AS is well known, there are large and valuable deposits of coal in British Columbia, both on the mainland and on Vancouver island. These deposits are widely distributed over the Province. The chief sources of supply on the mainland are found in the Fernie and Princeton-Nicola districts and on Vancouver island in the Comox and Nanaimo districts. The coals range from a very high quality bituminous coal to lignite. On the Upper Skeena river there is said to be a very large deposit of anthracite or semi-anthracite, but this field has not been developed. Coal was first discovered in British Columbia on the north end of Vancouver island in the year 1835, but it was not until 1852 that coal mining was seriously undertaken by the Hudson's Bay Company at Nanaimo, where mining has been carried on continuously ever since that date. The production of coal in the Province continued to increase until the year 1910, when the annual output reached its peak at 3,100,000 tons and a total of 7,800 men were employed in the industry. Since 1910, the production has dropped steadily until, in 1934, only 1,347,000 tons of coal were produced and less than 3,000 men were employed. This continued decrease in production has in no way been caused by lack of coal reserves. It has been due entirely to curtailment of markets. I do not propose to discuss coal mining practice in British Columbia, where we have all sorts of mining conditions, including submarine mining. There is no lack of coal supplies for either industrial or domestic purposes, nor is there likely to be any shortage of coal in the Province for many generations. We have our mining troubles, which increase the cost of production, but there are no insuperable difficulties to prevent the extraction of a large and increasing supply of coal. Our main difficulty-in fact our only serious difficulty-is to find a market for our output, and we must consider means which can be evolved not only to conserve our existing markets but also to expand them, at any rate within the boundaries of Canada. I will therefore confine my remarks chiefly to the all-important factor of Markets for our coal.

"The determination of rock bolt contribution to reinforced joint shear strength is still a challenge, especially for assessing reinforced rock mass stability. For this purpose, several experimental studies have been performed during the last decades, mostly on small scale rock joint and bolt specimens. However, to accurately assess the rock bolt contribution, scale effect has to be accounted for. For this reason full scale lab tests are required as an alternative to in situ tests for which boundary conditions are more difficult to control.In this paper the results of an experimental program carried out with a large shear box, dedicated to test bolts in full scale conditions is presented. Different rock bolt diameters and different rock bolts inclination with respect to the shear plane were tested Experimental results were satisfactorily compared with an analytical model which is able to compute the contribution of the rock bolt to the shear strength of the joint as well the associated displacement of the joint. These conclusions allows us to validate the model in order to help the designer of reinforced rock engineering structures, such as slope or underground openings, to precise the optimum installation of rock bolts. INTRODUCTIONFully grouted rock bolts are commonly used for rock masses reinforcement to ensure the stability of rock slopes and underground cavities. For this purpose, the determination of rock bolt contribution to reinforced joint shear strength is of the utmost importance. During the last decades, several experimental studies have been performed to investigate the behavior of bolted rock joint. For obvious reasons, almost all the experiments were achieved on small scale bolted rock joint specimens (Bjurström, 1974; Azuar, 1977; Dight, 1983; Egger & Fernandes, 1983; Schubert, 1984; Spang & Egger, 1990; Egger & Zabuski, 1991). These studies made it possible to assess the influence of different parameters such as the bolt’s diameter, the number of bolts, the angle between the bolt and the joint, the nature of the rock, the friction and the dilatation angle of the joint. However, to accurately assess the rock bolt contribution, scale effect has to be accounted for (Vallier et al., 2010). For this reason full scale lab tests have been performed as an alternative to in situ test for which boundary conditions are more difficult to control."

Optimization of the mining sequence in terms of economics (maximizing net present value) often leads to multi-front mining methods generating pillars. Significant resources are tied up in these pillars, but mining them is often challenging. In order to improve our understanding of rock mass behaviour while extracting these pillars, an extensive monitoring program has been designed and implemented at Vale?s Coleman mine (Sudbury, Canada). The program focuses on existing and new technologies that have potential for monitoring deformation and rock mass property changes. It includes both active and passive methods: gravimeters, multi-point borehole extensometers, fiber optic strain meters, fixed and portable three-component seismic arrays, borehole imaging and sonic logging, and, repeated LiDAR surveys. This paper reports results from an initial project phase, when only a small amount of mining has taken place. The goal was to test and compare technologies in order to assess their sensitivity, accuracy, repeatability and suitability for underground mining conditions. Value is gained by having a broad range of monitoring devices running side by side, enabling comparisons and benchmarking.

THE prevention of silicosis by metallic aluminium has been reported by Denny, Robson, and Irwin in two papers. The first (1) was published in 1937; the second (2), in 1939. The results definitely established that silicosis was prevented in animals by the inhalation of small quantities of aluminium. The present communication records subsequent progress in this field of research. HARMLESSNESS OF ALUMINIUM Animal experiments having served their purpose, it became necessary to consider means to test the discovery on humans. A question for immediate consideration was: Is aluminium harmful to man when inhaled as a fine powder? While the animal experiments were reassuring, since they conclusively showed the powder to be innocuous when breathed by animals, it was, nevertheless, desirable to have additional reassurance with regard to its effect upon human beings. Through the courtesy of the Aluminum Company of America and especially the valued interest in this problem displayed by that Company&apos;s Director of Research, Dr. Francis C. Frary, a study was made of the records pertaining to the health of a group of 125 employees who had for many years been engaged in the manufacture of finely powdered, metallic aluminium for the paint and ink industries. The conditions were such that these employees had inhaled varying and oft-times very dense concentrations of this powder daily over periods ranging from 6 to 23 years, the average for the group being 12 years. X-ray pictures of their chests showed no abnormalities attributable to aluminium. Their general health seemed better than that of the 3,000 workers in other sections of the plant. In fact, the early films of three employees in this group of 125 showed shadows suggestive of minimal tuberculosis, which shadows were not discernible in films taken after considerable periods of exposure to aluminium powder. The harmlessness of aluminium was, by this study, reasonably well established at the outset, a finding subsequently verified by Ontario research on humans.

Mine reconciliation is the art and science of comparing predictions and real-world outcomes with the intent of revealing the true quality of performance of models, planning, mining, and mineral processing. When mine reconciliation is conducted in a systematic, transparent and sustainable way it can play a central role in the governance of Mineral Resource and Mineral Reserve (MRMR) estimation and reporting. The core processes of modelling, planning, mining, and processing need to be transparent to be able to demonstrate that MRMR are reliable predictors of mine performance and value. Transparency is also necessary for mine technical staff to generate meaningful analyses, conclusions, and business improvement actions that demonstrably maximise value for all stakeholders. Most mines have some form of mine reconciliation practice, however because there is no agreed industry standard, and because mine reconciliation is difficult for a variety of reasons, it is often unsustained and/or ineffective at delivering the required transparency of performance. To deliver true governance of MRMR and business value, mine reconciliation must be sustainable. There are two categories of issues that combine to make mine reconciliation extremely difficult to sustain, these are technical, and people related. Technical issues include defining standard terms, accurately tracking material flows, data availability/adequacy/quality, calculation of key performance indicators and tolerance limits, analysis, and interpretation of results, understanding limitations of modelling techniques, and defining appropriate actions that can deliver value. These technical challenges are non-trivial, however compounding these are a range of people issues that include personal agendas, scepticism, lack of knowledge and experience, poor teamwork, absent leadership, toxic workplace culture, staff turnover, ineffective communication, siloed organisational structure, and lack of deliberate change management. All these problems can be solved with clarity of purpose, definition of the process of mine reconciliation, discipline in following the process, appropriate resourcing, and commitment to success across the entire organisation. Outlined in this paper is a management system that delivers sustainable mine reconciliation by addressing both the technical and people issues described above. This approach can deliver significant value for a mine and adds a robust, defensible governance over MRMR estimation and reporting.

Diesel locomotives for underground haulage have been used in coal mines in Continental Europe for twenty-five years or more. In Great Britain, it was not until 1935 that permission was granted to use them in gassy coal mines, but since that time they have been employed in increasing numbers both in gassy and non-gassy coal mines and in metal mines. Their use underground in coal mines in the United States is still prohibited and the same was the case in Canada until 1946, when permission was granted to operate a Diesel underground in the Adanac mine of West Canadian Collieries, Limited, at Bellevue, Alberta. The locomotive used here is a 50 h.p. Hunslet Mark II. More recently, a 100 h.p. Diesel was placed in operation for underground haulage at No. 18 Colliery of the Dominion Steel and Coal Corporation, in the Sydney coalfield, N. S. Thus, on this continent, Canada has been a pioneer in the use of these locomotives underground in coal mines and there is no doubt that more and more of them will be employed as time goes on. We feel, therefore, that the following notes concerning their design and performance, which we have received from the High Commissioner for the United Kingdom, will be of interest to our members.

The Functions and the Responsibilities of the Institute The Canadian Institute of Mining and Metallurgy is unique. ln addition to the welfare of its members, it has a real interest in the welfare and promotion of one of Canada&apos;s largest and most important basic industries. It is because of this that the membership is composed of both individual and corporate members. The individual members are both technical and non-technical (Members and Associates). Both Members and Associates have the same status in the Institute and all are interested in the welfare of the mineral industry. The aims and objects of the Institute 11re twofold. The education and welfare of its individual members and the sound promotion and welfare of the mineral industry. Perhaps it might be well if we reviewed these aims and objects as stated in our Constitution: "First - To promote the arts and sciences connected with the economical production of valuable minerals and metals, by means of meetings for the reading and discu11ion of technical papers, and the subsequent distribution of such information as may be gained throo.gh the medium of publications". It cannot be denied that we have do ne a good job in this particular phase of our work. Nevertheless, there is still room for improvement. It has been suggested that we might have more discussion and, on occasions, more criticism of our papers and programmes. This can best be done if the authors will have their papers prepared in sufficient time to permit of preprints being made availa1ble before the meeting at which they are to be presented.

"Abstract - Africa is endowed with a number of the world&apos;s giant ore deposits which have contributed significantly to the development of their host countries. Mineral exploration has a long history in the continent, but mining on an unprecedented scale took off during the latter part of the 19th century, accompanied by the development of lines of communication and other infrastructure to service the major mining centres .The ""Winds of Change"" which swept Africa in the 1950s and 1960s brought in new styles of government and economic management to a number of regions, often with demise of economic viability and infrastructure. ln recent years, with the end of the cold war, collapse of communism and changes in South Africa, new opportunities for mineral exploration are opening up rapidly in Africa. However, due to the large cost, long lead-in time, and high risk of developing new mineral ventures in the continent, it is necessary for the host countries to draft realistic and favorable mineral laws and fiscal codes in order to attract, and not deter, potential mineral investors.There will be an on-going role in mineral exploration throughout Africa for the artisanal miner, the smaller entrepreneurs and mining companies, exploration aid programs funded by the developed countries through African governments, as well as the major mining houses who have the resources to develop larger viable mineral deposits."

SULPHUR, like the minerals of coal, iron and petroleum, is one of the essential materials in our modern expanding industrial civilization. Before discussing the salient features of the production of sulphur from the Canadian sour gas, it seems appropriate to outline the historical past and probable future utilization of sulphur. The ancient Greek writer Homer spoke of its "pest-averting sulphur" and the "divine purifying fumigation". Ancient alchemists found sulphur to be a fascinating and baffling material. The discovery of gun powder in the year of 1250, and its application to the art of war a, century later, made sulphur an important commodity in the progress of mankind. The initial manufacture of sulphuric acid in the year of 1736 by the Englishman Joshua Ward, established the basis of a chemical industry that today utilizes 80 per cent of the consumption of elemental sulphur. Commercial production of the chemical soda ash ( N a2C03) discovered in 1787 by the famous Leblanc Process, in-creased international demand for the element sulphur and marks the birthday of the Sicilian sulphur industry.

In this paper, the argument is put forth that the codes used for public reporting of mineral resources and mineral reserves have some significant limitations with regard to the information provided to investors on the short- to medium-term value of mining properties. Such limitations include a) failure to explicitly incorporate a time element and b) failure to state explicitly the quantity and quality of mineral product that will be produced for sale. A time-value framework for reporting mineral assets is proposed in order to overcome these limitations. The proposed system is based on two classification axes: a) an X-axis representing time in years during which the value of the asset is likely to be realized and b) a Y-axis representing the value identified by a mining or exploration company\u2019s activities. The potential benefits of this system are discussed, including the ability to incorporate factors, such as permitting and construction times, directly into the magnitude of the reported mineral assets. The proposed framework would assist in the standardization of mineral assets reporting in such a manner that they could eventually be more readily included in financial statements. THE Workmen&apos;s Compensation Ace defines Silicosis as "a fibrocic condition of the lungs caused by the inhalation of silica dust sufficient co produce a lessened capacity for work". This fibrocic condition muse exhibit a specific appearance in the X-ray picture of the chest-an appearance which is not characteristic of several lung conditions which can cause lessened capacity for work and which are not due co silicosis. The layman is sufficiently familiar with this subject co know chat, as far as our knowledge goes, quartz is one of the principal objectionable factors in the production of this condition. He should also know that silicosis respects neither geographical nor industrial boundaries. It is as much a factor in some industrial processes (e.g. foundry work, sandblasting) as it is in mines handling ores containing quartz. Its development co a recognizable stage is usually a matter of many years. As yet, its cure is unknown. Its prevention is possible in varying degrees. The layman should also know that the development of fibrosis may be accelerated by breathing in, or living in, any atmosphere containing dust. Few normal adults, particularly those above a certain age, have clear lungs, and fibrosis in varying degrees is noted in the farmer, the steel worker, the clerk, and many others in varied occupations. It is not restricted to miners. Medical and industrial journals, and at times the press, are crammed with data pertaining to this subject, much of which is misinformation. This is particularly true of certain !laces where the preventive and compensation measures for the good o those earning their livelihood in an industry in which silicosis may be contracted are not so far advanced as in our own Province. A great many of these publishings are alarming to the layman. They leave him with the impression that he is taking his life in his hands if he elects to work underground, particularly in a gold mine-that he has at once sold his heritage of health and chat sooner or later he will succumb to the ravages of this ailment. Nothing could be farther from the truth. Actually, under present conditions in Ontario mines, a very small percentage of the men employed ever become impaired by silicosis to the extent chat they must withdraw from the industry. I propose to tell you briefly something of this subject as it affects our mines.

The teaching of geophysics in Canada at the present time presents a variety of approaches to the subject, and the different paths adopted imply, in turn, an uncertainty in the minds of some educators as to the role this science is to play in the future progress of geology, and a hesitancy to commit themselves to foster its development. The pedagogical attitudes vary from a whole-hearted acknowledgment that the science of geophysics is fundamental to the understanding of terrestrial phenomena (including, of course, geological processes) to a hesitant immersion of the toe to test the water&apos;s temperature (which is, of course, essentially a geophysical experiment) before deciding whether or not the time is ripe for total immersion. The present discussion has been organized in the hope that it will help to clarify the roads to geophysics and assist educators in making a more understanding choice of the best paths for them to follow, according to their particular requirements and objectives. Before proceeding further, however, it is necessary to define the term geophysics and circumscribe the field it covers. In the first place, it should be emphasized that geophysics is NOT confined to the art of geophysical prospecting. The popularization of geophysics has unfortunately engendered a general misconception of the word, and consequently a tendency to ignore the wider meaning of the term. Etymologically, geophysics means the physics of the earth. It is so understood by the International Union of Geodesy and Geophysics and the various geophysical societies which adhere thereto. To them, geophysical prospecting is but a very small field indeed, which they consider had best be left to engineering and prospecting organizations.

"The presence of the naturally occurring radioactive elements uranium and thorium in rare earth (RE) resources can present challenges in achieving regulatory and social acceptance. The discovery and awareness of radioactivity in mineral resources radioactivity typically generates strong public intuitive responses that may be project prohibitive; a significant proportion of such resources contain radioactivity.The objectives of this paper are to demystify the presence of uranium and thorium in RE resources and to demonstrate how a RE project can be safely developed, operated and closed from a radiological perspective. Radioactivity in RE resources is principally thorium-based. Thorium is interesting and challenging from a metallurgical perspective – one of those stubborn metals commonly assessed as refractory. Thorium is difficult to mobilise into solution and easily precipitates out. Thorium is a common element in the earth’s crust – about 10 ppm on average, and natural geophysical systems conclusively demonstrate its immobility. Specific mine tailings contain elevated levels of thorium, but the contained thorium is neither a significant ecological nor a personal hazard.Waste management for a hard rock rare earth project includes the management of mineral processtailings, waste rock, and metallurgical residue. Proven strategies are available for tailings and waste rockfor all climate conditions. The management of the metallurgical residues is potentially more challenging.Example robust strategies for addressing these challenges are presented.A potential way to reduce the radioactivity of rare earth metallurgical wastes is to selectively remove uranium and thorium. Uranium oxide is readily marketable, but its concentration as a byproduct typically triggers extensive regulatory processes. Thorium is presently not marketable, but may be so in the not-too-distant future with the development of thorium-based nuclear energy. The pro’s and con’s of uranium and thorium byproduct recovery are summarized."

This paper describes a collaboration between McGill University and Hatch Ltd. to expose undergraduate students to real-world industrial projects. As part of the final-year design course, the students receive a detailed lecture on Scale-Up of New Technologies&apos;, including seven case studies drawn from over fifty years of full-scale industrial projects. The students are taught the basic concepts of scale-up, including the limits of pure theory and the need for empiricism. Insights from real scale-up failures and successes are fictionalized as Projects A, B, C, etc. The students are then asked to identify the guiding principles that can be distilled from these case studies.

RISKGATE is an interactive online risk management system developed by the Minerals Industry Safety and Health Centre (MISHC; University of Queensland) to assist the mining industry in implementing continual improvement in management of major unwanted events, and so maximising health and safety performance. A comprehensive body of knowledge has been compiled from diverse mining industry experts for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, manual tasks and slips/trips/falls. This paper presents an overview of the body of knowledge captured from diverse mining industry experts for the management of unwanted strata incidents, and explosions in the underground environment. This knowledge is divided into a series of initiating events within both topics (as listed) with further degrees of classification based on design, operation, and management concerns. "The ocean has served humanity as a source of raw materials for thousands of years, but only on a minimal scale relative to its potential. Exploration programs have shown the ocean to contain a large number of mineral deposits of great extent and attractive grade. Recent research has indicated that a number of these deposits can be economically exploited with present-day technology and that the cost of winning many industrially important minerals from the oceanic deposits is potentially much less than that of winning similar minerals from land deposits. Although the finding of mineral deposits in the sea is a relatively simple matter at the present time, the exploitation of many of these deposits has lagged due to the lack of the availability of specific mining techniques for the individual deposits. Within the past two years, however, several developments have taken place in the design and testing of ocean mining systems in depths of water as great as 12,000 feet which indicate that the problem of mining in the ocean may soon be solved.Within the next decade, the ocean should prove to be a major source of many minerals for society and should come to dominate as a source of such metals as copper, nickel, cobalt, manganese, etc. Within a few years of the initiation of the mining of the deep-sea metalliferous nodules, land sources of such metals as nickel, cobalt, copper, manganese, etc. will be seriously affected and it is conceivable that the present structure of the world mining industry will undergo a substantial change in character."

"The Indian Molybdenum deposit occurs in granite near the centre of Indian peninsula, Kewagama lake, in Preissac township, Abitibi county, Quebec, about 40 miles east of Noranda. Quartz veins containing molybdenite were discovered in the vicinity of the deposit in 1901 by J. F. E. Johnston of the Geological Survey of Canada. Innumerable trenches and a few pits were excavated during and prior to the first great war, but there was no production. During the second great war systematic drilling along a favourable zone disclosed by the earlier trenching outlined an orebody of 225,000 tons with a molybdenite content of 0.46 per cent.A 500 on mill was built in 1943, and 91,489 tons of ore underwent treatment, from which 699,568 lb . of molybdenite was recovered. The deposit lies at the north edge of a muscovite-biotite granite mass about 2 miles wide and several miles long. West of Kewagama lake this granite is cut by great swarms of quartz veins . The only other granite in the district known to contain similar swarms of quartz veins, and which similarly has become a source of mo!ybdenite, occurs 20 miles east in La Corne township. The non-molybdenite-bearing granites of the district are either more basic and contain frw dykes except aplite or are distinctly pegmatitic types and contain up to 50 per cent pegmatite dykes with molybdenite only here and there in small amount."
