mid-1990s used pre-cast concrete beams with cast-in-place floors. Mozal 2, in 2002, used pre-cast concrete beams with pre-cast partial-slab operating floors. Alouette Phase II went further. Not only were the potroom building beams and floors pre-cast, but the entire pot support system, insulating walls and basement jersey walls were pre-cast. Once the techniques for bending and welding the reinforcement bars and the design for attaching electrical insulating plates to the concrete was perfected, the challenge for the project remained only in the logistics of transporting the pieces to site and simple erection. The overall impact on the project was dramatic. Using prefabricated concrete not only allowed advancement of the schedule, but totally eliminated formwork, re-bar installation, and form removal activities along with the handling of all the materials involved with these activities. With the elimination of these labour and material-intensive portions of the job, exposure to work injuries was dramatically reduced. The most prevalent activity for lost time accidents is during the rough work associated with concrete formwork, placing concrete and form removal. Another area where prefabricated elements were successfully used on Alouette Phase II was for the insulating walls enclosing the pot area, known as the ""claustra walls"". Usually these walls are constructed in-situ using mortar and breeze block. Success was also achieved with prefabrication of the perimetric walls that are installed at the lower floor of the potroom. A big advantage of using prefabricated concrete in the electrolysis area is in assuring electrical isolation for the operating floors. "This is the third in a series of articles about the Committee for Mineral Reserves International Reporting Standards (CRIRSCO). The first article was an interview with Niall Weatherstone, Chairman of CRIRSCO (CIM Magazine, February 2008) the second described the background and goals of CRIRSCO (CIM Magazine, March/April 2008). In 2007, CRIRSCO was adopted as the Reserves and Resources Task Force of the International Council on Mining and Metals. This decision by ICMM has resulted in an increased level of funding for CRIRSCO and the ability to advance its objectives. In mid-October 2007, CRIRSCO members met in London England to discuss the status of each of the member countries’ reporting codes and the progress of various CRIRSCO projects. Update on national reporting codes Australia: The last update of the Australian JORC Code was in 2004. While there are ongoing discussions about issues that arise from the application of the latest version of the Code, there are no plans to update JORC in the near future. Canada: The Canadian Securities Administrators revised National Instrument 43-101 in December 2005. At the same time, the Canadian Institute of Mining, Metallurgy and Petroleum published updated Resource and Reserve Definitions that are incorporated by reference in NI 43-101. CIM is continuing work on developing Best Practice Guidelines to assist practitioners in the estimation of Mineral Resources and Reserves. South Africa: The South African Mineral Reserve Committee is currently awaiting an update of the Johannesburg Stock Exchange Limited Listing Rules, which will incorporate both SAMREC and SAMVAL (South African valuation guidelines). The official launch of both codes is expected in 2008. Europe: The Pan-European Reserves Reporting Committee expects to release a consultation draft in 2008. Emphasis is being placed on industrial minerals and aggregates, which constitute a very large industry in Europe. Chile: The Chilean Certification Code was approved in early 2008. As part of the Code, a National Commission is being established to screen and review reports on a random or specific basis. United States: The Society of Mining Engineers updated the SME Reporting Guidelines in 2007. The Securities and Exchange Commission has not accepted these more up-to-date definitions and guidelines. The SME committee will continue to discuss the incorporation of these Reporting Guidelines with SEC. SME has also established a class of membership, a Registered Member, which includes disciplinary measures for non-compliance with the SME guidelines."

Introduction A Self-Dumping cage which combines the features of a small skip and a cage has been used in a vertical winze between the 2,000 and 2,500 levels at the Coniaurum mine for the past three years, during which time its success has been demonstrated by uninterrupted service and low maintenance charges. lt was designed by John Reddington, mine manager, and was built under his supervision in the Coniaurum mine shops. Being new in many of its operating features, a small-scale model was made and tried before the final construction was undertaken. The mechanical performance of the model suggested a few minor changes that were incorporated in the final drawings. During its three years of use, the automatic dumping device has saved the expense of deck-handling of the cars. This actually represents a gross economy of something over four times the cost of construction and installation, which totalled $1,325. The cage, empty, weighs 2,200 pounds, of which 500 pounds represents the weight of the dumping accessory and necessarily heavier construction. Besides a considerable financial saving, the time saved in unloading increases the daily hoisting capacity of the winze. In raising ore from the 2,500 level, five minutes are required for a complete trip. Allowing one minute for the alternative of decking, we believe that the automatic dumping has increased the capacity of the winze hoist nearly 20 percent.

The use of redox fuel cells in which oxygen is replaced by other oxidants such as ferric ions can have significant advantages [1-3]. For example, the cathodic reaction rate (e.g., exchange current density) can be increased by several orders of magnitude compared to the oxygen reduction reaction, and platinum group metal (PGM) catalysts are not required. As a result of the higher aqueous solubility of the oxidant in a redox fuel cell compared to that of oxygen the rate of mass transfer (e.g., limiting current density) is greater by several orders of magnitude. The redox fuel cell can achieve high efficiencies and has other fuel cell advantages. The main issue with the redox fuel cell cathode is the regeneration of the oxidant where low conversion efficiencies are achieved even with platinum group metal (PGM) catalysts. In the work discussed here the Fe3+/Fe2+ redox fuel cell cathode is characterized over a range of electrolyte concentrations and operating conditions, and electrode materials. Cyclic voltammetry and electrochemical impedance spectroscopy are mainly used for electrochemical characterization and mechanistic determination of the cathode redox couple. Further characterization with selected compositions and materials is done in a redox fuel cell (hydrogen - Fe3+/Fe2+). The mechanism and the advantages and disadvantages of the fuel cell redox cathode are discussed with respect to other approaches and other redox couples.
