Rio Tinto Iron Ore is currently working towards finalising comprehensive Native Title land access agreements, which cover all of the current eleven mines and infrastructure owned and operated by the company in Western Australia's Pilbara region. Critically, the agreements represent a mutual commitment to a long-term relationship and address many areas of concern by promoting indigenous enterprise, well-being and regional development opportunities. Our objectives in the process are to obtain the informed consent of the traditional owners for our Pilbara expansions while providing benefits to them in a way which provides lasting and substantial improvements to health, education, housing and real jobs in the mainstream economy.   To facilitate the agreement negotiations, Rio Tinto Iron Ore (RTIO) proceeded in 2005 to research and design a specific strategy around Aboriginal relations and local community engagement in the Pilbara. Wherever we operate, Rio Tinto follows a fairly simple formula in working with communities, which is comprehensively aligned to local context.   This presentation provides an overview of Rio Tinto Iron Ore's community engagement strategy in Western Australia's Pilbara region. It will also explore the establishment of regional standards on employment, business development and contracting that have been developed to ensure Indigenous people are engaged in the development of their region and are able to contribute to supporting the growth and development of mining in the area with the expectation that there is prosperity for all. The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. Contemporary mine wastewater flows are subject to stringent water quality standards before discharge to local waterways. Strict criteria are often applied as a result of fears of extensive acid mine drainage; a feature of the many abandoned mine adits around the Coromandel, Central Otago, and the West Coast. In most cases the USEPA water quality criteria have been used to set treated wastewater discharge water quality standards. In future it is possible that the recently published ANZECC water quality criteria guidelines will be used for this purpose. The ANZECC guidelines also provide for the establishment of discharge criteria at specific sites, rather than accept the trigger values. The use of site-specific criteria for treated wastewater mine discharges was pioneered at the Golden Cross gold mine, near Waihi, in the late 1980s. The procedure used to derive water quality criteria was based on USEPA guidelines. In developing the Golden Cross criteria, only species that occur, or are similar to those that occur in the Waitekauri River were used. The mine commenced discharge of treated wastewater in 1991, and macroinvertebrate communities in the vicinity of the discharge point have been regularly monitored twice a year for the past 12 years. Despite fluctuations in community composition and abundance over that period, no permanent significant changes in the macroinvertebrate communities occurred between sites above and below the treated wastewater discharge. The success of the site-specific criteria at Golden Cross has shown how the application of this methodology can result in the protection of aquatic life while allowing for the discharge of treated mine wastewater.

The Ok Tedi copper and gold mining project is located in the headwaters of the Fly River system in western Papua New Guinea. The project's Feasibility Study was completed in 1979, and in- cluded a preliminary environmental assessment and an environ- mental management program. Construction commenced in 1981, an environmental impact study was completed in 1982, mining and treatment of gold ore commenced in 1984, staged construction of copper ore processing facilities took place during 1986-1988, and a further major environmental study was carried out for the operat- ing mine during 1986-1989. A very considerable data base of environmental information has been assembled by means of a comprehensive monitoring program. Environmental management criteria applied to the Project have reflected the stages and nature of development and operation. Criteria have been designed to regulate potential environmental impacts in the Fly River. An Acceptable Particulate Level of suspended sediment is the principal criterion. Compliance is con- ditional upon -a limited reduction in fish biomass, and upon dis- solved and particulate copper concentrations not exceeding predicted values at various locations throughout the river system. The criteria were established by the Government of Papua New Guinea following evaluation of environmental studies undertaken by the mining company. Compliance is checked by a detailed monitoring program, frequent reporting and statistical evaluation of monitoring results.

Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. Despite significant investment in safety in the mining industry (mostly focused on processes and systems), many companies are unable to sustain and further improve their performance resulting in continued workplace incidents. The problem persists despite the best efforts of companies and allocation of resources to achieve Zero Harm. A DSS survey in 2019 found that two out of five companies that cannot manage risks and face disaster, leave the market within five years. All safety/risk management systems have the common steps of risk identification, prioritisation, design of controls consistent with risk tolerance, and verification of implementation/operability of controls. This is then complimented with improvement to one or more of the above elements through learnings obtained from incident investigations. In principle, the above process should work to reduce risks to, and keeping them at, a risk level consistent with risk tolerance in the organisation.

Ironstone outcrops on the Savage River were discovered by State Government Surveyor C. P. Sprent in 1877. The limonitic outcrops were initially regarded as the surface expressions of pos- sible tin-bearing lodes, the tin deposits at Mt. Bischoff to the east having been found in 1871. By the turn of the century, shafts, adits and trenches had been developed on the deposits in the unsuccessful quest for gold, silver and base metals. The deposits were first reported as a possible source of iron ore by Tasmania Department of Mines (TDM) geologists in 1919. Modern exploration began in 1956 with the area registering the best magnetic response during an aeromagnetic survey of North- western Tasmania by the Bureau of Mineral Resources (BMR). The area had previously been reserved by TDM in anticipation of the lifting of the iron ore embargo. Reconnaissance Geologi- cal mapping (TDM) and grid-based magnetometer surveys (BMR) indicated that resources of iron-bearing material could approach hundreds of millions of tons. The theme at this yearÆs AusIMM New Leaders Conference in Ballarat was æThe Minerals Industry û Future Directions for New LeadersÆ. There was a strong focus on the recruitment and retention of trained and skilled graduates and new professionals into the mining profession. This paper highlights some of the key findings and discussion points from the New Leaders Conference. While some of the main causes of the decline in attracting new geoscientists to the mining industry have been identified, there still remains a lack of accountability among a number of Australian mining companies. Some of the factors identified that are driving new graduates away from the industry include; the social and geographical isolation, the long hours in challenging conditions and a difficulty in obtaining work straight out of University. Often there appears to be no clear opportunities within companies for career development and advancement. The opinion also still persists that the mining industry is lagging behind in both environmental and technical developments, which makes entry to the industry unattractive. Solutions that some of the large players in the Australian mining industry are implementing to help reverse the trend include targeted marketing of the lifestyle, money, freedom and travel offered in the mining industry, the development of graduate recruitment programmes and much more emphasis on the quality and reputation of the companies themselves. Incentives to attract families have also been significant in attracting and retaining employees whom otherwise would have left the workforce. However, more still needs to be done to completely reverse this trend and the mining industry needs to continue to be proactive in marketing itself as a desirable employer and career choice option for students and new professionals.

The Que River and Hellyer polymetallic massive sulphide ore bodies are located 3 kilometres apart in the Cambrian Mount Read volcanics of Western Tasmania. Both deposits are classic examples of the Kuroko volcanogenic style. Base and precious metal rich hydrothermal solutions rose through a deep fracture system and vented on the sea floor, causing sulphides to accumu- late in adjacent topographic lows. Together the preproduction geological resource is approximately 23 million tonnes at greater than 18% zinc plus lead, with economically significant silver and gold. Exploration by Aberfoyle in the Mount Read volcanics com- menced in 1970. Que River was discovered in 1973 following a comprehensive data review, a regional stream geochemical survey and a helicopter-borne electromagnetic survey. Production began in 1981, and the mine is currently producing 300,000 tonnes per year. The ore is sold to the Electrolytic Zinc Company of Aus- tralasia Ltd mill at Rosebery. Ten years of extensive geological mapping, soil geochemistry, and induced polarisation, combined with continual study of the Que River orebody and its host rocks, formed a strong frame- work for the discovery of the Hellyer deposit, which was found as a result of drilling .a subtle time domain electromagnetic anomaly in 1983. Hellyer is currently being mined at a rate of 250,000 tonnes per year, with the ore being concentrated at Aber- foyle's converted Cleveland tin mill. Treatment of 1 million tonnes per year will begin in early 1989 at a new mill located near the Hellyer site.

A series of conventional dynamic uniaxial compression (CDUC) tests and coupled static-dynamic loading (CSDL) tests were conducted using a split Hopkinson pressure bar (SHPB) system to explore the dynamic mechanical behaviour and fracture characteristics of medium sandstone on a microscale in the laboratory. In the CDUC tests, the dynamic uniaxial compressive strength of the medium sandstone was rate-dependent, while the dynamic elastic modulus was not dependent on the strain rate. Then, we proposed a generalised model to characterise the rate-dependent strength from 17.5 s-1 to 96.8 s-1. In the CSDL tests, with increasing initial pre-static stress, the dynamic elastic modulus and dynamic strength increased nonlinearly at first and then decreased. The results show that two classical mechanical types (ie Class I and Class II) are observed from the dynamic stress-strain responses of the CDUC and CSDL tests. By means of scanning electron microscopy (SEM), the micro difference of post-loading microfracture characteristics in Class I and Class II behaviour was identified. In Class I behaviour, intergranular fracture (IF) usually initiates at or near the grains, most cracks deflected along the grain boundaries, resulting in a sharp angular edge, then coalesces to the main fracture surface that splits the specimen along the direction of stress wave propagation. In contrast, Class II behaviour results from the combined IF and transgranular fracture (TF).

The papers in this section of the conference and indeed the conference as a whole will rightly focus on the recent û the state of play around the Pacific Rim. However, to set the scene I propose to take a longer-term perspective. In so doing I wish to illustrate and emphasise that change is normal and natural û to paraphrase Bob DylanÆs 1963 classic, æThe times they are (always) a-changinÆ Æ. The challenge is how to cope with such change, in an industry, a corporate and a personal sense. A further challenge for geologists, both exploration and mine-based, and indeed for anyone, is to understand where they fit in the broader picture. For several reasons it is appropriate first to look briefly at the minerals industry in the Pacific Rim around a century ago. It was here in Adelaide in April 1893 that the first general meeting of the Australasian Institute of Mining Engineers (or The Australasian Institute of Mining and Metallurgy as it later became) took place and where the Centenary Meeting was held in 1993. The late 1800s and early 1900s was a period of extraordinary change in the minerals industry regionally and worldwide. The industry benefited from the economies of scale provided by improved mechanisation. It further benefited from the introduction of technically qualified professionals, such as chemists, metallurgists and mining engineers, although the usefulness of geologists had yet to be recognised commercially. With the rise of such professionals, technical societies formed and flourished. At the same time international financial markets and trade were expanding, a gold standard was widely supported and the financing of mining ventures was well established. Mining was an international business and its people travelled widely. As a consequence of the better-educated mining professional, the ready exchange of knowledge and the availability of finance, new processing techniques such as pyritic smelting, the cyanide process and flotation were developed. These, together with much improved materials handling in the mining and processing phases, dramatically changed the economics of the minerals industry.

Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

As the oxide reserves in an oxide/sulphide deposit are exhausted transition to the treatment of sulphides should be investigated in detail and well before processing the sulphide ore commences. The investigation should be broad based to consider all treatment options and not restricted entirely by the existing process plant treatment method. These options may include cyanidation, flotation, roasting, bacterial leaching or gravity treatment and are chosen on the basis of various testwork responses. Experiences in laboratory testing of sulphides and treatment of sulphides at various operations are discussed. This includes the treatment of copper/gold sulphides, CIP treatment of sulphides and treatment of marcasite ore in a conventional CIP circuit.

Statistics showing that mine rehabilitation is falling behind rates of disturbance continue to be reported in the media. Unfortunately, most reported statistics do not account for the large growth-cycle that mining in Australia experiences, where there are typically significant new disturbances with large portions of these areas not being available for rehabilitation for a number of years. Many commentators assert that better planning is required to ensure that rehabilitation will be able to achieve a safe, stable, non-polluting landform that meets the agreed post-mining landuse.This paper focusses on the revegetation aspects of mine rehabilitation and in particular the matters that need to be addressed in the planning stage so that revegetation success is ultimately able to be demonstrated to regulators and other stakeholders.CITATION:Fox, S D and Swart, P B, 2018. Before I begin this paper, I thought that it would be important to start with a brief background on myself. This will give some insight into where I am coming from with some of the ideas presented in the body of the paper. I studied mining engineering at the University of New South Wales, graduating with Honours in 1999. When I finished university I was offered a job with PricewaterhouseCoopers in Sydney, working in the Energy and Mining Group of the Audit practice; which I accepted. I have been working at PricewaterhouseCoopers now since January 1999, completing an accounting conversion course at the University of Technology Sydney along the way. I am currently beginning my Professional Year for Chartered Accountant qualification. During my later years at university, continuing on through the start of my working career, I have been involved with the Sydney Branch of The AusIMM; firstly, as a student representative and, now, as the Young Professional Representative. Therefore, you can probably see that I will have very different young professional experiences than some of my peers who have been working on mining sites. The purpose of this paper is to examine the challenges that face graduates who are entering the industry and what solutions are used to ensure that this entrance is as smooth as possible. A challenge has then been made to the industry and The Institute in the form of further observations on ways that this entrance may be improved and the development of graduates to be more effective. In preparing this paper I have discussed various graduate experiences with some of my colleagues in order to see what some of the challenges they, themselves, face now and, also, going forward. I also discussed with them what they see as solutions to these challenges, drawing on some of my own experiences in a different company environment.

The Department of Conservation (DOC) manages public conservation land throughout New Zealand in terms of section 6 of the Conservation Act 1987. In brief, this requires DOC to manage the natural and historic resources of the land; promote the benefits of conservation to present and future generations; provide information about conservation; to foster recreation on the land; and allow for its use for tourism.   Locally the department's Tauranga Area Office manages approximately 60 000 hectares of Conservation Park (known as the Kaimai-Mamaku Forest Park) which includes early gold mining relics and former bush tramways associated with the logging and the mining industries. The Department has recently developed the Kaimai Heritage Plan which seeks to restore some of the relics and encourage involvement by the local communities in the restoration and interpretation of their history in the hills. It provides a unique opportunity for the Department to help bring alive for New Zealanders an important, and often overlooked, part of our history as a nation in a stunning natural setting.   The purpose of this presentation is to: +        display the endeavour and ingenuity of the early miners and loggers, the relics of those industries and the dramatic environment in which they worked; +        identify the linkages between those early industries and gold mining today; and +        promote a co-operative approach to heritage and recreation management involving all facets of the community.

The need to describe shape properties of solid particles arises in many applications in the mining and minerals industry. This paper presents a technique for describing the shape of 2D particle profiles from digital images, based on traversals of the circumference of the profile boundary at a succession of different scales. The traversals are undertaken in such a way as to establish a more stable set of results than usually arises from conventional fractal multi-scale shape characterisation techniques. The resulting values can be used to provide compact information on various generic shape features of the particle profile.

The use of spectral data has traditionally been for obtaining mineral information and for mapping out alteration systems. The output from these data is typically in the form of mineral assemblages and data on relative proportions of minerals. However there is much more than just mineral information in the spectral data. Most importantly, the data allow the user to obtain vital information on mineral chemistry for some key alteration minerals. The mineral chemistry data allow the users to evaluate multiple phases of alteration of the same key mineral species, and to assess which phase is related to mineralisation. Mineral indices can be extracted from the spectral data and plotted to represent variations in the chemistry and relative proportions of key mineral phases as downhole, section and three-dimensional (3D) plots. These data can also be compared with the spatial distribution of the mineralisation by integration with geochemical and logging data. Through spatial and statistical evaluation the mineral information obtained using spectral analysis can provide vital information to assist in building alteration models and therefore improve targeting for further drilling and exploration.

Every mine is situated within a water catchment – a catchment with potentially many other land uses. A mine may take up a relatively small area in that catchment, but its operations have the potential to affect the whole catchment and long after that mine has ceased to operate. Therefore, the residents of any given catchment have the right to feel secure in the knowledge that their catchment, and indeed the wider environment, will not be degraded by mining activities. Much conflict can arise when this confidence does not exist.But, imagine if a community not only felt confident that their catchment would not be degraded by mining activities, but was also confident that their catchment would be left in a better and continuously improving condition – with improving water quality, biodiversity and soil - and a strengthening, more resilient economy.
