Congratulations on your considerable enterprise in securing the opportunity to have this international conference here in Brisbane - and congratulations on your success in attracting such a distinguished audience from so many nations, with such a broad selection of papers. It is a notable achievement that in the year in which Australia is celebrating two hundred years since settlers first came fran Britain, The Australasian Institute of Mining and Metallurgy is responsible for some ten major conferences, of which at least four are specifically international, or have a very strong international involvement.

The financing of smaller resource projects has proven to be a difficult problem for promoters and financiers alike as very often such projects have not met the requirements of available financing methods and promoters have equally found it difficult to establish credibility, management and technical ability with potential financing sources. Solutions to the dilemma in which many of these projects find themselves are not readily apparent but will need to be found if the full potential of Australia's resources is to be realised. INTRODUCTION The growth of so called project financing in its present form is normally considered to be a phenomenon of very recent times, however, paradoxically there are references to what could be called financing in the old testament. To confuse the issue further financing small resource projects may not, and very often are not undertaken on a project financing basis. A world-class example of sustainable development in practice, the Local Resource Development Initiative (LRDI) grew from agreements between the Ambatovy nickel mine developers and the Government of Madagascar. A program of training and community development, the LRDI aims to maximise local benefits by optimising the integration of local resources during the construction period of the mine. By local resources, we mean the local labour force as well as local goods and services. Begun in 2007, the foundation of the LRDI is to integrate local resources into the mining project and where gaps are identified, design and implement training, mentoring and other programs to fill those gaps. The principal accomplishments are: the establishment of training centres that trained over 4000 people in little over one year, 96 per cent of whom hired to work at the mine; a support program for local micro, small and medium enterprises that has led to the award of 65 contracts for goods and services with training and mentoring of over 100 local businesses; and a number of special projects that have, among other results, strengthened local agricultural development and created employment for young people. The LRDI provides unique insights into key indicators and lessons learned to strengthen the social and economic sustainability of mining projects in developing countries. The paper will discuss these in terms, among others, of: the importance to project success of upstream planning to address socio-economic issues; the role of civil society and other local partners to strengthen and expand sustainability outcomes, and to spur governments to demand that major projects promote economic and social sustainability; and the integration of mine sustainability with sustained regional social and economic development.

Organisations are starting to develop processes for achieving sustainability principles they have defined for their organisation. The foundation for these principles is now well accepted. The definition of a sustainability framework is a good starting point for any project. The delivery of the framework requires the organisation to think differently about how project objectives can be met. New tools are becoming available to help achieve the sustainability outcomes for the projects. This paper will examine the project building blocks that are necessary to ensure the sustainability framework can be achieved for the project. These include new approaches to decision-making processes and evaluation tools and when to apply them. An integrated approach with shared expertise to project delivery, which is applicable to the whole supply chain, will be discussed. This will cover sustainability procurement, integrated waste management, cleaner production and eco-efficiency, sustainable products and disposal. A project toolkit will be presented and some key project tools identified. The need for management support in undertaking these new approaches is critical, as is the need to develop partnerships and cooperative management to facilitate delivery.

The Curragh mine has complex operating conditions. The mine operates in four seams to produce two coal qualities and is divided into five pits which have different qualities and coal preparation characteristics. The combination of all of the necessary controls to achieve maximum resource utilisation has necessitated the development of suitable software to assist the quality control engineering function. The required software had to be able to plan the optimum yield of coking coal whilst achieving the quality parameters for the coking coal and co-produced steam coal. The program has been designed to evaluate all of the mine faces available for coking coal production. The optimisation of coking coal production is planned and co-produced middlings steam coal determined. The optimum steam coal product is determined using the middlings in combination with bypass production.The computer software to carry out these functions has been designed by using an exploration data base as the raw data source. The program accesses this data and uses a coal preparation prediction program to determine the yield vs. ash relationship for each coal face. A linear program selects the optimum -combination based upon equal incremental ash values. The final output lists feed tonnages, coal preparation conditions, product tonnages and full coal quality data.

At our Monkland Mine at Gympie, we operate a deep, narrow vein gold mine using hand held equipment, rail mounted haulage and narrow shafts. This is in many respects the old-fashioned way and is well suited most of the orebody geometry exposed to-date. We have also commenced some long hole stoping and we use alimaks for some jobs. The heart of our particular mining style is the employment and retention of experienced miners with remuneration based on productivity. We do our planning/monitoring/supervision down to the level of daily individual productivity. In focussing on cycles per se, we have chosen not to talk about drill and blast cycles or cycles for mine development, stope preparation or drawdown and haulage. Instead we have stepped right back from the operation as presently run and have adopted a very broad view of the mining cycle. We will in this presentation intertwine the ebb and flow of, exploration, project sponsorship, development, production and cash returns to owners. The time line considered spans both history and predicted future.

Many aspects of the physical layout of manufacturing plants and storage facilities for explosives are governed by so-called quantity-distances tables. Both the British and the American tables were originally derived from an analysis of the injuries and the building damage documented by an early 20th century compilation of significant accidental explosions. However, progressive changes in explosive process technology and in building techniques have reduced the relevance of much of this historic data set. Extensive scientific research has been conducted over recent decades to characterise the potential injuries and damage from accidental explosions under more modern conditions. This paper examines the complex interplay of deposit characteristics, mining plans, tailings disposal techniques and rehabilitation requirements on planning for mineral sands operations. All component parts of this mining cycle are interdependent and cannot be evaluated in isolation when optimising a mineral sands operation. This is most evident when projects are large-scale or involve resources that contain complexities such as high slimes content, consolidated hard band materials, acid forming materials and radioactive materials. Projects located in environmentally sensitive areas add further to the need for more stringent planning. This paper describes the analysis techniques adopted by Hatch to evaluate mining and tailings placement options for a dredging and floating concentrator system. The principles and methods used in the analysis are applicable to any mining system involving the complexities listed above. The focus of this paper is on the reconstitution of mined material as tailings and the impact of this process on mining schedules and tailings construction and placement options.

Red Dome Mine was a highly complex gold copper operation developed over a number of phases between mid-1986 to October 1997. With only three years of production ahead at any time, a proactive practical approach to mine closure was necessary. In 1989 the Domains Concept to life-of-mine planning and mine closure was created as a response to the proposed changes to legislation.The Domains Concept, a relatively simple idea developed to integrate mine closure during production at Red Dome, has been broadly adopted by both government agencies and industry in the intervening 20 year period. Over time the author has observed that the concept has been poorly applied, misunderstood and in some cases even misrepresented. As a consequence, the potential opportunities from applying the concept, including the optimisation and minimisation of life-of-mine costs, mitigation of long-term financial liability exposures and building credibility with the general community, have been missed.This paper examines the many benefits, advantages, applications and perceived barriers to developing and integrating a fully costed life-of-mine plan. Integrating the Domains Concept early in the project, within the operational budgeting, allows the production of a meaningful and useful document, representative of a whole life-of-mine, cradle to grave, with measurable rehabilitation and closure outcomes when the concept is used to full effect.The Domains Concept serves to optimise cost-effective, whole of mine, life cycle planning which provides beneficial outcomes for the community, significantly mitigates legacy issues and contributes to the attainment of compliance and sustainability principle objectives.CITATION:McCarthy, B E, 2014. The capital cost of major items of mining equipment is very high. The operating cost of such equipment is also high. It is therefore important that such expensive equipment is used productively. To this end mine management uses production data systems and management accounting systems to monitor events and provide data for analysis to enable management to make operating and business optimisation decisions. This could be done better if there was an understanding of productivity in terms of its utilisation and efficiency components. What has been missing has been a methodology to properly account for the productivity of equipment in terms of its contribution in dollars to the costs and profit of the mine. An explanation of the Productivity Accounting methodology will be given. It will then be shown that productivity has two components, that of capacity utilisation and efficiency. These are defined and the dollar contribution of each to costs and profit shown. The efficiency component tracks the effect of proportional changes in input cost quantities used in the mining process as mining production changes. The capacity utilisation component tracks the effect of step changes in the input cost quantities used in the mining process as mining production changes.

"*This is an abstract only*Construction of geological models for kimberlites has historically largely been based on visual volcanic textures and features, with chemical data only collected on an ad-hoc basis depending on the level of perceived complexity observed in the geological data. The focus of this paper is a high-level view of the impact an initial absence (or lack) of relevant chemical data had on two kimberlite resource models as well as how the magnitude of the problem increased once the resource estimation process commenced (Stiefenhofer, 2013). The impact of ignoring chemical data on a project assessment where micro-diamond estimation techniques are employed, is also discussed. Resource estimates based on micro-diamond data are critically dependent on the use of the correct geological model since stationarity of the size frequency distribution is key to the generation of correct grade estimates. The Bunga Beds of the Late Devonian - Boyd Volcanic' Complex is a well exposed succession of rhyolite, sedimentary rocks and minor basalt outcropping along the south coast of New South Wales. The sedimentary rocks vary from shallow water basin margin facies, to deep-water basin centre facies, and the majority of .the volcanics are associated with the deep water facies association. The volcanics are dominated by rhyolite domes, lavas and cryptodomes, whose margins are extensively autobrecciated and quench fragmented. In situ pyroclastics represent a very minor volcanic component and are restricted to the remnants of two small doors- top tuff cone successions. Pyroclastic debris is common in the sedimentary succession enclosing the volcanics and was clearly derived from shallow to emergent basin margin areas through mass-flow redeposition. The succession has bearing on the origin of the fragmental component of, the volcanics that host Kuroko- type massive sulphide deposits. The characteristics of these fragmental volcanics are not well documented. We suggest that based on the Bunga Beds,'Kuroko-type volcanic successions are dominated by coherent rhyolite/ felsic lavas and intrusive domes, autobreccias and hyaloclastites, that in situ pyroclastics are rare or lacking, and that redeposited volcanic debris is abundant. Pyroclastic debris is most likely to have been derived from shallow areas marginal to the deep-water volcanic centre that produce the Kuroko-type volcanics and sulphides.

There is often a difference in opinion about the allocation of risk in the establishment of mine closure bonds or financial assurances. From the State’s perspective, protection is needed to ensure that the broader community is not left with the liability of properly closing a mine in the event of a default by the mine operator. Such a default might occur where an operator decides to abandon a site, perform incomplete rehabilitation, becomes insolvent or claims limited liability. On the other hand, mine operators who can demonstrate a strong financial position plus a record of social and environmental commitment and performance, argue that there should be some recognition of this in setting a bond that is less than the full cost of early closure. They argue that a mine rehabilitation bond based on the full cost of early closure is overly conservative and ignores the actual risk of the operator being in default. This paper examines an approach that incorporates the risk of default into the establishment of mine closure and rehabilitation bonds. CITATION:Bowden, A and Byrne, G, 2018. A basic method for designing reasonable jig cycles for movable-screen jigs is presented in this paper. The reliability and effectiveness of the designed jig cycle was verified with tests performed on an artificial mixed material. An iron ore (12 - 100 mm) from Huashugo Iron Mine, Jiuquan Iron and Steel Company, was treated in the TJD-75 movable-screen jig using the designed jig cycle. A good result was achieved. The procedure presented here should provide a reliable technique for the design of a commercial movable-screen jig.

This case study reviews the Charters Towers vein systems for potential open-pittable bulk tonnage resources in' stockworks, horsetails or multiple vein systems. The review summarises district evaluation undertaken over the last 18. months before specific drill evaluations.Historical mining from Charters Towers includes in excess of six million ounces at head grades of one ounce per ton. A review and structural studies show most veins as simple, tight systems without significant horsetails or multiple sheeted systems. In addition the normal gold content of the pyritic selvages ('formation') is low and disseminated gold is virtually absent. Shoots are structurally controlled on vein/vein and vein/contact intersections. Historically high production vein systems are hosted by .,.t o of the younger granodiorite phases.Geometrically most veins dip shallowly (from 45¦ to as low as 200) in a north or easterly quadrant. Flat dips permit open cut exposure of considerable vein area at a favourable stripping ratio.

The smaller mining company with full ownership of, or participation in, a mining project is generally unable to obtain funding as easily as the major mining house. While the equity market remains the main funding source for small projects, debt fund- ing options are becoming more available. Many international banks possess in-house mine fin- ancing expertise which can assist the smaller company in financing its share of project development. A clear understanding is necessary of both the benefits and limitations of bank funding, to ensure that all potential sources of funds are properly considered and integ- rated into the financial plans of the smaller mining companies.
