Renison Goldfields is one of Australia's largest mining companies with annual sales revenue over $600 million. It has ten operating mines and processing plants, with operations in most States of Australia and in Papua New Guinea, Indonesia and the United States. The exploration division is active in,other parts of the world, including Europe and South America. RGC produces gold, copper, tin, coal and mineral sands. RGC is typical of companies in the mining industry in that by contrast to the typical pattern in other industries, it is necessary to have systems to handle a variety of different types of operations, a range of size of operations, and operations in remote locations.

My purpose here today is to introduce an element of democracy into this seminar. In my experience, the mines of Australia can be divided into two categories; those that pay and those that don't. As far as I can ascertain, every other paper being delivered at this seminar concerns mines which come into the first category, or at any rate are close enough to it for the promoters to be able to afford an expert's valuation.

Two years ago I was sitting in a big lecture theatre at the School of Mines in Kalgoorlie at the annual New LeadersÆ Conference listening to a guy tell us all how much he loved his job, travelling the country ælegallyÆ blowing stuff up à and getting paid to do it. I would have paid to see and do the things he spoke of à now IÆm that guy. From finishing a mining engineering degree at the University of Ballarat, through the job hunt, to firing environmental blasts in Tassie and designing and implementing construction blasts in the middle of the Gold Coast. My name is Rohan Stevens and IÆm a blast-o-holic. While the æjob huntÆ we all embark on toward the end of our degrees is a stressful time, itÆs also very exciting in the current climate. There are a number of things I have learnt through both my hunt for the job that best suited me and working for the worldÆs largest explosives manufacturer. Current attitudes by exploration companies towards working on another party's exploration permit or equivalent vary widely. That this is so is due to the virtual absence, on the one hand, of anything in the mining legislation in any jurisdiction that establishes what are the exclusive rights to explore, as opposed to apply for a mining tenement, that the grant of such an authority conveys on the holder, and on the other hand, of any code of ethics or set of guidelines to proper practise. By contrast, in most states and territories, if not all, it is an offence to enter onto a mining tenement, other than to cross it, without the consent of the holder, although until recently most field personnel would have been unaware of this and most explorers would have transgressed at one time or another. A similar vacuum exists where aerial surveys are concerned. There are in fact no guidelines. It has always been assumed that a party wishing to carry out such a survey was free to do so, without even an obligation to notify the holders of any tenements or permits in the area to be surveyed, let alone make available to them any data from the survey. Concepts of 'geophysical trespass' now being tested in the US also raise the possibility that data won from adjoining ground using geophysical techniques may be privileged. Attitudes now appear to be changing. In the absence of legislation or any code of practise, what does the industry regard as ethical behaviour? Do we need to define the rights and obligations of various parties more clearly, and if so, what should they be and to what extent will it be necessary to confirm them by legislation as opposed to adopting a code of practise? Will the existence of such a code in fact improve corporate practise?

As this Seminar is on "Progress - Mining and the Environment", I am taking the liberty of extending my address beyond the scope implied by the subject, "Rehabilitation of Mined Land", with a preliminary discussion on broader economic issues relevant to "Progress and Mining in Western Australia" before discussing its effect on the Environments Western Australia is nearly one million square miles in area and has a population density of approzimately one person per square mile. Because of its vastness it has wider climatic variations than any other Australian State. The north is tropical and the south is in the temperate zone. The major portion of the State is an arid plateau with less than 10 inches of mean annual rainfall. The climate, rainfall and soil conditions of the South-West region are more favourable to agriculture than any other part of the State and consequently was settled first. The immediate need of the colonists being food and shelter, the early economy was based on farming and forest products.

Currently all engineering schools face a common problem, an ever expanding technological base which must be presented to students within a fixed time period. Traditionally the programmes of study taken by engineering students destined for employment within the mineral industry include formal instruction in aspects of management to an extent greater than that presented in other engineering disciplines. Providing an adequate coverage of an expanding technological base within a fixed time span can lead to a reduction in the time available for 'non-technical' subjects, such as 'management'. This situation calls for periodic review of course contents and allocations of time. Following consultation with an Advisory Committee representing the mineral industry, mining research establishments, and kindred teaching institutions, the University of Melbourne has revised its mining programme. Traditional acid and metalliferous drainage (AMD) wastewater treatment focuses on the iron co-precipitation/adsorption process as this is a very effective method of reducing heavy metals, including copper, lead, zinc, arsenic, etc, to parts per billion (ppb) levels in AMD wastewater streams. One of the drawbacks to this method however is the large volume of sludge produced and subsequent disposal costs for the mine site concerned.A proprietary metals treatment system called high density sludge (denoted HDS) which significantly reduces the quantity of waste generated is described in this paper. This process generates a dewatered sludge that contains in the order of 50 to 55 per cent solids. This sludge is denser than conventionally dewatered sludge, which typically contains only 20 to 30 per cent solids. This advanced process has a wide range of applications and can be easily retrofitted into existing AMD treatment systems. It has been successfully installed at several mine sites to treat AMD wastewaters. The past decade has seen the widespread implementation of computerised real-time operational management systems in open pit mines. While these systems have made a significant impact on operational efficiency at a process level, surprisingly little work has gone into integrating these systems with other IT systems, including those used for tactical planning and enterprise resource planning. As a result of this gap in the information hierarchy, the goal of optimising an entire operation, or multiple operations, remains elusive. Implementation of computerised operational management systems in underground mines has been much slower. This is a significant, though often overlooked, reason why the productivity for underground mining is generally so much lower than for open pits. The historical reluctance to implement computerised operational management systems underground can in part be attributed to the underground environment, particularly the difficulty in establishing effective communications. Another factor retarding the implementation of systems underground has been the perception that the nature and scale of underground mining does not lend itself to computerised operational management. This perception can be challenged, not only by a process level examination of the underground mining, but also by a holistic examination of the entire industry. In recent years, the mining industry as a whole has destroyed rather than created wealth and underground mines are major culprits. The degree of value destruct has been more pronounced with underground mines, as the usual problem û low commodity prices û has been exacerbated by the harsh environment, low productivity and a æfog of warÆ no longer generally found in open pits. Faced with these realities, underground mines will have to adopt modern management tools or suffer extinction at the hands of an unsympathetic investment community. All is not gloom and doom, however. Technological advances have largely overcome the difficulties associated with the underground environment. As a result, there is a small, but growing, number of underground mines using computerised operational management systems to directly improve the bottom line. Much greater improvements can be realised if the industry takes advantage of the recent convergence in technology, to integrate process information with tactical and enterprise resource planning systems in order to provide a solid platform for all decision-making. This would result in the æeÆ mine. Given that the underground fraternity is essentially starting with a blank sheet, they have the opportunity to æsteal a marchÆ on open pit mines, who may be constrained by legacy systems. The benefits of the æeÆ mine are presented through a hypothetical case study that examines the shortfalls of the non-æeÆ mine. The paper ends by presenting a future vision for the æeÆ mine.

Some of the problems of flotation, un- Solved in the mid-1950s, and possibly still unsolved today, are discussed with emphasis on dynamic aspects. These prob- lems include the nature of the air-water interface, particle-bubble contact and bubble attachment, and the effect of par- ticle size. Questions are also raised on the possible influences of the variability of minerals on flotation, particularly variations in composition and in foreign inclusions, both solid and fluid.

Over the past five years, dedicated tertiary mining engineering programs have become financially unsustainable in Australia on the basis of undergraduate enrolments alone. The situation is worse in other minerals related disciplines and extends to the technical minerals education sector. This paper reviews the causes for the current situation. Indicators are presented which suggest that enrolment trends can no longer be attributed only to business cycles in the minerals industry but are also reflective of a fundamental shift in student interest in the sciences and resources based engineering disciplines. Reactive responses to changing trends are diluting and compromising the quality of mining engineering education. It is unlikely that the trends can be reversed or resisted. Tertiary minerals educators need to position themselves so that they can be responsive to on-going change. Two proposals are offered which aim to anchor mining engineering in a long-term sustainable manner. The proposals have a common educational component which is concerned with restructuring how mining engineering programs are presented and providing more flexible access to such programs. However, the two proposals have significantly different commercial components. The commercial component of first proposal is concerned with working within the traditional education framework of universities to endow a critical number of core staff positions. It effectively equates to fund raising. The second proposal is concerned with developing a stand-alone commercial operation around the education and research advantages of the global and multi-disciplinary university system. As a shareholder in this business, a university department would earn dividends that it could then use to support its education initiatives. This proposal provides a performance-based mechanism for supporting university minerals programs and has the potential to be cost-neutral. Both proposals are suited to resource sharing with a select number of international mining schools and to the incorporation of the other tertiary minerals disciplines under threat.

The emerging discipline of ægeometallurgyÆ is not new but is becoming increasingly recognised as a discrete and high-value activity that reflects an ongoing commercial and cultural trend towards more effective mine site integration and optimisation. The AMIRA International P843 æGeMIIIÆ project (Geometallurgical Mapping and Mine Modelling) is a major new cross discipline research collaboration designed to provide support for this emerging industry trend. The project is currently supported by 18 global mineral companies and involves collaboration between the CODES Centre of Excellence (University of Tasmania), JKMRC and BRC (University of Queensland) and CSIRO Exploration and Mining. These groups represent recognised research excellence in the fields of economic geology, automated core logging, advanced microscopy and process mineralogy, mineral processing, mine planning and resource optimisation. The needs and challenges of geometallurgy as an integrated activity will be outlined together with the ongoing contribution and aims of the AMIRA P843 æGeMIIIÆ project. The main emphasis is on development of predictive geometallurgical indices for key processing performance parameters that reflect inherent geological variability. The ultimate aim is to provide predictive indices of geometallurgical performance that can be confidently embedded into resource models and used for risk-defined mine planning and optimisation.

Dynamic hydrothermal modeling is a tool that can aid in studying problems associated with hydrothermal ore deposits and can help increase our understanding of the spatial distribution of ore within hydrothermal systems. Models are constructed by a sequence of steps involving development of a conceptual model, followed by its mathematical description in terms of governing equation with accompanying initial and boundary conditions. This equation is then solved either analytically or numerically. The four model types ò that fully describe a hydrothermal 'system are those for fluid flow, heat and ore solute transport, and deformation. At Renison, models have been used to help understand two major exploration problems. These are the controls on ore localisation in dolomite horizons and feeder faults respectively. The types of models used ò have simulated the distribution of all mineral zones, pyrrhotite, and temperature in the dolomites. This has allowed evaluation of the effects on ore localisation by physical and chemical heterogeneities within the dolomite host rocks, and allowed estimation of potential controls in different physical and chemical environments.

Members of The Australasian Institute of Mining and Metallurgy are engaged in locating, extracting, processing, marketing and converting the worldÆs mineral wealth for its consumption in a useful form. We have an ethical responsibility as professionals to carry out our roles in such a way that we seek to optimise the recovery of that wealth for the benefit of the community, not only now, but also in the future. To be able to optimise, we must be able to measure with confidence the value of the commodity through the various stages of treatment from discovery of a geological anomaly to the end use. This introductory paper will provide an overview of some aspects of the issue, including the possible extension of the coverage of The InstituteÆs Codes to production accounting and reporting.

Mass mining methods have become the mining industry’s preferred way of extracting most of the world’s most important metal and mineral commodities. Given the rapidly increasing global demand for commodities, the requirement to increase the contribution of some of these (eg copper and gold) from underground sources also continues to grow. In the case of copper this contribution is needed by a number of major producers to supplement production from their ageing deep open pits. Satisfying this increased demand will require the design, construction and operation of more effective, higher capacity and larger scale mines which, in turn, will require enhanced mass underground mining techniques such as block caving (BC), panel caving (PC) and sublevel caving (SLC).It is now widely accepted that future discoveries of orebodies, which will be developed using these methods, are almost certainly to be much deeper than the deposits presently being mined in this way and made more challenging because of the likelihood that the associated grades may be much lower than currently mined. The design and mining of future large-scale cave mines (supercaves) will become crucial in order to extract full value from such deposits. An essential prerequisite of this will be a much improved knowledge of the deposit, ie Total Deposit Knowledge. In this context, Total Deposit Knowledge is the characterisation of the ore deposit and its surrounds at all scales and includes; rock type (lithology), the spatial orientation of a range of geological features or discontinuities, rock mass fabric knowledge, metal grade and distribution data, geometallurgical data (including alteration), geo-hydrology, permeability and porosity. This is the information that will be used, as now, to delineate geological and geotechnical domains and construct models, but with outcomes superior to those presently available. From this information better-informed feasibility study design decisions and performance predictions must be made. In summary more geological information and analysis is required and this needs to be aligned to potential mining and processing requirements much earlier in the project than commonly occurs.

COPING WITH COMPLEXITY In every industry, and mining is no exception, plant and processes increase in complexity over time and managers and operators need correspondingly more knowledge. The mine manager has to delegate details to operators, engineers, metallurgists, accountants, safety specialists, personnel officers and the rest. Is it reasonable then, to expect the Mines Inspector to be competent to judge the conduct of all these operations against the criterion of the regulations? Obviously not, but what are the alternatives? One is a superficial inspection where the inspector goes on a hazard hunt for broken steps and missing handrails. Another is one in which an army of specialist inspectors marches on a mine, sometimes outnumbering the staff. Each is competent to assess some part of the operation and if he or she can find an opposite number among the mine staff, they can discuss details. But what good does it achieve? The system acts to remedy present defects and to make recommendations which, if only they were followed, would prevent the same things happening again. Given that this process has been going on since the first Factory Act of about 1840, how is it that there are any more defects left to put right? The answer of course is that defects keep appearing, and new defects arise as fast as the old ones are found and corrected. Further progress can only be made by preventing defects at their source.

The primary objective of any planning exercise is to maximise the return on funds utilised while maintaining a safe and socially responsible working environment. In order to achieve this, it is essential that the assumptions applied reflect as accurately as possible the future realisation of the project. In narrow vein mining, the risk that this will not occur can be significantly greater than that associated with other types of mining projects. This results partially because of dramatic effects upon project cash flows with seemingly minor changes in operating parameters such as orebody width and wall rock competency.The validity of a planning exercise can therefore be related to the extent of available data and to the experience and perceptions of the operating entity. The various factors which must be assessed include absolute values and variations in a range of factors, especially the dip and dimensions of the orebody, the geotechnical parameters and anticipated ground conditions, the productivity and production characteristics of the selected mining method as applied to the specific orebody, and the impact of mine access and development.

The Electricity Commission of New South Wales operates three power stations located on Lake Macquarie and Lake Munmorah. Coal for these power stations is supplied by three collieries operated by the Electricity Commission, three operated by the State Mines Control Authorityrand one privately owned. Most of the coal used in these power stations is won from the Great Northern seam which lies at depths of up to 220 ft at Awaba and at depths of the order of 600 ft at the remaining mines on the southern end of the field.

Two recently published studies have considered whether and how robots, which have been designed for manufacturing applications, could find use in mining. The conclusions of both studies, if not identical, are compatible. Automation of mining activities will continue. Robots, at least in the short term, will have little application in mining. However, robotic concepts, both hardware and software, are of considerable relevance to mining automation, and can be anticipated to diffuse gradually into mine environments. The present paper is intended to convey the current state of thought on this subject to IFAC Symposium participants who may be unfamiliar with the referenced studies, and is not intended to report previously unpublished research.

The most critical step in the development of any mining project is the completion of a feasibility study. The feasibility study has one primary goal; to demonstrate that the project is economically viable if it is designed, constructed and operated in accordance with the concepts set forth in the study. Starting from a mineral resource data base, the feasibility study will define the ore reserves, the mining methods, the mineral processing concepts and the scale of the project. The disciplined activity of developing a feasibility study leads the proponent to examine every aspect of the project, many of which might otherwise be ignored. All technical concepts will be established and the corporate philosophy with respect to organisational structure, social and environmental responsibility, infrastructure contributions and financing will be determined. All the major decisions about how the project will be developed are made during the feasibility study. The success of the project will then depend upon the assumptions and decisions in the feasibility study and the ability and empowerment of the development team.
