The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

Those involved in managing risk today are asking various questions: why is it so frustrating to discuss æriskÆ with communities? why do consultative processes around æriskÆ get more and more complex? where is all this going to end? These questions will be addressed by examining how our understanding of risk has changed from one based on biophysical hazard to a broader view that includes social and cultural factors. There is evidence to suggest that we are living in a ærisk societyÆ, where the goal of æsafetyÆ has replaced that of equality in a class based society. The global mining industry operates within this complex and politicised environment. The very meaning of ædevelopmentÆ has broadened from the narrow economic vision to include the social and environmental factors which make up æSustainable DevelopmentÆ. Corporate accountability now extends beyond traditional shareholders to wide groups of stakeholders. The mining industry is developing responses which look beyond traditional technocratic methods. At the industry level these responses have included the recent Mining Minerals and Sustainable Development global and regional reports It has proven challenging and difficult to operationalise these new understandings at the company level and it is time to look at the bigger picture.

Large scale rhyolitic volcanism is an important process at some convergent plate margins because it leads to chemical differentiation of the upper.-crust and is responsible for the production of long lived near surface thermal anomalies; the Taupo Volcanic Zone is.a Quaternary example. The main features of the magmatic systems-of the zone. are the existence of large high level chambers containing homogeneous silicic magma which erupt at intervals of thousands to tens of thousands of years. Geochemical work on the deposits resulting from these eruptions has shown that with few exceptions the magmas have been remarkably uniform in their . composition throughout the history of the zone although individual batches with lifespans of the order of. one hundred thousand years can be recognised by subtle differences in trace element ratios. Basalt is a rare proportion of the rocks exposed at the surface but has played a major role as a medium for heat transfer and as an end member in chemical mixing processes.

Modern technology and the need for published results have created the tendency for exploration to concentrate on drilling and assaying rather than building a broader geological understanding. Though grade is vitally important to a resource estimate, density and volume are also very important aspects that require equal consideration. Wet tropical nickel laterites are developed in humid environments over ultramafic bedrock where the nickel and cobalt are enriched to economic levels by weathering, leaching and supergene processes. These laterites often occur over rugged terrain at higher elevations where there is sufficient rain and stability for the long lateritisation process to occur. For nickel laterite profiles, the variable terrain and significant material type changes within the relatively thin profile make density and particularly volume estimation, just as significant as grade in resource estimation and assessment of resource risk. Drilling alone is generally not a cost-effective way to reduce the risk in laterite volume estimation to acceptable levels. Surface geological mapping, high resolution topographic data and other information such as ground penetrating radar (GPR) can be used very effectively to improve volume estimates. These data types are all differently structured, have different data density and quality and may potentially overlap. Integration of these disparate data types provide the most cost-effective approach to modelling wet tropical nickel laterite volumes and minimising risk. The geochemistry of waste rock from mining operations is critical to the development of acidity-related environmental problems during mining operations, and following mine closure. Failure to recognise the potential for waste rock to produce acidic oxidation products may cause mobilisation of heavy metals into ground and surface waters, and create heavy metal levels in soils which are toxic to plants, causing the failure of revegetation programs. Although more usually associated with wet tropical environments, the potential exists for these problems to occur even in and regions such as the Eastern Goldfields region of Western Australia unless appropriate pre-planning is undertaken.Acidity-related mine waste problems can be extremely expensive to rectify, but can be avoided by waste rock characterisation, and pre-planning of waste rock deposition based on this information. Integration of knowledge of waste rock geochemistry with geotechnical engineering, and application to likely problems, is essential for the successful planning and implementation of cost-effective strategies to avoid problems occurring. Pre-planning to avoid problems is likely to be significantly less expensive in most cases than remedial actions to rectify problems after they have occurred, and in fact may involve no additional cost if it requires only rescheduling or redesign of existing or planned Activities.

Cyanide is a significant contributor to the cost of producing gold. Any reduction in cyanide consumption that is achieved through more reliable measurement, and/or more efficient management of cyanide dosing rates, can produce a significant financial saving to the mine operation.

There are many avenues for potential liability facing the Mining Industry today. Liability for breaches of environmental statutes such as the Resource Management Act 1991 and the Hazardous Substances and New Organisms Act 1997 include not only financial penalties but imprisonment and perhaps even more significantly will affect the reputation of the Industry. The potential for liability is not restricted to the employees that cause the actÆs to which liability attaches, but also potentially affects all the levels of management and even the company itself. There is also potential for liability through common law actions which can be utilised in cases of environmental harm. These should not be ignored by the Mining Industry. The Mining Industry must take a proactive approach to minimise exposure to potential environmental liability. This can be achieved by undertaking comprehensive environmental management initiatives and policies.

Soil improvement technologies have been widely employed over the recent decades to overcome tunnelling problems in difficult grounds, their range of application growing proportionally to the technological development. The constant advancement in the different mechanical (flexible and more powerful equipment) and electronic (enhanced reliability and direct quality control) aspects of these technologies, fostered the confidence of engineers and tunnellers and, ultimately, allowed the entire tunnel industry to approach difficult excavations in a safer and cost effective manner.This paper outlines the main features of commercially available soil improvement techniques, with particular emphasis on permeation grouting and jet grouting. These two technologies, developed concurrently in Europe and Japan, and there customarily adopted in the design of underground structures, have known extensive and extreme applications worldwide in recent years. Case histories and current practice of soil improvement techniques, as they apply to tunnelling, are also rendered.

This paper reviews the state-of-the-art in the automation of underground mining vehicles and reports on the development of an autonomous navigation system under development through the CMTE with sponsorship arranged by AMIRA. Past attempts at automating LHDs and haul trucks are described and their particular strengths and weaknesses are discussed. The auto-guidance system being developed overcomes some of the limitations of state-of-the-art prototype æcommercialÆ systems. It can be retrofitted to existing remote controlled vehicles, uses minimum installed infrastructure and is flexible enough for rapid relocation to alternate routes. The navigation techniques use data fusion of two separate sets of sensors combining natural feature recognition, nodal maps and inertial navigation techniques. Collision detection is incorporated and people and other traffic are excluded from the tramming area. This paper describes the work being done by the group with regard to auto-tramming and also outlines the future goals.

As the resources sector becomes tougher with rising costs and cyclical metal prices, mining companies need to continue to reduce their costs and do more with less. Many new resource projects fail to come in under or on budget based on Feasibility Studies. Particularly, capital expenditure (CAPEX) proves difficult to achieve for resource projects. A number of resource projects have failed because of aggressive plant CAPEX cost cutting resulting in projects with no surge capacity and are unable to achieve design throughput. In addition, the plants are not operable because of the omissions. In recent times many businesses have also experienced the "costs" of simply implementing aggressive operating "cost cutting” measures as a strategy for solving business performance problems. This paper looks at technology driven, employment related, luxury cuts, department cuts and restructuring cuts. In the past companies used an incremental approach based on the use of past budget information as an integral part of the budget construction process going forward. The use of performance reports and Management Information Systems (MIS) is examined along with the role of continuous improvement in achieving sensible cost cutting.

My topic for today is the Crown Minerals of the future. New work initiatives are underway and the organisational structure is being overhauled. These are not insignificant changes and in this paper briefly summarises these proposals. These new work initiatives and changes to the organisational structure will have implications for the industry as a whole and also for the way individual clients interact with Crown Minerals.

The basic principles of mineral valuation were recognised and propounded at the beginning of this century and have remained virtually unchanged since then. Valuation is seen as a two part process commencing with a technical examination of the mineral property followed by a manipulation of the results of the technical examination in order to determine the monetary value of the project. A thorough and competent technical examination was seen then and remains now as the essential but not sufficient foundation for reliable valuation. All authors stressed the need to maintain the integrity of the data base and to ensure adequate coverage of all relevant aspects. The monetary valuation process through most of the first half of this century was mainly based on the Hoskold two rate method, derived from the formulae for valuing annuities but modified to provide explicitly for recovery of capital. Though the basic principles of valuation have not changed significantly, the means of implementing the components of the technical examination, the styles of deposits being evaluated and the mechanisms of monetary valuation have changed dramatically. Mining is the art of disturbing ground. All phases of a mine’s life cycle from exploration to building and operating a mine, through closure, has a physical impact on the earth. There is currently increasing public and stakeholder awareness owing to a wide range of issues including heritage protection, environmental stewardship, and social impacts therefore ground disturbance must be conducted in a way that honours and respects all agreements, regulations, legislation, and social expectations. A comprehensive ground disturbance permitting process has been developed through consultation with major mining companies and Traditional Owner groups. It operates from strategic business planning through to closure and rehabilitation. Adherence to the principles and process of permitting helps to minimise risk by ensuring that mining companies conduct their business in an inclusive, professional, reliable, and consistent manner that stakeholders reasonably expect, and that mining companies can be proud of. Built on a geographical information system, supplemented with a specialist database, this process allows request, review, and approval by subject matter experts, to operate in a common environment that is transparent, facilitates collaboration, improves efficiencies, and reduces the risk of error or omission. The application of new technology can effectively highlight changes that naturally occur in today’s dynamic ESG domain and provides the perfect platform to record actual disturbance against authorised and planned allowances. The social license to operate demands that strong governance of the ground disturbance process, described herein, can be demonstrated to any interested stakeholder, and mining companies recognise that this principle is central to the betterment of the mining industry.

Although the bromo-cyanide or Diehl process for the extraction of gold from its ores is used on several of the Kalgoorlie mines, very little information has been published on the original process, and no details are available from the various mines now using it. The following description of the process as carried on at the Hannan's Star plant, where several modifications were introduced by the author, will therefore be of interest to mining men, and it is hoped that some discussion on this paper will provide further useful information to the mining community.The process was first installed on the Hannan's Star mine, where a full working plant was erected by the London-Hamburg Co. In their contract they guaranteed a 91 per cent. extraction on a sulphide ore of 15 dwt value. This was considered a very high extraction at the time, and the plant successfully carried out its work.The new features in the process were the finer grinding of the ore, for which purpose the tube mill was introduced, and the addition of a solution of bromo-cyanide to the vats under ordinary cyanide treatment, whereby a higher extraction was obtained in a shorter time. The main difficulty in the process was the easy manufacture of the bromo-cyanide solution, but this was eventually overcome. The mixed salts now supplied by the LondonHamburg Co. are in every way satisfactory, and are supplied at such a price that the process compares favourably with any other from a cost point of view.

Paste fill has been used successfully at Henty Gold Mine for the past five years. It has allowed 100 per cent extraction of the orebody, stabilised poor ground and enabled wide sections and offsets to be mined safely. However, there are a number of inefficiencies in the current paste fill system. These include the low output from the drum filter, the addition of aggregate to the paste to compensate and the trucking of paste from the plant to the portal. These inefficiencies have increased the operating cost of the paste fill system and caused a number of operational challenges such as blockages and increased pipe wear. These challenges have been partly overcome by taking ownership of the paste fill process, improved quality control and better communication. Henty is currently developing two new orebodies, the Mt Julia and the Darwin and has an opportunity to build an efficient paste fill operation. This is likely to be a high density paste system without aggregate, either located above the new orebodies or located at the plant and pumped to the new site.

Mining Automation By Professor Hugh Durrant-Whyte, Australian Centre for Field Robotics and Centre for Mining Technology and Equipment, Department of Mechanical and Mechatronic Engineering, The University of Sydney Professor Hugh Durrant-Whyte summarised why the mining industry needs to automate and reviewed the current automation technology - its risks, costs and benefits. Why automate? The drivers for automation include: safety, productivity, quality control and reduced manning, equipment utilisation, maintenance, and organisation and planning. Durrant-Whyte recommended starting out with a picture of a fully automated mine and working backwards through a systematic analysis of benefit and risk. This also involves looking at the impact of the total automation on current mine design, and identifying the key technologies.

When attempting to understand potential regional or community socio-economic changes that resource-extraction industries may produce, it is important to analyse the channels that promote these changes. In this study, we propose a conceptual framework to better understand how socio-economic effects are likely to emerge in regions impacted by mining. The framework considers three levels of hierarchical effects (Measham, Fleming and Schandl, 2016).In the first level, the resource-extraction industry causes four direct initial impacts on nearby communities: labour demand shock (mining employment generation), income generation (compensation to landowners and higher wages), environmental consequences and land tenure/Aboriginal issues and an increase in local tax revenues.The second level is shaped by the subsequent population increase (given by immigration of permanent or temporary residents) produced by the new levels of employment and income that resource windfalls can generate in resource-extraction regions. These increases in employment, income and population become the source for a rise in the demand for local (and non-local) goods and services.Finally, the third level is given by boomtown-like and other socio-economic effects generated from the initial effects.CITATION:Measham, T G and Fleming, D A, 2016. As the surrounding environment continues to change and evolve, mine managers face a changing climate of expectations. TodayÆs mine managers must juggle competing pressures to deliver sound social, environmental and economic results. Leadership is a fundamental tool for the effective mine manager. Whilst mine managers require solid technical and operational skills, importantly the manager must be able to engage a workforce, build and retain employees and seize opportunity for growth and development when presented. An important tool for engaging employees in the business at Rio Tinto Aluminium is the business improvement programme. At Rio Tinto AluminiumÆs Weipa mine, the business improvement methodology Six Sigma is used to deliver measurable, sustainable outcomes for the business. The next step in Rio Tinto AluminiumÆs improvement journey is to implement Lean Manufacturing at all managed operations. The operating environment for mine managers continuously evolves and effective mine managers must be flexible and adaptive to meet challenges. Governance and regulation constantly change in an environment of commodity cycles and finite resources. This increases pressure on the economic return achieved by the operation. As such, effective mine managers must be aware of and manage the operating environment û the broader, issues-based environment not just the immediate day-to-day responsibility of mine managing. This includes delivering on safety, community and environmental priorities. At Rio Tinto Aluminium, part of managing the business is via investment in the area of social partnerships to engage employees and the broader community in Rio Tinto AluminiumÆs commitment to sustainability. The Future Reef partnership entered with the Great Barrier Reef Research Foundation in 2005 forms an important part of Rio Tinto AluminiumÆs climate change strategy. This four-year, A$1 million investment funds programmes looking at the effect of ocean acidification on the Great Barrier Reef. The partnership is a unique example of industry and science working together on an area of mutual and national concern. Modern mine managers require a broad set of skills to effectively deliver outcomes. TodayÆs mine managers must make innovative and courageous responses to determine todayÆs strategy for tomorrowÆs future.

This paper looks at the problems associated with surface settlements and other subsidence effects from the underground extraction of coal in relation to consent applications under the Resource Management Act. The main features of subsidence are examined with respect to identifying the adverse effects as defined under the RMA. Particular attention is paid to sites where little or no data is available as in the case of greenfield sites or at mines where new or different mining methods are being introduced. In these situations it is not possible to make accurate predictions of settlements or strains and therefore other factors need to be considered. The long term effects which might occur post mining are examined in relation to mitigation and management options.

The presence of reactive metal sulfide minerals in waste rock contributes to the hazard of spontaneous combustion in dumps, as these minerals react with air and water entering the dump at ambient temperatures to form various mineral products and significant heat. This reaction series can also be an initiator of self-heating of carbonaceous material present in the waste rocks if sufficiently high temperatures are reached. Characterisation of these reactive minerals has primarily been to assess the risk of acid mine drainage, which is not necessarily an indicator of spontaneous combustion risk. No systematic testing procedure has been adopted by industry to assess the spontaneous combustion propensity of the waste rock. As a consequence, the principal management strategy for spontaneous combustion has been a reactive approach of dealing with events as they arise.Recent advances in adiabatic oven-testing have enabled more definitive assessment of the spontaneous combustion propensity of coals, including the quantification of the accelerating influence of reactive pyrite (Beamish and Beamish, 2011, 2012; Beamish, Lin and Beamish, 2012). This same test procedure has been used to assess the self-heating performance of metal concentrates and is therefore amenable to assessing the metal sulfide oxidation process from low ambient temperatures. The data obtained from such testing can be used to quantify the more prone waste rock sequences of a mineral deposit in advance of mining.
