PUBLIC debts, and the policies guiding public finance in Canada today, are in such a state that every intelligent citizen should be familiar with them, and should be concerned about them. None of you have robe reminded that taxes have already risen to a point where they both annoy and hurt you, but they should also alarm you; alarm you, not so much because of the taxation, but because of the mounting expenditures represented by that taxation. I have no hesitation, therefore, in presenting a paper dealing with public finance at a meeting of the Mining Institute, since all present are concerned,. both as individuals and as representatives of the industry. Moreover, it is important that engineers, particularly, should become better acquainted with the interlocking relationships of economics, public finance, government, and technology. While I am neither an economist, a tax expert, nor a chartered accountant, I shall try to tell you, from my viewpoint as an engineer and an interested voter, the story of public finance in Canada today and of certain causes and effects, and I shall venture certain conclusions. In doing so I may merit criticism by experts, but I will risk this in the hope that sufficient interest will be stimulated in the subject to persuade you, as individuals and as groups, to advance, or to institute, your own studies in public finance, and in turn to interest others. I hope that some of the ideas which will be expressed, or which may develop, will bear fruit. I fully realize that several eminently qualified men have spoken on this subject during recent months, and that many authoritative articles have been written. However, I approach it with confidence, because I propose speaking to you not as an authority, bur as one of you, having similar interests and similar engineering knowledge, who only a few months ago became particularly interested in the subject, studied it, and who now sets before you a summary of his findings, with the conviction that the situation is so serious that constructive planning and constructive action by all thinking citizens are imperative.

"The New Brunswick gypsum and an-hydrite deposits make up part of the Windsor group in the Upper Mississippian. The present deposits were formed by surface hydration of the underlying anhydrite beds. The sub-hydrate, hydrate, and di-hydrate stages of gypsum are formed from the anhydrite by this hydration. The anhydrite was precipitated from sea water in embayments that were separated from the sea by a reef or bay-mouth bar. The anhydrite is the original form of the calcium sulphate precipitate.One gypsum deposit near Plaster Rock in northern New Brunswick was precipitated from sea water directly as gypsum, which is its present form."

"Behaviour of rebar bolts subjected to combined shear and bending in underground potash mining applications is not well understood. An experimental investigation compared load applied to resin-grouted No. 25 metric rebar to theoretical load, calculated using elastic bending theory. Distributed optical sensing (fibre optic) technology allowed axial strain measurements at 1.25 mm increments along the length of rebar. Experimental procedure, data processing methods, and equipment improvements are needed for field applications of optical sensing technology. Goals were to adopt procedures for instrumenting rebar bolts, conduct tests, and develop data interpretation methods to measure field deformations and loads. ¦ KEYWORDS Fibre optic, Potash mine, Rebar bolts, Transverse load testing RÉSUMÉ On appréhende encore mal le comportement des boulons d’ancrage pour barres d’armature soumis au cisaillement et au cintrage pour un usage dans des mines de potasse souterraines. Industrial smelting furnaces are subjected to significant structural changes and deterioration caused by the conditions under which they operate. The current methods for the structural assessment of furnaces include visual inspections, analysis of thermal data, acousto ultrasonic-echo (AU-E) of the refractory lining and surveying of the key structural elements. Acoustic Emission (AE) non-destructive testing (NDT) technique has proven its capabilities for continuous monitoring of industrial installations and structures. Recently, Hatch Ltd. has been successful in applying acoustic emission for monitoring furnace tapblocks, and expanding the scope of the acoustic emission monitoring to the structural integrity of the entire furnace. The capability of detecting emissions related to the fracture development in the furnace shell, movement of the refractory, electrode arcing, combined with efficient source location algorithms makes an acoustic emission system a comprehensive tool for the real-time furnace integrity monitoring. In this paper the concept of such state of the art system for structural integrity assessment is presented. The initial results of the acoustic emission monitoring together with data analysis techniques are discussed.

"Scandium is a highly valuable element belonging to the rare earth elements (REE) but it has different chemical and physical properties from those of lanthanides. This metal is generally used in aluminum-scandium alloys and in fuel cells but the development of its market is slowed down by its high price (more than 1000 US$/kg for a 99.0% grade product). Indeed, the low scandium content in the continental crust (an average of 22 ppm) and the difficulties to extract it selectively from solutions containing high impurity concentrations increase the cost of the recovery processes. Nowadays, scandium is primarily recovered as a byproduct.ERAMET is developing a hydrometallurgical process in Gabon (Mabounié) in which the scandium content in the deposit reaches 10 to 100 ppm. The Maboumine project consists in the extraction and purification of uranium, niobium, tantalum and REE from Mabounié ore. In the frame of this hydrometallurgical project, ERAMET had also studied the feasibility to recover scandium as a byproduct. During the ore leaching, uranium and rare earth elements including scandium are solubilized into the pregnant leach solution (PLS). Among the various methods investigated to recover scandium from the PLS, liquid-liquid extraction using Primene JM-T as extractant was chosen and tested first at laboratory scale and then at pilot scale. Selective stripping of the loaded organic was carried out by using phosphoric acid solution, allowing the selective recovery of scandium from thorium and zirconium partially extracted from the PLS by Primene JM-T under the process conditions."

This study examined the effects of pH and sulphate concentration on the surface charge and stability of alumina and pyrite dispersions. The relationship between these properties was investigated using measurements of electrophoretic mobility and settling velocity. The maximum aggregation for both minerals was observed near the iso-electric point (iep) where the force of repulsion is at a minimum. Aggregation decreased at pH values away from the iep, where an increased surface charge causes electrostatic repulsion between particles. Zeta potential data revealed that sulphate ions were adsorbed only on positively charged surfaces for both minerals. Adsorption of sulphates on the alumina surface increased aggregation by reducing the surface charge from >+25 mV to close to zero. These results indicate an electrostatic bonding of sulphate ions to alumina surface. Preliminary results on the interaction of pyrite and sulphate ions indicate a similar response.

THE H.B. MINE and concentrator are located in the Nelson Mining Division of British Columbia, on the north side of the Sheep Creek valley about seven miles southeast of the town of Salmo. It is an operation of The Consolidated Mining and Smelting Company of Canada, Limited (Cominco), which has its metallurgical plants at Trail, about 25 miles west. The property was originally staked about 1907 by Horton and Benson, whose names are commemorated in the designation "H. B." Up until 1927, a considerable amount of development work was done in the upper levels by various companies. Cominco purchased the ?property in 1927 and carried out intermittent work until 1946. Following this, an extensive surface diamond drilling programme and a subsequent underground exploration were undertaken. Sufficient ore was outlined 'to warrant the construction of a 1,000: ton concentrator. This was started in April, 1952, and completed by the spring of 1953. However, because of adverse base metal market conditions, operation was deferred until May, 1955.

There are several hydrometallurgical alternative processing options under development for high enargite and arsenic containing copper concentrates ranging from biological, atmospheric, medium temperature oxidation to total oxidative leaching. The most developed of these options is the CESL process boasting pilot campaigns totaling more than 8760 hours of fully integrated continuous operation, as well as, over two thousand batch scale oxidation tests performed on dozens of concentrates for flowsheet development. This paper reports the observed deportment of arsenic under varying arsenic, iron and acid oxidation conditions; it also describes the impact of iron to arsenic ratios and residue recycle on overall arsenic behavior and its stability in residue. INTRODUCTION The CESL Hydrometallurgical Process (CESL) was originally developed to compete with smelting of clean chalcopyrite concentrates. High Treatment Charges and Refining Charges (TC/RCs) combined with premiums on London Metal Exchange (LME) grade copper from onsite refining made treatment of copper concentrates using CESL a viable option at the time. As world demand for copper increased and a subsidized Chinese refining market developed, smelting contracts became more favourable for the miner and focus was placed on modifying the CESL Hydrometallurgical Process to handle concentrates with elevated deleterious elements. Dozens of pilot campaigns processing concentrates containing elevated concentrations of uranium, fluoride, mercury and nickel all led to further developments of the CESL Hydrometallurgical Process. In 2016 a United States patent was granted for a novel modification of the CESL Hydrometallurgical Process for recovery of copper from arsenic-bearing and/or antimony-bearing copper sulphide concentrates, Henry Salomon de Friedberg (2016). To date, over 2000 bench scale tests along with five fully integrated closed loop pilot campaigns, totaling over a year of online operation time, have been conducted processing arsenic bearing copper concentrates. This paper summarizes the observed behavior of arsenic under varying autoclave and process conditions.

"As hydraulic fracturing is forbidden in some countries due to its accompanying environmental pollutions, microwave fracturing was proposed as a substitute technology to enhance coal seam permeability. Its mechanism includes: on the one hand, thermal stress caused by non-uniform microwave heating leads to fracture development in coal body, which increases coal seam permeability for gas; on the other hand, moisture within the coal body that hinders gas desorption and diffusion is removed during this process. To study the effect of moisture content on fracture development under microwave irradiation, high resolution photographs were taken before and after microwave treatment. These photographs were then binarized and skeletonized. Based on the processed photographs, the total area were calculated using ImageJ. The results showed that coal samples with 0% and 25% water saturation have more variation in fracture development as compared to that of samples with 50%, 75% and 100% water saturation. This study can be very useful in gas drainage and gas control in coal mines. INTRODUCTION Coalbed methane (CBM) is a clean energy source as well as a natural hazard to underground mining (Kurnia, Sasmito, & Mujumdar, 2014; Ranathunga, Perera, & Ranjith, 2014). One of the main goals of mine ventilation is diluting methane and removing underground contaminants (Xu, Huang, Nie, Chalmers, & Yang, 2017). Coalbed methane (CBM) has to be extracted prior and during underground mining to avoid methane outburst and explosion accidents. However, with the increase of mining depth, the coal permeability decreases significantly, which makes it hard to extract the methane (Huang, Xu, Hu, Kizil, & Chen, 2018). To enhance the coal seam permeability, many CBM recovery methods have been applied on-site, such as hydraulic fracturing and enhanced coalbed methane (ECBM). However, hydraulic fracturing is restricted due to environmental concerns and ECBM is only suitable for the coal seam with relative large permeability (Bustin, Bustin, Chikatamarla, Downey, & Mansoori, 2016; Huang, Xu, Chen, & Chen, 2018; Huang, Xu, Hu, et al., 2018)."

Introduction Mineral wool may be defined as "rock, slag, or glass fibres made by a process of melting and blowing by steam or air, containing a minimum of oil and unfiberized material" (U.S. Bureau of Standards CS 117-44). The earliest production of the material was in Wales, about one hundred years ago. In the United States, the industry daces from 1870 when a plant, using slag as raw material, was established in Greenfield, New Jersey. It was not until 1897, however, that large-scale production was commenced on this continent at a plant in Alexandria, Indiana, which utilized rock from nearby deposits. Today, mineral wool is manufactured in many parts of the United States and Canada, the plants for the most part being in close proximity to deposits of suitable rock or to sources of slag. In the United States there are some seventy-five producers with a total annual capacity of nearly one million tons of wool. In Canada, in 1946, eleven manufacturers produced about fifty million square feet of batt-type mineral wool insulation material. Mineral wool is, perhaps, the most efficient of all heat-insulating materials and, moreover, it is fireproof, extremely durable, and insect- proof. Its high efficiency is due to the very low thermal conductivity of the fibres themselves and to the fact that the produce as marketed contains up to 90 per cent non-conducting air space. Depending on the degree of compression of the fibres in the manufactured product, the specific gravity ranges from 2 lb. to 10 lb. per cubic foot. "This paper outlines the development and inplementation of functional training at the Thompson Mine of Inco Metals Company, Manitoba Division. This training is an extension of similar methods implemented throughout the company to meet safety and health and productivity objectives. It consists of the orientation to the mine, induction in the basic mining skills, and specific training in drilling and other skills in the mine. Initial results indicated a positive effect on the safety performance and proficiency of the mine workforce.IntroductionThe primary mining method at the Thompson Mine is mechanized cut and fill, with secondary recovery of pillars by undercut and fill . These methods require a workforce of about 900 hourly operating employees to obtain capacity production of 6500 tons of ore per day.Historically, turnover of mine employees has been high and large numbers of new recruits are introduced to the mine every year. These men are recruited primarily in Manitoba, but also from distant areas of Canada; most of the se people have no previous mining experience.Training has always been an important component of mine operations. Mine supervisors and experienced miners have committed an appreciable amount of time and effort to training these new recruits. As well, training efforts have been directed toward upgrading the skills of experienced workers.Recently, a growing awareness of the significance of this training effort and its impact on accident frequency, productivity, turnover and other important parameters of the mine operation has led to a review of training methods. The training program described in this paper has resulted from this review."

Ni current collector has excellent electronic conductivity and mechanica, properties. However, nicke, cannot be used in H2S-containing syngas SOFCs due to sulfur poisoning and coking. Copper coated nicke, is prepared by electrochemica, deposition. XRD, SEM, and EDX techniques are used to characterize the samples. After high temperature treatment in syngas containing, the coated samples exhibit high resistance of coke formation and sulfur corrosion compared to pure nickel. Therefore, copper coated nicke, is a promising anode current collector for H2S-containing syngas SOFCs.

A complementary ion exchange/solvent extraction process for the recovery of copper from low- grade ores is described. It has successfully been implemented on a full-scale plant level at the Buchim Copper Mine in Macedonia, yielding a maximum copper cathode production of 2400 tons per year. Compared with conventional SX/EW operations, this technology makes the exploitation of low-grade copper ores economically attractive, due to reduced operational and capital expenditures. Furthermore, the additional Lewatit® ion-exchange installations diminish the volumes of harmful organic substances in the following SX step and minimise the risks associated with the handling and usage of these chemicals, such as environmental pollution or fires. Finally, the significantly diminished quantities of liquids for the SX operation have a tremendous effect on the footprint of the plant (ca. 50% less) thereby leading to a reduction of capital expenditures. This paper reviews the main stages of the combined IX/SX process, the applications for metal recovery and introduces projects where the process is applied. Key findings of the process are also presented. A comprehensive technical comparison between processes has been carried out. This paper also evaluates the advantages of using combined IX/SX technology as a purification and separation step in copper production process, with the aim of further increasing the overall copper recovery and to ensure that a suitable copper concentration in the advanced electrolyte is achieved. The implementation of a Ion Exchange (IX) process in the classic Solvent Extraction-Electrowinning process(SX/EW) is found to be beneficial for processing of pregnant leach solutions both from spent and new copper heaps and dumps, acid mine drainage and other industrial streams without any preconditioning as well as in terms of achieving improved recoveries and copper cathode quality. INTRODUCTION The concentration and separation of copper from primary leachates is one of the key operations in the hydrometallurgical processing of oxide ores (Langner, 2011). Conventionally, this basic operation is conducted by submitting the pregnant leach solution (PLS), with a 1–5 g/L Cu content, from the initial sulfuric acid leach to a solvent-extraction (SX) process in which copper reports to the organic phase. After phase separation, the metal is stripped from the extractant/diluent mixture employing sulfuric acid to furnish a concentrated metal solution, usually containing 40–50 g Cu/L. The final products of the overall process are copper cathodes, which are obtained from a terminal electrowinning step.

The mining industry is undergoing a period of rapid transformative change.  This is the result of the social and financial accountabilities that the industry is faced with because of the world’s desire to cap average temperature increase to 1.50C above pre-industrial levels (UNFCC, 2016).  To limit global warming to 1.50C, greenhouse gas emissions must peak before 2025 at the latest and decline 43% by 2030.  In hard rock mining, comminution is identified as the major energy consumer, being responsible for 40-60% of the electricity use.  It follows that comminution is the major greenhouse gas emission process of the mine.  All effort is being made to radically reduce the carbon emissions of comminution. Grinding media plays a large role in the energy consumption and carbon emission story.  In recent years industry practitioners have attempted to quantify the grinding media carbon footprint.  This paper makes a definitive contribution to that discussion.  The grinding media carbon footprint is quantified in Scope 1, 2 and 3 emission terms in the context of a grinding media supplier.  Major emission contributors, steel, natural gas and electricity are discussed in detail.  The steel industry transition is a key factor. The paper will explore the steel industry transition and its effect on grinding media manufacturing.  The carbon footprint of heritage steel process routes are analysed and compared with the process routes of the future.  Emerging steel making technologies are presented and discussed.  The future of the steel manufacturing and procurement route for grinding media is proposed. This narrative allows for a comparison between the heritage carbon footprint and the future carbon footprint of manufactured grinding media.  Of equal importance is the opportunity of reducing the grinding media carbon footprint in the field.  The paper explores possibilities of reducing the grinding media carbon footprint at the customer site.  Media in use options are presented that take account of the mineral characteristics, the mill dynamics, and the product metallurgy to optimise both carbon footprint and media performance. It is intended that this is a landmark paper in the discussion of the carbon footprint of grinding media.

"Force analysis on weakly-magnetic particles and non-magnetic particles in magnetic field are presented, using a kind of permanent magnetic drum magnetic separator, which is designed with strong specific magnetic force and open magnetic system. Its surface peak intensity reaches to 1.0T, and the distribution density of capture line is 1.25×103/dm2. Qualitative analysis on the particles including its magnetic property, particle size, motion speed, magnetic field intensity, etc. is also presented to calculate the separating parameters for the drum separator. Experiment was conducted for the separation of fine weakly magnetic minerals for example ilmenite. The practicability to separate the minerals using separator designed with open magnetic system has been proved, providing an economic way for efficient separation of micro-fine weakly magnetic minerals and upgrading of non-metallic minerals. INTRODUCTIONMagnetic separation is a mineral processing method based on the differences of magnetic properties between minerals in inhomogeneous magnetic field (Sun, 2007). Currently for separation of micro-disseminated weakly magnetic iron ore, electromagnetic high intensity magnetic separators with closed structure of magnet system are often used. And for the separation of strongly magnetic minerals such as magnetite, low intensity drum magnetic separators with open magnet system are often used. In order to lower the operation costs and improve energy efficiency, it is important to develop efficient high intensity permanent magnetic separator with open magnet system, to some extent replacing high intensity electromagnetic separator.Oberteuffer (1974) discussed the magnetic force and competing forces in magnetic separators which compete with the magnetic forces and act on all of the particles which travel through the separator are those of gravity, hydrodynamic drag, fraction, and inertia in magnetic separation."

When water floods are initiated after gas-oil ratios have increased, the transition period from the start of injection until" the gas-oil ratios are returned to the solution gas-oil ratio may be important for either economic or technical reasons. The transition period is longest, and consequently most critical in water floods where injection is equal to withdrawals. This paper describes a theoretical basis for predicting the behavior of such a system and outlines a procedure for making the necessary calculations. The calculation procedure is illustrated for two actual cases: a line drive water flood and a five spot water flood. In each case there is a reasonable similarity between the actual and calculated performance.

Slope problems arise on mining properties from cuts for roads and railroads and from open pits. When it is 'realized that 1,000,000 extra tons of waste may have to be mined as a result of an average slope being reduced by 1 ° it is easy to appreciate that the slope problems connected with open pits are of far greater importance than the others. The type of slope failure that can occur can be classified in different ways. The most useful classification would be one that separates the causes in such a way as to provide a basis for studies to deal with problems of prevention and control. The Darrehzar porphyry Cu deposit is situated in the Urumieh-Dokhtar magmatic suite of Central Iran. The REE and trace element data suggest that the deposit lies within a continental margin setting. Phyllic and propylitic alteration are pervasive in the area but potassic and argillicalteration are not readily recognized on the surface. This is possibly the result of super gene weathering of the surface rocks or because of an intense phyllic overprint. Poor soil development and abundant outcrop make the area suitable for a case study of lithogeochemical exploration technique for Cu deposits. A total of 262 rock samples was collected over the area and analyzed for 15 elements. The geochemical data cor-relate with the mineralogical composition of the rocks with the phyllic zone being marked by high-er concentrations of Si, Al, K, and by a high sericitization index while Ca, Mg, Sr, total Fe and Mn are more abundant in the propylitic zone. The lithogeochemical study indicates a metal zonation from a Cu + Mo-rich core to a Zn + Pb ± Ag-rich outer zone. Principal component analysis is useful for separating element associations, which in turn reflect the alteration halos. Principal components 1 and 2 depict alteration zoning, where-as 3 shows an association of Cu and Mo, that roughly defines the mineralized area.

The "United Nations Framework Classification (UNFC-2009) for Fossil Energy and Mineral Resources 2009” is the international system designed to meet (to the extent possible) the needs and to support the decision making and resources management of private industry investment, governments, policymakers, bank investment, scientists. There are different international and national systems classifying commodities (resources, reserves, possibility and feasibility to extract them, etc.) with their own definitions and reporting terminology which often do not overlap entirely or even differ significantly - thus creating difficulties and problems among stakeholders to understand each other. The UNFC-2009 is developed to allow “speaking in one language”. The paper presents briefly the UNFC-2009. The UNFC-2009 applies simultaneously three fundamental criteria to classify projects: economic and social viability, field project status and feasibility, and geological knowledge (so called E, F and G axes), thus creating a visualized, easily understandable three dimensional system. The E, F and G axis categories are divided to subcategories, using additional criteria. The UNFC-2009 is already applicable to solid minerals, nuclear fuel resources, petroleum. The amounts of solid waste generated by metals production from ores (mining, minerals beneficiation, extraction metallurgy) and its metals content are discussed from the viewpoint of using the waste as resource. An attempt is made to apply the UNFC-2009 to technogenic waste from metals production from ores - both to old engineering constructions (historic mining dumps and reclaimed beneficiation tailings ponds) and new (currently in use) dumps and ponds.
